Iligan City mayor gets six months suspension Volume III, No. 237

This after Department of Interior and Local Government (DILG) Regional Director Rene K. Burdeos for Northern Mindanao formally served the sus-

p ension order against Mayor C elso Regencia on Friday.

Regencia’s suspension order stemmed from his alleged order asking the department heads of the accounting, city treasurer, and the human resources that all job orders passes through him.

Regencia’s action has prompted Marzo and the City Council to file charges against him in 2014.

Despite barricades at the entrance of the city hall in Iligan City perpe-

trated by the supporters of Regencia, the DILG managed to serve the sixmonth suspension order against the mayor.

Regencia is facing abuse of authority.

DOLE declares Camiguin Province as Labor Laws Compliant Tourist Destination

AGAYAN de Oro City -- Known as the island “born of fire”, the Department of Labor and Employment, through Secretary of Labor and Employment, Rosalinda Dimapilis-Baldoz, declared Camiguin as Labor Laws Compliant Tourism Destination. Secretary Baldoz, herself, unveiled the marker on 13 March 2015 along the highway of Barangay Tupsan, Mambajao, Camiguin.

After which, SecLab Baldoz with Undersecretary for the Mindanao Cluster, Atty. Rebecca Chato planted Lanzones seedlings beside the marker, giving more significance to the event and as advocates of the Green Our DOLE Program.

Camiguin is known to be the abundant producer of sweet lanzones fruit.

Together with the five municipal mayors of Mambajao, Catarman, Mahinog, Sagay, and Guinsiliban, Governor Jurdin Jesus M. Romualdo welcomed the pronouncement and assured the Secretary of Labor that all business establishments in the province with Certificates of Compliance from DOLE is vital of their issuance of Business Permits.

He has the same vision with the Department, “We are looking forward to being a world class tourism destination and one way to achieve this is giving the right wages and benefits to the workers.”

Representative of the Lone District, Atty. Xavier Jesus Romualdo, thanked and welcomed the business

partners and encouraged them for their unwavering compliance.

The Hotels, Resorts and Restaurants Industry Tripartite Council (HRR ITC) created in 2013 of the province and with existing voluntary codes of good practices, is receptive of this feat.

the Camiguin Province, “It is indeed much more fun to be in Camiguin for the labor laws are strongly supported by its local chief executives.”

The SecLab further assured the local government, “After the issuance of the COCs, we at the DOLE will give a Productivity Toolbox of programs and services to the private establishments to sustain this declaration and impart inclusive growth through investments.” She reminded everyone to practice decent work for all.

Further, during the program, the Municipality of Mambajao, through Mayor Ma. Luisa D. Romualdo was also declared as Labor Laws Compliant Tourist Destination Municipality. Secretary Baldoz with Governor Romualdo replicated the unveiling of the said marker.

Governor Romualdo also ordered the remaining Mu-

nicipalities to replicate the same declaration in their respective municipalities.

One of the awardees, the Golden Sunset Beach Club of Barangay Yumbing, Mambajao, Camiguin, through its Manager, RJ Gucor, disclosed to DOLE that being a COC awardee for the first time is an advantage to their business.

“We will really display our

certificates for it shows a good perception to the tourists,” Gucor humbly shared.

Also, as the Chairperson of the Labor Sector under the HRR ITC, he fully supports the Labor Law Compliance System of the DOLE, “Not just an officer of the Council, it is also my duty to advocate to others to be labor laws compliant.”

CAGAYAN de Oro City - Mayor Oscar Moreno is delighted with the visit of United Nations (UN) Habitat’s delegates in City Hall last Monday, March 23, for the mixed-use development concept of Lumbia Airport as the city’s new extension project and economic growth area.

The UN Habitat is expediting the implementation of its program called Achieving Sustainable Urban Development (ASUD) as it chosen Cagayan de Oro City as one of its pilot cities owing to its fast economic growth.

The said program aims to develop the 547-hectare old Lumbia Airport into housing projects, commercial, economic, and recreational areas.

UN Habitat has chosen Lumbia airport as project site because it is safe from possible flooding and storm surges considering that it sits 180 meters above sea level.

Chris Rollo, countr y program manager of UN Habitat, emphasized that Cagayan de Oro City is dubbed as the countr y's fastest urbanizing area under Mayor Oscar Moreno’s administration.

NPA’s ‘protracted war’ is taking heavy toll on Lumads

THE “protracted war” of the New People’s Army (NPA) is taking a heavy toll on the lives of innocent Indigenous People (IP) or the Lumads of some areas in eastern Mindanao.

Brigadier General Joselito Kakilala, Civil Relations Service (CRS) chief and concurrent spokesperson of the Armed Forces of the Philippines (AFP), said that they are alarmed on the increasing number of Lumad casualties in the series of encounters of the government troops and the NPA. Those Lumads were recruits of NPAs. “There is no amount of propaganda to cover up the reality that the majority of the casualties during encounters with our operating troops are ill-equipped and untrained Lumad combatants. We are not happy with this and we weep for the loss of innocent lives because of this NPA’s senseless war,” Kakilala said.

He said further that it is disturbing to note that the NPA, with their false pretense, exploits the innocence and vulnerability of the Lumads in transforming their peaceful communities into “laboratories of protracted war.”

“For almost four-and-ahalf decades, the NPA exists as a terrorist organization alongside with its affiliate organizations used by selfcentered communist leaders such as Jose Maria Sison, Luis Jalandoni and others who enjoy the luxuries of life abroad,” he said. Sison, who belongs to a clan of landlords, is the founder of the Communist Party of the Philippines (CPP), while Jalandoni, a former priest, is chief of the National Democratic Front (NDF).

On March 29, the NPA will celebrate its 46th founding anniversary and as a prelude, tactical offensives against the government forces and innocent individuals are usually launched.

But Kakilala said that the military is always ready to counter, if possible quell their attacks.

NPA’s war against Lumads Lieutenant General Aurelio Baladad, Commander of the Eastern Mindanao Command (EASTMINCOM), said that the NPAs have seen the advantage of using and intruding into the ancestral domains of the Lumads as a perfect place to strengthen their potentials. Thus, resulted in the displacement of the IPs from their land.

“The NPA uses communist propaganda sweet-coated with deceitful promises in corrupting the minds of our Lumad brothers and sister,” Baladad said. As can be seen in the video streamed on the internet,

the Lumads are one of the attendees at the NPA literacy program. There, they were taught how to read, write and were introduced to the ABCs of their revolution.

There and then, the NPA lured them into believing that their movement is the best and the only way that they can be protected from any harassment.

He then cited the firefight incident in the boundaries of Davao del Sur and Sarangani Province sometime in February 2015, between our soldiers and NPAs that resulted in the death of the seven NPA fighters who were later on learned members of the IPs. In the said encounter, 6 members of the NPA surrendered who are also Lumads.

The encounter of our military troops in Carmen, Agusan Del Norte sometime in January 2015, LumadNPA rebels were sighted in the area and reportedly caused an undetermined number of casualties on the sides of the NPA. It is also reported that some of the tribal warriors and defenders of these IPs, the BAGANI were recruited by the NPA into their rebellious activities and now called the PULANG BAGANI COMMAND. The NPA has maligned the IP customary laws on the use of BAGANI by painting it red or desecrating its real existence and being as defenders of their ancestral domain.

It is, therefore, a concrete evidence of how horrible their means are to win this war; Lumads are used as shield to advance against the military. In fact, in the data of EASTMINCOM, the estimated 1,985 NPA fighters roaming around their operational jurisdiction, 74 percent of which are Lumad recruits.

Based on the EASTMINCOM 2014 scorecard, 138 NPA fighters were killed, 44 captured and 741 surrendered. The numbers of recovered firearms are 356 units of high caliber and 386 units of low caliber. But they said they did not take pride of those scorecards.

They will continue to live, protect and ready to die for the people.

“Who wants war? It only offers loss and damage of life, property and dignity.

We, as soldiers exist to protect and save lives of people and this war should not be brought to the domains of our Lumad brothers and sisters,” the general added.

Lumads’ movement of emancipation Moved by the plight of the IPs, Armed Forces Chief of Staff Gen. Gregorio Pio Catapang Jr. ordered Baladad to reinforce efforts in his command of the growing emancipation movement of Lumad communities from the grip of the NPA. “We have to give our best shot to help and support the emancipation movement of

our Lumad brothers and sisters from the influence of the NPA. Let them take the lead and we will provide the necessary life-lines.

This is the spirit of our Internal Peace and Security Plan (IPSP) or Bayanihan, sooner, the domains of these Lumads will be ready and susceptible to development,” Catapang said.

Further, he gave his full support to the command’s initiative in the concluded Region XI Indigenous Peoples’ Forum 2014 where a memorandum was signed in support of the passing of a law creating a regular See lumads, page A9

Leading women from the academe and civil society took offense at the “sexual violence” based on “antiwoman, chauvinistic mentality” directed against the country’s top peace officials, Presidential Adviser on the Peace Process Teresita Quintos Deles and Government of the Philippines Peace Panel Chair Miriam CoronelFerrer, in the aftermath of the tragedy in Mamasapano.

“I am no big fan of Secretary Deles and Professor Miriam Coronel-Ferrer. As an independent peace advocate representing the tri-people grassroots in Mindanao, I have my own share of debates and differing views with both women peacemakers,” Mary Ann Arnado, spokesperson of the Mindanao Peoples Caucus, Convenor of the Bantay Ceasefire, and a Fellow of the Women Peacemakers Program of the University of San Diego Institute for Peace and Justice, admitted.

We agree with Ms. Arnado that calling for blood and the “heads must roll” is unfair and inconsiderate. The images circulating on Facebook portraying images of the Secretary Deles, Professor Coronel and Chairman Iqbal in highly scandalous and sexually-perverted manner,” is absolutely foul.

Whoever did this is a rabid anti-Muslim, anti-peace maniac whose gutter style propaganda deserves the condemnation of all women in this country and all over the world. The scandalous meme images could be part of verbal attacks to poison the minds of the public against Secretary Deles and chairman Ferrer.

We stand in solidarity with Professor Miriam CoronelFerrer who correctly pointed out that what is being done to her is already bordering on sexual harassment.

If anyone is still to be convinced that Philippine culture is sexist and that a whole lot of men out there think it’s okay to be sexually violent to women, then look at what

these people have come up with,” Sylvia Estrada Claudio, Director of the University of the Philippines Center for Women’s Studies and cofounder and Chair of the Board of Directors, Likhaan Women’s Center Inc., wrote in a recent article published

We don’t even care at this point whether the facebook attackers are for or against the peace process or the MILF [Moro Islamic Liberation Front] or Iqbal or Deles or Ferrer. We are incensed that whenever some people disagree with a woman, they degenerate to hitting her through the sexual and intimate connotations. This is a hatred campaign against women, our bodies and our sexuality masquerading as political commentary.

These are sexual harassers. The National Bureau of Investigation (NBI) must investigate who they are and file cases against them.

A public apology from Cayetano is also in order. As a statesman and as a public servant of this country, Sen. Alan Peter Cayetano should issue a public apology [to Deles and Ferrer.

It is highly irresponsible to malign and demonize the good names of these two internationally acclaimed peacemakers.

Deles and Ferrer succeeded in convincing the biggest Islamic revolutionary movement in Asia to sign a peace agreement with our government. How can that be treason? How can that be Stockholm syndrome?

How can Allan Peter Cayetano fault these two women for simply doing their jobs? Clearly the forty years of bloodshed and war did not solve the problem. Where the military had failed in bringing peace, these women have succeeded through peaceful negotiations.

DILG 13 Engages CSOs for Disaster Risk Reduction BUTUAN City – The Department of the Interior and Local Government – Caraga Region (DILG 13) initiated a collaborative meeting of its Multi-Stakeholders Advisory Council (MSAC) members and Civil Society Organizations concerned on DRR/CCA activities was held on March 20, 2015 at Almont City Hotel.

SURIGAO City––Fire incidents in Caraga Region dropped 14.59 percent last year compared to the previous year, the Bureau of Fire and Protection-Caraga reported.

In the last two years, 21 lives were lost in the fire while P269 million worth of properties were damaged, the bureau said.

Sr. Supt. Leonides Perez, regional director of BFPCaraga, said at least 117 fire incidents occurred in 2014 compared to 137 in 2013.

Data culled by MindaNews on Friday morning showed a total of P114 million in total damage to properties because of fire in 2014, which included several heavy equipment were

In 2013, total property damage reached P155.3 million.

The province of Agusan del Norte had the highest number of fire incidents in the region with 46 incidents

Surigao del Norte has 55 incidents in the last two years, while Agusan del Sur has 53. Dinagat only had seven

incidents.

Fire Officer 3 Florencio L. Tesiorna, officer-in-charge of the investigation section of BFP-Caraga, said that the number one cause of fire is electrical short circuit with 132 cases, followed by un-

Health plus performance equates success

The idea of being successful is usually centered on the material things people possessed. When we see people living in a big and beautiful house, wearing branded clothes and driving a luxury vehicle, we almost conclude that they are successful.

But when I had the opportunity to respond to an incident recently, I realized that our health condition is the primordial consideration in gauging the success of a person.

Someone told me to get off my chair because somebody has collapsed!

As Clinic-In-Charge, I rushed to the school clinic and there I saw the beautiful lady catching her breath and closing her eyes. I immediately got her vital signs. It was normal. Minutes later, she opened her eyes and said she’s very weak. She said she can’t move her arms and legs. She was again catching her breath. I let her breath through a paper bag for I suspected that it was a hyperventilation attack. Then she was relieved and breathed normally.

After that, I went back to the stage and resumed my task.

Most of us believe that success goes to the people who perform well. Just like the dancers, they give life to every details of the

execution of steps from the basic to the complex ones, the timing, the music we choose, the gracefulness of the body, the props, projections, etc. and most of all, the mastery. As long as these are met, there’s no reason you’ll never gonna make it.

And we forget about our health. We will never know it until we experience an incident that involves our health condition.

Even if you have mastered the step and are prepared to perform, you can’t make it if you forgot to prepare your body to be at the level for optimum performance.

So we must never forget that success is not all about performance. Health should be the primary consideration if we are to succeed in whatever endeavors we are in.

During the Cleanup Program, the Apple Tree Resort and Hotel gathered more than 10 full loaded black trash bags. These include food wrappers, plastic beverage bottles, woods, tree branches, coconut huts, cigarette butts, straws and plastic grocery bags. Additionally, an estimated of trash weighing 156 kilos were collected.

The main objective of the program is to inform everyone that Marine debris is one of the world’s pervasive problems which impart a variety of serious impacts such as loss of water quality, and destruction of the environment.

Son of OFW from Iloilo tops this year OWWA EDSP R

AMON ASPERA GALVAN lll of the Hua Siong College (Ledesco Campus), Region 6, Iloilo City, ranks number 1 in the roster of qualifiers for OWWA’s Education for Development Scholarship Program (EDSP) Exam for school year 2015-2016.

Over-all, NCR ranked number 1 with 40 top qualifiers, followed by 35 from Region lV-A. The regional distribution for the rest were Middle East, 20; Region lll, 17; Region Vl, 16; Region Vll, 14; Region Xl, 11; CAR, 10; Region V, 9; Region l, 6; Region X, 5; Region Vlll, 4; Region ll, 4; Region Xll, 3; Region lX, 3; Caraga, 2; and Region lV-B, 1.

In her report to Labor Secretary Rosalinda Dimapilis-Baldoz, Chairman of

the OWWA Board of Trustees, OWWA Administrator Rebecca J. Calzado said that the top 200 examinees for the qualifying examinations that was administered by the Department of Science and TechnologyScience Education Institute DOST-SEI last 21 September 2014 will be accepted under OWWA’s Education for Development Scholarship Program (EDSP).

There were 4,734 dependents of active member-OFWs who took the examinations, including the 346 dependents of member-OFWs in the Middle East. The examinations were conducted simultaneously in DOST-designated centers in Manila and in the provinces. In the Middle East, children of OWWA members took examina-

tions in Jeddah, Riyadh, Al Khobar in Saudi Arabia; and in Manama, Bahrain.

The number of awardees under the EDSP was increased to 200 slots starting last year to give opportunities to deserving dependents of OWWA members to continue their studies through the scholarship programs offered by OWWA. According to Administrator Calzado, scholars under EDSP are provided with a maximum education assistance of Php60,000.00 per school year, for bachelor degree courses in any college or university of their choice.

Notable past OWWA scholars include Ivy Caldazo, topnotcher in the 2014 Geodetic Engineering Exam and OWWA

scholar- graduate-cumWest Point student Stanley Dalisay; among others.

“We, at OWWA, are pleased every time that we hear about the achievements of our scholars considering the fact that one or both of their parents are not around to guide them in their studies. Be that as it may, they are able to draw inspiration and strength from the situation. This positive attitude and strong character made them more mature and responsible to do their best and make their parents proud of them, which made them truly laudable,” the OWWA Chief said.

The people themselves address communal affairs, tackle problems, and work out solutions through its deliberations. Doing so fulfills another role of the barangay: as “a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled” (Sec. 384).

Therein lies the importance of the Barangay Assembly. Through it the community addresses issues in orderly manner, guided by parliamentary rules of order. It is direct democracy in action, the people’s sovereignty at work.

In the ideal order, out of the Barangay Assembly’s deliberations emerges enlightenment and consensus in the community. And the sum of all consensus in the 42,000 barangays that comprise our Republic translates into political will in the nation.

That’s how national purpose is forged, just like in Israel and Switzerland, or in America’s Town Hall meetings where issues are threshed out. Why else would Ferdinand Marcos have created bogus “citizens’ assemblies” except to simulate consensus? He needed to simulate it in order to unify the country and keep it intact for his convenience.

The linchpin of national strength in advanced democracies is their peoples’ participation in government. A republic needs to be anchored upon the will of its people in order to attain and maintain stability, strength, and progress.

Filipinos must be motivated to participate in the direct democracy of their barangay and learn parliamentary rules of order in order to resolve issues or disputes as civilized societies do. It’s the effective and lasting way to maintain harmony, unity, and stability in society. And also the way to rebuild the nation from below.

He said the NPA rebels are no longer fighting for their ideology but rather shifting to “common banditry and terrorism.”

Martinez surmised the series of attacks committed by NPA rebels against innocent civilians have something to do with its 46th anniversary celebration on March 29.

Security heightens as March 29 draws near The Philippine National Police (PNP) in Surigao del Sur claimed it has always been ready for any eventualities that the New People’s Army (NPA) might carry out to mark their 46th anniversary celebration on March 29.

Other services provided include eye care, surgi-care, medical consultation, dental care services, feeding program, legal consultation, and operation “tuli.”

In her speech, Rep. Uy said that she and her husband and all the Team Unity will continue to provide free health care services, scholarship grants, infrastructure projects, job generation. This, she said, despite of the criticism hurled by her detractors.

She admitted that she did not win Jasaan town in 2014 elections. She, however, said that this does not mean that the residents of Jasaan town will be deprived of the needed basic services because of political inclinations.
