AGAYAN DE ORO CITY: Provincial Governor Jose Ma. Zubiri, of Bukidnon, on Thursday denied that he has violated the guidelines set by the national Inter-agency Task Force (IATF) on the implementation of the enhance community quarantine (ECQ).

South Cotabato’s first COVID-19 patient recovers KORONADAL CITY – South Cotabato province’s first confirmed case of the 2019 coronavirus disease (Covid-19) has tested negative for the virus and is now considered to have recovered. T’boli Mayor Dibu Tuan said the 52-year-old male patient (PH 2173) from his town has turned out free of the virus based on the result of his repeat swab test released by the Southern Philippines Medical Center laboratory in Davao City. He said the test result was confirmed on Wednesday night by the Department of Health (DOH)-Region 12. “No words can describe the happiness I felt upon hearing that news,” the mayor said in a Facebook post. In its Covid-19 situation report as of 5 p.m. Wednesday, DOH-12 said PH
2173, who has history of travel to Metro Manila, was among the seven Covid-19 patients in the Soccsksargen region who already recovered from the disease. “(The patient) is in stable condition and with one negative result for repeat Covid-19 test,” it said. GENERAL SANTOS CITY – Sarangani province has remained free from the coronavirus disease 2019 (Covid-19) after its latest suspected case had tested negative for the virus. Dr. Arvin Alejandro, provincial health office chief, said Wednesday the swab samples collected from the province’s latest suspected patient, the 10th since last month, turned out free from Covid-19 based on the results released by the Southern Philippines Medical Center (SPMC) laboratory in Davao City. “Our last swab was negative. The same with all the tests that we (have) con-
ducted so far,” he said in a report. Alejandro said seven of the collected specimens were tested at the Department of Health’s (DOH) Research Institute for Tropical Medicine and three at the SPMC. Health authorities were still monitoring at least 44 persons undergoing home quarantine, he said, adding that no new case has been reported within the province’s seven municipalities. Banking sector response to COVID 19
Immediately following the announcement of a Luzon-wide lockdown, the banking sector saw a flurry of cash withdrawals. BPI President and CEO Bong Consing described the situation in consecutive interviews with ANC’s Michelle Krystle Ong and Cathy Yang, thus: “These are ver y unique times. Cash in circulation is coming down because a lot of businesses are closed. The whole cash cycle has changed. People are withdrawing cash. They are keeping it at home. Businesses might be withdrawing cash and keeping them in lock boxes somewhere. The whole cash cycle has changed. So the challenge is now to get enough cash into the branches and the ATMs.” Industry-wide, about 30 percent of bank branches
in Luzon remained open especially in key areas so clients don’t have to go very far to meet their banking needs. As for ATMs, “95 of 99 percent are up.’ The pressure e as e d s ome w hat a couple of weeks later : …” but as the quarantine gets longer and longer the amount of cash being withdrawn from ATMs is coming down. So the need to replenish the ATMs with cash quickly is obviously becoming lower.” Even in a worst-case scenario, Consing (who is also the President of the Bankers Association of the Philippines (BAP) dismissed any fears of a bank run or bank failures. “There is no risk of a bank run. Absolutely none. The banks are in great shape…… (B)ank capital ratios in the Philippines are so high and they are
so strong we can do to this indefinitely. “The capital ratios of the banking system in the Philippines are in the 15s. There are so many buffers. The central bank has properly prepared banks for crises like this. This is not going to be a banking problem. “They (the BSP) have lowered reserve requirements. They have lowered the cost of lending. They have made regulations easier. They are trying to make sure that the banks have the wherewithal to continue lending.” Rising NPLs are a concern. “….(But) a bank like us is prepared to make no money, no money, and in some cases lose money, to do our part. I can only speak for BPI but I suspect a lot of other banks are going to try to do the same.

Global tourism industry dips down With each passing day, the impact is coming out loud and clear for all the major economies that are hit hard by the blow of coronavirus. Travel and tourism not only involve leisure and holiday but binds the entire world for business, educational, medical and many other purposes that we may call as essential and unavoidable. The tourism industry currently accounts for 10 pc of global GDP and by now, it is crystal clear that the travel and tourism sector is facing the most disastrous phase ever. The World Travel and Tourism Council (WTTC)
has already warned that the COVID-19 pandemic could cut 50 million jobs worldwide in the travel and tourism industry and Asia is expected to be the worst affected continent. Within the travel and tourism industry, airlines and cruise ships are suffering bigger losses than the hospitality sector. Once the outbreak is over, it could take up to 10 months for the industry to recover. Of the 50 million jobs that could be lost worldwide, around 30 million would be in Asia only, seven million in Europe, five million in the Americas and
the rest in other continents, according to WTTC. According to reports, the equivalent to a loss of three months of global travel in 2020 could lead to a corresponding reduction in jobs between 12 pc and 14 pc. This impact would depend on how long the pandemic will last and could still be aggravated by all the restrictive measures, travel advisories, airline lockdown and revoking of the issued visas. “Certain measures are not helping and they can prompt the economic impact to be way more signifi-

A sabungero’s tale: Vice and virus MALAYBALAY CITY – A columnist once called cockfighting “the fairest of all sports.” That may have been the case when this cruel spectacle of fowls fighting to the death still thrived on the level of superstition, that is, when sabungeros divined the fate of their feathered gladiators from omens around them. For instance, sabungeros would consider it bad luck if they encounter a funeral procession on the way to the cockpit. Another bad sign is when a female family member has a menstruation, something which feminists would surely take as an insult against women. Sabungeros of old also
believed that the shape of the moon determines a cock’s performance (no allusion to human anatomy) depending on the color of its feet. Cocks with white or yellow feet fight well during or shortly before a full moon. Those with dark feet have the odds in their favor when much of the moon’s surface is covered with black. Sabungeros – rich, poor and those in between – now talk about breeding practices, physical conditioning
and proper feeding. Some breeders even keep track of and experiment with breeding pairs and observe which of them produce the winningest offspring, consciously or unconsciously applying genetics to their costly leisure. Only the aff luent sabungeros can afford to follow these standards to the letter. Those with meager resources can only do catch-up and wish themselves luck come fight time. SMC continues to look for more opportunities to help as donation to COVID-19 efforts reaches almost P1B M ORE areas outside Metro Manila are benefiting from San Miguel Corporation’s (SMC) assistance to COVID-19 initiatives, now at P947.7 million, as the company continues to find ways to bring relief to the hardest hit communities and provinces nationwide. SMC president and chief operating officer Ramon S. Ang said the company has responded to calls for assistance from local government units outside the National Capital Region, including provinces as far as Iloilo and Leyte. “Our people are working hard to be able to extend our assistance to more provinces and communities and to support our national government’s efforts. Our goal is to help keep our countrymen away from hunger and illness, and somehow, in our own way, give them hope during this difficult time,” Ang said. * As of April 14, SMC’s total allotted food donations has topped P227 million. These food donations include canned goods, biscuits, coffee, and milk delivered through the LGUs, non-profit organizations and church-based groups,
among others. * It has also distributed some 1.1 million kilograms of rice, worth an estimated P38.4 million. * The company has donated a total of 864,740 liters of 70% ethyl alcohol to date at P64.9 million. Alcohol produced from the Ginebra San Miguel facilities are being distributed to various hospitals, local government units, national government agencies, and other institutions and organizations. * The bulk of SMC’s donations, some P500 million, is being used to purchase protective gear from local and international suppliers, to help better equip medical front-liners in their battle against the Covid-19 virus. * It has provided free pass to 4,691 health workers to date using its STAR Tollway, SLEX, Skyway, NAIAX and TPLEX. It has also supported the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) by providing vital resources and supplies to checkpoints at its tollways. * The donation also includes P100 million given to “Project Ugnayan” a broad coalition of businesses groups also helping in the Covid-19 battle.
* It has allotted P5 million for the construction of emergency quarantine facilities in military camps nationwide, a project it is undertaking with the AFP * SMC, through SMC Infrastructure and Petron Corporation, has also donated P5.3 million worth of fuel for the Department of Transportation’s (DOTr) and Metro Manila Development Authority’s (MMDA) “Libreng Sakay Program” for medical workers. The company’s efforts to reach vulnerable communities in other regions, has started gaining more ground. In rural areas where the parish priests ban the holding of cockfights during fiestas, menfolk who can’t resist the urge would resort to tari-tari (illegal cockfights), sometimes in collusion with village officials and law enforcers. The whole thing could also be rooted in machismo, as sociologists would suggest. “If my cock (again, no allusion to human anatomy) wins against yours, then I’m superior to you as a man.” To the dismay though of many sabungeros who went to the derby in Matina, Davao City last month,
they found out too late that their machismo is no match against COVID-19. And sadly enough, it’s possibly the same macho attitude, the feeling of invulnerability, that keeps many of them from submitting themselves to health authorities. But it’s one rare instance where fairness might have assumed its true form if it’s the case that the virus had infected sabungeros from both sides of the economic divide. PUMs who are mostly construction workers from Davao City went home on the same day when their company stopped operations but were stranded for five days at the boundary checkpoint before they were housed as PUMs at the Langkilaan Elementary School in Trento town. They will be cleared on April 19. The cleared PUMs of which four are residents of Bayugan City , four in Veruela town, two in Sta. Josefa town, two in San Francisco town, two in Talacogon town , one in Prosperidad town, three in Rosario town and 23 in Trento town were separately fetched by the service vehicles of the local government units where they live. CCIFII Rolling Stores enhance ECQ in Iligan
T
HE Chamber of Commerce and Industry Foundation of Iligan, Inc. has launched its rolling stores in a bid to enhance the effectiveness of the Enhanced Community Quarantine in Iligan City. As defined by the Iligan Chamber, a Rolling Store is a “One-StopShop” where consumers can buy their groceries, vegetables, fish and meat items within their barangays without going to public and supermarkets to lessen their risks of infection from the COVID-19 coronavirus. When Iligan Mayor Celso G. Regencia declared an Enhanced Community Quarantine throughout Iligan City from March 20 to April 30, 2020, it raised the issue of how social distancing could be enhanced with only two public markets serving Iligan City: Tambo and Wet Market in the City proper. It also made life more difficult for people who did not have private transportation and had lacking access to buy their daily needs such as the dry goods, vegetables and fruits, meats and other household needs. Rolling Stores to the rescue On April 7, the Iligan Chamber of Commerce launched its Rolling Stores Project in coordination with the Local Government Units (LGUs), Department of Trade and Industry (DTI), City Agriculture Office, Department of the Interior and Local
Government (DILG) and other stakeholders to address the issues of social distancing, encouraging to stay home indoors and assisting certain sectors to mitigate the big impact of the ECQ in Iligan City. “We have 10 rolling stores every day, they have different schedules and diff barangays to cater to,” said Ms. Reggie D. Punongbayan, CCIFII President. “So far, the rolling stores have already covered about 90 percent or 40 of the city’s 44 barangays.” “We have been consistently been urging buyers to strictly comply with the Enhanced Community Quarantine (ECQ). Buyers should provide their own ecobags, prepare their shopping lists in advance to avoid delays, always wear face masks and maintain social distancing in accordance with Joint Memorandum Circular No. 1, Series of 2020, R.A. 11469,” she stressed. To get the stores rolling, the Iligan Chamber of Commerce requested the Association of Barangay Councils (ABC) President to identify which barangays would be interested to participate in the project. “The barangays were divided into clusters composed of various puroks,” Punongbayan explained. “The identified barangay will be divided into sectors with designated spaces where our Rolling Store will standby on agreed days and times, assuring that all barangay residents can access the rolling store at least two
