CAGAYAN de Oro City--The Regional Development Council (RDC) in Northern Mindanao and a city councilor here have
simultaneously issued separate statements expressing their opposition to a House bill which lowers the age of criminal responsibility from 15 to nine years old. In its resolution dated April 6, the RDC 10 led by chair and Bukidnon
Gov. Jose Ma. Zubiri expressed alarm over the introduction of the bill, stating that lowering the minimum age will not address the problem of crimes committed by children nor them being used by syndicates to perpetuate crimes.
In the resolution, the RDC 10 members likewise pointed out that House Bill 002 introduced by Capiz Rep. Fredenil Castro is against the best interest of children and violates international laws and standards such as the
