CAGAYAN de Oro City–– With Mindanao’s power demand forecasted to increase by 2,600 megawatts (MW) in the next 18 years, proponents and advocates of clean renewable energy sources in the southern Philippine island are urging the Department of Energy (DoE) to follow its own Philippine Energy Plan (PEP) 2009-2030 and not add to the power woes of the country’s second-largest island group. The PEP 2009-2030 “ensures the best energy choices for a better quality of life” of Filipinos as well as highlights “the plans and programs of the energy sector to fuel support for the economic growth of the country for the period 2009-2030.” And for Mindanawons, the best energy choice is hydro power, which is abundant in Mindanao. Lanao poll execs protest gag order

ELECTION officials in Lanao del Sur have appealed to the Commission on Election en banc to set aside its plan to replace them as chairman of the election registration board. The officials called the move “an insult to their competence and a denial of their right to due process.” The ERB is set to meet on Nov 26 to 30 to approve or disapprove applications for registration filed during the registration of voters in the Autonomous Region in Muslim Mindanao last July. In a memorandum addressed to the Comelec en banc and signed by election officials in Lanao del Sur, led by Lanao del Sur Provincial Election Supervisor lawyer Nasib Yasin, they said they were “surprised” by reports of their replacement. “It is sad to note that the rationale of such plan is unknown to the undersigned personnel and still in quandary thereof, there being no information except through minute-resolution,” they said. SAN FRANCISCO, Agusan del Sur––Army soldiers wanted to become stakeholders to preserve the still endangered 1,700-hectare Mt. Magdiwata Watershed , the main source of potable water to thousands of residents here. A company-size of soldiers belonging to 75th Infantry Battalion have planted a hectare of Ma-

hogany tree seedlings inside the watershed together with officials of the San Francisco Water District and local government. Elmer Luzon, SFWD general manager, said the replanting of Mahogany seedlings is just an initial initiative of the Army unit since they committed to TREE PLANTING. Abandoned NPA rebel dispensary discovered

TROOPERS from the Philippine Army’s 3rd Special Forces Battalion discovered an abandoned New People’s Army (NPA) dispensary/camp capable of housing 50 rebel fighters during patrol operations in the forested area of Kitcharao, Agusan del Norte early this week. Police, firefighters file criminal charges against ‘Aman’ Futures n Preliminary hearing scheduled in Cag de Oro on Nov. 27, 2012

TWENTY-ONE policemen and two firefighters have filed criminal charges against the Aman Futures Group Philippines Inc. with the Department of Justice (DOJ). Assistant State Prosecutor Edna Valenzuela said that the complainants came from Cebu, Pagadian City and Manuel Amalilio and 62 Misamis Occidental who others. “We have not yet totalled filed syndicated and large scale estafa charges against the number of complainants

because there are additional complaints being filed so we cannot keep track of the exact number of complainants and even number of respondents,” Valenzuela said. But Valenzuela said the new complaint was filed Wednesday by 23 persons against 63 respondents. The complainants sought the help of the Philippine National Police Criminal

Investigation and Detection Group (PNP-CIDG) in filing the charges. According to Valenzuela, all the three complainants are PNP personnel with the rank of SPO1 to SPO4. Inventor inspires fellow Tacurongnons

TACURONG City - “I am proud that I have come from Tacurong. This is where I was able to establish my strongest foundations,” said inventor Elma Arboleras. In 2011, Ms. Arboleras and co-inventor Rodel de Guzman, won the gold medal in the 11th British Invention Show with their invention, called iBus or the Intelligent BUS Utility System, a bus monitoring and management system that can make the buses load and unload passengers at designated areas only. “When you see a problem, you should see it as the best opportunity to improve,” Ms. Arbolera said in her inspirational talk during the LGU’s flag raising ceremony on November 19, 2012. 745 families displaced by floods in Davao Region By: Jeanevive D. Abangan TAGUM CITY, -- Floods affected a total of 745 families when an inter-tropical convergence zone last November 20 (Tuesday) brought heavy rains to the provinces of Davao del Norte, Compostela Valley and Davao Oriental. Reports from Office of Civil Defense (OCD) XI Regional Director Liza R. Mazo said these families were residents of 32 barangays in nine towns of the three flood-affected Davao Region provinces. Davao Oriental was hardly hit as two persons drowned with one still missing as of this writing. Casualties were identified as Nicholas Rota, 11-yearold resident of Barangay Poblacion in San Isidro and Romeo Luis, 55-year-old resident of Barangay Kabagayan, Tarragona. Missing was Dindo Ugapang, 15 years of age and resident of Barangay Bitaogan in San Isidro, also in Davao Oriental. In Compostela Valley, a total of 428 families were affected in nine barangays of the

towns of Compostela, Montevista, Monkayo, Nabunturan and New Bataan. Mazo revealed that Provincial Gov. Arturo T. Uy , at the height of raining yesterday, issued a memorandum suspending classes at all levels and stopping mining activities in the entire province of Compostela Valley. Incident Command System (ICS) in affected towns were then activated and the Compostela Valley Emergency Rescue Team (COVERT) was then deployed to flooded areas to assist MDRRMC operation. In Davao Del Norte, a total of 17 families experienced flooding yesterday in 11 barangays in the municipalities of Kapalong and Asuncion when Saug and Liboganon Rivers overflowed. At the surge of flood waters in both rivers yesterday afternoon, the Provincial Disaster Risk Reduction Management Office (PDRRMO) advised preemptive evacuation to keep residents along the river banks safe. Privatization of health services, a life and death issue for poor By BENJIE OLIVEROS of Bulatlat.com

GOVERNMENT health workers have been consistently sounding the alarm, especially these past few weeks, regarding the Aquino government’s plans to privatize the provision of health services. They have been holding lunch break pickets in various government hospitals, specifically in those that would be affected in the near future such as the National Orthopedic Hospital, which will be transformed into the Center for Bone Diseases and Trauma. But the mainstream media has not been reporting about it and public concern about this life and death issue is still wanting. The Aquino government, through Health Sec. Enrique Ona, has been denying this. Their packaging is that the government is just mobilizing resources from the private sector to invest in health services through public -private partnership schemes (PPP), with the government still retaining control through the Board of Directors. Just recently, Bayan Muna Rep. Teddy Casiño revealed that the Aquino government intends to do away with charity wards and replace it with PhilHealth wards. This was again denied by

the government. If we analyze all government pronouncements regarding the health sector, its plans would be clear. It intends to make government hospitals, especially the specialty ones such as the National Orthopedic Center and the San Lazaro Hospital, attractive to investors by allocating some budget for the improvement of its facilities while asking corporations to also do so. Corporations, under a deal with the government, would run these hospitals with the government retaining some seats in the Board. This is no different from what the Episcopal Church did with the St. Luke’s Medical Center, and look at where it is now. It was turned into a world-class hospital with its hotel-like appearance and modern medical facilities. But it is no longer affordable for the poor majority. Also, government health workers are reminding us of what happened to corporatized specialty hospitals such as the Philippine Heart Center, the National Kidney Transplant Institute and the Lung Center of the Philippines. THE Philippine National Police (PNP) on Wednesday released the year end bonus of its 148,000 active duty PNP personnel. PN P C h i e f D i re c tor General Nicanor A Bartolome said the 2012 yearend bonus consists of the remaining half of the policemen’s 13th month pay and other cash benefits mandated by law. The first tranch of this year’s 13th month was released by the PNP last May. Police Director Roque Ramirez, PNP Director for Comptrollership (TDC) said continuous form checks drawn from the PNP account with the Land Bank of the Philippines have been released by the PNP Finance Service to the different Police Regional Offices and National Support Units thru the Regional Finance Service Offices (RFSO) nationwide for subsequent issuance and distribution to individual personnel in lower units and offices. THE Department of Justice has created a fact-finding panel to investigate the reported new anomaly involving former officials of the Philippine Amusement and Gaming Corporation. It was earlier reported that Rodolfo Soriano, a former consultant of PAGCOR and known to be close to former PAGCOR Chairman Efraim Genuino, allegedly got US$ 5-million from a Hong Kong affiliate company controlled by an investor of PAGCOR in its project, Entertainment City in May 2010. In a two-page Dept. Order signed by DOJ Secretary Leila De Lima, designated as members of the panel are Atty. Marlon Tauli of the NBI Anti-Graft Division; Atty. Catherine Camposano, Executive Officer of the Internal Audit Unit of the NBI; and Senior Assistant State Prosecutor Rosalina Aquino from the National Prosecution Service. De Lima directed them to particularly focus on the alleged series of questionable payments made by Aruza USA to the former officials, employees and consultant of PAGCOR. Mindanao’s power deficiency climbed to 500 MW which caused 6 to 8 hours power interruptions in many urban areas in the island. And with the forecasted El Niño phenomenon to once again hit the region early next year, renewable energy proponents and advocates are urging the DoE to give equal priority to the construction of renewable power plants initiated even before the enactment of the Renewable Energy Law or RA 9513 to help mitigate the impact of the power crisis in the island. “The El Niño phenomenon is not new to Mindanao as it happened in mid-70s, early 80s and 90s,” said Greenergy Development, Inc. (GREENERGY) President Cerael C. Donggay. Donggay, former National Power Corporation (NPC) vice president for Mindanao, claimed that “the 2010 power crisis was not brought about by nonusefulness of hydropower plants but by the rising of power demand that exceeded total aggregate supply capacity. In fact, NPC and TRANSCO as early as 2004 already forecasted that power crisis would erupt in 4 to 6 years if no additional plant capacity would be developed. It happened actually in 2010.” GREENERGY and the First Bukidnon Electric Cooperative (FIBECO) have initiated the 300 MW Pulangi 5 Hydro Power Project. They have acquired 100 percent favourable endorsements from the 22 affected barangays as well as endorsements from four (4) Sangguniang Bayan of Kitaotao, Dangcagan, and Damulog of Bukidnon province, and President Roxas town of North Cotabato province. There is also the 132 MW Bulanog-Batang Hydro Power Project (BBHP) initiated by Donggay’s GREENERGY in 2005 with the cooperation of NORMECA (Northern Mindanao Electric Cooperative Association). DoE already issued clearance in 2005 for this project to proceed in preparing for development. These two initiatives, both in Bukidnon province, are “moves to localize and make independent Mindanao’s generation of power,” he said. Both these renewable hydro power projects “remain hanging” because DoE insists on subjecting them to public bidding, lamented Donggay. “Today, seven years after the Bulanog-Batang and four years after the Pulangi 5 project initiatives, DoE made the pronouncement that the granting of service contract is based on the guidelines of the RE Law (RA 9513), which took effect merely three years earlier, in 2009. The EPIRA stipulates only the conduct of bidding for the privatization and disposal of NPC-owned power plants and facilities that are operational. “Nowhere in the EPIRA states that potential hydro sites shall be subject to public bidding,” he stressed. The SFWD has been in the forefront of totally regreening the remaining open areas of the watershed since they began their reforestation project in 1997 aimed at rehabilitating initially some 928 hectares of denuded and open grasslands.

And these hospitals have not yet been opened up to a lot of private investors, but these have been corporatized, in the sense that their Board of Directors were given more powers such as in deciding to increase rates and were tasked with raising a substantial amount for their operational expenses. The rates of these corporatized specialty hospitals would certainly increase more with the entry of private investors. After all, corporations who would be willing to invest in erstwhile government hospitals are there to earn profits and not provide charity. What about the poor? Will charity wards have a place in corporatized and privatized government hospitals? Certainly not. This is the second part of the Aquino government’s design for the health sector. This is why there is truth in what Bayan Muna Rep. Teddy Casiño said that eventually charity wards would be removed. It would be replaced by wards catering to PhilHealth card holders. When the previous Arroyo administration began distributing PhilHealth cards in 2004, of course, it was part of its electoral campaign. However, it also served a long-term purpose: to replace the free provision of government health services with PhilHealth coverage. Notice that during the 2010 elections, the campaign promise of Benigno Aquino III was “health for all”, but immediately after, during his inaugural speech, this was changed to “PhilHealth for all.” The plan is that in a privatized health system, certain segments of the poor, perhaps the same Conditional Cash Transfer beneficiaries, will be provided with subsidized health services through the PhilHealth. All the rest would have to fend for themselves. The problem with the government’s thrust of replacing the provision of free government health services with universal PhilHealth coverage is: first. not all medical services and expenses are covered by PhilHealth; second, how could those belonging to the poor majority, but would not be chosen as beneficiaries of free PhilHealth coverage afford the monthly premiums? Even the premium of PhilHealth would certainly increase because surely, it would also be subjected to corporatization. It appears that the Aquino government is patterning the country’s health system to that of the US. In the US, there are no more government hospitals. To be able to afford health services, US citizens need to be covered by private health insurance, by Medicaid, which is jointly funded by the federal government and the state, or by Medicare, which is being funded solely by the federal government. Medicaid does not cover all poor citizens but certain categories of

eligible groups, including children, pregnant women, parents of eligible children, people with disabilities and elderly needing nursing home care. Medicare, on the other hand, covers people with ages 65 or older, people under age 65 with certain disabilities, and people of all ages with end stage renal disease. Thus, if one does not fall within the coverage of Medicaid or Medicare, is unemployed – and therefore, not covered by companysponsored health insurance – and could not afford the premiums of private health insurance, he or she would not be able to avail of health services. There are two things that are fundamentally wrong in the US health care system, which the Aquino government would like to emulate: it is being controlled by the private sector – corporate hospitals and health insurance companies – and therefore, geared toward profits; and it is not accessible to the poor majority. Is this what we want to happen to the country? If we let this happen, then more and more Filipinos would die of preventable and curable diseases, without ever being able to see a doctor. NBI-12 uncovers multimillion investment deals by Aman agents in South Cotabato GENERAL Santos City–– Around P888 million worth of investments were allegedly collected in the last several months by pyramiding investment firm Aman Futures Group Philippines Inc. through its agents based in nearby South Cotabato province. Timmy Rejano, supervising agent of the National Bureau of Investigation (NBI)–Region 12, said Thursday they uncovered the multimillion investments following a search on Wednesday afternoon on a house in Barangay Poblacion in T’boli that supposedly served as the main base of the Aman Group in the area. He said the house, which is owned by Pastor Rolando Lilio of the United Alliance Church, appeared to have operated as a branch of the Aman Group and with the pastor’s children Roda Lilio-Corpuz and Girlie Lilio-Paner acting as its agents. “Based on the bank statements and other documents we recovered, the invest-

ment accounts handled by Roda and Girlie for the Aman Group reached P888 million,” the official told a local radio station. Rejano said they conducted the search based on a warrant issued early Wednesday afternoon by Judge Roberto Ayco of the Regional Trial Court Branch 26 in Surallah town in South Cotabato. Acting on orders from NBI-12 chief Lawyer Angelito Magno, he said they applied for the search warrant based on the complaints filed at their office in Koronadal City last Monday by five victims of Aman Group’s Ponzi-type investment scheme in T’boli town. The official said the search, which was witnessed by barangay officials and T’boli municipal police station personnel, yielded “stunning” evidences that detailed direct connections and transactions between the Lilio children and fugitive Aman Group founder Manuel Amalilio. He said the specifically found various acknowl-

edgement receipts, payment slips, bank deposit slips and transaction statements bearing the names of Roda Lilio-Corpuz, Girlie LilioPaner and the Aman Group. The official said there were several summary cash transactions and deposits slips amounting to P200,000 that appeared to be collections from local investors, who were lured into the pyramiding investment scheme with promised returns of as high as 52 percent. “There were bank statements and deposit slips showing huge amounts of money transfers and deposits to the personal accounts of Roda and Girlie. It shows that they personally gained from these transactions,” Rejano said.
