Rules on illegal drugs to apply on barangay poll bets: Duterte

DAVAO CITY -- President Rodrigo Duterte warned candidates in the barangay elections that his policy and strategy on illegal drugs will be applied against them if they are into the narco-trade.

Duterte reminded poll bets that there are no quarter given and no quarter asked on anyone involved in illegal drugs.

“Basta ako dito sa drugs, zero tolerance ako. There is no middle ground here.

Hindi ako maglalaro sa droga (For me if it’s drugs, it is zero tolerance. There is no middle ground here.

I am not into this kind of game). I do not talk to criminals,” he said during the press interview upon his arrival from China on Friday in Davao City.

Asked if he will finally show the list of barangay officials involved in illegal drugs, Duterte said he will give it a thought and sleep on it sometime because he does not want to affect the freedom of the people to elect their own leaders.

“This is democracy. So I have to think about this crucial issue,” the President said.

He said there is also a need to let the people know they might elect the wrong guy. “Then we go back into this rigmarole again of denials and everything, and even mayors getting killed along the way,” he stressed.

Alert status intensified after BIFF harassment in Maguindanao SHARIFF AGUAK, Maguindanao -- Soldiers and police in Maguindanao’s second district were placed on heightened alert Thursday after members of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) harassed military

detachments and set off a roadside bomb that injured a soldier.

Speaking for the military-led Task Force Central, Lt. Col. Gerry Besana, said the bomb went off in Barangay Poblacion Talayan at about 6:30 p.m. Wednesday

Academic achiever finds inspiration in studies at her differently abled sister

Cagayan de Oro City -- Mary Che Vitor will wake up early in the morning helping her mother, Anita, in taking a bath and dressing up her sister who has a cerebral palsy.

An 18-year old graduate of senior high school of Cagayan de Oro City National Hig h S cho ol (CDOCNHS) here, Mary Che will always devote time doing the household chores and taking care of her eldest sister, Mary Love, daily despite her hectic schedule.

Awarded with Highest Honors during the recent graduation in her class, Mary Che disclosed that she strived hard to excel in her class in order to earn good grades and lay strong foundation for her future.

Mary Che dreams of becoming a Psychologist.

Second of the five Vitor siblings, Mary Che promised to help her parents in rearing the eldest sister, who has mobility and verbal limitations.

Medical dictionary defines cerebral palsy as a condition marked by impaired muscle coordination (spastic paralysis) and/or other disabilities, typically caused by damage to the brain before or at birth.

May Che said she will provide physical therapist, occupational therapist, and speech therapist for Mary Love when she will finish her college studies and earn a stable job to improve the condition of her eldest sister.

She is also planning to buy mobility aids and assistive devices for Mary Love.

Active in school and cocurricular activities May Che has been a consistent honor student

since her elementary years in Kauswagan Elementary School.

Included in the fast learners’ section when she was in Grade 5 and 6, Mary Che still maintain excellent grades, earning recognition and awards during commencement exercises and graduation.

During her junior high school days, May Che enrolled at CDOCNHS. She did not only maintain her top post in her class, but, became active to co-curricular and school activities.

She has been representing her school in school press conferences, regional and provincial quiz bees and bowls during those years.

Mary loves to read and write stories during her elementary years. When an opportunity opened for her to the school paper, she applied for a position.

She eventually became an essay writer and later an editor-in-chief of the school paper, The Naked Truth, a position she holds until she graduated in senior high school.

Trying her luck in organizing and leading her fellow students, May Che won the Treasurer position in the elections of their supreme student government.

She also won the trust and confidence of her fellow students taking the Humanities and Social Sci-

ences track by making her their class president.

Time and again, scammers never fail to victimize many Filipinos with their double your money or get rich quick schemes.

This, despite frequent reminders that “if its too good to be true, it is not true”.

The latest well publicized case involves a couple who fleeced gullible customers of almost 900 million pesos by using as bait supposedly fantastic returns on bitcoin investments. The couple is now facing charges for syndicated estafa.

A few years back, there was the Baladjay pyramid scam, which amassed for the perpetrators multi-millions of pesos . Mind you, the victims were not just ordinary persons. They included high profile personalities such as politicians, cabinet members and police officers.

Even PNP Chief Bato de la Rosa admitted that he had been victimized by a similar scheme early in his career.

The inducement – guaranteed interest at 4 per cent monthly or 48 per cent per year. An alternative was a double your money scheme if the investor opted to lock in his money for 18 months.

A Makati regional trial court later sentenced the

perpetrators to at least 455 years in prison for 65 counts of violations of the Securities Regulation Code (SRC). But whether the victims can recover their money remains very much in doubt.

A businessman bought into several troubled rural banks. He then used the banks as his vehicle for collecting people’s deposits.

He used the same formula – off market deposit rates – to entice depositors, including religious organizations and educational institutions. This operator then siphoned off the deposits and used them for his other businesses.

The unsafe and unsound business practices led to the closure of the banks by the Bangko Sentral.

Some of the depositors whose deposits were covered by the Philippine Deposit Insurance Corporation were able to recover their investments. Others, who invested beyond the PDIC coverage, were not so lucky.

The scheming businessman died of a lingering illness even before he went to trial.

Other scams don’t necessarily involve money. A retired police officer was watching TV at his sala

when a well-dressed visitor knocked at his door one day.

The visitor introduced himself and announced that a relative of the retiree had sent the latter a huge flatscreen TV . The TV was just awaiting to be picked up at their office.

In a voice loud enough to be heard by the house helps, the visitor announced: Tamang tama sir. Dapat na pa lang palitan ninyo itong TV ninyo.

The visitor gave the retired police officer their office address and left. Excited, the retiree hurriedly dressed up to claim the newly-arrived TV. Five minutes, later, the visitor returned and asked the housemaid to turn over to him the officer’s TV. “Sabi ng Sir ninyo, hindi na raw niya kailangan itong TV. Mayroon nang bago at mas malaki na darating.”

The retiree later learned that no person by the name of his caller worked in the address given to him.

The retiree was so embarrassed by what happened that he did not bother to have the case blottered. He should be. He used to be a police criminal investigator.

It is good to be reminded, once again, of this wise counsel: “Ang naghahanap

Winners and losers Regardless of how the peso moves, there will be winners and losers.

Who will benefit from a weak peso? The dollar earners like OFWs, BPOs and exporters.

Who will be adversely affected? The importers, travelers and those with dollar-denominated obligations.

All things considered, it will be positive for the government, according to Budget Secretary Ben Diokno.

Customs collections are bound to increase because of the weak peso.

What about the government’s foreign obligations?

The good news is that over the years, the government has deliberately decreased its reliance on foreign borrowings. That should be positive for the national government.

-oooSPIRITUALITY IS WHAT T H E P N P M U ST B E TAUGHT, GEN. ALBAYALDE: More than the special training approximating the one that members of the Special Action Force of the Philippine National Police (PNP) underwent which incoming PNP Director General Oscar Albayalde is proposing for those wishing to become policemen under his tenure, I am suggesting, with due respect, that those being recruited to become PNP members must also be trained on holiness, morality, and spiritually, whatever their religious affiliations maybe.

Although it is greatly desirable if incoming police personnel are rigorously trained on various methods of self-defense, offense strategies, and other aspects of police work, I submit that there would be a much greater advantage in favor

of our people if policemen are trained to discharge their duties and responsibilities with some degree of fear and love of God, distaste for wrongful economic gain, and with love and respect for other people.

Many may say that my proposal towards producing godly policemen may produce effeminate and “soft” PNP elements, giving rise to the danger of criminal elements taking advantage of them. But this does not take into consideration the fact that truly godly policemen would be more loyal to God and His commands, and would be disposed to serve more responsibly the citizenry under their respective jurisdictions. They would even be harder to entice by offers from crime, gambling, and drug syndicates.

-oooPOLICEMEN WHO FEAR GOD TURN OUT TO BE BETTER POLICEMEN: I apologize if others will disagree with what I am saying here (as I know many will) but I am certain that our people will trust more easily policemen who will display true spirituality by their fear and love of God, by their observing a higher standard of morality when

they deal with their fellow policemen, or with their superiors, or with other government workers, and with the public that they are sworn to serve.

If a policeman is vested with fear and love of God (whatever he may call God to be, or whatever perceptions of God he may have), I am convinced that such a policeman would not, under any circumstance, accept even just a centavo from any gambling lord, or from any drug lord, or from other crime syndicates (like gunrunning or kidnap-for ransom syndicates).

It would also be a certainty that this kind of a godly policeman would not readily obey orders of his superiors that are clearly out of line, even if the orders are from officers of much greater ranks. He would also refuse to be tempted by the so-called pleasures of the flesh so that he would avoid collecting wives, avoiding even other vices that would dishonor his uniform, his badge, and his gun. If a policeman truly loves God, he would never do anything that contravenes God’s commands.

CRIMINALS ARE GODLESS: The problem is, at this point, we can no longer deny that many of those who become policemen lack fear and love of God. This is why we are witnesses to their being rude, abusive, rebellious, corrupt, and resorting to stealing and other criminal acts, on account of their desire to rake in money and more money.

Did not the whole world see, just last month, some cadets of a popular police academy in our country who suddenly ganged up and mauled their fellow cadets who had just graduated?

When the cadets-agggressors were asked why, they claimed they were merely trying to even up with the graduating cadets because the graduates caused many hardship for them.

If these kids are of this kind of a mentality while they are still trying to study to become policemen at some future time, what would they be capable of thinking, planning, or doing, after they are allowed to graduate and become See abayalde, page 7

Since the start of this month, Circa 1850 has been serving Single-Origin Coffee to its habitués who understand and appreciate there’s more one can get from a P160 cup of coffee than a simple beverage.

Single-origin coffee is coffee grown within a common geographic origin, be it a farm, or more commonly, coffee from multiple farms in the same general area, or coffee from multiple farms in the same country.

But that’s not all that makes this single-origin coffee so special.

It is also prepared using the Fully-Washed process which produces the highest quality coffee but requires a lot of skill and water to be done correctly. Some of the world’s finest (and often most expensive) coffee are created using this process.

Through the fully washed process, the outer layer of the coffee beans skin is removed, after which the beans with its mucilage is fermented in water for 1-2 days or even longer.

After the fermentation process, the bean is then washed from its mucilage after it has released its aroma.

“This fully washed coffee is a perfect example of why we love coffee from Columbia,” Chef Eric notes. But growing and processing the coffee bean are but two of the three steps which makes this coffee extra special.

Besides being singleorigin and fully washed, Circa’s Huila Coffee is also brewed using the pour-over process.

According to the website BlueBottleCoffee. com, the ritual of the pour over is like a meditation: “There’s no machine in your way, no flashing green lights, no electric power cords. Just you and a few simple tools. The final cup is

reminiscent of one from a drip coffeemaker, but noticeably more delicate and complex.

Observe the bloom, experience the first trace of coffee-drunk steam, notice how the spiral of the pour alters the final cup. This simple experience gets you in tune with your coffee.”

Thankfully, we had Circa’s Clinton to make sure we didn’t ruin our cup of single-origin fully washed coffee from Columbia by bungling the pour over process.

Similar to the tradition in many countries where dishes are cooked at your table, having coffee prepared with the pour over process in front of the diners admittedly contributes to the whole experience.

First, Clinton brought us the glassware consisting of a carafe, dripper and filter paper. Next, he pours a little water through the filter to remove any residual taste or smell which could contaminate the coffee.

After carefully measuring the exact amount of ground Huila single origin fully washed coffee beans into the filter, he gently shakes the dripper to level out the surface of the grounds.

Next, he pours about ¼ cup of hot water over the coffee, starting at the outer rim and moving inward in a steady spiral toward the center of the grounds, making sure all the grounds are saturated during the first pour.

Then, he pauses for about 30 seconds so the coffee grounds can “bloom.”

He then pours the remaining hot water over the coffee in roughly 2 to 3 equal parts, pausing between each pour to allow the coffee to drip and the waterline to drop about a thumb’s width (being careful not to dry out the grounds).

Starting from the center of the grounds, Clinton pours at a medium flow rate, moving out to the edge and then back into the middle. The idea behind this second

pour is to sink all of the grounds on the surface of the bed. This creates a gentle turbulence that “stirs” the coffee, allowing water to more evenly extract the grounds.

Now your coffee is ready for drinking!

“The cup is rich and sweet with layered notes of chocolate, caramel and sweet cherries,” notes Chef Eric, but each person having a different palate, promises to make this a unique experience for everyone who dares taste it.

Personally, we found the coffee an excellent digestif ! It has a very distinctive bouquet, light and very distinctive, but not overpowering. However, my son Leon remarked the first pour to be better tasting than the second. Maybe there’s a secret to keeping the taste for all pours?

All things notwithstanding, a truly excellent cup of coffee worth trying at least once in your lifetime, if only for that special occasion or milestone.

PH gets Chinese companies’ investment pledges worth USD 9.8 B

The Department of Trade and Industry (DTI) welcomed USD 9.8 billionworth of investment intentions from Chinese companies that will cover the construction, electronics, agriculture, tourism, and pharmaceutical sectors, and will provide an estimated 10,800 employment opportunities.

“Investments are important in bringing more job opportunities for all Filipinos. Our bilateral cooperation with China continues to deepen and strengthen.

We have agreed to discuss cooperation plans for the next five or even up to 10 years to move forward in specific fields,” said President Rodrigo Roa Duterte.

“As one of the world’s top investment destinations, the Philippines enjoys the confidence of foreign direct investors. And due to our enhanced bilateral and trade relations with China, Chinese companies have increasingly expressed interest in investing in our country,” added Trade Secretary Ramon Lopez.

The President witnessed the signing of nine Letters of Intent (LOI) from the following companies: Shanghai GeoHarbour Group, Jovo Group Co. Ltd. Guangdong, Zhongfa Group, Haocheng Group, China Green Agriculture Group, East-Cloud Biz Travel Ltd., China National Heavy Machinery Corporation, Sino BMG, as well as Shanghai Shinehigh Biotechnology Ltd. Co. and Zhejiang Dongyang Jinxin Chemical Co. Ltd. The signings were held at the sidelines of the Boao Forum 2018 held in Boao, China on 10 April.

The total approved investments from China grew by 53.61% from Php 1.52 billion in 2016 to Php 2.33 billion in 2017. Industries that played a big role in this breakthrough include manufacturing, electricity, service, and finance.

In 2017, China ranked as PH’s top trading partner, 4th largest export market, and top import supplier. PH exports to China grew by 9.73% due to the increase in exports of digital monolithic integrated circuits, cathodes of refined copper, and other fixed capacitators.

Mendoza was alarmed by the series of New People’s Army (NPA) atrocities in Magpet, including the murder on Monday of town councilor Antonio Takinan, an Indigenous Peoples Mandatory Representative to the Magpet town council.

Presiding over the provincial peace and order council that she chairs, Mendoza on Wednesday sought the deployment of troops and establishment of Army checkpoints in Barangays Pangao-an, Binay and Tagbac.

Davao Light lights up a community in Brgy. Ilang While some of us take for granted the access to electricity, some also hope to experience it one day.

Last April 4, 2018, Davao Light and Power Co., Inc. successfully energized Purok 5 Abado Village in Brgy.

Ilang, Bunawan, Davao City through a line extension switch-on ceremony.

The event was made possible through the Rural Electrification project, which is a public-private partnership between Davao Light and the Barangay Council of Ilang. This project aims to energize a community for free by extending poles and electricity lines.

A total of 50 households in the said community in Barangay Ilang will now enjoy the benefits of having

electricity.

The ceremonial switchon was attended by Susan Simpol in behalf of 2nd District Congresswoman Mylene Garcia, Brgy. Captain Amado Babao of Brgy.

Ilang, Davao Light EVP and COO Engr. Rodger S. Velasco, some Davao Light employees and the residents of Purok 5 Abado Village.

“We will continue to advance communities by bringing electricity to your homes. We hope that this project would transform the community to a better quality of life.” said Velasco.

DAVAO CITY – In time for PAGASA’s declaration of summer, the tourism sector in Davao Region is kicking-off the Visit Davao Summer Festival (VDSF) which runs for 76 days from April 15 to June 30 with 35 events lined up regionwide.

VDSF Executive Committee chair B enjamin Lizada said the holding of events is aimed to put Davao Region on top of the minds of domestic and foreign tourists. This is the widest and the longest summer festival, he said during the launching on Tuesday.

The festival will carry three themes: Sports and Adventure Events, Culture and Arts Events and Party, Fun and Leisure Events plus the fun sale in major malls in the city.

There will be promotional rates for hotels and

airlines. Already in its fifth year, VDSF is a collaboration between the private sector and the government.

He said the VDFS is all set. He said this is not about competition but complementation in attracting more tourists. Jain said the establishment of Negosyo Centers is one of the key components of Republic Act 10644 or the Go Negosyo Act, which aims to bring government services at the doorsteps of micro, small and medium entrepreneurs (MSMEs).

“The Negosyo Center is one of the very important provisions of the Negosyo Act authored by Sen. Benigno Aquino IV with the objective of establishing Negosyo Centers in all municipalities nationwide, the purpose of which is to bring the services of the government to where our entrepreneurs or our potential entrepreneurs are located,” she said.

Aside from the DTI, the Negosyo Center seeks to bring together its partner agencies and services in one place like the Department of Science and Technology (DOST), Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment (DOLE), to include the Bureau of Internal Revenue (BIR).

“This center can serve as venue for their trainings and briefings,” Jain said.

She also encouraged the local government units (LGUs) to move their business licensing section to the Negosyo Center to make it much easier for entrepreneurs to process all requirements in one venue.

“What we want is when our

MSMEs leave the center, all their concerns are already solved or addressed, saving them of additional expenses and efforts in complying all of the requirements for their businesses,” she stressed.

In case personnel from other concerned agencies are not present, the business counsellor manning the center will receive all the concerns of the MSMEs and forward it to the concerned agencies.

Jain urged all entrepreneurs and potential entrepreneurs to maximize the use of the Negosyo Centers.

“The center is for all of you.

Use it to the fullest. The more of us are engaged in business, the better not just for you but for the economy. If there are businesses, then there are employment which provide income to people, income that will in turn lead to vibrant economic activities in our area,” Jain said.

Jain expressed gratitude to Sergio Osmeña Mayor Augustines Magsalay and Jose Dalman Mayor Rachel Ferrater for providing them the office spaces that realizes the establishment of the two new Negosyo Center.

Magsalay and Ferrater have in turn expressed their gratitude to the DTI for the establishment of Negosyo Centers in their towns.

Magsalay said business will further flourish in his town, which is being called as the “vegetable bowl of Zamboanga del Norte.”

TEACHING high schoolers in sex education about pelvic pain must be necessary to include endometriosis, the debilitating condition that affects hundreds of thousands of women. Information about pelvic pain, menstruation and endometriosis must be incorporated into health and sex education in schools to aid earlier diagnosis.

Endometriosis is a progressive chronic condition where cells similar to those that line the uterus grow in other parts of the body.

Woemn who are suffering endometriosis may likely experience similar symptoms as that of common dysmennorhea, thus they are likely

not to know that they have that condition. Instead of suffering in silence, aided by education, they can now have the confidence to seek diagnosis.

Studies in Australia suggest that endometriosis affects at least one in ten women of reproductive age but awareness of the condition is low among health professionals and the public and research is scarce, leaving women receiving useless or even harmful treatments that can affect their quality of life and health.

EDUCATION gives us a knowledge of the world around us and changes it into something better. It develops in us perspective of looking life. People debate over the subject of whether education is the only thing that gives knowledge.

Education is knowledge gain. Some say education is the process of gaining information

about the surrounding world while knowledge is something very different. They are right. But then again, information cannot be converted into knowledge without education. Education makes us apable of interpreting things among other things.

It is not just about lessons in textbooks. It is about the lessons of life.

Education allows us to connect the dots of the various pieces of information we gather an interpret it based on our own diaspora.

Formal education is one way to gain knowledge but the interaction with people ad being critical and in the moment of what surrounds us allows application and the personal growth that creates a thoughtful person. A great novel is only useful if it can be interpreted into our own realities or that of others. This concept is most important in being more accepting of people and situations that are different from our own.

Among the 16 successful cadets were two Mindanawnons: Darryl Dave G. Ditucalan of Iligan City and Dexie Jay Aljas of Banga, South Cotabato.

Ditucalan is a certified Electronics and Communications Engineer (ECE) who graduated Valedictorian and Summa Cum Laude from the Mindanao State University-Iligan Institute of Technology. He was a board top notcher placing third for both the Electronics Engineering and Electronics Technician Board Examinations. He has also presented his thesis to various national and international conferences.

Like Ditucalan, Aljas is also a registered electronics engineer and technician. He was a Dean’s Lister from the Cebu Institute of Technology-University and was an Essay Writing Contest Champion of the Cebu Schools Athletic Foundation Association Inc. (CESAFI) and 2015 ECE Regional Quiz Show Champion.

The rest of the first batch of cadets represented a cross section of the country’s main

geographical regions.

Metro Manila was represented by James Kevin Chua (Sta. Cruz, Manila), Geronimo Miguel Mantes (Fairview, Quezon City), and Lorenzo Miguel Montinola (Malate, Manila).

Nine came from Greater Luzon area outside the metropolis: Kayrwin Kirch Remolona (Mabalacat, Pampanga); Jose Angelo Santos (Cainta, Rizal); twins Ian John and Ivan Kevin Satentes (Noveleta, Cavite); and Juan Carlo Wage (Bamban,Tarlac): Janine Alyssa Marie Bautista (Cainta, Rizal); Aaron Jhun Bernabe (Santiago City, Isabela); Paulo Martin Concepcion (Sta Rosa, Laguna); and Martha May De Leon (Sta Rosa, Laguna); Not the least, there was one each from the Visayas: Rydale Pintor, from Cebu City; and MIMAROPA: Ardeen Bernabe Reguyal of San Jose, Occidental Mindoro.

“My twin brother and I have the same dream of becoming pilots since we were kids. The reason for this is all the airplanes we saw up-close whenever we accompany or fetch dad at the airport. While waiting for dad and looking at those big planes, our mom would always tell us that someday we will be inside the cockpit

of whichever airplane she’s pointing at,” said Ivan Kevin Satentes.

“Ever since I was a child it has always been my lifelong dream to become an airline pilot but my family is not financially capable of supporting my dreams,” shared his twin Ian John.

For Juan Carlo Wage, joining the program meant having the chance to improve the lives of his loved ones, especially his parents who both worked as caretakers and housecleaners in Pampanga.

“I joined the program because I knew that it would change my life. Aside from being able to travel, and learn and experience new things, I want to pay my mom and dad back for their hard work, and give them a good life as well.”

The aspirants thanked Cebu Pacific for opening a program that would enable financially-challenged Filipinos to fulfill their dreams of becoming pilots.

“I joined the program because I wanted to be a pilot since I was in grade school. After graduating college and getting my first job, I did not think that I would be able to pursue my dream immediately because my salary was not enough to put me to flying school.
