DPWH head to inaugurate 2 projects in Normin today By MARK FRANCISCO

CAGAYAN DE ORO CITY – Public Works and Highways Secretary Mark Villar will inaugurate two key road projects in Northern Mindanao today – the 12.77-kilometer Cagayan de Oro Coastal Highway and the six-lane Igpit Bridge. The Cagayan de Oro Coastal Highway will be the second diversion road in the eastern part of the city and is expected to ease traffic by 30 percent there, according to Villar in a July pronouncement. Meanwhile, Igpit Bridge in Opol, Misamis Oriental is part of the ongoing P176-million Laguindingan airport access widening. In a text message, Department of Public Works and Highways (DPWH) 10 spokesperson Vinah Maghinay said that the formal opening of the Cagayan de Oro Coastal Highway is set at 1:00 p.m. followed by the Igpit bridge ceremonial inaugural. (Igpit bridge has been passable since earlier this year.) But Maghinay said that only the Gusa to Agora portion of the P2.6-billion coastal highway will be passable to the public. Diarrhea cases on the rise in Sarangani village

GENERAL Santos City-Health personnel in Sarangani Province have launched emergency health interventions to contain the rising cases of diarrhea at a remote village in Alabel town. Dr. Karl Ivan Daryl Igrobay, medical officer of the Alabel Municipal Health Office (MHO), said Tuesday a total of 61 residents of Sitio New Canaan in Barangay Pag-asa have already been affected by diarrhea these past several days. He said the affected residents, six of whom were earlier referred for hospital confinement, exhibited various symptoms of the bacterial disease, among them severe loose bowel movement. The Alabel MHO sent a team to the area over the weekend to conduct emergency health services for the diarrhea-stricken residents. “They’re so far okay and their cases were not quite severe. MANILA – Environmental justice group BAN Toxics today called on President Rodrigo Duterte to tell Canadian Prime Minister Justin Trudeau to bring back Canada’s trash. “We are waiting on the President to make good on his campaign promise to hold Canada and Trudeau accountable for their trash,” Anna Kapunan, BAN Toxics’ Campaign and Advocacy Specialist said. The call came amidst the country’s preparations for the Association of Southeast Asian Nations Summit next week. “Canadian trash has been rotting in the Port of Manila for several years. Trudeau should take it back with him home to Canada,” Kapunan added. During the 2016 presidential elections, Duterte expressed outrage over Canada’s failure to reimport its own garbage,

calling it a “derogation of our national dignity.” He also urged the previous administration to file a diplomatic protest against the Canadian government for its 1,300-ton trash that was wrongly declared as plastic scraps for recycling. The trash, composed of used adult diapers, household wastes, plastics, among others, was sent to the country in mid-2013. In a previous statement, BAN Toxics’ CEO Richard Gutierrez said that “it is convenient to label waste shipments as household or municipal waste and call these non-hazardous because poor importing countries often lack technical equipment to scientifically determine that such wastes are indeed hazardous.” Gutierrez added that “bacteria and contaminants building up in dirty diapers and rotten food and the

toxic chemicals leaching out of the odd battery or e-waste in the [Canadian] trash” has negative environmental and health impacts. In 2015, 26 of the 103 container vans filled with Canadian trash were illegally disposed of in Capas, Tarlac. That same year, BAN Toxics asked the Basel Convention, a global agreement against toxic waste dumping, to intervene. Canada and the Philippines are signatories to the Basel Convention, and are legally bound to implement the provisions of the treaty. In 2016, Canadian Environment and Climate Change Ministry claimed that “wastes that ended up on Philippine shores were not illegal under Canadian rules.” The Canadian position flies in the face of international law, which prohibits countries from using as an excuse the ab-

sence of laws in complying with its treaty obligations. When Trudeau visited the country in November last year for the Asia Pacific Economic Cooperation Summit in Manila, he said that a “Canadian solution (was) being developed” with regard to the Canadian waste.

From the previous administration until the present, the Canadian solution seems to be to wait and hope Filipinos forget. "We call on Secretary Alan Peter Cayetano and the Department of Foreign Affairs to lodge a diplomatic protest against Canada and to re-open the

issue in the Basel Convention for proper proceedings to ensue," Kapunan said. “Canada’s toxic waste dumping is about upholding our national dignity, ensuring environmental protection, and protecting the health of Filipinos. PM Trudeau, Filipino lives matter!,” added Kapunan.

DAR Project CONVERGE hosts Indigenous Peoples’ Forum By JOIE CEBALLOS

BUTUAN CITY – With the aim of mainstreaming the Indigenous peoples (IPs) and their welfare in the over-all implementation, the Project Convergence on Value Chain Enhancement for Rural Growth and Empowerent (ConVERGE) hosted the indigenous people’s forum last November 7-8, 2017 here. Attended by over 100 members of the various IP groups from the areas covered by the project in Regions 9, 10, and Caraga, the forum expected to integrate the IPs in entrepreneurial activities. DAR 13 Regional Director and the Project’s Regional Manager Engr. Felix Aguhob explained thatthe project targets to benefit not only agrarian reform beneficiaries but also the indigenous peoples, women and youth. Indigenous people’s groups like the Subanon of Zamboanga Sibugay, Zamboanga del Sur and Zamboanga del Norte, the Higaonon, Tala-aandig and Camiguin IPs of Region 10, attended the forum. Fu r t h e r, i n d i g e n o u s groups like the Mamanwas, Manobos,Tubano, Tausog and Mandaya in Caraga Region were also present. PH MSMEs debut in Paris Choco Show The maiden participation of seven (7) Filipino micro, small and medium enterprises (MSMEs) at the 23rd edition of the Salon du Chocolat in Paris, considered the biggest chocolate exhibition in the world, was capped by the selection of Puentespina Farms as one of the Top 50 producers of cacao beans around the world by the International Cocoa Awards last October 30 in Paris, France. The recognition given to Puentespina Farms is a first for the Philippines in a competition that brought in 166 entries from 40 cacao

producing countries. The samples were “evaluated by 41 chocolatiers and sensory evaluation experts from around the world.” Rex and Jen Puentespina, Farmer/Chocolate Maker, and Managing Director respectively of the same company behind the Malagos brand of chocolates, represented their mother Charita Puentespina during the recognition rites held at the sidelines of the Salon du Chocolat in Paris, France. Mr. Puentespina, who proudly waved a Philippine flag to honor their hardworking cacao farmers when

Almost 120,000 attendees including traders, chocolate makers, chocolatiers and aficionados and more than 230 exhibitors flocked to Hall 5 of the Porte des Versailles for the five-day Salon du Chocolat. The cacao industry in the Philippines currently produces around 12,000 metric tons of beans annually. It has doubled since the revival of the cacao industry in the early 2000s. The goal of the industry is to produce about 100,000 metric tons of quality beans by 2022. Apart from merely targeting increasing production, cacao industry players are also taking an active role in helping improve its standards.

DA-10 stages Hybrid Rice Derby Department of Agriculture – Regional Field Office 10 (DA-RFO 10) conducted a Hybrid Rice Derby at the agency’s 100-hectare hybrid rice model farm, a collaborative project with Central Mindanao University (CMU) in Musuan, Maramag, Bukidnon. The event was participatedin by partner seed companies in a techno demo to showcase their respective hybrid rice varieties namely DOSEPCO (Mestizo 38, Mestizo 1), Seed Works (TH-82 and US-88), Bayer SeedGrowth (Bigante Plus, AZ 7888), Syngenta (NK5017, S6003) and SL Agritech Corp. (SL-12H, SL-8H). The techno demo covers a total of five hectares which allows one hectare to each partner seed company. DAVAO CITY -- The Police Regional Office (PRO 11) is intensifying its operation against motorcycle-riding criminals in the region as part of the Philippine National Police (PNP) anti-terrorism clearing operation. Chief Supt. Manuel Gaerlan, director of PRO 1I, said the police are advocating a culture of disciple on the roads thru consistent enforcement of traffic rules and regulations. “On law enforcement, we are going after motorcycle-riding suspects and pursuing investigation of all drug-related homicide cases which are still pending in the region,” Gaerlan said. For now, he said there is no particular group identified who are behind the motorcycle-riding suspects. “Most of these are random suspects in murder and homicide who just use motorcycles because of the swift get away to evade patrols, checkpoints and

dragnet operations,” he said. In a separate interview, Davao City Police Office (DCPO) director Sr. Supt. Alexander Tagum said that a regional coordinating conference was held Monday at the Public Safety and Security Command Center (PSSCC) office, together with all the tactical operation officers of security forces in the region for the conduct of region-wide anti- terrorism clearing operations. The Oplan Bulabog or Joint Anti-Criminality and terrorism operations is being conducted weekly to ensure that there are no unidentified or threat individuals residing in the city. Oplan Bulabog started after President Rodrigo Duterte declared Martial Law in Mindanao to preempt the possible spill-over of the Marawi incident. Davao’s P7.8-B annual budget up on 2nd reading

DAVAO CITY – The Davao City Council committee on Finance, Ways and Means is ready to deliberate on second reading the proposed P7.8 billion budget of the city government for 2018. “The committee will favorably endorse the budget,” said Councilor Danilo Dayanghirang, chair of the Committee of City Council Committee on Finance, as his committee already finished conducting hearings. He expected the annual budget for 2018 will further address the social services of the city government and programs under the 10-point development agenda of Mayor Sara Duterte-Carpio. Before that, Dayanghirang said the city council needs to approve the city’s Annual Implementing Plan and Local Development and Investment Plan, which is a menu of projects for the next three years. “We can’t put the bud-

get without the investment plan,” according to Dayanghirang. He said 20 percent of the annual implementing plan will be allocated to the different projects of the executive departments. Davao City is one of the billionaire cities in the Philippines. This year, the city has annual budget of P6.9 billion, reflecting an increase of 10.2 percent from 2016 with P6.3 billion. In 2014, the city’s annual budget was P5.1 billion and increased to P5.8 billion in 2015. Dayanghirang said the city council has yet to tackle two supplemental budgets before the year ends. He is not sure though how much the two supplemental budgets amount. Like in 2017, the city’s Internal Revenue Allotment (IRA) from the national coffers will remain the top source of the city’s budget. PNA

BSP launches PESONet As part of the Bangko Sentral ng Pilipinas’ (BSP) strategic initiatives to modernize the country’s retail payment system, increase the adoption of greater use of e-payments, and to shift from a cash-heavy to a cashlite society, the Philippine EFT System and Operations Network (PESONet) was launched on 08 November 2017 at its Head Office in Manila. The event, hosted by BSP Governor Nestor A. Espenilla, Jr., was attended by heads and officials of national government agencies, Mr. Justo Ortiz, Chairman, Philippine Payments Management, Inc. (PMMI) together with other banking and payments industry leaders, as well as representatives from the USAID. The PESONet, which is a batch electronic fund transfer credit (EFT) payment stream, is the first automated clearing house (ACH) under the National Retail Payment System (NRPS). Launched in December 2015, the NRPS relies heavily on inter-government agency collaboration and industry participation to bring about a safe, efficient, affordable, and reliable retail payment system. The NRPS is envisioned to bring about an interoperable ecosystem allowing seamless electronic fund transfers and payments between and among accounts. PESONet is one of the ACHs prioritized for imple-

mentation given its potential to be an efficient channel for government and private business collections and disbursement. PESONet provides an electronic alternative to the still widely used paper-based check system. Through PESONet, businesses, the government, and individuals will be able to conveniently initiate electronic fund transfers and recurring payments from the sender’s accounts maintained in BSP supervised financial institution (BSFIs), such as banks and other non-bank electronic money issuers (NB EMIs), to corresponding recipient accounts in other BSFIs. Funds can be made available to the recipient account/s within the same banking day or immediately upon clearing. Payees receive the funds transferred in full and shall not pay for electronic crediting to their accounts. Moreover, for greater transparency and to help clients determine which EFT products offer the best value for their money, all participating BFSIs are required to disclose to BSP the details of all fees that will be charged to their clients. A bulletin board of fees will then be posted at the BSP website. PESONet is also an opportunity for smaller industry players such as thrift and rural banks to have greater participation in the retail payment system. Other expected gains from PESONet are lowered costs; more efficient budget administration on government’s part; better liquidity management on private businesses’ side; and increased economic activity due to the accelerated velocity of payments and immediate availability of funds. Out of the community’s recorded population of 337, she said 61 were so far affected by the disease. She cited episodes of severe loose bowel movement lasting three days or even more. “We have a total of 83 households there and out of that, 25 were affected by diarrhea. That is about 30 percent of the population so it’s already at the outbreak level,” she said. As remedy, Igrobay said they advised local residents to treat their drinking water by boiling and refrain from drinking water directly drawn from the spring. He said they also reminded them about proper sanitation practices and basic health measures to prevent the further spread of the disease.
