1 killed, 2 seriously injured in Bugo fire

CAGAYAN DE ORO CITY -- A 29-yearold worker was killed, 2 others seriously injured, in a fire that gobbled up residential houses in Bugo, a village, 19 kilometers east of here, Saturday morning.

The body of Riza Tacbobo, 29, a worker in the Del Monte Philippines, Inc. (DMPI), was charred beyond recognition in the rubbles of the house owned by a certain

Christian Caballes, team leader of the police Scene of the Crime Operatives (SOCO), said that only the portion of the head and shoulder were left of the victim who must have been trapped inside the house.

Seriously injured were Paul Dapar and his live-in partner Noralyn Garcia. Dapar sustained a third degree burn while Garcia suffered a second degree burn.

Police investigators said that the couple are now confined at the intensive care unit of the government owned Northern Mindanao Medical Center here.

Tapped in at past 3 a.m. Saturday, the fire razed six houses, mostly residential and boarding houses, and displaced about 44 individuals before the fire was put out an hour later, fire investigators said.

From housewife to heroine

Davao City –“Sa una, nagtuo ko nga ang mga kababainhan kutob lang sa panimalay. Igo mag alaga og anak, mag asikaso sa bana, ug magluto sa kusina. Pero tong niabot ang Kalahi-CIDSS, natagamtaman nako ang importansya sa akong kontribusyon sa akong komunidad (I used to think that women are limited to staying at home, take care of children and husband and prepare food.

But when Kalahi- CIDSS came about, I sensed the significance of my contribution to my community),” shared Elenita P. Lampera, during a program at DSWD Office.

Kalahi-CIDSS or KapitBisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services is one of the core programs of DSWD (Department of Social Welfare and Development) that aims

to empower communities through enhanced participation in local governance and poverty alleviation projects.

In celebration of Women’s Month and recognizing the crucial role of women, DSWD invited womenleader beneficiaries and volunteers whose lives have improved through their active involvement in DSWD programs, to share their stories of positive transformation.

Woman-volunteer Recently, Lampera, 43, was awarded as Best Volunteer under Gender and Development Categor y during the 2nd KalahiCIDSS Regional Bayani Ka! Awards.

She is also a Parent Leader of Pantawid Pamilyang Pilipino Program. Her family receives P2, 800.00 every two months, which she uses to ensure that

her school-aged children remain in school and avail local health services.

Lampera, a mother of three, considers that education is the best gift she can offer to their children. She believes that the classroom is the heart of any educational system.

“Ang edukasyon ang isa ka bahandi nga among maikahatag sa among mga anak. Mao kini ang ilang bulawan nga dili makuha sa ilaha (Education is one legacy that we can give our children. This is their treasure that could not be taken away from them).”

When she volunteered in Kalahi-CIDSS, she learned for the first time how to do objective and systemized project work. A high school graduate in a provincial public school, it was her first time to do canvassing, budgeting, milestone monitoring, representing

her community in meetings, negotiating with suppliers, and most of all, overseeing the implementation of the sub-project.

Through the skills she learned, she led, and was able to successfully carry out the construction of a

P 679,175.00 one-classroom high school building through Kalahi-CIDSS PAMANA. Lampera, brimming with fire in her heart, was able to invigorate the Bayanihan spirit in their community.

At first, the people in their

community were doubtful on a woman’s ability to lead projects. She was called a lot of things —incompetent, weak, and wavering.

She admitted, “I was a victim of harsh gossips and cruel name-calling.

Oftentimes, I hear them say that women are supposed to be just at home, doing chores and tending to their husband and children. But I refused to believe that.”

Gains by women Based on DSWD records, 54% of Kalahi-CIDSS community volunteers in Region XI are women. About 7,000 of these women volunteers have attended capacity building sessions, and 1,848 served as laborers in the construction of community sub-projects.

“Who robs the poor and enriches himself at their expense?”

Duterte spokesman Peter Laviña said after Binay accused the presidential candidate from the south of ‘killing only’ poor people.

This was the reaction of the spokesman of presidential candidate Rodrigo Duterte after Vice President Jejomar Binay called the Davao City mayor as ‘berdugo’ (executioner).

Duterte has openly admitted firing his gun at three people who kidnapped and raped the daughter of pawnshop owner in Davao City when the kidnappers resisted arrest.

The Davao City mayor has sarcastically exaggerated the figure during interviews on his alleged human rights record. But Laviña said Duterte has gone on record that he is against extrajudicial killings.

Duterte repeatedly said he has no stomach killing criminals on their knees and with hands tied on their back.

He, however, has owned up an order to shot and kill criminals putting up violent and dangerous resistance to police officers.

Anchoring his presidential campaign on the fight against

crime, illegal drugs and corruption is one big plus factor.

We need a leader who cares for the safety of the citizens.

It is true that Binay cannot talk about corruption because he has a baggage,” meaning, he has been involved in several corruption issues.

Binay used to lead surveys on voter preference but has slipped to fourth among five candidates after incessant attacks over his and his family’s unexplained wealth and filing of graft and criminal cases against his son Junjun and wife Elenita Binay.

In the latest surveys by Manila Standard, SWS and Pulse Asia, Duterte has begun to pull ahead from the rest of the presidential candidates.

Thus it is not a surprise that Duterte is now objects and subjects of attacks from all fronts. When somebody kicks you from behind, that means you are ahead.

In addition to Binay, the camps of Mar Roxas and Senator Grace Poe are also stepping up their negative campaigns versus Duterte. That’s because he is ahead now in all surveys. Good riddance!

Ramiscal (who was merely a replacement lecturer, since the original lecturer failed to arrive) disclosed that personal details of Facebook users are actually sold by the social networking site to big businessmen and corporations around the world for hefty fees, making Facebook owners instant billionaires.

This is the reason why, Dr. Ramiscal said, any Facebook user is forcibly given doses of advertisements from hundreds and hundreds of companies every time the user opens his or her account. And yet, the lecturer added, Facebook was precisely invented to prevent such intrusions from advertisers. Is this true, Facebook?

So, fine, let’s investigate and oppose Bongbong’s candidacy and perpetuate the memory of his father’s dictatorship rule of the country. But, how about the inequities and abuses and even the crimes committed by the two Aquino presidents while they were in power? Our thinkers from the UP are not interested to run after the Aquinos, too? Why? Indeed, what a hypocritical form of activism!

More livelihood projects up in Dinagat Islands Province of Dinagat Islands – The Department of Social Welfare and Development (DSWD) Caraga, through the Sustainable Livelihood Program (SLP), recently turnedover the King Crab and Fattening project to the 20 Pantawid Pamilyang Pilipino Program partner-beneficiaries who are members of of Benhan SLP Association of Sitio Kabiton-an, Brgy. Benglen, Municipality of Basilisa in this province on April 8, 2016.

The event was also graced by the Municipal Social Welfare Development Officer (MSWDO) of Basilisa, Gladys Gay L. Piodo and Francis Mansalay Jr., the Community Development Officer II/ Mangrove and Forest Development Focal of the Provincial Environment and Natural Resources Office (PENRO) of the said province.

“Ang Gobyerno nalipay na kami nakatabang kaninyo ug

hinaot na inyong amumahon ang proyekto (The Government is happy to assist you and we hope you will take good care of this project),” said MSWDO Piodo to the members of the said association.

SLP has provided an assistance through skills training with starter kits. The training primarily focused on production, feeding and cage making.

On the other hand, Mansalay from PENRO shared his happiness that the project was finally pushed through.

“We did not have second thoughts to allow the association to use the area for the implementation of the said project,” he said.

“It is an honor that we became part of DSWD’s goal in improving the socio-economic status of these beneficiaries,” Mansalay added.

With the collaborative efforts, they were able to build a cage that can store 2,000 crabs. They dedicatedly gave help without expecting in return.

Happiness filled the space when the association’s president, Marilyn Gante, along with the invited guests cut the ribbon.

An immense dose of gratitude was felt when the 2,000 baby crabs were freed.

Poor irrigation systems in PH caused by weak program design, mismanagement--PIDS study W

ITH the onset of prolonge d drought brought by the El Nio phenomenon, irrigation also becomes more important for cultivating crops, especially rice. The government is investing billions of pesos yearly to develop and maintain irrigation systems.

However, despite receiving close to half of the total budget for agriculture in recent years, the irrigation sector has consistently fallen short in delivering what is expected from it.

According to a paper by state think tank Philippine Institute for Development Studies (PIDS) that evaluates the effectiveness and efficiency of the government’s irrigation program, the underperformance of the irrigation sector has been due mainly to underdevelopment, mismanagement, and environmental degradation.

In her presentation at a forum organized by PIDS

and the Central Luzon State University recently in Nueva Ecija, PIDS Consultant and De La Salle University Associate Professor Arlene Inocencio pointed out some basic technical and institutional issues in feasibility studies, project design, implementation and management, as well as rehabilitation that affect both the national irrigation systems (NIS) and the communal irrigation systems (CIS). NIS refer to large gravity irrigation systems covering more than 1,000 hectares while CIS are typically smaller in size.

For example, total irrigated areas in the country has remained low despite new irrigation projects.

Inocencio attributed this to poor planning where built-up areas caused by urbanization, areas that are at risk of flooding, elevated areas that require costly repumping, and availability or adequacy of water were not taken into account in

the estimation of areas that can be irrigated.

Inocencio also observed that most irrigation systems are experiencing technical problems, such as siltation, inadequate water, and faulty control structures, which need medium- to long-term solutions. She noted that the “catch-all” solution of canal lining will not solve these problems.

Another major concern raised by Inocencio is the conversion of irrigated areas in certain regions to nonagricultural uses. “If the rate of land conversion will continue to rise, estimates of design areas should properly take this into account,” Inocencio stated.

Young leaders urge presidential bets to seriously look into food security issue FOLLOWING the recent Kidapawan incident involving farmers demanding food from the government, a group of young leaders expressed their dismay and are urging the Presidential candidates to seriously look into the countr y’s food situation especially as the country is reeling from the effects of climate change.

“What happ ened in Kidapawan is clearly an issue of food emergency and lack of ef fec tive and ef f icient preparation on the part o f t h e g o v e r n m e n t ,” said Paolo Martin S ab e ron , C h ai r p e rs on of the #IAmHampasLupa Youth Movement. “Our candidates should already take a cue from this lesson and ensure that incidents such as this never happen again,” he said.

The #IAmHampasLupa Ecological Agriculture Movement is composed of youth leaders from across the countr y looking to secure the future of food and farming in the P h i l i p p i n e s . In i t i at e d under a Greenpeace P h i l ippi n e s c a mp a i g n

in partnership with youth groups, the movement encourages youth to participate in putt ing fo o d s e c ur it y, nutrition and ecological agriculture at the center of national development.

The group is currently calling on candidates to include t hes e in t heir platforms of governance, esp ecially those v ying for the Presidency.

“We are campaigning to encourage the youth to take interest in farming,” said Saberon. “But how can we encourage young people, if what we see is the pitiful if not hor re nd ous c ond it i on of our farmers; farmers, who provide us food, are out in the street begging for food, only to be shot at or arrested. What is so inspiring about that?”

The group had earlier expressed disappointment over the recent PiliPinas Presidential Debates in Cebu, since candidates d i d n’t r e a l l y e x p r e s s clear stands or plans on environmental issues that were expected to be tackled.

The group challenged the Presidential c a n d i d at e s t o a n s w e r three questions as they prepare for the last and f i na l Pres i d ent i a l debates: 1) how can they ensure national security when Filipinos are food insecure; 2) how can they t a l k ab out t a x re for m when government funds are misused to subsidize corporate farms and are misdirected away from the farming sector which could potentially boost economic growth as seen in other countries; and 3) how can they talk about defending sovereign rights of the Philippines when you cannot even defend our farmers? “ The government should prioritize the issue of climate change and its impact on our lives. Climate change has already affected our food security; farmers who are

supposed to be providing us with food are first and f ore m o s t t h e a f fe c t e d sectors,” added Bestre, who participated in the Climate Reality Project training last March.

“Current government measures against El Niño are m e re ly te mp or ar y coping mechanisms that d o n ot c or re s p on d t o long-term solutions on attaining food security.

If we do not adopt a change in t he c ur rent agriculture system, food insecurity issues will worsen and may again result in food price hikes and riots,” warned Bestre.

“To defend our farmers and ensure food security, the next President of the countr y should accept the inevitable - that we need a shift towards ecological agriculture [1] which is not only safe and sustainable, but also a system that empowers our farmers. The Kidapawan incident is just one o u t c o m e o f a g r e at e r social, humanitarian and s e c u r i t y c o n f l i c t t h at should be immediately addressed and never allowed to happen again,” Bestre added.

Environmentalists groups renew call for return of illegal trash from Canada MANILA--Environmental and health advocates from various groups asked all presidential candidates for the May 9 polls to put the closure of the Canadian garbage controversy among their top priorities if elected.

At the General Assembly of the EcoWaste Coalition held last week in Quezon City, over 100 participants from 68 groups resolved to ask the next president “to order the return of the illegal waste shipments to Canada in her/his first 100 days in office.”

It will be recalled that a total of 103 shipping containers of largely residual household garbage, declared as scrap plastics for recycling, were illegally dumped into to the Philippines from Canada between 2013-2014, causing an uproar.

To ensure that such a blatant dumping incident in violation of national and international laws will not be repeated, the environmentalists also asked the incoming president “to draw up robust policies and regulations” to combat

illegal waste trade.

“We appeal to our nation’s next president to bring this long drawnout trash row to its just conclusion by sending the illegal shipments back to Canada,” said Aileen Lucero, Coordinator, EcoWaste Coalition.

“Local government units (LGUs) have explicitly rejected the disposal of Canada’s garbage in landfills operating within their jurisdictions for environmental, health and legal reasons and we stand by them,” she added.

According to a resolution adopted at the assembly, “it is extremely important to put the Canadian garbage dumping scandal to rest and for environmental justice to be served.”

The resolution underscored that “the disposal of the Canadian garbage in local landfills, cement kilns and waste-to-energy facilities will be totally wrong and unacceptable.”

Active learning

SOME teachers go beyond the conventional way of teaching. They call it active learning. And this is way better than traditional teaching. In this method, teachers get the students actively engaged with course material, working in small groups. The same goes for homework.

Students have to study together in groups of five so they can pass their assignments for the next day.

The techniques have been known through time as an evidence-based active learning style of teaching.

A typical active learning begins with some slides.

Then the teacher quickly switches giving the students a problem to discuss and think about in small groups that I have emphasized earlier. As

students walk through the problem, the teacher simply walks around the room, just listening in similar to what Gordon Ramsay would do while competing chefs do the cooking. In fact, a teacher in active learning would listen in on conversations between the students but won’t participate in the discussion. He gives suggestions only when he sees that the students have veered far off path.

In this case, the teacher becomes some kind of cognitive coach rather than a typical sage on stage, delivering knowledge.

His lecturing such as it is primes the students to grapple with the concepts and key questions on their own and try to figure out what’s important.

Then why you allowed yourself to be free outside but not in inside? Some of us are free physically but not internally. I am sure that some of you are prisoners in different problems in life.

Some also are prisoners of your past. When Jesus appeared to them, they

were encouraged to get out from their hiding place and not to be afraid from any one. Do not allow yourself to be coward because of the bad people around us. Take note: evil wins when you never fight by showing what is right and just. The best weapon to defeat our enemies is to prove that you are right.

Shine like a superstar and do not ruin your life because of any negative feeling and emotion. Do not allow yourself to be controlled

Technical Education Skills and Development Authority (Tesda) should ensure that quality education service is available freely to all citizens from early childhood into adulthood.

And indeed they are doing that. DepEd is giving out free vouchers to senior high school students so they can enroll even in private schools. Ched is constantly encouraging the academe to meet with their industry counterparts so manpower expectations would be maximized. And Tesda is producing lots of graduates every year in various sectors. Even Local School Boards are constructing classrooms every now and then. City colleges are sprouting up in various places nationwide in preparation of the influx of new freshmen by 2018.

Shooting for the Stars. A wise adage says, a dream is the seed of possibility planted in the soul of a human being, which calls him to pursue a unique path to the realization of his purpose.

This saying has been the mantra of Jacqueline E. Verano, one of the eight (8) grateful scholars of Gigaquit Sustainable Livelihood Program (SLP) Federation in Gigaquit Surigao del Norte.

Jacqueline just graduated with the degree of Bachelor of Secondary Education – Major in TLE and Agriculture in Surigao State College of Technology (SSCT).

Established in 2013, the 220 partner-beneficiaries of Pantawid Pamilya Pilipino Program of the aforementioned federation agreed to fuse their Self-Employment Assistance Kaunlaran (SEA-K) funds to ensure economic sustainability.

Blessed with an increased number of enterprises and profit, the group agreed to provide scholarship grants to eight (8) children of Pantawid Pamilya grantees.

The federation prioritizes children with good school performance and shoulders the tuition fee of these college students. In return, the scholars should ensure passing and good grades.

“Financial problem is the hardest thing faced by the poor people but there is always hope and people who will help you achieve your dream,” said Jacqueline.

“Gigaquit SLP Federation played a vital role in achieving my dreams and I’m deeply grateful for that,” she added.

“Because of the federation, I am now confidently shooting for the stars,” she concluded.

Jacqueline has received a scholarship for her board exam, and, the federation agreed to continue providing assistance by shouldering her lodging and meal allowance.

SLP is one of the anti-poverty programs implemented by DSWD. It is a communitybased capacity-building program that seeks to improve the socio-economic status of its participants. and distribution, an integrated development plan, and a review of existing policies and regulations that are hampering the growth of the irrigation sector.

“Good governance of irrigation systems must start with a design that ensures compatibility with operational realities and an acceptable level of financial viability to ensure sustainable performance,” Inocencio stressed.

To improve operational performance of irrigation systems, Inocencio suggested that government should shift to a new paradigm of interactive and integrated design. “Design concepts such as maintainability, durability, functionality, operability, and safety should be considered in designing a strategy that is consistent with available water supply, irrigation demand, physical design of structures, and realistic operational plan,” she stressed.

The study also recommends to the National Irrigation administration (NIA) and other agencies involved in operations and maintenance of irrigation systems to develop an irrigation and water research and development program. For example, the paper suggests that government should establish and provide core funding for water resource centers in universities composed of technical and socioeconomic experts whom the National Economic and Development Authority (NEDA) and the NIA can tap in evaluating irrigationrelated projects. “This will strengthen the capacities of NIA, NEDA, and the Department of Agriculture in monitoring and evaluating irrigation projects through the conduct of rigorous and objective analyses to guide their decisions,” Inocencio explained.

Inocencio also highlighted the need to clearly define the respective roles of NIA and irrigators associations (IAs) in the irrigation management transfer and to allocate corresponding resources to achieve targets.

Under the current setup, NIA delegates partial or full management of irrigation systems to IAs. NIA is allowed to collect irrigation service fees from IAs, with government subsidies for operations and maintenance expenses being gradually phased out and passed on to IAs over a five-year period.

However, majority of IAs do not have the financial capacity to function and be effective. Most IAs are faced with problems of pervasive water theft, members not following the cropping calendar, and most of them still asking for resources for operations and maintenance such as payment for electricity bill.

Based on the IAs surveyed by the research team, it appears that “successful” IAs are characterized as

those with adequate water supply, less institutional problems, adequate budget and facilities, machineries, and equipment. “If we take these factors as indicative of necessary requirements for successful IAs, then at the minimum, NIA’s system design and service areas should have better estimates of available water,” Inocencio said.

Likewise, the issue of equity in the delivery of service remains a major concern given the heavily disadvantaged downstream IAs that are confronted with inadequate water during dry season and more water than they need during wet season. Therefore, Inocencio suggested that NIA should come up with a better strategy to address this aspect of equity as part of improving the quality of irrigation service.

The study, which evaluated 66 CIS and 22 NIS in 16 provinces in Luzon, is part of a research project

by PIDS to evaluate the effectiveness and impacts of key government programs and projects. Spearheaded by the NEDA and the Department of Budget and Management (DBM), these impact evaluation (IE) studies were conducted to promote greater transparency and accountability in government. IE is a special type of research that allows policymakers and program implementers to ascertain whether a particular program is achieving its objectives and whether the results are attributable to the intervention.

WITNESSING the Philippine Committee of Bodybuilding and Fitness (PCBF)/ Mindanao Daily News regional championships last Saturday at Gaisano was like experiencing a déjà vu. Carym Saripada and Cindy Gonzaga successfully defended their statuses as Mr. Fitness (Tall) and Miss Fitness, respectively, which they initially got during the 1st Mindanao Daily News Physique Fitness Competition 2015 last December.

Snatching the Mr. Fitness (Novice) title was Bench Hopist of Equilibrium Fitness Center while Iian Tejano of Ken’s Gym became the big winner in the Mr. Fitness (Short) category.

All the winners with their respective four runnersup went home with cash and assorted prizes from sponsors.
