THE three committees handling the proposed Bangsamoro Basic Law in the House of Representatives on Monday approved the omnibus motion of the Deputy Speaker for Mindanao to “retain as is” House Bill 6475, the bill drafted by the Bangsamoro Transition Commission (BTC) and sponsored by Speaker Pantaleon Alvarez and some 90 other representatives. The approval effectively disregarded the working draft which was a consolidation of all four Bangsamoro bills filed before the House, including the BTC draft, opting instead to “retain as is” the standalone BTC version. The BTC version will then move to the plenary for deliberations when sessions resume on May 15, Maguindanao Rep. Bai Sandra Sema, the Deputy Speaker for Mindanao told MindaNews in a telephone interview. See UPDATE, page 11

LGU-Tungawan, 4SF Battallion conduct outreach in remote village IPIL, Zamboanga Sibugay, -- In the area where most of the people chose not to visit because of the notion that it is a home of the MILF, MNLF and Abbu Sayyaf Group, the local government unit of Tungawan and the 4th Special Forces(SF) Battalion took on the challenge to change such mindset they conducted Joint Civic Action Program in Barangay Datu Tomanggong last April 12. Barangay Datu Tomanggong can be reached by about 30-minute travel by single motorcycle for a fair rate or by private vehicle. Buses and tricycles are not yet available as public transportation in this area. People use single motorcycle “habal-habal” or little jeepney. Anchored on the theme “Health is Wealth, Towards Productivity and Progress”, the Civic Action Program brought services in the far flung barangay to let the residents know that they are important part of the community and that their welfare is utmost concern of the government. More t han 70 b oys availed of free haircut and 50 for tooth extraction while 25 were circum-

Candidates in village polls told: ‘Undergo drug test’ Friday, April 19, 2018

CAGAYAN de Oro City-The head of barangay officials in Misamis Oriental strongly urged all barangay candidates in his province to submit themselves to a drug test. “In this way, the people will have more trust to their new barangay leaders if they get elected to office,” Association of Barangay Councils (ABC) Misamis Oriental provincial federation president Leonard Winstanley said. “Dili na gali sila kinanhanglan mangampanya,

ang mga tawo na mosalig sa ila once ma-proven nga wala sila gagamit og droga,” Winstanley added in jest. At stake in Misamis Oriental are posts for barangay chairmen and kagawads in 424 barangays. Along this line, Winstanley agreed for President Duterte to release the names in the list of the 9,000 barangay officials nationwide that are involved in drugs. Winstanley, also a Misamis Oriental Sangguniang Panlalawigan (SP) member in his capacity as ABC provincial federation president, said releasing the list would clear the names of

his members. He added that he is confident that no incumbent barangay official from Misamis Oriental is on the list because many of them have taken the drug test voluntarily. In Cagayan de Oro City, ABC president Yam Lam Lim offered a different view. Lim said releasing the drug list would expose the named barangay officials in a “trial by publicity” without the benefit of prosecution. But along with Winstanley, Lim said he is confident that none of his members is on the list.

The heat is on!

THE heat is on and the blame-game is back like no other. This is local politics in action --- unrelenting, deceptive and at times more than a labyrinth of empty rhetorics said before the lowly electorate. For a country badly bitten by a virus called graft and corruption, election is basic to fill up our democratic space, to fix economic and political woes but this exercise is not simply a walk in the park. As voters, we are entitled to listen to the candidates’ views, political, economic or otherwise. And as taxpayers for that matter, we are entitled to agglomerate our diverse mindsets into unifying forms of any kind -- the very backbone of democracy in this corrupt-stricken country.

What I do have a problem with, however, is political deception in the manner the campaigns are held --- and it starts at the barangay level. After two years of postponements, Comelec says it’s all systems go for the barangay and Sangguniang Kabataan (SK) elections on Monday, May 14. Comelec has set the election period from April 14 to May 21. The filing of certificates of candidacy by aspirants to barangay and SK posts began on April 14 and will be on until May 20, Friday. Campaign period starts on May 4 and ends on May 12. Positions at stake are punong barangay (village captain), 7 kagawads (members of the Sangguniang Barangay), SK chairperson, and 7 SK members will be

politicians need the barangay more than ever to form the basis of their political machinery. This is simply a cut-anddry tactic in local politics. To say it bluntly, local election is typically an exercise in hypocrisy. Politicians claim the barangay election is democratic and nonpolitical, and yet they all contrive to keep the local election political and undemocratic, the barangay being the building block for all power blocs. As this column was being written on April 17, 2018, she was still there, but her condition was turning for the worse almost every second. In the face of this mis-

fortune, I nevertheless have found a reason to thank God, in the Name of Jesus, for the immediate response from many countless friends, relatives, former school mates, fellow members of Rotary International, and from my colleagues at the Children of God Blood Kin of the Christ Church (or AND KNK, Simbahang Anak ng Diyos Kadugo Ni Kristo), for prayers for her. Indeed, during moments of extreme necessity, it is heartwarming to know that many will launch into prayers, no questions asked, for those those who have asked for prayers because they, or their loved ones, are in perilous situations. He said: “Ask and it will be given to you; seek and you will find; knock and the door will be opened to you. For everyone who asks receives; the one who seeks finds; and to the one who knocks, the door will

Think a Minute. There’s a story about a very poor family who inherited $100,000. The mother knew this was their only chance to buy a nice little house and a better life. The daughter saw the money as her only chance to go to medical school and become a doctor. But the older brother wanted the $100,000 to start a business with his friend. He promised his mother and sister that he would soon pay back the money. Well, the mother decided to give her son the one chance he needed to start a business and become successful. But just a few days later, that son’s business

friend took all the money and ran. That family’s only hope for a better life was completely gone. You can imagine how terribly guilty the son felt. His sister was so angry she hated him for what he had done. She called him the worst names she could think of. But her mother stopped her and said to her daughter: “Don’t you know that the time to love somebody is not just when they’re doing well. That’s not real love. Real love is loving someone when they’re at their worst and failed. When they can’t believe in themselves. It’s now that your brother needs our love and

acceptance the most! And if you haven’t learned that, then you haven’t learned anything!” That’s the kind of love and mercy God has given you and me. There’s no possible way we can ever earn or deserve God’s love and forgiveness. We’re like the soldier in Napolean’s army who was being punished for a crime he had done. His mother begged the great leader Napolean for mercy on her son. Napolean said: “Woman, your son does not deserve mercy.” And the mother answered: “I know, sir. If he deserved it, then it would not be mercy.” You see, it’s God’s mercy

Partyllist lawmaker proposes reselling of seized smuggled rice A partylist lawmaker on Monday appealed to President Rodrigo R. Duterte to issue an executive order to donate the seized smuggled rice to the National Food Authority (NFA) and allow the agency to resell it at lower prices. AGRI Rep. Orestes Salon made the statement following reports that the Philippine Navy confiscated 1,359 metric tons of Vietnam rice worth PHP68 million from a foreign vessel off Zamboanga Sibugay last Saturday. “Given that the NFA’s supply of cheap rice is at a dangerously low level, maybe the President can issue an executive order mandating that the NFA resells seized smuggled rice at lower prices,” said Salon. A key commitment of the 2030 Global Agenda is to ensure no one is left behind. To explore the opportunities and constraints faced by higher education institutions (HEIs) in helping eradicate poverty at the local level, the Philippine Institute for Development Studies (PIDS) and the United Nations Development Programme (UNDP) convened a forum on April 10 with officials from HEIs, national and local government, and other development partners. Dr. Noel De Dios, President of the Human Development Network and Dr. Celia Reyes, President of PIDS gave opening remarks. De Dios highlighted the role that HEIs play in ensuring that as the economy continues to grow, there is a continued focus on those who remain poor. Reyes, on the other hand, said HEIs can generate disaggregated data that can provide greater insight into the challenges and interventions needed to combat poverty in local communities. “Leaving no one behind in attaining sustainable development goals is a compelling issue and it is reassuring to note that so many people

are focusing on it, including HEIs. We are encouraged that the discourse is not just who is left behind, but also how the gap between rich and poor is bridged. Not just the process of poverty research, but the process of inclusion,” said UNDP Country Director Titon Mitra. The forum identified important opportunities for strengthening the role of HEIs in advocating for and supporting local poverty reduction efforts, including the establishment of a coalition of HEIs that can foster an environment for collaboration and sharing of knowledge and resources among educational institutions. The forum also noted that HEIs could become more engaged in the deliber-

ations of local development councils, using findings from localized research to encourage local government units, the private sector, civil society organizations and other stakeholders to cooperate in crafting and implementing policies and programs that are responsive to the needs of the communities. “PIDS has long been engaged in poverty analysis to help propel the national agenda for poverty reduction and HEIs are in a better position to find out where interventions can be done. Together with UNDP, PIDS is more than willing to help create this consortium of HEIs to take us to the next level of poverty research,” said Dr. Celia Reyes, affirming the support of PIDS to the planned initiative.

HE Mindanao Development Corridors strategy, with the southcentral Mindanao area and the Autonomous Region in Muslim Mindanao (ARMM) as pilot sites, will receive $100 million worth of funding from the Asian Development Bank (ADB). growth, and ultimately, poverty reduction come hand in hand in ushering sustainable development,” she said. ADB-Philippines Principal Country Specialist Joven Z. Balbosa, said during a visit to Davao City last month, said the $100-million allocation is intended to help address the public investment gaps “cutting across local government, across regions that really matter for growth.” He said ADB is looking at sustainable and consistent inter-regional programs that need larger investments. “Right now,” he explained,

Chemical leak affects 47 in Davao

AVAO CITY--A chemical leak discovered inside a residential area affected 47 adults and children, who are now declared safe after getting treatment from the Central 911 medical team. The leak came out from one of the 15 bottles containing suspected chemical buried inside a house at Purok Sto Nino, Riverside, Km 9 in Sasa, this city on late Monday afternoon. The strong odor caused dizziness and pain to the noses of the victims prompting a concerned citizen to call C entral 911 for assistance. Initial investigation conducted by Sasa police revealed that the odor came from the house owned by Cosme Sanchez particularly inside the ro om of his s on Regil

CARAGA, Davao Oriental -- The Army's 67th Infantry Battalion (IB) rolled out its peace volunteers program in the ancestral domain area of this town to strengthen the Indigenous Peoples (IPs) in the so-called mobility corridors of the New People's Army (NPA). The Peace Volunteers Training and Seminar is a five-day training for the IPs to become defenders of their ancestral land against lawless groups, criminals and even help fight against drug abuse and terrorism. This is to strengthen the barangay structure and functionalities, including the traditional political structure of the IPs, said Lt. Col. Jake Obligado, the commander of the 67th IB based in Baganga, Davao Oriental. Obligado underscored the importance of a stronger government and local governance to keep away lawless elements from vulnerable communities, especially in IP areas. "I believe that if there is weak governance the enemies are strong," Obligado said in an interview Sunday.

The 67th IB as trailblazer of the Peace Volunteers has seen significant results since it started the program last year in the Mandaya communities in Lingig, Agusan del Sur. By working together, parents and teachers can create and maintain highquality education for students. So far, Obligado said there are already 700 IPs who had trained under the program. On Saturday, 150 members of the Mandaya tribe completed the five-day training in far-away Sitio Batiano in Barangay San Pedro, Caraga. They came from 13 areas of Caraga town. Peace Volunteer Dominador Malintad, who was among the 150 graduates on Saturday, lauded the 67th IB for giving priority to the IPs. He thanked the Army and the provincial and municipal government for giving the IPs the opportunity to avail of the training. The training covers the development of livelihood program, which are within the ancestral domain; government in action showcasing the services of government agencies and the LGU; empowering the IPs through training as first responders in disasters, how to safely secure their communities, make a plan and how to deploy themselves; and, how to be good citizens. He emphasized volunteerism as an ownership of their (IPs) plan. It is part of the peace and development plan of the government. Obligado clarified that the IP volunteers are armed, but their arms are not provided by the Army. He recalled that tribes were armed with bows and arrows and spears even in early years because these are used to hunt and to defend their communities against enemies and animals. With the evolution of the communities the tribes acquired low-powered firearms. But, Obligado said they cannot bring their firearms outside of their ancestral domain or use it for crimes. Asked if the IPs are allowed to have firearms, Obligado said the IPs have the right to govern their communities. Asked how they acquired the firearms, Obligado said it depends on the creativity of the tribes. Obligado further clarified that the Peace Volunteers program is not about interfering into their customary laws but empowering them. He said there are three spheres that were considered and respected: the bagani who are the defenders of the ancestral domain; the tribal council of leaders; and the Babaylan, who are the religious leaders. Obligado stressed that rebel surrenderers are not included in the program but only IPs, who are vulnerable to deception, recruitment into the communist struggle, and harassment. The NPA

surrenderers have separate, program, he said. Obligado cited a study conducted in 2004, 2011 and 2015 why most IPs were pushed into joining the NPA. The study, he said, showed that three out of four NPA rebels are IPs. Most of them finished only Grade three because schools are not accessible. Those who reached the age of 16 are forced to engage in farming. This is also the average age of entry to the NPA. Obligado said it is a challenge for government to improve roads in remote areas so that education is made accessible and to improve the delivery of basic services like health. Obligado said the Peace Volunteers is a showcase of unity of the IPs, the police, the LGU led by Governor Nelson Dayanghirang and the Armed Forces of the Philippines (AFP). The 67th IB covers the east coast municipalities of Boston, Caraga and Baganga, part of Mati, Davao Oriental and Lingig, and Trento, Agusan del Sur. The Joint Committees on Local Government, Muslim Affairs, and Peace, Reconciliation and Unity scheduled four days — April 16 to 19 — to vote on 362 proposed amendments to the working draft. Fast-track In Malacanang on April 4, President Duterte met with Senate President Aquilino Pimentel III and Speaker Alvarez, and the MILF leadership led by MILF chair Al Haj Murad Ebrahim where he urged Congress leaders to “fasttrack” the passage of the BBL. Murad told MindaNews on April 5 that the President “urged” Pimentel and Alvarez to “fast-track the passage of the BBL before July ahead of federalism” and that “they already have schedules and are confident they could complete the process by June.” Also on April 5, Jaafar told MindaNews the President “requested” the leaders of Congress “to pass the BBL into law within May of 2018.” “On our part we appealed to the President and the two houses to pass the BBL into law, not watered down,” Jaafar said, adding a “watered down BBL is not acceptable to our people.” The May 2018 passage is “kaya daw sa Senate” (The Senate can do it), Jaafar said, recalling how Pimentel “assured the President and us that the BBL travel is smooth and that end of May it will be enacted into law. The Malacanang meeting came eight days after Duterte met with the MILF leadership at the Matina Enclaves in Davao City on March 27. Race against time As agreed upon by the government and MILF under the CAB, the BBL will pave the way for the creation of a new autonomous political entity that would replace the 28-year old Autonomous Region in Muslim Mindanao (ARMM), an entity that is autonomous in name only and earlier dismissed as a “failed experiment.” Under the Bangsamoro Peace and Development Roadmap of the Duterte administration, the BBL was targeted to be passed yearend of 2017 to allow enough time for the plebiscite to ratify the law, and a transition period under

the Bangsamoro Transition Authority (BTA) that will be appointed by the President and will govern the area until the regular elections are held. The CAB provides that the BBL, once enacted by Congress, shall be ratified in a plebiscite “not later than 120 days from the legislative enactment” and once the BBL is ratified, the ARMM is deemed abolished and the BTA takes over until regular elections are held. The filing of certificates of candidacy for the May 2019 elections is in midOctober. He identified the following utility companies which have committed to remove their respective unused firms: Cagayan Electric Power and Light Company (Cepalco), Misamis Oriental Electric Service Cooperative (Moresco) 1, Parasat Digital HD, Philcom-PLDT, Misamis Oriental Telephone System (Misortel) and the local branches of telecom giants Globe and Smart. These seven entities have inked an agreement in yesterday’s flag raising at City Hall to form Task Force Hapsay Kable which will supervise the “spaghetti wires” removal. Oclarit said the task force will be chaired by Mayor Oscar Moreno and co-chaired by National Telecommunications Commission (NTC) 10 director Teodoro Buenavista and Councilor Teodulfo Lao in his capacity as chair of the committee on utilities. Earlier in the day, Presidential Spokesperson Harry Roque said Malacañang is mulling over the possibility of the NFA reselling the seized rice at a lower price to increase the agency’s stockpile. For his part, Anakpawis Rep. Ariel Casilao urged the government to investigate the botched rice smuggling. Casilao cited a Samahang Industriya ng Agrikultura report, stating that the government incurred a total of PHP64 billion revenue losses due to widespread smuggling of agricultural products. He said this reflected a PHP32-billion loss per year, which is equivalent to the Department of Agriculture’s budget for 2016; and excess funds for the rehabilitation of the agriculture sector. “Aside from virtually no government subsidies to local farmers for procuring reasonable price of palay, agricultural smuggling, which includes rice, is further killing our local rice farmers’ livelihood.
