DOH-11 sends 5 nurses to NCR By CHE PALICTE
DAVAO CITY – The Department of Health in Davao Region (DOH-11) on Wednesday deployed five volunteer nurses to the National Capital Region (NCR) to help in the response against the coronavirus disease (Covid-19). In a statement Thursday, DOH-11 said the five nurses would be assigned to the San Lazaro Hospital in Sta. Cruz, Manila from April 14 to May 14, 2021. DOH-11 regional director Dr. Annabelle Yumang said of the five nurses, one is from Davao de Oro and four came from this city. During the send-off ceremony at the Davao International Airport (DIA), Yumang told the volunteer health workers to be extra careful and thanked them for their contribution. “I am thankful that you have volunteered. This is our response to DOH because, during the time that we also needed their help, they too sent us their nurses,” she added. Yumang also reiterated

CAGAYAN DE ORO CITY: Provincial Governor Yevgeny Vincente Emano on Thursday ordered a probe on the fire that razed the provincial buildings in the Provincial capitol compound Wednesday night. The Provincial Health Offce (PHO) and the Provincvehiclebineering Office (PEO) were gobbled up by the fire Wednesday evening sending the provincial security personnel and other government offices in the capitol compound on high aalert. “It is deplorable that this incident happened at a time when the provincial health office and the local government units are napping out measures to counter the possible surge of the COVID-19 virus here,” a visibly shaken Emano told the local media here. CAGAYAN DE ORO CITY -- “There is a need to observe and maintain the vaccination prioritization list, as the country implements the COVID-19 vaccination rollout,” said Dr. Ian Christian Gonzales during the latest episode of Talakayan sa PIA: COVID-19 Series. On the alleged reports of jumping the lines with individuals who were not part of the prioritization list getting the vaccines, the Department of Health (DOH) reminded the public to observe and maintain the prioritization list. Although the DOH is the one handling the vaccination program and training the vaccinators, the prioritization list comes from the local government units, municipal or city. The LGU generates the lists of their healthcare workers and health facilities in their respective places. ILIGAN CITY -- To scale up the implementation and monitoring of nutrition programs and projects, Mayor Celso Regencia recently issued Executive Order No. 42 series of 2021 reconstituting the Iligan City Nutrition Committee (CNC). Cayetano urges nat’l gov’t to consult LGUs on supporting livelihoods FORMER House Speaker Alan Peter Cayetano on Wednesday urged the national government to work closely with the local government units (LGUs) in crafting livelihood measures, saying the leaders at the grassroots have the knowledge that will help the national government maximize the country’s resources. “Sa nasyonal minsan nakikita ko parang umiiwas at ibinabato sa lokal, eh wala naman po ang pera sa lokal, wala po ‘yung makinarya na kailangan sa lokal,” Cayetano said in a radio interview with Aksyon Radyo Dagupan on April 14. (I sometimes see the national government seemingly avoiding the matter and throwing it to the local level. But neither the money nor the machinery are with the local governments.) Citing how the rollout of COVID-19 vaccines in Taguig became a success by consulting medical groups, business groups, and even religious leaders in the City during the LGU’s preparations, he encouraged the national government to get the insights of the leaders at the grassroots to ensure that its economic programs will

SP amends 28-year old law on construction lab testing fees THE 19th City Council during its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy approved the amendment of Ordinance No. 3747-93, which imposes fees and charges for laboratory testing construction works and materials upon contractors of the city and/or national projects under the supervision of the City Engineering and Public Works and of private construction subject for inspection, so as to increase the rate of fees and charges imposed for certain types of tests. C ouncilors George Goking and Edna Dahino, authors of the amendatory ordinance, explained that the DPWH is imposing new rates for certain laboratory testing of construction works and materials. The councilors said it is cogent for the city to increase the 28-year old fees and charges to cover costs and other expenses. According to the authors, findings of the Internal Audit Service also indicate that there is ambiguity in the provisions of Section 2 of the ordinance in so far as the recording of the collections. The adoption of the increase in testing rates consistent with the DPWH
order and the recognition that the receipts, fees and charges shall be accrued and accounted under the city’s General Fund was endorsed by Mayor Oscar Moreno. After thorough review and evaluation, the Local Finance Committee (LFC) cited that the increase of the testing rates is favorable and at par with the prevailing rates of the DPWH. The increase in fees and charges shall be for certain types of laboratory tests for soil, soil aggregates, concrete and cement products and for other miscellaneous services. The amendment of the ordinance, by excluding the accounting treatment as Trust Fund, and recognizing the income under the General Fund for the purpose of cost recovery on the maintenance of equipment and supplies and revenue generation were also recommended by the LFC. The legislation was reviewed and endorsed by the committees on ways and means, on finance, budget and appropriations, and on laws and rules chaired by Councilors Goking, Dahino and Ian Mark Q. Sink illegal vessels that refuse to leave on notice (Last of two parts)
IT is time for the Philippines and its peoples to stand up and assert its sovereign rights at all costs. It has the right to sink a vessel that refuses to leave its territory despite repeated orders to move away from its territorial waters. The Philippines had the right to bomb and sink nay vessel (military or not) that surreptitiously sneaked within the Philippine territory for whatever motive. When an unknown vessel (warship or not) sneaks unto the Philippine territory, without identifying itself, the AFP could use force to neutralize it. The AFP’s jet fighters must scramble and bomb the unknown vessel who refused to communicate and declare their intention. Or, refused to heed the order to vacate the place after being notified appropriately. There was an instance that China’s military frigate sneaked unto the Philippine territory toward Sulu without being accosted by the Armed Forces of the Philippines (AFP). China’s failure to coordinate and communicate with the AFP about their purpose of patrolling the Philippine
waters was an arrogance at its highest. The AFP’s certain response to this provocative action is also direct and certain: SINK THE CHINESE FRIGATE! The action should not be construed as a declaration of war. The sinking of the frigate, in this instance, is an act of self-defense. If the Chinese battleship responds, then the battleground is drawn in the area where the incident is taking place. It does not mean that the Philippines would be officially at war with China. After all, it is Congress who could declare war against any country. The militar y action taken by the Philippines would, however, send a strong message to China that the Philippines could not be bullied by any country professing to be militarily powerful. When a robber sneaks and enters a house, the occupants have the right to defend themselves by all means and at all costs. One remembers Taiwan, a fraction of a nation who refused to be bullied by China. In 1949 and during China’s infamous “cultural revolution,” thousands fled from mainland China and settled in Formosa, now

known as Taiwan. The settlers of Taiwan then were known as the “Kuomintang.” The Kuomintang Party State has their own “National Revolutionary Army” also known as the Republic of China Armed Forces when the Republic of China was promulgated in the 1947 constitution. The Republic of China Armed Forces fled the mainland China to Taiwan after losing the civil war to the communist in 1949. One of the major opponents of the RCAF was the communist People’s Liberation Army (PLA), the army of China, the modern-day aggressor. At present, China claims Taiwan to be part of their country and wants to attach to the mainland China at all costs. The Taiwanese government refused and maintain its independence as a sovereign nation. In response to China’s threat that it would take Taiwan at all costs, the Taiwan government warned China that it would shoot down any fighter jets that will encroach Taiwan’s airspace. True love is open to anything
INDEED, if our love is true, that is, it is a love that is a vital participation of God’s love for all his creation, especially for man, then it is open to anything. That love remains steadfast and continues to grow and to be creative irrespective of how it is received by the object of such love. It can be received well or not, it can be reciprocated generously or be betrayed. Regardless of the fate it falls into, that love will remain faithful. Thus, St. Paul once said: “If we are faithless, he remains faithful, for he cannot disown himself.” (2 Tim 2,13) This basic truth about true love should be known and appreciated by everyone of us, and especially those who are into some commitments, like married people and those with special vocations. They have to pattern their love and sense of commitment after God’s love. When God, for example, decided to create the universe, which he did not have to do since he is already all perfect, needing nothing, he did so out of pure love. And this pure love can be seen in its highest degree when he created angels and men where he took the risk
that his love and goodness would not be reciprocated properly. God was and is open to anything because of pure love. This is the kind of love that we should try our best to cultivate in ourselves too. It’s purely gratuitous, and even more, it will do everything to recover the beloved even if the latter not only not corresponds to that love but also betrays and goes against that love. That is why when someone tells me that he is doubting whether he really has the vocation to the priesthood because of a certain problem or difficulty he is encountering, or whether she has to remain with her husband who has been found to have cheated on her, etc., I would simply tell her to look at God, at Christ, who even told us to love our enemies. Many people think that love is all sweet and beautiful. That, of course, is the ideal state of love which can only take place in heaven, when everything is resolved. And it’s good that we look forward to that ideal state and do everything to at least have an anticipated taste of it. But while here on earth, our love cannot avoid suffer-

ing. In fact, our love would be proven genuine when lived in the crucible of all kinds of suffering here on earth. This truth about love should be more highlighted these days. This is what Christ has shown us with his passion and death. That is why he once said that “greater love has no man than this, that a man lays down his life for his friends.” (Jn 15,13) Let us hope that we can hear less and less complaints and lamentations whenever some difficulty and suffering would come our way in carrying out our duties and living out our commitments and vocation. Rather, let us hope that more and more of us would welcome these difficulties and suffering, seeing in them opportunities to grow and develop a greater love. Cooperatives Development Officer Act signed into law ON Tuesday, the Palace signed into law Republic Act 11535 or the Cooperatives Development Officer Act, which amends the Local Government Code of 1991 to authorize the creation of the Cooperatives Development Officer (CDO) as a mandatory position in all local government units. “This has been such a long-awaited bill by our cooperative sector, so I thank the President for signing it into law,” said Senate Majority Leader Juan Miguel Zubiri, principal sponsor of the measure, and also the chairperson of the Senate Committee on Cooperatives. MARAWI CITY -- The Bangsamoro government’s efforts to contain the coronavirus disease 2019 (Covid-19) is getting support from the Japanese Government and the International Organization for Migration (IOM) through a project that will boost the region’s prevention and control capacity and resources. Newly installed Minister for Health (MOH) Dr. Bashary Latiph said the project will considerably help the region’s fight against the pandemic as the ministry has devoted its resources, both manpower and funds, to end the spread of the virus. “Through the MOH, we put the containment, prevention, and eradication of Covid-19 as our highest priority,” Latiph added. Furthermore, during the first South East Asian Ministers of Education Organization (SEAMEO) Ministerial Policy e-Forum held last June 18, 2020, Secretary Briones introduced the Basic Education Learning Continuity Plan as a guideline for the department in making education accessible to all not only in a formal school system but also to our learners who are considered the last, the least and the lost as well as learners with special educational needs, learners under the group of indigenous people and muslim learners amidst of COVID-19 pandemic while ensuring the health, the safety, and the welfare of all learners, teachers, community stakeholders and personnel of the Department of Education. Blended learning allows the students to set appropriate learning goals as well as helps them to be responsible for their own learning. It’s flexibility enables individuals to learn at their own pace as they prepare for their future. Technology is pushing the boundaries when it comes to learning as well. The use of technology in education has led to the rise of a new approach, known as blended learning. In simple terms, blended learning is the use of online and digital techniques to aid and enhance traditional teaching meth-
od. With blended learning, education can be modifying to suit the specific needs of every student. Teachers are provided the tools to understand the learning behaviors, interest, strengths and weaknesses and more of each student. This help create personalized learning paths, while teachers can provide personal support as and when needed. Despite the challenges, the current situation is an opportunity for education providers to fully embrace modern best practices and new technologies, even if this means breaking out of the comfort zone. This is where blended learning can assist with these challenges. In its normal mode, blended learning essentially aims to reduce the amount of time students need to spend on site.
