Marcos to grace Eagles NMR1 Assembly

CAGAYAN DE ORO CITY – Former Sen. Ferdinand Marcos Jr. will be the guest speaker during the 11th NMR 1 Convention of the Fraternal Order of Eagles (Philippine Eagles) this Saturday at Rosario Pavilion here.

NMR1 Gov. Anjun Gomez said that the activity will be preceded with a thanksgiving Mass at 6:00 a.m. at San Isidro Labrador Parish Eco-Church in barangay Kauswagan.

After the Mass, there will be a motorcade with the Kuyas, Ates and Bunsos going to barangay Canitoan covered court where there will be a half-day long medical and dental mission.

Fake Customs police slain, Cop, infant killed in ambush in Bukidnon, police say broker hurt in Oro ‘shootout’

CAGAYAN DE ORO CITY -- An alleged Customs police died while a broker of the Bureau of Customs in Region 10 (BOC-10) was still in critical condition after the two engaged in an alleged shootout on Thursday night in Barangay Macasandig this city.

Torres Sumandar, head of Macasandig police station, identified the fatality as a certain Roy Ancajas, 45, a resident of no. 122C Cabantan Street, Mabolo, Cebu City.

Sumandar said Ancajas died when he and another Customs’ broker engaged in a heated argument.

In a report, he said the Macasandig police station

received a phone call regarding the unidentified person lying at the canal in front of the Macasandig National Police Station around 8 p.m. on November 9.

Police investigators recovered from the crime scene eight empty cartridges of .45 pistol, a wrist watch, sling bag, and a bag.

CAGAYAN DE ORO CITY – An armed group believed to be members of the New People’s Army (NPA) waylaid a police vehicle resulting to the death of a police officer and four-month-old child in a town in Bukidnon late Thursday afternoon, authorities said Friday.

National Police-10 (PNP10), the casualties were

identified as a certain SPO3 Arnel Carillo, of the Bumbaran municipal police, and a still-unnamed infant. Also wounded were three police officers and two civilians.

Those who sustained wounds were identified as Insp. Joven Acuesta, chief of the Bumbaran municipal police in Lanao del Sur, and his men, namely, SPO1 Pacifico Cabudoy, and PO1 Nathaniel Ibal.

The wounded civilians

were Ali Citi, 53, female, who was hit on her left breast, and Ali Aminsalam, 37, who was wounded on her right arm.

The infant, who was hit on the forehead, was with the female civilians on board a Toyota Fortuner when the incident happened at around 5:30 p.m. in Barangay Tikalaan, Talakag town, Bukidnon.

Multi-actor participations key to improve regulations—experts THE regulatory process to effectively work entails the participation of different actors—not just government.

Prof. Sharon Fiel, director of the School of Regulation and Global Governance of the Australian National University (ANU), made this point at the panel session on global standards and regulation in key sectors in a conference last October 23-24 jointly organized by ANU and state think tank Philippine Institute for Development Studies. The Manila Conference 2017 on Regulations and Governance in the Philippines: Development Policy Challenges for the New Administration explored the regulatory issues in the country and possible solutions that can be drawn from international experience.

With health as the focus of her presentation, Fiel explained the roles played by multiple actors, such as the government, schools, individuals, food producers, and retailers in promoting healthy food preferences.

For instance, schools play a big part. They can educate their students on healthy eating, set food standards in their canteens, and regulate the presence of food outlets in areas around the school where children gather.

“In the media, television chefs through their programs can significantly influence people in their food choices and preparation methods,” Field added.

Civil society organizations (CSOs), on the other hand, can serve as watchdog, sources of information on

their needs and aspirations, and direct influencers in policymaking through advocacy and lobbying.

As for the government, setting of rules, imposition of taxes and penalties, and provision of incentives are among its primary tools to regulate human behavior.

Good regulations for good governance Expounding on the role of government as a regulator, Atty. Francis Juan presented the regulatory framework of the Philippines’ energy sector. Juan is the chief operating officer of the Philippine Electric Market Corporation and formerly executive director of the Energy Regulatory Commission (ERC).

The passage of the Electric Power Industry Reform Act (EPIRA) in 2001 was

expected to improve both the reliability and cost of power services in the country by opening the sector to competition. Today, the National Power Corporation, which used to monopolize production, transmission, and distribution of electric power, is involved only in providing electrification to the so-called missionary areas or the far-flung sections of the country. The different subsectors were unbundled and opened to market players.

Sixteen years later, the price of electric power has remained expensive, supply has remained tight, and maintenance issues have persisted. With an unhappy public, questions on the effectiveness of the ERC have come to the fore.

“The challenge for ERC

is how it can project itself to be a strong and independent regulator as envisioned in the EPIRA. Even as it strives to fulfill its main tasks to promote competition, encourage market development, and enforce regulations in the restructured electricity market, it is met with an increasingly disapproving public,” Juan explained.

He added that an efficient regulator should possess: competent; independent, fair, and reasonable; receptive to stakeholder inputs; adaptable to changes; and firm and resolute in its decisions.

Fast-paced technology Among these qualities, adaptiveness is one area where the government needs to step up, especially when it comes to the transport

sector. This was according to Dr. Marian Panganiban, senior policy economist of Grab Southeast Asia.

“Technology is going at a very fast pace but the policy environment hasn’t been keeping up. There are instances wherein given the pace of technological innovation, previous policy questions are now irrelevant or the existing policy tools are inadequate,” Panganiban explained.

The sharing or collaborative economy is one of the most dynamic and rapidly growing sectors today yet it is also beset with regulatory issues. “Policies are needed to integrate the features of ride-hailing companies and shared economy companies into existing systems and services in ways that See key, page 11

Formalize regulation for Aussie BPOs in PH, PIDS urges govt THE Philippines should formalize its regulatory management system (RMS) for the business process outsourcing (BPO) industry to make it more investor-friendly, particularly for Australian businesses.

This, according to Dr. Gilberto Llanto, president of state think tank Philippine Institute for Development Studies (PIDS), is a crucial aspect to uncover regulations that unnecessarily burden firms and only contribute to increasing the cost of doing business in the country.

“The Philippines has the elements of a functioning RMS but has to do more serious work to make it formal and effective,” Llanto explained in his opening remarks during the Conference on Regulation and Governance in the Philippines: Development Policy Challenges for the New Administration held in Pasig City recently.

Australian Ambassador to the Philippines Amanda Gorely, who graced the event, said Australian businesses are increasingly identifying opportunities in the Philippine BPO industry due to high language skills and service-oriented culture of Filipinos.

“In recent years, there has been a rapid rise in the number of Australian BPO operations based here in the Philippines and they contribute to the Philippine gross domestic product,” Gorely added.

The Australian official explained the current setup benefits the people of both countries, as it allows Australian businesses, including their small and medium enterprises, to access cheap

and qualified labor in the Philippines, while providing employment to Filipinos.

However, Llanto clarified that the Philippines, for its part, should also advance a good regulatory reform, which can provide a firm foundation for the country’s development agenda. Such reform can sustain the macro fundamentals that the Philippine economy currently enjoys, he added.

The PIDS official argued that the reform, such as the establishment of a formal RMS, will allow the country to cut the red tape, tackle regulatory inflation, and launch a “Regulatory Guillotine” project in the Philippines, a principle engineered by Scott Jacobs of the United Statesbased regulatory reform body, Jacobs and Associates.

Llanto added the country currently faces a challenge in establishing a strong central oversight body that systematically coordinates, checks for consistency, and reviews efforts on new regulations or amendments to existing regulations contemplated by different regulators.

He likewise called for the strengthened coordination between government agencies and business institutions through consultations to formalize RMS in the Philippines.

by PIDS and the Australian National University in cooperation with the Philippine Competition Commission, aims to foster research collaboration between Philippine and Australian institutions and to produce policyengaged research on salient economic, trade, political, and governance challenges in the Philippines.

LTO-12 to start issuing driver’s license cards with 5-year validity GENERAL Santos City-The Land Transportation Office (LTO) in Region 12 is targeting to start by next week the processing and distribution of plastic driver’s license cards with the five-year validity period.

Macario Gonzaga, LTO Region 12 director, said Thursday the installation of the machines and printers for the processing of license cards is currently ongoing in 12 licensing sites in parts of the region.

He said they already completed the installation at the LTO licensing office here and their personnel

have started the required tests.

The official said they are working on the completion of the installation process by the end of the week in all LTO licensing offices in the region.

Gonzaga said the LTO central office has allotted 12 machines and printers for Region 12.

But LTO-12 has operational jurisdiction over Lanao del Sur and Maguindanao provinces, which are part of the Autonomous Region in Muslim Mindanao.

In Region 12, the agency has licensing offices in

its district offices in the cities of General Santos, Koron a d a l, Ta c u rong , Kidapawan and Cotabato; Midsayap and Kabacan in North Cotabato; Polomolok and Surallah in South Cotabato; and Alabel in Sarangani.

It operates driver’s license renewal centers at the Robinsons Mall here and at the Gaisano Grand Mall in Koronadal City.

After installation, Gonzaga said the machines and printers would be subjected to tests and inspection by members of the Technical Working Group from their central office.

“Once the tests and inspections are completed and will go smoothly, we will immediately proceed with the processing and distribution of the plastic license cards,” he said.

President Rodrigo R. Duterte signed in early August Republic Act No. 10930 that formally extended the validity of driver’s licenses from three to five years.

Plastics: From boon to bane, an urgent need for action

NAAWAN, Misamis Oriental--It’s high time the government bans the production and use of thin, flexible plastics bags or such other packaging items for dry and wet goods; plastic bottles as disposable or oneuse container for the commerce of water and soda; and Styrofoam materials used as plates or food holders.

These plastic items, along with other solid wastes, primarily clog drainage and sewerage systems that have caused damaging and costly flash floods in many urban centres.

Moreover, these plastics have become public eyesore and have degraded

the beauty and integrity of the environment. They have littered our rivers and beaches and undermine the ecosystem. They become embedded in estuaries and alter adversely the habitat, the food production system and apparently the population of shells, snails, shrimps, and other bottom dwelling fauna. Thin and flexible plastic bags smother and kill the saplings and the young mangroves.

Even the forests are not spared from the ugly invasion of plastics. Plastic bottles are strewn under trees and thin plastic bags and wrappers are plastered in branches and twigs of

trees by wind action. The plastics in the forest may yet cause forest fires.

Plastic has become a vital part of our lives of convenience. Relatively strong, light and malleable, plastic has been used in all imaginable construction and fabrication activity replacing in parts many metals, cement, wood, plant-based fiber, and glass. It is in replacing fibers and glass as packaging and holding items for wet and dry goods that plastic has become a bane to humans and the environment. Our convenient way of life somehow developed in us an unsentimental throwaway culture such

that water and soda bottles, cups and bags we only use once are irresponsibly and easily disposed, ending up in drainage canals, creeks, rivers and eventually in the ocean.

Mountains of plastic trash of all kinds are floating in the oceans. In our own backyard, even the most isolated islands of the Sulu archipelago are littered with plastic bottles and other plastic flotsams.

SMMCI taps GNPK Save On Surplus to open in Tacloban for 55MW power deal Silangan Mindanao Mining Co. Inc. (SMMCI) and GN Power Kauswagan Ltd. Co. (GNPK) recently signed a memorandum of understanding for the 55MW power purchase service agreement with the former to source all of the power requirements of the Silangan Copper and Gold Mining Project in Surigao del Norte from GNPK for the next 12 years, commencing on SMMCI’s projected commercial operations date in 2020.

The memorandum was executed with GNPK as it satisfied the requirements of the definitive feasibility study of its mining project.

Other key considerations were supply availability, sustainability and cost.

Monetary Board Holds Policy Settings Steady At its meeting today, the Monetary Board decided to maintain the interest rate on the BSP’s overnight reverse repurchase (RRP) facility at 3.0 percent. The corresponding interest rates on the overnight lending and deposit facilities were also kept steady. The reserve requirement ratios were likewise left unchanged.

The Monetary Board’s decision is based on its assessment that the outlook for the inflation environ-

Peso sustains strength vs greenback, PSEi recovers

MANILA -- Questions about the prospects on the approval of the Trump administration’s tax reform bill bode well for the Philippine peso, as the local currency continued to stay strong against the greenback while the Philippine Stock Exchange index (PSEi) recovered on Thursday.

The peso finished the day at 51.27 from Wednesday’s 51.30 against the dollar, and a trader also traced this to strong flows in the local equities market.

It started the day at 51.28, better than the previous session’s 51.35. It traded between 51.22 and 51.33, resulting in an average of 51.27 for the day.

Volume for the day reached USD614.9 million, lower than the USD721.85 million a day ago.

The currency pair is seen to trade between 51.20 and

51.40 Friday.

Also, the PSEi recovered Thursday after a four-day slide.

It finished the day at 8,519.82 points, up 0.13 percent or 11.33 points.

The broader All Shares followed with a 0.18 percent, or 8.79-point rise to 4,979.82 points.

Half of the sectors also registered gains during the day, specifically, the Holding Firms, 0.65 percent; Property, 0.31 percent; and Services, 0.25 percent.

Mining and Oil, on the other hand, declined the most with 4.90 percent, followed by Financials, 0.47 percent, and Industrial, 0.18 percent.

Volume for the day reached 1.5 billion shares amounting to PHP9.32 billion.

Accordingly, the council presented its resolutions to DA-10 management during the Congress. This ranges from the availment of production, irrigation, farm machineries and equipment, extension support, credit assistance, establishment of

infrastructure and processing facilities, among others.

She also emphasized that all requests will be subjected for validation to assess whether propo-

nents will qualify for the assistance being sought and their viability in their respective farming and fishing ventures.

WHEREAS, Republic Act 10868 otherwise known as the “Centenarians Act of 2016”, signed into law on June 23, 2016, grants all Filipinos who reach the age of 100 with a letter of felicitation from the President of the Philippines and PI00,000 cash gift, whether they are residing in the Philippines or abroad; WHEREAS, to clarify matter, Memorandum Circular No. 2016-160 otherwise known as the Policies and Guidelines On The Implementing Rules And Regulations Of Republic Act No. 10868 (The Centenarians Act Of 2016) was issued on November 3, 2016. It enumerated the following benefits to be granted to centenarians both by the national and local governments concerned: 4.0 Policy Content and Guidelines Xxx

4.3 A centenarian shall receive the following awards and incentives from the NATIONAL government:

4.3.1

Letter of Felicitation - a letter of felicitation signed by the President of the Philippines shall be given to the LIVING centenarian.

4.3.2

Centenarian Gift - in addition to the Letter of Felicitation, a cash award shall be given to the LIVING centenarian in recognition of his or her longevity. The amount for each centenarian shall be taken from the available funds of the Department of Social Welfare and Development (DSWD) as included in the annual General Appropriations Act (GAA).

4.3.3

Posthumous Plaque of Recognition - shall be awarded to the DECEASED centenarian by the DSWD to be received by the centenarian’s nearest surviving relative.

4.4 A centenarian shall receive the following awards and incentives from the CITY OR MUNICIPALITY where he or she resides:

4.4.1

Plaque of Recognition - in addition to the Letter of Felicitation, a Plaque of Recognition shall also be given to the centenarian acknowledging his or her long life.

4.4.2

Cash Incentive - together with the Plaque of Recognition, the City and Municipality shall also grant the centenarian a cash incentive in an amount to be determined by the LGU. Due consideration may be given to any local ordinance passed earlier granting a similar cash incentive for centenarians. All local authorities are enjoined to set aside a portion of their local funds in their annual budget, for this purpose.

WHEREAS, Section 4 of RA 10868 provides for the period within which a centenarian may be able to avail of the benefits granted by the said law.

The specific provision of law states, to wit:

Section 4. Older Surviving and Deceased Centenarians.— All living centenarians who reached the age of one hundred (100) years old PRIOR to the effectivity of this Act shall be honored on the celebration of the first National Respect for Centenarians Day or one hundred twenty (120) days after the effectivity of this Act, whichever comes earlier, in appropriate ceremonies which shall be observed as a national event. They shall each be awarded a plaque of recognition and the Centenarian Gift referred to in Section 2 hereof. In the same event, posthumous plaques of recognition in honor of deceased centenarians shall be presented TO THE NEAREST SURVIVING RELATIVE of each centenarian.

In other words, a centenarian has to wait until the National Respect for Centenarians Day (every first Sunday of October) or the Elderly Filipino Week (October 1 to 7 every year) before he may enjoy the benefits granted by RA 10868. Also specified in the same Section, particularly in the last sentence thereof, is in the event that a centenarian dies before the month of October, he may still be able to claim the benefits to be granted to him if he were still alive, provided of course that the minimum requirements of the law have been faithfully complied with. The benefits will then be presented to the nearest surviving relative of each centenarian.

WHEREAS, aside from the above-mentioned benefits to be awarded by the national government to centenarians who can show documentary proof of their real age, there is also an additional CASH INCENTIVE to be appropriated and awarded by their respective city or municipal governments during the National Respect for Centenarians Day (every first Sunday of October) or the Elderly Filipino Week (October 1 to 7 every year). The specific provision of law states, as follows:

Section 3. National Respect for Centenarians Day.— As part of the annual Elderly Filipino Week, October 1 to 7, the first Sunday of October is hereby declared as National Respect for Centenarians Day during which, all Filipinos who have turned centenarian in the current fiscal year shall be awarded a plaque of recognition and a cash incentive by their respective city or municipal governments in appropriate ceremonies in addition to the Letter of Felicitation and Centenarian Gift provided in Section 2 hereof The local government unit concerned shall determine the amount of the cash incentive.

WHEREAS, the same provision of law stated in the next preceding paragraph also provided that it is the responsibility of the city or municipal government concerned to determine the amount of the CASH INCENTIVE, which is the amount of cash to be given to centenarians IN ADDITION TO the PHP100,000.00. This is with due consideration to any local ordinance granting similar incentives for centenarians; WHEREAS, it is only just and proper that whenever and wherever possible and appropriate that the Iliganon centenarians deserve to be given additional cash incentive by the Iligan City Government because of having spent their lifetime in contributing to the development of Iligan City; WHEREAS, in order to allocate sufficient funds for the additional cash incentives, there is a need to determine the number of centenarians within the jurisdiction of Iligan City;

BE IT RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod of Iligan, that the following City Ordinance be, as it is hereby ADOPTED and APPROVED: CITY ORDINANCE NO. 17-6590 AN ORDINANCE GRANTING TEN THOUSAND PESOS (P10,000) CASH INCENTIVES TO ILIGAN CITY CENTENARIANS AS ADDITIONAL GRANT FROM THE CITY GOVERNMENT OF ILIGAN, PER R.A. 10868 OTHERWISE KNOWN AS THE CENTENARIANS ACT OF 2016, PROVIDING FUNDS, REGULATIONS FOR ITS RELEASE AND FOR OTHER PURPOSES.

Be it ordained by the Sangguniang Panlungsod of Iligan in its session assembled, that:

SECTION 1. Short Title. - This Ordinance shall be known as the “Centenarians Additional Cash Incentives Ordinance”;

SECTION 2. Purpose. - This Ordinance is adopted in order to provide ADDITIONAL cash assistance in the form of CASH INCENTIVES to senior citizens in Iligan City who have reached the age of one hundred (100) years, to honor their years of contribution in nation building;

SECTION 3. - Definition of Terms. - For the purpose of this Ordinance, the following terms and phrases shall mean:

Cash Incentive - the amount of Ten Thousand Pesos (P10,000.00) to be given to each centenarian in Iligan City by the City Government of Iligan in appropriate ceremonies in addition to the Letter of Felicitation and Centenarian Gift.

Centenarians - senior citizens who have reached the age of one hundred years old (100 years old).

Centenarian Gift - the amount of One Hundred Thousand Pesos (P100,000.00) to be given to centenarians by the national government from the available funds of the Department of Social Welfare and Development (DSWD).

Letter of Felicitation - given to centenarians from the President of the Philippines congratulating the celebrant for his or her longevity.

SECTION 4. - Minimum Requirements for Availment. - To avail the additional Cash Incentive to be given by the City Government of Iligan, a centenarian shall comply the following minimum requirements:

Birth Certificate or Baptismal Certificate or Marriage Contract

In the absence of birth certificates or passports, centenarians can submit other government issued documents as requirements.

Senior Citizens ID Certification from the barangay where the centenarian is currently residing that he or she is a resident of the barangay.

Affidavit of a person in good standing who personally knows the centenarian concerned that the latter is at least a hundred (100) years old.

SECTION 5. Assistance. - Once the above-mentioned requirements have been fully complied with, the family, or representative, «r the centenarian himself or herself, shall be entitled to the following assistance from the City Government of Iligan: a. Plaque of Recognition - in addition to the Letter of Felicitation, a Plaque of Recognition shall also be given to the centenarian acknowledging his or her long life. b. Cash Incentive - together with the Plaque of Recognition, the City Government of Iligan shall also grant the centenarian a cash incentive amounting to ten thousand pesos (PHP10,000) to be given during the birthday of the centenarian.

In the event that centenarian is celebrating his or her birthday after the Elderly Week Celebration which falls every first week of October, the PI0,000 shall be given in advance which is during the opening day of the Elderly Week Celebration.

SECTION 6. Yearly Assistance. - The PI0,000 Cash Incentive shall be given to the centenarian and every year for as long that he or she is alive.

SECTION 7. Centenarians* Additional Cash Incentives Fund. - The Iligan City Government is hereby mandated to set a fund to be taken from any available source or through the Appropriation for the Senior Citizen Association, with Account Code 9994 5-02-99-080, of at least One Hundred Fifty Thousand Pesos (PI50,000.00) for the Year 2017, and the same amount for every year thereafter. In the event of exhaustion of funds, additional budget shall be included in the Supplemental Budget.

SECTION 8. Penalty. - Any barangay official or city government official who knowingly defrauds the records or falsely testifies that a centenarian is a resident of the barangay even on the contrary, shall be charged administratively.

SECTION 8. Repealing Clause. - All ordinances, resolutions, rules, and regulations inconsistent with this Ordinance are hereby repealed or modified accordingly.

SECTION 9. Separability Clause. - If for any reason any section or provision of this Ordinance shall be declared unconstitutional and invalid, the other sections or provisions which are not affected thereby shall continue to be in full force and effect.

SECTION 10. Effectivity. - This Ordinance shall take effect ten (10) days after its publication in a newspaper of local circulation.

Honda unveils the new TMX 125 Alpha and the 3rd generation TMX Supremo Honda Philippines, Inc. (HPI) released two new models from its best-selling business category– the Honda TMX series. HPI updated the series while taking pride in a 41- year legacy of trusted quality and performance that generations of Filipinos have enjoyed. Now, Honda brought new, class-leading technology to customers with the All-New TMX125α “DAPAT SA SUBOK NA!” and 3rd Generation TMX Supremo “SUPREMO, TUNAY NA LAKAS!” Their engines were upgraded from Euro 2 to Euro 3 compliance without the usual compromise in their power and torque, in fact, with Honda’s technology, these were maintained in the All-New TMX125α.

AIDS HIV, GOD’S CURSE THAT IS WRITTEN IN THE BIBLE: According to the Bible, men enamored by men and women having relationships with women is a curse that God allowed to happen to people who no longer recognize, no longer thank, and no longer honor, Him. The Bible indicates the great anger of God to those who have turned their backs on Him, to the extent that He allowed them to suffer an illness that has no cure.

If the truth be told, this kind of a curse from God is just one of the many curses that He promised to those who no longer listen and who no longer obey Him. There are 53 of these curses in the Bible, which are all intended to destroy or kill the non-believers.

What then can we do to avoid these curses, especially the curse of AIDS HIV? Many will surely say that people must be very careful in their sexual encounters, just like what the Rotary guest said on Thursday.

The researchers who examined the carcasses of the birds found in the stomachs undigested small plastic shards and items like bottle and toothpaste caps, even lighters and pieces of Styrofoam debris that the birds have taken in mistaking likely as natural feeds.

According to the Ellen MacAthur Foundation, nearly every piece of plastic ever made still exists today. More than five trillion pieces of plastic are already in the oceans, and by 2050 there will be more plastic by weight in the sea than fish.

Some 8 million tons of plastic trash leak into the oceans annually, and it’s getting worse every year.

Americans are said to use 2.5 million plastic bottles every hour of which a good percentage will ultimately find its way into the sea.

Marine scientists of the National Oceanic and Atmospheric Administration (NOAA) posit that by actions of the various forces in the oceans, plastics slowly disintegrate into fine nano pieces that sink in the ocean bottoms and end up in planktons, the primary producer in the ocean food chain. The nanoplastics are ingested by fishes that fed on planktons, and are ultimately eaten by humans.

There’s growing evidence that plastic is harmful to humans. The US government says styrene – one of the key ingredients in plastic – is probably a human carcinogen. It is studying the effects of plastic litter on marine life and plans to launch an inquiry into the effects on human health, including fetal formation.

The Philippines is reported as among the top five countries in Asia that heavily contribute to the mounting plastic pollution of the Pacific. If only to show our remorse in action and our concern to save our oceans and the future human generations, it is high time that our government regulates soonest possible the production and use of plastics.

It is heartening to note that already some 30 local government units, mostly cities and municipalities in Luzon, have regulated the sales of plastics as packaging materials for wet and dry goods. If the national government bans the production and regulates the use of said plastic items nationwide, the scale of compliance and protection of our environment will be multiplied and may yet reduce our ignominious share to the plastic pollution of the Pacific.
