OSARIO, Agusan del Sur—A mining company here is bent on uplifting the well-being of the thousands of its workers with the launch of Family Welfare Program (FWP) on April 12 at the mine site and mill processing plant.

Lawyer Glenn Sorilla, corporate legal counsel of Philsaga Mining Corp., said FWP which is a mandate by the Department of Labor and Employment to companies which employs at least 400 workers alreadyforms part of Philsaga’s thrust to redefine the quality of lives of its workers through family-cantered approaches.

“As workers, we always think of the welfare of our families. They are always in our hearts and we worked hard to give them better lives,” Sorilla said.

She said the activity only serves as perk up starter to the other series of activities the twin companies will be hosting including sports events and wellness programs.

To jumpstart, , Philsaga amd sister company Mindanao Mineral Processing and Refining Corp. held

a day-long medical outreach activities to the mine nworkers and their families with health assessment, family planning consultations, dental treatment, proper nutrition counselling and bloodletting with the assistance of staff from Philippine Red Cross.

Apart from free medical treatment and counselling, the mine workers and their families were enlightened from medical and health experts who imparted significant talks about wellness, proper nutrition and diet, dental wellness and the benefits of bloodletting.

Dr. Nestor Perez, medical director of Philsaga Hospital, has underscored the importance of healthy lifestyle for the workers and their families enjoy an active living.

Maute’s ‘last remaining leader’ confirmed dead

CAGAYAN de Oro City-The Philippine Army on Sunday confirmed the death of Obwaydah Marohombsar alias Abu Dar, the Maute Group’s “last remaining leader,” following the release of DNA test results that one of four terrorists killed on March 14 in Tubaran, Lanao del Sur, was, indeed, Abu Dar. Col. Romeo Brawner Jr., chief of the Army 103rd Infantry Brigade said the US forces and the Philippine National Police Scene of the Crime Operatives (SOCO), which conducted separate DNA tests on a body found near the encounter site, confirmed beyond doubt that it was Abu Dar. He said the tissues were compared to samples taken from two of Abu Dar’s chil-

dren who voluntarily gave tissue samples upon intercession of an uncle.

“Both of the tests conducted by the US forces and PNP SOCO confirmed it was Abu Dar,” Brawner said.

Abu Dar and three other militants were killed along with four soldiers in an encounter in Tubaran town, Lanao del Sur on March 14.

Army soldiers backed by US drones that downlinked vital information, fought the militants for days in the jungle near Tubaran town.

Brawner said at first they did not recognize it was Abu Dar because its face was burned beyond recognition.

He said they were suspicious, however, because the body bore telltale scars and moles of Abu Dar’s right hand and body.

The military used an enlarged picture of Abu Dar to compare it with the Obwaydah Marohombsar alias Abu Dar, the Maute Group’s “last remaining leader,” is dead. He was killed in an encounter in Tubaran, Lanao del Sur, on March 14 but his death was confirmed only upon the release of the DNA remains.

PDP senatorial bets push for various issues in Marawi rally but mum on reparation bill

MARAWI City––The five senatorial bets of the Partido ng Demokratikong Pilipino (PDP) took turns pushing for various issues in their proposed legislative agenda – among others, the return of the death penalty, the creation of a Department for Overseas Filipino Workers and Department of Disaster Management — but the rally on Friday, April 13, ended with no mention of support for the reparation bill for the victims of the Marawi disaster.

Senatorial candidates Ronald dela Rosa, Bong Go, Dong Mangudadatu and Francis Tolentino spoke at the rally in the jampacked Dimaporo Gymnasium but PDP President and reelectionist Senator Aquilino “Koko” Pimentel III sent a representative as he could not make it due to flight schedule problems from Tacloban. PDP Chair and Philippine President Rodrigo Duterte, was also a no show as his helicopter in Davao was not given clearance to fly to Marawi due to bad weather.

No announcement was made that the President was no longer arriving but the audience realized he was not coming when the Presidential podium with bulletproof glass panel was removed and

reporters seated at the media platform started leaving.

PDP spokesperson Ronwald Munsayac told MindaNews Friday night that Rep. Mauyag Papandayan, Jr. “announced it to our partymates and leaders in Marawi City.”

Papandayan addressed the crowd briefly, in Meranaw, but only after the last speaker, Tolentino, ended his speech. By the time Tolentino spoke, Go, Dela Rosa and Mangudadatu were no longer around.

Go and Dela Rosa were seen at the provincial capitol paying a courtesy call on Vice Governor Mamintal Adiong, Jr. who is running for Governor under Lakas Christian Democrats against PDP bet Guiling Mamondiong and six other candidates. Mamondiong was earlier appointed by President Duterte as Director-General of the Technical Education and Skills Development Authority (TESDA). He resigned last year to run for Governor.

Munsayac said they were trying to get “another schedule for PRRD (Duterte) to visit our candidates and leaders in Lanao del Sur.” “We can still consider the Marawi City rally a successful one since most of the Party’s Senatoriables were able to personally meet and deliver their messages to our partymates, leaders

and supporters in Marawi City,” he said.

Star factor Go spoke the longest among the five candidates – about half and hour – and enumerated the most number of priorities – at least a dozen — in his proposed legislative agenda, including a Magna Carta for Barangay Workers, a Department of OFWs, a Senior Citizens Commission, localized peace talks, sports development. Marawi reparation was not among the dozen.

Go, Duterte’s aide from 1998 to 2016 and named Special Assistant to the President when Duterte took over as President on June 30, 2016, was joined by two movie actors onstage in entertaining the crowd – Philip Salvador, and Robin Padilla, who is a Muslim. The three sang “Maging Sino Ka Man,” an act followed by Padilla’s fiveminute speech endorsing the PDP candidates.

Dela Rosa, former Philippine National Police Director-General, greeted the predominantly Muslim crowd in Meranaw and introduced himself as an MSUan (student of the MSU) but did not graduate there as he transferred to the Philippine Military Academy.

Mangudadatu, outgoing Representative of Maguin-

danao’s 2nd district and the lone Muslim in the PDP slate, mentioned the cost of war in Marawi in terms of money and lives lost but like all the other PDP candidates, was mum about what they would, if they win a Senate seat, do to ensure residents can return home the soonest and reparation be given them.

The rally would have been the best time for the senatorial aspirants belonging to the President’s party to assure residents of Marawi and the rest of Lanao del Sur their support for a reparation bill for the victims of the 2017 siege.

Lanao del Sur is the second vote-richest province in the predominantly Muslim five-province, three-city Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), accounting for 484,435 registered voters out of its 1.69 million voting population in the 2016 elections.

Look who’s talking?

HERE we go again. The U.S. is quick in the draw of issuing travel advisory, placing the entire country at a Level 2 status and warned Americans not to travel to Mindanao due to ‘terrorism, civil unrest and kidnapping’.

Now, look who’s talking. The Americans under Trump are again throwing their dirty linens in this ‘poor’ country to cover up their ineptitude of protecting their own people.

Americans are fond of playing guessing games and have no second thoughts whatsoever of securing its citizenry out of harm’s way.

Their crime stats say it all.

What makes so alarming is the tagging itself.

Their penchant of labeling the PH as a terrorist haven -- not realizing so well that their own country has more than enough terroristic

activities year in and year out – is itself a deafening statement that mirrors their lack of discernment, diplomatic respect and proper decorum.

With no basis at all, the U.S. Embassy took no time in disseminating information to its citizens to consider travel plans carefully and at the same time exercise heightened vigilance when traveling to Mindanao.

That said, it’s not fun at all to receive this travel bulletin sourced out from nowhere. The Americans are experts on this, and it’s a classic case of adding insult to injury.

And most often than not, it draws negative impact as to the capability of our intelligence community to gather “credible information” before events get out of hand.

The reversal of the issuance of travel warnings could be possible if only our government, this current administration in particular, is hell bent on changing the rules of the game.

Maybe the key word here is doing the right thing of being proactive rather than the usually reactive mode.

Case in point: After the U.S. announcement, government functionaries immediately reacted and put up “security measures” for the people to take note.

A reactionary statement such as this: “Taking all reports seriously, keeping monitoring and vigilance in place and vigilance, taking all necessary precautions “ is overly abused, even to the extent of becoming irrelevant, and worse deafening to the ordinary ears.

the travel advisory : ‘Citizens are advised to carefully consider this travel advisory as you make your travel plans. A review of personal security plan to include the avoidance of large crowds and gatherings is highly advised. Please remain vigilant at all times.’

And this is much deafening to the ears: ‘Security tightened amid U.S. travel alert’.

The impressive moments in Bontoc

BONTOC, the city in Mountain Province, the Philippines is unique to me.

Unique, in the sense that this city makes me impressed.

I visited it the first time.

Exactly, I arrived in Clark airport on Thursday, April 4, 2019. It was after almost a day from Surabaya on Wednesday, April 3, transit in Singapore, waiting for the flight to Clark on the early morning, 2 a.m.

We were the group of my college. Four faculties and 13 students for the student exchange program with Mountain Province State Polytechnic College (MPSPC), Bontoc, Philippines.

We spent there for a week.

There are many things to express from this city. My group was headed by Dr. Rovila El Maghfiroh, the director of international office in my college. Also, Dr. Muazaroh and Dr. Luciana Spica Almilia joined this visit to MPSPC. The unique things are not only during the journey

but also the programs. From Clark airport to Bontoc takes normally 9 to 10 hours as I heard from a friend there. But, it was different.

We were in the group that had to stop several times.

First, we stopped in Baguio city after a 5- hour-journey from Clark. We had lunch in a very good restaurant hosted by MPSPC, represented by Dr. Darwin Phillip Alera, a kind faculty accompanying us with his three cars and three drivers, and the crew.

After having lunch, we continued the trip to Bontoc.

But, we always stopped, to go to the toilet, washing our hands. Due to such several stops, the trip took almost 12 hours. We started at Clark airport at about 9 am, and arrived in Bontoc at 21: 30.

It was really a long journey we had ever had.

I was so impressed from the start of the journey till the arrival in Bontoc. First, the road is long enough, going up and down through

the mountainous regions.

This road is – in my opinion— a toll road. I was wondering how the government started building that long road. It is really a very long road. I was wondering how to bring the materials for the road building and how long the road building took.

Some of my friends slept during the journey but I couldn’t. I was so impressed with the drivers who drove the cars. I saw the road was dark because of the fog.

And, very especially when it was on the top, the highest peak of the mountain.

We arrived in Bontoc, and stayed in Archog hotel at 21: 30 pm. I slept without waking up at that night as I often do in my country.

It means that I was so tired but very impressed with the nature. I didn’t dream of anything during a week at night there. But, every time I got up, I always felt as if I were in my own country, Indonesia.

exchange was stared on the following day, on Thursday, April 5. However, I was so impressed living a week in that city. I was glad to have opportunities to chat with local people in the entire hotel. I was impressed with these friendly people.

I had coffee every early morning in the small kiosk with these people. I was so impressed because they all can speak English well. I was thinking how happy if all my people in my country can speak English like them. They also talked in their local language that I didn’t understand. Yet, when I talked to them in English they could speak in English too.

THINK a minute.

A little boy named John was watching his mother bake a cake. She put all the ingredients on the table: flour, butter, sugar, baking powder, eggs and vanilla.

When his mother was not looking, little John sneaked a taste of each ingredient.

But they tasted bad by themselves! Then he watched his mother mix all the ingredients together and into the oven to bake. That night

after John enjoyed two big pieces of the cake, he said: “Wow! How can mixing all those BAD-tasting things make such a GOOD cake?”

His mother smiled and answered: “The magic is in the mix!”

Sooner or later bad things happen to all of us.

Maybe you did not get that job or promotion you deserved, or someone in your family suddenly became seriously sick or was ter-

ribly injured in an accident.

The fact is life is a series of problems. But quite often, “Trouble can be the first path to truth.” In fact, our problems can give us our most valuable and treasured lessons for life. So “don’t give up, simply grow up.” But it takes a truly teachable, humble, and strong person to suffer wisely.

Everybody suffers, but not everybody grows better from it! We need to

Wanted ex mayor shows up in PDP’s Marawi rally

MARAWI City––A former mayor who was in President Rodrigo Duterte’s August 2016 list of personalities allegedly involved in illegal drugs and who went into hiding since late May 2017 as he was ordered arrested for alleged involvement in the Marawi siege, showed up at the rally of the Partido ng Demokratikong Pilipinas (PDP) Friday, was publicly acknowledged by senatorial bets but was intercepted by the military as he stepped out of the Dimaporo Gymnasium and brought to the headquarters of the 103rd Infantry Brigade.

The military said they did not arrest but merely “invited” former Marawi mayor Omar Solitario, who has been wanted since his name was listed in Arrest Orders 1 and 2 issued on May 29 and June 5, 2017

Solitario is one of nine candidates for mayor of the Islamic City of Marawi in the 2019 polls, running under the People’s Consultative Party.

MindaNews had just stepped out of the gymnasium where the PDP rally was held when seemingly agitated supporters gathered around a tall man — Solitario – standing beside

a black Toyota Hilux vehicle while explaining something to Lt. Col. Jayson Jumawan, commander of the 82nd Infantry Battalion, at around 4:35 p.m.

Solitario’s companions and supporters, among them a woman who insisted on joining Solitario in the vehicle but was not allowed, were told by Jumawan that Solitario was “inimbitahan lang” (just invited) to the 103rd Infantry Brigade

camp.

Solitario entered the vehicle, closed the door but opened it briefly, stood up to say something in Meranaw apparently to pacify his supporters, then shut the door.

A soldier in uniform jumped on the back of the pick-up vehicle marked with “For Registration” where the plate number should have been, before it sped off followed by two military

trucks.

Phone signals continued to be jammed more than an hour after the end of the rally that was supposed to have been graced by Duterte.

The President was a noshow. The PDP spokesperson Ronwald Munsayag said the President’s helicopter was not given clearance to fly due to bad weather.

MindaNews asked a government official-friend of Solitario if he was arrested.

He said he verified and was told that Solitario “went there to drink coffee with the officers and gentlemen.”

“But he is still wanted, right?” MindaNews asked.

Solitario’s friend replied “di na daw kuno” (not anymore).

Ordered to release “We just invited him for an interview,” Col. Romeo Brawner, 103rd Infantry Brigade commander, said in a text message Friday night in response to MindaNews’ query if Solitario was arrested.

Asked where Solitario was, Brawner told MindaNews he had been released.

“We received orders to re-

lease him,” he said.

Asked who ordered them to release Solitario, Brawner sent no reply.

MindaNews asked Lorenzana Friday night on the status of Solitario, if he had been cleared. He replied at 1:53 a.m. Saturday: “We are in the process of doing it.

We’ll know in a couple of days if he will be cleared and removed from the arrest order(s).”

Asked early Saturday morning who ordered Solitario’s release, Lorenzana had yet to reply as of 2 p.m.

MindaNews also asked Armed Forces Chief of Staff Gen. Benjamin Madrigal who ordered Solitario’s release but as of 2 p.m.

Saturday he had not sent a reply.

In urging the people of Bukidnon to support Go, Senator Migz Zubiri noted that the former SAP was instrumental in pushing for the planned airport in the province, the establishment of the P500million drug rehabilitation and other big-ticket projects of the Duterte administration here.

The Bukidnon Airport Development Program is a P408.8 million project for the construction of an airport in Maraymaray, Don Carlos, Bukidnon capable of large planes used for international flights. The project was opened to bidders in November last year. Once completed, it is expected to boost economic and tourism activities in the region.

In August last year, President Duterte has inaugurated the drug rehabilitation center here, composed of threepatients’ dormitories with training center, medical service building, staff dormitory, visitors building, gymnasium and other important facilities.

The province likewise stands to benefit from the $800-million new hydropower plant that will be developed in Bukidnon to add 250 megawatts (MW) capacity in Mindanao by 2021 and expected to reduce power rates for consumers, boost economic activity in the region and ensure sustainable power supply in the country.

The planned Phase 3 of the Mindanao Railway Project, involving the construction of a 521.52-k m rai lway connecting Davao City to Cagayan de Oro via Malaybalay, Bukidnon will provide a safe, convenient and faster means of transportation and spur economic development in the entire Mindanao.

Don’t believe ‘ACDC’ journalists: Duterte M

ANILA -- President Rodrigo R. Duterte has urged the public not to believe in journalists he tagged as ‘ACDC’ or those who “attack and collect money, defend and collect money.”

In a speech in Malaybalay, Bukidnon on Saturday (April 13) night, Duterte lambasted media practitioners anew for producing false reports in exchange for payment.

“They accept [payment] from clients to [write] political attacks. ACDC [attack and collect money, defend and collect money].

You attack to get paid. So don’t believe that they are clean,” Duterte said during a PDP-Laban campaign

rally.

Duterte claimed that these journalists would “attack” politicians but “protect” the rich.

“You protect the rich and hide their secrets, but attack us politicians who genuinely want reform.

That’s the truth. You are just being paid,” he added.

Duterte also shrugged off corruption allegations against him reiterating that portion of his assets was inherited from his

deceased parents.

The Philippine Center for Investigative Journalism (PCIJ) earlier released a report on the Duterte f a m i l y ’s u n e x p l a i n e d wealth including an unregistered law firm.

He said the law firm used to be his “backup plan” in case he lost the elections.

“Having a law office was my backup plan in the past years in case I lose in the elections. At least if I lose, I would have a sanctuary and a source of income which is my law office,” Duterte said.

Duterte, a motorcycle rider since he was Davao City Mayor, also explained the reason why he decided

to sell motorcycles.

“But that’s the only issue that they attacked me with apart from selling motorcycles. If you are a motorcycle rider, you immediately become a businessman because if your motorcycle model grows old, you will want to replace it with a new one. If not, you trade it for a new model and just add money. But those transactions weren’t for profit,” he added.

Malacañang has insisted that the President has “properly declared” his wealth, stressing that not identifying where the source of the wealth came from does not violate the Constitution. (PNA)

Seized exotic birds undergo quarantine as precautionary measure

DAVAO CITY -- The exotic birds confiscated during a raid in Davao Oriental will be quarantined to prevent the potential spread of bird disease.

Karen Lou Deloso, provincial information officer of Davao Oriental, said Saturday the move was agreed between Governor Nelson Dayanghirang and the Department of Environment and Natural Resources (DENR) after consultations with veterinarians to take precautionary measures following the confiscation of 447 exotic birds and animals in Mati City on Monday.

Deloso said the quarantine procedure is part of standard precautions being taken and should not be a cause of alarm.

According to Deloso,

arrangements have been made for the transfer of the animals to a more conducive environment in registered wildlife rescue facilities in Davao City and assured stakeholders of proper handling.

It may be recalled that authorities on Monday confiscated 447 exotic birds and animals in Barangay Dahican, Mati City, Davao Oriental. Among the seized species are black palm cockatoos, wallabies, and echidna that were believed to be smuggled from Indonesia.

Monday's operation also led to the arrest of the two caretakers, identified as Jomar Lumakore Toledo, 34, and Rompas Manindig Lumakore, 25, both residents of Barangay Calumpang, General Santos City.

Restraining students in the classroom

FOR me, physical restraint and detention in school must only be used in emergency situations when other less intrusive alternatives have failed.

Physical restraint must not include forced exercise and deprivation of trips to the restroom, too. But there is a need to restrain students who pose a physical danger to themselves or others or a threat to school property.

But what if a student is kicking, scratching or hitting another student, teacher or non-faculty staff ? Getting kicked is not life threatening but it is painful. No student – even those with autism or other disabilities – must be allowed to harm another

person just because he or she is having a bad day.

Similarly, no student must be allowed to trash a classroom, destroy equipment otherwise wreak havoc in school.

Restraining out of control students from physically attacking their classmates or teachers or destroying school property and removing them from the classroom setting until the crisis is over is sometimes the only way to deal with the situation that protects the rights of all concerned. Conversely, allowing such anti-social behavior is not only detrimental to the rest of the school population, it does the misbehaving student no favors.

The species were identified according to the Convention on International Trade in Endangered Species (CITES) category.

CITES is an international agreement between governments which seeks to ensure that international trade in specimens of wild animals and plants does not threaten their survival.

A provincial team headed

by Provincial Veterinarian, Dr. Eric Dagmang, collected blood samples from the birds and animals for laboratory test in Davao City as part of the 30-day quarantine procedure.

The team is aided by experts from the Crocodile Park.

Dayanghirang has also warned against those behind the illegal trade of smuggling animals from other countries.

The governor also called on authorities to raise awareness against the illegal trade of wildlife.

Dayanghirang said as responsible stewards of biodiversity, people must come together to help conserve wildlife, especially the endangered species that are speedily driven to extinction.

In this compromising day and age when economic predicament is prevalent and paramount, and the compulsion to sustain survival and self-sufficiency are imperative, inevitably many are forced to relinquish cherished values and put to naught the time honored precepts of our forefathers, and few remained undaunted and unafraid for the love of rectitude, happen what may.

I do not want to stir sarcasm nor do I need to appear pious. We are all frail. But, these are really what were seen and observed. Too many people around the globe, even in the small community we are in, have slackened in moral standards, with questioned integrity and dwindled in faith. The hard pressing situations squeezed and exposed the core character of a person akin to gold being tested with fire and acid to bring forth its true blaze and color.

Our parents have plotted and charted our future the way they wished to, which they likewise have done to our being. However, our personalities and our individual demeanor have always been adversely affected by the inclement atmosphere we are in.

Tracing back to the times of old, doing obnoxious acts are highly ridiculed and mostly ostracized in public. How distorted is today in

justifying same acts and leniently call it as an alternative lifestyle - a way of life one has to concede to as it is. Time passes swiftly and many lost the sense of spiritual symmetry and shattered their values. It is a pitiful scenario that instead of becoming mature in stature and mental acuteness enhanced by what technology offers and opportunities afford, growth dissuaded and stunted, and many are derailed or swayed from the path of truth and righteousness. Unbridled deceptions and sleaziness are evident and recognized as part of existence. The world is filled with it. All is mundane and certainly renders fleeting satisfaction, must we realize.

For a while, let each one pause and sigh . . . and ask what have I accomplished? Am I a trailblazer living a purposeful and laudable life worthy of emulation? Or did I content myself with doing what pleases my whims and caprices for self-preservation, gratification and/ or aggrandizement?

Which way to turn to? It is all yours to decide. Ample freedom has been given to everyone by the greatest Giver to choose between good and evil. Baffled by circumstances? Pray for wisdom and implore celestial guidance. We are all accountable to the giver of

all givers. Where your treasure is, your heart is there.

Strive to be different and avoid being cynical or condemnatory to others in the process. Doing our thing in the right perspective is only proper and fitting. I disagree to some misplaced perceptions that doing right is affirmed to be sheer making believe, an indication of weakness or inability to take risk or will only make one a villain.

We are to grow up and learn our lessons well in order to emerge strong in the changing seasons of life - deepening roots to plunge into, fathom and imbibe life-giving water, unshaken by waves of adversity, and rise up above the storms than yield to what is conveniently easy because everybody is doing it with impunity.

As government servants, plain and simple: courageously let our contribution be - to take heart and perpetuate putting meat and bone to the oath we profess as we recite: “ANG PANUNUMPA SA KAWANI NG GOBIERNO” lest it be embarrassedly downgraded to pure lip service.

It is not mediocrity to be compliant nor repulsive to dare to be resolutely straightfor ward and different. This requires no grandstanding effort, anyway. DARE TO.

SEMANA SANTA 2019: LTFRB-10 launches Oplan Biyaheng Ayos

He said while the PNP SOCO took tissues of the body in the encounter site, the US forensic team conducted theirs in Camp Ranao, headquarters of the 103rd Infantry Brigade, where the body was brought.

“Abu Dar’s surviving men tried to hide his death but DNA tests have proven it was he who died that day,” Brawner said.

The military had tagged Abu Dar responsible for the 2013 bombing in Limketkai Rosario arcade that left at least ten persons dead and 46 others injured He was also among the Maute leaders recorded in a video planning the attack of Marawi on May 23, 2017.

The bill proposes that 20 billion pesos be allocated as the “Compensation Trust Fund” which shall be “under the custody of the (Marawi Compensation) Board and shall be included in the annual General Appropriations Act.” The additional 50 million pesos is for operational budget for the initial operations of the Marawi Compensation Board.

Bills similar to Adiong’s – SB 1816 and SB 1856 — were filed in the Senate by Senators Paolo Benigno Aquino on May 23, 2018 and Joseph Victor Ejercito on June 28, 2018, also proposing the allocation of 20.05 billion pesos.

Several other bills were filed in the House of Representatives, among them HB 08099 filed by Lanao del Sur Rep. Papandayan on August 14, 2018 and HB 08200 filed by Akbayan Rep. Tom Villarin on September 6, both of them providing for an allocation of 30 billion pesos.

All proposed reparation bills in the House have been consolidated by the Sub-Committee on Marawi Rehabilitation.

But Lanao del Norte Rep. Dimaporo said the 17th Congress is practically finished.”

The 17th Congress is on recess from February 9 to May 19 and will resume sessions from May 20 to June 7 – which has only nine session days before it adjourns sine die.

Delisted In August 2017, Solitario’s name was removed from the list of persons ordered arrested. Lorenzana told MindaNews on August 19, 2017 that he gave Solitario “conditional clearance” on the recommendation of then Presidential Peace Adviser Jesus Dureza.

“I told him (Dureza) it is conditional. That we are

not stopping the gathering of info about his alleged connection to the Mautes and illegal drugs,” he said.

Lorenzana issued a certification on August 16, 2017 that Omar Macabalang Ali, also known as Solitario Ali Salic and Omar Solitario Ali, “is removed from Martial Law Administrator Arrest Order Numbers 01 and 02.

The certification, like the Arrest Orders, was issued to the same officials.

On August 19, 2017, Dureza shared with MindaNews his text message to Lorenzana. “Well, Omar (Solitario) had been doing a lot before vs extremism. He wrote a book about how to deal with it, he activated a radio station with OPAPP’s (Office of the Presidential Adviser on the Peace Process) help to counter extremism even before Marawi happened.”

He added that when Solitario “met with President Duterte early on and volunteered to help, I engaged him (in) OPAPP with a consultancy.”

He recalled that Solitario “even volunteered to help talk to the Mautes as his brod was related by affinity to the Mautes” but they “dissuaded him” as the situation then was “fluid.”

Dureza added that when Solitario’s name “was in the watch list, I revoked his consultancy.”

He also said that when Solitario was in hiding, ‘he continued to provide inputs on how to address the problem. And he committed to help now. So let’s see if he delivers otherwise we can put him back on the list.”

Solitario had earlier denied allegations he was engaged in the illegal drugs trade or was involved in the 2017 siege.

During the first martial law under then President Ferdinand Marcos, Solitario was a commander of the Moro National Liberation.

MindaNews sent queries to Solitario through his friend but he had not responded as of 2 p.m. Saturday.

Cleared on Aug. 16, subject to arrest again by the 22nd Six days after Solitario and his two sons were stricken off the Arrest Orders list, Lorenzana on August 22, 2017 revoked their “conditional clearance,” citing “vehement objections” from the AFP, PNP and local leaders in Marawi and Lanao Sur. That same day, Dureza announced on his Facebook page that “after a speedy review made by the Department of National Defense on the basis of the inclusion of former Marawi Mayor Omar Solitario and his two sons in the list to be arrested pursuant to the declaration of martial law, Secretary Delfin Lorenzana found basis for their being retained in the arrest list and ordered the cancellation of their temporary clearance.”

Dureza explained that the clearance he recommended and was initially

granted by Lorenzana “was intended in our efforts to facilitate their planned meeting with Secretary Lorenzana and be allowed safe passage through martial law checkpoints.”

Lorenzana told MindaNews it was Dureza who wanted to talk to Solitario.

“Dili man ako ang interesado makigstorya niya (I am not the one interested in talking to Solitario). What is there for me and Solitario to talk? Mag surrender muna siya” (He should surrender first).

“It was Dureza who wants to utilize him kaya humingi siya ng clearance, only to find out that the military, police and Muslim leaders don’t want them released for complicity in the Marawi siege and illegal drugs,” Lorenzana said.

“The error was rectified,” he added.

Dr. Fagyan, the genius faculty I have ever met, was so easily to take us to the Mayor’s office. We entered the mayor office like our own house. There was no formal protocollair. Not only did we get impressed with the warm welcome by the city Mayor, we were also impressed with the programs hosted by MPSPC. I met the college president, Dr. Rexton F. Chakas and had a chat during a dinner, talking about the college and the faculty duties: teaching, research, and community services.

I learned a lot from him. I know how he manages his college: well-managed. The agendas were done based on the quality assurance, with the best system of operating procedures (SOP). I missed you all. See you again.

DSWD Field Office 10 installs monitoring system to track payout for Marawi siege survivors M ARAWI City – Information and Communication Technology experts of DSWD (Department of Social Welfare and Development) Field Office 10 have developed and installed a monitoring system to track payout development for Marawi siege survivors here.

Members of the Regional Information and Communication Technology Management Section of DSWD Field Office 10 ran its pilot test of the monitoring system during the payout for the Livelihood Settlement Grant (LSG) and Transitory Family Support Package (TFSP) and it was successful.

The monitoring system shows a realtime update of the payout, both served and unserved beneficiaries of a certain barangay in this city.

Unserved beneficiaries are those verified recipients who

failed to claim the LSG and TSFP grants during the scheduled payout while served beneficiaries are those who successfully claimed the assistance.

The program is fed by a database from the Kathanor (biometric profiling) which is the

baseline data for the payout.

DSWD Field Office 10 Regional Director, Mari-Flor DollagaLibang, lauded the development of the information system of the RICTMS because it gives the user a realtime update of the payout.

Director DollagaLibang said the development has made the monitoring easy among rehabilitation partners of the city.

The system is hosted by a local server and can be accessed through a web browser using a computer or a smart phone.
