Military: ex mayor was ‘invited’ not arrested

MARAWI City--A former Marawi City mayor and now a mayoralty candidate was ‘invited’ to the military camp after the proclamation rally on Friday (April 12), of the Partido Demokratiko Pilipino - Lakas Ng Bayan (PDP Laban), a military official said.

Former Mayor Omar Solitario Ali was not arrested, but was only ‘invited’ inside the Kampo Ranao of the 103rd Infantry Brigade, according LtC. Jake Jumawan, commander of the 82nd Infantry Battalion, Philippine Army.

“He was invited... he was never arrested. Kasi kung arestuhin dapat may warrant of arrest. Nagkwentuhan lang kami with with brigade commander (Col. Romeo Brawner, 103rd Infantry Brigade),” Jumawan said in an interview.

After 30 minutes inside Kampo Rando, Ali went home.

“We treated him humanely because the AFP (Armed Forces of the Philippines) is a human rights observer,” Jumawan said.

Ali has been in hiding after he was included in the arrest order issued by the Department of National Defense following the declaration by President Duterte putting the entire Mindanao under Martial Law when Marawi siege started in May 23, 2017.

He allegedly has links to the ISIS-inspired Maute group that led the Marawi attacked and he is facing a rebellion charges.

His brother, also Marawi former mayor Fahad Salic, was also included in the arrest order because of his affinity to the Mautes. Salic was arrested at a checkpoint in Misamis Oriental.

Ali’s son, incumbent Marawi vice mayor Arafat Salic, who was in hiding because he was also included in the DND’s arrest order, but was released by the Department of Justice after it found out that the arrest order was invalid as it was not issued by courts.

In August 16 of 2017, Defense Secretary Delfin Lorenzana removed Ali from the list of persons ordered arrested under Martial Law rebellion.

He was given the “condi-

tional clearance on the recommendation of the OPAPP (Office of the Presidential Adviser on the Peace Process, former) Sec. Jesus Dureza.”

Despite his hiding, Ali was able to file his certificate of candidacy for mayor in the May 13 elections under the People’s Consultative Party (PCP) Ompia.

He was one of the mayoralty candidates in Marawi City who attended the event hoping to be publicly endorsed by President Duterte

who was expected to grace the event.

The president was not able to arrive though, because of the bad weather condition, according to a statement from Malacañang.

In an interview with this paper to Ali on March 19 this year, he vehemently denied being involved in a rebellion.

“The affinity of my brother to the Mautes doesn’t mean I have involvement and knowledge of their activities,” Ali said.

School-Based Management: A Culture of Excellence

It was on 2008 that the Department of Education (DepEd) launched a program operative for all government elementary and secondary schools where all stakeholders take an active part in promoting total quality management – the SchoolBased Management (SBM). This program follows the tenets of accreditation where four dimensions are assessed: leadership and governance; curriculum and learning; accountability and continuous improvement; and management of resources. It ensures that in the process, the schools are in tip-top shape on its mandate of serving quality education to the Filipino learners.

Fast-forwarding time to the present, there are many schools already that were validated as level 1, 2, or 3, depending

on how these schools performed in the four aforementioned dimensions. The end-objective is outright admirable, but the experiences of the school heads and teachers would say that the preparation process prior the actual SBM validation is taxing and draining.

If we are to count the number of schools that are in Level 2 or 3 from the total number of DepEd schools in the country, one can only surmise that it is a fraction-worth.

Nevertheless, the sterling value of success is on the unending toil of working and improving. The entire SBM scheme gives the stakeholders a solid ground to plan and collaborate for chances of development to materialize in schools. It gives everyone an opportunity to practice

a culture of excellence in the personal and professional levels that will eventually spawn a rippling positive effect to the learners and the community.

DepEd Region X is holding an Education Week Celebration where schools who believed and dared for SBM validation will be given due recognition. Also, research presentations on best SBM practices will have a place in the stretch of activities.

This offers education leaders to share their experiences that in turn serve as nuggets of examples for others. It is commendable that the regional office provided this venue for benchmarking for all schools aiming at improvement.

It is but right that DepEd will continue the entire SBM mechanism for the future of the learners.

Holy Week masses get rid of political sponsors

FOR POLITICIANS, the weeklong Holy Week is an ideal time to retrospect and reexamine their positions in the political battlefield.

The respite is an appropriate time to consolidate and assessed the forces as the main offensive of the midterm election this year lies within sight.

On the other hand, the lull in the political battleground is a time to reminisce and be at peace with oneself.

The Holy Week is a time to recompense the weary mind and communion with one’s spirit.

However, in spite of the atonement period, the catholic church allows the unscrupulous politician cum candidate to breach

on Holy Masses. There is this spiteful practice of the catholic church, allowing candidates to sponsor the masses during the observance of the Holy Week.

While the Church would argue that allowing the candidates to sponsor masses is a personal commitment on the part of the candidates, the political motive could not be set aside. Although the Roman Catholic Church maintains its stand as an apolitical institution, allowing a politician or a candidate to sponsor Holy Masses is inappropriate.

Without the Roman Catholic Church knowing, the parishioners are not happy knowing that the mass they’re attending

is sponsored by a politician or candidate. Some churchgoers simply leave the mass in apparent protest. Out of respect, as a Christian, some churchgoers prefer to stay, but are no longer interested on the Homily.

Well, perhaps, the politician or candidate pays so much for sponsoring masses. Aside from the Holy Week, the politicians also sponsor Christmas masses.

Sponsorship from politicians is often construed as “bribe” money apparently, because the intention of the politician is to advertise himself as “pious” Christian.

This sounds inappropriate because politicians, with the exception of the few, are considered corrupt and

mean individuals.

Anyway, why can’t the Roman Catholic Church be true to its commitment as a non-partisan institution? Most of the time, it behooves in our minds that it is the Roman Catholic Church that violates the “principle of the separation of the Church and State.”

However, if the Roman Catholic Church could not get away accepting sponsorship from politicians, it must be discreet about it. There is no need to announce in the pulpit that the on-going mass is sponsored See MASSES, page 11

Reminders for the Holy Week LIFES INSPIRATIONS: “…

For God so loved the world He Himself came down to earth from heaven, in the form of man with flesh and blood, and accepted in Himself the penalty for man’s sinfulness, so that any sinner who will accept Him, receive Him, believe and have faith in Him as God and Savior and as God the Father, Son, and Holy Spirit, will not perish but will have eternal life, and will be given the right to become children of God…” (John 3:16, Ang Tanging Daan Bible).

-oooREMINDERS FOR THE HOLY WEEK: For the last several years now, the column “Kakampi Mo Ang Batas” had been consistently coming out with some kind of a reminder for believers

regarding their traditions and practices in commemorating the Holy Week, or the seven-day period in a year considered to be holy by many churches because included in the event are the death and resurrection of Jesus.

This 2019, I wish to reiterate these reminders. My perception is that many continue to wallow in useless and even irreverent practices during the Holy Week which embroil them all the more into sinfulness.

Our objective here is to somehow provide some bits and pieces of information that believers can ponder on and seriously think about for their own benefit.

Here are some portions of a column I wrote in 2016: “As Philippine Christians prepare to commemorate

the Holy Week, I hope they would focus more on the Word of God, the Bible, rather than on vacations, traditions, and useless religious ceremonies, in keeping with the plan of God to save sinners from the eternal penalty of sinfulness through His coming to earth in human form and enduring physical mutilation and death on the cross.

-oooGOD IS NOT PRESENT IN THE COMMEMORATION OF HOLY WEEK OF MANY BELIVERS: “Even now, many of those who profess to believe in God are leaving out God in their preparations for the Holy Week, choosing instead to plan for bunny egg hunts, beaches, food trips, high tech entertainment, movies, and a host of other activities

which have nothing to do with Jesus as God and Savior, or at least remembering His great love that took away from those who believe in Him the penalty of being burned and then eaten by worms forever.

“And then, even those who consider immersing themselves in annual religious activities that aim to commemorate the passion and death of Jesus on the cross are plunging into those activities purely out of traditions and practices that are in fact abominable and greatly detestable See REMINDERS, page 11

THINK a minute.

“The reason many people don’t climb the ladder of success is they are waiting for the elevator.” But we cannot “wait” our way to the top, we must “work” our way up.

We just need to be sure which steps will get us there, so we don’t waste our life climbing the wrong ladder!

Today and tomorrow we will look at some right steps to success.

The first step is learning from experience. As one successful person says: “I prefer to profit from the mistakes others have already made and paid for!” People who do not learn from experi-

ence waste much of their life going around in circles making the same mistakes again and again.

A second step to success is both “seeing” and “seizing” good opportunities.

Successful people don’t just talk about what they plan to do, they get on with doing it.

They recognize a good opportunity and grab it before it is too late. They know timing is everything, so they are not afraid to take risks since they are more afraid of losing a good opportunity.

The first step is usually the hardest, but it gets easier once you get moving toward your goal.

The person who is waiting for someone to give him

a good tip on an opportunity will probably wait a long time!

“The important thing is not to wait until opportunity knocks—it’s to know the sound of opportunity when it is just a tap.”

Good opportunities are like diamonds in the rough: most people walk right by them because they are not already polished and cut to size.

A third step to success is to recognize when and where there is not much opportunity for future improvement and promotion.

Some people cannot read the warning signs telling them they are wasting their time in a dead-end job where the road to their success is

closed. Someone wisely said: “Don’t stay where you’re tolerated, go where you’re celebrated.” Find a job or business where you fit, and can keep climbing as high as your ability and desire will take you.

Today, why not ask the One Who knows your personality and abilities better than anyone to become your career partner? The One who designed and made you knows exactly the right steps for you to reach your full potential and success He has planned for you.

ARAWI CITY – Former Special Assistant to the President Christopher Lawrence “Bong” Go on Friday reaffirmed his solidarity with his Muslim brothers here as he vowed to help the city rise from the ashes of conflict.

Even as this developed, actor Robin Padilla—a Muslim convert—appealed to his brothers in Marawi to support Go’s senatorial bid, as well as the chosen candidates of President Rodrigo Duterte.

“Masaya po ako na nakabalik muli kami dito sa Marawi. Alam nyo po sampung beses kaming bumalik ni Pangulong Duterte.

“At ang ginagawa ko po, pinipili namin yung mga mosque na malayo at saka yung hindi talaga nakakapunta, yung wala pong pera..inuuna po namin yung mahihirap na hindi makaka-afford na pumunta po sa Mecca,” he added.

Go stressed that Duterte treated Christians and Muslims equally in Davao City, noting the city has passed an Anti-Discrimination ordinance, adding: “Ganun namin kamahal ang aming

Assured by the people of Marawi that they are satisfied with the President Duterte’s performance in handling the affairs of the country for the past three years, Go vowed to support the President’s programs and policies.

“Kung masaya kayo ipagpatuloy natin yung pagbabagong inumpisahan ni Pangulong Duterte. Ano po ito? Kampanya laban sa kriminalidad, kampanya laban sa corruption, kampanya laban sa iligal na droga.”

Go also appealed to the people of Marawi to help President Duterte win the fight against the menace of illegal drugs.

“Alam nyo naman po na ang puno’t-dulo ng giyera dito sa Marawi ay droga.

Tulungan nyo po ang ating mahal na Pangulo,” the former SAP stressed.

Reports said the Maute terrorist group that attacked Marawi in May 2017 and sparked a five-month armed conflict that caused death and widespread destruction was largely funded by illegal drugs.

Have you experienced being bullied or been bullied? If you have bullied or been bullied then you should know how bullying feels like. Bullying is very negative and creates major problems for our society.

Nothing good comes out of bullying. It could very well change or ruin a person's life. In fact, it does ruin many people's lives. Kids can be mentally scarred if they are teased often.

Even worse, they could be killed or fatally injured if the bullying gets extreme.

There are many causes for bullying which must be taken care of before bullying can be stopped. T.V. violence, families problems, and mis-teachings are just several of the many serious causes for bullying. Bullying must be stopped or prevented no matter how long it will take, it is deeply concerning matter that we teachers should keep.

Bullying does not always have to be childish play, it can be extremely violent. children may be bruised, injured, or even killed. kids under bad influence may turn very violent. Parents, relatives, friends, T.V., music and pictures may all influence people, especially when they are depressed or are in a lowered state of mind. Violence on T.V. is a very big influence, particularly the wrestling

and fighting shows its quite readily available for anyone to watch. Kids may try "moves" on people at school because they believe it's cool. As well, cooperation from childrens' parents is important, some parents actually encourage their children to fight to look cool or don't teach them properly. Kids must take their own initiative, as well, they must find out what's wrong and what's right for themselves sometimes.

Many kids don't take bullying seriously. However, when a real incident occurs, they are unprepared, shocked, regretful, or dead.

Bullying must stop, for it is destroying the lives and futures of many innocents, perhaps not killing them, but ruining them. People may end up physically distort. Simple care saves lives of the young children.

Have a heart, have ears to listen, have a hand to help the children. Let’s help to Stop Bullying!

DepEd - Division of Camiguin, one of the small schools divisions in Region X, took the cudgel of jumpstarting the enormous ISO journey. The journey to ISO certification is a huge challenge.

Small as it is, the division office realized that it could not proceed to the venture relying solely on its own meager financial resources. It decided to forge partnership with DepEd Division of Davao City. DepEd - Division of Camiguin ISO Core Group went to DepEd - Division of Davao City and entered into Memorandum of Agreement with the division.

The agreement encompasses provisions where both parties share their respective best practices. DepEd -Division of Camiguin affords without cost to its counterpart innovation in Division Human Resource Management System (DHRMS), a system that provides holistic management for personnel recording, human resource actions and the most secure data storage for the latter prepares and aims at CSC Enhanced PRIME-HRM Maturity Level III accreditation. It shall also provide guidance and on-site service. On the other, DepEd - Davao City, an ISO certified, shall provide guidance and assistance to DepEd- Division of Camiguin in its preparation for ISO certification, including on-site evaluation.

DepEd - Division of Camiguin ISO core group's first visit to Davao City was a learning experience filled with awe and anticipation. The group observed and found its counterpart's keen and earnest efforts for the certification.

Davao City division fully un-

derstood the intricacies of ISO and adopted strategies for governance, management and office operations, including upgrading of facilities and physical structure.

Looking at Davao City division's progress, members of the Camiguin Division core group became apprehensive of the immensity of the tasks ahead. Everybody is a part.

Each has roles and must be a team player geared toward achieving the primordial goal - ISO 9001:2015 certification.

The division has to contend with the thin finances and must put forth commitment that can withstand whatever it takes to earn the desired certification. Indeed, knowing the proximity of its total breadth and dimension, the challenge is overwhelming.

With a new mind set, Camiguin Division is marching forward with considerable degree of precision - one step at a time - trying its best in order to materialize what it aspires for. Embracing the challenge is all that everybody in the division office needs to do. There is no other way better than that.

After all, the division's commitment to "provide relevant and responsive services to all stakeholders in ensuring the delivery of quality, liberating and inclusive basic education by continuously improving its systems and processes in adherence to statutory and regulatory laws and ISO 9001:2015, and of judiciously implementing policies, programs and projects with the end purpose of shaping every "Batang Taga-Isla" into a well-rounded person" are and will be the cherished gains that can never be bargained with.

Patient’s death blamed on inept traffic enforcer in Oro

Over 500,000 tourists expected to visit NorMin pilgrimage sites

CAGAYAN DE ORO CITY – More than half a million individuals are expected to visit the various pilgrimage sites in Northern Mindanao, especially in Misamis Oriental, during the Holy Week, a tourism official said Saturday.

The Divine Mercy shrine in Barangay Ulaliman, El Salvador City, Misamis Oriental, is projected to have the most number of visitors, provincial tourism officer Jeffrey Saclot said.

Last year, more than 200,000 devotees visited the shrine’s 50-foot statue of Jesus Christ, the most prominent structure at the

Divine Mercy Hills, and the figure is seen to increase this year, Saclot said.

The statue is considered as one of the tallest religious structures in the region.

What is team teaching?

TEAM teaching is coordinated teaching by a team of teachers working together. Co-teaching or team teaching is when two educators work together to plan, organize, instruct and make assessments on the same group of students sharing the same classroom. This approach can be seen in several ways.

Teacher-candidates who are learning to become teachers are asked to co-teach with experienced associate teachers, whereby the classroom responsibilities are shared and the teacher candidate can learn from the associate teacher. Regular classroom teachers and Sped teachers can be paired in co-teaching relationships to benefit inclusion of stu-

dents with special needs.

Research on the effectiveness of co-teaching has yielded mixed results. As a deliver model for Sped services, one study found important strategies were infrequently observed in this model and the Sped teacher played a subordinate role. Another study reviewed student outcomes via a resource room model and co-teaching. It found resource room delivery superior in terms of academic progress. Other research has shown that the results of co-teaching benefit both the educators and the students but the study lacked long-term data. Because there are a lot of things to consider when teaching a class with another teacher.

He said that once in office, his administration would investigate all “consultants” and appointed City Hall officials and file appropriate charges to those found violating the anti-corruption law and practices.

They (consultants) can run, but they cannot hide, La Viña said, adding that he would stop the excesses of Moreno at the City Hall.

At this age, most children are assumed to possess the skills necessary to master cursive writing. However, having specific skills is a better indicator of cursive readiness than age.

If your child can print letter proficiently and not just copy the letters from an example and has the fine motor skills to print small letters, he is likely ready to learn cursive.

Cursive writing is gradually being replaced in schools by keyboarding as a skill student learn. But let us also remember that adults who use handwriting to learn a foreign alphabet

remember the letters better than those who use a keyboard. Writing by hand also helps children develop motor skills and cursive provides an added level of understanding about how letters are formed.

Learning cursive handwriting is important for spelling skills, enabling children to recognize words when they read them later. Typing doesn’t have the same effect on the brain as it doesn’t require the same fine motor skills and simultaneous activity. Researchers believe that cursive writing is important to cognitive development and the brain’s senso-motor region.

Penitent to be nailed on the cross for 33rd time on Good Friday

FOR the 33rd time since 1986, well-known Filipino penitent, Ruben Enaje, 58, will be nailed on the cross on Good Friday.

In a phone interview with the Philippine News Agency (PNA) on Monday, four days prior to his “crucifixion”, Enaje said that he was up and ready to be “crucified” for the 33rd in a row to fulfill the vow he made more than three decades ago “as my expression of self-sacrifice thanking our Lord Jesus Christ for saving my life when I fell to the ground from a three-story building in 1985 unscathed.”

“I slipped from the bamboo I was standing and while I was falling I uttered the words ‘Dios ko!’ (‘My God!’), and the next thing I knew I was on the ground, but fully conscious,” Enaje, now known as the only Filipino penitent being nailed to the cross for the longest time, said.

“It was a miracle I survived the fall without a bone broken. In fact, when I was on the ground, I did not stand up immediately thinking I broke my legs and body, but after a few moments I found out I was okay,” he recalled.

“The near-fatal accident happened while I was paint-

ing a signage on the building,” Enaje added.

“I owe my life to Jesus that’s why every Good Friday I have to undergo the crucifixion ritual,” he said.

Enaje said it was only a year after the accident or in 1986 that it entered his mind that he wanted to be nailed on the cross as his self-sacrifice every Good Friday.

“In fact, the first year of my being nailed on the cross, I did not tell my wife and children what I was about to do. They cried when they saw me all bloodied, my head, hands and feet,” Enaje, now 58, said.

“I explained to them and after that they understood,” he said.

The site of the crucifixion is in Burol, a man-made elevated place in Barangay San Pedro Cutud, some three kilometers from the city proper of San Fernando in Pampanga province.

Four nails and the crown of thorns made of steel will be used by a “centurion” during his crucifixion, referred to as “passion play”, where thousands of pilgrims are expected to watch.

“The wooden cross I will carry measures 16 feet long and weighs 37 kilos, and I will walk 1.7 kilometers up to Burol,” he said.

Enaje recalled that during one of his crucifixions, he was kicked and “I tumbled down the road. The pain was excruciating, but I bore it out.”

He also recalled that in 1991, when Mount Pinatubo in Pampanga erupted, which is now known as the second biggest volcanic eruption in the world in the 20th century, and spewed tons of ashes that circled around

the globe, he was unfazed, and continued his annual ritual of being nailed on the cross.

Enaje also said that some four other penitents are expected to be nailed with him on the cross on Good Friday.

The Catholic Church has discouraged penitents from being nailed on the cross on Good Friday.

“We are discouraging that practice because it was only Jesus Christ that made that great sacrifice only once

to save mankind from sin,” Rev. Fr. Kit Ramirez, SVD, of St. Jude Parish in Malacañang said when contacted for comment.

Fr. Ramirez said that there is no such kind of a “copycat” being done by humans other than the crucifixion of Christ on Mt. Calvary more than 2,000 years ago.

But despite the Church’s objection to crucifixion performed by some Filipino penitents on Good Friday, quite a handful of them still

practice the ritual that has attracted people, not only Filipinos but also foreigners who come to the Philippines to witness penitents being nailed on the cross.

But what is intriguing and even Enaje could not explain is that there are no scars on his palms and feet from the nails that pierced him.

Enaje recalled that when he was four years old, he accompanied his father whipping himself as a flagellant every Good Friday. (PNA)
