Carmen National High School inaugurates new Senior High schoolbuilding

THE city government of Cagayan de Oro on Friday inaugurated the three-level 21-classroom Senior High schoolbuilding of Carmen National High School.

Sitting just next to the main campus of Carmen National High School, the Senior High schoolbuilding will be used to house the expected 320 incoming eleventh graders who will start schooling this June 13 after the weeklong Brigada Eskwela.

GENERAL Santos City--At least 18 private colleges and universities in parts of Region 12 are seeking another round of increases in June in their tuition and related fees.

Evelyn Sotes, tuition fee in-charge of the Commission on Higher Education (CHED) in Region 12, said Friday such number is based on the total number of applications for the fee increases received by the agency for the coming school year 2016-2017.

DOT to market Mt. Hamiguitan DAVAO City -- The Department of Tourism-XI (DOT-XI) will be helping to promote Mt. Hamiguitan to the tourism market.

“This is the newest attraction we have here in

Davao.” Said DOT-XI Regional Director Robbie Alabado during formal opening of the Mt. Hamiguitan Eco Park and Interpretative Site last May 4 in San Isidro town, Davao Oriental.

“We are now marketing Mt. Hamiguitan for the next two to three years.” Alabado said.

The eco park located in the buffer zone of the Mt. Hamiguitan Range and

Wildlife Sanctuary contains a natural science museum which is an extension of the Subangan Provincial Museum in Mati, a research center, cabins for tourists and researchers, mountain trails, camping grounds, restaurant and a souvenir shop.

“Our key tourist destination here is Eco-Tourism, Mt. Hamiguitan adds flavor to what we are advocating for eco-tourism.” Alabado said after the ceremony which was attended by no less than President Benigno Aquino III. Montevista now a conflict-manageable, development-ready area

NABUNTURAN, Compostela Valley -- The municipality of Montevista in this province is declared earlier today as conflict-manageable and development-ready area (CMDRA) at town’s plaza.

Montevista is the third CMDRA municipality in Compostela Valley following Nabunturan and Monkayo.

10th Infantry Division Assistant Commander Col Casiano Monilla emphasized that with the declaration, the military renewed its commitment to continue what they started and to enhance the cooperation with the local government and the community.

Col Monilla stressed that being a CMDRA, the local chief executive will take the lead in the

peace and development efforts in the barangays.

“Pero hindi magrere duce ang ef for ts ng kasundaluhan (But the efforts of the soldiers will not be reduced). We will follow the lead of the Mayor to create a synergy in our actions,” he said.

During the program, Montevista Mayor Eutropio Jayectin, Col. Monilla, Compostela Valley and Provincial Police Director PSSupt Alberto Ignatius Ferro, among others, signed in the Memorandum of Understanding for the declaration.

The officials also released doves and white balloons to cap the declaration event.

Mayoral bet in Lantapan, Bukidnon shot dead MALAYBALAY City -One of two candidates for mayor in Lantapan town, Bukidnon was shot dead in front of his family members on Saturday.

Businessman Armando Lumapac Ceballos, 53, an Independent candidate, succumbed to a wound in his back, according to the spot report from the municipal police station.

The report said Ceballos was inside his residence in Barangay Balila when around 10 armed men aboard a cargo truck came at around 12:20 a.m. Saturday, ordered all persons inside the house to drop on the floor and then shot him.

The attackers took the victim’s .45 caliber pistol and cash amounting to P80,000, the report said quoting his family members.

Ceballos was rushed to the Polymedic Hospital in Malaybalay City but died shortly, it added.

Recovered at the crime scene were four cartridges of 5.56mm and one cartridge of 7.62mm ammunition, the kind used for M16 and M14 rifles, respectively.

The police report said that prior to the incident

Ceballos and the group of his rival, incumbent Vice Mayor Ernie Devibar (Bukidnon Paglaum Party) held simultaneous rallies where a commotion ensued.

Incumbent Mayor Godofredo Balansag, who is supporting Devibar, reportedly went over to Ceballos’ and “created an incident” that irked Ceballos.

Balansag is on his last term and is not running for any position.

But police is yet to determine if politics was possibly behind the incident.

In a letter to the Reg iona l Joint S e c ur it y Control Center, lawyer Stalin Baguio, provincial director of the Commission on Elections and chair of the Provincial Joint Security Control Center recommended the deployment of additional soldiers and police officers in Lantapan.

Lanao Norte candidate surrenders firearms CAMP ALAGAR, Cagayan De Oro City -- A town mayor in one of the election hot spots in Lanao Del Norte surrendered his firearms to the police regional command here, a police official said Saturday.

Supt. Surki Sereñas, police regional spokesman, said that Vice Mayor Mangondaya Tago, of Pantar, Lanao Del Norte, voluntarily surrendered a carbine rifle with two magazines and a .40 caliber pistol with 2 loaded clips here Wednesday.

Sereñas said that Tago’s turning over of his firearms was a symbolic gesture as a signatory to the “peace covenant” among local candidates in Lanao Del Norte spearheaded by the regional police command.

He said that the regional police also urged all other local candidates to turn over their firearms in order ensure a clean and peaceful conduct of the national and local elections on Monday.

“With this turnover, we are expecting other candidates to follow suit considering the positive impact of this to the conduct of secure and fair

election,” Sereñas said.

Pantar was one of the eight towns in Lanao Del Norte, considered by the Commissions on Election

(COMELEC) as “election hotspots.”

Last month, election officials placed Pantar under COMELEC control as the Ombudsman dismissed Mayor Mohammad Exchan Limbona in relation to an administrative complaint filed by Tago.

MALAYBALAY City--For all his faults, some of them too chilling for comfort, one has to credit Davao City Mayor Rodrigo “Digong” Duterte for succeeding to capture the imagination, nay, rabid support of Filipino voters who seem to have elevated him to the status of a demigod.

wondered if children of divorced parents totally get over it? Do they bounce back to live truly healthy, happy lives? Or are there any longterm damages done to kids by their parents divorcing?

Recent statistics show that 90 percent of children from divorced families experienced serious shock, grief, and fears. 50 percent felt rejected and abandoned.

One third of the kids feared being left even by the parent they were still living with. Two thirds experienced extreme loneliness for their other parent they were not living with. And surprisingly, 37 percent of the children were even more unhappy 5 years after the divorce than they were when it first happened. In other words, time did not heal their wounds and pain.

Duterte’s battle cry of getting rid of corruption and criminality is nothing new. It is a recurring theme, like a folk tale that is told and retold many times over that nobody no longer bothers to listen to it. The mayor, however, gave it a new twist by openly bragging about the shortcuts he has employed to keep the peace in his city, and spicing it up with cuss words that, instead of turn off his audiences, make them yell in approval. Indeed, Duterte could order his supporters to crucify his rivals and they would oblige.

There has been no proof that Duterte had a direct

hand in the summary executions of suspected criminals by a purported death squad, the discovery of mass graves in Davao City a few years ago does bring home the message. And except for the Commission on Human Rights and human rights groups everybody looked the other way.

In a perfect world, such reputation would have made Duterte kiss his presidential ambition goodbye. However, he knows the psyche of the voters, a psyche shaped by the inability of this government and the previous ones to nip corruption and criminality in the bud. Desperate as they are, the voters want a no-nonsense leader, somebody who looks like he could get things done. He knows that a certain point of their desperation people would be willing to pay a price, sacrifice a principle of civilized existence called due process.

Davao’s “Dirty Harry” feeds on this desperation.

He didn’t just promise to eliminate corruption and crimes; he set a timetable for it – six months – something no other candidate, now or in the past, has done. For the voters, the question at this stage is not whether he can do it in six months if he wins.

The deadline, no matter how unrealistic, gives the impression that he is determined to deliver.

Why, it’s not just the cab drivers and other hoi pollois that have caught the Duterte fever. Even some well-meaning professionals I have talked to believe with conviction that a Duterte presidency is what this country needs. Perhaps this explains why his standing in surveys has not changed despite that “rape joke”, a phenomenon that must have made feminists

-oooOPEN LETTER TO MR. CANDIDATE: I address this column today to the candidate who is about to lose another bid of his to become an official of this country through the May 09, 2016 elections. This guy knows who he is, from the bottom of his heart.

And whether he believes it or not, I am writing this in a bid to turn him around, and perhaps salvage whatever is left of his political career that initially held so much promise of greatness for him and his people, but is now literally going down the sewerage drain as a heap of slimy and unwanted trash.

So, let me address this candidate now, directly: Mr. Candidate, many are bewildered by your clear incapacity to rally our people to support you in the elections where you participated, and are puzzled why you seem unable to generate support for your candidacy, when you have the name, the political machinery, affiliation, and support, and the money and wealth, necessary for a successful political career.

-oooTHE EVIL OF A BLACK HEART IN A CANDIDATE: But as for me, I know that you are bound to lose any electoral contest where you aspire to become a leader of your people, for one single reason: above all the name, the political

machinery, affiliation and support, and the money and wealth which have been given to you on a silver platter, your heart is not in the proper place, and is smeared with the darkest black ever.

Early on, I already wrote in this same column that unless and until you change that black heart of yours Mr. Candidate, you are going to lose every election you participate in. The mighty hand of the good and righteous God will always be there to stop you from winning, because in His mighty omniscience, God knows what you can do to your fellow human beings with that black heart of yours.

I don’t know if you still remember, Mr. Candidate, but, it was with that black heart of yours that you and your coterie of shameless “experts in the law” (all of whom got disgraced in God’s time) ganged up on a hapless soul in 2009 because you perceived that soul to be a hindrance to your ambitions even then. That black heart persists, even now, and is the reason why you can’t seem to rise from the ground, no matter what you do!

-oooTHE NECESSIT Y OF CLEANSING A BLACK HEART: That having been said, I would say all is not yet lost for you, except perhaps the elections on May 09, 2016, Mr. Candidate. Since you are still very young compared to those who are dominating you now, you can still do something to finally realize your dream of leading your countrymen at some future time.

Then, imbibe the Word of God and live His commands, no matter how bitter those commands may taste to you. It is only by listening to the Word of God and obeying His commands that His blessings will ultimately come you, enabling you to defeat your enemies with His help! PNP AgNor secures COMELEC final testing, sealing of VCM BUTUAN Cit y -- The Commission on Election (COMELEC) Agusan conducted a simultaneous Final Testing and Sealing (FTS) of Vote Counting Machines (VCM) Thursday morning, May 5, four days before the election day in the different polling precincts in Agusan del Norte.

The purpose of the FTS is to test how the VCMs function, including their

accuracy, security and completeness. During the FTS, the COMELEC conducted an end-to-end test of the process, from the initialization of the machines, casting of sample votes, to the feeding of the accomplished ballots to the VCMs, and until the printing of election returns (ERs).

P200M sanitary landfill complex in GenSan opens Editor: Ruel Pelone

GENERAL Santos City-The city government finally opened its P200-million sanitary landfill complex, which is considered as the biggest so far in Mindanao.

Mayor Ronnel Rivera said the 63.3-hectare landfill is now 100-percent complete and has started catering to wastes from local households and industries.

City officials formally unveiled the facility in a simple ceremony on Monday at its site in Barangay Sinawal.

The project was funded by a soft loan from the World Bank’s Support for Strategic Local Development and Investment Project coursed through the Land Bank of the Philippines.

Rivera said the local government spent a total of P219 million for the construction and development of the facility, which was completed nearly six years after it broke ground.

The mayor said the facility’s construction cost was way below its original price of P325 million, which was set during the previous city government administration.

“We we’re able to remove some questionable interest rates and penalty fees so the project cost was significantly reduced,” he said.

He said the local government went through a thorough process before it allowed the project to proceed in July last year.

“We had a series of negotiations with the contractors until we were able to settle

the right price of the project,” Rivera said.

In January, the city government signed a memorandum of agreement (MOA) with the Department of Environment and Natural Resources’s Environmental Management Bureau (DENR-EMB), R-II Builders Inc., and the Philippine Ecology Systems Consortium Inc. for the operationalization of the landfill.

Engr. Edmund Sese, head of one of the firms that built the project (Philippine Ecology Systems Corp.

Consortium Inc.), said the city’s sanitary landfill has “exemplary features” and is considered as among the most modern in the country.

“You can count in your fingers the number of the cities that have this kind of sanitary landfill. This is the biggest landfill in Mindanao and a showcase that General Santos City can be proud of,” he said.

Sese lauded the city government for pushing with the completion of the landfill project despite the previous problems.

“It takes political will to complete the project and that local government was able to do that,” he added.

The city government had pushed for the construction of the sanitary landfill in compliance with the Ecological Solid Waste Management Act of 2001, or Republic Act (RA) 9003.

In a recent progress report submitted to energyfirm STEAG State Power Inc. (SPI), MBDA Program Manager Kristine Galarrita said the project is 91%

complete and will soon be utilized to raise mangrove propagules by month end.

Funded by the proceeds of the series of Steag Environmental Golf Tournaments, the project aims to assist LGUs along the Macajalar Bay in their mangrove rehabilitation and development efforts, as part of a bay-wide campaign to protect the marine resources of the province.

ippine Area of Responsibility until Wednesday.

In its advisory, PAGASA also said light to moderate winds blowing from the east to southeast will prevail over northern and central Luzon and coming from the east over the rest of the country. The coastal waters throughout the archipelago will be slight to moderate.

When they heard that He was alive and had been seen by her, they

refused to believe it: What do you feel if not treated fairly and justly?

Do you treat everyone equally? Do you have biases in relating to others? Women in Jesus time was not treated like the dignity of men. There was unequal treatment of the people, because women were lesser in value than men. But for God, everyone is equal.

Mary Magdalene was the first woman whom Jesus appeared. What

was the reason behind on this event? Despite of the dark and risky road and heavily guarded tomb, she was able to pursue her desire to see Jesus at the tomb. Take note: every good deed has a corresponding reward from above.

Ephesians 6:8”knowing that whatever good thing each one does, this he will receive back from the Lord, whether slave or free. The bravery and courage of Mary

brought her to the tomb.

She never minded the obstacles along the way.

This is my reflection: Do not permit anything, person, event and circumstance to block your way to find Jesus in your life. Go forward and let God eradicates all your barriers in life.

Take note, the tomb was empty and if ever it was still close, I don’t think so if Mary could open it.

Jesus opened it ahead of Mary’s arrival to the tomb.

ASSASINATION PLOT Despite Marcos’ kid’s gloves policy against his opponents, there were reports of assassination plot against him. He was suppose to make an appearance before a crowd of 5,000 or more in Panabo, Davao del Norte Friday afternoon, when Senatorial bet Martin Romualdez, announced that Marcos will not be able to appear before them because of security reports that there is a death threat to the VP candidate.

Mayor Duterte immediately sent security forces to protect Marcos who was still in a hotel in Davao City, which is 30-45 minutes away from Panabo City.

During the press briefing in Davao City, Marcos said they are checking the security threat.

Prodded by the media on the security risk, Marcos said that they are still in the process of verifying the report.

“It’s not yet clear, but we have received a security warning against me. Just to be safe, we’re still checking it.”

The applying institutions should also include provisions for the improvement and upgrading of school facilities and equipment.

Sotes said the applicants are also required to consult their students, parents and other concerned groups about their proposed tuition hikes.

The consultations should have proper documentation and must include the minutes of the discussions, attendance sheets and other related documents, she said.

“After our evaluation, we will immediately endorse the applications to our central office for further review and approval,” she added.

In 2015, a total of 17 colleges and universities in the Region implemented an average of five to seven per cent increases in tuition and other matriculation fees as approved by the CHED central office.
