Marawi’s Ground Zero to be demolished after Ramadan

DOST heightens DRRM awareness in Camiguin MAHINOG, Camiguin, May 17 (PIA) — With the theme, “Awareness, Collaboration and Moving Forward,” the Department of Science and Technology (DOST) Camiguin Provincial Office recently held the Disasters Risk Reduction and Management (DRRM) Forum at Queobe Training Center, here, noting the results of Manila Observatory study where Camiguin is one of the top provinces at risk to natural disasters.

Provincial Science and Technolog y Director Camiguin/Senior Science Research Specialist Miriam A. de la Plaza said that such activity, which is in partnership with the local government of Guinsiliban and Mahinog, is part of the Community Empowerment thru Science and Technology (CEST).

Angelo Bang, resident volcanologist of the Philippine Institute of Volcanology and Seismology (PHIVOLCS) Hibok-Hibok Volcano Observatory station emphasized that Camiguin ranked one in the top provinces at risk to volcanic eruptions and ninth in at risk to tsunamis.

“Camiguin has the highest risk because the land area is so small such that a volcanic eruption can affect the whole province,” Bang said.

He also shared that people should be aware of the volcanic hazards in the area which include steam blasts, glowing avalanches, lava flows and lahars.

Bang said that years ago, the large explosion from the summit crater of Hibok-Hibok volcano was preceded by a week of intense earthquakes. Hence, Camiguingnons should be fully equipped during such occurrence.

For her part, Engr. Anianita Fortich of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) explained the hydrometeorological hazards affecting the province saying that it was on November 7, 2001 when Camiguin experienced heavy continuous rains for about 10 hours.

Such has caused flash floods carrying landslide debris of boulders, uprooted trees, loose soil, rushing from the mountainside burying 134 residents alive and damaging vegetation and structures.

Pack! Pinas roadshow to help MSMEs standout – Usec Maglaya CAGAYAN DE ORO CITY, May 16 (PIA) – Department of Trade and Industry (DTI) Undersecretary Zenaida Maglaya shares there is a need for Micro, Small and Medium Enterprises (MSMEs) to improve packaging and labeling to make products standout in supermarket shelves.

In a press conference of Pack! Pinas, a packaging roadshow held in Cagayan de Oro City from 16-17 May 2018, Maglaya said that we have very good products, food tastes good, in fact preferable among international clientele but packaging must be improved.

With the competition right now, she explained how important packaging can be especially to MSMEs. The roadshow provides ways and means to make it less

costly, she said.

About 30 exhibitors ranging from domestic and international packaging and labeling suppliers (glass, metals, plastics, composite, paper and fiber) including digital printing technologies are present in the roadshow.

MSMEs also get special deal with suppliers such as minimum order quantity (MOQ).

Further, they are also provided with free of charge plenary and breakout sessions on different types of packaging with topics appropriate for the different packaging needs of the MSMEs. In terms of financial assistance, she said that DTI is providing Shared Service Facility (SSF) program where equipment is provided to cooperators

such as schools and cooperatives to improve packaging and labeling of products.

Meanwhile, P3 program or Pondo sa Pagbabago at Pag-asenso is a lending program of DTI to MSMEs that give the lowest interest rate of 2.5% per month.

MSMEs can borrow ranging from P5,000 to P100,000.

There is also a need for a change of mindset according to regional director Linda Boniao. She said that MSMEs should also understand that packaging and labeling are important not only to make your product standout but for consumers to understand your product.

Displaced families in Marawi receive Ramadan food packs from ARMM gov’t MARAWI CITY, Lanao del Sur, May 17 -- More than 300 internally displaced families currently residing in two tent city sites here received Ramadan food packs from the Autonomous Region in Muslim Mindanao (ARMM) government on May 15.

The distribution was led by the Humanitarian and Emergency Action Response Team (ARMMHEART) during the ARMM People’s Day in the city.

Myrna Jo Henry, ARMMHEART information officer, said the distribution of food packs will help the evacuees prepare for the Ramadan.

The food packs contain rice, fresh fish, dried fish, loaves of bread, peanut butter, coffee, energy drink, sugar

and other food items.

“As we observe the holiest month of Ramadan, may we find time to pray for the lives of thousands who have been affected by the conflict,” ARMM Governor Mujiv Hataman said.

Marawi City was under siege by elements of local terrorist groups on May 23 of last year. With the terrorists occupying major parts of the city, fighting went on for months destroying properties and forcing thousands of residents to flee their homes.

The regional government has been prompt in extending its assistance to the evacuees since the crisis started. It immediately established a crisis

management committee and several operation centers to facilitate the delivery of assistance to the affected families.

In June 2017, at least a month since the siege started, the regional government released P77 million as assistance to the victims of the crisis.

ARMM-HEART also formed a rescue team that helped save civilians trapped in areas where heavy fighting was reported.

the parcels they have been occupying.

In the cases of “Secretary of the DENR, et. al. vs.

Mayor Jose Yap, et. al.” G. R. No. No. 167707, October 08, 2008, and “Dr. Orlando Sacay, et. al. vs. Secretary of the DENR, et. al.”, G.R. No. 173775, October 08, 2008, the Supreme Court declared that the businessmen and other personalities who petitioned the court to allow them to acquire land titles over choice lands in Boracay are not qualified to become owners of those lands, under the law.

What were the court’s reasons for this? First, the Court said that when the businessmen first entered Boracay and appropriated for themselves the various lots they found vacant, the

whole island was still an “unclassified public forest”--or a piece of property which only the government can own. As a result, no private individual can ever own any part of the island, no matter how long they may have been in possession of the lands in Boracay.

The NPA can only afford a mosquito-like disturbance here and there.

Sk Elections 2018: Views and Perspectives from an Educator

On May 14, 2018,the Barangay and Sangguniang Kabataan elections transpired as the youth and the people within barangays select their bets to give them public service. Much to the hustle and bustle of this event, with the noise of the candidates’ jingle and songs to persuade voters, people try to shrug off the pivotal role of this election to our future governance.

This is a defining event for the youths of our country as this will s since be the first SK election 2010.

Despite the setbacks and the several postponements, the youth can now have the chance to have their voice be heard in the national council. As an educator for many years now, it is not surprising to me that many of these youth

would come up to work their gimmicks and tactics during the campaign period.

While this annoys many of the voters and citizen, this only shows how creative our youths are with their fresh-thinking skills that would surely hook-up the interest of their immediate voters. This also illustrates that our youth today are interested and are wholeheartedly ready to serve our own country.

This is achieved because out educators worked with the parents in growing a child to foster the skills needed to become a global citizen and to be an informed member of the society in which we live to have the knowledge and capabilities to participate in many civic activities and in understanding how his or

her own country is organized, and how it connects to a globalized world.

As a teacher who contributed to the holistic development of these children who not turned to be the public servant aspirants, it is with my upholding pride to be part of the people who honed their true potentials as future leaders. With this election, whoever will be hailed to be in the position, this poses a challenge not only to the youth who will be our future political leaders, but also to the parents and teachers who serve as the guiding star to these children that illuminate their way to the right path and serve as good civil servants aware to their active roles and responsibilities in the progress development of our society.

This time we can realize that life is much filled with mystery. I have experienced a lot of things that mold me as who I am now today that can be used to treasure through

the journey of my life.

As it goes by, I gained a lot of friends who always support all the way, friends that uplift your personality that in time of problem they are always there to support. I was thankful to God that He gives me those people. I was also active in academic even though I was not in science class, I still did my best. I’m not that kind of genius person but through my hard working and dedication I did my

best.

High school to me seemed like it passed by really fast, almost too fast sometimes. I learned many valuable life lessons as well as made lifelong friends. I learned the value of hard work, dedication and also how to tell your real friends from the others.

It was tough but overall a great experience that I will soon miss.

I can never forget those years in my life.

Marawi rehab may entail P80-B budget: HUDCC chief

MANILA -- The rehabilitation and reconstruction of war-torn Marawi City and its surrounding areas may require a budget of up to PHP80 billion, according to Housing and Urban Development Coordinating Council (HUDCC) chairman Eduardo del Rosario.

Del Rosario, who is also the chair for Task Force Bangon Marawi, told reporters that some PHP22 billion is likely to be spent just to rebuild “ground zero.” He was referring to the now totally devastated area within the city where the fiercest fighting between government troops and ISIS-inspired Maute terrorists took place over a five-month period.

He added that the rehabilitation program outside the most affected areas

will require PHP55 billion, which interventions include efforts from various government agencies. “I think it will fall to PHP80 billion [at the most],” del Rosario said.

He said the Department of Budget and Management (DBM) has allotted only PHP10 billion for this year.

Other sources include official development assistance (ODA) funding, like the one recently signed between the Department of Finance (DOF) and Japan International Cooperation Agency for USD18.6-million grant aid for Marawi rehabilitation.

Some may hate it because solving solutions are not their area or field but some may love it.

Here is some reasons why some love math, Math builds problemsolving skills. Math uses critical thinking.

Learning to look at a problem—whether a math problem or a life problem—and come up with a plan is an important skill to practice.

Math encourages cu-

riosity but math really starts with wondering or asking a question. Helping students to start by wondering builds interest and motivation.

Math is play for your brain. Your body needs exercise and your brain does, too. Think of math as running around at recess for your brain.

Finding the answer to solutions is satisfying.

Math problems aren’t easy to solve but finding the answer can be very satisfying. Remind students that some problems are easier than others and part of the fun is figuring it out.

Davao Norte women’s handicraft a ‘hit’ in Manila

DAVAO CIT Y--Handicraft items produced by a women’s group in Davao del Norte town of Carmen have impressed domestic and foreign buyers during an international exhibition last month, an official said Wednesday.

C ar r ying the brand name “Wow Carmen”, the group of 28 mothers use

water hyacinth that grow in the swampy areas all over the municipality as raw materials for their handicrafts, said Romeo Castanaga, provincial director of the Department of Trade and Industr y (DTI) for Davao del Norte.

“They started first with slippers and mini bags but with DTI’s product

de velopment coaching they were able to enhance their produce,” Castanaga said during a forum at Habi at Kape in Ayala Abreeza Mall, this city.

He said the women now produce mats, wall decors, and bags.

DTI’s mentoring program, he said, ensures that the products are “well-

crafted and of good quality.”

Castanaga highlighted Carmen’s all-women group to underscore the importance of DTI’s Go Negosyo Centers, which facilitate business mentoring programs for communitybased startups.

P12-B Davao City bulk water project up for DAR approval

DAVAO CITY--The PHP12billion Davao City Bulk Water Supply Project is up for approval of the Department of Agrarian Reform (DAR).

The permit from DAR is the last government requirement for the project to proceed with the physical construction of the facility, which is a joint venture between the Apo Agua Infrastructura, Inc. and the Davao City Water District (DCWD).

Apo Agua general manager Cirilo Almario said the approval of DAR is needed because the facility will sit on a 6.8-hectare agricultural land in Barangay Gumalang.

“It needs a conversion of the land from agricultural to industrial as the area will be used for the production of safe drinking water,” Almario said.

Initially set for completion this year, the project’s operational phase was moved to 2021 due to tedious government permitting procedures.

The Swiss Challenge is a form of procurement where government receives an unsolicited bid and in the event another proponent submits a lower price proposal, the original proponent shall have the right to match that price.

Del Rosario had explained in a press briefing in Malacanang on December 1, 2017 that there would be no public bidding in developing the 250-hectare Ground Zero which comprised 24 barangays before the Marawi Siege.

He said they called “bigtime developers, foreign and national” and allowed them to see Ground Zero, now referred to as MAA or “most affected area” so they could submit their “unsolicited proposal.”

The Swiss Challenge, he said, is “like bidding din but faster and better.”

In a telephone interview Wednesday night, Del Rosario said that if there is no challenger, they will award the contract to the BMC. Del Rosario estimated the Ground Zero project cost at 17 to 20 billion pesos.

Asked if they will still seek the consent of the building owners to demolish the rubble of what used to be their homes or shops, Del Rosario said, “I think we need their consent.”

He said they will discuss with the local government how best to do it but it may be coursed through the 24 barangay captains.

Del Rosario said the National Commission for Culture and the Arts will decide on the preservation of heritage sites. The National Historical Commission of the Philippines which declares historically significant sites, structures, events and personages, is under the NCCA. Ground Zero was home to at least 27,000 families, 11,163 of whom were home owners while the rest were “sharers and renters,” according to Assistant Secretary Felix Castro, TFBM Field Office Manager.

Residents of Ground Zero were allowed o visit their villages for three days per sector from April 1 to May 10, under the Kambisita sa MAA (Most Affected Area) organized by the TFBM and the City Government of Marawi.

The next time they can return to the area to rebuild their homes and stores would be “most likely first quarter 2020,” del Rosario told MindaNews on April 6.

Del Rosario told a press briefing in Malacanang earlier that day that their timeline for the “debris clearing” and site development, which includes the road network and the underground utilities for water, electricity and telecommunications, is “about 18 months” from the groundbreaking in June.

Asked where the debris from the demolished structures would be dumped, del Rosario said these will be brought outside Ground Zero where four crushers will “further grind” what has been estimated to be 13 million tons of debris.

He said five to six million tons of debris will be used for the road network and to filling for low-lying areas while the rest would be used “if there will be a reclamation site.”

Duhaylungsod said the water district has been using ground water for nearly 45 years.

The bulk water project is an alternative source of water supply.

“This will also limit the extraction of ground water and allow the acquifers to rest,” she said, noting that right now, the DCWD has 60 production wells for ground water extraction and when the bulk water is in full operation, about half of the production wells will be rested.

The water demand in the city is rapidly increasing due to population growth and urbanization, Duhaylungsod said, adding that the project will supply treated water to the water systems in Dumoy, Calinan, Tugbok, Panacan and Cabantian and the three additional water systems in Talandang, Mandug and Indangan. It added whether a dip in the number of households not becoming faithful is unacceptable may come as a debate.

But it pointed out that “values and morals are first taught at home, and more often the reference and stories used are those found in the Bible and the lives of the religious peoples.”

“If semblance of sacrifice, respect and care are barely inculcated in the family, then this is an area of interest,” it added.

The study pointed out that being poor does not make one faithful. Those in the income class A (with a rating of 6), income class B (8.89), and income class C (5.84) showed strong to active faith compared with those in income class D (4.43) and E (3.22), whose faith is classified as temporary.

“However, making it into the middle income allows a household to exercise religion and attend church activities making faith levels active,” the study noted.

The role of teachers

TEACHERS provide insights and knowledge, inspire and give drive to create a way for learning and knowledge. People use to say that a child deserves to be educated or it is a child’s privilege to be taught and be educated.

We can say that this is all true for what Dr. Jose Rizal says “the youth is the hope of our future”.

However, there are things that hinder the learnings that a child should have that becomes a teacher problem.

The first problem is teachers are unable to handle a huge number of students in a classroom.

Teachers often find difficulty in how to handle well the students and how to pay attention to each of them. The Philippines is following now the K-12 curriculum which is very good for the students to take. Though the students will be extending their years in school eventually this will also give them a great opportunity in the future. The problem now is the number of teachers that the school has. High school will be extended to two more years and a lot of students will be coming. The ratio of the student per teacher has now been fifty per teacher, which is a very big number to accommodate for one person only.
