Presidential Management Staff (PMS) in Malacañang to invalidate the MetropacCOWD contract. The PPC, founded in January 2016 is an independent, quasi-judicial body formed to implement the Philippine Competition Act, which aims to promote and
maintain market competition within the Philippines by regulating anti-competitive behavior. Judith said that Metropac-COWD contract signed on August 15, 2017 clearly violates the market competition act because the contract falls within the
bounds of “cartelization” where the Metropac and its subsidiary company, the Rio Verde Water Consortium, Inc. is engaged in cornering the bulk water supply in Cagayan De Oro. Although an existing contract between Rio Verde and COWD remains in

‘Igpit’ bridge to decongest traffic, helps tourism grow
A
BRIDGE in Bar a n g a y Ig p i t in the town of Opol, Misamis Oriental will soon undergo a major facelift. During the just-held inauguration, government officials are optimistic it will help decongest the traffic, and tourism industry.
(DPWH) in Northern Mindanao said the project involves the widening and replacement of the existing two-lane bridge into six lanes including approaches along Butuan-Cagayan de Oro-Iligan Road (BCIR). The bridge has a length of 45 LM while the road has a length of about 1.165 LM. The existing 2-lane bridge was demolished, widened to six lanes and being elevated by about 3.50m from the existing grade line. He expressed his optimism that definitely Misamis Oriental will boom. Likewise, Opol town, with the more investors coming in, tourism will surely boost. The local chief executive also expressed his gratitude to Land Transportation Office (LTO) in the region for
assisting its town to manage the traffic during the bridge improvement. Underscoring the benefits of the bridge, Misamis Oriental Governor Yevgeny Vincente B. CAGAYAN de Oro City-The completion of the coastal road is a symbol of what is possible when we have cooperation. Thus said Public Works and Highways Secretary Mark A. Villar during the inauguration of the Coastal Road in Cagayan de Oro. The local government has worked together with the national government to make this a success and done this in a short period. According to DPWH region 10, clearing of obstructions along AgoraPhilippine Ports Authority (PPA) section was executed on November 7, in coordination with Task Force Hapsay Dalan, the Local Government Unit (LGU) of Cagayan de Oro and other line agencies. More than 40 informal settlers encroaching the Road Right Of Way (RROW) in the said section were identified and accommo-
dated by the City Housing and Urban Development Department (CHUDD) and the City Social Welfare and Development (CSWD). Equipment from the contractors and the DPWH 2nd District Engineering Office of Cagayan de Oro City were also deployed to assist the clearing operations. Furthermore, documents for 4 other RROW issues are also being submitted to the Solicitor General for preparation of the filing of expropriation case. The City Council and elected public officials in Cagayan De Oro are not an exception to the rule. In fact, many cases of political opportunism and political convenience have had taken place at the City Hall. For instance, the original composition of the current members of the City Council is supposedly aligned with the political opposition. The local electorates were only appalled when majority of them suddenly has a 360-degree “turn around.” More so, many now believed that the current City Council has become a “rubber stamp” of the City Executive. Friend, it may be true that your parents treated you wrongly, so it is completely understandable that you have feelings of hurt and anger toward them. Un f o r g i v e n e s s a n d bitterness will only hurt yourself, because it poisons your heart and attitude toward life. What’s more, doctors have proven that unforgiveness and anger can cause physical suffering such as migrain headaches, stomach ulcers, high blood pressure, heart disease, and
many other sicknesses. Someone said that when we become adults, there comes a time when we have to “get over it.” We have to “let our parents off the hook.” We have to finally stop holding our parents on the hook of our anger, bitterness, and unforgiveness. For your own sake, you must let go of the hurt and forgive your parents, no matter what wrong and painful things they might have done to you in the past. Remember, many times our parents were only doing what had been done to them by their own parents. So God is their fair judge, not you. ALL need God’s forgiveness for our many wrongs and hurts we’ve caused

APPLICATION APPLICANT, LANAO DEL NORTE ELECTRIC COOPERATIVE, INC. (LANECO), through counsel, unto this Honorable Commission, respectfully alleges, that: THE APPLICANT 1. LANECO is a non-stock, non-profit electric cooperative, duly organized and existing under and by virtue of the laws of the Republic of the Philippines, with principal office in Tubod, Lanao Del Norte; 2. It holds an exclusive franchise from the National Electrification Commission to operate an electric light and power distribution service in the municipalities of Linamon, Matungao, Poona Piagapo, Kauswagan, Bacolod, Munai, Maigo, Kolambugan, Tangkal, Magsaysay, Tubod, Baroy, Lala, Salvador, Kapatagan, Sapad, Sultan Naga Dimaporo, and Baloi, all in the province of Lanao del Norte; THE ANTECEDENT FACTS

Further under the TGP Rules, the concerned EC shall use the following formula in determining the TGP for the first to third years of the Regulatory Period, to wit: TGPA= TGPn + TGPn+1 TGPn+2 where TGPn = In – Xn + Sn N= the first year of their Regulatory Period and succeeding Regulatory Periods Except that for the first two years of the First Regulatory Period, “X” will be equal to zero and thereafter shall not be less than zero. The TGP calculated for each of the three years will be summed to determine the possible rate adjustment the starting on the Fourth Year of the current Regulatory Period. THE PROPOSED RATE ADJUSTMENT 10. Applying the methodology embodied in the TGP Rules, LANECO calculated the values of the “I”, “X” and “S” and came up with the following results, to wit:

1. In 2009, the Honorable Commission promulgated the Rules for Setting the Electric Cooperatives’ Wheeling Rates (RSEC-WR); 2. The regulatory framework envisioned under the RSEC-WR is that an Initial Tariff and a Tariff Glide Path shall be developed for each Electric Cooperative (EC) Group for a Regulatory Period; 3. Pursuant to the RSEC-WR, in 2009, LANECO filed with the Honorable Commission an application for approval of a proposed adjustment in its rates, docketed as ERC Case No. 2009-146 RC; 4. The Honorable Commission approved the application, granting the cooperative at the end of the transition period, the following initial tariffs on its Distribution, Supply and Metering (DSM) Charges, among others, to wit: B) EXCLUDING PERFORMANCE INCENTIVE “S”
LEGAL BASIS FOR THE APPLICATION 5. Article 7 of the RSEC-WR provides that during the regulatory period, the rate of the ECs per group shall be adjusted using the following formula, to wit: Tariff x (1+ index “I”-Efficiency Factor “X” + Performance Incentive “S”) The Index “I”, shall be an escalation factor to be used in adjusting the rates to reflect the combined impact of inflation and load factor. There shall be an efficiency factor “X” to account for the operational efficiency of the ECs in setting their rates. There shall be a performance incentive “S” which shall reward or penalize the EC for above or below standard performance, respectively.
12. Consequently, applicant respectfully prays for the approval of the foregoing calculated DSM rates. SUPPORTING DATA AND DOCUMENTS 13. In support of the foregoing computations, the cooperative is submitting herewith the following data and documents, which are being made integral parts hereof, to wit:
The TGP is intended as a cap and the EC may move up to the cap, if it is a positive adjustment. If the cap is lower than the current average tariff, a reduction may be implemented.

More significantly, the cooperative has been implementing the Sitio Energization Program (SEP) of the Aquino government, such that the massive expansion of its distribution lines up to the remotest areas has considerably increased its operational and maintenance costs, not to mention the increased system loss which the cooperative absorbs. All these costs were not duly provided for in its current rates and the general funds being generated from its DSM revenues as granted under the RSEC-WR are no longer sufficient to cover these inevitable costs;

Scientists have tried editing a gene inside the body for the first time in a bold attempt to tackle an incurable disease by permanently changing a patient’s DNA. Forty-four year-old Brian Madeux intravenously received billions of copies of a corrective gene and a genetic tool to cut his DNA in a precise spot. Signs of whether it is working may come in a month. Tests will confirm in three months.
If successful, the new technique could give a major boost to the fledgling field of gene therapy. Scientists have edited people’s genes before, altering cells in the lab that are then returned to patients. There are also gene therapies that do not involve editing DNA. But these methods can only be used for a few types of diseases. Some give results that may not last. Some others supply a new gene like a spare part but can’t control where it inserts in the DNA possibly causing a new problem such as cancer. This time, the generic tinkering is happening in a precise way inside the body.

Gan made the contention on the ground that members of the Board are appointed by the City Executive. Moreno, however, vehemently denied any hand in the MetropacCOWD contract, saying that the district’s Board of Directors is an independent body. Whatever happens, the Cagayanons are certainly behind Judith and the City Councilors who are fighting for the annulment of the Metropac-COWD contract.
