CAGAYAN de Oro City--Senator JV Ejercito is proposing to the government that it should doleout cash to war affected residents in Marawi City instead of designating relocation sites and providing EJERCITO them with shelters.

Environmental group seeks seizure of banned skin whitening cosmetics in Davao DAVAO City--EcoWaste Coalition called on Mayor Sara Duterte to confiscate banned mercury-containing skin whitening cosmetics that are being sold in different stores in the city.

Eileen B. Sison, EcoWaste Coalition president cited that such products contain high concentrations of mer-

cury above the allowable limit of 1 part per million (ppm) as prescribed by the ASEAN Cosmetics Directive.

“Mercury, as you may know, is dangerous to human health and very damaging to the environment,” Sison said in her letter addressed to Duterte dated April 5, 2018.

She said they conducted test buys on April 2 and 3 to determine compliance of stores with the government’s regulation prohibiting mercury in cosmetic formulations above the trace amount of 1 ppm.

The search aims to recognize the potentials of writers who are not mainstream media practitioners and thereby encouraging them to use their skills as instrument for development, said Dante Sudaria, president/ publisher of BWM Group of Publications which owns Mindanao Daily News and BusinessWeek Mindanao.

“We have undertaken the challenge to accomplish our own corporate social responsibility (CSR), thus this project which we have done for 4 years now with is made possible with the help of institutions and establishments. It is our humble contribution to the building of better communities and the social and economic of Mindanao,” Mr. Sudaria said.

For his part, project executive director Allan Mediante said that the event may be one small step for non-mainstream journalists but this may lead to a giant leap in building a better nation through responsible journalism.

Military captures ASG member in Sulu clash LABANGAN, Zamboanga del Sur--Operating troops of the 32nd Infantry Battalion under the 1st Infantry (Tabak) Division recently captured a member of the Abu Sayyaf Group in Brgy Taung, Patikul, Sulu.

The 32nd IB troopers led by 1Lt Primo A. Passion were conducting clearing operation at the vicinity of the said area on March 31 when they clashed with five ASG members under Walton Juljirin.

Lt. Col. Ronaldo C. Mateo, commanding officer of the 32nd IB, said the ASG group wase at the house of Juljirin when they engaged in a firefight.

Four ASG members were able to escape but Juljirin was left behind due to his health condition resulting

from an infected wound from a previous encounter with government forces.

He reportedly attempted to escape but troops immediately caught up with him.

The military recovered one Cal 7.62 FN-G1 rifle, one magazine with ammunitions, a suspected IED and two hand grenades.

“The cooperation of the civilians who reported the armed group’s presence in their area is a strong manifestation that civilians have long been tired of the ASG’s terroristic activities and are now actively helping the military locate them.

This contributes much in the total elimination of all terrorists in the Province of Sulu,” Mateo concluded.

SEOUL, South Korea – In this city of 25 million people, city buses are the most common means of daily transportation. Buses here are frequent, reliable and probably the most inexpensive way of getting around the metropolis.

Seoul's bus network is quite extensive. There are approximately 400 bus routes with 8,500 city buses, connecting the farthest corners of the city.

An exclusive lane for buses marked with a blue line painted on the road is enforced on city roads at daytime, which makes it possible to spend less time on bus rides than in private cars.

Red buses are express out to the suburbs, while yellow buses run on circular routes in downtown Seoul for easier access to major shopping and business areas.

In addition, each local government gu-office operates smaller buses known as ‘maeul’ or village buses that run from major subway stations into local neighborhoods where other buses don’t go.

Bus stops are easily identified by the ‘B’ inside their round shape. The stop signs are color-coded – green for green buses, etc.

There is a bus stop outside every subway station.

Some stops have benches inside a shelter while others are in the open. Next the bus stop is a list of the buses that stop there as well as a map of the route each bus takes.

The route map is usually in Korean with only a few, if any, stops marked in English. Interestingly, they used to be in English and Korea but that changed with the new bus system in 2004.

Some drivers don’t always stop at the scheduled bus stops so you have to watch for them and signal them to stop. These and some others don’t always come to the curb and riders have to walk out into the street to get on them.

Also, since bus lanes are in the middle of the road, the bus stop may be on an island rather than on the curb.

You can use an interactive bus map to figure out your route in English. You can access this site from Chrome as well as from Explorer. It is a bit slow loading in English, especially from browsers other than Explorer.

There are also bus route apps available for smart phones. The interactive bus map can also be accessed through the Visit Seoul website.

Once on the site, select the language you prefer, and then click on transit directions at the top of the page. This same system can be used to find subway stations, driving routes and new address information.

SENATOR Richard Gordon’s penned blue ribbon committee report on its investigation of the dengue vaccine Dengvaxia could be likened to a motor vehicle accident where there is a suspect but no victim.

The Dengvaxia investigation was initiated in the Senate when the vaccine’s manufacturer, French pharma firm Sanofi Pasteur, declared after years of clinical trial in select dengue-

prone countries in the world that it is found not safe for children ages 0-9 and those with no record of being ill with dengue before.

The declaration which is required by the World Health Organization for new medicines and vaccines resulted in pandemonium in the country because the vaccine was used in a Department of Health (DOH) massive anti-dengue vaccination program toward the end of the Aquino administration and continued by the Duterte administration.

The program was stopped only after the Sanofi Pasteur declaration.

Dengvaxia per DOH records were some 830,000 school children and adults in select area in the country, notably the National Capital Region, Cebu, Nueva Ecija, Bulacan and Pampanga.

Like any other vaccines such as the anti-flu, Dengvaxia was scientifically discovered not fit for all. It’s effective only to those who are 9 years old and above with prior history of being sick with dengue.

But because the Sanofi Pasteur declaration was subject to any Tom, Dick and Harry’s interpretation hysteria set in especially among those inoculated with the vaccine. No amount

of explanation from health experts that there was no need to panic, varying signals and ignorant and uneducated narratives filled the air.

The Senate came into the picture. Sadly, its investigation spent more time on the processes involved in the purchase, who were involved in the purchase and how much was the total purchase of the newlydiscovered dengue vaccine.

Little discussion during the investigation was spent on whether Dengvaxia was harmful or useful and effective.

GENERAL Santos City--The call for public accountability of labor arbiters assigned in this southernmost corridor of Mindanao is a compelling public need because of their alleged collusion with companies.

In consonance with the doctrine that public office is a public trust, labor arbiters are obliged to publicly explain why, in future-defining cases, our lowly workers are always losing in their salas, but are always winning in the Supreme Court.

For instance, in Purefoods vs. NLRC, G.R. No. 122653, dated December 12, 1997 and in Joaquin T. Lu vs. Tirso Enopia, et al., G.R. No. 197899, dated March 6, 2017, the workers miserably lost in the salas of the two labor arbiters in General Santos City but the

workers eventually won in the Supreme Court after 10 years in the case of Purefoods and after 20 years in the case of Joaquin T. Lu. Of late, the case filed by the Citra Mina Workers’ Union (CMWU) against the Citra Mina management was again dismissed by the labor arbiter in GenSan. The 179 workers claimed they were dismissed without any just cause and allegedly in blatant violation of the required twin-notice rule: a notice to apprise the employee of the ground for which his dismissal is sought and a notice informing the employee of his dismissal, issued to him after being given reasonable opportunity to be heard.

We will not be surprised if the Supreme Court will, again, smash such a deci-

sion on the face of the labor arbiter here.

Purefoods and Joaquin T. Lu were landmark cases because for the first time, the Supreme Court laid down rulings that fish canning factory workers and fishers on board commercial fishing vessels are, by contemplation of law, regular employees because they are performing necessary and desirable works.

What makes these cases more interesting is not only because they are landmark cases, but also because they arose from labor-management conflicts within the fishing industry in General Santos City where Sentro and Citra Mina workers are pitted against the fishing industry and Joaquin T. Lu. At present, various labor movements, includ-

ing Sentro, are continually advocating for an end to contractualization and endof-contract scheme or endo.

For me, such an advocacy is quite off-tangent, if not unnecessary. The prevailing laws and jurisprudence had struck down contractuazation and endo as plainly illegal and against public policy long time ago.

Laws and jurisprudence have already defined so clearly the rights of the workers. The remaining area is the incapacity of the workers in enforcing such rights under our present adjective laws. It is in this area where employers are holding their devil workshops with impunity.

The legal doctrines laid down in Purefoods are unassuming.

The illegal products found were Yu Dan Tang Specific Eliminating Freckle Spot, Double Whitening Sun Block Cream with Ginseng, Green Cucumber with 43,700 ppm of mercury; Goree Beauty Cream with 17,800 ppm; Jiaoli 10 Days Eliminating Freckle Day & Night Set with 2,638 ppm; S’Zitang 10 Days Eliminating Freckle Day & Night Set with 2,537 ppm; Jiaoli 7 Days Specific Eliminating Freckle AB Set with 2,482 ppm; S’Zitang 7 Days Specific Eliminating Freckle AB Set with 2,277 ppm; and Jiaoli Miraculous Cream with 2,041 ppm.

“The proscribed items, to our shock and disbelief, are openly displayed and sold in some establishments like any typical personal care and cosmetic articles,” Sison said.

She said these whitening cosmetics are banned by the Food and Drug Administration (FDA) due to high mercury content.

She cited that selling those products violates Republic Act 9711 or Food and Drug Administration Act and RA 7394 or the Consumer Act of the Philippines.

Mercury is added to products as a whitening agent to inhibit the production of melanin pigment giving the skin a fairer complexion, she said.

But Sison warned that mercury can damage “the nervous, immune and renal systems, and also causes skin discoloration, rashes, and scarring, as well as reduce dermal resistance to bacterial and fungal

infections” and may also pollute environment, contaminating the food supply.”

Citing the World Health Organization, Sison said that once mercur y enters the environment, it becomes methylated and enters the food-chain as the highly toxic methylmercury in fish, posing risks to pregnant women who consume the fish and their babies who will suffer neurodevelopmental deficits later on.

The group recommended to the city government to conduct a sustained monitoring and law enforcement activities involving the city’s health, police and business inspectors, and in coordination with FDA 11.

It also recommended suing and penalizing erring wholesale and retail outlets, including revoking the business permits of defiant establishments; raising public awareness about specific skin whitening products containing mercury and the risks associated with mercury exposure; and passing an ordinance banning the importation, distribution, sale and use of mercury-containing cosmetics. hysteria and panic zeroed in on the vaccine itself since it was pictured to be harmful. The Public Attorney’s Office (PAO) is even painting Dengvaxia as the culprit or cause of the deaths of those inoculated with it who recently died.

But the PAO up to this date have not conclusively linked Dengvaxia to those deaths. However, the special body of experts from the University of the Philippines-Philippine General Hospital tasked with probing those deaths allegedly caused by Dengvaxia are still not making such connection even just a hint.

San Miguel Elementary School had its tribute to parents and baccalaureate last April 1, 2018. This was attended by the graduating pupils, parents, teachers and lay ministers. Two of the graduating pupils had their confessions. One of them had a very sad experiences, their hard works in raising and sending their children to school.

She shared her experiences, hard works, trials she’d been through just to reach her ambition. She encourages the graduating pupils

to strive harder in order to achieve their ambitions in life. She motivated everybody by making herself an example. She shared to everybody her achievements in life by finishing her mastered degree and becoming a Registered Guidance Counselor last august 2016. She also graduated her Doctoral Degree last December 2017.

Voters in Marawi’s 96 brgys wait as nation prepares for village polls

AS the nation prepares for the filing of certificates of candidacy on April 14 to 20 for the May 14 election of barangay and Sangguniang Kabataan officials, voters in Marawi’s 96 barangays will have to wait for when it is feasible to hold elections in a city still trying to recover from the destruction and displacement wrought by the five-month siege last year.

In Mindanao, which is presently under martial law, the Commission on Elections’ (Comelec) Minute Resolution 18-0085 on January 31, 2018 said elections will proceed as scheduled in all six regions “with the exception of Marawi City, the rehabilitation of which is ongoing,” The Resolution also directed the election and Barangay Affairs Department to “conduct a physical/ocular/structural integrity study or assessment of the polling precincts in Marawi City and recommend whether or not to conduct election therein three months after the scheduled May 14, 2018 BSKE elections.”

Comelec spokesperson James Jimenez told MindaNews that a reassessment of the prevailing conditions in Marawi will be undertaken three months after the May 2018 polls.

Out of 96 barangays in Marawi City, 24 barangays comprise the 250-hectare Ground Zero, the main battle area between government forces and the ISISinspired Maute Group and its allies, and the object of daily air strikes during the five-month siege. It is now referred to as the Most Affected Area or MAA. The war rendered the residential and commercial structures there uninhabitable and residents there have not been allowed to return to their villages except for three days per sector from April 1 to May 10 through the “Kambisita sa MAA” (Visit MAA) initiative of Task Force Bangon Marawi (TFBM) and the City Government of Marawi.

The daytime population, however, is much higher as Marawi City is the center of trade and commerce in Lanao del Sur. The Department of Social Welfare and Development reported a total of 78,466 families or 359,680 persons displaced from Marawi and neighboring towns due to the armed conflict.

Displaced Marawi residents fled the city and sought refuge in at least nine regions in the country, most of them in neighboring towns and cities in Northern Mindanao and the Autonomous Region in Muslim Mindanao while the rest fled to other parts of Mindanao, Visayas and even in Metro Manila. Not all have returned home.

In his Powerpoint presentation before the Malacanang Press Corps on April 6, Del Rosario presented a slide showing that a total of 52,178 families or 181,873 individuals have been monitored to have

remained in the 20 villages that did not evacuate and in 52 of 76 villages where residents have returned after fleeing the war last year. The population of the 24 villages that constitute Ground Zero, however, remains dispersed.

The slide also showed that residents in 20 barangays — 6,901 families or 45,442 individuals — did not leave the city during the five-month siege; 38,699 families or 103,541 individuals who fled the war have returned to 48 barangays while 6,578 families or 32,890 individuals, representing 72% have returned to four other barangays.

Del Rosario said the timeline for the debris clearing and site development in the 24 barangays comprising Ground Zero is “about 18 months” from June 7, the target date for groundbreaking.

“We will only allow (residents to rebuild) once the developer is through with their site development in providing the utilities, then the individual private owners of lots can apply for a building permit from the city government,” del Rosario said.
