Family of Maute hostage hopeful for safe release

SAN Francisco, Agusan del Sur--The family of a school staff who was among those abducted by Maute terrorist group in the Marawi siege is still hoping for her safe release seven days after their captivity.

FIFTEEN out of 23 senators are supporting President Rodrigo Duterte’s declaration of martial law in Mindanao.

The 15 senators said that Senate Resolution no. 388, also known as the martial law in Mindanao, signed on Monday is “satisfactory, constitutional, and in accordance with the law.”

“The Senate hereby supports fully Proclamation No. 216 and finds no compelling reason to revoke the same,” the resolution read.

The 15 senators who voted in favor of the martial law are all the members of the majority bloc of the senate.

“The acts committed by the Maute group are an open attempt to remove from the

allegiance to the Philippine Government the part of Mindanao and deprive the Chief Executive of its powers and prerogatives to enforce laws of the land and to maintain public order and safety in Mindanao, hence constitutes the crime of rebellion,” the resolution read.

Meanwhile, eight senators, all whom belong to the minority bloc, and another two from the majority bloc did not sign the senate resolution.

OIL companies implemented another round of oil price hike starting Tuesday (May 30).

Starting 12:01 on Tuesday, Flying V increased the prices of gasoline by P0.55, Diesel by P0.75, and Kerosene by P0.85.

BECAUSE I have other priorities, I was the last in our group of seven to have owned a cellular phone.

About three years ago, I considered buying one for me a luxury. But late last year, I bought one, after I sensed having it had become a matter of necessity.

While my friends’ cellfones are the expensive ones, I settled to buying something that is quite inexpensive, something that cannot read graphics. For fear its manufacturer would get back at me, I will not mention the brand of my cell.

It’s enough for me that it can serve the fundamental purpose—that is, to get me to know where my friends are or to have a conduit between me and someone I have never seen yet in person—meaning, my texting mates.

Back then, I must confess I have become a text addict.

I texted just anybody—my officemates, classmates in high school, friends—at anytime from dusk to dawn.

Their usual replies until

I introduced myself to her. But of course, everything was ersatz or pranktexts. Yet, we became text pals and we exchanged greetings every morning, noon and evening. I even called her up. She had a nice, lovely (or, tempting) voice I almost forgot I am a married man. Until it came to a point wherein I missed her text messages or calls. I believed she felt the same too. Indeed, everything between us went on smoothly until I felt I could no longer allow myself to fool my own self.

So I told her the truth: that I am 30 years old, that I am a married man and have a son, and so on and so forth. After that incident, she texted me and her message was to this effect: that I am too old for her and that I do not belong to her generation.

I got mad. I called her up and explained to her that we both belonged to the same generation: the e-generation and the text generation whose eyes are glued on MYX or MTV,

Dawson’s Creek, Spiderman, chatting and surfing the net, etc.

I told my wife about it.

And it was good enough she understood that the situation was a plain texting matter. No more, no less.

Of course, I should not have done that. But, according to my teacher in college, what has been done cannot be undone! Anyway, I swear to my wife I will no longer text just anybody anymore.

And to prove that, I crushed my SIM pack in front of her, using our Stanley hammer.

And how about the unit?

Well, I am planning to either exhibit it in our divider or donate it to a local museum.

After all, it looked like an antique.

Until I realized being a “text addict” would not do me any good, especially with my pockets. So I slowed down. I texted only the persons I know, asked latest updates about their jobs, their families and share some views about the Abu Sayyaf, about Kris Aquino’s garb while hosting Game KNB, about the progress of early evening soap operas, etc.

As I turned 30, however, I sensed I am old enough to sending jokes and nonsense messages to my friends. But the experience I had shortly after my birthday last April 10 was something “traumatic.” Here was a woman who introduced herself to be 19 years old, to be from Cebu City and would be entering the proper medicine course in the coming school opening.

Confession of an erstwhile ‘text’ addict

creativity of our lawmakers and education officials seem to have gone the depths one more time. Imagine, the best they could do to help hapless young children across the nation attain education is to enable their teachers to buy chalk!

It would have been alright if this supposed allowance to buy chalk had been made available to teachers already, at least before the opening of schools first week next month. Unfortunately, however, our honorable lawmakers from the Lower House of Congress have not even acted yet to pass the law that would authorize the release of this chalk allowance even at this late time!

pino children get properly educated so they can aspire for a better future.

Prosperidad town, Agusan del Sur bags Rice Achievers Hall of Fame

Prosperidad is a Spanish word for prosperity.

True to its name, the municipality of Prosperidad in Agusan del Sur has prospered to be an outstanding rice producer in Caraga Region.

It bagged for the third time the Outstanding Municipality for the 2016 Rice Achievers Award in the national level.

The Rice Achievers Award (RAA) is an annual event organized by the Department of Agriculture to recognize the outstanding

province, municipalities/ cities, irrigators associations (IAs), small water impounding systems associations (SWISAs), agricultural extension workers (AEWs), and the local farmer technicians (LFT) for their significant contributions to the rice industry. This is to encourage commitment and ensure excellent performance of our LGU stakeholders of their respective functions and responsibilities.

The success of Prosperidad town of being an awardee for three consecu-

tive years (2014, 2015 and 2016) is attributed to the collaborative efforts of the national, provincial and municipal governments in implementing programs and projects for rice farming. The municipality maintained an average yield of 5 metric tons per hectare for irrigated areas, four metric tons per hectare for rainfed in the last three years.

“There are various contributing factors for our success. One of these is the increase in area planted to hybrid rice and certified seeds through High Yield-

ing Technology Adoption (HYTA) and High Quality Seeds Assistance Program from the Department of Agriculture. Another factor is the input production support to farmers or irrigators association for crop protection and production especially in identified low-yielding areas,” said Municipal Agriculturist Marlita Cortez.

The continuous training and support to agricultural extension services, provision of pre and post production facilities and support of the local officials also paved the way for the success of the municipality.

Each individual received P20,000 cash prize and a plaque of appreciation. The municipality of Prosperidad received P1 million worth of agriculture-related projects as incentive for their efforts.

Davao Mayor backs ‘localized peace talks’ with NPA rebels DAVAO CITY -- Davao City Mayor Sara DuterteCarpio welcomed moves to hold “localized peace talks” with the New People’s Army (NPA) as long as the rebels will put aside their firearms and stop their offensive operations.

She issued this statement Tuesday morning after the Government of the Philippines (GRP) and the National Democratic Front (NDF) fifth round of talks in The Netherlands hit a snag, as a result of the Communist Party of the Philippines’s call for the NPA rebels to step up attacks on government forces in opposition to the

declaration of martial law.

The mayor said she is “setting aside personal feelings towards the rebels over her pursuit towards a peaceful resolution of the conflict.”

“I have no choice... I’ll push things that I think can make the city better and (one) of them is the localized peace talks,” she said.

She emphasized on the need for the rebels to set side their firearms and stop offensive operations before any localized peace talks can start.

“I am always open, but we cannot sit down if they continue their offensive op-

erations against the people, against the Armed Forces of the Philippines,” she said.

The mayor stressed it would be hard to start talking with the rebels when there are still people killed due to the “indiscriminate planting of improvised explosive device (IED).”

Duterte -Carpio said the NPA should also show its sincerity by stopping attacks while talks are ongoing. She added she has been continuously receiving reports of atrocities in the hinterlands.

Earlier, the mayor even offered to talk with the NPA rebels and jobs to the NPA as an organization. PNA

An advocacy group for passenger safety is urging the Department of Transportation ( DOTr ) to set clear guidelines on the enforcement of the Anti-Distracted Driving Act (ADDA) to avoid confusion among motorists.

The Lawyers for Commuters Safety and Protection (LCSP) said it supports the implementation of the law as it would ensure road safety through prohibiting the use of mobile devices and electronic gadgets by motorists while driving their vehicles.

However, the group wants a clarification on why drivers of both public and private vehicles must clear their dashboards of rosaries, figurines, toys and other unauthorized car accessories.

“It is very clear that the coverage on the law only applies to mobile phones and electronic gadgets. We are wondering why rosaries hanging under rear view mirrors or any accessories on dashboards are also prohibited. Does it have any legal basis?” LCSP President Atty. Ariel Inton said in a statement.

“Though we may consider them as distractions, these are not gadgets such as cellphones or headphones and are not covered under the law,” he added.

The Land Transportation Franchising and Regulatory Board (LTFRB) has said drivers of private and

public utility vehicles should clear their dashboards of figurines, toys, and other unauthorized car accessories until May 26.

LTFRB board member and spokesperson Aileen Lizada said in a radio interview that rosaries hanging under rearview mirrors , small images of saints, and stuffed toys on the dashboard that can affect the driver’s line of sight are prohibited.

Motorists are also banned from eating, drinking, or putting on makeup while on the road, even while temporarily stopped.

Lizada said these prohibitions are under the Department of Transportation’s 2014 Joint Administrative Order (JAO). Penalties for violators include a fine of PHP 5,000 and the vehicle could be impounded.

The LCSP proposed that the DOTr should conduct a dry run before fully implementing the law and review the prohibitions under the said act.

“There must be a clear legal basis for these regulations. We are worried that traffic enforcers on the ground are not given specific guidelines on the implementation and this might cause misunderstanding.

We must not overstretch the coverage of the AntiDistracted Driving Act,” Inton reiterated.

It also urged Congress to make the necessary amendments that will clarify any

ambiguities that may arise on the enforcement of the ADDA. The Inter-Agency Council for Traffic (I-ACT) will hold a special board meeting on Tuesday to discuss the regulations in the AntiDistracted Driving Law. PNA

Be it ordained by the Sangguniang Bayan of the Municipality of Quezon, Province of Bukidnon, in session duly assembled, that: ARTICLE I TITLE, POLICY, PRINCIPLES AND DEFINITION OF TERMS SECTION 1. TITLE This Ordinance shall be known as “AN ORDINANCE FORMULATING THE CHILDREN AND WOMEN’S WELFARE CODE, IN THE MUNICIPALITY OF QUEZON, BUKIDNON WHICH SHALL PROVIDE FOR CHILD SURVIVAL, DEVELOPMENT, PROTECTION, SECURITY, PARTICIPATION, AND ESTABLISHING A COMPREHENSIVE CHILDREN AND WOMEN SUPPORT SYSTEM AND FOR OTHER PURPOSES”.

r.) Gender Mainstreaming refers to the strategy for making women’s as well as men’s concerns and experiences an integral dimension of the design, implementation, monitoring, and evaluation of policies and programs in all political, economic, and societal spheres so that women and men benefit equally and inequality is not perpetuated. It is the process of assessing the implications of women and men of any planned action, including legislation, policies, or programs in all areas and at all levels.

Provided, finally, that discrimination, compounded by or interesting with other grounds, status, or condition, such as ethnicity, age, poverty, or religion shall be considered discrimination against women under the Magna Carta Act.

s.) Temporary Special Measures refers to a variety of legislative, executive, administrative, and regulatory instruments, policies, and practices aimed at accelerating this de facto equality of women in specific areas. These measures shall not be considered discriminatory but shall in no way entail as a consequence the maintenance of unequal or separate standards. They shall be continued when their objectives have been achieved.

l.) Marginalization refers to a condition where a whole category of people is excluded from useful and meaningful participation in political, economic, social, and cultural life.

a.)

Children refers to those who are below eighteen (18) years of age or over but are unable to fully take care of themselves or protect themselves from abuse, neglect, cruelty, exploitation or discrimination because of a physical or mental disability or condition.

Small Farmers and Rural Workers – refers to those who are engaged directly or indirectly in small farms and forest areas, workers in commercial farms and plantations, whether paid or unpaid, regular or season-bound. Theses shall include, but are not limited to (a) small farmers who own or are still amortizing for lands that is not more than three (3) hectares, tenants, leaseholders, and stewards; and (b) rural workers who are either wage earners, self-employed, unpaid family workers directly and personally engaged in agriculture, small-scale mining, handicrafts, and other related farm and off-farm activities;

e.)

Participation Rights include the children’s freedom to express themselves in matters affecting his/her life as part of preparation for responsible parenthood and to freedom of association.

Circumstances which gravely threaten or endanger the survival and normal development of children which include, but are not limited to the following:

1. Being in a community where there is an armed conflict or being affected by armed conflict-related activities;

2. Working under conditions hazardous to life, safety and morals which unduly interfere with their normal development of working without provisions for their education;

3. Living in or finding for themselves in the streets of urban and rural areas without the care of parents or guardians or any adult supervision needed for their welfare;

4. Being a member of indigenous cultural community and/or living under conditions of extreme poverty or in an area which is under developed and/or lack or has inadequate access to basic services needed for a

Protection Rights cover those which guard children against all forms of child abuse, exploitation and discrimination in major areas where child is considered in extremely difficult circumstances.

Gender Equality refers to the principle asserting the equality of men and women and their right to enjoy equal conditions realizing their full human potentials to contribute to and benefit from the results of development, and with the LGU recognizing that all human beings are free and equal in dignity and rights.

SECTION 3. DEFINITION OF TERMS

Developmental Rights pertain to access of a child to educational opportunities access to relevant information, play, leisure, cultural activities, and the right to freedom of thought, conscience and religion.

Substantive Equality refers to the full and equal enjoyment of rights and freedoms contemplated under the Magna Carta Act. It compasses de jure and de facto equality and also equality on outcomes.

It includes any act or omission, including by law; policy, administrative measure, or practice, that directly or indirectly excludes or restricts women in the recognition and promotion of their rights and their access to and enjoyment of opportunities, benefits, or privileges.

m.)

Marginalized refers to the basic, disadvantaged, or vulnerable persons or groups who are mostly living in poverty and have little or no access to land and other resources, basic social and economic services such as health care, education, water and sanitation, employment and livelihood opportunities, housing, social security, physical infrastructure; and the justice system.

Solo Parents – refers to those who fall under the category of a solo parent defined under Republic Act No. 8972, otherwise known as the “Solo Parents Welfare Act of 2000”.

Furthermore, it shall ensure that all programs aimed at achieving the goals for the survival, protection and participation and development of children are given priority when resources are allocated, thus, exerting efforts to ascertain that these programs are protected in times of economic austerity and structural adjustments.

b.)

Survival Rights deal with the provision in relation to parental and governmental duties and liabilities and adequate living standard and access to basic health services.

Persons with Disabilities – refers to those who are suffering from restriction or different abilities, as a result of mental, physical, or sensory impairment to perform an activity in the manner or within the range considered normal for a human being; and

Gender and Development (GAD) refers to the development perspective and process that are participatory and empowering, equitable, free from violence, respectful of human rights, supportive and self-determination and actualization of potentials. It seeks to achieve gender equality as a fundamental value that should be reflected in development choices; seeks to transform society’s social economic, and political structures and questions the validity of the gender roles they ascribed to women and men; contends that women are active agents of development and not just passive recipients of development assistance; and stresses the need of women to organize themselves and participate in political processes to strengthen their legal rights.

k.) Discrimination Against Women refers to any gender-based distinction, exclusion, or restriction which has the effect or purpose of impairing the recognition, enjoyment, or exercise by women, irrespective of their marital status, on a basis of equality of men and women, of human rights and fundamental freedoms in the political, economic, social, cultural, civil, or any other field.

SECTION 2. DECLARATION OF PRINCIPLES AND POLICIES The Municipality of Quezon, Province of Bukidnon is hereby declared a Child Friendly Municipality. As such, it is the policy of the Municipal Government that the rights of children for survival, protection, participation and development of their potentials must be given priority. It shall support the role of the family providing for children and promote the efforts of communities to nurture and care for children, from infancy, especially during the earliest stages of childhood, up to adolescence. Consistent herewith, the establishment of comprehensive children and family support system in all sectors in the municipality to achieve the goals for the protection, participation and development of children.

Migrant Workers – refers to Filipinos who are to be engaged, are engaged, or have been engaged in a remunerated activity in areas of which they are not legal residents, whether documented or undocumented; 7.

Indigenous Peoples – refers to a group of people or homogenous societies identified by self-ascription and ascription by other, who have continuously lives as organized community on communally bounded and defined territory, and who have, under claims of ownership since time immemorial, occupied; possessed customs, tradition, and other distinctive cultural traits, or who have, through resistance to political, social, and cultural inroads of colonization, non-indigenous religions and culture, became historically differentiated from the majority of Filipinos. They shall likewise include peoples who are regarded as indigenous on account of their descent from the populations which inhabited the country, at the time of conquest or colonization, or at the time of inroads of non-indigenous religions and cultures, or the establishment of present state boundaries, who retain some or all of their own social, economic, cultural, and political institutions, but who may have been displaced from their traditional domains or who may have resettled outside their ancestral domains as defined under the Republic Act No. 8371, otherwise known as “The Indigenous Peoples Rights Act of 1997”.

BE IT RESOLVED, that the matter herein presented be approved by this Honorable Body, and that the following regulatory ordinance is hereby enacted, thus:

AN ORDINANCE FORMULATING THE CHILDREN AND WOMEN’S WELFARE CODE OF QUEZON, BUKIDNON

t.) Violence Against Women refers to any act of gender-based violence that results in, or is likely to result in, physical, sexual, or psychological harm of suffering in public or in private life. It shall be understood to encompass, but not limited to, the following:

1. Physical, sexual, psychological, and economic violence occurring in the family, including battering, sexual abuse of female children in the household, dowry-related violence, marital rape, and other traditional practices harmful to women, non-spousal violence, and violence related to exploitation;

2. Physical, sexual, psychological violence occurring within the general community, including rape, sexual abuse, sexual harassment, and intimidation at work, in educational institutions and elsewhere, trafficking in women, and prostitution; and

3. Physical, sexual, psychological violence penetrated or condoned by the State, wherever it occurs. It also includes acts of violence against women as defused in Republic Act No. 9208 and 9262.

These include, but are limited to, women in the following sectors and groups:

Fisher folk – refers to those directly or indirectly engaged in taking, culturing, or processing fishery or aquatic resources. These include, but are not limited to, women engaged in fishing in municipal waters, coastal and marine areas, women workers in commercial fishing and aquaculture, vendors and processors of fish and coastal products, and subsistence producers such as shell-gatherers, managers, and producers of mangrove resources, and other related producers; 3.

Urban Poor – refers to those residing in urban and urbanizable slum or blighted areas, with or without the benefit of security abode, where the income of the head of the family cannot afford in a sustained manner to provide for the family’s basic need for food, health, education, housing, and other essentials in life; 4.

Workers in the Formal Economy – refers to those who are employed by any person acting directly or indirectly in the interest of an employer in relation to an employee and shall include the government and all its branches, subdivisions, and instrumentalities, all government-owned and controlled corporations and institutions, as well as nonprofit private institutions or organizations; 5.

Workers in the Informal Economy – refers to self-employed, occasionally or personally hired, subcontracted, pain and unpaid family workers in household incorporated and unincorporated enterprise, including home workers, micro-entrepreneurs and producers, and operators of sari-sari stores and all other categories who suffer from violation of workers’ rights;

Women in the Military refers to women employed in the military, both in the major and technical services, who are performing combat and/or noncombat functions, providing security to the State, and protecting the people from various forms of threat. It also includes women trainees in all military training institutions. v.) Social Protection refers to the policies and programs that seek to reduce poverty and vulnerability to risks and enhance the social status and rights of all women, especially the marginalized by promoting and protecting livelihood and employment, protecting against hazards and sudden loss of income, and improving people’s capacity to manage risks. Its components are labor market programs, social insurance, social welfare, and social safety nets.

ARTICLE II SURVIVAL AND DEVELOPMENTAL RIGHTS OF CHILDREN SECTION 4. PROGRAM FRAMEWORK FOR CHILDREN UNDER SIX YEARS OLD The Municipal government shall ensure maximum possible extent for the survival and development of the child. The Early Childhood Care and Developmental Program coupled with Parents Effectiveness Program on Child Survival and development includes the following:

The Municipal Government, in coordination with the Barangay, shall establish at least one (1) Day Care center in every Barangay. All Barangays within the Municipality shall establish, operate and maintain a community-based day care center with financial support for the construction and maintenance of building, provision of salary/honorarium of Day Care Workers, training of Day Care Workers, provision of program and institutional materials. Assessment and accreditation of Day Care Centers and Day Care Workers shall be facilitated by the Municipal Social Welfare and Development Office, Provincial Social Welfare and Development Office and the Department of Social Welfare and Development, Region X. The implementing rules and regulations of RA 8980 and the new Day Care Workers Manual shall form part of the guidelines in the implementation of this program.

4.2 Family and Community Welfare and Support System

The Municipal Government, thru the Municipal Social Welfare and Development Office, the Municipal Health Office, the Population Development Division and the Nutrition Division, both of the Municipal Mayor’s Office, NGO’s and PO’s shall implement and sustain community welfare system for children in ensuring the full implementation of the Comprehensive Family and Community Welfare Programs, Projects and Services. These includes the Programs & Services on Reproductive Health, child rearing practices, pre-marriage seminar, family casework, counseling, effective and responsible parenthood and other related services.

SECTION 5. CHILD AND YOUTH WELFARE PROGRAM The Municipal Government shall establish and support a comprehensive Child and Youth Welfare Development Program which shall include the following:

1. Organization of Out of School Youth and other youth related organizations;

2. Peer Group Counseling Services;

3. Provision of financial Assistance for Livelihood Projects;

4. Community Based Program and Services for pre-delinquent, delinquent youth, youthful offender, children in conflict with the law and other children in need of social protection;

5. Special Scholarship Programs;

6. Surveillance, preventive, rescue and recovery of abused children.

SECTION 6. PROVISION OF FUNDS AND FACILITIES OF CHILD AND YOUTH CRISIS CENTER

The Municipal Government shall establish a Child and Youth Crisis Center for Children and to provide services to children who are abandoned, victims of rape, incest and other similar cases. This facility which shall also include the provision of psycho-social needs of the children is under the Municipal Social Welfare and Development Office, Municipal Health Office and other health providers. Funding sources shall be allotted under 1% of IRA as per Republic Act 9344. The local government shall provide a registered Social Worker and sustain the operation center.

6.1 Programs for Juvenile Intervention and Delinquency Prevention as Per Republic Act 9344

The local government shall have Juvenile Intervention/Diversion Programs for children in conflict with law. Intervention refers to a series of activities designed to address issues that prevent the child not to commit an offense. It may take a form of an individualized treatment which may include counseling, skills training education, and other activities that will enhance his/her psychological, emotional and psycho social wellbeing.

SECTION 7. NUTRITION PROGRAM

The Municipal Government shall establish and sustain a community based nutrition program in support to the impact of programs of the National Nutrition Council, Municipal and Barangay Nutrition Committee through the Local Nutrition Committees in all levels.

B. Functions of the Municipal Council for the Protection of Women and Children

The following shall be the functions of the Municipal Council for the Protection of Women and Children.

1. Formulate Municipal plan of action for children; incorporating projects and programs needing assistance by the municipalities and barangays; and ensure its integration into the Municipal Development Plan;

2. Formulate strategies in the implementation of programs and projects of Child’s Survival, Protection, Participation and Development as well as Women’s Protection and Development;

3. Evaluate the implementation of the municipal plans regarding women and children;

4. Act promptly on issues and concerns affecting children, women and youth;

5. Advocate for the passage of other relevant child, youth and women protective ordinances;

6. Advocate for the increased support and resources allocation for women and children’s program and projects; 7. Provide technical assistance to the community based front line workers through conduct of capability building and human resource development activities;

8. Prepare contingency measures to protect, women, children and their families in crisis situations brought by natural and man-made calamities;

9. Ensure the proper implementations of this Ordinance.

C. Creation of Committees by the Council

The Council shall create the following: Education Committee, Committee on Health, Basic Education Early Childhood Care and Development, Protection, Communication and Institutional Development Committees which it may deem appropriate and necessary whose chairmanship shall be held by the regular mandated members of the Council for the purpose of furthering its functions.

9.2 Creation of Barangay Council for the Protection of Women and Children, its Composition, Members and Functions

There shall be created a Barangay Council for the Protection of Women and Children in every barangay with the support of Provincial/Municipal Council for the Protection of Women and Children, Department of Social Welfare and Development, and the Department of Interior and Local Government and other concerned government and non-governmental agencies in the area.

A. Composition of Barangay Council for the Protection of Women and Children

The membership of the respective BCPWC’s shall be taken from responsible members of the community including a representative of the youth and women of respective barangays.

The program on nutrition shall include the food and micro nutrients and iron supplementation, Nutrition Education Programs, evaluation and monitoring in support to the 5 impact programs of MNC and PNC and other nutrition related activities.

B. Powers and Functions of the Barangay Council for the Protection of Women and Children

The following shall be the functions of the councils:

SECTION 8. BALIK ARAL PROGRAM

1. Foster education of every child;

The Municipal Government shall support the “Balik Aral” Program to be initiated by the Municipal Social Welfare and Development Office, in coordination with the Dept. of Education, DOLE, NGO’s & PO’s and augment program funds from the 1% appropriation funds.

2. Encourage the proper performance of duties of parents, and provide learning opportunities on the adequate rearing of children and on positive parent-child relationships;

3. Institute protective measures and assist abandoned, maltreated and abused women and children and monitor cases filed against women and child abusers and report the same;

4. Ensure protection of working children from abuse and exploitation;

5. Take steps to prevent juvenile delinquency and assist parents and children with behavioral problems for psychosocial intervention;

6. Adopt measure for the promotion of good health and nutrition status of children;

7. Establishment and maintenance of playgrounds and day care centers and other services that are necessary for child and youth welfare;

SECTION 9. COMMUNITY SUPPORT SYSTEM

There shall be an established Comprehensive Community Support System for the survival and development, protection, security and participation of children in the Municipality of Quezon, Bukidnon. The community support system and structures shall be the Municipal Council for the Protection of Women and Children, (MCPWC) and Barangay Council for the Protection of Women and Children, among others.

9.1 Creation of Municipal Council for the Protection of Women and Children

The Municipal Council for the Protection of Women and Children of Quezon is hereby institutionalized. The Council shall be the Consultative Body of the Municipality of Quezon for its periodic planning and programming, assessment and evaluation of all existing programs and projects designed for women and children.

A. Composition of the Municipal Council for the Protection of Women and Children In consonance with the revised guidelines issued by the National Council for the Welfare of Women and Children. The Council shall be composed of the following:

8. Coordinate the activities of organizations devoted for the welfare of women and children and secure their cooperation;

9. Promote wholesome entertainment activities;

10. Assist parents whenever necessary in securing guidance counseling from the proper governmental or private agencies;

11. Advocate for the passage of barangay and municipal action plan for women and children in the community and ensure its integration into Local Development Plans for strict implementation;

B. Functions of the LCAT- VAWC

1. Institute policies and programs to protect women and children who are victims of the trafficking and violence.

2. Create and establish systems on surveillance, investigation and rescue to insure effective and efficient coordination.

3. Undertake information, education and advocacy campaign against women and child-trafficking and Violence against Women and Children.

4. Monitor and oversee the strict implementation of RA 9262 and other related laws for the protection of women and children.

SECTION 10. INSTITUTIONALIZATION OF FOSTER HOMES FOR CHILDREN

The Municipal Government, in its effort to establish a community based strategy for the protection of children, shall endeavor to institutionalize the foster homes for children with the technical assistance and supervision of the Department of Social Welfare and Development, Region X in coordination with the Provincial and Municipal Social Welfare and Development Office and shall promulgate the implementing rules and regulations of this section as soon this Ordinance has been approved.

SECTION 11. PROVISION FOR THE STRICT IMPLEMENTATION OF ‘ASIN LAW’ IN THE MUNICIPALITY OF QUEZON, BUKIDNON

The Municipal Government shall ensure the strict implementation of RA 8172, otherwise known as “An Act promoting the salt Iodization Nationwide and Other Related Provincial and Municipal Ordinance”.

SECTION 12. CHILD FRIENDLY BUILDINGS

In the approval of building permits for commercial buildings in the Municipality of Quezon, Bukidnon by the Office of the Municipal Engineer, such office shall ensure the inclusion of safe and child-friendly facilities therein. The proposed plans of commercial buildings must observe the hereunder specifications:

1. Baluster in staircases must be spaced in a manner that their distance from each other would not exceed six (6) inches.

2. In case of buildings having more than one store, railings or balusters acting as vertical barriers must be likewise space in a manner that their distance from each other must not exceed six (6) inches and said railings or balusters must have a height of not less than five (5) feet.

D. Secretarial Support

The secretarial support shall be lodged by the Municipal Planning and Development Office to be assisted by the Municipal Social Welfare and Development Office who shall be responsible for the documentation of proceedings and meetings and the preparation of reports and other necessary documents needed by the committee.

Lavatories exclusively for children’s use must be installed in the proposed plans of commercial buildings to accommodate the personal necessities of children entering said buildings.

SECTION 13. PROVISION OF PAGING BOOTH COMPLETE WITH SYSTEM ACCESSORIES WITHIN THE PREMISES OF ALL COMMERCIAL STORES IN THE MUNICIPALITY

For the purpose of catering the problem of lost children inside commercial centers and safeguarding welfare of the public; all commercial establishments in the municipality are hereby ordered to provide for a paging booth complete with paging system inside their store.

SECTION 14. BARANGAY LEVEL RECREATIONAL AND CULTURAL FACILITIES AND PROGRAM

A barangay level program for the revival of indigenous game reflective of the cultural diversity of Municipality of Quezon shall be installed. The municipality and barangays shall allocate/provide spaces for recreation and recreational facilities appropriate for children. A regular cultural program for each children’s age group and gender shall be designed with due respect to cultural diversity.

SECTION 15. PARENTING CHILDREN’S LITERATURE

In support to the socio-cultural development of children of the municipality, the Municipal Government shall invest in the production of local literature and other relevant materials.

ARTICLE III PROTECTION ON THE RIGHTS OF CHILDREN SECTION 16. PROGRAM ON CHILD ABUSE/EXPLOITATION AND DISCRIMINATION

There shall be a comprehensive program to be formulated by the Municipal Council for the Welfare of Children in coordination with other governmental agencies, and other non-governmental organization. These programs will protect children against prostitution, child trafficking; obscene publications and indecent shows and other acts of abuse; exploitation; discrimination and other circumstances which endangered child survival and normal development. The program shall cover the strict implementation of the provision of Republic Act No. 7610 or otherwise known as “An Act providing for stronger deterrence and special protection against child abuse, exploitation and discrimination, and for other purpose” and all other laws affording protection against child exploitation.

SECTION 17. TRAINING FOR TEACHERS AND DAY CARE WORKERS ON THE RIGHTS OF CHILDREN

Elementary and high school teachers are encouraged to undertake continuous training on the rights of the child and sensitivity to children in need of special protection. The training shall be spearheaded by the Local Government Unit in coordination with the Department of Education, and the Provincial Social Welfare and Development Office.

SECTION 18. ESTABLISHMENTS TO POST NOTICES AND INFORMATION ADS AT ENTRY POINT REGARDING CHILD PROTECTION

12. Report to proper authorities of any individual who is actually committing, about to commit or has just committed an offense against women and children.

All hotels, inns, and other establishments of all similar services shall be required to post notices and information about child protection to serve as deterrent to committing child trafficking, protection and other sexual abuse. The notices and information to be posted shall be designed by the Municipal Council for the Protection of Women and Children.

9.3 Creation of the Local Committee on Anti-Trafficking and Violence against Women and their Children (LCAT-VAWC) of the municipality

SECTION 19. CERTIFIED AND/OR AUTHENTICATED BIRTH CERTIFICATE AS A REQUIREMENT FOR WORKING PERMITS

A. Composition of the LCAT-VAWC

All applicants for working permits shall be required to submit a certified and/or duly authenticated birth certificate. Any violation of this provision by any government official, employee, or any individual shall be subject to administrative and criminal liabilities that the law provides.

SECTION 20. CREATION OF SPECIAL SERVICES FOR CHILDREN IN NEED OF SPECIAL PROTECTION AND LEGAL SERVICES

The Municipal Government shall create a special program for the children in need of special protection of who are victims of incest and rape cases. The local government unit shall provide funding support, legal and psycho social services to the victims as per Republic Act 9344.

SECTION 21. MONITORING AND SERVICES OF CHILDREN IN CONFLICT WITH LAW Minors in conflict with law shall be monitored by the MCPWC’s, BCPC’s, PNP Children’s Desk, and the Municipal Social Welfare and Development Office.

A registered Social Worker shall assist minors during court hearings , attends and help facilitate intervention and diversion proceedings at court with their legal counsel as well as extends possible financial assistance , and other social services which can be of help to minor in attaining his rehabilitation program as per Republic Act 9344 “The Juvenile Justice System“.

SECTION 30. PARTICIPATION AND REPRESENTATION

The Local Government Unit shall institute the following affirmative action mechanisms so that women can participate meaningfully in the formulation, implementation, and evaluation of policies, plans, and programs for national, regional and local development:

SECTION 39. PARENTING ORIENTATION COURSES

a. Empowerment within the Civil Service – Within the next five (5) years, the number of women in third (3rd) level positions in government shall be incrementally increased to achieve a fifty-fifty (50-50) gender balance;

b. Development Councils and Planning Bodies – To ensure the participation of women in all levels of development planning and program implementation, at least forty percent (40%) of membership of all development councils from the regional, provincial, city, municipal, and barangay levels shall be composed of women;

SECTION 22. ESTABLISHMENT OF A SEPARATE DETENTION CELL FOR CHILDREN AND YOUTH OFFENDERS

There shall be a separate Detention Cell for Children and Youth which will serve as a temporary detention cell for minors.

SECTION 23. CHILDREN AND FAMILY PSYCHO-SOCIAL PROGRAM

The Municipal Social Welfare and Development Office, the Municipal Risk Reduction and Management Office in coordination with other government and non-government agencies shall design a comprehensive psycho-social program for both children and their families affected by armed conflict.

SECTION 24. CURFEW ON MINORS

For the protection of children below eighteen (18) years of age, they shall be prohibited from loitering around or sleeping in public places from 10:00 o’clock in the evening until 4:00 o’clock in the morning of the following day unless they are in the company of their parents or guardians. Children caught shall be referred to Municipal Social Welfare and Development Office with their respective parents or guardians. This provision shall not be imposed during Christmas season and any festivities or celebration where the presence of children in public places during such time are allowed or encouraged.

SECTION 25. REGULATING AMBULANT VENDORS OF JUNK FOODS IN SCHOOL VICINITIES FOR SANITATION PURPOSES AND ESTABLISHING MONITORING SYSTEMS THEREOF

The Municipal Government shall protect the school children from unsanitary and junk foods. In furtherance of this mandate, all vendors within the vicinity of all schools/campuses within the municipality shall be subjected to safety and sanitation standards.

SECTION 27. HUMAN RIGHTS OF WOMEN

All rights in the Constitution and those rights recognized under international instruments duly signed and ratified by the Philippines in consonance with Philippine law, shall be rights of women as stipulated in RA 9710 otherwise known as “Magna Carta of Women”, to be enjoyed without discrimination.

SECTION 28. PROTECTION FROM VIOLENCE

The Local Government Unit shall ensure that all women shall be protected from all forms of violence as provided for in existing laws. Agencies of government shall give priority to the defense and protection of women against gender-based offenses and help women attain justice and healing.

Towards this end, measures to prosecute and reform offenders shall likewise be pursued.

a. Within the next five (5) years, there shall be incremental increase in the recruitment and training of women in the police force, forensics and medico-legal, legal services, and social work services availed of by women who are victims of gender-related offenses until fifty percent (50%) of the personnel thereof shall be women. b. Women shall have the right to protection and security in situations of armed conflict and militarization. Towards this end, they shall be protected from all forms of gender-based violence, particularly rape and other forms of sexual abuse, and all forms of violence in situations of armed conflict.

The Local Government Unit shall observe international standards for the protection of civilian population in circumstances of emergency and armed conflict. It shall not force women, especially indigenous peoples, to abandon their lands, territories, and means of subsistence, or relocate them in special centers for military purposes under any discriminatory condition.

c. All government personnel involved in the protection and defense of women against gender-based violence shall undergo a mandatory training on human rights and gender sensitivity pursuant to the Magna Carta Act.

d. The Local Government Unit shall establish a Violence Against Women’s Desk in every barangay to ensure that violence against women cases are fully addressed in a gender-responsive manner.

SECTION 29. PROTECTION AND SECURITY OF WOMEN AFFECTED BY DISASTERS, CALAMITIES, AND OTHER CRISIS SITUATIONS

Women have the right to protection and security in times if disasters, calamities, and other crisis situations especially in all phases of relief, recovery, rehabilitation, and construction efforts. The Local Government Unit shall provide for immediate humanitarian assistance, allocation of resources, and early settlement, if necessary. It shall also address the particular needs of women from a gender perspective to ensure their full protection from sexual exploitation and other sexual and gender-based violence committed against them. Responses to disaster situations shall include the provision of services, such as psychosocial support, livelihood support, education, psychological health, and comprehensive

e. Integration of Women in Political Parties – The Local Government Unit shall provide incentives to political parties with women’s agenda. It shall likewise encourage the integration of women in their leadership hierarchy, internal policy-making structures, appointive, and electoral nominating processes; and f. Private Sector – The Local Government Unit shall take measures to encourage women leadership in the private sector in the form of incentives.

SECTION 31. WOMEN’S WELFARE PROGRAM

The Municipal Government shall recognize the role of women in the formation of the society, women’s rights, hence, it shall establish and support a Women’s Welfare and Development Programs which shall include the following services:

International Bodies – The Local Government Unit shall take all appropriate measures to ensure the opportunity of women, on equal terms with men and without any discrimination, to represent their governments at the international level and to participate in the work of international organizations;

c. Other Policy and Decision-Making Bodies – Women’s groups shall also be represented in international, national, and local special and decision-making bodies;

The interest and welfare of children in the family, school, community or other organizations or institutions shall be heard. Every child has the right to express his opinion freely in so far as such opinion is not contrary to law, morals, good customs, public safety and public policy, and to have that opinion be taken into account in all matters of procedures affecting the child. It shall be the responsibility of the adults to provide opportunities for children to express their views, organize among themselves, obtain information, and make ideas or information known regardless of tribe, sex, and religious beliefs.

31.1 Establishment of Women Center

There shall be an established Women Center in the municipality for the use of Women Welfare Development Program as a resource center. The operation of the Center shall be managed and sustained by the local government unit. The Women Center shall provide services to socially disadvantaged women and will also serve as a temporary shelter and resource center to women to be sustained by providing support from GAD funds from the Local Government Unit.

31.2 Programs on Anti Violence against Women and Children

Marriage License applicants shall be required to attend a Pre-marriage Counseling Seminar as one of the requirements, prior to the issuance of license by the Local Civil Registrar. This course shall become integral part of existing Family Planning Seminar on Reproductive Health in close coordination with the Municipal Health Office, the Municipal Social Welfare and Development Office, Municipal Civil Registrar’s Office and the Population Development Office.

SECTION 40. ESTABLISHMENT OF WOMEN AND CHILDREN’S PROTECTION’S DESK

There shall be a Children and Women’s Protection Desk to cater the needs regarding women and children in giving them special protection in any forms of abuses.

ARTICLE VII PENAL PROVISIONS SECTION 41. PENALTY

Failure to comply with the provision stipulated under Section 13, Article II, shall subject the offender to a fine of (Php 3, 000.00) in addition to the suspension of permit to operate business for one (1) year.

SECTION 42. SANCTIONS TO VIOLATING ESTABLISHMENTS OR BUSINESS ENTERPRISES

Establishments or Business Enterprises which promote, facilitate or conduct activities constituting obscene publications and indecent shows, caught promoting, facilitating child prostitution and sexual abuse, child trafficking, obscene publications and indecent shows, and other acts of abuse shall be immediately closed and be fined with an amount of Five Thousand Pesos (P5,000.00) with their authority or license to operate permanently cancelled, without prejudice to the owner, manager and other personnel thereof for being prosecuted under RA 7610, as amended, otherwise known as “An act providing for stronger and Special Protection Against Child Abuse, Exploitation and Discrimination, providing for its violation, and for other purposes”.

SECTION 42. FILING OF COMPLAINTS

Filing a complaint under this ordinance particularly on the violation on the right of women as stipulated under RA 9710 otherwise known as “An Act Providing Magna Carta for Women” shall not preclude the offended party from pursuing other remedies available under the law and to invoke any of the provisions of existing laws especially those recently enacted laws protecting women and children; including the Women in Development and Nation Building Act (RA 7192), the Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act (RA 7610), the Anti-Sexual Harassment Act of 1995 (RA 7877), the Anti-Rape Law of 1997 (RA 8353), the Rape Victim Assistance and Protection Act of 1998 (RA 8505), the Anti-Trafficking in Persons Act of 2003 (RA 9208), and the Anti-Violence Against Women and Their Children Act of 2004 (RA 9262). If violence has been proven to be perpetrated by agents of the government, but not limited to, extra judicial killings, enforced disappearances, torture, and internal displacements, such shall be considered aggravating offenses with corresponding penalties depending on the severity of the offenses.

There shall be programs of “Anti Violence against Women and their children”.

The local Government unit shall provide programs and give protective services to women and children who are victims of violence and need an effective access to justice.

The Municipal and Barangay Women and Child’s Desk shall be established and sustained by providing funds that will cater the needs of victims of violence against women and children.

SECTION 32. MOTHER AND BABY FRIENDLY HOSPITALS IN THE MUNICIPALITY OF QUEZON, BUKIDNON All hospitals in the Municipality shall comply with the requirements of the Department of Health for a Mother-Baby Friendly Hospital. The Municipal Women and Child Welfare Council shall establish a committee to monitor and ensure the compliance of all hospitals and accredited birthing centers on this mandate.

SECTION 33. ESTABLISHMENT OF A MOTHER-BABY FRIENDLY BREAST FEEDING CORNERS

Establishment of a Mother-Baby Friendly Breast Feeding Corners within the Municipality of Quezon, Bukidnon for the convenience of the Lactating Mothers as per Republic Act 10028 otherwise known as “Expanded Breastfeeding Promotion Act of 2009“ which enjoins all private institutions, government agencies, including GOCC’S to put up Lactation Stations.

SECTION 34. SURVEY FOR AN ACTIVE PROGRAM OF THE DIFFERENTLY ABLED WOMEN AND CHILDREN

The Municipal Government shall make a periodic comprehensive survey and situational analysis for the differently abled women and children in the municipality.

The Municipal Social Welfare and Development Office in coordination with the Office of the Differently Abled Persons, the Municipal Health Office and the Department of Education shall implement programs and services for their welfare.

SECTION 35. TRAINING PROGRAM FOR EDUCATORS AND HEALTH PROFESSIONAL HANDLING DIFFERENTLY-ABLED WOMEN AND CHILDREN

Training program for educators and health professionals handling differentlyabled women and children shall form part of the priority programs of the Municipal Government of Quezon, hence, funds shall be provided by the local government.

ARTICLE VIII FINAL PROVISIONS SECTION 43. SEPARABILITY CLAUSE

If for any reason, a provision of this Ordinance is declared invalid or unconstitutional, all other provisions hereof not affected thereby shall continue to be in full force and effect.

SECTION 44. REPEALING CLAUSE

All Ordinances, Executive Orders, Resolutions and other Local Memoranda or Rules inconsistent with the provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 45. EFFECTIVITY CLAUSE

This Ordinance shall take effect after its publication in newspapers of general circulation throughout the province of Bukidnon and after its posting in three (3) conspicuous places within the municipality for a period of three (3) consecutive weeks, whichever comes later.

The municipal government shall support the Special Education Program, which is presently implemented by the Department of Education by providing regular assistance. The local government unit shall provide funds of all programs for Women and Children’s welfare. The Municipal and Barangay Women and Children’s Desk shall set aside funding of one percent (1%) of the annual internal revenue allotment (IRA) for the strengthening and implementation of the programs of the Municipal Council for the Protection of Women and Children. Funds disbursed by Local Government Unit’s current programs of the LCPWC shall be deemed as one percent (1%) IRA allocation funding. Funding is separate from the budget disbursed by the Local Government Unit for Social Services.

Inatake ng Maute Group--- kilalang teroristang grupo ng bansa ang Marawi City, Lanao del Sur, noong Mayo 23,2017. Ayon sa balita, kinubkob ng mga terorista ang isang ospital at sinunog ang simbahan doon.

Nagkaroon ng labanan sa pagitan ng Maute Group at mga sundalo dahilan upang masawi ang ilang miyembro ng mga terorista at mga sundalo. Nadamay din sa sagupaan ang ilang inosenteng sibilyan.

Habang nasa Moscow, Russia, dineklara ni Pangu-

long Rodrigo Roa Duterte ang Martial Law sa buong Mindanao. Pinutol ni Duterte ang pagbisita sa Russia at agad na bumalik sa Pilipinas. Sa kanyang talumpati sa Ninoy Aquino International Airport (NAIA), sinabi niyang dineklara niya ang martial law upang mapigilan ang pagkalat ng kaguluhan sa Mindanao dahil sa mga terorista.

Maraming mga mambabatas ang sumang-ayon at ilang grupo at sektor ang tumutol sa binitiwang

deklarasyon ng president.

Isinasaad sa ating kalasukuyang Saligang Batas Artikulo 7, Sekyon 18 na ang Pangulo ang mayhawak sa sandatahang lakas at kung kinakailangan ay gamitin niya ito upang pigilan ang anumang karahasan, pananakop at pag-aaklas.

Kung sakaling magkaroon ng pananakop at pag-aaklas, at kung namimiligro ang kaligtasan ng mamamayan, maaring hindi lalagpas sa 60

araw ay isuspende ang writ of habeas corpus o ilagay ang Pilipinas o anumang bahagi nito sa Martial Law. Dumaan na ang bansa sa martial law. Gayunpaman, hindi natin malilimutan ang nangyaring Batas Millitar sa panahon ni Pangulong Ferdinand Marcos kung saan ang militar ay umabuso sa kanilang kapangyarihan.

Marami ang namatay at na-truma dahil sa martial law. Kaya, ganoon na lamang

pangamba ng mamamayan na nawa’y hindi na maulit ang malagim na pangyayaring nagmarka sa kasaysayan.

Ayon sa mga nakaranas ng kasamaan at pangaabuso noong panahon ng martial law sa ilalim ng panunungkulan ni Marcos, ang batas militar ay hindi sulosyon sa pagsugpo ng terorismo. Alang-alang sa kaligtasan ng mga mamamayan, kinakailangan pa rin ang solusyon sa mapayapang

paraan.

Ayon naman kay Pangulong Duterte napilitan siyang ideklara ang Martial Law dahil sa hindi mabibilang ang dami ng mga teroristang grupo. Nagsanib pwersa na ang abu sayaf, maute group at ISIS. Ganoon na lamang ang kanyang pangamba sa mga mamamayan at gusto na niyang wakasan ang terorista sa Mindanao. Dugtong pa niya “I will be harsh in dealing with the terrorists”.

Misor acquires new rescue vehicles TO boost the readiness in rescue responses of the Provincial Disaster Risk Reduction Management Office in Misamis Oriental, the Provincial Government purchased additional equipment and vehicles.

Two rescue boats, two Multicab units and seven brand new rescue equipment worth P1.2 million were turned over to the PDRRMO on Monday, May 29, 2017, by Governor Bambi Emano during the weekly flag-raising rites at the Capitol. Vincent Dy, PDRRMO Head, said the vehicles and additional equipment will further ease their responses when

calamities strike.

Meanwhile, the PDRRMO hosted Monday’s flag-raising and reported several accomplishments from January to present such as the giving technical assistance to different barangays in 23 municipalities and two cities in Misamis Oriental in preparing for the Local Disaster Risk Reduction and Management Plan and the formulation of the Contingency Plan. There were also communitybased risk reduction and management plan conducted in every barangay as the fundamentals of village leaders in responding

to calamities such as landslides and earthquake incidents.

Sotsot also announced its successful partnership with the Civil Aviation Authority of the Philippines (CAAP) for the conduct of earthquake drills in the airport. “It was the first (drill) conducted in an airport in the entire country,” Dy said.

Even they were already in captivity at around 2 p.m. on that day Archilly was still able to text and call her mother. “Please pray for us as the war is raging now,” Malou recalls that was her sister last call and they were no longer in contact since then.

A school worker who was able to escape when the Maute bandits came confided to them that a picture of Father Teresito Suganob along with three other ladies and partially hidden woman in blue dress could her sister as he recalled that was the same suit she wore when their captors came.

The picture was widely circulated on Facebook a few days later.

The Abaos initially learned about the abduction from the private message conversation of Mirnife Macopa-Guro from

Marawi City which mentioned among the hostages were Archilly and five other teachers.

“Taken hostage were Ma’am Saguin, Ma’am Cusap, Acopio, Jhonrey, Ma’am Archilly, Ma’am Dyna and Ma’am Ruby and many other teachers of Dansalan College,” the message of Guro reads.

It reads further that the hostages were hogtied to be brought to a place called Banggolo where they could be beheaded.

“We are fervently praying that God will touch the hearts of their captors and free them,” Malou said.

rebellion or invasion, we will vigorously oppose a nationwide martial law declaration,” he added.
