Gaane urges public to register in Higala App COUNCILOR Maria Lourdes S. Gaane, chair of the City Council committee on health and health insurance is urging the public to register online in the Higala App Quick Response (QR) Code-based COVID-19 contact tracing system. Food Security Summit on April 15, in the city to foment development to the country’s agricultural and fishery sector. Bearing the theme: “Food for Today and Beyond: Transforming Philippine agriculture”, said activity gathered industry leaders and key stakeholders to tackle issues and concerns besetting said sector towards a food secure and resilient Philippines with empowered and prosperous farmers and fisherfolk. “Such effort is geared to continue in boosting and developing the agri-fishery sector through the cooperation, coordination and collaboration of the local government units (LGUs) and the private sector’s in-
dustry players,” said DA-10 Regional Executive Director Carlene C. Collado before the summit delegates attending virtually and on-site. CHARLOTTE, North Carolina—It’s already been more than a week since the 19th City Council of Cagayan de Oro City passed a resolution calling for a one month dry run extension on City Hall’s enforcement of the QR (quick response) code requirement among city residents, visitors, private and public offices in the city. And there are still complaints being aired in every available social and local mainstream outlet out there. It’s not surprising even if as per latest word from City Hall that there are over 600,000 city residents who have secured their QR code from the Higalaay web portal which is integrated into City Hall’s official website. Before I give my opinion on the whole issue at least
in this post—I already did in my past two ´Barangay S´ Facebook broadcasts this past week (April 12-16 please check my FB page)— please allow me to present the basic facts. The complaints are mostly coming from late registrants who complain about the difficulty of registering online despite an official City Hall explanation that its servers are overwhelmed with the surge of applications reportedly submitted after office hours. What also drew attention was a position paper by the Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (Oro Chamber) asking the council to review the Higalaay app ordinance which they said was ‘redundant’ and ‘punitive.’

The Oro Chamber of course referred to an InterAgency Task Force (IATF) resolution mandating all local governments to adopt the Stay Safe app as a contact tracing tool for suspected COVID-19 cases. Based on this resolution, they said this would make the QR code requirement under the Higalaay app ordinance redundant. What they didn’t know if they were told at all was that the Higalaay app ordinance was approved even before the IATF resolution took effect and I’ll talk more about that. The way to heaven DRIVING in big cities is not a joke for beginners. It’s an ordeal, especially driving during heavy traffic hours. One must know where to go and which way to take. Otherwise, one’ll end up bumping somewhere somehow... . But, driving a car in a small village, where roads are simple, is for neophytes an enjoyable one. No traffic, or less traffic, no traffic lights, no complicated ways... . In the same way, railroads can make train drivers ill at ease when they are also in big cities. I remember Munich in my home country Germany, where railways appear like spider’s cobwebs. They go in several directions. No wonder, accidents on the roads happened many
times. In life we, too, have roads which lead us to several directions. To go to heaven, man’s eternal destiny, one can either choose the shortest road, or one can make detours. Not so many perhaps fall by the way and end up in eternal damnation. There are some of us, Christians, who take the shourt-cut road to heaven. This is the road of suffering, of the actual practice of Christian virtues, of serving God and our neighbour. Others take the circuitos road of easy life, thinking that at the end they still have time to amend themselves and lead a good life. This is risky, since no one can guarantee that an opportunity will be given at the eleventh hour. Un-

CEBU CITY – Cebu Landmasters Inc. (CLI) on Monday announced its partnership with French hotel giant Accor to bring the Mercure hotel brand to Cebu. To be operated by the France-based hospitality chain, Mercure Cebu Downtown is set to open in 2024 at the soon-to-be redeveloped Patria de Cebu in the downtown area here. CLI announced the groundbreaking on Monday of this new mixed-use development that will offer 21,000 square meters (sqm) of gross floor area and house the 182-room international hotel at the heart of Cebu City’s heritage trail. Named after the historic Catholic recreation center that heavily influenced young professionals in the ‘50s, Patria de Cebu’s redevelopment will offer 4,320 sqm of food, dining, and entertainment spaces and
4,400 sqm of offices. A collaboration between CLI and the Archdiocese of Cebu, the mixed-use complex was planned to revitalize this historic center of Cebu dominated by the Cebu Metropolitan Cathedral established centuries ago.
Located in front of the cathedral with baroque influences, the new Patria de Cebu was envisioned by architect Jose Pedro Recio to “visually bridge the old and the new,” with the approval of the National Historical Commission of the Philippines (NHCP).

MANILA – Presidential Communications Operations Office (PCOO) Secretary Martin Andanar lauded Friday the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) for including media workers in the A4 priority group for the inoculation of vaccine against the coronavirus disease 2019 (Covid-19). This, after the IATF-EID on Thursday approved the recommendation of PCOO and the Presidential Task Force on Media Security (PTFoMS) to make frontline workers in private and government news media fall under the A4 category. Andanar, also serving as PTFoMs co-chairperson, said the IATF-EID’s approval reflects the Duterte government’s vow to ensure the safety and security of media workers in the country, especially amid the Covid-19 pandemic. “Their inclusion as a priority in the ongoing vaccination program are among the reflections of
the Duterte administration’s commitment to upholding and protecting the rights and welfare of media workers, especially during this pandemic as they are exposed to health risks and hazards as they carry out their work for the benefit of the public,” he said in a press statement. Andanar and PTFoMS Executive Director Joel Sy Egco earlier sent a formal communication to the IATFEID to request media members’ inclusion on the A4 priority list. The initial plan was to include media in the B classification with other workers in the society, but the IATF-EID, in its Resolution 110, placed media workers under the A4.9 group. Andanar welcomed the IATF-EID’s move, saying front-line media workers must be recognized as among the essential workers “who have worked tirelessly and have risked their lives to fulfill their duties.” “The media should truly be included in the A4 priority group, along with other
individuals who play a significant part in our seamless and uninterrupted societal activities. We have seen firsthand the importance of their work in delivering news and information to every household, especially when the pandemic started to unfold and interrupted traditional work arrangements,” he said. Despite the temporary closure of our school buildings around the world due to COVID-19. Learning and teaching continues through distance learning. The safety and wellbeing of students, staffs and families remains top priority as we continue to put learners and learning at the forefront of everything we do. We know it is a very different and unsetting time for everyone as we transition to ‘new normal’ and that these exceptional circumstances are a change for our educators, students and their families. However, change brings opportunities as well as challenges. It is a time of learning for reflection and improving and getting better together. The truth of the matter for all of us is that living in isolation is hard and will get harder over time. We will all
experience more challenging time together in those weeks ahead and the human spirit of togetherness is what will help us through. In order to fully understand and meet the needs of the learners, teachers must be knowledgeable in using a variety of methods for assessment purposes. What is important is that teachers are able to understand the use of assessment in a way that meets ‘best practice’. As students learn their knowledge expands and their skills develop, and for the reason teachers must use a combination of strategies to meet best practices. Not only must assessment follow learning in order to gauge a student’s performance for example, but there is also a place for using assessment before instruction in order to make informed future instructional decisions.

COVID-19 has brought about changes to the education system that impact teachers and learners in multiple ways. Countries around the world have swiftly shifted to online and remote learning to ensure sustainable, high quality and flexible teaching and learning. Learning in the new normal is a challenge for the teachers, students and even parents. Following the DepEd’s successful implementation of the different learning modalities across the country, Regional Offices (ROs) are working hard to continuously provide students with learning materials. Blended learning is a combination of both online and offline learning methodologies with the use of technology. Online is when the students’ study with their teacher and classmates through an application that uses a webcam while offline is when the teacher provides the students with the lesson, seatwork or assignment that they can finish at their own pace, within the deadline. Webinars are held to train and prepare teachers to deliver their lessons through distant
learning modalities. This new way of learning brought by COVID-19 pandemic can be an additional challenge during this tough time. As the world transitions out of widespread isolation, there is great opportunity to reconsider new pedagogical approach and pave the path for a new normal that will further enhance the education of our future generation. The time spent teaching and learning in the new normal has provided valuable insights for educators, students and their families. Teachers must work together with parents, and guardians to recreate the learning experience in the safety of the learners’ homes, each having a unique environment, using information, media and technology skills. We are learning how adaptable and resilient educational systems, policy makers, teachers, students and families can be. In a classroom environment, one of the biggest obstacle teachers may face is dealing with children with their challenging behavior. Not only does the child affect teachers trying to teach a lesson and maintain control but they also disrupt the productivity of the class as a whole. Children who display challenging behavior don’t usually do so ‘just because they want to’. There’s often reason behind their behavior or it might be their only way of telling you something’s wrong. All behavior is a form of communication. Therefore, it’s essential that you understand the causes of challenging behavior and know what strategies will help you deal with it. Knowing what causes challenging behavior in children is crucial for dealing with it appropriately. The child might have some health issue, if a child is experiencing pain or discomfort then they may
be acting out. Behavioral difficulties conditions like ADHD, autism and other learning difficulties. A child may also have a learned behavior, they may learn that acting out is how they get what they want, or may have been in an environment where everyone acted in the same way. It may also for the bad home environment, the child might adopt the challenging behavior as an outlet. There’s a lot of things that affect the challenging behavior of the young children that affects their performance at school that needed to be address and taken care of. All children misbehave from time to time, in numerous environments, and for multiple reasons. As long as you have strategies for dealing with challenging behavior in the classroom and understand the reason why it happens, you can handle it effectively and keep class disruption to minimum.

The announcer further fueled his allegation by saying that City Hall’s servers can be hacked anytime, allowing the perpetrators to fool the registrants into giving up the passwords to their bank accounts. ········································· That claim drew a strong reaction from Cagayan de Oro City Mayor Oscar Moreno who described the radio announcer’s claim as both ‘bugok (idiotic, stupid)’ and ‘kinaplo (irresponsible).’ At this point, I’ll stop mentioning this radio announcer to avoid giving anymore unwarranted publicity. Let me say at the outset that I do understand the rationale behind the QR code/Higalaay app mandate and the Oro Chamber’s concerns over its enforcement. Though I do understand the complaints about the difficulty in applying for the QR code online—never mind the fact that the Higalaay app had been promoted since its inception in August last year, right before the city fiesta and that those applying for the code are latecomers who epitomize the Pinoy’s unlamented habit for last minute rush work—still it´s not totally impossible to do as one only needs to time their registration during slow WiFi traffic which is usually past midnight or 1 am. Let me say this about the most vocal or loudest critics of the Higalaay app ordinance; a lot of them are grandstanding, wannabe politicians and armchair experts whose virulent attacks on the ordinance are akin to scraping the youknow-what out of toilet bowls and flinging it straight on the faces of their targets, all in the desperate hopes of gaining cheap pre-election publicity. A lot of these critics are pro - l o c kd ow n e r s w h o s e ´amazing´solution to the ongoing COVID-19 crisis is to lock everyone up in Cagayan de Oro City for at least three weeks and have government feed them in the misguided and dangerous expectation that the virus will be gone ´permanently´ by the end of said lockdown. Never mind that other advanced countries like the US kept imposing lockdowns to little or no effect, with the coronavirus never really going away and in fact mutating like rats. Then there are the paid mouth pieces of opposition figures who pluck every potential factoids online—like their line that the registrant´s bank accounts can be tampered by

Oh, they´re also repeating their argument that City Hall´s servers can be hacked even if they conveniently forget the fact that governments around the world still use their computerized databases despite frequent hacking by computer experts. ········································· Of course there are arguments from rights groups who view the ordinance as akin to invasion of privacy even if City Hall clarified that the measure upholds both the Data Privacy and Bank Secrecy laws. The Oro Chamber´s position that City Hall should amend the ordinance in order to make it less punitive to business owners is also worth looking into. Amid all the noise generated by the fiercest critics of the ordinance, Mayor Oscar Moreno stands as the voice of reason supporting its implementation. As if the fact that other local governments also launched their own QR codes that are open to integration to the Stay Safe app, Mayor Moreno rightly pointed out that the health data sourced from the Higalaay portal can be used to cross-check and counter-check city residents for the city´s vaccination program. And as if that´s not enough assurance, Mayor Moreno said they are willing to allow a third party audit of the Higalaay portal once the QR code requirement is in full effect by next month. Mayor Moreno´s appeal for public support is augmented by his standing order on all departments charged with enforcing the ordinance to fully answer public inquiries into the issue. Taking that all into consideration, I do join the others in calling on Kagay-anons and visitors and those doing business in the City of Golden Friendship to register at the Higalaay portal and secure their own QR code. True that there are sacrifices and inconveniences to deal with but we have survived this pandemic so far and it´s best for our collective interest to stand with our government in defeating this virus once and for all.
