Japan pledges initial aid

apan has pledged to provide a loan worth JPY 104.53 billion (USD923.41 million) for the Metro Manila Subway Project (MMSP) which is expected to ease traffic congestion in the metropolis.

The amount represents the initial tranche of aid to be provided by the Japanese government for the MMSP, according to the Department of Transportation (DOTr).

The exchange of notes for the railway project was signed during the bilateral meeting between President Rodrigo Duterte and Japan Prime Minister Shinzo Abe Monday on the sidelines of the 31st Association of Southeast Asian Nations (ASEAN) Summit.

The exchange of notes signifies that the details of the project and its financing have been settled paving way for the signing of the loan agreement on January next year.

“The Exchange of Notes and Loan Agreements for subsequent tranches will be signed as the project advances in implementation,” the DOTr said in a statement Thursday.

The PHP355.6 billion MMSP will have fourteen stations from Mindanao Avenue in Quezon City up to the Ninoy Aquino International Airport (NAIA) with its groundbreaking expected by fourth quarter of 2018.

IDPs in evac jubilant after first Maswarah

MARAWI CITY - The Philippine Information AgencyTask Force Bangon Marawi (PIA-TFBM) together with the Local Government Units (LGUs) of Marawi City administered their first-ever Maswarah Info-tainment and Service Caravan to different evacuation centers in Marawi and Iligan City.

“The Maswarah is part of the support activities that the information management and strategic communication support group is giving to Task Force Bangon Marawi (TFBM) and the member agencies of local government units (LGUs).

This is our way of communicating with the people,” says Philippine Information Agency (PIA) Director General Harold E. Clavite in forwarding the opportunity of conducting this event and in giving significant services for the IDPs.

The two-day event under the control of strategic communication support group addresses two sets of audiences which consist of the general public and the affected communities.

The main activity which is a part of the communication and messaging that PIA is giving to the affected families and communities especially to the children is entertaining and imparting values through their regular puppet show program.

Through the efforts of the Puppet Theater under the communications group of PIA-Central Office, they are able to touch the hearts and inspire the minds of the evacuees especially the children who are delightful to witness a live animation.

“We want to give them an opportunity to be happy and find joy. Kasi ang mga bata they have suffered so much,

they were in pain. And then this time gusto natin silang bigyan ng pagkakataon na maging bata ulit at maenjoy yung pagiging bata.

Makikipaglaro tayo sa kanila at makikipagtawanan,” said Clavite.

[We want to give them an opportunity to be happy and find joy. Because these children have suffered so much and they were in pain.

This time, we want to give them an opportunity to what it feels to be a child again and let them enjoy. We will play and laugh with them.]

Clavite also said that the show contains good values and manners through the story that they have reflected and intermission numbers that will initiate interaction to the kids. He also explained that the show is an additional contribution in terms of psychosocial and educational intervention.

Arobinto.

In different evacuation centers, the IDPs also expressed their heart-warming messages and gratefulness because of the productions that the PIA has invested.

ALS: Unable to Attend Formal School?

We c a n n o t d e ny t h e fact that many Filipinos today are unfortunate enough to have the privilege to attend and finish formal basic education due to many reasons.

S om e d rop out f rom s cho ol b e c au s e t he i r parents would require them to help in tilling the land, others are demotivated due to lack of moral support from their families, some go tired of walking miles away from home and even cross rivers just to reach school, while others just don’t have financial assistance needed to be able to finish school, and call themselves “out of school youth”. The government believed in the power of education to change lives, and so they came up with such a wonderful idea. Since every Filipino has the right to free basic education, the government established a system that would provide all Filipinos the chance to have access to finish basic education in a way that fits to their situations and needs. Alternative Learning System or ALS is a non-formal education happens outside the classroom, community-based, usually conducted at community learning centers, barangay multi-purpose hall, librar ies or at home, managed by ALS learning facilitators, such as mobile teachers, district ALS Coordinators, instr uctional managers at an agreed schedule and venue between the

learners and facilitators.

It is a parallel learning system in the Philippines that provides a practical option to the existing formal instruction. When one do es not have or cannot access formal education in schools, ALS is an alternate or substitute.

Through the effort of the government and for all the people involve on t his proj e c t, t he y made ever y Filipino’s impossible dream possible. Filipino who has a d re am of f i nish i ng school does not need to walk miles away from home just to att e n d a c l a s s b e c au s e the school itself knocks on their doors. Those who are forced to stop studying to help their parents in their farm can now attend class in their most flexible t i me. F i na l ly, s cho ol now becomes accessible.

Even though most of the instructional managers are volunteer teachers, t h e y n e ve r go we ar y and find solace to the fact they might be able to change at least one life ever y day. Thanks to our modern heroes who devote themselves for this unselfish effort of br i n g i n g br i g ht e r future to every Filipino.

Father and Friend

Think a minute…Recently on TV I watched an interview of a man named Kuklinski who is in prison for murder. This man has tortured and killed more than 100 people. He was interviewed by a professional counselor who explained that Kuklinski became a murderer mainly because of the kind of parents who raised him. Kuklinski’s father often beat him terribly for simply no reason, and Kuklinski’s mother never showed him any love at all. After years of painful torture and abuse, Kuklinski eventually had no conscience. He says that is why he did not feel anything or care at all about the 100 people he

tortured and killed. Since he has never been loved or had even one friend, he says the only thing that keeps him going in life is his hate for other people.

Another man, Henry Luce, had a very different father than Kuklinski’s.

Henry Luce is the man who started the very successful Time-Life company which published both Time and Life magazines. In fact, many people think that Henry Luce has probably influenced world opinion more than any other publisher in history. Luce often talked about his years as a missionary’s son growing up in China. When he was a young boy, he and his father went for a long

walk and talked almost every evening. He said: “My father treated me as if I was an adult.” Henry said that his close relationship with his Dad was more than just between a father and son; they were close friends.

You know, our children will become like the people who spend the most time with them being their friend. This is often why a te enager ma kes b ad choices. He follows the example of other teenagers because they spend more time being his friend than his parents do. Jesus Christ shocked everybody when he said that God created us to be not only his children, but also His close friends.

DUMAGUETE CITY – Members of the business community in Negros Oriental lauded the Philippines’ hosting of the recently concluded 31st ASEAN (Association of South East Asian Nations) Summit and Related Meetings.

They expressed hopes that this will bring more opportunities to the country to be able to compete with neighbors in the region in business and economy.

Edward Du, president of the Negros Oriental Chamber of Commerce and Industry (NOCCI), said Tuesday evening that “the Philippines, as host of the ASEAN Business Summit, has opened up new doors, new opportunities, and hopefully new markets for our MSMEs (micro, small and medium enterprises).”

“The biggest good news is the announcement of PRRD (President Rodrigo RoaDuterte) to provide new funds for MSMEs in next year’s budget,” he added.

Du said the ASEAN dream of “Prosperity for All” can only be achieved if critical MSME problems are first addressed.

This, he said, could be done through the following: ease of doing business between and among ASEAN countries e.g., Food and Drugs Administration (FDA) red tape licensing issues, customs standardization and simplification, visa processing, connectivity issues, and logistics issues; eliminating all barriers to free trade among the 10 ASEAN nations; and

providing digital connectivity in remote rural areas where the poorest of the poor live.

With the hope that there would be no more red tape for MSMEs and the government funding as promised by the President, MSMEs have a “better chance for competing with our ASEAN neighbors,” he pointed out.

Otherwise, if red tape continues and there will still be poor digital connectivity, the ASEAN dream for Prosperity for All will remain a dream, Du stressed.

He cited the case of the FDA which has only one staff assigned to cover the provinces of Negros Oriental and Siquijor.

Just getting a Certificate of Product Registration (CPR) from FDA is a “nightmare”, he said, citing as an example a local brand of vinegar popularly known locally as “Sukang Tisoy.”

“History tells us that there has always been a trade deficit (more import and less export) for decades now,” he pointed out, adding that competition with regional peers must be addressed before all food MSMEs “will die.’”

Phil Calumpang, Dumaguete branch manager of real estate giant Filinvest, said that “regardless of the issues and political views that greatly divide us today, the Philippines has already become an undeniable integral part of the ASEAN and the world.”

“Being one of the fastest growing economies in Asia, we have shown the world how important our presence and our contribution is to the global economy,” he said.

He cited the presence of United States’ President Donald Trump and other world leaders during the summit as a “testament” to this.

“I would just like to echo, though, what billionaire Enrique Razon (had) to say about the ASEAN summit, that it is there every year but we do not do something about it.”

MANILA -- Association of Southeast Asian Nations (ASEAN) member states and China have agreed to promote seamless connectivity through cruise and yacht tourism to boost tourist arrivals between them.

In a joint statement on tourism cooperation available on the ASEAN website, ASEAN and China also agreed to facilitate twoway traffic between and beyond ASEAN and China and further improve and liberalize air connectivity.

They both agreed to support the development of quality tourism through the promotion of tourism industry standards and programs for sustainable tourism.

Moreover, they both support the participation

of business communities and other tourism segments in travel marts, exhibitions and tourism festivals.

One way to do this, according to ASEAN and China, is by encouraging the strengthening of cooperation linkages among the education and training institutions in areas such as tourism information exchange, and human resource development.

Recognizing the importance of the tourism industry, ASEAN and China also vowed to establish a high-level cooperation mechanism between

relevant tourism authorities to be convened on a regular basis.

ASEAN and China will also cooperate in facilitating travel and tourist visits, and sharing of data and tourism statistics.

F i n a l l y, t h e y w i l l encourage greater flows of tourists between ASEAN and China through joint promotion campaigns.

This statement was released during the 20th ASEAN-China Summit held at the Philippine International Convention Center (PICC) on Monday.

AC Energy, Kennedy Renewable light up MSU Tawi-Tawi

Ayala’s latest social venture brings the benefits of solar energy to one of the most far-flung islands of the Philippines

ar from commercial grids and power lines, the island of Tawi-Tawi sits at the southernmost part of the Philippines. In this remote province, only 30% of the population has access to electricity, which is predominantly sourced from diesel generators. Due to the unstable electric supply, the island experiences rolling blackouts that stunt the progress and slow down the delivery of essential services, such as health and education. For the Mindanao State University (MSU) in Bongao, Tawi-Tawi—whose vision is to be a center of excellence in Fisheries, Marine

and Maritime Science and Engineering, and Oceanography— this means that the quality of their educational program is undermined and that the productivity of their students is often disrupted.

Working with MSU, AC Energy has partnered with Kennedy Renewable + Technology Corp. to address the power shortage and provide the school with solar panels. AC Energy, whose recent focus in the development of renewable energy, provided technical and financial support, with Kennedy acting as the main developer and engineering, procurement, and construction (EPC) contractor for the project.

Seven campus buildings were outfitted with solar panels, hybrid inverters and batteries, providing not only 141kW capacity to the university, but also energy storage capability.

The system works in tandem with the local power supply, thereby reducing the impact of electrical disruptions and lowering the school’s cost of electricity.

“The successful launch of this project highlights the reality of conglomerates successfully working with small companies that labor under challenging circumstances to promote sustainable development.

This installation is a living, although modest,

testament of how organizations like AC Energy and Kennedy Renewable + Technology Corp. solve real problems of power shortages that affect critical institutions in remote areas. Many more projects like this will help advance the cause of energy derived from sources that are replenished by nature,” said Dr. Philip Ella Juico, Chairman of Kennedy Renewable + Technology Corp.

This renewable source of power enhances MSU’s role, as the only university in the province, in providing quality education despite the inefficiencies in the current local power situation. In these far-flung areas, access to electricity

is directly linked to access to education. As of Nov. 15, the DSWD-10 has recorded 182,014 IDPs in Northern Mindanao 20,268 of which are staying here, and 95,011 in Iligan City.

Cardona said many of the evacuees come from the towns in Lanao del Sur surrounding Marawi, who also fled their homes following the fighting between extremists and government forces there.

Like the IDPs from

Marawi, these evacuees also received food packs and other assistance from government and private agencies, she said.

In fact, she added, many of them are holding more than one Disaster Assistance and Family Access Card (Dafac), a document that evacuees must present to avail of the aid packages.

Cardona said unscrupulous individuals had exploited the aid distribution system because the DSWD didn’t require proof of residency and other requirements.

“We just ask them their names. We

understand at the time since most of them left their identification cards as they were in a hurry to leave their homes in Marawi,” she said.

Upon returning to Marawi, evacuees must first register with their village chiefs for proper documentation so that they could avail of cash and non-cash assistance, said Norainie Altao, project evaluation officer of CSWD-Marawi.

“They (evacuees) must appear before their barangay chairman so they can be included in the barangay profiling or else they will not be included

in the distribution of assistance,” Altao said, adding that many of the village offices in Marawi are already functioning.

She said the returning IDPs are entitled to receive food aid good for one month and P5,000 in cash.

But the main concern of the IDPs, Altao said, is that they are finding it hard to go back to their hometown due to transportation expenses, although the city government of Cagayan de Oro had expressed its willingness to provide vehicles that would take them to Marawi. (PNA/ Jigger J. Jerusalem)

Gov’t agencies verify Marawi IDP list

THE Department of Social Welfare and Development-10 (DSWD-10) said government agencies are finalizing the list of internally displaced persons (IDPs) before they could go back to Marawi City, amid reports of non-Marawi residents availing of assistance intended only for evacuees.

At present, a team from the local government units and local and regional social welfare and development offices are conducting the mapping of houses

in Marawi, especially those damaged due to the conflict, to verify the names of its owners.

Reports have surfaced that many of those claiming to be IDPs—both home-based and those living in evacuation centers—are actually not residents of Marawi, said Virginia Cardona, DSWD-10 disaster management focal person.

DSWD-10 said at least nine Marawi barangays, dubbed as “Cluster 1,” were now open to returning residents, namely,

Igpit bridge boosts MisOr tourism

Regional Director Virgilio C. Eduarte of the Department of Public Works and Highways (DPWH) in Northern Mindanao said the project involves the widening and replacement of the existing two-lane bridge into six lanes including approaches along Butuan-Cagayan de OroIligan Road (BCIR). The bridge has a length of 45 LM while the road has a length of about 1.165 LM. The existing 2-lane bridge was demolished, widened to six lanes and

being elevated by about 3.50m from the existing grade line. Reconstruction of the bridge was done in progressive approach due to phase by phase funding releases and to avoid traffic stoppage since there was no other route to be utilized to redirect the incoming and outgoing motoring public.

The project was visualized to help decongest the traffic condition in the road section and eventually provide easy and comfortable access to the travelling public. The bridge widening project contributes immensely in increasing the existing road capacity to mitigate traffic congestion in Misa-

mis Oriental, said director Eduarte.

For his part, Opol town Mayor Maximino B.Seno said this is a milestone for Opol since this is the beginning of the progress of our town.

Mayor Seno said that being the beneficiary of this town we are ver y happy and acknowledge DPWH. “Ang dami talagang problema noong araw dahil sa traffic but this time fulfilled lahat ang problema (There were a lot of problems before due to the traffic but this time the problem is fulfilled),”said Seno.

He expressed his optimism that definitely Misamis Oriental will boom.

2 army soldiers busted in illegal drug ‘buy-bust’

AVAO CIT Y -The Army’s 10th Infantry Division clarified that only two of the supposed four soldiers nabbed in a buy-bust operation against illegal drugs in Tagum City were legitimate members of their military unit.

This was clarified by 10th ID spokesperson,Capt. Jerry Lamosao, who identified the two as Corporal Cristiuto Macagubang Jr. assigned at the 3rd Infantry Battalion in Barangay Malagos, Baguio District and SCAA John Rey Mission, a member of Task Force Davao.

“Kadtong duha nagpaila lang nga sundalo og naay dala nga fake AFP ID (The other two were just posing as soliders and they brought along with then fake AFP ID), Lamosao said referring to suspects identified by Philippine Drug Enforcement Agency 11 (PDEA 11) Cpl. John Louie T. Segovia, Sgt. Albin A. Binondo, who both claimed to ne assigned at the 10th ID. He said the names of the suspects are not part of the Army’s roster or in any AFP unit.

“The 10th ID does not tolerate the illegal activity of a soldier if there is any especially if it involves illegal drug,” he said.

He said their division is conducting drug test in coordination with PDEA and some were already discharge from service.

“We cooperate with the

authorities and encourage our troops and always reminded them not to be involved in illegal drugs,” he said.

In an interview, Binondo admitted that he and Segovia are not soldiers.

He added that their AFP Identification cards seized

by PDEA 11 are fake.

Binondo said the identification cards were only given to them by a certain Jay-arr Capistrano and they paid P500 for it. He said Capistrano told them that they were given the identification cards as civilian agent but he refused to elaborate on the matter.

PDEA 11 officer-incharge Naravy Duquiatan said PDEA is now closely coordinating with regards to the true identity of the two suspects.

Duquiatan said Binondo and Segovia will face additional charges of falsification of public documents and usurpation of authority.

Meanhwile, Macagubang, Mission, Binondo, Segovia and the alleged member of gun for hire, Regie Impas, were already submitted for inquest procedure for violation of sections 3 for selling and 11 for possession under Republic Act 9165 Comprehensive Dangerous Drugs Act of 2002.

They were arrested by PDEA operatives at Purok Talisay, Seminary Drive in Barangay West Magugpo, Tagum City over the weekend. PNA

Studies have consistently shown that students who have been actively supported by his or her parents and the community will perform and learn better. We need to be able to show the community that they also Should play a more proactive role in helping improve the quality of public schools that we have Moreover, we have to actively engage parents to let them know that they cannot just rely on teachers and the school to educate their children. They should play a more active role in ensuring that their children are able to read, write and do arithmetic correctly and at the same time show their children that they support them in their education.

The truth and meaning of education is hard to define. Firstly, the term ‘education’ can mean different things to different people. It’s a broad term that people have different ways in which they define education. Defined by Wikipedia — “Education” in its general sense is a form of learning in which knowledge, skills, and habits of a group of people are transferred from one generation to the next through teaching, training, research, or simply through learning on your own or by you.

Science is one of the salient fields of knowledge with major influence and impact on the academic lives of learners. Science is educationally empowering for students whether they are within the school setting or outside of the institution. The practical and life-relevant nature of scientific learning competencies enables the students to cope with the demands of life involving application of practical skills, discoveries, inquiries, exploration, inventions, production and quest for scientific knowledge and facts. The fact that Science is involved in most aspects and sectors of life makes it a truly valuable, useful and indispensable body of knowledge and area of learning.

There is no question in the value of Science as an area of discipline, however, the fact remains that the volume and the immense quantity of its instructional contents make it complex to be learned and mastered by the students. Science is a major area of discipline that must be taught and offered to the learners in an innovative, stimulating and engaging approach.

This is the reason why Science teachers and ex-

perts continue to explore on various and multiple instructional strategies, methods and practices to make the teaching of Science interesting and inviting for the modern day learners.

These instructional strategies in Science include the utilization of a wide variety of ICTs or multimedia. Indeed, in this modern educational, teachers are typically engaged in the regular utilization of instructional technologies or multimedia in facilitating Science instruction to a majority of digitally-dependent and ICT-literate students. The need to make scientific instruction more innovative, creative, attentioncatching and effective for the learners is the ultimate goal of multimedia utilization and integration in the teaching of Science especially in the elementary or grade school level.

The use of video lessons, Internet-based instruction, computer-assisted Science lessons and other instructional innovations make the teaching and learning of Science more fun, visually-appealing, realistic and meaningful for the students, thus attaining higher level of learning outcomes more possible.
