Region 10 Celebrates 26th National Statistics Month Northern Mindanao, through the Regional Statistics Committee, joins the Philippine Statistical System in celebrating the 26th National Statistics Month for the whole month of October. This year’s NSM theme is “Pagyamanin at Gamitin ang Estadistika, Kalusugan para sa Lahat ay Abot-Kamay Na”, which focuses on government’s thrust on universal health care and recognition of the various efforts of official statisticians and technical personnel in the generation of health and nutrition statistics.

The 26th NSM Regional Celebration kicks off on

October 2, 2015 at Pearlmont Inn for the Opening Ceremony hosted by the Department of Health with Epidemiology Bureau Director Dr. Rio L. Magpantay as the keynote speaker.

The highlight of the 26th NSM Regional Opening Ceremony will be the presentation of Field Health Service Information System, Nutrition Statistics, Statistical Presentation from the Commission on Population and updates on HIV situation.

Agencies in the provinces, local government units, universities and ebration through conduct schools will participate of various activities like in this month-long cel- motorcade, dissemination forums on various agency statistical outputs, statistics training, statistical quiz, poster-making contests, Statistical Exhibit, treegrowing activity, and radio interviews. Asia Pacific Economic Cooperation (APEC) Policy Partnership on Food Security (PPFS) Chair Asis G. Perez has told other APEC member-economies that ensuring food security is more than just increasing food production in the region.

“Food security goes beyond increased food production,” said Perez, who is also the National Director for Bureau of Fisheries and Aquatic Resources.

“Among others, it involve s e n h an c i ng t h e competitiveness of our agriculture and fisheries, fair policies that promote a sustainable growth and cooperative relationship between and among the many stakeholders in food security,” he said.

The 2nd PPFS Meeting opened on Friday at the Iloilo Convention Center on the margins of the 10-day High Level Policy Dialogue on Food Security and the Blue Economy (HLPDFSBE) Meeting.

The PPFS Meeting, hosted by the Philippines this year, aims to strengthen partnership and commitment of public and private sectors as key to long term food security.

pur. The restaurant staff did not notice (or just did not care) that the name appearing in the card was that of a woman and could not have belonged to me. It was enough that the credit card was “accepted” by the restaurant’s machine. The cost of the dinner was charged to my wife’s account.

I was both red-faced and relieved. In the hands of an unauthorized third party, my wife’s credit card could have been used for a shopping spree.

Moral of the story: Treat your credit card (and your wife’s, too) as cash. Safe-keep and protect it at all times against unauthorized usage.

Another word of caution. When doing online transactions using your credit card, make sure of the trustworthiness of the counter-party whom you are dealing with.

A few years back, my wife Mira received, much to her surprise, a statement from a credit card company.

Included in the statement was a bill for dinner which she supposedly had in Kuala Lumpur.

She immediately called the credit card company to dispute the bill. She could not have incurred the expense. She never left the country during the period covered by the statement.

The person at the other end the line was very courteous and said that they would look into the matter but in the meantime my wife’s credit card would be blocked.

During the next billing cycle, the Kuala Lumpur dinner appeared again in the statement. So this time, my wife wrote the credit card company to formally dispute the billing.

About a week later, my wife received a letter which explained the mystery. Attached to the letter was a photocopy of the restaurant’s bill. It was signed by ME! How did it happen?

The week prior to a foreign trip, I received the extension card of my wife.

I inadvertently brought the card along with me. It was the same card which I mistakenly presented to the restaurant in Kuala Lum-

able to request from your credit card company an ECommerce card. It provides for a significantly lower credit limit (compared to your regular credit card) and correspondingly limits your risk when making purchases online.

Credit cards were invented for our convenience.

But improperly used, credit cards can also cause us financial woes. Because of the ease with which we can make purchases through the use of credit cards, we can easily overspend.

Quite a number of my readers have emailed me their tales of woe about huge credit card debts, mounting financial charges and penalties, and their repeated receipt of threatening collection letters.

Whether we use cash or credit card, it is best to be able to distinguish between our “needs” and our “wants”.

Let us think twice before making any purchase. Is this something which we really need or is it something which is just nice to have? If it is the first, then it should be covered by our budget. If it is the second, then we should postpone the purchase.

A good rule to follow (when we receive our credit card statement) is to pay in full and on time. Paying only the minimum amount

due will, in the long run, be very expensive because of the financial charges.

By the way, you may have experienced being charged extra, over and above tag price, when you use your credit card. Next time it happens, remind the establishment that this practice is illegal as it violates the “one tag, one price policy” of the Department of Trade and Industry. A hefty penalty is imposed by the DTI for this violation.

We should also be extracareful in the use of our ATM cards. Here are some common sense rules to follow.

1. Safeguard your PIN (Personal Identification Number). Don’t use a PIN which can easily be associated with you. Change PIN frequently.

2. Most ATMs are now provided with covers over their key pads. It would not hurt to cover the key pads with your free hand as you punch in your PIN. 3. Do not allow anybody to use your ATM card.

However, I know for a fact that some pawn their ATM cards to obtain quick cash.

For those who are forced by circumstances to do so, change PIN immediately once the debt is paid.

500px Fujifilm Global Photo Walk 2015 Successfully Took Off Cagayan de Oro, Philippines joined the 3rd Annual 500px Global Photo Walk sponsored by FUJIFILM last September 26, 2015 (Saturday). One of the 11 cities and provinces in country to join the Global Photo Walk, the event was spare-headed

by Gian James Maagad, a Fujifilm Street Photographer based in the Cagayan de Oro. This year with the global theme of “Explore with Friends” and a local theme of “Human Interaction”, a total of 27 photographers from different communities gathered and joined the fun-filled Photo Walk which started around 7 in the morning. Gian James, the Photo Walk Leader safely managed to led the group and started the Walk at Plaza Divisoria. The group then proceeded to Gaston Park using the Kalye del Mar (Known today as the Don Apolinar Velez St.) and continued towards the St. Augustine Metropolitan Cathedral exploring some interesting stories to document.

The group crossed the Ysalina Bridge commonly known as the Carmen Bridge going to Vamenta Boulevard and took a left turn at the Castro Street passing the Carmen Public Market. Stayed for a couple of minutes to document something worthy, the group then decided to move to Velez Street corner JR Borja Street passing the new bridge of the city, J.R. Borja Bridge. From there, they moved all the way to Provincial Capitol Grounds also known as the “Vicente de Lara Park” as the final leg of the event. Photographers puzzled up the area, documenting, and capturing the best and inspiring story to share to the world while discovering the meaning of camaraderie.

Southwoods line up to extend reign at PAL Ladies Interclub With an intact lineup, Manila Southwoods-Masters is odds-on favorite to extend its reign to five years when the Philippine Airlines Ladies Interclub golf team tournament comes off the wraps next week in Bacolod City.

“We are definitely going for our fifth crown,” said Masters playing team captain Claire Ong yesterday.

Ong said the same players that won them their fourth title last year in Cebu City will be back to rekindle their rivalry with Cebu Country Club.

Aside from Ong, the other members of the squad are Lora Roberto, Sofia Chabon, Abby Arevalo, Missy Legaspi, Annika Guangko, Claudine Garcia and Serafina Kim. The event, now on its 10th year, will be held Thursday, Oct. 8 and will run for three days.

Each of the 19 teams entered will play two rounds under the Molave scoring system at the Negros Occidental Golf and Country Club, popularly known as Marapara.

It will mark the first time

that the tree-lined course will play host to the event.

Ong said Marapara will play longer than what they’re used to, but added they’re ready for the challenge.

“We will have our practice rounds on Tuesday and Wednesday,” she said.

CCC, which lost by a single point at the Alta Vista Golf Club last year, will be missing two or three players, according to team captain Mary Kim Hong.

“We’re weaker this year because some of our players are not available,” said Hong in a long-distance call to Cebu.

Hong, however, failed to bare the composition of the team.

Aside from the championship division, titles will also be at stake in the Founders, Sportswriters and Friendship divisions.

Capt. Partick Martinez, spokesperson of the army’s 4th Infantry Division, said Thursday that among the participants is the local government of unit of Misamis Oriental headed by Gov. Yevgeny Vincente Emano, private companies such as STEAG Power, Energy Development Corporation, the Chamber of Commerce and Industry and the Soriano Philippines Community Health Foundation.

He said that the village of Lantad became a mute witness of bloody armed skirmishes between the communist rebels of the New People’s Army (NPA) and the government troopers at the height of the insurgency in the mid-seventies.

The village, surrounded by high mountains and covered by a mantle of low clouds, which is hard to detect even by air, was then the seat of the Northern Mindanao Revolutionary Party Committee (NMRPC) of the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA) in the 70s.

The military regained control of the communist guerilla turf in the mid-90s after hundreds of military operations that cost the lives and limbs of both the government troopers, the NPA fighters, and residents of the Higa-ono tribe in Lantad and its neighboring villages.

Since then, both the national and local government unit pulled their resources together to alleviate the plight of the IPs in Lantad, about 16 kilometers southeast of Balingasag, a central coastal town east of Misamis Oriental.

Martinez said that the electrification project became possible through the support of the 58th Infantry Battalion, the 403rd Infantry Brigade and the 4th Infantry Division of the Philippine Army.

Maj. G en. Os car T Lactao, commander of the army’s 4ID, pushed for the realization of the project endeavor to help the lessfortunate Lumad brothers in Misamis Oriental, Martinez said.

During the ceremonial switch-on, Lactao said that poverty is one of the causes of the insurgency.

“Thus, aside from farmto-market road, water system, education, livelihood program, and health, electricity and power are one of the infrastructures that has a very high impact on poverty reduction,” Lactao said.

He said that the WNI brought the government projects to Misamis Oriental’s deprived tribal communities as part of the government’s advocacy that “walang maiiwan sa bayan ni Juan,” (no one in the coun-

try would be left behind), Lactao said.

The project with the theme:”Pakigtambayayong Alang sa Kahiusahan ug Mahayag nga Kaugmaon” (A unified effort for peace and vibrant future) aims to promote peace and uplift the living conditions of our marginalized Indigenous People.

The NPA issued a statement that the communist guerillas would release Lupeba unconditionally as a gesture of goodwill to pave the way the resumption of peace talk with the national government.

Gov. Yevgeny Vincente Emano of Misamis Oriental has created a “crisis committee” with Calang as one of the members representing the third party negotiator, after the family of Lupeba sought assistance from the governor.

Calang said that the military has initially denied the request of the NPA for a 10-day ceasefire to pave the way for the safe release of the captive soldier.

“With the constant negotiation with the military and the Department of National Defense (DND), there is now a possibility that the military would cease operations in the surrounding areas where the possible release of Lupeba might take place,” Calang said.

However, Calang said, it is now up to the NPA rebels to decide where and when to release the army soldier being taken care of by the NPA’s custodial unit elsewhere.

In a statement released a day after the seizure of Lupeba, the NPA said they would only release the army soldier in an environment where the safety of the captive, the third party negotiators, and the NPA units are assured of their safety.

Last year, the NPA formally released two army soldiers to the third party negotiators and the local government unit, during an official turnover in one of the hinterlands in Malaybalay City, Bukidnon.

The military at that time granted the request of the third party negotiators and the local government unit for a 10-day suspension of military and police operations in Bukidnon, and a portion of Misamis Oriental, which paved the way to the successful release of the two army soldiers of the 8th Infantry Battalion based in Impasug-ong, Bukidnon.

she added. Pagalan said the Magahat killed Emerito Samarca earlier, at about 4:30 a.m. of the same day with a bolo.

Jocklyn Enriquez, also of Km 16 said he believes Samarca was killed with a bolo so that the other residents could not be forewarned.

“I saw Garito coming from where Sir Emok (Samarca’s nickname) was killed carrying a bolo that was dripping with blood.”

Pagalan said the Magahat and the soldiers talked for about two hours before leaving the place.

“The Magahat ordered us to leave the place in two days. If we wouldn’t leave, they vowed to return and harm us,” she said.

She said they started walking toward Diatagon proper at around 10:00 a.m. without taking breakfast and lunch. From Diatagon, they took multicabs to the sports complex in Tandag, the provincial capital, where they have been staying since.

Marvel Enriquez, a niece of Jocklyn’s, also said the Magahat were escorted by soldiers when they went to their place and killed the three victims.

She said she and the other people who were gathered at the basketball court saw the Magahat mow down Campos and Sinzo with long firearms.

Jocklyn said the soldiers who accompanied the Magahat were members of the 75th Infantry Battalion.

He identified the Magahat leaders as Loloy Tejero, Bobby Tejero and Garito Layno. “They came on the night of Aug. 29, left on Aug. 31 but came back on Sept. 1.”

He said the three Magahat leaders arrived on Sept.

1 wearing bonnets but removed their masks just before killing the three victims.

“Mora ba’g gusto nilang ipakita nga isog gyud sila (As if they wanted to prove that they’re really brave).

I know them because I always see them in Logdeck, Barangay San Isidro (also in Lianga).”

He said Logdeck is where the Magahat has established a camp allegedly near an Army detachment.

Jocklyn said the Magahat carried long firearms including one “nga ang bala morag tinapa” (which ammunition was as big as a sardine can), likely referring to an M203 grenade launcher.

“They also carried handheld radios and they seemed to be in constant contact with somebody,” he added.

“How can they acquire high-powered firearms and radios when they are also poor like us?” Marvel, cradling her 5-month old daughter, said.

Jocklyn said he carried his two grandchildren on his shoulders in going down to Diatagon. “Even the elderly ones had to walk 16 kilometers to Diatagon. I only brought what I could carry with my hands.”

Purisima said that since some of the Magahat were former New People’s Army members they could have brought with them their firearms when they left the movement.

Surigao del Sur Governor Pimentel, also speaking in the hearing, said many killings have been attributed to the Magahat.
