FARMERS in Cagayan de Oro City--even if affected by the El-Niño phenomenon-will not receive rice support from the Department of Social Welfare and Development (DSWD) unless their respective areas are declared under the state of calamity, City Social Welfare and Development Officer Teddy Sabuga-a said yesterday. Sabuga-a said Mayor Oscar Moreno and the City Council are still arguing about what barangay should be declared under the state of calamity.
