INCUMBENT Cagayan de Oro City Mayor Oscar S. Moreno recently expressed confidence the slew of cases filed against him by the opposition party would ultimately be dismissed.

“It’s true a lot of cases have been filed against me but almost all have been dismissed,” Moreno said during the Mayoralty Debate sponsored by dxIF Bombo Radyo last Saturday, April 6.

Moreno is optimistic none of the cases would prosper since these were obviously politically-motivated. He identified former city mayor Vicente Emano as the mastermind behind the filing of charges almost every month to malign him and his leadership of the city.

deno, Moreno’s chief legal counsel, said of over 100 cases filed again the chief executive and his key officials by parties in the opposition, only 16 are still pending.

“Because they can find nothing adverse against him, they trump up charges against Mayor Moreno -- in a way, weaponizing legal cases, which is bad for our justice system,” said City Administrator Teodoro Sabuga-a, Jr. “All these cases are baseless, unfounded and meant to drag him down.”

DSWD warns public vs illegal cash collection for Marawi IDPs MARAWI CITY -- The Department of Social Welfare and Development (DSWD has warned the public, specifically the Marawi internally displaced persons (IDPs), against the questionable collection of a certain amount from the agency’s cash assistance beneficiaries.

In the recent release of P73,000 cash assistance for

the residents of the most affected area (MAA), some individuals reportedly asking the amount of cash from the beneficiaries.

In an advisory issued by the DSWD, it said: “none from its office should be doing such activities and it is against the government rules and regulations.”

Meanwhile, the DSWD has warned any person or

group not to use the DSWD program for political campaigns, as the agency is a non-partisan government organization.

It also urges the public to report any unscrupulous individuals, organizations or groups using the agency’s name in asking for donations/collecting fees and/ or naming the DSWD’s project/program as a coun-

terpart.

PBSP to push for Marawi ‘Tibayaniyahan’ project ILIGAN CITY -- The Philippine Business for Social Progress (PBSP) has partnered with the Republic Cement for the implementation of “Marawi Tibayanihan” project.

This project aims to provide alternative livelihood support to the internally displaced persons (IDPs) to assist the in the rehabilitation of their homes destroyed by the Marawi siege.

Reynaldo Laguda, PBSP executive director, said, “there is an immense need that has to be fulfilled in regard to the rehabilitation of the war-torn city. From our experience after several missions in Marawi City, we have developed a more responsive framework to guide our member-companies and partner-donors towards a more holistic and collective response, supportive of the needs of the IDPs and local plans.”

Under the Tibayanihan project, a group of skilled workers on carpentry, masonry, electrical wiring, welding, plumbing, and painting, and among others will be trained to further enhance their skills in coordination with the Department of Trade and Industry (DTI) and Technical Education Skills and

The portal provides full disclosure of the local government units budget, finances, bids, and public offerings. Dominguez underscores SSS priorities under law

NEW Social Security Commission (SSC) chairman Carlos Dominguez III has emphasized the need to reduce the state-run pension fund’s overhead expenses and use digital tools to make it easier for its members to access services.

“We need to be very prudent in managing expenses because we are talking about the hard-earned savings of Filipino workers. The new SSS law has provided the means to beef up the pension fund through contribution rate adjustments. Our role now is to digitize processes that will make it easier for members to access services. Modernizing systems will also eventually save on costs and other operating expenses,” Dominguez said.

Based on the Social Security Act of 2018, Social Security System (SSS) is allowed to spend no more than twelve percent (12 percent) of the total yearly contributions plus three percent of other revenues for administrative and operational expenses such as salaries and wages, supplies and materials, depreciation, and the maintenance of offices of the SSS. SSS financial statements show that the pension fund utilizes an average of five percent of its total revenue for annual operating expenses since 2016.

Operating expenses of SSS amounted to P9.48 billion in 2016, P9.54 billion in 2017, and P9.76 billion in 2018.

As part of his mandate, Dominguez also wants to see more investments in information technology in support of the planned digital transformation of the pension fund.

MARAWI CITY, Lanao del Sur -- Bangsamoro Chief Minister Al Hajj Murad Ebrahim led the launching of the Bangsamoro Autonomous Region in Muslim Mindanao - Full Disclosure Policy Portal (BARMMFDPP) on Thursday, April 4, in Cotabato City.

The BARMM-FDPP is the first program launched by the Bangsamoro Government, through its Ministry of Local Government (MLG), that is designed to enable constituents to understand government

financial transactions and how the local government budget is spent and managed. It is based on the national government’s Full Disclosure Policy.

Go noted that while he had no political plans,

President Duterte prodded him to run for the Senate to serve the people in a greater capacity.

Nearly 18 months after ‘liberation,’ Marawi has yet to rise from the ashes of war ISLAMIC CIT Y OF MARAWI -- As the afternoon sun flared up to its scorching glory, internally displaced persons (IDPs) — mostly women since the men were away eking out a living — huddled under the shade of trees in the filthy “tent city” evacuation site in the village of Bito Buadi Itowa.

Like the city’s Ground Zero that is bereft of residents save for some stray dogs and cats, the tents, many of them tattered due to their exposure to the elements for almost two years now, are empty of people who sought comfort in a tree-shaded tent nearby.

“When it rains here, it leaks. When the sun is high, it is very hot inside. The heat is intolerable,” Norphia Dipatuan, mother of six lamented. The Dipatuans lived in Barangay Dagubduban until they were forced to flee in May 2017 – 22 months ago.

On October 17, 2017, President Rodrigo Duterte declared military victory against the Islamic Statealigned Maute and Abu Sayyaf groups which laid siege on the country’s lone Islamic City on May 23, 2017, after government’s failed attempt to arrest Abu Sayyaf Group leader Isnilon Hapilon, the Emir of the IS in Southeast Asia.

“Ladies and gentlemen, I hereby declare Marawi City liberated from the terrorist influence that marks the beginning of rehabilitation for the people,” the country’s first and only president from Mindanao, who claims to have a Meranaw bloodline, said.

However, it took over a year and several postponements later, for the Task Force Bangon Marawi (TBFM) to finally hold on October 30, 2018 its groundbreaking rites for the rehabilitation of Ground Zero.

As of end of March 2019, however, some 12,700 families or around 70,000 individuals out of 360,000 who were forced to flee Marawi in May 2017, continue to suffer in squalid evacuation sites like the Dipatuans, in transitional shelters, in relatives’ houses.

Still piled up in ruins nearly18 months after “liberation,” the 250-hectare Ground Zero, the former main battle area — now referred to as MAA or Most Affected Area – remains a horrific sight and the horizon offers little hope for the devastated city to rise quickly from the ashes of war.

As of posting time, the MAA continues to be a restricted area for its 27,000 residents across 24 villages , including the “renters and sharers” of commercial and residential properties.

To recall, the TFBM had negotiated with two different consortiums led by state-owned Chinese companies, to become the single developer for Marawi’s rehabilitation using the Swiss Challenge, a method where an unsolicited proposal for a public project is chosen and offered for matching by other proponents.

The negotiations did not succeed.

Drieza Lininding, chair of the Marawi-based civic organization Moro Consensus Group, blamed the negotiations with the Chinese firms partly for the delay in efforts to bring back the lost glory of the lakeside city.

It consumed a lot of time (that delayed the start of rehabilitation at Ground Zero),” Liningding said in an interview on March 20, at the sidelines of the first ever Congressional inquiry by the Lower House Committee on Disaster Management, Sub-Committee on Marawi Rehabilitation.

The first proponent, Bagong Marawi Consortium (BMC), was selected in March 2018 and three months later in June, the TFBM terminated negotiations with the group due to its “inability to submit legal, technical, and financial documents in proper form, to prove the Consortium’s Legal Capacity, Technical Capacity, and Financial Capacity — all requisites to

participate in the Joint Venture Activity as prescribed in the JV Guidelines.”

Led by China State Construction Engineering Corp. Ltd. (CSCEC), which is owned by the Chinese government, BMC is also composed of China Geo Engineering Corp. (CGC), Anhui Huali Construction Group Co. Ltd., TBEA Co. Ltd., and Shandong Jinyuan Homes Industry Development Co. Ltd. In 2009, the World Bank disclosed it had blacklisted CSCEC and CGC for allegedly conspiring with Philippines companies in rigging the bidding of road projects in the country partly financed by the international lender.

Local firms in the consortium were Future Homes Philippines Inc., A Brown Company Inc., H.S. Pow Construction and Development, and SDW Realty & Development Inc.

BMC filed a motion for reconsideration but the Bangon Marawi Selection Committee, the bids and awards body of TFBM, did not issue a final ruling, TFBM Field Office Manager Felix Castro, Jr., also an assistant secretary at the Housing and Urban Development Coordinating Council, told MindaNews in a text message on March 27.

“The motion of BMC is moot and academic with the shift of procurement (to public bidding). (We will) no longer (entertain a) single developer. But they could compete in the regular bidding process,” he added.

After BMC was disqualified, TFBM started negotiations with a consortium led by Power Construction Corporation of China Ltd. (PowerChina), another Chinese government owned company. The task force, officials said, terminated talks with PowerChina as the sole developer to avoid legal problems in pursuing the entire rehabilitation of Marawi by way of a joint venture agreement.

Even if the two Chinese-led consortiums are now out of the equation as a single developer for Marawi’s delayed rehabilitation, sentiments against China’s involvement to re-

build the city continue to drift in the air.

“No way. We don’t want Chinese involvement, especially state-owned Chinese corporations,” said civil society’s Lininding, when asked if they will still welcome Chinese contractors in the rehabilitation of their war-torn city.

Long wait Lininding lamented the long wait to return to their houses in MAA, and lashed out at the snail-paced efforts to reconstruct Ground Zero.

The debris management of Sector 1 — out of the nine sectors in the MAA — was awarded to FINMAT International Resources, Inc, a Filipino firm, which was suspended last December after it allegedly demolished houses without the consent of the owners.

To be sure, China had responded to calls to help Marawi recover from the scars of war, donating heavy equipment worth $3 million that have been deployed in the construction of transitional shelters outside Ground Zero. Beijing also committed a grant of P1.1 billion ($20.84 million) during the pledging session for the Bangon Marawi Comprehensive Rehabilitation and Reconstruction Program (BMCRRP) in Davao City last November.

A great dream begins with a dreamer

“Every successful person has a painful story. Every painful story has a successful ending.”

THIS is the speech that Agapito S. Suan, Jr. (my husband) delivered on April 9,2019 at the commencement exercises of the Asian Business Cabletow Cooperative Academy (ABCCA).

I am always inspired when I talk before young people, because you are teachable and open to new ideas. The youth are eager to learn, and you have the excitement and energy to put your knowledge to work. A wonderful future is in front of you.. and it’s so bright u have to wear shades. You are a powerful bundle of potential. You can be whoever you want to be. Everything you need to succeed is already inside of you. You are unstoppable!

Many of you are scholars of Tesda, and most of you come from a family challenged by poverty.

I can relate with that humble situation. You bring me back to those painful years 35 years ago, when I was a poor, struggling student without a cent in my pocket. At least you have the help of Tesda now. During my time, I alone carried the

heavy burden of education on my own shoulders. I only had myself to depend on.

I became a double janitor.

First for my tuition, and second for my board and lodging. We lived in the barrio, and the school was in the city.

Armed only with dreams, optimism and determination, I fought many trials, and with God’s help, I triumphed over them.

The pain was not wasted, it turned into gain. The cross I carried has transformed into a bridge to bring me over to the mountain of success.

Never look down on the day of small, painful beginnings. That is where success lives.

What is your definition of success? Your answer to this question is crucial. It determines how you will live your life, and it becomes the basis of your decisions.

This millenial generation define success as having fame, money and power.

A successful life is not just about getting rich. Those who have no money, think that money brings happiness. Those who have money, already knows that it does not. When you make money your priority, you might lose sight of the

important things, such as health, family, peace of mind or your dependence on God. In the end, success by the world’s standards don’t matter. It’s like building your life on a foundation of shifting sands. A chasing after the wind. It will only bring you a lifetime of regret and unhappiness.

Of course while we live in the world, we will need money. But it is only a tool, not the purpose of life.

Some of you are still confused about your goals and life’s purpose. If you want to discern God’s purpose for you, look at your talents.

Your gifts and abilities will guide you to your place of divine assignment.

I’ve often been asked what is the secret to my success? It’s not a secret.

Everybody knows it, but they just don’t do it. My secret is found in these two difficult words: hard work.

The price of success is hard work. Add to that.. perseverance, sacrifice, and most of all, love for what you are doing. When you have applied the best of yourself to your work, whether you win or lose, you are a success!

I have 3 practical advise in order to accomplish your dreams. Remember the initials: S.U.D.

If you dont like where you are, then change it. You are not a tree. Dont just stand there. You can move!

Your most urgent priority is not your work. Your first and biggest project is yourself. Invest in your own self-development. You are the only one responsible for your personal growth.

Not your parents, not your teachers, not your friends.

-oooWHY WATER IS VERY SCARCE IN RP TODAY: Whether our readers here at “Kakampi Mo Ang Batas” will believe it or not, there is a point of view that the lack of water or water shortage which many places in our country are experiencing this year, 2019, is a curse or punishment from God because many people are no longer disposed to fulfilling their duties as believers, particularly the duty to help churches.

I am aware that many will object, or will criticize, what I am saying here, but I wish to reiterate that this is not my own assertion. I am not the one saying that

the current water lack or water shortage at present, particularly in the National Capital Region, or Metro Manila, is a curse or punishment from God. What I am asserting here actually came from the Bible, the basic book that should be studied furiously and obeyed carefully by those who call themselves Christian believers. The Bible says that the reason why not even a single drop of dew has come to our nation and has caused our crops to wither and yield no harvest is our having turned away from God, and unwillingness to help in His church.

BARMM holds mango festival in Maguindanao

DATU ODIN SINSUAT, Maguindanao -- Officials from the Ministry of Agriculture, Fisheries and Agrarian Reform in the Bangsamoro Autonomous Region in Muslim Mindanao (MAFAR-BARMM) on Sunday led a mango harvest festival here, showcasing the province’s potential of becoming a major player in the country’s mango industry.

The event was held in Sitio Kawa, Barangay Bugawas here, inside the five-hectare mango plantation owned by Nasrudin Salim.

“S a l i m’s p l ant at i on with 120 mango trees can produce at least 30 metric tons of mangoes ready for export,” Dr. Kadiguia Abdullah, head of Regional Agriculture and Fishery Information Division (Rafid) chief, told local reporters in an interview Monday.

of intervention from the region’s agriculture office.

MANILA -- There will be sufficient number of health workers to carry out all health care services in line with the full implementation of the Universal Health Care (UHC) law, a Department of Health (DOH) official said on Monday.

During the UHC forum in Malate, Manila, DOH Undersecretary Mario Villaverde said the agency already has a human resources management plan, which would ensure the equal distribution of health workers and the creation of additional human resources for health.

“The law is clear when it comes to government scholarship programs, and I think there is already a start up here, the DOH is implementing a medical doctors’ scholarship program. And, we’ll be linking all scholarship programs to deploy all necessary human resources for health,” he said.

MANILA -- The Department of Energy (DOE) on Monday assured the public that measures are being jointly undertaken with power industry players to ensure sufficient electricity supply this summer in light of shrinking reserves, especially during peak consumption hours.

This, after the National Grid Corporation of the Philippines (NGCP) declared a Yellow Alert in the Luzon Grid from 1 p.m. to 3 p.m. due to high projected system demand. A Yellow Alert means low power reserves.

Some generators also registered outages and these are the South Luzon Power Generation Corporation (SLPGC) Unit 2 in Calaca, Batangas due to vibration in primary air fan, the Pagbilao Unit 3 in Quezon province due to boiler slagging, South Luzon Thermal Energy Corporation (SLTEC) Unit 1 in Calaca, Batangas due to boiler tube leak, and

Tiwi Unit 1 in Albay due to maintenance outage.

There were also derated power plants during the day and these are the Malaya Unit 1 in Rizal province due to isolation of high-pressure heater and the Calaca Unit in Batangas due to half condenser operation.

Malaya’s installed capacity is 300 megawatt (MW) but its declared capacity during the day was only 150MW. Calaca U2’s capacity is also a 300MW plant but its declared capacity dove to 200MW. The Energy Department said industry players have vowed the continued management of plant maintenance schedules, optimization of existing hydroelectric power plants, upgrading of electricity facilities, preparation of available generator sets for any untoward outages, participation of big establishments in the Interruptible Load Program (ILP), and the continued call for efficient energy use.

MORE Filipino English teachers will soon have the opportunity of working in Thailand with the advance of bilateral talks between the labor department and the Thai Ministry of Employment.

Labor Secretary Silvestre Bello III on Friday said an agreement governing the deployment of English teachers may be signed in the coming weeks to meet Thailand’s requirement under its “English for All” Project in the area of Eastern Economic Corridor (EEC).

“Filipino teachers are the preferred nationals needed by the government of Thailand because of the excellent English proficiency and competence of our teachers,” Bello said.

Under the proposed agreement, Filipino teachers will be hired by the Thailand’s Ministry of Education to teach students in primary and secondary levels in government schools.

Receives Rubber farmers from Zambo PSBank Highest Credit Rating Sibugay gets boost from DAR PIÑAN, Zamboanga del Norte -- The income of Zamboanga Sibugay farmers is expected to increase after the Department of Agrarian Reform (DAR) recently turned over P1.2-million worth of farm machineries to agrarian reform communities (ARC) here.

“Our aim in providing these machines is to improve the rubber production of farmers by enabling them to have sufficient production, thereby increasing their income,” DAR Secretary John R. Castriciones said.

The equipment turned over were 37 units of grass cutters, seven fogging machines, and seven augers or drilling devices. These were distributed to the Salipyasin ARC cluster which covers the municipalities of Tungawan, R.T. Lim, Ipil, Titay, Naga and Kabalasan.

The Salipyasin ARC cluster is an agrarian area with rubber as its primary crop.

Castriciones said the farm machines were purchased and distributed to the ARC cluster through the DAR’s Project Convergence on Value Chain Enhancement for Rural Growth and Empowerment or Project ConVERGE. It is aimed at improving rubber

Lesser durian supply due to dry spell DAVAO CITY -- The durian industry in the city is seeing a reduction in the supply of durian due to the long dry spell.

Larry Miculob, president of the Durian Industry Association in Davao Region said that with the limited supply of durian, there will be a spike in the prices of durian in the market.

He said that currently, the prices of durian will be from P40 to P50 per kilo

with the bulk in production happening in August 2019, during the Kadayawan Festival.

Miculob said that there might also be a reduction of durian produced by 20 percent which had a total yield of 24 metric tons in 2018.

“We project a twenty percent reduction of the total yield from 24 metric tones in 2018 to 15.2 metric tons in 2019,” he said.

Miculob said that if

the long dry spell persists, most of the durian trees will deteriorate due to the lack of moisture thus reducing the number of productive trees.

He said the production of durian fruits will decline eventually due to the drought.

Miculob said the durian industry will suffer without water.

“We do not have the capability to water our durian trees since all the

creeks are also drying up,” he said.

Miculob urged the durian farmers to make use of coconut husks in protecting the roots of the durian trees.

He said it reduces the speed of evaporation from the roots of durian trees.

Dubbed as Major, Major Weight Loss Camp, the training will be conducted into two batches, April 10-14 and May 15-19.

The fitness activity will include physical conditioning, army dozen exercises, military basic

As an individual, we have flaws in life. We faced a lot of difficulties and hardships as we go on through our life adventures.

We committed failures

while trying to reach success and that is something that we don’t need to worry about for failures are part of success!! Truth be told, no one has ever been successful in this challenging world without confronting failure. And it depends on one’s decision if he/she will stop or will go on. For other people says that it is not just a matter of faith but it is also a matter of choice.

Facing struggles are part of success, right? Though, all of us face problems and failures but not all of us are successful. Thus when can we say that a certain person is successful?

Every person has their own definition of success.

Teachers could say that

becoming a principal or a schools division superintendent is already an accomplishment. Policemen could also say that being promoted to a higher rank is part of their success. While doctors considered successful operations as a great fulfilment.

Businessmen of the other hand considered building new branch or opening a new business as an achievement. As for students, being able to graduate is already a great attainment. See? Every person has their own version of success.

WITH high tuition nowadays in college, students need to be productive citizens after graduating.

But it doesn’t begin there actually. The government has already offset the cost of basic education in the country up to two years

in senior high. Take note that in senior high, students are trained how to act as adults and how to work.

Aside from that, they are handed out actual skills so upon graduation from high school, they can compete with adults already in the

workplace. In short, the country’s government spends millions in pesos investing in the education of these kids. That’s why they need to become productive citizens immediately after graduation. That’s the only way they can repay society. True, it is the duty of government to provide basic services to the people which includes

education of course. But it is also the responsibility of the recipients of this education to act as what the rest of the community is doing – to be productive citizens.

Here comes the role of values education. The most basic value a student must uphold is to study diligently so he can graduate in time.

Lininding thanked Beijing for her “heartily given assistance” to Marawi, which administration officials attributed to be one of the results of the warming up of relations between China and the Philippines after Duterte’s pivot to the former as part of his pursuit of an “independent foreign policy” during his first year in office.

Further stressing opposition to Chinese involvement in the rehabilitation of Marawi, Lininding cited that China has built a “notorious reputation” in terms of investing in other countries, referring to Sri Lanka, which was struggling to pay over $8 billion it owed to state-owned Chinese firms. It was touted as a “debt trap.” In December 2017, Sri Lanka handed over the strategic Hambantota port to a Chinese firm on a 99-year debt-for-equity settlement. The deal was valued at $1.1 billion.

“We are afraid, especially we have Lake Lanao as a resource. We don’t want to see Chinese firms taking control of (the lake) if we can’t repay the cost they will incur in rebuilding our city,” Lininding told MindaNews.

“A gift from the Chinese government” Lake Lanao is the second largest lake in the Philippines and the largest in Mindanao. It is a major source of hydropower in the south.

But Li Lin, consul general of the recently-opened Consulate General of the People’s Republic of China in Davao City, said Beijing wants to help rebuild Marawi in a bid to strengthen their improving ties with Manila, laughing off the anti-Chinese sentiments in Marawi as “baseless.”

“The support from China to participate in post-war Marawi… is a gift from the Chinese government.

Apart from that, probably there would be some cooperation projects plus private sector and state-owned companies that will invest in Marawi.

For one, China will donate a fund for the construction of a bridge inside Ground Zero, Li said, wondering — in response to anti-Chinese sentiments in the Islamic city — how such a project from China would put Marawi at risk.

He lamented that China or stateowned Chinese companies are being made the scapegoat for the delay to rehabilitate Marawi.

“I hope this is from a small number of people misled by Western media, or stories told by opposition parties.

It sounds very strange to me. (Even) if it is a general public opinion, that you have this kind of worries, or even this strong sentiment against (China), this is “groundless,” Li said.

He reiterated the help for Marawi to rise from the ashes of war from the Chinese government and people “is very sincere.”

The overall financing requirement also includes the P6.9 billion ($130.64 million) in humanitarian assistance required during the early stages of the recovery program for Marawi.

During the pledging session in November in Davao City, P35.1 billion ($665.20 million) were raised for BMCRRP, of which 32.7 billion ($619,73 million) or 93 percent is in the form of concessional loans from international lenders and foreign

governments. The rest, P2.4 billion ($45.50 million), are grants from China (P1.10 billion or $20.84 million) and Japan (P928.38 million or $17.59 million).

The P35.10 billion in loans and grants generated during the pledging session in Davao City last November would cover around 75% of the BMCRRP funding requirement.

So far, the global community contributed humanitarian assistance worth at least P6.9 billion ($130.64 million) for relief operations, DoF data showed.

Lininding lamented the lack of progress at Ground Zero and the fact that at least 27,000 people have not been allowed to return to their homes there nearly 18 months after “liberation.”

On March 20, residents, including students, peacefully marched in the streets of Marawi to demand that they be allowed to return to their homes ravaged by the urban warfare that left 1,100 people dead, mostly Islamic militants.

The protest action was held in time for the first ever Congressional inquiry by the Lower House Committee on Disaster Management, SubCommittee on Marawi Rehabilitation.

The hearing, attended by hundreds of residents, gave the locals the venue to ventilate their dissatisfaction, anger and frustration, among others, over the slow pace of rehabilitation.

Abdul Hamidullah Atar, the Sultan of Marawi, chided the government for failing on its promise to expedite the rehabilitation of their city, stressing that thousands of families are still languishing in various evacuation and transitional shelter sites that have ”dehumanized” them for the past two years.

Stakeholders as decision-makers “We wanted to see stakeholders’ actually taking part in decision-making to chart the rehabilitation and reconstruction of their respective homes and the city,” Atar said in a manifesto submitted to the legislative inquiry.

In a separate interview, the sultan lamented the lack of consultation on the master development plan for the MAA, a claim that TFBM officials denied in several public occasions.

“What happened was a presentation and not consultation of the MAA rehabilitation plan to the public,” he told MindaNews, pointing out TFBM’s MAA master development plan was the same as the one crafted by the Chinese-led Bagong Marawi Consortium.

The master plan was rammed into our throats because there was “no real consultation” with the locals, he said, asking, “Did they consult with the landowners, for instance, where the studio or the museum will be built?”

TFBM now refers to the MAA master plan as the Marawi RISE Plan, with R standing for resilience, I for identity, S for sustainability, and E for evolution.

Atar said local contractors should undertake the rehabilitation of Marawi, and not foreigners.

Like Lininding, Atar worries over Chinese involvement in the rehabilitation of Marawi.

“Many Meranaws (or the people of Marawi) refuse to have Chinese contractors (take part in the reconstruction of the city),” the sultan said.

He feared that if contractors from China will bag the rehabilitation project, they will bring in Chinese workers, citing the rush of Chinese workers to the country employed in offshore gaming operations, that might render local construction workers jobless.

The traditional leader appealed that Marawi residents be given the priority in the hiring process once rehabilitation work goes full throttle to help them get back on their feet.

Consul General Li said construction workers “would be majority Filipinos in case Chinese firms would undertake construction projects in Marawi.”

But when can Ground Zero residents go back to their homes?

Home by September?

Secretary Eduardo del Rosario, TFBM chair and the country’s housing czar, set the deadline for the clearing of debris and unexploded ordnance this August 30.

Wednesday, April 10, 2019 said that MAA residents will be allowed to return by the “first week of September” to repair their destroyed properties.

Residents of the least affected areas of the MAA might even be allowed to return “as early as July,” but they need to get permits first from the city government before they can repair their properties, he added.

Del Rosario set the completion of Marawi’s total rehabilitation “by December 2021,” even if reconstruction works at the MAA is not yet in full swing.

An estimated three million tons of debris were left by the Marawi siege at Ground Zero.

As of March 20, 49 unexploded ordnance (UXOs) have yet to be recovered from the 70 UXOs dropped by military aircraft, the main reason why, according to del Rosario, residents are not allowed to return back to their homes at Ground Zero.

Doubts were also raised for the return of the IDPs to Ground Zero in September since of the 6,861 structures, only 610 owners, or less than 10%, have given their consent for the demolition of their structures as of March 15.

But for Norphia Dipatuan, the mother of six who continues to suffer the harsh life at the “tent city” evacuation site especially as food rations are getting scarce and the basic necessities are lacking, she prays they can, indeed, return to their village by September so that she can return to selling cooked food and start rebuilding their broken lives.

Beneficiaries of this project are expected to become part of the “Tibayanihan” crew, which soon be tapped for construction services in Marawi City.

The “Tibayanihan” crew will be endorsed to the stakeholders, local government units and to the Task Force Bangon Marawi (TFBM).

The project implementation also includes repair and reconstruction grant to the displaced families who do not have the capacity to pay for construction labor and materials of their ruined homes.

IDPs will undergo property assessments to know their home condition and assess the required repairs.

Target beneficiaries Meanwhile, the project targets the residents of Barangay Raya Saduc, Barangay Bubonga, and Biyaya ng Pagbabago Transitional Site (Area 1) in Barangay Sagonsongan to benefit from the reconstruction assistance.

“This is not just an investment in rebuilding Marawi’s infrastructure, it is also an extended hand to families in desperate need to keep on facing another day.

Rebuilding stronger homes is all about strengthening families, and in turn, building a stronger Republic,” Francis shared the Republic Cement Inc. is committed to support Marawi rehabilitation.

Also, Laguda reiterated that there is a bigger accomplishment when everyone works together.

These services and claims can be made thru the SSS Website-My.SSS, the SSS Mobile App, Self-Service Information Terminal (SSIT), Interactive Voice Response System (IVRS) and Text-SSS. Other services that may be filed through these channels include filing of retirement claim applications, annual confirmation of (ACOP) program, request for branch appointment, inquiry on location of SSS branch, Member/ Employer/Household Employer, feedback submission, inquiry on SS information, Personal Equity Saving Option (PESO) fund enrolment, Flexi-fund enrolment and requesting of records.

Last January 2018, SSS made a bold move in its digital platform when it implemented the RealTime Processing of Contributions (RTPC) program wherein contribution payments are posted immediately through the use of a Payment Reference Number (PRN), thereby avoiding delays in the processing of benefits because of unposted contributions.

Under his leadership, Dominguez wants to reinforce the twin messages that SSS helps its members save for tomorrow while providing them with easy access to services today. “What you put in SSS as savings today is what you will receive in benefits in the future. The increase in contributions is an opportunity for members to save more for contingencies, and particularly for retirement,” he said.

SSS’ contribution collection in 2018 jumped by over P22 billion to P181.92 billion in 2018, up by 13.89 percent from the P159.72 billion recorded in 2017.

Moreno arose from the Mayor’s disapproval of a lease agreement between City Hall and Wishing Star Corporation for the use of a portion of the Carmen Market which the chief executive thought disadvantageous to the city.

In all the cases filed against Moreno, there was no evidence he profited and/or misused public funds. The equipment rental cases when he was governor of Misamis Oriental was twitted as irregular because there was no bidding, although existing procurement laws allowed other options such as “shopping,” under certain conditions.

The Commission of Audit regional office in Northern Mindanao stated a report that: “It is incontrovertible that services have been rendered, services of equipment not found exceeding the prevailing rental rules, benefits enjoyed by the public, and the accomplishments duly recognized and cited.”

Mordeno said he is confident Moreno will overcome these legal cases which he said are actually politically-motivated.

Guiliani filed the Ajinomoto tax settlement case, the administrative and criminal aspects of which have been dismissed by the Court of Appeals and the Office of the Ombudsman, respectively.

The administrative aspect of the 24 cases for alleged equipment rental when Moreno was still governor of Misamis Oriental have been merged into one case by the Court of Appeals which also issued a Writ of Preliminary Injunction on the cases that meted the mayor with the penalty of dismissal and perpetual disqualification from public office.

Two of the 24 criminal cases have been dismissed by the Sandiganbayan and the remaining 22 consolidated into one case.

The cases filed by Beja for augmentation of budget for the successful sports program of the mayor have also been dismissed, as have been another two filed by Acenas.

Moreno, who is the standard bearer under the administration PDP-Laban, is seeking re-election for his 3rd and last term, with a platform touting the need to complete what remains unfinished from his first two terms.

These include building over 600 classrooms in 15 school campuses around the city; modernizing the 200-bed JR Borja Memorial City Hospital; constructing of two 50-bed hospitals to relieve congestion in the Northern Mindanao Medical Center and city hospital; concreting of around 175-kms of farm-to-market roads; distribution of over 2,000 land titles to informal settlers; and the construction and operation of a Sanitary Landfill that is compliant with RA 9003.

He said they would conduct weekly red tide monitoring activities to update the consumers on the red tide, also known as algal bloom, which occurs when there is a large concentration of aquatic microorganisms called “dinoflagellates and the bloom takes on red or brown color.”

He said BFAR has yet to determine what triggered the red tide in these areas in the testing scheduled this week.

Millana said fish and squids harvested from these areas remain fit for human consumption, provided they are fresh and washed thoroughly and their internal organs such as gills and intestines are removed before cooking.

He also advised consumers to avoid eating “aligue” in crabs and remove the head of the shrimps before consuming them.

Aside from the coastal areas of Santa Maria and Mati City, the BFAR also found that shellfish drawn from San Pedro in Western Visayas; Lianga Bay in Surigao Del Sur, and coastal waters of Dauis and Tagbilaran in Bohol had high PSP levels that were beyond the tolerable limit.
