'Pablo' damages 1.1M fruit crops and livestock in Camiguin By: Jorie C. Valcorza
MAMBAJAO, Camiguin - Tropical cyclone Pablo (BOPHA) left P1.1M worth of damages to fruit crops and livestock, as it passes the island early this week. Partial report from the Provincial Disaster Risk Reduction Management Council (PDRRMC) recorded around P800,000 worth of fruit crops, reportedly ravaged by strong winds and heavy downpour, that hit the island as early as Monday, December 3. Around P300,000 worth of livestock and poultry animals were reportedly damaged. Provincial Planning and Development Officer (PPDO) Felicisimo M. Gomez noted that the figures, however, were still partial while the assessment is still on-going. There were no reported damage on infrastructure and communication facilities, including roads and bridges. The report likewise
showed some 1,552 persons, or 360 families temporarily displaced, including those who are in designated evacuation centers. (jcv/ PIA 10 arjay s. felicilda)

City Treasury Office exceeds non-tax revenue collection target TACURONG City - A recent report from City Treasury Office (CTO) of Tacurong states that the office has achieved 105 percent efficiency in the collection of non-tax revenues for fiscal year 2012. Local Treasury Operations Officer III Romulo Paclibar said that collections of non-tax revenues exceeded the P30 million-target by 5 percent or P1.5 million. \ CTO had already collected P31.5 million. Non-tax revenues include fees, charges, and receipts from economic enterprises. On the other hand, collection efficiency for tax revenues is coming close to its target. Out of the target amounting to P29 million, the office collected P24.9 million or equivalent to 86 percent collection efficiency. Tax revenues are generated from real property taxes, taxes on business, and other taxes. Merging the tax and nontax revenues, CTO collected a total of P56.4 million against its target of P59 million for
the current fiscal year translated to 96 percent collection efficiency. The office vows to continue its efficient and honest service towards the attainment of the city’s fiscal goals. It also hopes to attain or surpass its targets at the end of the year. Meanwhile, CTO also reported that as of November 26, the city government of Tacurong already received P227.9 million out of its P253.2 million Internal Revenue Allotment (IRA). In her message, Mayor Lina Montilla lauded the personnel of the CTO headed by City Treasurer Jessie Batchar for their untiring effort in tax collection and for disclosing to the public their collection performance. The city government continues to advocate transparency by encouraging its departments to publicize necessary information on performance and processes. PDRRMC also said 6,927 families, or 31,837 individuals in 74 barangays all over the province have been affected by the typhoon. No casualty was also reported. Some 200 passengers and 40 rolling cargoes were stranded in Lipata port. The power supply was cut-off in some areas of the city after some electric posts were toppled-down by strong winds yesterday. Water supply in the city was also temporarily cut-off. The PDRRMC further said that nine towns in Siargao Island experienced
power blackout yesterday. But as of this report, power has been restored in almost all towns except for Socorro. In Dinagat Islands, PDRRMC reported a total of 300 families or 1,274 individuals in 11 barangays of the province. No major damage was reported. The PDRRMC also said that the provincial government, through the Provincial Social Welfare and Development Office has extended relief goods to the affected families. SURIGAO City - No major damage has been reported, as Typhoon Pablo struck Surigao del Norte and the province of Dinagat Islands, Tuesday. The Provincial Disaster Risk Reduction and Management Council (PDRRMC) of Surigao del Norte said they received no reports of significant damage of infrastructure in the entire province as of 11 a.m. Wednesday. “What we only have here is the report from Brgy. Consolacion, Dapa where six houses were totallydamaged and only one in Mainit, while 280 houses were partially-damaged in San Isidro town,” said PDRRMC acting chairperson Vice Gov. Arturo Carlos Egay Jr. PDRRMC reported a minor landslide along Anaoaon – Malimono Road in Brgy. Oslao, San Francisco town, “but it road is still passable,” Vice Governor Egay said.

DOLE continues conduct on Technical Safety Inspection By: Mildred E. Dablio Labor Communications Officer
Cagayan de Oro City -- Technical Safety Inspection, conducted annually DOLE’s technically-equipped engineers, is one of the programs of the Department to look into private establishments to be occupationally safe, especially for their workers. This was reported by Regional Director Johnson G. Cañete, following the receipt of reports from DOLE’s technical health and safety engineers over their inspection of Del Monte Philippines, Inc. (DMPI), an export-oriented company of the Philippines, located in Bugo, this city. The report gave DMPI a full check-up of their five (5) boilers, six (6) electrical equipment, nine (9) internal combustion engines, and twenty-three (23) unfired pressure vessels. Thus a safe environment for the workers is assured. The Law on Labor Standards and Social Legislation (Article 165 on Occupational Safety and Health) states that DOLE is authorized

to collect reasonable fees for the inspection of steam boilers, pressure vessels and pipings and electrical installations, test and approval for safe use of materials, equipment and other safety devices and the approval of plans for such materials,
equipment and devices. Covered establishments are those using these installations/equipment. Meanwhile, establishments like DMPI, who are under the Philippine Economic Zone Authority (PEZA), also adhere to PE-
ZA’s labor standard laws in accordance with the Labor Code. They are correspondingly inspected by PEZA in line with DOLE’s mutual concern for industrial peace and harmony. PEZA will continue to coordinate with DOLE on this matter. Aside from inspecting on these said equipment, DOLE also makes sure that appropriate PPEs are worn by workers, especially those in the construction industry. In confined work spaces, where noxious or hazardous substances are used, gas masks are a requirement to prevent cardio-vascular and upper body poisoning. Whereas safety belts should be worn for those working 6 feet and below, while safety harness is required for above 6 feet.
Gov. bats for declaration of DavNor as calamity area By: Carmencita A. Carillo
DAVAO CITY --Davao del Norte Governor Rodolfo del Rosario is hopeful that the province will be declared as a calamity area by next week in order to respond to the financial needs of the community. “I have already submitted my proposal to the Sangguniang Bayan and I am hopeful that they will approve it by next week,” del Rosario said while waiting for the arrival of President Benigno S. Aquino III at the Davao International Airport Friday. He said the declaration of the province as a calamity area will help the provincial government provide financial and other assistance to the residents. He added that the President has assured them that the national government is ready to provide assistance to the provinces hit by the typhoon. While the province has zero casualty, its agriculture was badly hit by the flooding and strong winds that came as Typhoon Pablo made a landfall in Baganga, Davao Oriental on December 4, 2012. The declaration, he said, will
help the local government tap financial assistance and extend credit to residents who may need it as a result of the disaster. “Up to 10 hectares of crops have been damaged, most of them planted to bananas,” he said. The damage to the province’s agriculture is estimated to be at P2 billion already, he added. The typhoon has also affected up to 100 school buildings in the province. Despite the economic losses brought by the Typhoon to the region, del Rosario said they are still thankful that the region has zero casualty which can also be attributed to the preparation efforts of the Provincial Disaster Risk Reduction and Management Council (PDRRMC). “One of the lessons learned from this tragedy is the importance of establishing risk reduction offices all over the country,” he said. But while the province was well-prepared, he acknowledged that no amount of preparation can prevent what happened in Davao Oriental and Compostela Valley.(LAC/ PIA XI)

THE so-called “Reproductive Health Bill” has much to explain in order to honestly reveal its real nature as well as to prove its true worth—to mention its inherent finality. One thing is certain, the Bill is the favorite option of the Executive Department. And, as a matter of course, it is also the mandated priority agenda imposed on the Legislative Department by Malacañang. But notwithstanding such close and strong partnership between the two branches of government, the Bill has remained a bone of contention of long standing. Why? The first thought that comes to mind is why was the proposed legislation titled “Reproductive Health Bill”? Precisely, the Bill is not only patently against reproduction but also a danger to the health of women

The second thought that comes to fore is the foreign intervention that is behind the Bill, the foreign powers that are pushing for its passage, the foreign pharmaceuticals that are covetous of more income, greedy for bigger profits through the continuous manufacture and brisk sale of contraceptive as well as abortive pills. This is saying nothing about the local multinational business corporations that support the passage of the Bill for a share of the spoils coming from the purchase of the socalled “essential medicines”, i.e., “Thou shall not have children” pills and complementary items.
