ILIGAN CITY -- The city government of Iligan commenced the inoculation of the second dose of Sinovac vaccines to its medical frontliners. A total of 1,146 healthcare workers have covered in the three-day vaccination led by the Gregorio T. Bualan in the municipality of Tubod on Tuesday, April 6. The said project was materialized under the imple-

We still want to convert these crops into other value-added products,” said Ali explaining how through the facility, unsold or wasted vegetables, especially at times of low prices, will be absorbed. He said it will serve as the delivery point of rice, fresh vegetables, and fruits for nearby towns. Ali said the ‘bagsakan center’ was constructed to complement the processing center where the farmermembers of Kibang cooperative can sell their crops and products at wholesale and retail prices. The PLGU of South Cotabato pushed the project because the quarantine against Covid-19 restricted the mobility of farmers and their crops, causing prices to fall to low levels. Agricultural production either stopped or got delayed due to the high cost of inputs. “Farmers were affected. We need to help them from the production to the marketing of their products,”
Ali said. The second farmer’s cooperative, the Tinugas Multi-Purpose Cooperative, received a fertilizer shed with vermi box for the vermiculture agri-business of the cooperative. “We are helping our farmers in the production and selling of organic fertilizers by providing a fertilizer shed and vermi box for the propagation of the worms,” Ali said. Ali said that with the facility, the farmers of Tinugas can now produce more than 500 kilograms of organic fertilizers using the African nightcrawler, a species of earthworm that can produce vermicast faster than any earthworms. Vermicast is the manure excreted by earthworms and considered pure organic fertilizers. A week before the turnover, the DAR conducted training for the farmermembers of both cooperatives. Molugan National High School has launched its 3 - day virtual session on Career Guidance Program anchored on RA 10533 otherwise known as the “Basic Education Act of 2013” and RA 11206 otherwise known as “Secondary School Career Guidance and Counseling Act”. This career guidance program is designed to help our learners explore the different career choices and to be responsible on their chosen career path. This is not the end but just a beginning of our continued effort to give support and guidance to our learners so they will be informed on the different career choices towards becoming a productive and contributing individual in our society. The program was spearheaded by Ms. Vilma S. Villa of the senior high school department and Mr. Mark Francisco from the junior high school department both are the Career Guidance advocates of the school. The first session talks on the different tracks and strands that the school is offering. Molugan Senior High School is offering Academic Track which includes Accountancy, Business and Management (ABM), Science, Technology, Engineering and Mathematics (STEM) and Humanities and
Social Science (HUMSS) and Technical Vocational Tracks which includes Home Economics (Food and Beverage, Bread and Pastry, and Cookery) and Electronic Products Assembly and Servicing (EPAS). To date Molugan Senior High School has 597 enrolled learners and we continue to grow in numbers as we welcome again incoming Grade 11 learners through our Early Registration Program. The second session was launched last March 29, 2021 still at Molugan National High School Facebook group. The school invited its own alumni and some professionals to talk on their experiences on how the school helped and shaped their dreams. The guest speakers encourage and inspires young learners to choose the career path they are interested in and passionate about. Finally, the last session talks on the exit curriculum of the senior high school programs and invites other government agencies to help our learners decide their future. Learners can decide whether they choose to be employed, pursue a college degree, or have their own business after they will graduate in their senior high school. DOLE, CPD strengthen parenthood, labor force employment program in R10 C AG AYA N DE ORO CITY -- The Commission on Population and Development (CPD)-10 and Department of Labor and Employment (DOLE)-10 intensified the Responsible Parenthood and Family Planning for Labor Force Empowerment (RPFP4LFE) program campaign for the reproductive age employees of three (3) multinational companies in Northern Mindanao. This, after CPD-10 Regional Director Neil Aldrin G. Omega met DOLE-10 OIC Regional Director Albert E. Gutib for an intensified discussion highlighting content of the memorandum of understanding that supports to the full implementation of the Responsible Parenthood and Reproductive Health Law (RA10354), Executive Order No. 12. Both departments aim to address the unmet need for modern family planning among couples, women and individuals of reproductive age. Gutib disclosed that the implementation is anchored from DOLE Department Order No.5603, Series of 2003 which

Bataan – A tale of two heroes
SGT. Jose Calugas, a native of Iloilo, was a member of the Philippine Scout. Although Calugas had training in artillery, on that fateful day of January 16, 1942, Calugas was assigned on KP or “kitchen patrol”. He was the cook for the day. When the fighting started, an adjoining battery position was silenced by enemy fire killing or wounding all the artillery men. The cook set aside pots and pans and ran 1,000 yards under heavy fire to the embattled gun position. There, Calugas organized a volunteer squad which placed the gun back in commission and fired effectively against the enemy. When the fighting stopped, Calugas, seemingly unmindful of what he had just done, simply went back to kitchen duty. Calugas became the first and only Filipino to receive the U.S. Medal of Honor for gallantry in Bataan. Another soldier in Bataan performed even more Rambo-like feats which earned him 33 (!) medals, including the Philippine Medal of Valor. But that’s only according to his biographer Hartzell Spence. Spence was hired by then Senator Ferdinand Marcos, who was running for President, to write about his war
exploits. Spence produced “For Every Tear, A Victory” which was also made into a film “Iginuhit sa Tadhana”. The film, which starred popular movie personalities Luis Gonzalez as Marcos and Gloria Romero as Imelda Marcos, is partly credited for Marcos’ victory in 1965. Apparently, Spence just wrote word for word what had been dictated to him. He described an almost invincible soldier who kept fighting despite being wounded several times. “-In January 7, 1942 he was “struck in the left kneecap by shrapnel. He was out of commission for several days but refused to go to a hospital. “-In January 12, 1942, sniper fire in the right thigh…..bullet grating on his thigh bone….he cut out the bullet with his knife…. again he refused to be hospitalized. “-In January 22, 1942 he was captured and tortured… but escaped. “-Then one more wound….by shrapnel and sniper fire in the abdomen…” The more discerning reader just could not believe it. With all those serious wounds, how could Marcos have survived the Death

In 1982, Jose Burgos Jr. published in We Forum, an opposition newspaper, an expose of former legislator Bonifacio Gillego, who questioned Marcos’ exploits. Burgos’ audacity in printing Gillego’s findings resulted in the immediate closure of We Forum, and the incarceration of Burgos and 14 of his staffers for subversion and rebellion. In addition, they were charged with libel because the articles supposedly maligned not only Marcos but also all war veterans. Keep clients from pushing the panic button PANDEMIC hits the market anew. Soon after the government announced that the National Capital Region plus some nearby provinces will be placed under ECQ for at least two weeks, the market plunged back to the 6,400 level and heavy foreign selling was observed. The Philippine stock market ushered 2021 already at around 7,200 level. As may be expected, these movements brought again some jitters to our investors. Life insurance clients who own investment products (variable unit link) are probably feeling restless and anxious right now. And they’re not alone. The majority of Filipinos are nervous that their personal financial standing will be impacted by the prolonged stricter quarantine restrictions. As the general sentiment remains cautious amid the uncertainty on the extension of the “NCR plus bubble” and with the market behaving with little predictability, it is imperative that we help our clients stay calm and make informed decisions. How do we then keep our clients from pushing the panic button and ensure their financial goals are on
track? Remind them of their investment goals. When people get anxious and emotional about their investments, they often lose sight of the reasons why they invested in the first place. This often leads to some irrational decisions being made. We usually invest to meet our medium to long-term goals... goals that will require at least 3-5 years time horizon. It’s usually for our child’s college education, or for major purchases, or for our own retirement. And historically, following a significant dip, the market recovers after a year or two. As the money invested is for a long-term purpose and is not needed now, our clients should be reminded of this fact thus avoiding cause to panic. That’s why honest-togoodness financial planning should be done with our clients. I know some friends who have asked the help of their financial advisors to navigate and cushion the impact of the pandemic by discussing and adjusting their short- and long-term financial goals. Identifying our short and long-term money goals is a critical step.

Money for short-term and emergency needs should be kept on savings instruments. It should not be invested for a potential upside. Doing this is very risky and is a sure cause of panic attacks. Help them create the right attitude and mindset. One of the best ways we can help our clients, either in good times and bad, is to help them create the right attitude and perspective. When the market is up, we need to remind them not to get too excited, as most would have the tendency to cash in already their gains. On the other hand, when the market is down, just like now, we need to help them stay calm and stick to their financial goals. When you receive a panic call from a client because the market has dropped (which you must have received a number by now), help them take a step back and share what it means in terms of their personal investment reality. SSS Mobile App hits 60-M transactions in 2020 THE Social Security System (SSS) recorded nearly 60 million transactions in the SSS Mobile App from January to December 2020, four times more than the almost 12 million transactions recorded in the same period in 2019. SSS President and CEO Aurora C. Ignacio said apart from the continuous development of the SSS Mobile App, one of the key drivers of its usage increase is the need for non-contact service channels in light of the coronavirus disease 2019 (COVID-19) pandemic. “Even before COVID-19, we recognize the importance of digitally transforming our services for the convenience of our stakeholders. When the pandemic struck, we were already equipped with online service channels such as the SSS Mobile App that helped our members, pensioners, covered employers, and the public to reach us in the safety of their homes or offices,” Ignacio said. The SSS Mobile App, launched in April 2018, is a free app for smartphone users. It can be downloaded through the App Store, Play Store, and Huawei AppGallery. Last December 2020, the mobile app became available to employers upon the deployment of the Employer Portal. SSS Mobile App down-
loads from January to December 2020 reached about 7.38 million, a 221 percent increase from the nearly 2.30 million downloads recorded in the same period in 2019. As of the end of February 2021, the said app has been downloaded almost 13.22 million times. LANDBANK joins Cebu’s rural development drive CEBU CITY, Cebu – Staterun Land Bank of the Philippines (LANDBANK) joined hands with the Provincial Government of Cebu in opening doors for livelihood opportunities and business expansion to farmers and fishers in underdeveloped areas in the Province of Cebu with the launch of the Enhanced Countryside Development (ECD) Program. Cebu Governor Gwendolyn F. Garcia signed a Memorandum of Agreement (MOA) with LANDBANK and two other government financial institutions for the implementation of the ECD Program on March 5, 2021. Under the agreement, LANDBANK will provide direct financial assistance to eligible and qualified borrowers endorsed by the local government unit (LGU), with reasonable interest rates and payback terms. The facility aims to assist the LGU to shift the development focus from the urban Metro Cebu to the underdeveloped and underutilized towns of the province. “LANDBANK welcomes the opportunity to take part in advancing inclusive countryside development in Cebu. DTI says outdoor dining allowed under MECQ By KRIS CRISMUNDO
MANILA – Department of Trade and Industry (DTI) Secretary Ramon Lopez said restaurants with outdoor dining are allowed in places under the modified enhanced community quarantine (MECQ). In a text message to reporters Sunday night, Lopez said food establishments with alfresco dining services are only allowed up to 50 percent capacity, with diagonal seating arrangement and acrylic dividers on tables. He added that indoor dine-in services are still not allowed in areas under MECQ, but food estab-
lishments can continue to operate with their take-out and delivery services. From April 12 to 30, the National Capital Region, Bulacan, Cavite, Laguna, and Rizal or the NCR Plus as well as Santiago City in Isabela, and the provinces of Quirino and Abra were also placed under MECQ. Andanar recovers from Covid-19

MANILA – Presidential Communications Operations Office (PCOO) Secretary Martin Andanar has recovered from the coronavirus disease 2019 (Covid-19) after completing the mandatory 14-day quarantine at home. “I am pleased to share that I have fully recovered from Covid-19 after undergoing a 14-day home quarantine,” Andanar said in a press statement issued on Saturday. He made the announcement after he confirmed on March 29 that he got infected. The result of his March
27 reverse transcriptionpolymerase chain reaction (RT-PCR) test turned positive. He, however, was asymptomatic. Andanar took the swab test when he arrived in Manila after visiting Loreto, Dinagat Islands for the conduct of the “Explain, Explain, Explain” information campaign on the National Covid-19 Vaccination Roadmap. He was thankful that with God’s assistance and everyone’s prayers, he is fully recovered. “I thank the Lord for this blessing of being able to overcome the virus. I am also very grateful for
my family, loved ones, and colleagues, among others, for all their support and prayers while I undertook my recovery,” he said. Despite his recovery, Andanar said he would still observe another five days of “voluntary” quarantine to ensure the safety of people around him and those who will possibly meet him after his isolation. He reminded his fellow Filipinos to continue following the minimum public health standards to stop the further transmission of Covid-19 in the country. MANILA – The Philippines will raise the reported chasing incident involving two Chinese vessels and a team of Filipino journalists sailing in the West Philippine Sea “if proven to be true,” the Department of Foreign Affairs (DFA) said Saturday. “Philippine authorities are looking into reports of Chinese vessels chasing after a television crew aboard a Philippine vessel in the West Philippine Sea. If proven to be true, the Department of Foreign Affairs will raise the matter with the Chinese government,” the department said in a statement. The DFA, meanwhile, said it was relieved that the crew and the Filipino boat are safe. At the same time, it reminded the public to coordinate with Philippine authorities when planning a visit to the Kalayaan Island
Group in the West Philippine Sea. A TV crew from ABSCBN on board a Filipino civilian vessel recently visited reefs and shoals in the area to see how Filipino fishermen have been affected by the presence of Chinese vessels in their former fishing grounds. According to journalist Chiara Zambrano, the team was trying to make its way to Ayungin Shoal and was four nautical miles from the entrance when a Chinese Coast Guard (CCG) vessel was spotted on the south side of the shoal. Zambrano said the Filipino crew observed the ship until it received a radio message from the CCG, asking them to identify themselves. Based on the ABS-CBN report, the Filipino captain decided to steer the boat away from the shoal but the CCG vessel “acceler-

Herbosa said DBP also granted a 60-day moratorium period for 627 of its loan accounts amounting to PHP130 billion in compliance with the provisions of Republic Act 11494, or the Bayanihan To Recover As One Act (Bayanihan 2). On top of assisting cashstrapped local governments during the pandemic, Herbosa said DBP is also supporting climate-crisis adaptation initiatives at the local level, which include the waste-to-energy projects that it expects to develop with LGU partners starting this year. Herbosa said this project will be financed by funds raised by the DBP, through its highly successful Asean (Association of Southeast Asian Nations) Sustainability Bond issuance, which surpassed its PHP5-billion target and accumulated a total of PHP21 billion in 2020. The Naawan Waterstars Swimming Club was established in the year 2018. The name was created as a symbolism of Naawan, Misamis Oriental as a coastal barangay, which is surrounded by the captivating blue waters. The word Stars also signifies the rising stars of the swimming industry that the club aims to train. It was during their trip to Cagayan de Oro to compete for Higalaay Swimming Competition that the name was created. Unfortunately, since it was the first competition that the team joined, none of them got an award. However, the experience and the trainings they undergone became an effective training ground for their next event. The next completion the team joined was the Diyandi Swimming Competition in Iligan City. It was indeed a tough competition for the swimming stars of Naawan but they overcame all the hardships and finally got their first gold medal. Since then, the athletes trained even harder with passion and perseverance in preparation for their next big event. The next competition was the Dahunog Swimming Competition in Dipolog City. Because of the dedication of the team, they were able to bring home one Gold Medal, one Silver Medal and one Bronze Medal. All of these achievements caught the attention of our Honorable Mayor Dennis L. Roa and opened the door to more opportunities for the Naawan Waterstars Swimming Club. One of the primary reasons why the club was recognized was because it is
a Community Program. It creates an opportunity for the residents of Naawan who are of great potential to hone their talents in swimming. The linkages that the club creates have a great impact to the community by developing their skills and talents and all the more recognize Naawan as a home for great swimming athletes. In order to achieve excellent results, it is also of great importance for the club to have a proper training ground to effectively carry out their mission. Our Honorable Mayor Roa recognized this need and provided enormous support to the team by tapping a known swimming trainer and also provision of logistical support. By his effort in convincing our Honorable Governor Yevgeny Vincente “Bambi” B. Emano, finally Naawan was chosen as the perfect place where the Swimming Pool for the Athletes be constructed. The vision for this training ground was finally realized. Presently, the construction for the swimming pool is still on going. The Naawan Waterstars Swimming athletes are very excited to train themselves and compete in the next big competition. The realization of the goals, mission and vision of the team is not just because of one man or one dream. It was a collective effort of the swimming stars’ dreams, the community and the government officials who believed that Naawanons are able to be victorious in anything they put their heart, mind and strength. is not to reach out and make yourself scarce for your clients. Be proactive. Don’t wait for your clients to call you, call them. Call them regularly to ask how they are and what they’re worried about. There’s a lot of fake news out there. If no one is advising or telling your clients the real score, those fake news become their reality. A trigger to hit the panic button. It’s your job to help them address it. If the news is not true, set the record straight. If it’s true, explain how it affects your client. Don’t be afraid to be the bearer of even the worst news about their investments. They will not be happy for sure but many clients just need to be heard and explained what’s happening on their investments. The comings months ahead will still be challenging and uncertain. But one thing I am certain of -- your clients need you now! Be mindful that it is your job to make yourself accessible and available for your clients, help them stay focused on their money goals, create with them the proper perspective and keep them from pushing the panic button. The tracker data showed that the confirmed Covid-19 cases in this city now total 4,611 with 4,093 recoveries and 197 deaths. The recovery rate decreased to 88.87 percent from the previous 94 percent. This city was first placed under GCQ from May 16 to June 30, 2020, and for the second time from July 16 to August 15, 2020. Salazar said the city government will implement granular lockdowns in areas where Covid-19 cases are high to prevent further transmission pending approval by the national IATF on the request of the local task force.
