7 Mindanao provinces, 12 cities, 96 towns earn SGLG

SEVEN of Mindanao’s 27 provinces, 12 of its 33 cities and 96 of its 427 towns have earned the Seal of Good Local Governance (SLGL) for 2017 from the Department of Interior and Local Government (DILG). Nationwide, a total of 28 provinces, 61 cities and 359 towns were conferred the SGLG, according to the list of awardees released by the DILG. In Mindanao, the provinces of Davao Oriental, Dinagat Islands, Misamis Occidental, Misamis Oriental, North Cotabato, South Cotabato and Zamboanga Sibugay; the cities of Cotabato, Davao, El Salvador, Gingoog, Kidapawan, Lamitan, Mati, Ozamiz, Tacurong, Tandag Valencia, and Zamboanga; and 96 towns spread across six regions, were awarded the SGLG. PH govt partners with Facebook to speed up internet connectivity

TAGUIG City--The slow internet connection in the country may soon be a thing of the past. The Department of Science and Technology (DOST) recently hailed the Department of Information and Communications Technology’s (DICT) Luzon Bypass Infrastructure (LBI) project, the first Philippine government initiative to build and operate its own submarine cable landing stations. “The signing of the Landing Party Agreement or LPA between the DICT, BCDA, and EDGE (Facebook) for the Philippine government’s first cable landing stations under the Luzon Bypass Infrastructure Project is a major milestone in the history of ICT development in our country,” said DOST Secretary Fortunato T. de la Peña during the formal unveiling on November 15 in Taguig City. The project will pave the way for the construction of an ultra high-speed Internet backbone for the entire country by the end of 2019 where Internet speed can go up to 100 Mbps. BCDA will build the LBI made up of two cable landing stations that are connected by a 250-kilometer long cable network corridor. Social media giant Facebook will be the first party to use the said infrastructure, thereby benefitting millions of internet users with faster connectivity. Facebook will construct and operate a submarine cable system that will land in the cable stations on the east and west coasts of Luzon. This cable link will provide direct access from the Luzon grid to Internet hubs in the United States and Asia. Further, Facebook will provide the Philippine government with a bandwidth of at least 2 million Mbps (or 2 Tbps) that is almost similar to the bandwidth being provided by the leading telecommunications companies in the country. WAGE ORDER NO. RB X-DW -01 PROVIDING FOR WAGE INCREASE FOR DOMESTIC WORKERS IN REGION X WHEREAS, the Regional Tripartite Wages and Productivity Board RTWPB-X is mandated under R.A. No. 6727 (The Wage Rationalization Act), to periodically assess wage rates and conduct continuing studies in the determination of the minimum wage applicable in the region or industry; WHEREAS, Section 24 of Republic Act No. 10361, entitled (An Act Instituting Policies for the Protection and Welfare of Domestic Workers or Batas Kasambahay) which took effect on 10 February 2013, sets the minimum wage of domestic workers and mandated the Regional Tripartite Wages and Productivity Boards to review, and if proper, determine and adjust the minimum wage rates of domestic workers one (1) year from the effectivity of the law and periodically thereafter; WHEREAS, after conducting kasambahay phone survey within Region X on August 7-11, 2017, September 11-15, 2017, October 9-13, 2017, and actual survey of Kasambahay on August 13, 2017 in Cagayan de Oro City and after due notice to concerned sectors, the Board conducted stakeholdersâ€™ consultations and public hearing on October 22, 2017, at Grand City Hotel, A. non-compliance with the Wage Order shall be filed before the DOLE Field/ Provincial/Regional Office No. X and shall go through the thirty (30) day mandatory conciliation under the DOLE Single Entry Approach (SEnA) program to exhaust all efforts for settlement. The DOLE Regional Director shall issue a compliance order within ten (10) days from the submission of the case for resolution. Section 8. UNLAWFUL ACTS AND PENALTIES. Withholding and interference in the disposal of wages of the Domestic Workers are declared unlawful and shall be punishable with a fine of not less than Ten Thousand Pesos (Php10,000.00) but not more than Forty Thousand Pesos (Php40,000.00), without prejudice to the filing of the appropriate civil and/or criminal action by the aggrieved party pursuant to Rule XII, Sections 1 and 2 of Implementing Rules and Regulations of Republic Act 10361. Section 9. BOARD, LODGING AND MEDICAL ALLOWANCE. The employer shall provide for the basic necessities of the domestic worker to include at least three (3) adequate meals a day and humane sleeping arrangements that ensure safety. The employer shall provide appropriate rest and assistance to the domestic worker in case of illness and injuries sustained during service without loss of benefits. At no instance shall the employer withdraw or hold in abeyance the provision of these basic necessities as punishment or disciplinary action to the domestic worker.

Section 10. NON-DIMINUTION OF BENEFITS. No deductions from the wages of the domestic workers shall be made other than those mandated by law. Section 4. APPLICATION TO PRIVATE EMPLOYMENT AGENCIES (PEAs). In the case of hiring/contracting of Domestic Workers services through a licensed PEAs, the wage rates prescribed under this Order shall be borne by the principals or clients of the PEAs and the contract shall be deemed amended accordingly. In the event, however, that the principals or clients fail to pay the prescribed wage rates, the PEAs shall be jointly and severally liable with his principal or client. Section 5. NON-APPLICABILITY OF EXEMPTION. This Wage Order does not allow exemption. Section 6. APPEAL TO THE COMMISSION. Any party aggrieved by this Wage Order may file an appeal to the NWPC, through the Board, in three (3) printed copies, not later than ten (10) days from the publication of this Wage Order, subject to compliance with Sections 11 and 12 of the NWPC Guidelines No. 01, Series of 2014.

MANILA -- The Philippines needs to improve adoption of digital and financial services to reap the benefits of digital economy and make it inclusive. Philippine Institute for Development Studies (PIDS) President Gilberto Llanto said governments are using digital infrastructure to improve the delivery of public services such as health and education, among others, making these more inclusive. “The business sector, such as financial technology firms, are also taking advantage of digital tools and systems in competing with traditional brickand-mortar private lending institutions to provide financial products and services to those who have been financially excluded, especially those in the rural areas,” he said during this week’s launch of the Regional Inclusive Growth Project Consumer Unity and Trust Society [CUTS], a joint project of PIDS and CUTS International. Llanto said the digital economy is “arguably changing the landscapes of a job, product, and service markets”. Lito Villanueva, managing director of PLDT’s financial-technology arm FINTQ, underscored the

need for the country to provide Filipinos with easier access to formal financial services. “Having no access to formal financial services would make them susceptible to tapping their families, relatives, and friends for a loan, pawnshops or usurious money lenders,” he said in a seminar on the digital economy. Capitalizing on the digital era, Villanueva also introduced their lending program, “Kasama Ka Community & Income Builder”. The program, which uses digital platforms like computers and mobile phones, aims to encourage “underserved” Filipinos to avail of the different financing services provided by Lendr. com.ph -- a one-stop shop for loans. It also provides additional income to those who can refer others to avail of its various loan products. “These efforts must be on the ground, scalable and targeted,” he said. Meanwhile, the advantages of adopting a digital economy should also be considered in the health sector. MANILA -- The higherthan-expected 6.9 percent output of the Philippine economy in the third quarter of 2017, which is still among the highest in Asia, made some analysts consider an increase, while some even hiked, their full year growth projection. Market consensus is 6.6 percent while average growth in the first three quarters this year is 6.7 percent, within the government’s 6.5 to 7.5 percent growth target for the year. In a research note, ANZ economists Eugenia F. Victorino and Khoon Goh cited the unexpected upward revision of the second quarter output, from 6.5 percent to 6.7 percent, as a contributor to the positive report. It, however, said that “net exports provided an offset to the moderation in domestic demand.” Data released by the National Economic and

Development Authority (NEDA) showed that household expenditure rose by 4.5 percent, slower than the 7.2 percent growth same period last year. Also, real estate, renting, and other business activities (RERBA) registered a slower growth in the third quarter this year at 7.7 percent from year-ago’s 8.9 percent. Total exports of goods, meanwhile, rose by 17.7 percent during the quarter from year-ago’s 8.1 percent. SSS to implement real-time posting of contribution payments Social Security System (SSS) is set to implement the electronic Collection System (e-CS) to enable the realtime posting of contribution payments from SSS branch tellering facilities and other payment channels by first quarter of next year. SSS President and Chief Executive Officer Emmanuel F. Dooc said that real-time posting of contributions will allow faster processing of claims to help members and their beneficiaries receive their benefits and loan proceeds on time. All SSS benefits and loans are based on contributions of members and their employers. Thus, it is important that these payments are recorded correctly and promptly. Otherwise, they may not immediately qualify for certain benefits and loans. “For instance, to avail of a sickness benefit, a member must have at least three posted contributions in the last 12 months immediately before his semester of sickness or injury. If any of his required contributions is not posted, he cannot apply yet for a sickness benefit,” explained Dooc. Dooc said that the pilot phase of the project will aim for near real-time processing of contribution payments from SSS branch tellering facilities within this year. This means that contribu-

tions will be posted within 24 hours from the time of payment. The pension fund has 279 branches nationwide, 96 of which accepts payments. It also has 81 accredited partner-banks and 10 non-bank collection partners. As of August 2017, the SSS collected P106 billion in contributions from its various payment facilities. “About 66 percent of our contribution collections are remitted through other payment channels aside from our tellering facilities, so we will make sure that our collection partners are in sync with our system to implement real-time posting of contributions,” Dooc said. More than 34 percent of the remittances came from SSS branches amounting to P 36 billion. About 38 percent or P39.8 billion are paid through our ePayment partners like the Electronic Data Interchange facilities, overseas collection partners, Bayad Center, SM Payment Centers, and Auto-debit Arrangement program partners. process improvements at the SSS. “The Commission’s priority is to enhance the contribution collection process. Not only will it improve the turn-around time for processing benefits, but it will also provide a detailed, accurate, and on-time data on our contribution collection efficiency,” said SSC Chairman Amado Valdez. Valdez noted that there has been a significant increase in number of unposted member loan collections from P1.135 billion in 2016 to P817 million as of March 31, 2017. “Although we have managed to improve posting of member loan payments, we are still not happy with it so we are pushing for process enhancements like real-time posting,” he added. Among the requirements for this process enhancement is for all employers and individual members, namely self-employed, voluntary and OFW members to register in the My.SSS facility at the SSS website. DAVAO CITY – Davao City Mayor Sara Duterte-Carpio and Taguig City Mayor Lani Cayetano turned over a total of P10 million during a recent visit to Marawi City as financial aid to the city and its residents after having been liberated from the Maute-ISIS terror group on October 23, 2017. The two mayors handed over P10 million (P5 million from each city) as an aid to Marawi which is already undergoing rehabilitation. They also offered flowers, candles and prayers at St. Mary’s for those who perished at the height of the armed conflict at the main battle area. Davao Chief Information Officer Jefry Tupas said the two mayors, who wore red shirts to represent Tapang at Malasakit Alliance, visited the Malutlot Elementary School and City Hall. They recently led the launch of Tapang at Malasakit Alliance in Taguig. Duterte-Carpio earlier said the P5 million aid is sourced from the disaster funds of the city that was also approved by the City Council. It will only be an initial assistance from the city. Davao City has a total disaster fund of P91 million disposable within the last

two months of the year 2017. “I initially planned to give P10 million, but we still have two months left. My priority is still Davao City. Maybe mid-next year or the same period, we will look on how they used the P5 million and we can give them more,” she said in an earlier interview. She called on other local governments to also extend help to Marawi City. She said it is within their duty as elected officials to help other cities that need help. This is not the first time that Davao City extended help to cities affected by a disaster. It also sent aid to Bohol when it was hit by a strong earthquake, Cagayan de Oro during Typhoon Sendong, among others. Meanwhile, Philippine Army chief Maj. Gen. Rolando Bautista said a government team has been allowed to enter the main conflict area since Monday for the post needs assessment to determine structures will be built or if the damaged buildings will be reconstructed or rehabilitated. Bautista, however, said ground preparation for the relocation of evacuees is ongoing outside of the main conflict or adjacent areas in Marawi.

Multitude of modern day learners experience difficulties in comprehending meaning from the printed text. Many learners struggle in understanding the ideas, concepts and notions conveyed by the reading selection. Worst is that these reading comprehension problems of students are reflected even in the poor results of academic examinations. Primarily, students struggle in comprehending test questions, thus resulting to poor performance level in these examinations. These are just some of the unfavorable effects of reading comprehension deficits of the learners. Thus, these comprehension problems require teacher’s application and utilization of appropriate reading interventions particularly for learners who are highly vulnerable to reading comprehension barriers.

RESEARCH is important in 21st century education so we won’t be left behind as teachers. We already live in a world where events in another country can affect ours. The inevitability of research in knowledge-oriented societies implies that school systems must have different objectives and characteristics than if education were

considered to have been completed when a student leaves initial education. In the knowledge economy, memorization of facts and procedures is not enough for success. Educated workers need a conceptual understanding of complex concepts and the ability to work with them creatively to generate new ideas, new theories, new products and new knowledge.

That’s why research must start young – at the basic education level. Teachers must impart to their students the value of research. They need to be able critically to evaluate what they read, be able to express themselves clearly both verbally and in writing and understand specific and mathematical thinking. They need to learn integrated and usable knowledge rather than the sets of compartmentalized

and de-contextualized facts. They need to be able to take responsibility for their own continuing lifelong learning. The explosion of knowledge about the brain and the nature of research, combined with the growing power of technology, create the potential to transform even the most fundamental unit of education – the interaction of the teacher and the learner.
