RDC-10 bucks bill lowering age of criminal responsibility

CAGAYAN de Oro City--The Regional Development Council (RDC) in Northern Mindanao and a city councilor here have

simultaneously issued separate statements expressing their opposition to a House bill which lowers the age of criminal responsibility from 15 to nine years old.

In its resolution dated April 6, the RDC 10 led by chair and Bukidnon

Gov. Jose Ma. Zubiri expressed alarm over the introduction of the bill, stating that lowering the minimum age will not address the problem of crimes committed by children nor them being used by syndicates to perpetuate crimes.

In the resolution, the RDC 10 members likewise pointed out that House Bill 002 introduced

by Capiz Rep. Fredenil Castro is against the best interest of children and violates international laws and standards such as the

Good news! Sanitary Landfill will be available in the City of Panabo April 11, 2018, Mayor James Gamao signed a Loan Agreement and Memorandum of Agreement with the Development Bank of the PhilippinesTagum Branch, headed by Manager Amelita Pinanday for the establishment of the city’s Sanitary Landfill at Barangay Waterfall. There will be two Sanitary Landfill sites in the said barangay measuring 6.8

hectares and 3.5 hectares.

The Sanitary Landfill is the final disposal site for solid and residual wastes of Panabo City. It will be operated and managed by the City Environment and Natural Resources Office (CENRO).

This initiative is compliant to Republic Act 9003 which is an act providing for an ecological solid waste management program.

Sometime in 1996, the Petitioner’s father, Janodin Ali Basher (herein referred to as Janodin) applied for Certificate of Live Birth of Petitioner under the name of Aslam Tahir Janodin before the Office of the Local Civil Registrar of Marawi City (respondent); 4. After many years since Janodin applied for said Certificate, the latter has not been notified of its result which prompted his wife, Norhanisa O. Tahir (herein referred to as Norhanisa), to verify it in the Office of Local Civil Registrar (Respondent) where she learned that such application has not been processed; 5. Believing that the Respondent will not process the application, Norhanissa filed an application for Certificate of Live Birth of Petitioner under the name Aslam Tahir Basher before the Respondent in which she was issued a Certificate of Live Birth under the said name bearing Registry No. 2003-7721. A copy of said Certificate of Live Birth with Registry No. 2003-7721 is hereto attached and marked as Annex “A”; 6. That Petitioner has been using said Certificate (Annex “A”) in all his personal and official transactions as exhibited, among others, in his Transcript of Record and Passport hereto marked as Annex “B” and Annex “C”, respectively; 7. On 2016, Petitioner went to Philippine Statistics Authority (PSA) and was able to obtain an original copy of his Certificate of Live Birth under the name Aslam Tahir Basher with Registry No. 20037721 (Annex “A”); 8. It was only last 2017 when the Petitioner went back to PSA to get again an original copy of his Certificate of Live Birth under the name Aslam Tahir Basher (Annex “A”) for the reason that he submitted his original copy of said Certificate to Department of Foreign.

Affairs (DFA) when he applied for passport that he was informed that there exists in the data system of PSA a Certificate of Live Birth having the name Aslam Tahir Janodin having Registry No. 96-2421 is hereto attached as Annex “D”; 9. Moreover, Respondent committed a typographical error when it put an incorrect day in the birth date of the Petitioner in the said Certificate of Live Birth bearing Registry No 96-2421 (Annex “D”); 10. As a result of the existence of Certificate of Live Birth with Registry No. 96.2421 (Annex “D”), the PSA blocked the Certificate of Live Birth of the Petitioner bearing Registry No. 2003-7721 (Annex “A”) in their data system. Therefore, the Petitioner is unable to get an original copy of the latter; 11. Furthermore, due to the negligence of the Respondent in delaying the processing of Certificate of Live Birth of the Petitioner with Registry No. 96-2421 (Annex “D”) for almost 20 years, the Petitioner’s birth record is affected because the sudden existence of the such Certificate (Annex “D”) and its continued existence in the data system of PSA would subject the Petitioner to difficulties considering that the latter appears to have two (2) recorded Certificate of Live Birth; 12. The cancellation of Certificate of Live Birth under the name Aslam Tahir Janodin bearing Registry No. 96-2421 (Annex “D”) from the records of Respondent would put in order the Petitioner’s birth record and may unblock the Petitioner’s Certificate of Live Birth under the name Aslam Tahir Basher with Registry No. 2003-7721 (Annex “A”) in the data system of PSA; 13. Rule 108, Section 1 of Rules of Court provides that any person interested in any act, event, order or decree concerning civil status of persons which has been recorded in the Civil Register, may file a verified Petition for the Cancellation or Correction of any entry relating thereto with the Court of First Instance of the province where the corresponding civil registry is located; 14. Comval holds 4-H Achievement and Skills Competition for Farm Youth

C ompostela Valley Province -- The provincial government of Compostela Valley through the Provincial Agriculturist Office (PAGRO) in partnership with the Department of Agriculture (DA) Regional Office – XI and the 4-H Club conduct “Provincial Farm Youth 4-H Achievement and Skills Competition” with the theme: “Love, Farm, Live 4-H Youth Towards Farm Tourism” on April 6, 2018 at Comval Hotel and Restaurant, Poblacion,

Nabunturan, Compostela Valley Province.

The activity was attended by the different youth sectors and organizations of the eleven municipalities of the province.

Gracing the program were Dr. Rolando S. Simene, PAGRO PG Department Head, Jerry Cantero-Chief Budget Officer of Agricultural Training InstituteRegional Training Center (ATI-RTC-XI), Ronald C. Sibayan OIC-Assistant PAGRO, Municipal 4-H Coordinators and PAGRO employees.

The youth participants competed in the different competitions like food processing and packaging for oyster mushroom, handicraft bamboo plaque making, gardenscaping on edible dish gardening, innovate farm tourism lay-out, video making on 4-H activities, literacy-musical contest on OPM-Vocal Solo Contest, Extemporaneous Speaking, 4-H Quiz Bee Tandem by 4-H and the Coordinator.

The 4-H achievement is to provide the participants with relevant techno updates and develop them to become

young agri-entrepreneur in the near future. The 4-H stands for Heart, Hand, Head and Health.

According to Simene the contribution of the farm youths or the 4-H in agriculture development and productivity has been recognized by the provincial government.

“In fact a Farm Youth Development Program (FYDP) under PAGRO is implemented to support the activities and developmental interventions of farm youth,” said Dr. Simene.

BFP-Pagadian calls for continued fire safety awareness campaign PAGADIAN CITY, -- The Bureau of Fire Protection (BFP) Pagadian City Central Fire station chief urged his personnel, fire volunteer brigades and stakeholders to continue fire safety awareness campaign and in providing quality service to the public.

not demonstrate remarkable performance only during the observance of Fire Prevention Month but rather they must make it as a stepping stone and a spring that propels them into a higher level of excellence.

our constituents what it means to be constantly ready and watchful for their safety and security,” Quitoy stressed.

He also sought the cooperation of the public in making Pagadian a firefree city.

The BFP failed to achieve its target of attaining zero fire incident during the month-long

celebration because of the fire incident that occurred in barangay Dumagoc, Pagadian City that razed down eight houses.At least there was no casualty.

“We give recognition to our outstanding firefighters for them to continue to provide public service to the public,” Quitoy said.

Education chief urges students to take sports, arts in Senior High ZAMBOANGA CITY -- Education Sec. Leonor Briones on Tuesday urged parents to encourage their children to enroll in Arts and Design as well as Sports Tracks in Senior High School.

Briones made the call as she noticed that the two strands have few takers among Senior High School students in the country.

Briones said there were only 4,758 enrollees in Arts and Design Track representing 0.38 percent of the country’s Senior High School population for school year 2017-2018.

Briones said the Sports Track has registered 2,145 enrollees or 0.17 percent of the Senior High School students population in the same school year.

“We don’t look at sports as a profession. Sometimes you look at it as entertainment,” she said the reason why very few enrolled in Sports Track.

“The same manner also in Arts and Design,” she added.

But she said designers didn’t even need to proceed to college for them to excel in their chosen career.

The Academic Track has the highest number of Senior High School stdudents in the country with 765,588 enrollees or 61.13 percent.

It is followed by the Technical-Vocational-Livelihood Track with 479,866 enrollees or 38.32 percent of the Senior High School students population.

Briones said there are 1.2 million anticipated first batch completers for Senior High School for school year 20172018 in the country.Briones was here on Tuesday as the keynote speaker in the graduation of the first batch of Senior High School completers from the Don Pablo Lorenzo Memorial High School and Maria Clara Lorenzo Lobregat National High School as well as of the Alternative Learn-

ing System (ALS) of the City Division of Schools.

The ALS is a parallel learning system in the Philippines that provides a practical option to the existing formal instruction.

“As we enter an era of excess power supply for the island region, we are also eyeing energy-intensive projects to commence under the Duterte administration,” he explained.

“(The) Mindanao Railway Project will require power,” he said as he emphasized that stable power supply, in this case the implementation of the WESM, will be a very important component “to keep it moving”.

The WESM is a strategy that will allow the tapping of excess power from these companies which will help ensure continuous power service delivery.

The government is also promoting for the revival of the region’s steel industry and expansion of cement production since this bigticket project will have an

“anticipated rise in demand for construction materials”, according to Alonto.

The Secretary emphasized that MINDA has been promoting for renewable energy. “This setup is seen to attract more renewable energy developers to participate and compete in the energy market.”

TESDA holds TVET enrollment and jobs fair ZAMBOANGA CITY, -The Technical Education and Skills Development Authority (TESDA) 9 will conduct a region wide, twoday Technical Vocational Education and Training (TVET) Enrollment and Jobs Fair on April 5-6, 2018.

The activity hopes to have more scholarship applicants and increase the number of enrollees in construction and Information Technology –Business Process Management (IT-BPM) courses and at the same time provide jobs to TVET graduates.

The TVET enrollment will greatly benefit the construction sector for the Build, Build, Build program of the Duterte Administration.

TESDA Regional Director Lorenzo Macapili said the government put focus on the construction sector because its services are badly needed for the Build, Build, Build program which needs 100,000 workforce for infrastructure projects.

Based on the recent number of TVET enrolees, only 28,000 scholars registered nationwide during the 1st National TVET Enrollment and jobs Bridging project conducted last Feb. 27-28.

This upcoming activity hopes to register more individuals in the construction sector.

Although the construction training will give priority to indigenous peoples, the poor and rebel returnees, Overseas Filipino Workers are also invited to avail of the program especially those who just arrived from Kuwait and other parts of the Middle East.

Gerard Paolo Erasga, Information Officer of TESDA 9, said this 2-day Special National TVET Enrollment and Jobs Fair is a nationwide activity to be held simultaneously by the TESDA regional and provincial offices and Technology Institutions.

“In Zamboanga City, the Enrollment Day and Jobs Bridging is conducted in coordination with the Department of Labor and Employment IX and the Public Employment Service Office Zamboanga City as well as different TVET stakeholders and private Technical Vocational Institutions,” he said.

ZAMBOANGA CITY -- The public, especially the young generation, have been urged to continue honoring the Filipino soldiers who sacrificed their lives for the country’s freedom.

Lt. Gen. Carlito Galvez Jr., Western Mindanao Command (Westmincom) chief, made the call on Monday as the country commemorates the 76th “Araw ng Kagitingan” marking the fall of Bataan during World War II. “As we celebrate the different faces of heroism today, let us continue to honor the valor and the bravery of the Filipino soldiers and those who fought for the country’s liberation and freedom,” Galvez said in his keynote speech during the commemoration program here.

Galvez said that April 9 is a day to remember the World War II (WWII) veterans since “we owe them the breath of freedom and democracy that we are enjoying today.”

“Let us remember our recent battlefield victories and achievements that are attributed to the sacrifices of those who dared to bleed,” Galvez said.

“This is a time of remembrance and we recall those who have gone ahead of us and those who died a very dignified death,” he added.

Galvez noted that the captured soldiers, who made

their last stand in Bataan 76 years ago, “stood strong and heroes emerged from the event” despite their surrender to the Japanese imperial forces.

“Without this stand, the Japanese might have quickly overrun all of the US bases in the Pacific,” Galvez said. “(The battle of) Bataan forced them (Japanese forces) to slow down, giving the allies valuable time to prepare for future great battles, such as the battle of the Coral Sea and the Battle of Midway,” he added.

The American and Filipino soldiers eventually retook Bataan Peninsula on February 8, 1945.

Mayor Maria Isabelle Climaco-Salazar has paid tribute to the WWII veterans as well as the modern day heroes.

Salazar defines modern day heroes as those who sacrificed their lives during the 21-day 2013 Zamboanga siege and the five-month battle in Marawi City last year.

The “Araw ng Kagitingan” is celebrated as a national memorial day for the brave souls who fought during the Fall of Bataan on April 9, 1942 during the World War II. It also pays respect and tribute to the many civilian men who died in the tragic Death March which started from Bataan and ended in Tarlac.

Afraid that Big Boots might hear their conversation, M79 could only manage to do a smirk-like reaction while protruding its lips to his master who was sitting with other masters at the other side of guns with tags.

Garand persisted: “Who, the one in front, the one in the middle, the third, or the

fourth guy near the wall?”

Nearly pissed off, M79 blurted out: “That’s a silly question.”

Garand: Why? M79: “How can I have many masters? The one in front is, of course, my master. I am loyal to him.”

“You know,” M79 continued, “I have been with him for years. He loved me so much. He always carried me with care and gave me enough ‘durul.’ That was how I came to like Tausug delicacy.”

Garand: “I am sorry that

Report on 26 closed, suspended mines out soon

MANILA -- Experts tapped by the inter-agency Mining Industry Coordinating Council (MICC) are scheduled to conclude their review on 26 mining firms earlier ordered closed or suspended during the sec-

ond half of this month.

Finance Undersecretary Bayani Agabin, in a briefing Tuesday, said five teams are conducting the fact-finding review, which began last February.

“The last visit I saw was, I think, (will be in the) second or third week of April.

It’s those in the mines in Surigao. The others have completed their mine visits and they’re probably in the process of preparing the reports,” he said.

The review on the mining companies are being done following the decision of former Environment and

Natural Resources Secretary Regina Lopez to order the closure or suspension of the mining operations for various violations.

Specifically, to look into how the involved mining companies have affected the environment and the economy, as well as some

social, legal and technical issues.

Agabin said the results of the fact-finding review will be submitted to the Department of Environment and Natural Resources (DENR) and the President.

“We hope to do a holistic review, not merely limited to

the technical. Technical is on whether they have complied with all their permits,” he said, noting that “I do think you can review one aspect without looking at other aspects as well.”

WASHINGTON -- The International Monetary Fund (IMF) on Tuesday warned that synchronized increases in house prices around the world would heighten the risks of economic slowdown.

The latest IMF study found that house prices move in tandem across countries and major global cities, a further sign of the growing integration of financial markets.

The study was included in its analytical chapters of its flagship Global Financial Stability Report, which is due to be released next week.

According to the study, ultralow interest rates in major economies and economic recovery since the global financial crisis gave a boost to the synchronized home price increases.

In addition, wealthy individuals and institutional investors, such as private

equity firms and Real Estate Investment Trusts, have stepped up their investment globally, which also pushed up home prices in major cities.

“All of this suggests that house prices are starting to behave more like the prices of financial assets, such as stocks and bonds, which are influenced by investors elsewhere in the world,” said the IMF. “As a result, housing markets in one country are more sensitive to swings in another,” it pointed out. It suggested that policymakers pay attention to this trend, because the heightened tendency for house prices to move in tandem may signal greater odds of an economic slowdown.

“An economic shock in one part of the world is more likely to affect housing markets elsewhere,” the IMF said.

IMF warns of risks in synchronized increases in global house prices

MANILA -- The Philippine peso ended Tuesday almost flat against the Greenback but the Philippine Stock Exchange index (PSEi) shed as investors continue their wait-and-see stance pending clarity on US-China trade issues.

The local currency finished the shortened week’s first trading day at 52.00 from 52.02 last April 6, which a trader said is as expected given the slight weakness of the US Dollar on trade concerns between the world’s two largest economies.

It opened the day at 52.015, better than the 52.15 in the previous session.

It traded between 52.03 and 51.96, with the peso’s strength partly boosted by the strong growth of foreign direct investments (FDI) inflows to the Philippines last January. Average level for the day stood at 51.99.

DTI rolls out roadshows to rally LGU competitiveness in Davao DAVAO CITY -- The regional office of the Department of Trade and Industry (DTI 11) conducted provincial roadshows to help local government units (LGUs) improve their competitiveness and draw more investments to Davao region.

Part of the roadshows was the compliance rating of the LGUs in adopting the 2016 Business Permit and Licensing System (BPLS) standards, as well as their overall competitiveness performance in the Cities and Municipalities Competitiveness Index (CMCI) rankings

with the implementation of competitiveness enhancement support programs being delivered by DTI 11.

-oooIT WOULD STILL BE THE MAJORITY’S DECISION THAT WILL PREVAIL AT THE SC: The only problem here was that, for the clashing justices, no matter how good or how sound their arguments may have been, and no matter how well they’ve put their perceptions across, it would still be the position espoused by a majority of them that would have to prevail. What I mean here is, no matter what directions the discussions of the justices may have taken, they would still have to come to a bend--that of voting for the final position of the court.

The position, in any given case, that will be supported by justices numbering 50% plus one will be recognized as the judgment of the Court, which will become law of the land and which would have to be obeyed by everyone in the Philippines after that judgment is promulgated.

Because of this, what we should all wait for in the case of Sereno would be the result of voting among the justices.

What is my fearless forecast on the ultimate destiny of the quo warranto case against Sereno? Well, there would only be two possible results here---either victory or defeat for Solicitor General Calida, or victory or defeat for Chief Justice Sereno. Whatever this final result may be, I can truthfully say, without any fear of contradiction, that the true beneficiaries of this episode in our history would be the Filipino people themselves, because many legal issues have been resolved in the case of the chief justice.
