5G: More than just faster connection

FIFTH generation or 5G mobile network has been a buzzword in the recent years.

For an end-user standpoint, 5G will bring faster connection -- faster speed to upload and download photos, videos, and other files, as well as reduced delay in sending online messages or making online phone and video calls.

But with a stable Internet connection, 4G can also provide these fast services,

and mobile users can live with this speed from 4G technology. So why is there a need for faster connection?

MCPC: P15-billion windfall for Gencos with Mindanao WESM Thursday, April 11, 2019

T

HE extension of the Philippine WESM into Mindanao can be done legally and becomes technically possible only upon completion of the Visayas-Mindanao HVDC Interconnection.

According to a paper submitted last year by the Mindanao Coalition of Power Consumers, an isolated WESM in Mindanao or anywhere else in the Philippines is not mandated by the EPIRA, although neither is it explicitly prohibited by the EPIRA. “So the Department of Energy (DoE) is probably thinking of going ahead with the establishment of an isolated Mindanao WESM, because it is good for the generating companies in Mindanao, and there is no legal prohibition against an isolated WESM in Mindanao,” said Engr. David A. Tauli, MCPC President.

“But even if the DOE can legally establish an isolated WESM in Mindanao, they still have to tell the public now, and tell the legal courts when the issue is brought to the courts, what are the economic benefits of a Mindanao WESM,” Tauli added.

The MCPC said advocates of a Mindanao WESM have failed to establish the economic benefits that would accrue to the people of Mindanao as a result of its operation.

Average Annual Rate of Electricity in Mindanao The MCPC said the average rate being paid by consumers for bulk generation in Mindanao today, without

With a WESM there will be an inevitable increase in the prices of bulk generation, even if there will be no exercise of market power by the dominant generating companies generating companies in Mindanao.

The average rate of electricity sold in the WESM over an entire year will be around P5.60/kWh.

a WESM, is around P4.20 per kilowatt-hour.

When a WESM is established in Mindanao, the price of bulk generation during peak loads, assuming that there is adequate capacity of generating plants available, will be P7.00/ kWh. In times of power capacity shortage, which will occur during periods of droughts or when major power plants are undergoing repair or maintenance, the price in the WESM will go up to at least P20 /kWh, assuming that the dominant generating companies do not abuse their market power.

WESM Windfall for Gencos Based on these assumptions, the MCPC calculates the operation of a WESM in Mindanao at this time would result in a windfall profit of at least P15- billion annually.

These are the economic impacts of the WESM in

the short run, two or three years into the future. In the long run, a WESM in Mindanao will be disastrous for everyone, including the generating companies.

Investors will not come to Mindanao because of the high prices of electricity, consumers will reduce their usage of electricity, and the more expensive power plants will have to shut down because they will no longer be needed.

High power rates stunt growth Despite the windfall profits accruing to the remaining gencos, the industry would earn fewer revenues due to the reduction in consumption and the negative effects of the high electricity rates on growth. In the long run, this would force power intensive industries which originally located to Mindanao because of its lower power rates to locate elsewhere.

With Mindanao WESM

A Mindanao WESM would increase p ower rates in the island because of its pricing mechanism which would be the same for Mindanao as the pricing mechanism being implemented now in the Philippine WESM. In a Mindanao WESM, the price for all generation, during normal periods when there is adequate generation, will be the highest bid price of the generators that are dispatched.

The last generator dispatched during peak load hours will be a diesel-fueled power plant, with a price of 7.00 pesos per kWh. This will be the price of the generation of all power plants dispatched during peak hours.

During hours of intermediate load, the price will be the price of the last diesel-fueled power plant dispatched, which will probably be around P6.00/kWh, lower than diesel-fueled power plants used for peak loads.

And during the hours in which only baseload power plants are operating, the price will probably be around P5.00/kWh, the price of the most expensive coal plant that is dispatched.

Thus, with a WESM there will be an inevitable increase in the prices of bulk generation, even if there will be no exercise of market power by the dominant generating companies generating companies in Mindanao. The average rate of electricity sold in the WESM over an entire year will be around P5.60/kWh. Without WESM Under the economic dispatch of generating plants being implemented by the National Grid Corporation of the Philippines (NGCP)

in Mindanao at present, the rates for bulk generation are the rates for the bilateral contracts between distribution utility companies and generating companies.

This would be an average of around P4.20/kWh, after normalizing the rates for the FDC coal plant in Villanueva, Misamis Oriental and the Mt. Apo geothermal power plant.

The current rates of these power plants are abnormal, but the rates should be normalized in 2017 after legal actions by consumers against the exorbitant rates of the 100-MW Mt. Apo geothermal power plant and the FDC 405-MW coal plant.

Conclusion The only change that will result from the imposition of a WESM in Mindanao would be the replacement of the present pricing of bulk generation obtained through bilateral contracting with pricing determined by the WESM. Even without abuse of market power by the halfdozen dominant generating companies in Mindanao, the average rate for bulk generation will rise from P4.20/ kWh without the WESM, to at least 5.60/kWh, a 33 percent increase that would subsequently passed on to consumers.

This would result in a windfall profit of approximately P15-billion annually to be paid by consumers with practically no investment on the part of the gencos and the same level of service to consumers, all thanks to the mere transfer of the present bilateral contracting scheme to the WESM market and pricing mechanism. DAVAO City––The creation of the new Bangsamoro government, which is seen to improve the peace and order condition in Mindanao, has generated a lot of interest from Arab investors, a business leader said in an interview on Wednesday.

Life in the campaign trail

CABANGLASAN, Bukidnon--On top of drug addiction, malling and spreading rumors (read: false news) these hot days, campaigning for a political party is the most effective way of wasting quality time this election season.

Anyone can join, no skills needed, only a big mouth and sharp tongue and that’s it – your language, be it ala Duterte, or Trillanes, or worse, De Lima, makes your day complete and satisfied of spreading something that will boost your most favored candidate.

And almost everyone eagerly does the spreading of the word so to speak, throwing their two cents wor t h of mudsling ing against political rivals in any political arena, debates

or town hall meetings.

Of course, you will hear again the revival of traditional politics – loose talks and promises of the moon and the stars, anywhere and anytime– in the neighborhood, in the streets, meeting halls, in malls, in offices or even in jeepney rides.

And to those who are already addicted to spreading false campaign, it seems that they won’t last a day without putting down an opponent.

People who are expert in motherhood statements would surely enjoy their moments in the campaign trail, spreading the gospel of lies and deception, of promises that are made to be broken anyway.

For all the die-hards and paid hacks, life in the

campaign trail would be so drab that, in the quest of excitement and the sheer need to break routine, mudslinging come easy, and biting to the hilt.

Perhaps topics like what are we going to do to improve the economy, about how to uplift the lives of the Marawi IDPs, what are our priorities for 2019 and beyond -- are most welcome and wholesome as it were, in a time of political transaction come midterm election on May 13, 2019.

Are our jobs okay? Is the peso going to fall down against the dollar? Are we giving our young people the right education so that we can get them to be productive for the next 10 or so years? Is our economy on a steady climb to seven,

eight or nine percent?

Having said that, candidates should not disregard existing ground rules – stick to issues most commonly raised during election year.That way, the electorate could become discerning in choosing the right candidate.

-oooBIBLE TEACHES RULES ON GOOD HEALTH AND LONG LIFE: According to recent news reports coming out in local newspapers, man’s life expectancy---or the life span an ordinary man or woman is expected to live today--- has now reached 72 years. In the same breath, the same reports are saying that women now have longer life spans than most men. Yes, I agree,

these are good news to many, but if we seriously think about it, nothing is really new.

First, the Bible, in its Psalms 90:10, already clarified even some thousand years or so before Jesus came to the world that man’s life may come to seventy (70) years, or 80, if his strength and, of course, good health, endure. On women living much longer than many men, science has a solid explanation for it, even from long ago: women do not abuse their bodies with vices like drinking, smoking, or other vile substances, like men are won’t to do, so better health is enjoyed by them in the long run.

Be that as it may, what people should try to understand more urgently

are reminders from the Bible about good health and long life. First, in 1 Timothy 4, we are told that while physical exercise has some benefit, training on spirituality and holiness as espoused by the Bible would be more beneficial for any man. Second, in 1 Corinthians 11, it is there stated that better health and more vigorous strength come to those who remember the body and blood of Jesus, every time they eat and drink.

Your little voice

THINK a minute… A man named John bought a fancy new car loaded with modern technology. It included a recording of a voice that reminded him if he had forgotten to put on his seat belt, or warned him if he was running low on fuel. So on one of John’s road trips, the little voice began telling him he needed to stop and fill his tank with fuel. But John was sure he could go a little farther.

Every few minutes the voice told him again to stop for fuel. Finally, John became so irritated that he pulled over to the side of the road, found the wires to the voice recording, and yanked them out! He was finally relieved to have some peace and quiet. But shortly

afterwards, his car came to a complete stop and he was stranded. Just as the little voice had warned him—he was out of gas!

Our Maker and Manufacturer gave us a factoryinstalled warning voice.

It’s called our conscience.

We might think sometimes that it is just a nag that tries to ruin our fun in life, or that it is plain wrong.

But if we keep ignoring our little voice, it becomes easier and easier to block out until eventually it will stop working altogether.

Like the guy who was trying to decide the right thing to do, so he asked his friend for advice. His friend said: “You’ve got to follow your conscience. Just listen to the little man inside you.”

The guy answered: “That doesn’t work for me. My little man is an idiot!”

The fact is our feelings and conscience are not always a good guide to tell us what is right and wrong, because in one way or another we all have damaged and confused our conscience.

We convince ourselves that certain wrong things are OK so we won’t feel guilty about doing them. Like the song that says: “How can this love be so wrong if it feels so right? If lovin’ you is wrong, I don’t wanna be right!” But our confused thinking and feelings cannot change the fact that these things we are doing are wrong and sinful, completely separating us from our perfectly pure, good God.

MCPC insists no legal basis for Mindanao WESM

THE independent operator of the Philippines’ Wholesale E le ctricity Sp ot Market will conduct its first Market Participants Update today, 11 April 2019, at the Limketkai Luxe Hotel in Cagayan de Oro City.

“With the theme Growth T h r o u g h I n c l u s i v i t y, #MPU2019 will apprise participants on various market developments, tackle issues and concerns with respect to operations, and provide updates on WESM Mindanao implementation,” said Atty. Francis Saturnino P. Juan, President and Chief Executive Officer of the Independent Electricity Market Operator of the Philippines Inc. (IEMOP).

IEMOP is a non-stock, non-profit corporation, led by a board of directors comprised entirely of independents, “who do not have any interest or connection to the WESM participants” which took over the opera-

tion of the WESM effective 26 September, 2019 vice the Philippine Electricity Market Corporation (PEMC).

“IEMOP now operates the wholesale electricity sport market (WESM) managing the registration of market participants, receipt of generation offers, setting market prices and dispatching schedules of the generation plants, billing, settlement and collections,” Juan said.

PEMC remains as the governing body for WESM to monitor market participants’ compliance of market rules, in compliance with the policy and regulatory oversight of the Department of Energy (DOE) and the Energy Regulatory Commission (ERC).

IMF cuts 2019 GDP forecast for PH to 6.5%

The country has been posting CA deficits, after years of being in surplus, due to higher importation given the increased demand in the domestic economy.

The IMF, in its Regional Economic Outlook (REO) released in October 2018, projected a 6.6-percent growth for the country this year, lower than the previous forecast of 6.7 percent announced after the Article IV Consultation in September last year.

DAR turns over P22.9-M worth of projects, distributes land titles

IÑAN, Zamboanga del Norte -- Continuous efforts to improve the economic condition of farming communities in Zamboanga del Sur, Zamboanga del Norte and Zamboanga Sibugay received a big boost after the Department of Agrarian Reform (DAR) turned over various infrastructure projects and support services worth P22.9 million.

Led by DAR Secretary John R. Castriciones, a total of 43 projects were turned over, implemented under various projects and programs of the DAR. The aid includes post-harvest facilities, food processing centers, reservoirs, warehouses, potable water systems, and provision of farm machines.

“These projects are significant in achieving progress in rural communities.

These facilities and farm machines were provided not only to make life easier for our farmers, but also to sustain the development of their communities,” Castri-

ciones said.

Most of the assistance were coursed through agrarian cooperatives. The DAR chief said more than 13,000 farmers and residents in the three provinces are now benefitting from these projects.

Of these number, 5,396 are agrarian reform beneficiaries.

“This land is God-given!

Praise Him, I now have something to leave my son and my grandchildren,” said Marcelino Roda, 76, a coconut and vegetable farmer from Manukan, Zamboanga del Norte.

In his speech, Castriciones urged the farmers to strengthen their farm cooperatives, a government prerequisite before any assistance is extended to them.

“If you are not yet a member of a cooperative, I am encouraging you to be one because a lot of government support services are given through cooperatives and farm associations,” he said.

MANILA -- The Bankers Institute of the Philippines Inc., (BAIPHIL) is now a partner of the Bangko Sentral ng Pilipinas (BSP) for a focused, sustainable, wide-reaching and holistic approach in the implementation of the Clean Note and Coin Policy (CNCP), the BSP announced in a statement on Monday.

Coinciding with the celebration of BSP’s 70th year of central banking in the Philippines and BAIPHIL’s 30th National Convention, the partnership was formally launched last March 13, 2019 at Hotel Veniz Burnham, Baguio City.

Over 200 representatives from various sectors -- banks, businesses, market vendor associations, transport groups, cooperatives, and government agencies convened for the launch event.

A Know Your Money (KYM) briefing was also conducted by the Currency Communications Staff, BSP, and an on-site unfit currency exchange was provided by BAIPHIL-member banks, such as the Bank of the Philippine Islands-Abanao Branch, and UnionBank of the Philippines-Baguio Branch.

In her opening remarks, Philippine Deposit Insurance Corporation Vice President Irene DL. Arroyo, former president of BAIPHIL, highlighted the three objectives of the partnership -- to protect the integrity of the Philippine currency, to inform the public of the features of genuine notes and coins, and to develop the habit of using only clean notes and coins.

BAIPHIL president Dom B. Gavino Jr., pledged support to the BSP in the implementation of the CNCP.

“We see this collaboration efforts to continue on a regular basis as the BSP and BAIPHIL will jointly provide public information campaigns and currency exchange in areas found to have the most soiled and unfit notes and coins,” he added.

Gavino is confident that through BSP and BAIPHIL’s commitment and willingness to contribute, cleaner notes and coins will be in circulation.

In her key message, BSP Managing Director Josefa Elvira E. Ditching-Lorico shared that the BSP is exploring strategic partnerships with key organizations to widen the reach of information on currency-related matters.

“The BSP also enjoins the banks and the general public to ensure that the life of notes and coins is

extended, by deterring unacceptable practices such as stapling and excessive folding of banknotes. Banks should also deposit or exchange on a regular basis unfit banknotes and coins with the BSP,” she added.

Lorico is optimistic that the partnership will succeed in its mission of reinforcing positive change in Filipinos in handing Philippine banknotes and coins.

The BSP continued its information campaign in Baguio City on March 14 to 16, 2019 as CNCP-related collaterals were featured in a booth and distributed to bankers during the 30th BAIPHIL National Convention at Baguio Country Club.

P50-M smuggled exotic animals seized in DavOr

DAVAO CITY -- Authorities on Monday confiscated 447 exotic birds and animals worth PHP50 million in Barangay Dahican, Mati City, Davao Oriental.

Among the seized species are black palm cockatoos, wallabies, and echidna that were believed to be smuggled from Indonesia, said Col. Marcial Magistrado, director of the Davao Oriental Police Provincial Office.

Monday’s operation led to the arrest of the two caretakers, identified as Jomar Lumakore Toledo, 34, and Rompas Manindig Lumakore, 25, both residents of Barangay Calumpang, General Santos City.

Magistrado said the police will be filing charges against the arrested persons for violation of Republic Act 9147 or Conservation and Protection of Wildlife Resources and their Habitats.

Magistrado said the two suspects were reportedly being paid to feed the animals, which were already in the area for a week.

Each bird species and animals were identified and tagged by the team from the Biodiversity Management Bureau and the Department of Environment and Natural Resources-Region 11, led

by Dr. Rogelio Demelletes.

The species were identified according to the Convention on International Trade in Endangered Species (CITES) category.

Banana growers want PH, Japan officials resolve ‘protocol issues’ DAVAO CITY -- Banana industry players in Mindanao wants the Philippine government and Japan’s Ministry of Health, Labor and Welfare (MHLW) to meet and resolve protocol issues surrounding the banana export industry.

In an inter vie w on Tuesday, Pilipino Banana Growers and Exporters As-

sociation (PBGEA) executive director Stephen Antig underscored the importance of the protocol issue, adding that this can only be done through government-togovernment action.

Antig said the protocol issue was raised in August 2018 on Fipronil exceedance of the Maximum Residue Limit (MRL) after Japan

Davao’s durian production Davao student down by 20% due to El Niño wins bronze in DAVAO CITY -- A local durian fruit producer here has lamented the impact of the El Niño phenomenon to the fruit production, expecting a plunge by 20 percent.

Candelario Miculob, president of the Durian Industry Association, warned that if El Niño will prolong, durian production could further go down by some 40 percent.

Miculob added that about 16 to 18 of the 20 tons of durian that can be produced from a 3,000-hectare durian farm could further decrease in the coming months because of the dry spell.

Also, Miculob said farmers are not able to apply fertilizer because the trees just came out of the fruiting season.

The three employees who stated that they never met Tamayo in person and only contacted him via Facebook messaging app, Messenger, became further suspicious upon checking his Facebook profile which was found to be lacking in content and was also created just recently. Tamayo later deactivated from Facebook which solidified one of the employees’ suspicion that what they were doing was supposed to be a scam.

Though no one filed a lawsuit against anyone, the PNP decided to file a report about the case and is asking the people to be extra cautious when dealing with money matters.

EcoWaste Coalition deplores online sale of mercury-containing skin whitening products 10 April 2019, Quezon City. The EcoWaste Coalition, a non-profit environmental and health group, has lambasted the sale of mercur y-laced skin lightening cosmetics by third-party sellers in popular e-commerce sites.

“We find the unabated sale of dangerous skin whitening products in online shopping sites deeply disturbing and unacceptable,” said Thony Dizon, Chemical Safety Campaigner, EcoWaste Coalition.

“These popular e-commerce platforms should not allow their sites to be used for the unethical and unlawful trade of cosmetics that can expose their customers to mercury and put their health and the environment at risk,” he emphasized.

“C ons i d e r i ng t h e susceptibility of online shoppers to fall victims to deceptive advertising and to adulterated and counterfeit goods, we ask e-commerce sites to police goods being sold by third-party merchants while our policy makers craft necessary regulatory controls,” he added.

“As top e-commerce websites in the country, we call upon Lazada, Shopee and eBay to show their support for the Minamata Convention on Mercury by promptly taking down third-party ads for mercury-laden cosmetics,” he said.

The Minamata Convention, which the Philippine government has already signed but not

yet ratified, has targeted a global phase-out of skin whitening cosmetics such as creams, lotions and soaps with mercury above one part per million (ppm) by 2020.

Cosmetic Directive, mercury is not allowed as ingredient in cosmetic product formulations.

Chemical screening conducted by the EcoWase Coalition using an X-Ray Fluorescence (XRF) device detected high concentrations of mercury on the other products such as Ailke Boost Luster Superior Whitening (31,100 ppm), Aneeza Gold Beauty Cream(21,600 ppm) and Meiyong (Seaweed) Super Whitening (1,563 ppm), which the FDA has yet to ban.

Mercury in skin whitening products inhibits the production of melanin pigment leading to a “fairer” skin tone. However, mercury can cause damage to the nervous, immune and renal systems, and also cause skin discoloration, rashes, and scarring, as well as reduce dermal resistance to bacterial and fungal infections, the EcoWaste Coalition said.

Mercury can also affect the endocrine and reproductive systems.

Studies have shown that increased mercury levels in the body have been linked with hormonal and menstrual disorders, infertility and miscarriage.

“Babies in the womb are not spared as mercury can cross the placenta during pregnancy and affect the developing brain and nervous system causing cognitive development problems. Fetuses, infants and young children are susceptible to mercury toxicity,” the group said.

“We’re still lobbying for Congress to pass additional sin taxes revenues. We need to monitor and have an aggressive monitoring mechanism that will allow us to tweak and revise our provider payment mechanism and how we finance our primary health care packages,” he said.

In his speech, World Health Organization Regional Director for the Western Pacific Takeshi Kasai said the UHC law is a critical step in achieving healthy Filipinos for the prosperous future of the entire country.

IoT can be best implemented with 5G network with its high-speed connection, massive capacity network, and low latency.

CCTVs, traffic surveillance cameras, water level sensors, street lights, parking lots, and even garbage bins, can be turned into smart devices and be connected to IoT. These smart devices in a city can gather data and send information to a command center.

Through 5G connection, these data are sent real-time, while images are in high quality.

For instance, data from traffic surveillance cameras can determine traffic jams in the city. As the data is sent to the command center immediately, authorities can carry out necessary actions to resolve traffic jams quickly.

Data sharing with the command center on available parking slots in all parking spaces in the city will also help in making driving more efficient, as motorists can go directly to parking spaces that can accommodate cars instead of going around and finding parking slots. This can be done by posting the available parking spaces in apps or electronic in formation boards in the city. Huawei has done this intelligent parking system with Shenzhen Traffic Police.

In Amsterdam, Huawei has created a smart two-way radio, which can send high-definition images and live videos to the command center. This innovative solution can report urgent situations to the command center in real-time and accelerate emergency response with faster connection and reduced delay that can be provided by 5G network.

5G-enabled surgery Through the high-speed internet connection provided by 5G, remote surgery is now possible and will be the future in the field of medicine.

Just last month, Huawei powered two 5G-based surgeries in China.

First is a hepatic operation, where the patient was in Shenzhen People’s Hospital while the surgeon was based in Tsinghua Chang Gung Hospital in Beijing. The patient and the surgeon were over 2,000-kilometers away from each other. The Beijing-based surgeon was able to give instructions, as 5G technology delivers high-definition images via live-streaming with low latency.

A deep brain simulation implant was also done last March through the help

of 5G technolog y. The patient in Hainan Province received the surgery manipulated by a surgeon based in Beijing, which is 3,000 kilometer away from the south province of China.

Given the quality of service provided by 5G, telemedicine solutions can be rolled out effectively in the future. This will allow patients and doctors to have medical consultations through video conferences by using tele-consultation devices and medical imaging devices. This can also enable mobile first aid for emergency cases.

Better access to education 5G can also improve inequalities in education by providing access to rural areas.

In the less developed areas in Sichuan Province, Huawei was able to set up interactive video classes.

This was made possible with the strong frequency in 5G technology that can reach even to far-flung areas.

This has helped teachers spend their time in preparing their lessons rather than traveling far to get to a physical classroom.

According to Huawei, virtual reality (VR) and augmented reality (AR) are possible technologies that will shape the education sector in the future through 5G. The Chinese firm said it will continue to prioritize investing in R&D for 5G as it plans to spend USD10 billion to USD20 billion annually on R&D in the next five years.

It also builds a campus in Dongguan, Guangdong Province for its workforce in R&D, providing them European-inspired facilities and environment.

Around 20,000 of Huawei’s R&D employees are working in Dongguan. The campus can accommodate up to 25,000 workers.

Moreno, allies turn table on rival for ‘false claims’

LLIES of Mayor Oscar S. Moreno and officials of City Hall are taking to task a mayoral candidate for making false claims in his campaign.

During last Saturday’s debate among mayoral candidates sponsored by dxIF Bombo Radyo Cagayan de Oro, the incumbent mayor pointed out that the opposition candidate kept repeatedly harping about the cases lodged against him at the Ombudsman and the Sandiganbayan when most of them had been ruled in Moreno’s favor.

Allies of Moreno have responded to claims of La Vina by asking the bitter rival of Moreno: If you insist ‘kawatan’ si Moreno, unsa man iyang gikawat?

City Engineer Ronald Pacuribut belied La Vina’s

claim that the the classrooms are overpriced by P1 million each. Aside from the COA findings our classrooms are cheaper, they can be no truth to Lavina’s claim that the classrooms are overpriced by P1 million each. The Moreno administration has built over 600 classrooms from 2013 to the present.

The COA in region 10 said that the equipment rental “It is incontrovertible that services have been rendered, services of equipment not found exceeding the prevailing rental rules, benefits enjoyed by the public, and the accomplishments duly recognized and cited.”

In the Ajinomoto case, what did the Court of Appeals say? he asked again: “The CA in dismissing the case said the city gained additional P300,000 from the tax collection case.”

The mayor recently called on city residents to hold the opposition Padayon Pilipino bloc accountable for repeatedly blocking his program such as the dumpsite closure and reopening of new landfill, the expanded PhilHealth coverage for indigents and modernizing of the JR Borja City Hospital.
