China to study deep water port proposal in Davao City DAVAO CITY - China’s Ministry of Agriculture has expressed its interest to pursue the proposed deep water port at the Davao Fish Port Complex (DFPC) here.

The proposal is being pushed by the Department of Agriculture through the Philippine Fisheries Development Authority in Region (PFDA) XI.

Ricardo Oñate, Jr., acting DA-XI regional director, said Tuesday the proposed deep water port, about 30 feet deep, will serve large cargo ships.

Plot to bomb Davao foiled, suspect killed in shootout DAVAO CITY -- Police authorities thwarted a plan to bomb this city after killing an alleged terrorist who possessed an improvised explosive device before dawn Tuesday along Magtuod road, Barangay Maa here. Senior Superintendent Alexander Tagum, Davao City Police Office (DCPO) director, said the suspect, whose identity is still being withheld, was killed when he tried to shoot it out with DCPO’s joint intelligence and SWAT teams when flagged down at a checkpoint at around 3 a.m. His companion, however, escaped. Tagum said the explosive device, fashioned from a 60mm mortar shell, is similar to the one used in the Roxas night market bombing in September last year. Senior Inspector Maria Theresita Gaspan, DCPO spokesperson, said the suspect disembarked from a motorcycle and pulled out a cal. 28 pistol when accosted by the police. Police operatives also confiscated from the possession of the suspect a hand grenade, detonation cord and two pieces of blasting caps. Tagum said they are tracking the companion of See plot, page A3

Minimum wage offenders to suffer stiffer penalties The House committee on labor and employment will tackle pertinent House bills that seek to uphold workers’ right to their wages and to impose stiffer penalties for minimum wage offenders as Congress reconvenes this week. Speaker Pantaleon Alvarez has filed House Bill 5018, which seeks to amend the Labor Code of the Philippines, to ensure the employees’ right to their wages, including wage-related benefits, and social security and welfare benefits. Meanwhile, HB 356, authored by DIWA Partylist Rep. Emmeline AglipayVillar, seeks to increase the penalties for non-compliance with the government prescribed minimum wages. Alvarez, in his explanatory note of HB 5018, said the current penalties do not serve as effective deterrents to “stop the unjust and unreasonable conditions” by “unjust employers”. “Labor workers are ‘a company’s greatest asset’ according to businesswoman Anne Mulcahy, and these assets should receive the right wages and benefits See wage, page A3

Duterte’s committed to protect, defend rights of Filipino workers President Rodrigo Duterte on Monday emphasized his administration’s commitment to protect the rights of workers as he paid tribute to Filipino laborers here and abroad. In his Labor Day message, the President noted the significant role of workers

in pushing for their rights to humane conditions at work, basic wages and organized acts including collective bargaining and unionism. “The government recognizes these basic rights of workers in all industries, and we are committed to protect and defend those

rights,” Duterte stressed. The President added that government is committed to creating more jobs in the country to accommodate a growing labor force. “The Department of Labor and Employment takes the lead in ensuring that thousands of jobs

will be created locally, in coordination with all other agencies, as we tap the skills, experience and expertise of our own people,” he said. “Everyone who contributes labor as part of his commitment to nation-building deserve nothing less than a share of the fruits of his

hard work,” Duterte said. Since the campaign, Duterte has vowed to protect the rights of laborers and vowed to end the so-called “endo” or the practice of “labor only” contracting. The President’s promise to end contractualization See protect, page A3
