MARAWI City--President Rodrigo Duterte did not show up in the grand proclamation rally of the Partido Demokratiko Pilipino - Lakas ng Bayan (PDP-Laban) in Marawi City, Friday (April 12).

Thousands of the party’s supporters gathered in a jampacked Dimaporo Gymnasium at Mindanao State University main campus in Marawi City to witness Duterte’s formal proclamation of the PDP Laban’s local candidates in the city and in Lanao del Sur. A DAY before Nestlé’s Annual General Meeting, over a hundred activists belonging to the global #breakfreefromplastic movement trooped to Nestlé’s Philippine headquarters on April 10 to demand accountability for their role in abetting the country’s plastic pollution crisis.

Accompanied by four higantes carrying a serpentlike plastic monster, the groups delivered a demand letter and “invoice from the Filipino people” outlining the costs of Nestlé’s single-use plastic packaging to human health impacts, environmental pollution, death of wildlife, damage to livelihoods and businesses, greenhouse gas emissions, and waste management costs.

“For the longest time, companies like Nestlé have been passing on the costs and impacts of their plastic pollution to our people, communities, and environment. Their continu-

ing reliance on single-use plastics for packaging their products has brought on terrible consequences for nature, marked by pollut-

ed beaches and suffering wildlife, not to mention potentially serious effects on our health,” said Sonia Mendoza, Chair of Mother

Earth Foundation.

The Philippines, along with other Southeast Asian countries, are reeling from the impacts of plastic pol-

lution brought about by the influx of products wrapped in sachets or smaller plastic packaging aimed at reaching lower income brackets

in developing countries.

However, communities and governments often bear the brunt of managing the disposal of these plastic packaging while multinational corporations’ continued production and use of single-use plastic packaging have been escaping scrutiny and accountability.

In brand audits conducted in coastal areas, as well as in cities and municipalities throughout the country, Nestlé’s throwaway plastic packaging outnumbered the amount of packaging from other manufacturers. In a five-year household waste assessment and brand audits conducted in seven cities and municipalities by MEF, Nestlé was found to be the top household plastic polluter, with Nestlé-branded packaging trash accounting for almost 15% of the total branded residual waste audited.

MALAYBALAY City--At the strike of dawn, around 80 Tagolwanen women in Barangay Can-ayan here roused from their beds to make mattresses and baskets for the markets in Manila and the United States.

They would work feverishly before the sun would rise over the mountains and before the “sodsod” grass, a type of cogon grass used as the main material for the mattresses and bags, would wilt in humidity making it difficult to weave.

Each of the mattresses they make is distinct to the creative style of each of the weaver. Not one mattress is similar.

“Each one of us learned the art of weaving from our mothers. They too learned the art from our grandmothers,” 56-year-old Eileen Sumala said.

Sumala said the weaving of the banig, baskets, nets and containers is always part of the traditional art of the Bukidnon-Tagolwanen tribe.

Fraud, poll violations, main ingredients during election THE midterm election in May this year is getting hotter as the E-Day nears.

No doubt, the candidates and their supporters are fidgety – some of them are often awakened in the dead of the night as the nightmare of losing comes closer.

Certainly, candidates who rely on “vote-buying” and other forms of “election “fraud,” as a means of gaining victory are having sleepless nights now.

It is of public knowledge that those who enjoy the resources of the government are in the advantage. The warning of the Department of Interior and Local Government (DILG) and the Commissions on Elections (COMELEC) about partisan politics, vote-buying, and fraud are baloney.

Nowhere in the election history that incumbent candidates who used the government’s resources during elections were disqualified.

There is no record also about barangay captains, zone chairmen and leaders being apprehended for not allowing the opposing candidates to use the municipal or barangay covered court during political rallies.

For instance, during the barangay elections in 2018, the incumbent barangay officials in Carmen never allowed the opposition candidates to use the covered court during rallies. The barangay chairmen, most of them act as zone leaders of the incumbents would demand for permits before a rally is held in their barangays . Technically speaking,

this is a gross violation of the COMELEC Omnibus Code, fair election laws providing equal opportunities to all candidates.

Some incumbent officials would also deny permit on the ground that the covered court would be used for some activities, like rallies and/or sport activities sponsored by the incumbent. Of course, no amount of alibis would suffice because these supposed activities were scheduled with an intention to deny permit to the opposing candidates.

In Barangay Carmen, these violations are rampant during the Barangay/ KB election in 2018. The COMELEC also barred incumbent public officials, especially the incumbent Congressmen, Mayors, and

City Councilors from participating in the barangay elections.

However, in Barangay Carmen, Congressman Klarex Uy, City Mayor Oscar Moreno, Vice Mayor Kikang Uy and some city councilors were reportedly around during the “miting de avance” held in Carmen Market.

To top it all, the power supply of the Carmen market was utilized by the incumbent barangay official to feed their lighting system, in the viewing of big screens installed around the rally area, blinding lights and whooping sound systems.

Back-baring stunt in PH politics SO OBSESSED perhaps of senatorial bet Bong Go, Trillanes, the erstwhile senator may have some kind of ‘girlie’ feeling toward the former presidential assistant.

To prove to all and sundry, Bong Go stripped half naked during a campaign sortie in Mindanao to debunk allegations on his links to drug lords.

Go, running on his ‘Ang bisyo ay Serbisyo’ campaign platform, bared his back with no marks of a dragon tattoo that would validate his connection with a drug syndicate.

What appeared on his back were marks created by ventosa, or cupping massage, a muscle relaxation therapy.

‘Bikoy’ who claimed that his kin has cornered multimillion peso government contracts in Davao City when President Duterte was still mayor.

He dismissed this allegation as mere black propaganda out to besmirch him in the heat of the campaign trail.

Go says his political detractors has continuously besmirched the name of the president, his son Paolo, Sarah and even the 13-year-old Kitty Duterte, the youngest sibling of the family.

Go reiterated the stand of Davao City Mayor Sara Duterte that her younger brother Paolo reserves the right to privacy amid calls that he will bare his tattoo on his back that supposedly establish his link to

the illegal drug trade.

DU30 has accused Trillanes as the brains behind the viral video alleging that his son has been receiving payoffs from an illegal drug syndicate.

President Duterte also dismissed the six-minute video as an old black propaganda being perpetrated by the “Yellows” or the opposition.

For the longest time, Trillanes and the younger Duterte have been locked in a bitter feud at the expense of people’s money.

A BLESSED EASTER TO ALL!

TO DIE IS TO LIVE! We are always shocked when in the middle of our surrou n d i n g s , s om e b o d y passed away. Since last week, I was informed, that three countrymen of mine passed away. Our usual questions are: “Why die so young? Why he, why she?”

A natural reaction, indeed.

Also this year, I keep in mind: when Jesus finally gave up His spirit on the cross after three hours of bitter agony, the Pharisees said: “Finally, that impostor has gone. He deserved to die that kind of death!”

Let’s remember : After the waving of the tree branches by the Jewish crowd and Hosannas of Palm Sunday, the arrest

of Jesus betrayed by Judas in the Garden of Olives, the imprisonment and humiliation of Holy Thursday night, the carrying of the cross, crucifixion, and death at Good Friday, - Jesus Christ rose from the tomb on Easter Sunday - glorious and will never and die again!

For Jesus, dying was not the end of everything. It was the beginning of new life.

Symbolically, we see that Easter Resurrection of our Lord depicted in various ways, which always point to life after death. Especially in parts of the world, i.e. in my home country Germany, where deep winter let all plants and trees “sleep” for a couple of months, people

enjoy the spirit of the new shoots that come out of a big trunk of a tree.

Eggs were usually symbols used in spring time long before Christianity came into existence. The eggs symbolize life, which its causing to grow. Since Easter usually occurs at spring time (March or April), which is already summer in the Philippines, this egg-symbol was still in the use among the pagans of early times when Christian were celebrating Easter.

This year 2019, especially during Holy Week, I’ll be taking a rest while hiding myself at my favorite beach resort. Somewhere out there... .

Bong Go pushes expansion of irrigation VALENCIA CITY - Senatorial candidate Christopher Lawrence “Bong” Go on Wednesday said the coverage of irrigation system in the country should be expanded to mitigate the negative effects of dry spell the county experiences periodically.

“May drought man o wala kailangan natin palawakin ang nasasakupan ng irrigation system lalong-lalo na po sa threat areas,” Go said in a radio interview.

Go issued the statement as the Department of Agriculture (DA) bared it is assisting some 138,000 farmers grappling with lack of rains due to the El Niño phenomenon. The drought has caused some P5 billion in agricultural losses in about 149,000 hectares of farm lands in various parts of the country.

The former Special Assistant to the President said that while President Rodrigo Duterte already signed into law the Free Irrigation Act, many farmers would not benefit from it unless the government could provide water to all the irrigable lands.

In addition, Go said the government should also ensure adequate water supply that could be tapped during the dry season not only for home use but also for the farmlands.

Moreover, he called for improved access of El Niño affected farmers to low-interest credits, by streamlining the loan process.

“Pagbutihan po natin ang pautang ng gobyerno sa kanila. Simplehan ang pautang at mababang interes para iwas po sila sa 5-6,” Go said.

Meanwhile, Go allayed fears of farmers affected by the drought, saying the DA is already on top of the situation to provide them with assistance.

“Ang sabi nila na magkakaroon ng expected drought from April to June 2019 with 22 provinces na ine-expect nila. Sa ngayon po ang Department of Agriculture (DA) has ready measures to counter possible adverse effects of the El Niño phenomenon,” Go said.

According to the DA, the state-run Philippine Crop Insurance Corp. has released almost P100 million in insurance payment to affected farmers. Likewise, the DA said farmers may take a P25,000 loan from the government that is payable within 3 years with no collateral and interest.

World-class facilities readied for Palarong Pambansa 2019

DAVAO CITY -- With just two weeks to go, Davao City is preparing several world class sports facilities for athletes participating in this year’s Palarong Pambansa.

City Sports Division head Mikey Aportadera said the sporting facilities which will be used for the games are of international standard and world-class.

“We have world-class sports facilities that we will be using, the FIFA-standard football field, the FINAstandard swimming pool and of course the other facilities, like the track and field, the oval and the

stadium,” Aportadera said.

The FIFA or Federation Internationale de Football Association is the world governing body for football while the FINA (Federation Internationale de Natation) is the international governing body for water sports.

Aportadera said the sports facilities particularly the Davao City Sports Complex located in University of the Philippines Mindanao campus are designed to host international competitions.

He said that the football field in the sports complex which has an artificial turf

COMELEC to conduct vote-counting machine demonstration today April 15

VOTERS and official candidates are invited to learn how to use the vote-counting machines (VCM) for the 2019 midterm elections as the Commission on Elections (COMELEC) will be having a VCM Roadshow today April 15 at Panabo City Hall.

Here, the public will be given a glimpse of the actual election day as participants will learn proper shading and feeding of ballots to the VCM. The roadshow is a movement to educate voters and ensure an organized and smooth election, as there are certain prohibitions and reminders that the electorate should be mindful about.

Among these are not to overshade and overvote, avoiding crumpling, folding, wetting or making unnecessary marks on the ballot. COMELEC further reminded to only use the markers provided by the Board of Election Inspectors (BEI). If not followed, the VCM will reject the ballot.

While voters are allowed to bring their phones inside the polling precinct, they are prohibited to use the same.

Furthermore, taking a selfie with the

ballot is considered an election offense as this violates the secrecy and sanctity of the ballot. Under the law, the offense may sanction the violator up to six (6) years of jail time.

DOST-Phivolcs releases earthquake site atlas for Davao DAVAO CITY -- The local government here will now be guided in designing buildings and residential homes in areas vulnerable to earthquake, after the Department of Science and Technology-Philippine Institute of Volcanology and Seismology (DOST-Phivolcs) put out the Metro Davao Site Response Atlas on Wednesday.

The Metro Davao Site Response Atlas includes four maps that provide information to understand the ground motion and site response during strong earthquakes.

Dr. Renato Solidum Jr., Undersecretary for Disaster Risk Reduction and Climate Change and the officer-incharge of Phivolcs, said the four maps are produced by earthquake experts and can be used to increase the seismic resiliency of residential and medium-to-high-rise buildings.

In an interview at the sidelines of the launch of the Metro Davao Earthquake Site Response here, Solidum explained how earthquake travels from the fault, the shaking of the ground and the concept period or the time it takes for the ground or the building to move back to its original position after the shaking.

Solidum said the maps can be used for the land use plan of local government units, as well for government infrastructure projects and the private-sector implemented construction works.

“So yung maps ang magbibigay ng (so the maps will provide) guidance for the specific design of the buildings,” he added.

President Manuel Roxas’ 71st DENR 10’s Melicor Death Anniversary Marked Today appointed to CESO IV TODAY, April 15, 2019, is the 71st death anniversary of President Manuel A. Roxas, the last President of the Commonwealth and the first President of the new Republic of the Philippines.

Born on January 1, 1892 to Gerardo Roxas, Sr. and Rosario Acuña in Capiz, Capiz (now Roxas City), Roxas distinguished himself as our country’s first ever bar topnotcher and the only Filipino leader to have ever held and exercised authority in the capacity of House Speaker, Senate President, and President of the Republic.

He finished law in 1913 from the University of the Philippines College of Law, and passed the bar the same year. His entire political career spans 31 years beginning with his appointment as member of his hometown’s municipal council in 1917, and highlighted by his holding the highest office of the land from May

28, 1946 to April 15, 1948.

Roxas is distinctly known in Philippine history for his exemplary leadership and dedication to public service.

Inheriting a country in ruins when he took over the reins of government at the end of World War II, this “nation builder” spurred our country’s return to normalcy and growth with his master economic plan, the very first known in developing Asia.

La Viña downplays Bulua’s ‘RRW’ issue

M AYO R A L c a n d i d at e “Pompee” La Viña downplayed the “road right of way” issue about an access road in Bulua, which he donated to decongest the traffic in the area.

A City Hall paid radio commentator, who sidelined as a City Councilor, maligned La Viña whose property was to be developed by the Department of Public Works and Highways (DPWH) for a “road right of way” (RRW) expansion in Bulua.

La Viña said that his property became part of the public highway’s road widening project after he donated the lot to the DPWH. According to La Viña, that the donated RRW property has an assessed market value of about P 20 million, which the DPWH has given preference to save cost.

A certain Engr. Hilario Balbin, the caretaker of former Secrtary Norberto Gonzalez, complained that the DPWH opted to develop the RRW of the La Viña property without a public hearing.

The complainant reportedly alleged that the property of Gonzales was originally considered for the RRW development project of the DPWH prior to La Viña’s donation of the lot.

He said that he has nothing to do with the DPWH issue other than he donated a lot for the public works’

development of the RRW to decongest traffic in Bulua.

La Viña, the standard bearer of the coalition political party of the Padayon Pilipino political party and the Centrist Democratic Party, has adopted the “New Cagayan De Oro” slogan as the catchword in his political campaign.

In his campaign sorties, La Viña always asked the people on making a choice on whom to vote: “Kinsa ato pili -on, ang korap nga kandidato o kadtong kandidato nga dili korap , sama kanako ,” (Who would you vote, the corrupt candidates or those who are not corrupt, like me).

Sumala said as she weaves each of the sodsod grasses into a banig, she would always think about the relationship of their tribe to nature.

She said the mountain, land, star and flower designs they weave are part of the nature they have experienced.

Sumala said weaving has been a tradition of the Bukidnon-Tagolwanen tribe but was nearly forgotten when prices of the mats dropped to almost nothing.

“I used to walk seven kilometers to Malaybalay to sell my banigs and they only buy it cheap,” Sumala narrated.

City folks, she lamented, buy their banigs as low as P300 or, worse, exchange them for a couple of sardine cans.

With no clear incentive, many of the Tagolwanen women stopped making banigs and baskets, Sumala said.

that Lorielinda Bella Marte, a community organizer, found more than seven years ago.

She said she was impressed by the mattress that was given to her as a wedding gift that she went looking who wove the beautiful banig.

“I found Nang Eileen to be the only Tagolwanen weaver left. The rest have stopped to practice the tradecraft,” Marte said.

She said she found from Sumala that the other weavers stopped because of low prices of their products.

She thus designed a scheme so buyers would have to pay a higher price for the products made by the Tagolwanen women.

“What the buyers do not understand is that each of the product is unique and each has individual imprints of the weaver,” Marte said.

Marte said she was able to convince the other weavers to go back working – from Sumala to now 80 weavers working.

She said the women have organized themselves into an association – the Tagolwanen Women Weavers Association – to avail of government assistance.

Marte said the women have wisely used social media to reach out to potential clients.

“They now have a website, Facebook and Instagram accounts,” said Marte, who now chairs the association.

Sumala said she is happy with how things turned out for them.

It is unfortunate that the incident in Carmen is replicated throughout the urban centers in Cagayan De Oro City, where the barangay chair are allies of the incumbent City Hall officials.

In Misamis Oriental, the same case has propped in the municipal town of Jasaan where the opposing political party was not permitted to use the municipal public plaza for a proclamation rally. The incumbent mayor alleged that the area would be utilized for an “activity” on the day that the opposition wanted to hold their political rally.

Actually, if the COMELEC and the DILG will run against the incumbents who violates the fair election laws, most, if not, all incumbent candidates would

be disqualified. Who cares?

The COMELEC or DILG would only act if a formal complaint is filed against election violators. This is one of the loopholes of the law in the country – even if the violation is glaring, the authorities will never act unless a formal plaint is filed. WTF! IEMOP now operates the wholesale electricity sport market (WESM) managing the registration of market participants, receipt of generation offers, setting market prices and dispatching schedules of the generation plants, billing, settlement and collections, while the PEMC remains as the WESM governing body to monitor market participants’ compliance of market rules, in compliance

with the policy and regulatory oversight of the Department of Energy (DOE) and the Energy Regulatory Commission (ERC).

Dialogue tradition to continue With the MPU, Juan said IEMOP continues PEMC’s tradition of conducting regular dialogues with the market participants not just to inform of market developments or report on WESM operations and market performance, but also to create a discourse with Mindanao WESM stakeholders.

“We look forward to these gatherings for us to learn from you, to give us a sense of what you want us to do to improve how we serve you.

As WESM operator we want to enhance your customer experience when interacting with the market.”

Juan said IEMOP looks forward to forging a shared responsibility and commitment to identify market issues to be addressed through policy recommendations and potential solutions that would growth and improve the WESM and market outcomes.

“Our exchanges form part of our efforts to lay down the foundation for a strong WESM operator geared towards improving market operations and providing better service,” he stressed.

Ways forward Juan said the MPU and similar events are planned for 2019 ensure that WESM participants get more value out of their market membership.

“As operator of your electricity market, IEMOP will be your reliable service provider, ever ready to meet your needs and exceed your expectations,” Juan said.

IEMOP’s timeline for the Mindanao launch of the WESM is tied to the launch of the New Market Management System (NMMS) in Luzon and the Visayas. This is the IT system that will be used to operate the WESM with enhanced design, which allows for 5-minute trading intervals.

“We are hopeful all the critical activities for us to be able to operate under the enhanced WESM design, will already happen

by June. With allowances for some contingencies, we are looking at September as a possible target date for the launch of the NMMS, or the implementation of the enhanced WESM design,” Juan explained during the open forum portion of the MPU. “The results of the assessment being undertaken now by a third party consultant, and the decision and discretion of PEMC’s recommendation to DOE, will determine when the NMMS launch will happen, and/or whether WESM Mindanao will be launched simultaneous with the launch of NMMS for Luzon and Visayas.”

“However, should the NMMS launch for Luzon and Visayas happen ahead of the WESM Mindanao launch, providing for some few months delay, we’re looking at December as the possible date for the commercial launch of WESM in Mindanao, still within 2019,” Juan noted. (Mike Baños)
