CAGAYAN DE ORO CITY: Moslem women were reportedly drafted in the recruitment of Maute-ISIS fighters as law enforcers in Mindanao throw a dragnet to track down the remnants of the terrorist group in the island, a police officer said Saturday. Chief Inspector Mardy Hortilloza, the spokesperson of the Cagayan De Oro City police, said that MauteISIS terror group is reportedly paying recruits from P 20,000 to P 50,000 aside from the monthly stipend once the training starts. Two months’ ban for sardines fishing in Macajalar Bay By MARK FRANCISCO
CAGAYAN DE ORO CITY – The Bureau of Fisheries and Aquatic Resources (BFAR) will order a ban on sardines fishing in Macajalar Bay from December this year to February the next. According to BFAR Misamis Oriental director Teodoro Bacolod, there was a recent Mindanao State University (MSU) Naawan study indicating that sardines, locally known as tamban, hatch their eggs during this period in the bay. To implement the ban, Bacolod said that BFAR called on the legislative councils of all 15 local government units (LGUs) hugging Macajalar Bay to enact ordinances for the purpose. The cities of Cagayan de Oro and El Salvador, the municipalities of Alubijid, Balingasag, Binuangan, Jasaan, Kinoguitan, Lagonglong, Laguindingan, Opol, Salay, Sugbongcogon, Tagoloan and Villanueva and the province of Misamis Oriental are all located within the bay’s shoreline. Abellanosa said they based Obsioma’s arrest upon a warrant issued by Bernales. The arrest was implemented at 5:00 p.m. last Fri-

According to court documents obtained by this paper, Obsioma was facing a count of malversation or violation of Article 217 of the Revised Penal Code. Digital economy should be inclusive—advocates
In the age of digital economy, no one should be left behind. This was according to advocates who spoke at the seminar on “The Digital Economy: Potential Benefits, Challenges, and Implications for Regulations” jointly organized by the Philippine Institute for Development Studies and India-based Consumer Unity and Trust Society (CUTS) International. On the finance aspect, for example, Lito Villanueva, managing director of PLDT’s financial-technology arm FINTQ, said that while the 2017 Brookings Financial and Digital Inclusion Project ranked the Philippines high in three dimensions of financial inclusion—country commitment, mobile capacity, and regulatory environment—it has to improve in the areas of adoption of digital and financial services. Specifically, Villanueva said the countr y needs to provide Filipinos with
easier access to formal financial services so that informal lenders and lending, which do Filipinos more harm than good, can be lessened. “Having no access to formal financial services would make them susceptible to tapping their families, relatives, and friends for a loan, pawnshops, or usurious money lenders,” Villanueva explained. Capitalizing on the digital era, he also introduced their lending program, “Kasama Ka Community & Income Builder”. The program, which uses digital platforms like computers and mobile phones, aims to encourage “underserved” Filipinos to avail of the different financing services provided by Lendr. com.ph–a one-stop shop for loans. The biggest show in town
For three days last week, heads of the Asean, their dialogue partners and other global players attended a smorgasborg of meetings in Manila to discuss a wide range of issues affecting the region. The talks - in the formal sit-down meetings/summits and in the one-on-ones, invariably touched on terrorism/extremism, security, inclusive globalization, the danger posed by North Korea’s nuclear program and the international drug menace. For most of the world leaders in attendance, it was an excellent opportunity to further deepen relationships with their counterparts and to establish mutual admiration clubs. For Donald Trump, his two-week Asian swing, was
a welcome respite from increasing attacks at home, including those coming from fellow Republicans. For President Rodrigo, it was an excellent opportunity to convey the gratitude of the Philippines to countries who helped during the Marawi siege (read that as China which donated an assortment of rifles) and now are pledging financial support (read that as Japan and the US) for the city’s rehabilitation. Donald Trump, apparently well briefed by Ambassador Sung Kim on how to massage Duterte’s ego, kept heaping praises on Rodrigo, all the while saying nary a word about EJK. It worked! The flattered Rodrigo reciprocated by singing “Ikaw” during the gala dinner for the world

Rodrigo seized the occasion to discuss further imports of India’s cheap medicine. The President did not specify, however, if the payment will be in “five gives”. Andanar bares gov’t housing project for media workers By Jose Cielito Reganit
MANILA -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Friday announced that his office is putting up a housing project for media workers as part of President Rodrigo Duterte’s initiative to ensure the dignity and safety of journalists in the Philippines. Andanar said the housing project would be constructed in a portion of a five-hectare lot owned by the government in Malolos, Bulacan. He made the announcement during the inauguration of the headquarters of the Presidential Task Force on Media Security (PTFoMS) at the Philippine Cancer Society building near Malacañang Palace. The PTFoMS was created through Administrative Order (AO) No. 1, which Duterte signed on Oct. 11, 2016, to ensure the life, lib-
erty, and security of media workers in the Philippines. The Task Force is also mandated to ensure that justice will be served to victims of abuse and other acts of violence, including killings and torture, against media workers who were targeted by reason of their profession. In making the announcement, Andanar, who cochairs the PTFoMS with Justice Secretary Vitaliano Aguirre II, said the task force goes beyond just protecting the safety of journalists. “It’s not just the physical safety of the person from harm, from death, from untoward incidents that eventually affects the livelihood of the person and the quality of life of the family of that media person,” he said. “In the PCOO, we try to do everything within our means to be able to help our mediamen, not only on their safety but also in terms of medical needs and
housing needs,” Andanar, who was a mediaman prior to joining the government, said. The five-hectare lot where the housing project will be constructed is owned by the Philippine Information Agency (PIA), an agency under the PCOO. A housing project for PCOO and PIA employees is already being developed in the area. According to Andanar, his office has already coordinated with the PIA and the National Press Club (NPC) about the project for media. He said he was already able to talk with the National Housing Authority (NHA) to develop the property for PCOO, PIA employees, and also for media. “We included media because, for most of our colleagues who retire, they retire without a house of their own. Road show highlights food safety Cagayan de Oro City – Carrying the theme: “Pagkaing Ligtas at Sapat, Tungkulin at Karapatan ng Lahat”, a Food Safety Road Show was staged on November 9, 2017, here in the city, which highlighted how one’s behavior and activities contribute to the safety of food and how one can avoid potential health hazards. Leading the information drive which focused on the Food Safety Act of 2013 is the Office of the Assistant Secretary for Regulations (OASR) of the Department of Agriculture (DA) headed by Atty. Hansel O. Didulo. It was participated in by the different food safety regulatory agencies (FSRAs), food business operators (FBOs), agricultural and fishery councils (AFCs), provincial, city and municipal local government units, and farmers. “The main purpose of the law is to protect the consumers of food-borne and water-borne illnesses, and unsanitary, unwholesome or adulterated foods,” said ASec. Didulo while also encouraging the participants to bank on this law, considering that it has earned support from the government with its enactment.
Provided in the law, he added, that it aims to enhance industry and consumer confidence on food regulatory system and to achieve economic growth and development by promoting fair trade practices, at the same time. Stakeholders’ role towards food safety With the purpose of bringing the Act down to the grassroots level, the road show centered its discussion on the law’s salient features, stating that national government agencies involved include DA for primary food and the Department of Health (D OH) for processed foods or pre-packaged foods. Pedro R. Dumaraos, Jr., Ph.D., food safety coordinator of OASR, likewise highlighted the principal responsibility of the LGUs on food safety. “ They shall be responsible for the implementation of the food safety requirements of foods produced within their areas of jurisdiction and that they shall be guided by national regulations,” he said. Meanwhile, he reported that FSRAs shall support the Department of Interior and Local Government and LGUs in executing
its food safety functions and urge them to use the food safety regulations and standards. FSRAs under DA include the Bureau of Animal Industry, National Meat Inspection Service, Bureau of Fisheries and Aquatic Resources, Bureau of Plant Industry (BPI), Fertilizer and Pesticide Authority, Philippine Coconut Authority, Sugar Regulatory Administration and the National Food Authority. On the other hand, the FBOs, AFCs, LGUs and the farmers, who are the frontlines in guaranteeing food safety, were introduced to the codes of Good Agricultural Practices (GAP), Good Animal Husbandry Practices (GAHP) and Good Aquaculture Practices (GAqP). These are established government policies and programs for addressing food safety hazards. Initiatives on Food Safety in R-10 At the regional level, Juliet B. Araos, chief of the Regulatory Division of DA-Regional Field Office 10 reported updates before the body on the initiatives that the region has undertaken relative to food safety.
She said the agency serves as a member of the Regional Inter-Agency Committee on Environment and Health headed by DOH and has participated in the drafting of the proposed creation of the Regional Food Safety Regulatory Coordinating Board. “We saw it as a very important entry point for different agencies to cascade food safety concerns at the local level and to have a smooth engagement with the LGUs thru
the Regional Development Council,” Araos explained. In addition, she conveyed that the region has intensified briefings for certification of farms, resulting to 14 GAP and 3 organic certified farms while other farms have on-going applications. Despite the strides, Araos added that the region will continue to strengthen its mechanisms to stress food safety. It will collectively do so through the conduct of orientations on the said
law, creation of modules, formation of a quick response team, capability building for implementers, among other activities. With the affair at hand, the DA eyes that all involved in the food safety systems, whether from the government or the private sector, will help in the enhancement of regulatory services in adherence to the Act to ensure not only affordable and available food for all, but safety and quality food. #

DAVAO CITY -- Eastern Mindanao Command (Eastmincom) chief, Lt. Gen. Benjamin Madrigal, has vowed to strengthen the conduct of community support program (CSP) in the operational area of each military unit to stop the recruitment activities of the New People’s Army (NPA). Madrigal replaced Brig. Gen. Perfecto Rimando Jr., who was the acting commander of the EastMinCom following the appointment of Gen Rey Leonardo Guerrero as the chief of staff of the Armed Forces of the Philippines (AFP). Int e r v i e we d at t h e sidelines of the turnover ceremony on Wednesday at the Naval Station Felix Apolinario, Camp Panacan, Madrigal said all units under the Eastmincom would continue its relentless efforts to reach out to the communities, especially the Indigenous People (IP), who are vulnerable to NPA recruitment. The newly-appointed EastMinCom chief said he already talked with the unit commanders and directed
them to be vigilant. He also emphasized the support of the people in the communities for security is not only the responsibility of the soldiers but also the stakeholders. “Isa sa mga hakbang natin ay patuloy yung ating community support programs kasi andapat mawala yung source nang bagong miyembro. Madrigal is also set to visit the brigade and battalion units to further assess the strength of the NPA in the area. Meanwhile, present during the turnover ceremony were the 10th Infantry and 4th Infantry division commanders, brigade and battalion commanders, other security forces and stakeholders. In his speech, Guerrero expressed his gratitude to the command and the local government officials, and stakeholders for the support they had given during his stint as Eastmincom chief. “Madrigal is not a stranger in the command,” Guerrero said. ”He returns and bring(s) his knowledge in the area, “he added. Madrigal was happy to return to Davao Region where he became the 701st Infantry Brigade under the 10TH Infantry Division. “I feel a challenge and confidence to work with you, engage the stakeholders and improve the good relationship that we have established with interagency partners and the locals,” he
said. This time, he said, he would like to embrace the peace and development with political leaders as with them “we can achieve peace, security, development and prosperity”. Madrigal is a member of the Philippine Military Academy (PMA) “Sandiwa” Class of 1985, Madrigal is currently the Commander of the Southern Luzon Command (Solcom). Prior to his appointment as SOLCOM Commander, Madrigal held key positions in the Philippine Army as commander of the 4th Infantry Division in Cagayan De Oro; assistant commander and later acting commander of the 10th Infantry Division in Compostela Valley before becoming the Chief of Staff of the Philippine Army. DAVAO CITY -- The city government is ready for the month-long Pasko Fiesta celebration with a budget allocation of P17 million. Mayor Sara DuterteCarpio said it has always been the objective of the city to give back to the Dabawenyos every December through fun and entertainment that the Pasko Fiesta brings. “Pasko Fiesta is designed to let the Dabawenyos enjoy the festivity,” the city mayor said. Duterte-Carpio will lead the lighting of the 40-foot Christmas tree on December 1 that also signals the start of the festivities. This year, the city government doubled the prizes for some events to encourage more participants. The budget will also be used for the food packs of the
security personnel who will help in maintaining peace for the entire celebration. “This year’s celebration is almost the same as last year’s Pasko Fiesta, the difference is that we allocated bigger prizes for the events,” Duterte-Carpio said. Last year, only the first, second and third placers were given cash prizes. For this year, the city government will be giving away consolation prizes to participants. There will be 22 events in the Pasko Fiesta, including the Lamdag Parade, Banda Dasig and Parada sa mga Parol, among others. State-run Social Security System (SSS) on Friday said its undistributed collections stood at P817 million as of the end of the first quarter period of 2017, a 28.-2-percent drop from the P1.135 billion recorded at the end of 2016 period. The fighting between the Maute-ISIS terrorists ended mid-October that killed about 1,000 people and displacing about 400,000 individuals. Lt. Col. Ruben Aquino, commander of the Army’s 6th Infantry Battalion based, identified the recaptured fugitive as Arno Bationg, 40. He was arrested by Army troops and local police in Barangay Tubok, Malabang town. Bationg is now undergoing investigation for his alleged involvement in the five-month hostilities. Col. It is the admiration and the adulation of the Maranaos to the Mautes and Hapilon that leads to the perdition of Marawi City. Candidly speaking, the impoverished Filipinos living in the countryside are easily swayed by strangers who have the propensity of displaying opulence and superior intelligence. More often than not, opulence and superior education are tickets that could easily convince albeit deceitfully the people living in squalid
poverty. That condition has taken place in Marawi City with devastating and destructive consequences. Perhaps, the lesson learned in Marawi City has awaken the Maranaos that while opulence and influence are the major qualities of an individual, there is always the need to be “reserved.” After the Marawi incident, the Maranaos have learned to be careful in extending too much trust to people who promises “heaven” at the tip of the barrel of the gun. It is time to embrace peace and be resilient to progress and development.
