ZAMBOANGA City--Operatives of the Philippine Drug Enforcement Agency (PDEA), backed by Naval Intelligence Service Group (NISG), seized PhP5 million worth of illegal drugs and arrested five people in a buy-bust operation in this city, an official said Saturday. PDEA Regional Director Lyndon Aspacio said the buy-bust operation was carried at around 3 p.m. Friday along Governor Camins Avenue in Barangay Canelar, this city. Aspacio identified those arrested as Din-din Ronie, 30; Dismar Gulam, 23; Jamesar Abdulmaid, 33; Jamesar Hussin, 33; and, Binnajar Hadjili, 30. Gil Cesario Castro, Philippine Drug Enforcement Agency (PDEA)-Region 12 director, identified the suspects as brothers Faroon Lumatao, 35, and Alhotaibby Lumatao, 36, both

listed as high-value drug targets. He said the brothers were alleged members of the Ansar Al-Khalifa Philippines (AKP), which has pledged support to the Islamic State in Iraq and Syria. “Both are protecting the El Patron Drug Group that operates in South Central Mindanao,” he said in a statement. CAGAYAN de Oro City-Authorities arrested a woman identified as wife of one of the leaders of the local terror group, in Iligan City Sunday morning, a report from the Philippine National Police-10 (PNP-10) said. Police identified the person arrested as Minhati Madrais, also known as “Baby.” Her name matches that of the passport issued by the Indonesian government taken from her possession. Police recovered inside the house where Madrais and her children are living in four blasting caps, two detonating cords, and a time fuse. These components are believed to be used in making improvised explosive device (IED). Police said a team of law enforcers and military operatives raided Madrais’ residence in Steele Makers Village, Barangay Tubod, Iligan City based on the Arrest, Search and Seizure Order (ASSO) 1. Madrais is said to be the wife of Omar Maute, one of the founders of the Maute Group, a band of extremists that fought the government forces in Marawi City. Senior Supt. Leony Roy Ga, Iligan City police chief, said Madrais admitted to investigators she is Omar’s

wife. Ga said the information relayed to them by intelligence operatives was the presence of “Baby” in the Tubod. “We were able to trace her relationship with Omar through the photos provided to us. In some of the photos she was with Omar,” Ga said in a phone interview Sunday. He said Madrais could hardly speak the local languages, Maranao and Tagalog, but she can converse in English. Ga said they are in the process of establishing Madrais’ participation in the terroristic activities of the Maute group, adding that it is likely that she has a role in the group’s operations due to her relationship with Omar. He said they will also conduct a forensic examination on the suspect’s cellphone to check if she has any contact with other members of the Maute group considering that Omar, along with Abu Sayyaf leader Isnilon Hapilon, was killed during a military offensive in Marawi a few days ago. Based on the police’s investigation, Madrais moved to Iligan from Marawi at the height of the conflict there. When the Marawi siege erupted, Madrais told police said she was taken to Iligan

Security Bank net income up 12% to P7.4b in First Nine Months of 2017 SECURITY Bank Corporation (PSE: SECB) posted P7.4 billion in net income in the first nine months of 2017, up 12% from yearago level. This result was driven by a 24% or P2.8 billion increase in net interest income to P14.3 billion. Non-interest income including trading gains was P3.5 billion, a 15% or P0.6 billion decrease. For the third quarter alone from July 1 to September 30, 2017, net income increased 21% from year-

ago level to P2.14 billion, driven by a 22% growth in net interest income to P5 billion. The growth in net interest income was on the back of a 38% year-on-year increase in loans to P370 billion and a 44% increase in deposits to P431 billion. Low-cost deposits grew 22%. Wholesale loans grew 36%, of which corporate loan growth was 39% and middle market loan growth was 32%. Consumer loans increased 67%. Consumer loans ac-

counted for 14% of total loans. Net interest margin was 3.2% in the third quarter of 2017, same as in previous quarter and higher than the 3.1% at year-end 2016. Service charges, fees and commissions were up 2% to P1.6 billion. Operating expenses, excluding provisions for credit and impairment losses, were up 17%. This was driven by a 22% increase in manpower cost with the staffing of new branches, retail lending and e-commerce platforms. 19 new branches were opened

in the last 12 months from October 2016 to September 2017, inclusive of the 8 new branches opened in the first nine months of this year. Depreciation and amortization and software costs increased 40% due to the major information technology upgrade and branch network expansion. The cost-to-income ratio was 50.6%. It has been a quality growth for Security Bank. Asset quality remained firm with net non-performing loan ratio (NPL) of 0.11%.

NPL reserve cover was 220%. Total assets increased 17% to P796 billion. Shareholders’ capital was P103 billion, up 8%. Return on average shareholders’ equity (ROE) was 9.8%. Return on average assets was 1.5%. Common Equity Tier 1 ratio was 16.2% and total Capital Adequacy Ratio was 18%. The book value per share was P136.81 as of September 30, 2017, up 8% from year-ago level. On October 27, 2017, Security Bank’s Board of Directors approved cash

dividends of P1.50 per share representing regular semestral cash dividend of P1.00 per share and a special cash dividend of P0.50 per share, with record date on November 17 and payment date on November 24 this year. This will bring the total cash dividends for the year to P3.00 per share. The Bank had earlier paid cash dividends for the first semester of P1.50 per share on May 25 this year. Security Bank has 298 branches and 694 ATMs to-date.

On Monday, the CYNOSURE wrote about the suspicions that the Rio Verde Consortium Inc., the bulk water supplier of the Cagayan De Oro Water District (COWD), is also partly, if not, wholly owned by the Metro Pacific Water Investment Corp. (Metropac), too. T h e Me t rop a c a n d COWD signed a 30-year joint venture contract on August 15, 2017 in Shangrila Hotel in Makati for the Metropac to supply 1 million liters per day of bulk water to COWD. The controversy cropped up when the water concessionaires complained of the exorbitant Metropac rate as against the existing COWD contract with the Rio Verde. Even if we locked ourselves away from all temptation and prayed all day for the rest of our lives, we still could not come even close to being as pure and perfectly good as God is. to feel we’re still OK and good enough, we choose to compare ourselves to those really bad people. But there is only one way that God can accept you and me so we can live in a right relationship with Him. God has to give us the gift of His own perfect goodness. CAGAYAN DE ORO CITY – The board of directors of the Cagayan de Oro Water District (COWD) shot down anew the reiterated demand of its supplier for the western sector Rio Verde Water Consortium, Inc. for increase in water rates from P10 to P16.35 per cubic meter. In its meeting yesterday (Monday, November 6), the COWD board collegially stated that the governmentowned utility could not accede to the demand of Rio Verde because of pending litigation of provisions of its contract with the bulk water supplier, COWD general manager Rachel Beja reported. It can be recalled that the Commission on Audit (COA) disallowed provisions of the COWD-Rio Verde contract for an increase in water rates. COWD appealed the COA ruling and the matter is under litigation before Regional Trial Court (RTC) Branch 38. In a phone interview

with this writer, Beja said that they will send their latest communique to Rio Verde today. In a letter dated October 27 to COWD, Rio Verde vice president Joffrey Hapitan said the supplier will be forced to shut off its supply to the utility if the latter will not implement the increase from the current rate of P10 per cubic meter. Hapitan’s stance occurred after the COWD board, in an emergency meeting last week, denied Rio Verde’s October 23 price increase demand for the first time. Meanwhile, Beja said the COWD management and its board refused to speculate on whether the 12-hour shutdown initiated by Rio Verde between Saturday and Sunday last week was intentional. Beja said that they received an official communication from Rio Verde Saturday evening that the bulk water supplier underwent an emergency leak repair at their facility. But Beja added in this

phone interview that they just have to take Rio Verde’s word on the matter on its own since the COWD was not given permit to enter Rio Verde’s facility to verify on whether an alleged leak took place. The developments come at a time when COWD and Rio Verde agreed to rescind its November 2004 contract. The contract termination is yet to be approved though by RTC Branch 38. The contract termination is part of a compromise with COA for the litigation to be resolved at the regional court level.

They can also bring some of it at home for consumption. Through these, children will be able to personally develop the value of appreciation in the inclusion of vegetables in their everyday meal. The Advocacy of being self- reliant is being implemented to every parent who is a member of 4P’s in the school. Both the parents and pupils were trained on how to take care of the seeds and how to replant and transfer them from the nursery to the bed soil. Everyone has a role to follow to become a better individual in the future. T h e D e p ar t m e nt of Education project gave an inspiration to everybody, it’s the only way that they will become a better individuals. The advocacy of the school is to lessen the hunger among school children and to create awareness about the nutritional value of common vegetables and encourages every family to include these in their diet. Children will become more physically & mentally alert, better able to cope with school works, and grow so well to be more successful individuals.

I answered a smile, this is my story . I was once a subject teacher in EPP (Edukasyon Pantahanan at Pangkabuhayan) for almost three years from Taglimao Elementary School to Agusan Elementary School. This is the story of my “Gulayan sa Paaralan” since 2011. Year 2011, the Department of Education (DepEd), in cooperation with Oh My Gulay! (OMG) advocacy program started to expand its vegetable garden project which is called “Gulayan sa Paaralan” to address malnutrition, which effects one every three public school children. The Department of Education challenged all public schools to put up a garden of vegetables which will be the main source nutrients that are easily available in the school garden that will probably help eradicates the problem of every child in school. Army releases aid to 12 ex-NPA rebels DAVAO CITY – The 12 former New People’s Army (NPA) rebel returnees received cash assistance and firearms remuneration. Capt. Norman Tagros, civil-military operations (CMO) officer of 403rd Infantry Brigade, said that of the 12 rebel returnees , five were regular members who received P 65,000 cash and firearms remuneration each, while the eight others were members of the NPA’s Militia ng Bayan, each of them received remuneration for the firearms they

surrendered. The Army’s 403rd IB is operating under the 4th Infantry Division within the area of the Eastern Mindanao Command based in Camp Panacan, Davao City. The government’s Comprehensive Local Integration Program (CLIP) offers livelihood assistance amounting to P50,000 and immediate cash assistance of P15,000 to NPA members who will surrender, including remuneration for each corresponding firearm.

DAVAO CITY – Thirteen years after the Davao City Council ratified the creation of two barangays, the three of the 182 barangays of Davao City are now officially independent of each other after President Rodrigo Duterte signed into law Republic Act 10953 dividing Barangay Pampanga into three independent barangays. The three barangays are Pampanga, Alfonso Angliongto, Sr and Barangay Vicente Hizon, Sr. Angliongto and Hizon were created from the existing Barangay Pampanga.All three barangays are under

the second congressional district of the city. The law also set the boundaries of each barangay. Pampanga has a total area of 1,150,756 square meters; Angliongto with 2,474, 663 square meters; and, Hizon with 2,079,904 square meters. It may be recalled that on July 25, 2004, a plebiscite was conducted in Barangay Pampanga pursuant to City Ordinance No. 00161 of the City Council which ratified the creation of Angliongto and Pampanga. COTABATO City--The number of New People’s Army rebels who surrendered in Sultan Kudarat province has reached 60, a military official said. Colonel Harold Cabunoc, commander of the 33rd Infantry Battalion, said the latest batch surrendered on Thursday and belonged to the NPA’s Platoon Cloudfone led by Ka Jimboy and Ka Bobby. They surrendered with them two M-16 rifles and improvised explosive devices (IEDs). “We were very tired and hungry after months of evading the patrolling troops in the forests of Sultan Kudarat,” Ka Jimboy said Aniceto Lopez Jr. The mayor was not around during the raid but later surrendered to known political ally Senator Emmanuel Pacquiao. Lopez was tagged by PDEA-12 as alleged protector of the AKP and the El Patron Drug Group. AKP had been blamed over a string of terror attacks in Sarangani and neighboring areas these past years. In order to promote cyber resilience of the entire banking industry, the Monetary Board (MB) recently approved pioneering guidelines on information security management that place a renewed focus on cybersecurity. This is to address the growing concerns on the fast-evolving cyber-threats that continue to confront global as well as domestic financial communities. The cyber-threat landscape has continuously evolved with more threats surfacing in the cyber realm in an increasingly complex and sophisticated fashion. Various researches and publications projected global cybercrime losses to increase exponentially with the financial services industry remaining to be a prime target across all industries. If not properly managed, cyber-threats and attacks launched against Bangko Sentral supervised financial institutions (BSFIs) may result in operational, legal, reputational, and systemic risks. The amendments highlight the role of the BSFIs” Board and senior management in spearheading sound information security governance and strong security culture within their respective networks. Like-

wise, BSFIs are mandated to manage information security risks and exposures within acceptable levels through a dynamic interplay of people, policies, processes, and technologies following a continuing cycle (i.e. identify, prevent, detect, respond, recover and test phases). The Circular also encompasses key elements of cyber resilience such as participation in information sharing and collaboration fora, enhancing situational awareness capabilities as well as adoption of advanced cybersecurity controls and countermeasures. A good example is the requirement to set-up a 24 by 7 security operations center (SOC) equipped with advanced technologies and manned by competent analysts to proactively monitor emerging and highly sophisticated cyber-threats and attacks. The new guidelines recognize that BSFIs are at varying levels of cybermaturity and cyber-risk exposures which may render certain requirements restrictive and costly vis-a-vis expected benefits. Thus, the IT profile classification has been expanded from two (2) to three (3), namely: “Complex’7, “Moderate” and “Simple” to provide greater flexibility in complying with the requirements. BSFIs

with complex IT profile classification would warrant adoption of advanced cybersecurity tools and processes such as the setting up of an SOC. While not a silver bullet, the new regulation serves as one of the critical components in BSP’s Strategic Roadmap on cybersecurity. Considering the need to strike the right balance between promoting innovation and managing cyber-related risks, the new guidelines, one of the first in Southeast Asia, cover a holistic framework on information security risk management (ISRM) as an integral part of the BSFIs’ information security program, enterprise risk management system and governance mechanisms. The new Circular incorporates, to the extent possible, key principles and concepts from leading standards, technology frameworks and global best practices on information security. BSFIs are given one (1) year from the effectivity date of the Circular to fully comply with the provisions therewith. Further, plan of actions with specific timelines, as well as the status of initiatives being undertaken to achieve full compliance, should be readily available upon request starting December 2017.
