Moreno pointed out that the QR Code system, Higala App, does not even ask users for any information related to their bank accounts. He said the contract tracing application is also equipped with data privacy protocols, adding that any claim of potential bank-related identity theft was “baseless and absurd”. “The statement (by a radio broadcaster) that the Higalaay (web portal in registering for QR code contact tracing) can tamper your bank accounts, that is (an) irresponsible commentary. We do our best to serve the people, and then you get these baseless commentaries),” he said. Moreno, a banker and a lawyer by profession, pointed out that bank accounts are protected by the country’s stringent bank secrecy laws.

Moreno said the local government is in the thick of dialogues with the business sector and other stakeholders on the QR code requirement, based on an ordinance passed in February this year. The system is supposed to be implemented last month but ran into some technical problems, prompting the city government to extend the dry run until next month. City residents and visitors can apply for the QR code through the Higalaa Web Portal, which is integrated into City Hall´s official website. Goking calls for unity amid pandemic “UNITED we stand, divided we fall. Philippines’s a ‘laughing stock’ in Asia no more (First of two parts)

CHINA’s battleship, which illegally sailed in the Philippine waters without being accosted only shows the demeaning and weak Armed Forces of the Philippines (AFP). The action of China was a clear intrusion on the Philippines territory that requires respond – diplomatically and militarily. It was a direct assault on the country’s sovereign rights as a country and as a people. China is arrogating itself because of the Philippine governments lenient respond toward China’s provocative actions within the Western Philippine Seas, especially within the Philippine’s Exclusive Economic Zone (EEZ). Lately, over 200 Chinese vessels moored at the Julian Felipe Reef, an EEZ of the Philippines. The Chinese vessels disguised as fishermen seeking cover from a storm is a calibrated ploy. In fact, there were reports that China’s “fishing vessels” were actually “maritime militia army” under the direct command of the China’s People’s Liberation Army (PLA). This allegation is vehemently denied by the Chinese Embassy in Manila.

According to Senator Panfilo Lacson, China has the preponderance of massing their vessels, again disguised as fishermen, in a targeted area within the WPS. Lacson described China’s action as “cabbaging” where China will ultimately occupy the area unless driven away. But, will China move away from the Julian Felipe Reef? Certainly, the Chinese Embassy in Manila issued a statement that Julian Felipe Reef belonged to them. Obviously, China is not leaving Julian Felipe Reef. What gives? In 2016, Indonesi a bombed Chinese vessels, disguised as fishermen, after the Chinese did not heed to the order of the Indonesian armed forces to leave the area at once. Indonesia bombed many fishermen’s vessels, including one from the Philippines, after refusing to leave the place as ordered by the Indonesian government. During the same year, in 2016, Argentina also chased and sunk a Chinese vessel under pretext of “fishing” within the territory of the Argentina’s EEZ. In both instances, Indonesia and Argentina did not declare war against China.

In both instances, China stopped their incursion adventures in the territorial seas of Indonesia and Argentina. Now, comes the Philippine’s case at the Julian Felipe Reef, a very clear violation of China’s incursion into the territory of the Philippines. Will the Philippine government simply sit down and issue an ineffective “diplomatic protest?” An exchanged barb between China and Philippine Embassy will end nowhere. Unless, the Philippine government carries a punitive action against the illegal encroachment of China at the Julian Felipe Reef, the Filipinos will wake up one morning with China’s People’s Liberation Army (PLA) knocking on their doorstep. In view of China’s braggadocio and outright disrespect of the Philippines’ order for the Chinese vessel to leave the place, it is time to BOMB and SINK all the Chinese vessels in Julian Felipe Reef. FOLLOWING is the full text of his statement on fighting Covid-19 pandemic: In a war situation, nobody asks anyone to stay indoors. You stay indoors by choice. In fact, if you have a basement, you hide there for as long as hostilities persist. During a war, you don’t insist on your freedom. You willingly give it up in exchange for survival. During a war, you don’t complain of hunger. You bear hunger and pray that you live to eat again During a war, you don’t argue about opening your business. You close your shop (if you have the time), and run for your life. You pray to outlive the war so that you can return to your business (that’s if it has not been looted or destroyed by mortar fire). During a war, you are thankful to God for seeing another day in the land of the living.

During a war, you don’t worry about your children not going to school. You pray that the government does not forcefully enlist them as soldiers to be trained in the school premises now turned military depot. The world is currently in a state of war. A war without guns and bullets. A war without human soldiers. A war without borders. A war without cease-fire agreements. A war without a war room. A war without sacred zones. The army in this war is without mercy. It is without any milk of human kindness. It is indiscriminate - it has no respect for children, women, or places of worship. This army is not interested in spoils of war. It has no intention of regime change. It is not concerned about the rich mineral resources underneath the earth. It is not even interested in religious, ethnic or ideological hegemony. Its ambition has nothing to do with racial superiority. It is an invisible, fleetfooted, and ruthlessly effective army. Its only agenda is a harvest of death. It is only satiated after turning the world into one big death field. Its capacity to achieve its aim is not in doubt. Without ground, amphibious and aeriel machines, it has bases in almost every country of

the world. Its movement is not governed by any war convention or protocol. In short, it is a law unto itself. It is Coronavirus. Also known as COVID-19 (because it announced its destructive presence and intention in the year of our Lord 2019) Thankfully, this army has a weakness and it can be defeated. It only requires our collective action, discipline and forbearance. COVID-19 cannot survive social and physical distancing. It only thrives when you confront it. It loves to be confronted. It capitulates in the face of collective social and physical distancing. It bows before good personal hygiene. It is helpless when you take your destiny in your own hands by keeping them sanitized as often as possible. This is not a time to cry about bread and butter like spoilt children. After all, the Holy book tells us that man shall not live by bread alone. Let’s obey and follow the instructions of the authorities. Let’s flatten the COVID-19 curve. Let’s See WAR, page 11

MANILA – The online presence of businesses proved most useful during the pandemic as physical restrictions continue to be observed. Facebook’s Emerging Trends Research showed that marketers who were able to pivot digitally amid the health crisis gained profits and it is more likely that consumers will continue to choose online shopping for their convenience. The study indicated 87 percent of respondents are willing to spend more for ease of access to products

or services. About 12,500 people across 14 countries, including the Philippines, were studied for changes in consumer behavior in 2020. IPIL, Zamboanga Sibugay - The 3-year Commercial Partnership Agreement (CPA) among the GRANEX Manufacturing Corporation, four (4) farmer organizations/cooperatives from Zamboanga del Sur, five (5) farmer organizations/ cooperatives from Zamboanga Sibugay and DTI IX has just been signed. The core provisions of the agreement places GRANEX responsible in the provision of technical assistance in the production and postharvest processes based on its production

protocol to ensure compliance to the market/buyer’s quality requirements. On the other hand, farmers organizations agree to supply at least 70% of their production output to GRANEX while DTI-IX provides the necessary value-chain based development interventions to support the realization of this partnership agreement, i.e. technical trainings/consultancy, product and market development, institutional strengthening and financing facilitation, among others. Canitoan National High School conducted the early registration for SY 2021-2022 from March 26 to April 30 this year. The month-long activity is initiated by the school’s frontline leaders to ensure that incoming learners are registered for the school year and help the Department of Education better prepare for possible issues and concerns that may arise, as stipulated in DepEd Order No. 3, series of 2018, or the Basic Education Enrollment policy. “All incoming Kindergarten, Grades 1, 7, and 11 in public elementary and secondary schools shall pre-register to allow the Department to make necessary preparations and incoming plans for the coming school year. Grades 2-6, 8-10, and 12 are considered preregistered and will not need to participate in the early registration.” Education Secretary Leonor Magtolis Briones said in a news . The school’s early registration started with a recorida and

flier distribution informing the community of the scheduled early registration. In the context of the prevailing Covid-19 public health emergency, the conduct of the school’s early registration was done personally by parents and guardians provided physical distancing and health and safety protocols are strictly observed. Parents and guardians will not be allowed to enter the school’s premises without wearing facemasks and face shields. Borrowing of pens are strictly discouraged. The school also prepares drop boxes where parents and guardians can leave their enrolment forms. Canitoan National High School sees to it that the safety of everyone is ensured. On the first week of the early registration, the school already had a total number of 123 early registrants for grade 7 and grade 11. This number will still increase since the enrolment is still going on. The early registration was introduced to help the Depart-

Doing things we wanted to do or going anywhere we wanted to go although our freedom isn’t totally free yet we still can do what pleases us until last March of 2020 where around the world were shocked upon knowing that there were restrictions and try to live in the new normal. Establishments had been closed travels were limited only essential activities are allowed although following the safety protocols are strongly implemented. It reminds me of a verse in Romans 8:28 that says” And all things God works for the good of those who love him, who have been called according to his purpose”. I am not trying to make light of the Pandemic, but knowing that since God Almighty is our Savior and our Heavenly Father therefore we have the hope that we are in good hands. Allow me to share a few things brought me up short in the last few days and reminded me how much good there is in the world. These are the positive things I discovers people are helping each other. At home parents are taking in the kids of working parents; people are dropping off casseroles on the porches of neighbors under quarantine; food trucks and restaurants are delivering free food to children locked out of school , video

HINELEBAN Coffee was the first endeavor under the Sustainable Disposable Income Crop (SDIC) section of Hineleban Foundation Inc. (HFI). Eventually, HFI was largely shaped by its experience with the coffee program in partnership with some Indigenous People’s (IP) communities of Bukidnon. Coffee was the initial crop HFI decided to grow with the IP’s for two main reasons: first, Arabica coffee had been proven to grow well in the region since the 1800’s when Spanish colonists introduced coffee to the Philippines; second, HFI founder John Perrine’s passion for quality coffee had already compiled decades of personal research and development of the Arabica coffee in Tuminugan Farm. By the time HFI started supplying its partner-farmers with seedlings and inputs to start farming coffee, the dispersed seedlings were varietal hybrids from both Asia and South America established in Tuminugan. By 2008, Oroy Villara, who had been growing the coffee on Tuminugan Farm for decades, selected cherries from the most successfully fruiting mother plants, propagated thousands of seedlings, and distributed these as the first batch of Hineleban Coffee to our IP partner farmers. During the same period, Villara trained HFI technicians known as Values Coordinating Officers who in turn trained Hineleban partner farmers, equipping them with production technology to successfully grow the coffee on their own

lands. However, when the first harvests were made in 2010, the farmers informed HPI they had no buyers for their produce, and did not know how to process the cherries to green beans for storage. HFI also learned there was no single facility with a complete set of coffee processing equipment to produce quality green or roasted coffee within the region. The Transformational Business Partnership: Coffee Chapter At this point, Kalugumanan Agri-Development Corp. (KADC, which had been managing the Tuminugan Farm) financed the building of the first Food and Drug Administration (FDA) approved post-harvest facility in Region X with imported machineries acquired through DTI which could convert cherries to green beans and thence as roasted coffee. This enabled HFI to produce high quality packaged specialty coffee, now known as one of the Philippines’ best arabica coffee. HFI saw this as the way to make growing arabica sustain-

able for its partner farmers. Optimal profits were shared back to the farmer as partners by increasing the buy-back price of cherries 3 times over its prevailing market price. Since closing the loop from farmer to processor to consumer, HFI with KADC had been able to buy all the IP farmer’s harvests every year, with 2021 being their 11th year as partners. was able to upgrade his hut to a cemented two story home, sent his children to school, and financed five motorcycles (for his habal-habal business), a jeepney (for public transportation) and a light truck for trucking purposes. This is how HFI defines TBP — a true partnership of equals that elevates the dignity of an average farmer to that of a Proud Provider, Sustainable Farmer, and Businessman. Achievements When introducing Hineleban Coffee as a branded product to the public, we realized how hard it was to pronounce and recall the word Hineleban. To circumvent this, the marketing group launched the Sip and Reforest Campaign through which a forest tree on the foothills of Mount Kitanglad is planted for every pack of Hineleban Coffee purchased. Hineleban Coffee represented the Philippines along with several other local coffee growers at the 2017 Specialty Coffee Association (SCA) Global Expo in Seattle, Washington, USA. Hineleban Coffee was graded by Marty Curtis as EXCELLENT at 86.25%. Curtis is the co-founder of the SCA and inventor of the SCA Coffee Cupping Scoring Sheet, and the Coffee Flavor Wheel. Significant Contributors Hineleban Foundation’s path to producing excellent coffee was a difficult and challenging one. Our team was mentored by numerous individuals who

came from all around the world to help us improve. Robert Francisco, then owner of Boyd’s Coffee Roasting Company, was the first to roast the green beans of Hineleban Coffee, pegging his cupping notes as, “caramel, nutty, slight acidity with bitter cacao aftertaste.” Karen Lo Tsai, the Philippines’ only Q-grader in 2010, was the first to officially grade Hineleban as the Best Arabica of the Philippines. She has since been an esteemed proponent in pushing excellent local coffee, especially Hineleban. In 2016, the foundation joined efforts with ACDI/ VOCA to educate other coffee producers in Bukidnon, both small holders and COOPs, on how to improve their production, and how to properly process them to international standards. Hineleban’s processing facility was used as the venue to educate them on the proper methods of processing coffee 4 ways: natural, fullywashed, semi-washed and honey processes. After these training sessions, the first Philippine Cupping Competition was held in 2017, with 11 of the top 12 winners coming from Bukidnon, including Hineleban. For the past 3 years, Metrobank Foundation has given Hineleban a grant to help other small holder farmers not included in the current See COFFE, page 11
