NGCP secures reliability of transmission services in Northeastern Mindanao

The new transmission line fulfills the N-1 requirement of the Philippine Grid Code, which is the ability of the grid to withstand a major system disturbance through redundancies in the grid system. “We fully recognize the potentiality of Mindanao and are preparing for significant load growth in the coming years. Through the energization of this project, we are able to deliver quality service and a strengthened transmission network to support the region’s contin-

ued growth,” NGCP stated. What people desperately need are opportunities to team up and find pathways of action that can deepen learning for students and teachers and to engage in new ways of learning that result in better outcomes. Reimagining lays out a vision that enables all students to thrive and prepares them with skills to navigate ambiguity and change. This phase draws from the best of traditional approaches, innovative practices and insights from remote learning to shape new, flexible and agile hybrid

learning models. This time of uncertainty has magnified the question of what kind of learning is required in 2020 and beyond. To reimagine learning, we need to reflect on what we know about learning, our students, the new role of technology and the complexity of an uncertain future. As people discuss and begin to consider new ways of learning, we find that many want to take the opportunity to alter the basic learning paradigm that relies on lectures and textbooks. Instead, there is a call for new modes that are both engaging and immerse students in more authentic and worthwhile learning.

LANDBANK earns int’l awards for climate financing, digital innovation LAND Bank of the Philippines (LANDBANK) bagged two awards for its outstanding development projects on climate financing and digital account opening at the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP) Development Awards 2020. The Green Climate Fund (GCF) Program of the stateowned bank was adjudged as the winner under the Environmental Development category, while its Digital Onboarding System (DOBS) was bestowed with a Merit Award under the Technology Development category. The awards were presented to LANDBANK during the 43rd ADFIAP Virtual Annual Meeting held on October 28-29, 2020. “We at LANDBANK always strive to go the extra mile in fulfilling our mission of delivering timely and responsive financial support services to our clients, while promoting sustainable development and environmental protection. This recognition inspires us to constantly do more and work harder,” said LANDBANK President and CEO Cecilia C. Borromeo. The Bank’s GCF Program is an operating entity of the financial mechanism of the United Nations Framework Convention on Climate

Change (UNFCCC) and Paris Agreement, dedicated to supporting global efforts to respond to the challenge of climate change. The program aims to help developing countries limit or reduce greenhouse gas (GHG) emissions and adapt to climate change by supporting programs and projects that promote a paradigm shift to lowemission and climateresilient development. LANDBANK is the first and only Direct Access Entity (DAE) to the GCF in the country, and one

of 76 worldwide. As a DAE, LANDBANK has the mandate to oversee, manage, monitor, and channel financing to GCFapproved projects within the Philippines’ priority projects. In November 2019, LANDBANK successfully worked for the approval of the country’s first GCF project, the Multi-Hazard Impact-Based Forecasting and Early Warning System. The project aims to reduce the exposure of vulnerable communities to climate-induced

hydrometeorological hazards, strengthen their absorptive and adaptive capacities, and implement long-term climate risk reduction and adaptation measures. LANDBANK’s DOBS is a web application that reduces account opening time from 30 minutes to only 10 minutes. It also simplifies the account enrolment process for individuals and institutional clients. Opening an account through DOBS allows automatic enrollment to LANDBANK iAccess

for internet banking, the LANDBANK Mobile App for convenient banking transactions through smartphones, and the LANDBANK Link.BizPortal for payment of bills, products and services to the enrolled merchants. The DOBS is in line with LANDBANK’s thrust of promoting financial inclusion among farmers and fishers, as well as Overseas Filipino Workers (OFWs), by providing them with an additional access point for their banking needs. From November 2018 to end of September 2020, a total of 1,039,926 accounts were opened via DOBS. Of this figure, 492,156 accounts were opened in the first nine months of the year, including the 11,972 accounts in the Overseas Filipino Bank (OFBank), the Bank’s digital-only branchless bank subsidiary. The full implementation of DOBS in January 2019 has helped reduce lobby traffic in LANDBANK branches. The ADFIAP Development Awards is an annual awards ceremony that honors ADFIAP members who have contributed significantly to the development of their respective countries. It started in 1997 when the association hosted the “Summit on Development Finance” in the Philippines.

Bambi warns: ‘Don’t come to CdO just yet’

THIS stern warning comes from no less than the Capitol occupant, MisOr Gov. Bambi Emano. His words of caution, done ‘graciously’ albeit the brewing smell of local politics was an indirect way of saying he truly ‘cares’ for the city. He raised this concern following the uncontrollable surge of positive cases in Cagayan de Oro despite City Hall’s daily snare drumming of health protocols, that most often than not, land in deaf ears sorely wishing to make the ‘new normal’ back to the old normal. Truly enough, we continuously flirt with Covid-19 pandemic like butterflies flirting among the wildflowers. For simply ignoring health protocols like wearing of face masks in public, we mess around unconsciously

with the virus. Perhaps because we feel we are in the pink of health, and more so, if we see ourselves in the mirror as something like a Superman, or better still the stubborn Donald Trump, we can still catch the dreaded virus. The more we flirt with Covid-19, the higher the likelihood that we will catch the virus. Therefore the wearing of masks and face shields has unmasked some kind of a human instinct in us, that of our strong resolve to survive this pandemic, yet we are complacent enough that sometimes we simply ignore IATF protocols. And going into eight months now, we continue on pushing hard to escape the unknown albeit the bizarre road to another chapter beyond. Never mind that ‘oh-

that-mask-does not -gowith-your-outfit kind of uneasiness’ as long as the virus will not get us through down the drain to oblivion. Or perhaps that some kind of ‘ugliness’ of wearing masks that had brought us to think of a culture shock, which actually came as one big surprise in 2020. Meantime, let us follow health protocols to the letter. To simply ignore IATF’s guidelines coming from the City Hall is short of saying ‘goodbye world’. Wear your mask. Keep the distance. Stay home. Xi’s Korean War warning to preserve peace THE West really turned its head east and widened its eyes and ears when last October 23, President Xi Jinping, presiding over a major commemoration of the 70th anniversary of China’s entry into the Korean War or the “War to Resist American Aggression and Aid Korea,” spoke of the push back of American forces back to the 38th Parallel as a reminder of how China dealt with the “invading forces”. The Philippine mainstream media and political intelligentsia gave little notice to it, as expected of its myopic view of world events looking only through parochial lenses, but the rest of the World truly took notice as there has been no such focused and dramatic reminiscing of the Korean War for decades now. The timing at this point is very significant, and to me, it summarizes the many reasons for China’s decisions and actions the past recent years. Taking this speech together with other urgent calls from China’s leadership to its people such as the initiating the drive to secure its national food supply, including encouraging the nation to avoid food wastes, the prioritization of the modernization and expansion of military capabilities, the rush to prepare space defense technology, and even the extension of President Xi’s eligibility to lead – all point to prepare for an eventual major struggle. The Western geopolitical planners (or plotters) certainly took notice of the speech and the typical reaction, I think, is sum-

marized in the report of The Diplomat by Shannon Tiezzi titled, “In Korean War Commemoration, Xi Warns That China Will ‘Use War to Prevent War’... Xi Jinping extolled China’s victory in the War to Resist American Aggression — and sent a very clear warning to the US” The Diplomat is, without question, a think-pool and mouthpiece of the US and Western conservative and hegemonic elite, and with it a summary of The Diplomat’s links: it is with the Center for Strategic and International Studies (CSIS), the conservative RealClearWorld website, the Foreign Policy Centre of Britain, India’s Institute for Defense Studies and Analyses, War Is Boring, East-West Center, and others less controversial. War talk is in the air, though I have avoided raising this specter of a 21st Century major war to avoid crowding out the more important message the saner people and countries of the World are trying to convey through the noise of war talk; that is, China’s message of creating “The Community of Shared Future for Mankind” through Win-Win trade, the “Dialogue of Civilizations” less talked about these days, and organizing the Multi-Polar world. China is totally not at fault in any of the tension building around the war talks; it has solely been the unending initiative of the US decade after decade, during the Cold War against Russia. But just a decade after the 2008 US financial crash, it

has increasingly aimed at China and finally breaking out under the Trump administration as the erupting US financial, political and viral crisis reaches its crescendo. China has consistently preached and practiced peace and economic development for all, to prosper the world out of poverty and conflicts, into prosperity and peace. But China has indeed been preparing for war, learning from its centuries of the humiliation of the treachery of Western supremacists. It is to its credit and wisdom that today, it no longer prostrates and is rising to be likely the greatest power today, yet it still humbly pledges to eschew hegemonism. The US still thinks it can sway the world against the message of development and peace of China, with US Defense Secretary Mike Pompeo galivanting around the world organizing an anti-China NATO nobody in Asia or ASEAN responds to, setting up the QUAD that’s turning to be a quat (pimple, a pustule; a small boil) body of more parties seeking self-serving prospects, but certainly shunning any common anti-China purposes that guarantees it eventual dissolution. Each farmer-beneficiary from barangays Pendulonan and Poblacion of said town was granted with assorted vegetable seeds, fertilizers and gardening materials on October 8, 2020. This Covid 19 public health emergency that we have today taught us many things, that we cannot predict tomorrow. Everyone has found it difficult to acclimate, much less the learners. But the unsung heroes of today – our teachers, have adapt to the latest trends of technologies and online platforms to reach out to their learners. In support of the Department of Education’s “Sulong Edukalidad,” the Division of Misamis Oriental encourages and supports teachers to turn challenges into opportunities with the initiative BE MORE (Bringing Excellence in Maximizing and Optimizing Resources

in Education.) The Be More initiative comes in four T’s of resources: Treasure, Talent, Technology, and Time. The available resources have been used for the distance learning modality, thus each school’s MOOE were aligned to provide the emerging needs of the teachers and the school as identified in the Basic Education Learning Continuity Plan. Maximizing the talents of the teachers, they were encouraged to write self-learning modules for the distance learning delivery modality. With the BE MORE initiative, the talents and skills of the teachers were still honed and enhanced in light of this pandemic. The challenge of quality in basic education has been addressed with the optimization of technology through the project MODEM (Misamis Oriental Digital Mainstreaming. IF you’ve ever been on vacation by the beach somewhere tropical, you’ve probably encountered mangroves, but did you know that they are in fact trees and are crucial for helping the environment and protecting the world’s coastlines? The Philippine Air Force’s Tactical Operations Group-10 (PAF TOG-10) has been Italpinas Development Corp (IDC)’s long time partner in serving Kagayanons through community service responsibility (CSR). IDC has been partnering with PAF-TOG 10 since it developed its first project, Primavera Residences in the city of Golden Friendship. PAF-TOG led community events like Mangrove Planting and Brigada Eskwela, to name a few. The most recent community effort was held at Punta Bonbon, Cagayan de Oro where IDC and PAF-TOG 10 conducted a mangrove planting activity. “IDC is fortunate to team up with PAF-TOG 10 as

Australia registered only 29%. So this says a lot about Mr. Pompeo’s QUAD project. The Chinese state media has not yet published the full text of Xi’s speech on the Korean War commemoration in English as of this writing that I could find, but key phrases and quotes are reported. The patriotism of the Chinese leaders and people can never be underestimated. It was in the Korean War that Chairman Mao’s eldest son, Mao Anying, educated in Moscow and a veteran of multiple wars, was killed in action by an airstrike during the Korean War. Contrast China’s leaders’ sacrifice to the US political leaders’ attitude today, many of them are war draft and military service dodgers, and whose children at engaged in “carpetbagging” in the countries the U.S. had victimized in “regime change” operations. But of course, the Americas have their share of genuine patriots, but that’s looking increasingly rare as the moral fiber of its society suffers final decay today. The Philippines, of course, has its own narratives about its participation in the Korean War but essentially the country was still a satellite of the US at that time. The Philippine neocolonial economy boomed at that time as copra and other exports skyrocketed due to the US demands for that war and its war/post-war economy in the US. Some Filipinos glory in that war, but it was another one of the cruel imperialist wars of the US. It was extremely cruel on the Korean people, as American Air Force General Curtis LeMay said of the US bombing campaign which dumped more napalm and bombs on
