Cimatu named as DENR head Former Armed Forces of the Philippines (AFP) chief of staff and retired general Roy Cimatu has been appointed as the new environment secretary, replacing Gina Lopez, according to a report posted by the ABS-CBN News on its website yesterday.

Cimatu who is also the special envoy for OFW and refugees, served as chief of staff of the military in 2002, the report said.

Lawmakers last Wednesday rejected the appointment of Lopez, who cracked down on alleged unsafe mining practices during her 10 months in office.

In a Facebook post, Agriculture Secretary Manny Pinol said President Rodrigo Duterte introduced Cimatu as new Environment chief. “’Let us put an end to all speculations,” Pres. Rody Duterte said as he announced the appointment of former Army General and Ambassdor Roy Cimatu as the new Environment Secretary,” Pinol said in his post.

Lopez previously said only Duterte can replace her as DENR chief because the post needed bravery.

“My choice for DENR secretary is President Duterte…

I can’t think of any other person. It needs guts. It needs tapang (bravery) because you have to step on business interest,” Lopez told reporters.

Dairy cooperative receives assistance from DA

Department of Agriculture (DA) Secretary Emmanuel F. Pinol joins the 20th Dairy Congress at the Provincial Convention Center of Mambajao, Camiguin province on May 3-5, 2017.

Secretary Piñol emphasized that under the administration of President Rodrigo R. Duterte, he will not allow corruption to ruin the programs and projects of the department saying that immediate assistance will be provided to the farmers.

He added that through DA’s commitments we can hurdle the challenges in making food affordable and available to every Filipino.

Further, the secretary encouraged the participants to form a group or association in order for them to easily avail the programs and projects under the DA’s banner programs.

In support to the dairy cooperatives in Misamis Oriental, 1 unit four-wheel drive tractor and 10 units milking machines worth P3.014 million was awarded to the Northern Mindanao Federation of Dairy Cooperatives in Misamis Oriental to sustain their dairy activities.

THE Duterte administration has rolled out a strategy of launching a massive infrastructure program which his economic planners believe will be the linch pin to a sustained and inclusive growth.

We don’t have to be nobel laureates to appreciate that. Question is: how do we fund this ambitious program?

Secretary Carlos Dominguez, who quarterbacks the Duterte economic team, has drawn a financial roadmap which, hopefully, will produce the desired robust revenue inflows.

“The objective is to reform our tax system so that it becomes fairer, simpler and more efficient.”

T his he i ntends to achieve through a combination of tax reform measures (of course with the help of Congress) and improvements on the ease of doing business through more efficient and responsive governance.

The tax reform package is now pending with Congress. In a nutshell, the tax reform proposal seeks to: 1. Lower personal and corporate income taxes.

exceptions to the tax.

3. Adjust the excise taxes on petroleum.

4. Impose new excise tax on sugar-sweetened beverages.

Dominguez explains that lowering the tax base will greatly benefit the mass of wage workers who will consequently benefit from increased disposable income. It will also make our companies more competitive.

The latter four measures seek to compensate for revenue loss and collect additional taxes.

Directly under Dominguez are the Bureau of Internal Revenue and the Bureau of Customs which are the two principal national collecting agencies. The BIR collects three quarters of national revenue while the BOC collects one-fourth.

To the BIR, Dominguez has given these marching orders: “We have to grow our revenues faster. The current tax efforts among our neighbors run as high as 17 per cent. The first and last time we achieved that level was during the time of Commissioner Chato.

“You have to make sure that your tax collections

are vigorous, that they are fair, and that they are done with no hint of corruption.

“Let us have cleaner, airier and more welcoming offices. Let the taxpayers breathe. You are collecting their money after all.

“Simplify those confounding forms. There was time when former SGV Chair Gloria Climaco filled out her own BIR forms.

Now she has to hire an accountant to do it.

“It is also time to hire younger and idealistic people in the service.”

To the BOC, which has consistently under-performed its revenue targets, his marching orders appear much taller: Address the huge discrepancy between the volume of imports reported by authorities and the figures actually reported by exporter-countries.

Dominguez explains that official 2014 records of the UN Comtrade World Export show a value gap of P1.8 trillion between the value of imports as reported locally as against the value of shipments by exporting countries.

It is estimated that we lose over P200 billion because of this anomaly.

Ignacio Bunye Admittedly, closing the gap will take some doing.

Observers ( including Reader Joe Lazar) suggest a relaxation of bank secrecy to cover fraud and smuggling cases.

Other proposed measures include the following: 1. Increase the current number of customs scanning machines. With current available machines, only one out of ten container vans can be randomly inspected. Knowledge of this fact has emboldened smugglers.

2. Send customs personnel to exporting countries to reconcile our trade records.

Their jobs are certainly cut out for Dominguez, BIR Commissioner Billy Dulay and BOC Commissioner Nicanor Faeldon.

Unfazed, Dominguez describes the task at hand as “huge but eminently achievable”.

great consequence of the real horror of war. I really think only the intervention of the Almighty desire to rule the world can stop the misunderstanding of some nations.

But why should countries around the world have to fight? Can we not coexist with one another and join efforts to solve problems or discover new innovations that foster good relationship among leaders?

News reports revealed that Russia’s battleships have been sighted near the coasts of the United States - - a provocation that spark war.

North Korea has issued irresponsible statements provoking other nations to react. Its young leader bravely announced it can send a powerful weapon to the United states’ mainland in a short time. All these developments have truly alarmed people in nations that led the world to stand still.

I noticed lately that powerful nations have indulged in a race to prove who is who in strength and influence.

Everyone invented new super powerful weapons that could destroy us all in just a minute. They made nuclear submarines, missiles, fighter jets, bombs, and anything to destroy people in our planet. Perhaps, some of them never realized how ugly the outcome of such ambitions for power. It is really ugly and worth defeating their principle of lust and evils.

As a retired person, I watch the movement of the world every day. I listen to radio-TV newscasts as well as newspaper screaming headlines. Honestly, I am afraid big things can happen anytime especially that we cannot read the minds of people around us. I want to be aware so I can help inform my friends and relatives who are out busy for their livelihood.

Right now it is really very difficult to predict things developing in our planet.

World leaders, science, media experts and nearly everyone are confused and just watchful of anything. I have no other recourse but be alert too and ask the Almighty for understanding and world peace.

I remember World War II when people were caught unaware until the day bombs were dropped and thousands died in a short time. Evacuations followed, but too late as fighting raged in many parts of the world. I hope it will not happen again and just the same we must be aware of everything to warn us of dreadful events.

Sec. Lopez and the ‘blood money’

Whether the allegation of President Rordrigo R. Duterte that the rejection of Regina Lopez as Secretary of the Department of Environment and Natural Resources (DENR), was because of “lobby money” (the modest way of saying “bribe money), was without basis, it is incumbent upon the Chair of the Commissions on Appointment (CA) to initiate a probe.

Senate President Aquilino “Koko” Pimentel is the chair of the CA. To turn a deaf ear to the allegation, no less than the President of the Republic, was a betrayal of public trust.

The CA, as an independent body, is supposedly composed of “impeccable members” of Congress.

With the accusation made by the President, there is now an iota of doubt as to the integrity of the CA’s approval of appointments of the Cabinet members. Were these incumbent Secretaries got the coveted seats because of “lobby money,” too?

Of course, until the CA clear itself on the issue of “lobby money,” any of its approved appointment of future cabinet members would always be held in doubt. Rep. Josephine Ramirez-Satom, Mindoro Occidental, was right in urging Pimentel to investigate the “lobby money” claim against members of the appointing body. Sato said that any inaction on the part of the CA would be “a disservice to our people and to our country.”

While Sato made mention that the rejection of Lopez appointment became inevitable because of two factors, the people who were convinced of the sincerity and idealism of Lopez would not easily bite the decision.

In a news report, Sato said that the CA rejected the appointment of Lopez to the DENR’s top post because of the latter’s issuances “without the basis of

the law.”

While Lopez issued prohibition against mining in all watersheds, imposing additional financial obligations on the mineral ore exports of mining firms and changes its mining auditing might be laudable, the issuances have no basis in law.

Another thing, the CA accused Lopez of railroading Civil Service rules when she hired 55 consultants and designating unqualified personnel, leaving the DENR’s 50 career personnel in floating status.

Granting without admitting that Lopez might have bypassed established rules.

The CA has interviewed Lopez thrice as a procedural policy prior to her appointment as environment Secretary, in those occasions, the CA did not even bother

to admonish Lopez that would, otherwise, educate her about the “rules.”

Lopez was a plain environmental activist. It is an inherent nature of the activist to set aside “established rules” (if there is) because of the perception that, mostly rules served only the best interest of the few. It is very clear that Lopez has no respect on the implementing rules and regulation of the DENR because she knows that the existing environmental rules did not serve the interest of the state and the people.

Lopez wants to address the corruption in the DENR (one of the most corrupt government agencies)

If I meet people fighting for our clean environment, you might find me at their site. Activists have started a eight-day push to get individuals and institutions to divest from oil, gas and coal corporations. Investing in the fossil fuel industry equals pumping money into climate change, they say.

Fossil fuels seem to be losing their unquestioned position as the world’s primary source of energy, particularly after the Paris climate agreement. Even so, governments and private investors continue to support fossil fuel businesses

worldwide.

The Global Divestment Mobilization (May 5 to 13, 2017) will draw together thousands of people from across 39 countries on six continents to push forward divestment from fossil fuels, in favor of renewable energy.

In other words, to convince investors to withdraw their financial support fossil fuel companies - and in doing so, protect the climate.

Environmental activists and concerned individuals ask for an immediate freeze of any new investment in coal, oil or gas companies.

6. The erroneous entry, as regards his birth date, was discovered only after having secured an authenticated copy of his Certificate of Live Birth from Philippine Statistics Authority;

7. Presently, petitioner is employed as Construction and Maintenance Capataz athe Provincial Engineer’s Office, Province of Lanao del Sur;

9. The correction of the erroneous entry in the Certificate of Live Birth issued by the PSA and Local Civil Registrar of Marawi City, Lanao del Sur, is in order. Petitioner has not deliberately caused the recording of the above-cited erroneous entry; and

10. Petitioner instituted this action to correct the foregoing erroneous entry in the Certificate of live Birth and thus, put his birth and other records in proper perspective.

Finding the aforesaid petition to be sufficient in form and substance, it is hereby ordered that the same be set for hearing before this Court on JULY 10, 2017 at 8:30 o’clock in the morning.

Let a copy of Order be published at the expense of the petitioner in a newspaper of general circulation in Lanao del Sur or Marawi City or Iligan City for three (3) consecutive weeks.

WHEREAS, Section 8 of the said Ordinance states: “Section 8. Dispatching - No person or persons shall be allowed to dispatch for any provincial public utility vehicle at the INT-South Iligan EXCEPT; those who are already dispatching at the IBJT-North Iligan whose dispatching involves motor vehicles plying the southern provincial routes and who are already federated or otherwise bonafide members of the Iligan Federated Labor and Dispatchers Association (IFLDA) The IBJT Management Board shall adopt the implementing rules and regulations governing the conduct of the federation of dispatchers. Such rules and regulations shall include the identification of each group, the respective group of vehicles they are dispatching, uniforms for each group and identification cards which at all times be worn by the members doing dispatching and must be placed at their vest. “ WHEREAS, curing the March 30. 2017 meeting of the IBJT Executive Management Board. attended by the City Administrator.

Bacong, Head of the Task Force Illegal Terminal raised the various grave violations committed by the Iligan Federated Labor and Dispatchers Association (IFLDA), (as lifted from the Minutes of Meeting), namely; 1. IFLDA is operating without a Business Permit and has only secured 2011 and 2016 for their Business Permit; 2. Failed to abide the terminal rules and regulations; failed to coordinate with the management; members not wearing uniforms, a violation of the no-smoking ordinance and failed to submit the list of dispatchers and laborers. Moreover, it only imposed the wearing of IDs last January 27, 2017; 3. Charged P1,500 from each dispatchers/ labor for the uniform but did not cooperate with the IBJT Management; 4. No one complied drug test; only ten (10) submitted the COMELEC Certificate; 5. Alleged used as political machinery WHEREAS, Mr. Bacong added that IFLDA has collected an excessive fee of P250 per trip for the Iligan-Kapatagan PUJs and yet paid only a measly P20.00 Terminal Fee. For him the members of said organization are apparently enriching themselves at the expense of the drivers and operators using the bus terminal owned by the City Government; WHEREAS, in putting an end to this malpractice, Mr. Bacong recommended to revoke the business permit of IFLDA if there is any and/or amend the City Ordinance allowing them to operate, for that purpose;

Greenpeace locked the gates of the DENR and eight activists, wearing orange jumpsuits and with tube locks connecting their arms, occupied both front gates of the agency, impeding access by visitors to the compound. A long banner that read “DENR: Not open for Business” was hoisted outside the compound.

They also asked President Rodrigo Duterte why he never firmly stood for Lopez’s appointment to the agency.

“Lopez’s rejection by the CA is a sign that horse-trading is still the name of the game and that powerful business executives and corrupt government officials still run the show. We will defend DENR!” The group said that, with the rejection of Lopez, the reforms she introduced should be protected and continued. They are also calling for transparency and accountability on the votes cast by the members of the CA. Lopez ordered the closure of 23 mining corporations located in watersheds, suspended five others, and cancelled 75 mining contracts. She was also able to dismantle illegal fish pens in Laguna de Bay that threaten small fisher folk in the area.

Her actions have angered big mining corporations, prompting at least 27 oppositions to her confirmation filed with the CA. The CA held the voting in secret, a new rule that was only introduced prior to Lopez’s and former Department of Foreign Affairs Secretary Perfecto Yasay’s confirmation hearings.

CA members who have interests in, and connections to, mining corporations also refused calls to inhibit themselves from the hearings.

Wearing police uniforms, a group of NPA insurgents entered the office of Dasia security agency and took away assorted firearms and other valuables before fleeing using the company’s armored vehicles.

At the road blockade not far from where the rebels stormed Dasia, another group of police uniform-wearing rebels flagged down motorists, one of them happened to be Paredes.

The NPA members kept telling motorists to stop as their companions were conducting “Tokhang” operation in the area.

Paredes was identified by the insurgents through his identification card.

“The [rebels] immediately dragged him (Paredes) off his motorcycle and hurled him inside of the armored vehicles. The soldier’s wife, who was shocked at the moment, was pushed down by the NPA to a mudded area,” the 4ID statement said.

In the same statement, Major General Benjamin Madrigal, commander of the 4ID, has lashed out at the latest activity of the NPA. “The whole nation has again witnessed another blatant display of insincerity of these NPA bandits. Recently, they said they released two of our government troops as their gesture of support to the [Philippine government and NDFP] talks. However, with the recent atrocity, everybody is now asking the same questions—can we really trust them? And do they really care about the future of our nation when the only thing that is left in their mind is purely violence?” he said.

Madrigal said the military will continue to hunt down the NPA rebels in the countryside.

“We promise everyone that there will be on letup on our rescue operation to put pressure on the NPAs for them to immediately release our soldier and put an end to the violence they committed in the area,” he added.

Meanwhile, seven members, two of them women, of a paramilitary based in Bukidnon had surrendered to the NPA recently.

According to a statement released by the NPA to the media, members of the Alamara paramilitary group who are also active Civilian Armed Forces Geographical Unit (Cafgu) personnel laid down their arms to the rebels’ Section 5 South Central Bukidnon-Sub-Regional Command, North Central Mindanao Region.

SECOND BIDDING The ZAMBOANGA CITY ELECTRIC COOPERATIVE (ZAMCELCO), the lone distribution electric cooperative with franchise to distribute electric power for City of Zamboanga, by virtue of Franchise Certificate No. 006 issued on 17 April 1978 and in accordance with the National Electrification Administration (NEA) Board Resolution No. 88, dated 29 November 2002, hereby invites all interested and qualified parties to participate in the bidding for the management of the assets, operations, business and liabilities of ZAMCELCO. The First Bidding for the Investment Management Contract (IMC) conducted on 27 March 2017 was declared a failure by the Special Bids and Awards Committee. Runway Manila:

NAIA 3 now just a 10 minute walk from Newport City During my infrequent trips to Metro Manila, I’ve often wondered what was being constructed over Andrews Avenue and NAIA Expressway to Newport City from NAIA Terminal 3.

I rather wished it was a pedestrian walkway similar to the one which used to link the defunct Kai Tak Airport in Hong Kong to an airport hotel which was very convenient for passengers in transit. After a harrowing experience of having to wait almost three hours for a taxi ride to our destination from NAIA T3, I believed many passengers in those queues wished similarly.

last week, we finally had an answer and what an answer it was! Completed in only four months from its groundbreaking, Runway Manila was inaugurated last April 18 in time for the country’s hosting of the ASEAN Summit 2017 meetings.

When we tried it, Runway Manila had been Open for barely 3 weeks. Our fellow Misamisnon Rey Fabricante, director for operations of the nearby Belmont Hotel, kindly showed us the way to the newly opened facility.

The enclosed, air-conditioned bridge is PWDfriendly with moving walkways and elevators, that’s so handy for guests with heavy or bulky luggage’s.

There’s also golf carts traveling both ways for pregnant women, PWDs, senior citizens and guests with toddlers or children.

Designed by Filipino architects Juan Seriña Jr. and Raymond Hernandez, Runway Manila has an attractive contemporary design, which in time we’re sure would become an iconic landmark in the Pasay City skyline.

can accommodate up to 2,000 persons at any time, or up to 216,000 guests per day. It allows the average person to walk the distance between the airport and Newport City in less than 10 minutes.

“Outside of the airport, Runway Manila will be the first thing many visitors will go through after their arrival and the last before they depart. And that is why we want to make it a premier gateway to the country, and a worthy showcase of all the best things we have to offer,” a national broadsheet quoted Alliance Global Group Inc. (AGI) chairman, Dr. Andrew Tan, chief proponent of the multi-billion-peso project under the government’s Build-Build-Build Infrastructure initiative.

The PhP 1.9-billion project is a Public-Private Partnership between the DPWH, Department of Transportation and the Alliance Global Group Inc.

The NAIA T3 which it services can handle 20 million international passengers annually. That includes the 6,000 OFWs who leave the country on the average daily, the growing number of Filipino tourists, and 70 percent of foreign visitors who arrive and leave through the country’s premier gateway.

Passengers using Runway Manila towards Newport City will be brought down by elevator beside Belmont Hotel, which has a café where arriving and departing guests can take a break before proceeding to their destinations.
