ARMM towns cited for good governance: from 6 last year to 19 this year FROM zero in 2015 to six in 2016, there are now 19 towns and one city in the Autonomous Region in Muslim Mindanao (ARMM) that have been conferred the Seal of Good Local Governance (SGLG) by the Department of Interior and Local Government (DILG). The SGLG awardees in the ARMM are Lamitan City and the 11 towns in Maguindanao, three in Lanao del Sur, two in Basilan, and two in Sulu. ARMM has five provinces — Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-tawi — and two cities — Lamitan and Marawi. The 19 towns are Maluso and Sumisip in Basilan province; Calanogas, Kapatagan and Piagapo in Lanao del Sur; Barira, Buldon, Datu Abdullah Sangki, Datu Paglas, Gen. Salipada K. Pendatun, Kabuntalan, Matanog, Parang, Rajah Buayan, Sultan Kudarat, Sultan Mastura and Upi in Maguindanao; and Jolo and Talipao in Sulu. This is the highest number of SLGL awardees in the ARMM, thus far. In 2011, 13 were cited for good governance performance. In 2012, the number dropped to seven. ARMM comprises five provinces (Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-tawi), two cities (Marawi and Lamitan) and 116 towns. Early this year, then DILG Secretar y Ismael Sueno announced that the Department had scaled up
the assessment criteria for SGLG with the inclusion of peace and order as one of the core areas. The other core areas are financial administration, disaster preparedness, social protection, and peace and order. The SLGL was piloted in 2010 as the Seal of Good Housekeeping, a brainchild of then Secretary Jesse Robredo to promote transparency and accountability in local governance. Robredo was killed in a plane crash in August 2012. The SGH was scaled up into the SLGL “to provide a greater challenge for our local government units to continue their good governance practices while providing better services, and at the same time, expanding the coverage of the assessment. In SGLG 2017’s ’4+1’ assessment criteria, LGUs must pass the four core areas and at least one essential area — either Business Friendliness and Competitiveness, Tourism, Culture and the Arts, and Environmental Protection. Awarded local government units receive an SLGL marker, access to other programs and capacity development assistance from DILG, and can be eligible to access the Performance Challenge Fund (PCF) to finance their local development initiatives. “This is the result of our hard work and commitment in order to provide better services to our constitu-

At a time when the City is gearing up to find a solution to our waste water problem, a visit to the Cagayan de Oro City Water District (COWD) last November 10 by representatives of three (3) Japanese companieswhoare introducing technology to help us address the prob-
lem was just so timely. During the visit, Esquare Inc., Original Engineering Consultants Co. Ltd. (OEC), and Hinode of Japan presented their feasibility study on treatment of wastewater at a small scale level using the HinodeMicrobubbler System (HMBS). The
planned pilot area is the Luxe Hotel, with Cogon and Westbound Markets most likely to follow. The group is soliciting ideas from COWD regarding other potential areas to be targeted. COWD GM Rachel Beja, who welcomed the guests, suggested that perhaps the City’s relo-
cation sites would also be suitable areas for the study. The group will return to CDO to visit other sites in January or February of 2018. They also plan to invite representatives from CDO to Yokohama, Japan to tour their facilities and project sites.

Certainly, the proposed diversion road would perk up the development of various tourism potentials
in Misamis Oriental’s west coast. Unknown to many, there are a number of unexplored tourism spots in Misamis Oriental’s western district. Perhaps, the stone mountain in Opol would become another attraction in the area. The place looks mysterious to newbies who have not gone to the place for once. Many years ago, a tribal resident in the area told the CYNOSURE that the stone mountain was the end result when the loggers plundered and raped the forest in Misamis Oriental. However, the CYNOSURE did not believe the account of the tribal resident because there were no
traces of “trees cuts” on the ground. The mountain is simply a mound of stones of various shapes and hues. They said that the mountain was the major source of “ chromite ” and “other minerals” in the area. However, there was no trace of movement of earth moving equipment. Anyway, with the construction of the concrete diversion road, the secret of the mountain would presumably be exposed to the public in the future. In the meantime, the CYNOSURE doffs a hat to Gov. Emano for pursuing his dream of alleviating the plight of the people of Misamis Oriental. With the various infrastructure projects and economic programs, there is no doubt that the people has elected a worthy public servant that looks into the welfare of the constituency. Rescued Sayyaf captives turned over to Vietnamese Embassy rep THE Western Mindanao C om m and on Su nd ay turned over to a representative of the Vietnamese Embassy three Vietnamese crew members of a Marine vessel who were abducted by the Abu Sayyaf on February 25 off Pearl Bank in Pangutaran, Sulu and rescued by government troops at around 7:45 a.m. on November 10 near Kang Tipayan Island in Languyan, Tawi-Tawi. A total of 17 crew members were on board Marine Vessel Giang Hai 5 when
the Abu Sayyaf ambushed them at sea. The WestMinCom said 10 were rescued by the troops, while the group of Xuan Vien was forcibly taken and transported by the bandits to mainland Sulu. The November 10 rescue brought to 14 the total number of hostages rescued by government troops. Ten were rescued on February 25, the day of the seajacking, while three others were killed while attempting to escape from the Abu
Sayyaf – two on February 25 while Tran Viet Van was killed by the Abu Sayyaf when attempting to escape from his captors last July 7 in Barangay Buhanginan, Patikul, Sulu, said Capt. Jo-Anne Petinglay, chief of the WestMinCom Public Information Office. The rescued victims underwent medical check-up at the military hospital inside WestMinCom. As of November 12, seven foreigners and nine Filipinos are still held by the Abu Sayyaf in the hin-
terlands of Sulu, the WestMinCom said. “Operations by our ground units continue to yield positive results as we relentlessly pursue the bandits to thwart their kidnapping ploys and rescue their victims,” Lieutenant General Carlito G. He is gunning for his eight marathon crossing this year and 34th successful open-water swim since he started his open-water swim on December 31, 2013 in Surigao City. in the hinterland village of Opol, Misamis Oriental. The road would end in Lugait, the last coastal town, west of the province. Lugait is the boundary of Iligan City, Lanao Del Norte. Once completed, the diversion road would provide an alternative access to commuters and pedestrians plying to and fro Iligan City and Cagayan De Oro City, aside from the existing Cagayan De Oro-Iligan City national highway. But, there is more than being a diversion road of

WHAT I thought was a minor case of diarrhea sent me to the emergency room of a hospital and never had in mind, I would be here until now for more than a month. I have never been to a hospital this long and this surely made me think something was seriously in my health. I underwent a series of tests, x-ray encounters from my brain down to my chest, stomach, and even my legs. Matters went worse as some complications were developing like the possibility of kidney failure and pneumonia.. I was in bed for the next long days and I expected the worse to come. I asked myself am I
going to die now? Then I had wild dreams of being handled by an undertaker or embalmer and preparation for my funeral was being laid out. When I woke up, I thanked God I am still alive. I could hardly understand my feeling. Something real bad has engulfed my body while medical specialists were working on me. I said the pain of death is really big and truly this is the most feared moment of man. Anyway, if the Lord needs me to return to him, no one can refuse. My children are in contact with the hospital doctors and nurses. I am happy
my eldest daughter called for a catholic priest to perform what I thought was a faith healing or prayer healing. I always believe in prayers ever since, and I confessed for my sins. The next few days, a holy mass was held in the facility where I was staying and I received the holy communion.My son Ben Voltaire, a bank executive, flew in from Houston to see me and we had a lively selfie talk with my whole family. We laughed and the kids were shouting happily. For many years, I sleep sitting down on a bed because if I lie down, I snore so much and develop Apnea.

I LOVE MUSIC. I can’t survive without music. The prostitution is incomprehensible as well as unpardonable. The music industry’s future seems to become very questionable. Record companies worldwide still keep on talking about that topic. The radical change and make up of the whole music industry seems to be clumsy but unwavering and obvious. We’re all subjected to prevailing tastes, but especially the pop music field’s spending power dwindles and fades slowly but surely. Listen to radio stations, watch even the “American Idol” or other idols.... The record companies are still spreading optimism for many years, even if the turnover has declined to 33 billion US$ sometime in 2005. How much now in 2017 even while having YOUTUBE? Unbelievable, but in the U.S. and England,
compact disc sales are still increasing. Fact is: the international music industry nowadays tries to survive by getting strange partners, like “T-online” in Germany or “Apple” worldwide, that ensure new distribution policies. Worldwide new generations grow up focusing on music like a marginal zone. I found in my old clipping files a quotation of former European VODAFONE marketing director Guy Laurence: “Consumers still want to buy music by listening where ever he or she is right now!” It doesn’t matter what kind of music the consumer appreciates, but it seems to be a great task for radio station carriers simply to satisfy and let its listeners enjoy. I have been a radio host in the Philippines for several years, and I experienced it very well. Listen to several radio stations right
now: it’s always and almost the same. Great variety is requested. Or, sad to say, music has no future, when it comes to radio broadcasting. An old Beatles song seems to be the first night performance of a Goethe drama. Yes, there are still people, even youngsters enjoy listening to music from the 1970s as well as from the Classical Masters back to the 17th century. Let’s be honest to ourselves and face it: Many times nowadays music remains as a cheap extra bonus or a free gift and encore, an uncomfortable and insignificant marginal note on television or as an incredible cellphone ring tone. Music, pop or classical music loses its individual character. If, after the long play records (I still have tons at home), the compact discs will become passe, we must

Bislig execs decry illegal police raid on Lozada slay By CHRIS V. PANGANIBAN Contributing Editor
BISLIG City officials have cried foul over what they claimed as illegal entry of police operatives at the premises of the city hall on Nov. 7 without a search warrant from the court to arrest the suspected lookout of gunmen who shot and killed radio broadcaster Christopher Lozada on Oct. 24. City Mayor Librado Navarro said department heads at the city hall have sent a complaint letter to Interior Secretary Catalino Cuy and Director General Ronald “Bato” de la Rosa, chief of the Philippine National Police, regarding the alleged illegal search of a government vehicle at the City General Services Office when they arrested the suspect Felixberto Villocino Jr. The Special Investigation Task Group (SITG) Lozada led by Superintendent Cesar Paday-os, chief of the Criminal Investigation and Detection in Caraga region, raided the City General
Services Office to search the Toyota Hi-Ace van believed to be used by the gunmen to kill Lozada, a staunch critic of Navarro who was Station manager of Prime FM Bislig. Lozada, host of the public affairs program “KuskosBatikos,” died instantly. His girlfriend, Honey Faith Indog, was wounded. Navarro said Paday-os led a group of 20 police operatives in full battle gear to raid the city hall to conduct the illegal search without even making a courtesy call to him before they carry out their mission. The operatives recovered from Villocino, a hand grenade and a caliber 357 pistol. “I am appealing to the concerned government agencies to please respect the local government of Bislig as an institution,” Navarro said in his message which was posted on his Facebook wall and shared by some netizens. One of the most challenging tasks that every teacher would face is motivating the students in helping them bring out their fullest potential. Why is it challenging? It is challenging because a teacher encounters students with different personalities, attitudes, principles, and it is indeed so hard to find a common ground on how to effectively motivate each one of them, most especially because they come from different family backgrounds. However, the answer to this challenging task is actually done every single day inside the classroom, but it is actually not done with consistency, or it is not given much importance. It is through positive reinforcement. “What is positive reinforcement?” Posi-
tive reinforcement is an encouragement that comes after a positive behaviour. This is done by the teacher to emphasize the positivity of the student’s action. Once this reinforcement is done by the teacher, the student feels encouraged to repeat the action; thus, expecting an overall improvement of the student’s behaviour. However, not all teachers believe in positive reinforcement. Some believes in the use of negative reinforcement, such as punishment, to help bring out the best of every child. It may work to some, but there have been a lot of instances where punishments did not lead to its desired effect. However, positive reinforcement is proven to be a more effective technique than punishment. Why do we have to focus and drain our energies to the negatives, whereas there are positives that will surely
elicit good behaviour from the students? There are a lot of positive reinforcements that can be done inside the classroom. However, teacher must vary its strategies in order to maintain motivation and interest from the students. Moreover, the positive reinforcement that must be used depends on the behaviour shown by the students, such as: verbal praise (e.g. phrases like “good job,” “well done!,” “nice work”) nonverbal communication (e.g. nod, smile, thumbs up) social attention (e.g. making appreciative comments that will be heard by the entire class, or a special conversation with the teacher) tangibles (e.g. stickers, pencils, chocolates, money, food) privileges (e.g. extra computer time,
e xe mpt e d on a particular quiz or homework) However, teachers must remember that all of these reinforcements must be done frequently and consistently. The results may not be observed immediately to some, but it will surely take shape in the long run. Positive reinforcement helps the students be aware of their strengths and weaknesses and helps them understand the do’s and dont’s effectively than having someone lecture about it. Moreover, this reinforcement will also benefit the teacher for it builds the teacherstudent relationship, and once rapport is made, it promotes academic success, avoids behavior problems, develops student’s mental health, and most importantly, it assists educators with professional growth.

President Duterte formally launches 31st ASEAN Summit and Related Summits
PHILIPPINE President Rodrigo Duterte on Monday, November 13, formally opened the 31st Association of Southeast Asian Nations (ASEAN) Summit and Related Summits, emphasizing on regional and international security as the main agenda. During the opening ceremony of the ASEAN Summit, President Duterte noted that extremism and other non-traditional security issues have no boundaries. He added that it would “put a dent” in growth and disrupt the stability of global and regional commerce. “These and other issues are high on the agenda of our meetings along with the other non-traditional security issues that challenge the prosperity of our economies, the integrity of our institutions, and more importantly, the safety of our people,” he added. Apart from the security issues, President Duterte is pleased to announce that ASEAN member states have come to an agreement on on the protection and promotion of rights of migrant workers. “I will be joining other ASEAN leaders tomorrow in signing this landmark document that with strengthen social protection, access to justice, humane and
fair treatment,” President Duterte said. “Other deliverables that will see the fruition include those concerning health, women and the youth, terrorism, radicalization and violent extremism, trafficking, poverty alleviation, food security, coastal and marine environment, and the pursuit of innovation for our economies, among others,” he added. President Duterte also thanked ASEAN countries and dialogue partners for helping the communities affected by the Marawi crisis. “Our ASEAN brothers provided support by sending relief items for the benefit of the internally displaced persons while others provided valuable assistance and bolstered our military campaign,” he added. DA intensifies responsible pet ownership campaign
Cagayan de Oro City - The Department of Agriculture – Regional Field Office 10 (DA-RFO 10) intensifies responsible pet ownership campaign in Cagayan de Oro City. Through its Regulatory Division, in coordination with the City Veterinary Office, it conducted rabies vaccination in Barangay Macabalan, on November 7, 2017. Pets such as dogs and cats were brought in the Barangay Hall for rabies vaccination. Likewise, pet owners were lectured on animal welfare and its responsibility to their pets. Dr. Julesben Caesar Maquiling, regional animal welfare officer, stated that the vaccination activity is in line with the basic principles of animal welfare which is to keep the animals from injuries and diseases. He also addressed common misconceptions on rabies and shared tips on what to do when chased by dogs by saying, “We should either act like a tree or show dominance to them.” Further, Dr. Maquiling informed the residents that should they be bitten by dogs or cats they should visit the nearest Animal Bite Treatment Center for medication and that they may submit dog head samples to DA’s Regional Animal Disease Diagnostic Laboratory (RADDL) for free rabies examination. On top of the Livestock Program’s support in terms of the distribution of drugs and biologics, and dispersal of animals, Maria Lourdes M. Sypiecco, focal person of the Livestock Program of the Department of Agriculture – Regional Field Office 10 (DA-RFO 10) revealed that the production of situationer reports for the commodities is among the Program’s highlights. This is to recognize its importance as this will serve as a tool in soliciting more support to further develop the livestock and poultry industry in Northern Mindanao. Data were sourced from DA-RFO 10, Philippine Statistics Authority, National Meat Inspection Service, National Veterinary Quarantine Service, and the Provincial and City Veterinary Offices. 4 soldiers, gun-for-hire nabbed in PDEA ops DAVAO CITY -- Operatives of Philippine Drug Enforcement Agency 11 (PDEA 11) arrested four soldiers and a suspected gun-for-hire after a brief firefight in Tagum City, Davao del Norte on Saturday. PDEA 11 officer-incharge Naravy Duquiatan identified the suspects as Cpl. Cristiuto G. Macagubang Jr. who is assigned to the 3rd Infantry Batallion and detailed at Barangay Malagos in Baguio District; Cpl. John Louie Segovia and Sgt. Albin Binondo, both assigned to the 10th Infantry Division; John Rey Mission, a member of Task Force Davao; and Regie Impas, an alleged gun-for-hire. Duquiatan said PDEA operatives with assistance from Task Force Davao, Task Force Tagum, Tagum City Police Station and 46th IB, conducted a buy-bust operation at Purok Talisay, Seminary Drive in Barangay West Magugpo. “Napalitan ni sila, nagka-
sinabot no sila (There were illegal drugs bought from them, and they colluded with each other),” Duquiatan said. A brief firefight ensued as the arrested suspects tried to resist arrest prompting law enforcers to fight back and wounded in the process. Impas was immediately brought to Davao Regional Medical Center. After treatment, he and his cohorts were brought to PDEA 11 detention facility in Davao City. Recovered from the possession of the suspects were five grams of suspected methamphetamine hydrochloride with an estimated value of PHP75,000, three .45 pistols, several ammunition and motorcycles. Duquiatan said cases of violation of sections 3 for selling and 11 for possession under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 will be filed against the five suspects. PNA

Mayor Sara, 9 others to study waste-to-energy tech in Japan DAVAO CITY -- Mayor Sara Duterte-Carpio, seven city officials and two representatives from an environment watchdog will travel to Japan next week to study the USD 70-million Waste-toEnergy(WTE) project which is eyed to improve the city’s waste management. This was announced by the mayor saying that they will be going to Japan upon the invitation of the Japanese firm in the City of Kitakyushu to observe its own WTE operation. It will be an all-expenses paid by the city government of Kitakyushu. The Japanese firm, Nippon Steel, has offered to do the WTE facility which can accommodate about 600 metric tons daily. The project is eyed for a joint venture initiative between Nippon Steel, the city government, and the Kitakyusho City. DuterteCarpio said the city will be a recipient of a grant from Japan for the implementation of the WTE project.

DAR conducts dialogue to revitalize garlic, onion industry in Ilocos Region SAN JUAN, La Union – The Department of Agrarian Reform (DAR) recently presided over a dialogue aimed to revitalize garlic and onion industry in agrarian reform areas in Ilocos Region and to address the production and marketing problems of onion and garlic farmers in the area. The dialogue was facilitated on Thursday, November 9 in San Juan town in La Union. Regional Director Virgilio L. Acuna said the dialogue was organized to address the reported deep decline in the domestic production of onions and garlic in the area. Data provided DAR in the region indicated that the decrease of onion and garlic production in Ilocos Region resulted in the importation of onion and garlic from the other countries. Acuna said latest numbers showed that 94% of the supply of garlic and 60% of onion in the Philippine market are already imported from the foreign markets.
He also enumerated various problems faced by the onion and garlic industry in the area which includes plant diseases and the lack of quality seedlings which severely reduces the quality and volume of production, the entry of cheap imports and smuggled garlic and onions. The massive inflow of imported and smuggled onions and garlic to the local markets also dropped the prices of locally produced onions and garlic that eventually incurred losses to the local farmers. Acuna also took note of the lack of new production technology available to local garlic and onions producers as among the factors of the decline of the production of said farm products. She added that this is her initiative which she believes can attain peace in the city. “But, it really depends on the NPA if they really want to talk with us,” she said. Duterte-Carpio said the Local Peace Committee (DC PEACE) is given up to November 30 next year. If there is no progress with the dialogue, she will terminate as there is no point talking with the rebels if they do not want peace in the city. She said the rebels do not need to surrender their firearms just because she only wants them to work with the government. The NDFP posted on their website last November 2 that Duterte-Carpio’s local peace talks will surely fail in its aim of dividing the revolutionary forces waging a nationwide people’s war. It stated that the Duterte regime is wasting time and the people’s money in setting-up these useless local peace committees which will go nowhere and achieve nothing. “These are mere rehashes of worn-out psywar surrender programs such as the ‘balik-baril program’ and the Comprehensive Local Integration Program (CLIP) riding on the popular clamor for peace talks,” the statement said. The 4th Infantry Division has likewise augmented the security force in eastern Misamis Oriental in assisting the PNP, Gonda further reported. Along this line, a platoon from the Philippine Army encountered ten NPA rebels last Sunday afternoon which resulted in a 20-minute firefight in barangay Banglay, Lagonglong town. The vicinity is just a few kilometers away from the power plant which is located in nearby barangay Mandangoa, Balingasag municipality. Per police report, Gonda said that the Army troops headed by one 2nd Lt. Eric Buyan engaged the rebels but with no casualties on both sides after the NPAs withdrew. PNP 10, quartered in Cagayan de Oro City’s Camp Alagar, immediately alerted its Regional Public Safety Battalion (RPSB) to augment the Army platoon in pursuing the rebels. Gonda maintained that the rebels were in the area conducting reconnaissance for possible attack at the Minergy power plant. Meanwhile, another ambush against government armed forces purportedly perpetrated by the NPAs was conducted at 8:30 a.m. also last Sunday in Iligan City near the vicinity of Talakag, Bukidnon – site of two previous ambushes only last week.
