Deles sees stronger peace process emerging as challenges mark nation’s 1st year of peace pact Presidential Adviser on the Peace Process Teresita Quintos Deles last night expressed hope that the peace process will emerge stronger despite recent challenges it faced particularly after the tragic Mamasapano incident.

“I admit we are bruised and feeling battered but we are here to proclaim we still stand firm (in pushing the peace process),” Deles said in a speech during a book launch event in Intramuros, Manila marking the first anniversary of the signing of the Comprehensive Agreement on the Bangsamoro.

“The past two months are psychologically and physically battering, but the last two weeks affirmed

that the way we have responded made the process stronger,” Deles recounted the outpouring of support for the peace process from various sectors such as the academe, international community, business groups, and civil society organizations through statements of support and activities organized to advocate peace and push for the passage of the proposed BBL. “The results will be a stronger process and a stronger BBL (Bangsamoro Basic Law) with more people on board,” she said.

Army told us to let mining company enter our area — farmer

AVAO CITY – A local farmer’s organization claimed that a mining company colluded with the Army to harass and threaten them into accepting it to operate in their area.

Jimmy Saypan, secretary-general of the Compostela Farmer’s Association (CFA), said that some men from the Army’s 66th Infantry Battalion “first asked about what our needs are in a census”.

“After they asked us about our needs, they eventually told us to let the mining company in as it would bring us jobs to help solve our problems,” he said.

“But we already have jobs, we are farmers and some of us are also smallscale miners at the same time, the mining company would instead displace us,” he said.

Saypan said that they learned from other farmers in other mining areas that jobs offered by mining companies “are just short term.”

He blamed the Army for “acting as the protector and partner of this mining company”.

“Agpet is enticing us with so-called community development projects and they even let the Army implement it like the clinic they are now constructing in our area,” he said. Saypan refers Agpet to the Agusan Petroleum and Mineral Corp.

But Saypan said they

“would never give up our farmlands which we rebuild after Typhoon Pablo (Bopha) hit us without the help of the government”.

“We know the government would surely force us to accept the company by using force, but we will never give up our right to these resources,” he said.

Saypan said a recent fact-facting mission with their group and Exodus for Justice and Peace (Ejp), a religious and peace group, recorded a total 36 cases of alleged violations of human rights and international humanitarian law in Barangay Ngan and nearby Barangay Panansalan.

“They said Agpet is still in the exploration stage but their acts clearly indicate

they will stay and push for the mining,” said Saypan.

A fact-sheet from Ejp said that they have sworn affidavits, photographs and video footage from affected communities of violations said to be perpetrated by the 66th and 67th Infantry Battalions of the Army.

“There are encampments of public structures and building near communities, threats, harrassments, vilification, Red tagging and even physical assault, torture, and indiscriminate firing,” said Rius Valle, one of Ejp’s spokespersons.

Valle said “the violations generally point to the targeting of civilians in the Army’s supposed operations against New People’s Army rebels.”

“Residents whom we interviewed said the Army operations are a clearing operations not just to drive out NPAs but to force residents to accept the mining company,” he said.

In a dialogue early March between Army officials, Davao City Mayor Rodrigo Duterte and Indigenous Peoples’ organizations, the Army denied of having acted as “company guards” of mining companies and of encampment of public structures.

The Mines and Geosciences Bureau record shows that the Agusan Petroleum and Mineral Corp. was granted two exploration permits in Compostela town, to cover the villages of Nursery, Bango,

Pulang Lupa, Mambusao and Kantigbaw, all located in Barangay Ngan, Saypan’s home village.

The company’s permits cover one area in Compostela spanning 9,999.53 hectares, while the other area spans the boundary of Compostela & New Bataan towns with a total of 2,416.91 hectares.

Both were approved in April 18, 2012 and supposedly have expired last April 18 of 2013 but were extended to July 2016.

Globe corners mobile data traffic, leads industry in data revenue share Global content partnerships, better network experience success factors Globe Telecom led the industry in mobile data business with revenues and data traffic growing faster than competition, on the back of its partnerships with global players and better network experience to provide compelling content that enrich the Filipino digital lifestyle.

Mobile browsing and other data revenues reached P14.3 billion in 2014, up 23% from P11.6 billion in the previous year. In comparison, mobile internet revenues for the PLDT Group were at P8.1 billion from P5.0 billion in 2013, giving Globe a clear edge with 64% revenue market share.

In 2014, the Globe network carried significantly higher data traffic at 87,000 terabytes of data, increasing 270% from the previous year because of a significant surge in mobile browsing activity and higher smartphone adoption among its customers. With its network modernization, Globe has greater capacity for data traffic that translates to better experience for its customers.

The PLDT Group registered 48,000 terabytes of data, a 167% growth year-on-year.

Driving the growth of its

mobile data business were the telco’s partnerships with global content providers to enrich the customer experience amid the growing propensity for multimedia applications on their devices.

Globe has partnered with Google, Facebook, Viber, Spotify, NBA and recently, online entertainment service HOOQ to structure offers that aim to further seed mobile data adoption among its customers.

Civil society groups on BBL

Seven Moro civil society organizations (CSOs) and one interfaith group have appealed anew for the enactment by Congress of the Bangsamoro Basic Law (BBL) as they urged the country’s largely Christian population to set aside biases against Muslims and invest their trust in the success of the peace process in Mindanao.

Many agree with the Moro civil society leaders that the enactment into law of the BBL will create a better Bangsamoro self-governing government that could exert greater control in the peace and order situation. Lets give them a chance as they believe that BBL would maintain the rule of law in far-flung areas in Mindanao where suspected terrorists and armed groups have established sanctuaries.

One of the CSO leaders, retired Army colonel Atiola Jamsuri, said he has seen the lack of government presence in many remote areas where terrorists establish refuge and which serve as their base of operation in his years of battlefront service. We cannot deny that.

The establishment of a strong Bangsamoro entity could enable the government to take control of peace and order in these areas and effectively deny haven to extremists.

The nation has been embroiled in a political crisis after the death of 67 Filipinos in Mamasapano, Maguindanao last January to neutralize international terrorist Zulkifli BinHir, also known as Marwan.

The crisis has caused the suspension of Congress’ deliberations on the BBL, causing concerns that the time is getting tight to ensure its successful implementation by the end of President Aquino’s term.

The Interfaith Council of Leaders (IFCL) declared that “it is time to invite Christians in Mindanao and the rest of the Philippines to overcome prejudice against Muslims, a prejudice becoming deeper than ever.”

The same effort has been done by the Muslims and the Indigenous Peoples towards others outside of their own groups. We still do not have a very

clear formula for peace in Mindanao. The Bangsamoro Basic Law (BBL) has been offered as one solution and we encourage those in power to consider it, approve it and accept it.

The Kababaihan ng Mindanao Para sa Kapayapaan at Kaunlaran said “we are praying so hard, and appeal to all peace loving citizens of this Republic to help us, in calling for the total peace and understanding in our homeland Mindanao. And to let the (BBL) prosper in our region…we cannot afford anymore to be hopeless”.

The Federation of Bangsamoro Associations in Western Mindanao, on the other hand, declared its “wholehearted support for His Excellency President Benigno S. Aquino III for sincerely and strongly moving to enter into an agreement with the MILF leadership.”

Congress must consider the original draft version of the BBL without any changes on the provisions as the proponents believe that it is a good law. The issue of its constitutionality or unconstitutionality can be handled by the Supreme Court.

Other NGOs also issued similar appeals like the Mindanao Citizens Concern for Humanitarian, Eternal Youth, Philippine Council for Sama and Bajau, and Bangsa Mo’ Ako. Congress should hear them.

The joint call for congressional approval of the BBL is a significant step towards the achievement of peace. Let there be peace.

The Mamasapano crisis should not be reason to ignore the efforts of many groups in the country who support the passage of the BBL because the two issues intersect only over a minor point – the failure to activate the coordination protocols between the government and the Moro Islamic Liberation Front (MILF) designed to prevent violation of the ceasefire.

The BBL is the product of 17 years of hard negotiations. Why allow a single botched police operation to abort it and the peace process?

“It is time to forgive and forget,” one of the phrases that sound familiar when the Lenten Season comes.

“In behalf of my family, I wish to extend my sincere greetings on the occasion of the Holy Week. I hope that the occasion will give us time to, once more, reexamine ourselves and mend our ways to give meaning to the sacrifices of Jesus Christ, who died on the Cross for our sins,” another exemplified expression that one usually hears during the observance of the Holy Week.

Anyway, the expressions are paid advertisements that are heard or read on the radio and the newspapers.

Most of them, are the nothing but political overtures of politicians who usually try to sell an immaculate image. Others described the Lenten greetings by politicians as a “façade” behind a colossal edifice of “lies” and “hypocrisy.”

It is also revolting to learn about politicians who,

most of the times, try to capture the focus of the Roman Catholic faithfuls by being the center of attraction in churches during the reenactment of the Passion of Christ.

When it comes to politicians who have the gall of using the Church as a venue of heralding a veiled deceit, Cagayan De Oro City is not an exception, too. Some politicians have the callousness to even speak during Homilies – as if trying to tell the churchgoers of sparing them from the stigma of graft and corruption while in public office.

Once, an apparently disgusted boy asked his parents on the presence of the “politician” who once delivered a political homily during the Holy Week at the height of an election fever then. [By the way, the Philippines observed the Holy Week every month of April, a month prior to the scheduled mid-year elections in May.]

Undoubtedly, a boy who considerably expressed an inquisitive albeit innocent mind could have expressed such unsolicited observation, one could only heave a sigh of relief on the thoughts of the churchgoers at that time. After all, another churchgoer opined, that the politician must have paid a large sum of “sponsor money” to unabashedly talk in front of the devotees.

Talking about sponsorship, one simply wonders why the Roman Catholic Church al-

lows politicians to sponsor activities that are naturally apolitical. Has the church become too political that its actions have now become an object of incredulity?

As Roman Catholics and pious Christians, we do not doubt our faith. However, as Catholics, we could not but be downgraded when a solemn occasion like the observance of the Holy Week or during a feast of thanksgiving like the Resurrection of Christ is marred by the presence of politicians who preach nothing but lies and distrust.

We believed, it is for the advantage of the Roman Catholic Church and the faithful to shun political sponsorship in all church activities. After all, the Catholics do not need politicians to elevate their faith and religious obligations. LAGUINDINGAN, Misamis Oriental -- Officials expressed optimism the Laguindingan airport would become the busiest regional transport facility as soon as a huge passenger aircraft landed here on Sunday night.

A Cebu Pacific Air Bus A320 operated by Tiger Air landed Sunday night, marking the first time a widebody commercial plane did so at Mindanao’s newest air transport facility.

Another Cebu Pacific Air ATR 72-500 turbo prop plane from Mactan made the first night landing at the airport last March 12.

Civil Aviation Authority of the Philippines and airport Manager Jose Bodiongan said the airport would be the “busiest regional

transportation hub” after the installation of runway lights, state-of-the-art navigational equipment and purchase of two new fire trucks to ensure safety.

“This airport has been heavily criticized at the start. Many said it is unsafe but now this airport is now among the top airports in the country. This is jubilation,” Bodiongan said.

Illegal mining rampant in Subanens’ ancestral domain area in Pagadian City PAGADIAN CITY, Zamboanga del Sur – The Su b an e n In d i ge n ou s Peoples (IPs), through a resolution, requested the concerned agencies of government to investigate rampant illegal mining operations within their ancestral domain area.

The IPs known as the Pikumpongan Subanen Gataw Tebed Association, Inc. (PSGT) said the illegal mining by small-scale miners are taking place in Barangays Deborok and Lourdes, this city.

Timuay Braulio Anlimon, PSGT chairman, said Monday the mining operation is in violation of Republic 8371 known as the Indigenous Peoples Rights Act of 1997 and R.A. 7942 known as the Philippine Mining Act of 1995.

Anlimon named the group that is allegedly

mining illegally within their ancestral domain area as the newly-organized Zamboanga del Sur Small-Scale Mining Cooperative (ZSSMICO).

He said the members of the cooperative are non-Subanen IPs and do not have legal right to mine within the PSGT ancestral domain, which stretches from this city up to the nearby towns of Labangan and Sominot.

He said the resolution requesting to investigate the rampant illegal mining within their ancestral domain was adopted in a meeting Friday by the PSGT Council of Elders.

The resolution was addressed to the National Commission on Indigenous Peoples (NCIP), Department of Environment and Natural Resources (DENR), and the Department of Justice (DOJ). (PNA)

DILG 13 engages CSOs for disaster risk reduction

UTUAN CITY- The Department of the Interior and Local Government – Caraga Region (DILG 13) initiated a collaborative meeting of its Multi-Stakeholders Advisory Council (MSAC) members and Civil Society Organizations (CSOs) concerned on Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA) activities on March 20, 2015 at Almont City Hotel, this city.

The MSAC is the advisory body of DILG’s Local Governance Regional Resource Center (LGRRC)—its knowledge hub on local governance and special thematic areas. It is composed of National Government Agencies, Non-Government Organizations and academic institutions and is dynamically extending its network for collaborators and partners in development work in the field of local governance.

With the support of DILG Caraga regional director Lilibeth A. Famacion, the meeting was initiated through

the DILG 13 - LGRRC as a pro-active strategy to continually improve its services through expansion of its network and linkages, particularly with members of MSAC and stakeholders from CSOs that are concerned on Disaster Risk Reduction and Management. This is to resolve the current need for a unified action to mitigate, prepare and respond to natural calamities, which is apparent in the increase of DRR-related priority projects identified by the grassroots community from all 73 cities and municipalities of the region under the Bottom-up Budgeting (BuB) program.

Moreover, Local Government Monitoring and

Evaluation Division chief Rey Gregorio Jaranilla and Local Government Capability Development Division chief Charissa Guerta have both emphasized that the LGRRC continues to receive and respond to requests for Capacity Building initiatives such as those pertaining to Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA).

Considering the Department’s drive to enable LGUs to become environmentally protective, climate change adaptive and disaster resilient, the LGRRC has already initiated an interface meeting with the MSAC members and various CSOs last September 2014. The DRR

inter ventions provided by the CSOs to the Local Government Units in Caraga were mapped out during that meeting. The information gathered were helpful in determining the kind of DRR interventions provided as well as knowing what LGU or community receives the most or less assistance.

As a result, collaborative efforts for DRR-CCA are hoped to thrive through the agreements during the meeting, such as: (1) The creation of a TWG to come up a Regional Climate Condition based on ScientificBased information that will serve as DRR database for all planning activities in the region; (2) the harmonization of training modules on

community-based DRRM; (3) partnerships for the DILG’s Seal of Good Local Government (SGLG) Assessment, particularly on the Seal of Disaster Preparedness component; and (4) Partnerships with the Department of Science and Technology (DOST) and the Philippine Red Cross for technical advice on the standards of DRR-related equipment, including its maintenance and utilization.

CIC Barangay Culinary Livelihood Program at Barangay Gusa For four years now, the Culinary Institute of Cagayan de Oro, The First in Northern Mindanao, has been consistently celebrating its anniversaries through Outreach Programs in different Barangays in Cagayan de Oro. On its 5th year, this time, CIC shall hold the very first Barangay Culinary Livelihood Program in the city titled Lutong

Panginabuhian! with the theme: “Panginabuhian alang sa Kalamboan, Ialagad sa Katilingban.”

The main purpose of this event is for the school to impart and to share the CIC education to mothers and families in different Barangays focusing on practical livelihood topics, recipes and food sanitation.

One of the highlights of

the BCLP is the Kagay-an Barangay Cook-Off. Five teams comprising five members each are to compete against each other and the dish that the teams shall cook will only be revealed during the Cook-Off. Barangay Gusa was the fourth Barangay that CIC visited for the Barangay Culinary Livelihood Program (BCLP) last March 25, 2015.

Chef James I. Damasco, one of the CIC Chef Instructors, showcased a free cooking demonstration on different livelihood recipes and the audience members were given a copy of the recipes.

The Cook Off immediately followed together with the announcement on the recipe that the participants will cook. Most of the participants are members of the Barangay Women’s Development Council (BWDC). The program was more enjoyable with a raffle of CIC novelty and intermission numbers from the BWDC member.
