Rules on illegal drugs to apply on barangay poll bets: Duterte

DAVAO CITY -- President Rodrigo Duterte warned candidates in the barangay elections that his policy and strategy on illegal drugs will be applied against them if they are into the narco-trade. Duterte reminded poll bets that there are no quarter given and no quarter asked on anyone involved in illegal drugs.

“Basta ako dito sa drugs, zero tolerance ako. There is no middle ground here. Hindi ako maglalaro sa droga (For me if it’s drugs, it is zero tolerance. There is no middle ground here. I am not into this kind of game). I do not talk to criminals,” he said during the press interview upon his arrival from China on Friday in Davao City.

Asked if he will finally show the list of barangay officials involved in illegal drugs, Duterte said he will give it a thought and sleep on it sometime because he does not want to affect the freedom of the people to elect their own leaders. “This is democracy. So I have to think about this crucial issue,” the President said.

Academic achiever finds inspiration in studies at her differently abled sister

Cagayan de Oro City -- Mary Che Vitor will wake up early in the morning helping her mother, Anita, in taking a bath and dressing up her sister who has a cerebral palsy. An 18-year old graduate of senior high school of Cagayan de Oro City National Hig h S cho ol (CDOCNHS) here, Mary Che will always devote time doing the household chores and taking care of her eldest sister, Mary Love, daily despite her hectic schedule. Awarded with Highest Honors during the recent graduation in her class, Mary Che disclosed that she strived hard to excel in her class in order to earn good grades and lay strong foundation for her future. Mary Che dreams of becoming a Psychologist. Second of the five Vitor siblings, Mary Che promised to help her parents in rearing the eldest sister, who has mobility and verbal limitations. Medical dictionary defines cerebral palsy as a condition marked by impaired muscle coordination (spastic paralysis) and/or other disabilities, typically caused by damage to the brain before or at birth. May Che said she will provide physical therapist, occupational therapist, and speech therapist for Mary Love when she will finish her college studies and earn a stable job to improve the condition of her eldest sister. Time and again, scammers never fail to victimize many Filipinos with their double your money or get rich quick schemes. This, despite frequent reminders that “if its too good to be true, it is not true”. The latest well publicized case involves a couple who fleeced gullible customers of almost 900 million pesos by using as bait supposedly fantastic returns on bitcoin investments. The couple is now facing charges for syndicated estafa. A few years back, there was the Baladjay pyramid scam, which amassed for the perpetrators multi-millions of pesos . Mind you, the victims were not just ordinary persons. They included high profile personalities such as politicians, cabinet members and police officers. Even PNP Chief Bato de la Rosa admitted that he had been victimized by a similar scheme early in his career. The inducement – guaranteed interest at 4 per cent monthly or 48 per cent per year. An alternative was a double your money scheme if the investor opted to lock in his money for 18 months. A Makati regional trial court later sentenced the

perpetrators to at least 455 years in prison for 65 counts of violations of the Securities Regulation Code (SRC). But whether the victims can recover their money remains very much in doubt. A businessman bought into several troubled rural banks. He then used the banks as his vehicle for collecting people’s deposits. He used the same formula – off market deposit rates – to entice depositors, including religious organizations and educational institutions. This operator then siphoned off the deposits and used them for his other businesses. The unsafe and unsound business practices led to the closure of the banks by the Bangko Sentral. Some of the depositors whose deposits were covered by the Philippine Deposit Insurance Corporation were able to recover their investments. Others, who invested beyond the PDIC coverage, were not so lucky. The scheming businessman died of a lingering illness even before he went to trial. Other scams don’t necessarily involve money. A retired police officer was watching TV at his sala

when a well-dressed visitor knocked at his door one day. The visitor introduced himself and announced that a relative of the retiree had sent the latter a huge flatscreen TV . The TV was just awaiting to be picked up at their office. In a voice loud enough to be heard by the house helps, the visitor announced: Tamang tama sir. Dapat na pa lang palitan ninyo itong TV ninyo. The visitor gave the retired police officer their office address and left. Excited, the retiree hurriedly dressed up to claim the newly-arrived TV. Five minutes, later, the visitor returned and asked the housemaid to turn over to him the officer’s TV. “Sabi ng Sir ninyo, hindi na raw niya kailangan itong TV. Mayroon nang bago at mas malaki na darating.” The retiree later learned that no person by the name of his caller worked in the address given to him. The retiree was so embarrassed by what happened that he did not bother to have the case blottered. He should be. He used to be a police criminal investigator. It is good to be reminded, once again, of this wise counsel: “Ang naghahanap

ng kagitna, isang salop ang nawawala.” Winners and losers Regardless of how the peso moves, there will be winners and losers. Who will benefit from a weak peso? The dollar earners like OFWs, BPOs and exporters. Who will be adversely affected? The importers, travelers and those with dollar-denominated obligations. All things considered, it will be positive for the government, according to Budget Secretary Ben Diokno. Customs collections are bound to increase because of the weak peso. What about the government’s foreign obligations? The good news is that over the years, the government has deliberately decreased its reliance on foreign borrowings. ALBAYALDE: More than the special training approximating the one that members of the Special Action Force of the Philippine National Police (PNP) underwent which incoming PNP Director General Oscar Albayalde is proposing for those wishing to become policemen under his tenure, I am suggesting, with due respect, that those being recruited to become PNP members must also be trained on holiness, morality, and spiritually, whatever their religious affiliations maybe. Although it is greatly desirable if incoming police personnel are rigorously trained on various methods of self-defense, offense strategies, and other aspects of police work, I submit that there would be a much greater advantage in favor

of our people if policemen are trained to discharge their duties and responsibilities with some degree of fear and love of God, distaste for wrongful economic gain, and with love and respect for other people. Many may say that my proposal towards producing godly policemen may produce effeminate and “soft” PNP elements, giving rise to the danger of criminal elements taking advantage of them. But this does not take into consideration the fact that truly godly policemen would be more loyal to God and His commands, and would be disposed to serve more responsibly the citizenry under their respective jurisdictions. They would even be harder to entice by offers from crime, gambling, and drug syndicates. -oooPOLICEMEN WHO FEAR GOD TURN OUT TO BE BETTER POLICEMEN: I apologize if others will disagree with what I am saying here (as I know many will) but I am certain that our people will trust more easily policemen who will display true spirituality by their fear and love of God, by their observing a higher standard of morality when

they deal with their fellow policemen, or with their superiors, or with other government workers, and with the public that they are sworn to serve. If a policeman is vested with fear and love of God (whatever he may call God to be, or whatever perceptions of God he may have), I am convinced that such a policeman would not, under any circumstance, accept even just a centavo from any gambling lord, or from any drug lord, or from other crime syndicates (like gunrunning or kidnap-for ransom syndicates). It would also be a certainty that this kind of a godly policeman would not readily obey orders of his superiors that are clearly out of line, even if the orders are from officers of much greater ranks. He would also refuse to be tempted by the so-called pleasures of the flesh so that he would avoid collecting wives, avoiding even other vices that would dishonor his uniform, his badge, and his gun. If a policeman truly loves God, he would never do anything that contravenes God’s commands. -oooPOLICEMEN WHO ARE

CRIMINALS ARE GODLESS: The problem is, at this point, we can no longer deny that many of those who become policemen lack fear and love of God. This is why we are witnesses to their being rude, abusive, rebellious, corrupt, and resorting to stealing and other criminal acts, on account of their desire to rake in money and more money. Did not the whole world see, just last month, some cadets of a popular police academy in our country who suddenly ganged up and mauled their fellow cadets who had just graduated? When the cadets-agggressors were asked why, they claimed they were merely trying to even up with the graduating cadets because the graduates caused many hardship for them. agayan de Oro’s pioneering slow-food restaurant has done it again! Since the start of this month, Circa 1850 has been serving Single-Origin Coffee to its habitués who understand and appreciate there’s more one can get from a P160 cup of coffee than a simple beverage. Single-origin coffee is coffee grown within a common geographic origin, be it a farm, or more commonly, coffee from multiple farms in the same general area, or coffee from multiple farms in the same country. In the case of Circa 1850, they serve Colombia Huila from the Caturra, Colombia and Castillo coffee beans carefully roasted for you by no less than Chef Eric Yap. “These are grown by mostly small family owned farms in the growing region of the department of Huila, in Southern Colombia at altitudes of 1,2002,000 meters,” Chef Eric notes, continuing Circa’s tradition of sourcing its ingredients from small farmers who grow their produce naturally. own coffee at their own micro-wet mills and then dry their own coffee and deliver it to factories for dry milling, sorting and packaging. The three main regions in Huila where coffee is predominantly grown include Garzon, Pitalito and Neiva. But that’s not all that makes this single-origin coffee so special. It is also prepared using the Fully-Washed process which produces the highest quality coffee but requires a lot of skill and water to be done correctly. Some of the world’s finest (and often most expensive) coffee are created using this process. Through the fully washed process, the outer layer of the coffee beans skin is removed, after which the beans with its mucilage is fermented in water for 1-2 days or even longer. After the fermentation process, the bean is then washed from its mucilage after it has released its aroma. “This fully washed coffee is a perfect example of why we love coffee from Columbia,” Chef Eric notes. Next, he pours a little water through the filter to remove any residual taste or smell which could contaminate the coffee.

Next, he pours about ¼ cup of hot water over the coffee, starting at the outer rim and moving inward in a steady spiral toward the center of the grounds, making sure all the grounds are saturated during the first pour. Last April 4, 2018, Davao Light and Power Co., Inc. successfully energized Purok 5 Abado Village in Brgy. Ilang, Bunawan, Davao City through a line extension switch-on ceremony. The event was made possible through the Rural Electrification project, which is a public-private partnership between Davao Light and the Barangay Council of Ilang. DAVAO CITY – In time for PAGASA’s declaration of summer, the tourism sector in Davao Region is kicking-off the Visit Davao Summer Festival (VDSF) which runs for 76 days from April 15 to June 30 with 35 events lined up regionwide. Jain said the establishment of Negosyo Centers is one of the key components of Republic Act 10644 or the Go Negosyo Act, which aims to bring government services at the doorsteps of micro, small and medium entrepreneurs (MSMEs). “The Negosyo Center is one of the very important provisions of the Negosyo Act authored by Sen. Benigno Aquino IV with the objective of establishing Negosyo Centers in all municipalities nationwide, the purpose of which is to bring the services of the government to where our entrepreneurs or our potential entrepreneurs are located,” she said. Aside from the DTI, the Negosyo Center seeks to bring together its partner agencies and services in one place like the Department of Science and Technology (DOST), Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment (DOLE), to include the Bureau of Internal Revenue (BIR). “This center can serve as venue for their trainings and briefings,” Jain said. She also encouraged the local government units (LGUs) to move their business licensing section to the Negosyo Center to make it much easier for entrepreneurs to process all requirements in one venue. “What we want is when our

Information about pelvic pain, menstruation and endometriosis must be incorporated into health and sex education in schools to aid earlier diagnosis. Endometriosis is a progressive chronic condition where cells similar to those that line the uterus grow in other parts of the body. Woemn who are suffering endometriosis may likely experience similar symptoms as that of common dysmennorhea, thus they are likely

not to know that they have that condition. Instead of suffering in silence, aided by education, they can now have the confidence to seek diagnosis. Studies in Australia suggest that endometriosis affects at least one in ten women of reproductive age but awareness of the condition is low among health professionals and the public and research is scarce, leaving women receiving useless or even harmful treatments that can affect their quality of life and health. There is an average eight to nine-year diagnostic delay and treatment options are limited. There is no cure. Common symptoms include severe period pain, heavy bleeding, bladder and bowel problems and compromised fertility.

EDUCATION gives us a knowledge of the world around us and changes it into something better. It develops in us perspective of looking life. People debate over the subject of whether education is the only thing that gives knowledge. Education is knowledge gain. Some say education is the process of gaining information

about the surrounding world while knowledge is something very different. They are right. But then again, information cannot be converted into knowledge without education. Education makes us apable of interpreting things among other things. It is not just about lessons in textbooks. It is about the lessons of life. Education allows us to connect the dots of the various pieces of information we gather an interpret it based on our own diaspora.

Formal education is one way to gain knowledge but the interaction with people ad being critical and in the moment of what surrounds us allows application and the personal growth that creates a thoughtful person. A great novel is only useful if it can be interpreted into our own realities or that of others. This concept is most important in being more accepting of people and situations that are different from our own.

The batch is composed of 16 Cadet Pilots who were selected from over 12,500 applicants. The applicants went through screening and a series of tests, as well

as medical and physical examination, with 16 candidates attending an aviation foundation course at the Philippine Academy for Aviation Training in Clark Field, Pampanga last month. Among the 16 successful cadets were two Mindanawnons: Darryl Dave G. Ditucalan of Iligan City and Dexie Jay Aljas of Banga, South Cotabato. Ditucalan is a certified Electronics and Communications Engineer (ECE) who graduated Valedictorian and Summa Cum Laude from the Mindanao State University-Iligan Institute of Technology. He was a board top notcher placing third for both the Electronics Engineering and Electronics Technician Board Examinations. He has also presented his thesis to various national and international conferences. Like Ditucalan, Aljas is also a registered electronics engineer and technician. He was a Dean’s Lister from the Cebu Institute of Technology-University and was an Essay Writing Contest Champion of the Cebu Schools Athletic Foundation Association Inc. (CESAFI) and 2015 ECE Regional Quiz Show Champion. The rest of the first batch of cadets represented a cross section of the country’s main

geographical regions. Metro Manila was represented by James Kevin Chua (Sta. Cruz, Manila), Geronimo Miguel Mantes (Fairview, Quezon City), and Lorenzo Miguel Montinola (Malate, Manila). The reason for this is all the airplanes we saw up-close whenever we accompany or fetch dad at the airport. While waiting for dad and looking at those big planes, our mom would always tell us that someday we will be inside the cockpit

of whichever airplane she’s pointing at,” said Ivan Kevin Satentes. “Ever since I was a child it has always been my lifelong dream to become an airline pilot but my family is not financially capable of supporting my dreams,” shared his twin Ian John. For Juan Carlo Wage, joining the program meant having the chance to improve the lives of his loved ones, especially his parents who both worked as caretakers and housecleaners in Pampanga. “I joined the program because I knew that it would change my life. Aside from being able to travel, and learn and experience new things, I want to pay my mom and dad back for their hard work, and give them a good life as well.” The aspirants thanked Cebu Pacific for opening a program that would enable financially-challenged Filipinos to fulfill their dreams of becoming pilots. “I joined the program because I wanted to be a pilot since I was in grade school.
