Misor tourism development measure hurdles House panel THE Committee on Tourism of the House of Representatives has recently approved a measure that aims to declare the province of Misamis Oriental as a tourism development area.

Misamis Oriental Rep. Juliette Uy (2nd District), author of House Bill 2128, otherwise known as An Act Declaring the Province of Misamis Oriental as a Tourism Development Area and Appropriating Funds Therefor, profusely thanked Leyte Rep. Lucy Torres-Gomez, Tourism Committee chair, for the panel’s approval of the measure.

“In a nutshell, House Bill 2128 mandates the Department of Tourism (DOT) to accord priority development Misamis Oriental by declaring it a tourism development area. This means that the DOT, in coordination with the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) and other concerned agencies of the

government, shall prepare the necessary tourism spot development plan, provide for their development and maintenance, including improvement and restoration of sites, in conformity with set standards, the construction of appropriate tourism facilities and infrastructure that will ensure the preservation of the ecological balance and natural beauty of the area,” Uy said.

The bill is in consonance with the policy of the State to promote a tourism industry that is economically viable, ecologically sustainable, participative, culturally sensitive, and equitable for local communities.

“It is our shared responsibility to promote and develop tourism as a major socio-economic to create employment and livelihood opportunities, generate income and revenues, and eventually spread the benefits of tourism nationally Misamis Oriental Rep. Bishops on martial law: it must be temporary

MINDANAO’S Catholic bishops acknowledged there are many fears about President Rodrigo Duterte’s May 23 declaration of martial law in Mindanao’s 27 provinces and 33 cities but for now, there are “no solid and sufficient facts to absolutely reject the declaration of Martial Law as morally reprehensible.”

Analyst says Maute Group more terrorist than extremist

THERE is a difference between religious extremism and terrorism.

This was pointed out by Singaporean political analyst, Dr. Rohan Gunaratna during the “Extremism and Martial Law Forum” aired on the People’s Television Network (PTV4) Friday night.

Gunaratna was interviewed live via Skype during the program and was asked to distinguish ideological or religious extremism from terrorism.

It has been a misconception among non-Islamic people that Islam preaches violence as invoked by radical groups, such as the Islamic State of Lanao formed by the Maute brothers and under the command of Isnilon Hapilon, he said.

Gunaratna explained that there is such a thing as ideological extremism, which can be interpreted as a more conservative practice of religion, such as that imposed by the Taliban in Afghanistan, where women are not allowed to get an education and are required to be fully covered up in public.

He however noted that Lt. Gen. Should Filipinos fear martial law?

“NEVER again,” some people, including millennials, said when they learned about President Rodrigo Duterte’s declaration of martial law in Mindanao.

While it cannot be denied that there were tragic stories during martial law under the late president Ferdinand Marcos, does it mean Filipinos should fear President Duterte’s declaration?

PTV-4 aired a special forum called #DefendRepublic at 8 p.m. Friday to shed light on the martial law that the Chief Executive has declared in Mindanao.

Hosted by Aljo Bendijo and Kathy San Gabriel, the forum had a resident of Marawi City and political analysts to explain the situation and clarify the need for martial law.

Princess Habibah SaripPaudac, a resident of Marawi City, described the place as a haven.

“Masaya sa aming lugar.

(People are happy in our place.) It is also cold there.

We call it little Baguio,” she said, adding that the city caters to numerous businessmen, teachers and traders.

That was before May 23, 2017, when the Maute Group brought violence

to Marawi City, killing innocent people, causing fears, burning houses and establishments, according to reports.

The act was described as a form of violent extremism.

To stop such violence and cruelty and to preserve public safety, the President declared martial law in Mindanao on the night of May 23.

Section 18 Article 7 of the 1987 Constitution states that “the President shall be the Commander-in-Chief of all armed forces of the Philippines, and whenever necessary, he may call out such armed forces to prevent or suppress lawless violence,

invasion or rebellion”.

During the forum, it was highlighted that martial law does not suspend the operation of the Constitution — civil courts and legislative assemblies will carry on.

It was also said that the military has no jurisdiction over civilians.

President Duterte earlier clarified that the declaration of martial law in Mindanao also serves as a preventive measure, so that violence will not spread to other parts of the country, especially in the Visayas, which is so close to Mindanao.

Marawi bishop remains hopeful of hostages’ safe return Marawi Bishop Edwin Angot dela Pena remains hopeful his vicar general Fr. Teresito “Chito” Suganob and 14 others would be released soon.

He said they have already requested assistance from intermediaries who may be able to convince the Maute group leaders to free the hostages they took from St. Mary’s Cathedral at the heart of the city last Tuesday night.

“The hostage takers have not called us again since Tuesday night,” De la Peña said.

The prelate also expressed hope the armed group would favorably respond to

their request.

He said they are overwhelmed by the prayers and expressions of support not only from the Philippines but from all parts of the world.

Asked if the local Church would be able to extend relief to the internally displaced persons, he said it is “too early” because of sporadic firefights between government troops and the Maute group have continued.

Media reports the Armed Forces of the Philippines have utilized its helicopters to neutralize the Maute group in Marawi City.

PIA brings ASEAN info in land transport terminals

He was invited to speak before 530 delegates of the Congress which was held at De Luxe Hotel, Cagayan de Oro City. In his speech, Vice Governor Pelaez said that he fully supports House Bill 5359 entitled An Act Postponing the October 2017 Barangay and Sangguniang Kabataan Elections. It must be remembered that Vice Governor Pelaez and Provincial Board Member Jigjag Pelaez authored a Resolution which was passed last year by the Sangguniang Panlalawigan urging President Duterte and Congress to postpone the 2016 Barangay and Sangguniang Kabataan Elections.

73IB troops engage NPAs in DavSur town KIBLAWAN, Davao del Sur -- Troops from 73rd Infantry Battalion encountered members of New People’s Army in the afternoon of May 26, 2017 at Sitio Bulol Lumot, Brgy Kimlawis, Kiblawan, Davao del Sur. At about 03:15 in the afternoon, while conducting patrol, the 1st Platoon of Alpha Company, 73IB led by 2Lt Jerson Sanchez engaged in a firefight with more or less ten NPA terrorists.

After 30 minutes of intense exchange of fires, the NPA withdrew towards the provincial boundaries of Davao del Sur and Sultan Kudarat.

No soldier was hurt while it is believed that the enemy

suffered casualties as evidenced by the bloodstains in the site of encounter.

Left by fleeing NPA terrorists were one (1) landmine (Improvised Explosive Device) with trappings and other war materials including backpacks and subversive documents.

Troops of 73IB are now in pursuit operation.

“We will not hesitate to use legitimate force if deemed necessary in order to suppress and repel any NPA deeds.

We are not letting our guards down as the NPA are still harassing the peaceful lives of the residences in the upland,” said 73IB Commander Lt Col Marion Angcao. (73IB)

DAVAO DEL NORTE -- Public transport terminals are also spaces for dissemination of information about the relevance of the Association of Southeast Asian Nations (ASEAN).

Having this in mind, Regional Director Efren F. Elbanbuena of the Philippine Information Agency (PIA) XI brought the PIA Information Kiosk at the public land transport terminals in the City of Panabo and in the Municipality of Carmen in Davao del Norte.

Attending the PIA Info Kiosk opening in Carmen, Elbanbuena explained that PIA aims to conduct a farreaching advocacy about the ASEAN by spreading information on it in conspicuous places in communities.

“Maayo sa terminal kay daghang tawo, samtang nagapaabot nga makasakay, makabasa sa mga impormasyon. (It is good at terminal where there are a number of people. While waiting for a ride, they get the information.),” he said referring to some information education and communication (IEC) materials of national and local government agencies aside from IEC on ASEAN. He lauded the support of local chief executives (LCEs) for supporting PIA in setting up such information kiosks.

C a r m e n Mu n i c i p a l Mayor Virginia Perandos vowed support for PIA to

sustain the Information Kiosk at the bus terminal, assuring Elbanbuena that the kiosk would be made secured.

Municipal Information Officer Romulo Sambajon likewise assured PIA 11 to further improve the façade and surrounding where the Information Kiosk is placed.

Meanwhile, Mayor Perandos pointed out that ordinary people also have the right to know more about ASEAN while giving appreciation for PIA for having gone an extra mile to inform and educate the wider public. “ Ki n i n a g h at a g u g higayon sa pag edukar ug pagpahibalo mahitungod sa ASEAN. (This gives opportunity for people to be educated and be informed about ASEAN.)” she told her constituents during the mini ASEAN Forum conducted after opening the PIA Information Kiosk.

“Dapat dili lang ang professional ug ang naa sa publiko ang makahibalo kabahin sa ASEAN. Gani siguro, dili tanan professionals, nakabalo bahin sa ASEAN (ASEAN need not be known only by professionals and those in government. For not even all professional know about ASEAN.),” she said.

Earlier, PIA 11 also had opened the information kiosk in the city of Panabo as well as conducted a mini forum on ASEAN at the

Panabo Public Land Transport Terminal.

In both areas, PIA 11 chose to have an audience with stall vendors, tricycle drivers and micro producers of food products in discussing the benefits of ASEAN. It tagged along the involvement of the Davao del Norte field offices of the Department of Trade and Industry (DTI) and the Department of Labor and Employment (DOLE).

PIA 11 also secured the participation and support of the Civil Military Operations (CMO) Battalion of the 10th Infantry Division of the Philippine Army which discussed the context of local peace in contribution to sustaining peace in ASEAN. On the other hand, Panabo City Mayor James Gamao viewed the opening of the Info Kiosk in Panabo as a way of forging a platform of collaboration with government agencies to “reach our dream to become an agri-industrial gateway”.

Looking at ASEAN as a vantage point for wider opportunities, he made his constituents understand that embracing ASEAN expands the prospect of generating investments for development as well as extends friendship with neighbour countries.

I enjoyed our flower power peace generation with long hair. Yes, I confess, many times, I was really very cynical about my parent’s values. I really rejected anything that suggested tradition.

By the way, that’s one thing, which can be observed also in the Philippines since a couple of years.

I observed such changes since my first visit in the Philippines in 1976. Nowadays, I feel happy, if my nieces and nephews start listening again my ideas and ask my advise.

The slogan “Never trust someone above 30” had to be abandoned since I crossed that divide myself. Now, hopefully at the

There were shouting, crying of women, children amid flying bullets just on top of their heads.

I remember I was covering a live gunfight at a lumberyard along Sergio Osmena Street in Cagayan de Oro many years ago between policemen and robbers. I had to drop to the ground prone position to avoid being hit by bullets just a foot or two from my head. Then there was that battle in the mountain range of Opol, Misamis Oriental where I boarded an APC (Armored Personnel Carrie of the military while the action was raging. After a brief fight, I got out of the vehicle to count seven dead enemies unwittingly realizing later that fresh blood was oozing above me and directly into my head. I felt really bad but that was part of a journalist job covering a war zone.

The life of a journalist is at stake in such a situation and the worse thing is any mistake in reporting is blamed on our capability to write or report the action. This makes us as the first victim in war or peace. Further, when we die in battle, the people or government does not care - - as only members of our family would shed tears. No glory much less honor bestowed on us.

In war or peace, we stay neutral. Our job is to write and inform the public of what is happening or just happened at our expense.

The latest report from Marawi City was a total of 44 soldiers, terrorists and civilians killed in action.

The combatants are observing when gunfire are low then all of a sudden, burst of renewed fighting zoomed into the battleground. Some of the fighters are running out of bullets or anything

The civilians too are running out of food, water and stamina to run away.

They are engulfed by fears and hunger and some of them even pray for help that just could not come right away. In the midst of battle, rescuers and medical personnel are busy giving help to victims but to no avail.

I urge everybody to pray for the end of battle in Marawi City. The ugly experiences of those involved are really horrible and it can happen to anyone of us.

The Invisible Father

Think a minute…

A 58-year-old man was sharing his memories of his father. He said his father had been a workaholic who was always busy with work and his own personal interests.

He never came to his son’s sports games or activities.

In fact, the son said his dad almost never spoke to him.

By the time the son was 18 years old, in his last year of school, he’d become a very good football player. When his team qualified for the championship, he begged his father to finally come see him play this one time; so his dad promised he’d be there.

On the day of the championship, the son was on

the field warming up just before the game when he saw his dad come into the stadium with two other men.

Then, just before the game started, his dad left with his friends and never returned.

It’s now been 40 years since that day, yet this 58-year-old son says the painful rejection and disappointment he felt as a teenager is still very real. When his father recently died at age 83, he stood alone next to his dad’s coffin at the funeral home and said: “Dad, we could have shared so much love and good times together, but I never knew you.”

The Bishops condemned the terroristic acts that have caused the loss of innocent lives, the burning of homes and public buildings, including a Protestant school dormitory and a Catholic Cathedral in Marawi City.

They also condemned the “unconscionable kidnapping” of teachers and church personnel, including Fr. Teresito Suganob.

They prayed for their safety and appealed to hostage-takers to “release all of them unharmed.”

“The victims fear death but they also have the courage to give ultimate witness to Christ,” the Bishops said.

The Bishops also prayed for “all the murdered innocent victims in Marawi” and asked the Lord to “protect all the families that have fled to safety.”

Restituto Padilla, military spokesperson told a press conference in Davao City on Friday morning that as of end of Thursday, Day 3 of hte clashes, 31 terrorists have been killed and 13 government forces as well, two of them police personnel. ABS-CBN News Channel reported five civilians have been killed since Day One. “In the strongest terms we condemn terrorism in its various forms. It is an ideology that is totally against the tenets of any religion of peace. Especially so when terrorism is perpetrated

Martial Law, the Bishops said, “is a means of last resort.”

They posed several questions: “Are moral principles fulfilled? Were other means to resolve the deep and wide serious problems of Mindanao impractical and ineffective? Will the positive effects of Martial Law outweigh the negative effects? Will there be probability of success?

Will it bring about a culture of accountability and end a culture of impunity? Will Martial Law increase human rights violations? Will Martial Law be abused for evil purposes?”

The answers to many

questions are speculative, the Bishops said.

“We have many fears,” they acknowledged, but added that at present, “we simply do not have solid and sufficient facts to absolutely reject the declaration of Martial Law as morally reprehensible. But we are certainly agreed that Martial Law must be temporary.”

They exhorted everyone to be “calm in the face of Martial Law, to be obedient to the just commands of lawful authority, and not to provoke violent reaction.”

They urged government to “remove the causes of terrorism, such as poverty

and injustice, through just and accountable governance focused solely on the common good.”

The Bishops emphasized that the focus of every religion is “peace on earth, peace in heaven.”

“Let us pursue together what leads to peace. Let all religious teachers and leaders quell the tendencies towards the terrorist ideology. Together let us pursue what leads to peace.

WHEREFORE, on motion of Member Demosthenes R. Plando, duly seconded by Member Eric M. Capitan;

BE IT RESOLVED, AS IT HEREBY RESOLVED, By the Sangguniang Panlungsod of Iligan , that the following City Ordinance be, as it is hereby ADOPTED and APPROVED:

Handlers – duly registered individual middlemen who facilitate the buying and selling of livestock inside the auction market.

Iligan City Livestock Auction Market – an auction market area situated at the Slaughterhouse Complex operated and maintained by the Iligan City Government , exclusively for the orderly trading of all kinds of animals.

Large Animals - animals like cattle, carabao, horses and others which the City Government classify as such.

Livestock – live animals being grown or raised by farmers or growers basically to be used as source of food and shall cover large and small animals as well as poultry.

Poultry – farm products like chicken, ducks, geese and turkeys and other edible birds as maybe classified as such by the City Government.

Retailers – persons engaged directly in the selling of livestock to consumers.

Small animals – animals like goats, sheep and hogs other which the City Government classify as such.

Traders - persons directly engaged in either buying or selling of livestock or poultry to retailers.

SECTION 5. Design Features of the Auction Market – The Iligan City Livestock Auction Market shall be an enclosed area provided with entrance and exit gates for livestock being traded by buyers and sellers and shall be open to the general public. “AN ORDINANCE PROMULGATING POLICIES AND MEASURES FOR THE PREVENTION AND CONTROL OF STI, HIV AND AIDS IN THE MUNICIPALITY OF TAGOLOAN, MISAMIS ORIENTAL.” WHEREAS, the Acquired Immune Deficiency Syndrome (AIDS) is a condition that recognizes no territorial, social, political and economic boundaries for which there is no known cure. The gravity of the AIDS threat demands strong State action today, thus, the Municipality of Tagoloan, Misamis Oriental shall strictly adhere to the following national and international policies and principles;

A. The Municipality of Tagoloan, Misamis Oriental recognizes the alarming effect of STI, HIV and AIDS and it will meet the challenges of preventing and controlling the spread of these infections;

B. The Municipality of Tagoloan, Misamis Oriental recognizes HIV and AIDS and other STI’s as major health threats in the country and worldwide;

C. Republic Act No. 8504, entitled “An Act Promulgating Policies and Prescribing Measures for the Prevention and Control of HIV and AIDS in the Philippines” declared the following policies:

1. The state shall promote public awareness about the causes, modes of transmission, consequences, and means of prevention and control of HIV and AIDS through a comprehensive, municipality educational and information campaign organized and conducted by the Municipality.

Such campaigns shall promote value formation and employ scientifically proven approaches, focus on the family as a basic social unit and be carried out all academic and training centers, workplaces and communities. This program shall involve individuals and groups who are concerned with the regulation of HIV.

2. The state shall extend to every person suspected or was known to be infected with HIV and AIDS full protection of his/her human rights and civil liabilities. Towards this end:

a. Compulsory HIV testing shall be discouraged; b. The right to privacy of individuals with HIV shall be guaranteed; c. Discrimination in all its forms and subtleties, against individuals with HIV or persons perceived or suspected of having HIV, shall be considered inimical to individuals and national interest; and d. Provision of basic health and social services for individuals with HIV shall be assured.

3. The state shall positively address and seek to eradicate conditions that aggravate the spread of HIV infection, including but not limited to poverty, gender and inequality, prostitution, marginalization, drug abuse and ignorance.

4. The state shall recognize the potential role of affected individuals in propagating vital information and educational messages about HIV and AIDS and shall utilize their experience to warn the public of the disease.

A. Presidential Executive Order No. 273 approved and adopted the Philippine Plan for Gender-Responsive Development which directs all government agencies at the national, regional and local levels to take appropriate steps to ensure that the policies, program, projects and strategies outlined thereat are fully implemented; B. Section 1, Article III, of the 1987 Philippine Constitution provides that “No person shall be deprived of life, liberty or property without due process of law.”; D. Section 11, Article II, of the 1987 Philippine Constitution provides that “The State values the dignity of every human person and guarantees full respect for human right.”; E. Section 15, Article II, of the 1987 Philippine Constitution provides that “The State shall protect and promote the right to health of the people and instill health consciousness among them.”;

WHEREAS, one of the major concerns of the Municipal Government of Tagoloan is to promote and protect the health, safety and general welfare of its constituents; WHEREAS, there is a potential rapid increase of new infections because of high rates of sexually transmitted infections (STI’s); inadequate access to STI treatment and poor health-seeking behavior; instances of casual sex among young people; emerging problem of injecting drug users, a high percentage of which reportedly share injecting equipment; incorrect and inconsistent preventive measures; WHEREAS, it is very important that HIV infection be treated appropriately as mitigating measures in controlling the proliferation of the opportunistic infections. HIV prevention efforts are the key to avoiding an explosion of the aforementioned infection; WHEREAS, efforts have also been under way to localize the response to the epidemic by forming and energizing AIDS councils; NOW THEREFORE, after proper deliberation on the matter and on motion of Councilor Ignacio L. Factura, II, duly seconded by Councilor Cathlyn V. alfante, it was resolved as the body does hereby, RESOLVED, to enact as the body does hereby enact the following Ordinance:

SECTION 3. TAGOLOAN MUNICIPAL HIV AIDS COUNCIL (TMHAC) The TMHAC created under Municipal Ordinance No. 28, s. 2017, is a multisectoral council committed to unify responsive effort on the prevention, care and control of STI, HIV and AIDS among the general population especially the marginalized and reduction of its impact on the community. Among others, the following are the tasks and functions of the TMHAC:

“AN ORDINANCE PROMULGATING POLICIES AND MEASURES FOR THE PREVENTION AND CONTROL OF STI, HIV AND AIDS IN THE MUNICIPALITY OF TAGOLOAN, MISAMIS ORIENTAL.”

BE IT ORDAINED by the Sangguniang Bayan of Tagoloan, Misamis Oriental, that: ARTICLE I TITLE AND DEFINITION OF TERMS

SECTION 1. TITLE – This ordinance shall be known as “An Ordinance Promulgating Policies and Measures for the Prevention and Control of STI, HIV and AIDS in the Municipality of Tagoloan, Misamis Oriental.”

SECTION 2. DEFINITION OF TERMS – As used in this Ordinance, the following terms are defined as follows:

a) ACQUIRED IMMUNE DEFICIENCY SYNDROME (AIDS) – refers to a health condition where there is a deficiency of the immune system that stems from infection with the Human Immunodeficiency Virus or HIV, making an individual susceptible to opportunistic infections; b) ANTI-RETROVIRAL (ARV) – refers to the treatment that stops or suppresses viral replication or replications

of a retrovirus like HIV thereby slowing down the progression of infection; c) TAGOLOAN BARANGAY HIV AIDS COUNCIL (TBHAC) – refers to the central advisory, planning and policy making body for the comprehensive and integrated STI, HIV AND AIDS prevention and control program at the Barangay level; d) CIVIL SOCIETY ORGANIZATIONS (CSO) – refer to groups of non-government and non-commercial individuals or legal entities that are engaged in non-coerced collective action around shared interests, purpose and values; e) COMPULSORY HIV TESTING – refers to HIV testing imposed upon an individual characterized by lack of consent, use of force or intimidation, the use of testing as a prerequisite for employment or other purposes, and other circumstances where informed choice is absent; f) CONFIDENTIALITY OF HIV STATUS – refers to the relationship of trust and confidence created or existing between a patient or a person living with HIV and his attending physician, consulting medical specialist, nurse, medical technologist and all other health workers or personnel involved in any counseling, testing or professional care of the former. It also applies to any person who, in any official capacity, has acquired or may have acquired such confidential information. For the purpose of this Ordinance, any person who comes by, in any manner, the information of a person’s HIV status shall be under pain of penalty be bound by the same confidentiality herein defined; g) DISCRIMINATION – refers to unfair or unjust treatment that distinguishes, excludes, restricts, or shows preferences based on any ground such as sex, gender, age, sexual orientation, gender identity, economic status, disability, ethnicity, and HIV status, whether actual or perceived, and which has the purpose or effect of nullifying or impairing the recognition, enjoyment, or exercise by all persons similarly situated, of all rights and freedoms. This definition shall include discrimination against individuals undergoing HIV-related tests regardless of the outcome of the test(s); h) ENTERTAINER – refers to a person who is employed in an entertainment establishments who render entertainment services to and/or directly interacts with customers such as Guest Relations Officer (GRO), dancers, masseuses, masseurs, cocktail waitresses and other similar occupations. The term “entertainers”, for purposes of this Ordinance, includes both registered and non-registered entertainers; i) ENTERTAINMENT ESTABLISHMENT – refers to an establishment such as bars, nightclubs, disco house, cocktail lounges, massage clinics, videoke bar/pub houses who engage in providing recreation and entertainment to its customers. An entertainment establishment is one which has secured permit to operate and complied with all protocols as mandated by this Ordinance and/or other pertinent regulations in the Municipality of Tagoloan. Otherwise, the entertainment establishment is deemed non-registered; j) GENDER EXPRESSION – refers to how a person publicly presents one’s gender. This can include behavior and outward appearance such as dress, hair, make-up, body language and voice. A person’s chosen name and pronoun are also common ways of expressing gender; k) GENDER IDENTITY – refers to each person’s deeply felt internal and individual experience of gender that may or may not correspond with the sex assigned at birth, including the person’s function by medical, surgical and other means, and other expressions of gender, including dress, speech, and mannerisms; l) HEALTH SERVICE PROVIDER – refers to an individual who is accredited by the government to provide preventive, curative, promotional or rehabilitative health care service in the municipality; m) HIGH RISK BEVAHIOR – refers to person’s frequent involvement in certain activities that increase the risk of transmitting or acquiring HIV; n) HIV TESTING– refers to any facility-based, mobile medical procedure or community-based testing that is conducted to determine the presence or absence of HIV anti-bodies in a person’s body. HIV testing is confidential, voluntary in nature and must be accompanied by counseling prior to, and after the testing, and conducted only with the informed consent of the person; o) HIV TRANSMISSION – refers to the transfer of HIV from an infected person to an uninfected individual, most commonly through unprotected, penetrative sexual intercourse, blood transfusion, sharing of intravenous needles and during child birth delivery; p) HUMAN IMMUNODEFICIENCY VIRUS (HIV) – refers to the virus which causes AIDS; q) INFORMED CONSENT – refers to a voluntary agreement of a person to undergo or be subjected to a procedure based of full information; r) INFORMATION EDUCATION AND COMMUNICATION (IEC) MATERIALS – refers to any written and or printed materials for the purpose of information dissemination thereby educating the public; s) MINOR – refers to a person who is below Eighteen (18) years of age; t) TAGOLOAN MUNICIPAL HIV AIDS COUNCIL (TMHAC) – refers to the central advisory, planning and policy making body for the comprehensive and integrated STI, HIV and AIDS prevention and control program at the municipal level; u) OPERATOR – refers to an individual who has a direct control and supervision of the employees working within the establishment he or she may or may not be the same person granted the permit/license to operate an entertainment establishment; v) OPPORTUNISTIC INFECTIONS – creating opportunity for microorganisms not usually capable of producing disease to become capable. People living with HIV are particularly susceptible to such infections; w) PEER EDUCATOR – refers to a person who, belonging to the same community, gives support and education to co-workers and friends and to others with their same peer group. Peer educators must be trained by an accredited institution; x) PERSONS LIVING WITH HIV (PLHIV) – refers to an individual whose HIV test indicates that he/she is infected with HIV; y) POST-TEST COUNSELING – refers to the process of providing risk-education information and emotional support to a person who submitted to HIV testing at the time that the test result is released; z) PRE-TEST COUNSELING - refers to process of providing individual information on the biomedical aspects of STI, HIV and AIDS and emotional support to any psychologist implications of undergoing HIV testing and the test result itself before he/she is subjected to the test; aa) PROPHYLACTIC – refers to an agent or devise such as condom, used to prevent the transmission of STIs, including HIV and AIDS; bb) SEXUAL ORIENTATION – refers to each person’s capacity to profound, emotional, affectional, and sexual attraction to and intimate and sexual relations with individuals of a different gender, or the same gender, or more than one gender; cc) SEXUALLY TRANSMITTED INFECTION (STI) – refers to any infection that may be acquired or passed through sexual contract; dd) STI, HIV AND AIDS MONITORING – refers to the documentation and analysis of the number of STI, HIV and AIDS infection and the pattern of its spread; ee) STI, HIV AND AIDS PREVENTION AND CONTROL – refers to the measures aimed at protecting noninfected persons from contracting HIV and minimizing the impact of the condition of persons living with HIV; ff) STIGMA – refers to the dynamic devaluation and dehumanization of an individual in the eyes of others which may be based on attributes that are arbitrarily defined by others as discreditable or unworthy and which result in discrimination when acted upon, whether it is done on the basis of a person’s sexual orientation and gender identity, health status or any other arbitrary categorization; gg) TRANSGENDER – refers to persons who identify themselves in a different gender rather than that assigned to them at birth. They may express their identity differently to that expected of the gender roles assigned to them at birth. k. Encourages registered entertainment establishment owners/operators to actively participate in the prevention and control of STI, HIV and AIDS; l. Monitor the activities of PEER Educators in the public and private institutions including schools, barangay communities, entertainment establishments, companies and other industry working in and for Tagoloan, Misamis Oriental. m. Review reports submitted by other agencies and committees and make recommendation; n. Create procedural requirements, forms and standards and amend these in furtherance of a more efficient system of compliance to policies and provisions set forth in this ordinance; o. C. SECRETARIAT OF TAGOLOAN MUNICIPAL HIV AIDS COUNCIL (TMHAC).

B. AVAILABILITY AND VISIBILITY OF MATERIALS ON STI, HIV AND AIDS – It shall be required for all registered entertainment establishments, hotels, lodging houses and others to make information materials on STI, HIV and AIDS prevention and control available within the premises and to provide such information materials when requested by customers specifically guidance on the correct use of condom.

Information materials shall either be those sourced from government or those that are endorsed by government, such as but not limited to those from DOH and/or the Municipality. These entertainment establishments are likewise required to make STI, HIV and AIDS posters visible in strategic locations within their premises.

SECTION 13. STI, HIV AND AIDS EDUCATION SCHOOLS – In the Municipality of Tagoloan, the Department of Education (CHED) shall take the lead in information dissemination and popularized on the nature of STI, HIV and AIDS and its prevention, utilizing standardized information provided by the Municipal Health Office in all Schools and other indigenous learning system including non-formal system of education.

All teachers and instructors of said STI, HIV and AIDS courses shall be required to undergo seminar or training on STI, HIV and AIDS prevention and control.

SECTION 14. EDUCATION IN THE WORKPLACE – Managers, supervisors and employees in workplaces shall be provided with the standardized basic information and instruction on STI, HIV and AIDS which shall include topics on confidentiality in the workplace, attitude towards employees and workers living with HIV. Managers, supervisors and employees in workplaces should be informed about this Ordinance, as well as Republic Act 8504.

SECTION 15. INFORMATION CAMPAIGN FOR TOURISTS AND TRANSIENTS- Information material on the modes of transmission, prevention, and consequences of HIV infection shall be adequately provided at all entry and exit points and possible tourist destinations/places.

SECTION 16. PEER EDUCATION PROGRAM – The Municipal Health Office shall establish a Peer Education Program as a strategy to effect behavior change and empower communities and key population groups to adopt changes that support risk reduction, prevent HIV transmission, and increase uptake of services among key populations including those in close settings. The design of the program shall adhere to culturallyacceptable and gender-sensitive norms and based on good formative analysis of the local situation.

SECTION 17. PROCUREMENT AND DISTRIBUTION OF STI, HIV AND AIDS SUPPLIES – The Municipal Health Office shall procure and distribute to health facilities and monitor the usage of STI, HIV and AIDS supplies for the whole municipality. The MHO shall coordinate with all appropriate barangay offices to plan and implement this procurement and distribution program. The supply and budget allotments shall be based on, among others, the current levels and projections of STI, HIV and AIDS prevalence among the general public and most at-risk populations.

ARTICLE IV REFERRAL, TESTING, COUNSELING AND CONFIDENTIALITY SECTION 18. VOLUNTARY HIV TESTING – As a policy, the Municipality shall encourage voluntary HIV testing.

Written consent from the person taking the test must be obtained before HIV testing. If the person is below Eighteen (18) years of age or is mentally incapacitated, such consent shall be obtained from the child’s parents, legal guardian, or whenever applicable, from the licensed social worker, licensed health service providers, or a DOH-accredited health service provider assigned to provide health services to a child. HIV testing and counselling shall be made available to a minor who requests to undergo testing and counselling and other related services under any of the following conditions:

The secretariat shall be designated by the Tagoloan Municipal HIV AIDS Council.

1. FUNCTIONS OF THE SECRETARIAT OF TAGOLOAN MUNICIPAL HIV AIDS COUNCIL:

The secretariat of the council shall perform the following functions: a) Coordinate the activities of the council b) Shall keep all records of the council c) Record minutes during meetings and document other activities of the council d) Serve as the center of communication by receiving and disseminating information from and to the members of the council e) Perform other secretariat functions as may be assigned by the chairman of the council

2. COMPENSATION AND REMUNERATION OF THE SECRETARIAT OF THE COUNCIL- Secretariat of the Tagoloan Municipal HIV AIDS Council shall perform his or her duties as such and shall be entitled to the necessary traveling expenses, allowances or honorarium chargeable against the funds of the TMHAC depending upon the availability of funds, subject to existing accounting and auditing rules and regulations.

The same shall apply to the secretariat’s members.

ARTICLE III STI, HIV AND AIDS PREVENTION AND CONTROL POLICIES

SECTION 6. STI, HIV AND AIDS EDUCATION – STI, HIV and AIDS, including topics on confidentiality and reduction or elimination of stigma and discrimination shall be provided in the workplace, academic and training institutions and communities in the Municipality.

SECTION 7. STI, HIV AND AIDS INFORMATION AS A HEALTH SERVICE – STI, HIV and AIDS education and information dissemination shall form part of the delivery of health services by health practitioners, workers and personnel. The knowledge and capabilities of all public health workers shall be enhanced to include skills for proper information dissemination and education on STI, HIV and AIDS. It shall likewise be considered a civic duty of health providers in the private sectors to make available to the public such information necessary to control the spread of STI, HIV and AIDS and to correct common misconceptions about these infections. The training of health workers shall include discussions on HIV-related ethical issues such as confidentiality, informed consent and the duty to private treatment.

SECTION 8. PROHIBITION ON DISCRIMINATION BY HEALTH SERVICE PROVIDERS – No health service provider or other staff, assisting or directly providing medical services/examinations to clients shall be insensitive and/or inhumane in their treatment of their patients/clients. Health service providers shall inform the patient/client of his/her right to file charges for abuses committed against them.

SECTION 9. MISINFORMATION ON STI, HIV AND AIDS – Misinformation on STI, HIV and AIDS, purporting to be a cure, treatment or a fail-safe prophylactic for HIV infection, which includes false and misleading advertisement and claims in any of the multimedia or the promotional marketing of drugs, device, agents or procedures without prior approval from the proper government agencies and without the requisite medical and scientific basis, including marking and indications in drugs and devices or agents, shall be prohibited.

SECTION 10. PROTECTION OF HEALTH SERVICE PROVIDERS FROM ANY FORM OF HARASSMENT IN THE CONDUCT OF THEIR DUTIES – Any person involved in the provision of STI, HIV and AIDS services, including peer educators, shall be protected from malicious suit, arrest or prosecution arising from civil, criminal or administrative liability, on the basis of their delivery of such services in HIV prevention, or in relation to the legitimate exercises of protective custody of children, whenever applicable. This immunity does not cover acts which are committed in violation of this Ordinance.

SECTION 11. SEXUAL ABSTINENCE, MUTUAL FIDELITY AND USE OF CONDOM – Sexual abstinence, mutual fidelity and use of condom shall be emphasized in all STI, HIV and AIDS prevention and control strategies.

SECTION 12. AVAILABILITY OF PROPHYLACTICS AND OTHER INFORMATION MATERIALS a.

STI, HIV AND AIDS GENDER SENSITIVE IEC MATERIALS AND EDUCATION MODULES- IEC materials shall be designed appropriate to the needs and culture of groups being targeted in the campaign. Literatures

The child expresses the intention to submit to HIV testing and counselling and other related services; Reasonable efforts were undertaken to locate, provide counselling to, and obtain consent of parents, but the parents are absent or cannot be located, or otherwise refuse to give their consent. In this case, consent shall be obtained from the child’s legal guardian or whenever applicable, from licensed social worker, licensed health service providers or a DOH accredited health service provider assigned to provide health services to a child. The licensed social worker, health care provider or other health care professional shall determine if the child is “higher risk HIV exposure” as defined in this Ordinance, and that the conduct of the testing and counseling is in the child’s best interest and welfare. In instances where parents of the minor were located and parents refused to give consent, social worker or healthcare provider shall execute an attestation that he/she has found the parents and advised them of the risks of not allowing their minor child to get tested.

In every circumstance, proper counseling shall be conducted by a social worker, a healthcare provider, trained peer educator or other health care professional accredited by the DOH or DSWD.

SECTION 19. COMPULSORY HIV TESTING – Compulsory HIV testing shall be allowed only in the following instances. Compulsory testing for other purpose other than herein enumerated shall not be followed.

A. GENERAL POLICIES SECTION 5. STI, HIV AND AIDS INFORMATION AND EDUCATION CAMPAIGN IN THE COMMUNITIES – Local government units, in collaboration with the Municipal Health Office, shall conduct an educational and information campaign on STI, HIV and AIDS prevention and control down to the Barangay level.

When it is necessary to test a person who is charged with any of the offenses punishable under Articles 264, 266, 3334, and 338 of the Revised Penal Code, as amended by Republic Act No. 8353, otherwise known as the Anti-Rape Law of 1997; When it is necessary to resolve relevant issues under Executive Order No. 209, otherwise known as the Family Code of the Philippines, specifically, Article 45 (6) and 46 (3) thereof; As a prerequisite in the donation of blood and in compliance with the provision of Republic Act No. 7170, otherwise known as the Organ Donation Act and Republic Act No. 7719, otherwise known as the National Blood Services Act.

SECTION 20. REFERRAL SYSTEM – There shall be an appropriate referral system established and a proper authority shall likewise be recognized in the municipality. Referrals to testing centers, hospitals, clinics and laboratories offering HIV testing services shall be done by the Municipal Health Officer.

SECTION 21. PRE-TEST AND POST TEST COUNSELING- Pre-test and post test counseling shall be conducted to persons who want to avail of the HIV testing services. However, training on counseling must be conducted before a person can do the counseling services. Provided further the counselor shall meet the standards set by the DOH. SECTION 22. CONFIDENTAILITY – The confidentiality and privacy of any individual who has been tested for HIV, exposed to HIV, has HIV infection or HIV and AIDS-related illnesses, or was treated for AIDS-related illnesses and died due to AIDS or suspected AIDS-related deaths shall be guaranteed.

SECTION 23. MEDICAL CONFIDENTALITY – All health professionals, medical instructors, workers, employers, recruitment agencies, insurance companies, data encoders, and other custodians of any medical record, file, data, or test results are directed to strictly observe confidentiality in the handling of all medical information, particularly the identity and status of persons living with HIV. SECTION 24. EXCEPTIONS TO THE MANDATE OF CONFIDENTIALITY – Medical confidentiality shall not be considered breached in the following case:

When complying with reportorial requirements in conjunction with the AIDS WATCH Programs established under the Department of Health to determine and monitor the magnitude and progression of HIV infection in the Philippines, and for the purpose of evaluating the adequacy and efficacy of the countermeasures being employed; When informing other health workers directly involved or about to be involved in the treatment or care of a person living with HIV and AIDS: provided, that such treatment or care carry the risk of HIV transmission; provided, further, that such workers shall be obliged to maintain the shared medical information confidentiality; When responding to subpoena duces tecum and subpoena ad testificandum issued by a Court with jurisdiction over a legal proceeding where the main issue is the HIV status of an individual; provided, that the confidential medical record shall be properly sealed by its lawful custodian after being doublechecked for accuracy by the head of the office or department, hand delivered, and personally opened by the judge; provided further, that the judicial proceedings be held in executive session;

SECTION 25. RELEASE OF HIV-RELATED TEST RESULTS – The result of a confirmatory HIV test shall be released only by a trained health worker, who provides pre-test and post-test counseling only to the individual who submitted to the test. If the patient is a minor, an orphan, or is mentally incapacitated, the result may be released to either of the patient’s parents, legal guardian, or a duly-assigned licensed social worker, whichever is applicable. Any person who violated the provision on protection of health service providers (Section 10) shall, upon conviction, suffer the penalty of a fine of One Thousand Pesos (P1,000.00), or imprisonment of One (1) month, or both, at the discretion of the court. Provided, that if the person who violates this provision is a law enforcement agent or a public official, administrative sanction may be imposed, in addition to imprisonment and/or fine, at the discretion of the court; b. Any person who violates Section 17 (Voluntary HIV Testing) of this Ordinance by forcibly testing, or requiring the HIV testing of an individual in accessing services or rights shall, upon conviction, suffer the penalty of imprisonment of one (1) month and/or a fine of one Thousand Pesos (P1,000.00) at the discretion of the court, and without prejudice to the imposition of administrative sanction such as suspension or revocation of business permit, business license or accreditation, and professional license; c. Any person, natural or juridical, who violates Section 26 (DUTY OF EMPLOYERS, HEADS OF GOVERNMENT OFFICES AND HEADS OF PUBLIC AND PRIVATE SCHOOLS OR TRAINING INSTITUTIONS IN THE MUNICIPALITY) shall, upon conviction, suffer the penalty of imprisonment of one (1) month and/or a fine of one Thousand Pesos (P1,000.00) at the discretion of the court, and without prejudice to the imposition of administrative sanction such as suspension or revocation of business permit, business license or accreditation, and professional license; d. Any person who has obtained knowledge of confidential HIV and AIDS information and uses such information to malign or cause damage, injury or loss to another person shall face liability under Articles 19, 20, 21 and 26 of the New Civil Code of the Philippines; ARTICLE X APPROPRIATION

SECTION 27. DUTY OF EMPLOYERS, HEADS OF GOVERNMENT OFFICES AND HEADS OF PUBLIC AND PRIVATE SCHOOLS OR TRAINING INSTITUTIONS IN THE MUNICIPALITY – It shall be the duty of private employers, heads of government officers and head of public and private academic or training institutions to prevent or deter acts of discrimination against person living with HIV and to provide procedures for the resolution, settlement, or prosecution of acts of discrimination.

SECTION 39. APPROPRIATION – An amount of 100,000.00 from the executive budget of the next calendar year and every year thereafter shall be allotted for the implementation of this Ordinance.

ARTICLE VI CREATION OF THE TAGOLOAN BARANGAY HIV AIDS COUNCIL (TBHAC)

Recommend to the Sangguniang Barangay in the formulation/development of policy, program conceptualization, planning and monitoring towards the prevention and control of HIV/AIDS at the Barangay level.

Recommend to the Sangguniang Barangay enactment of ordinances and resolutions that shall assist in the control and prevention including the provision of care and support of people living with HIV/ AIDS at the Barangay level.

Take the lead in undertaking information, education and communication campaign on HIV/AIDS prevention and control program at the Barangay level.

Monitor in the implementation of this ordinance and other policies approved and adopted by TMHAC/ TBHAC. Accredited applications of certain organizations relevant to the STI, HIV and AIDS program at the Barangay level.

Create Volunteer Groups as an arm for the prevention, control, information dissemination and education to the community.

ARTICLE VII SUPPORTS PROGRAMS AND SERVICES

SECTION 31. COMMUNITY–BASED SERVICES – The Municipality in coordination and cooperation with concerned government agencies, non-government organizations, persons living with HIV and groups most at risk of HIV infection shall provide community- based STI, HIV and AIDS prevention and care services.

SECTION 32. LIVELIHOOD PROGRAMS AND TRAININGS- Trainings for livelihood programs, self help cooperative programs shall be made accessible and available to all persons with HIV and AIDS. Persons living with HIV and AIDS shall not be deprived of full participation in any livelihood, self-help and cooperative programs for reason of their health condition.

SECTION 33. INTEGRATION OF STI, HIV and AIDS PROGRAM TO THE MUNICIPAL/BARANGAY DEVELOPMENT PLAN – STI, HIV and AIDS program shall be incorporated to the Municipal Development Plan and Barangay Development Plan for the formulation of a comprehensive, integrated and sustainable policy and program particularly but not limited to the prevention, control, information and dissemination and education.

SECTION 34. ORGANIZING/STRENGTHENING OVERSEAS FILIPINO WORKERS AND DEPENDENTS (OFW/ DOFW) – Organizing/strengthening of overseas Filipino Workers and Dependents shall be pursued for database establishment and coordinate with the TMAC/BAC for the program implementation. The Organization shall register, be accredited and apply for membership to the MAC/BAC. SECTION 35. CREATION OF VOLUNTEER GROUPS – Volunteer groups can be created by the TMAC/BAC for the prevention, control information dissemination and education to the community. The volunteer group shall undergo training on capacity building, counseling, trainers, training, EIC conceptualization, formulation and dissemination.

SECTION 36. VOLUNTEER NON-GOVERNMENT ORAGNIZATIONS (NGOs)- Volunteer non-government organizations shall support in the implementation, sourcing-out of funds and providing technical capabilities particularly but not limited to trainings of the Volunteer Groups.

ARTICLE VIII STI, HIV AND AIDS MONITORING SECTION 37. MONITORING PROGRAM AND REPORTING MECHANISMS – The Tagoloan Municipal AIDS Council shall develop a comprehensive STI, HIV and AIDS monitoring program and reporting procedures on the magnitude and progression of STI, HIV and AIDS monitoring program and reporting procedures on the magnitude and progression of HIV infection in the Municipality.

Troops ordered to protect mosques amid terror threats ZAMBOANGA CITY -Government troops have been ordered to secure mosques and other places of worships amid threat from extremist groups as the observance of the holy month of Ramadhan started on Saturday.

“All our personnel in Western Mindanao [Command] (Westmincom) were ordered to carry out security measures to ensure that the vicinity of mosques (masjids) will be secured and the Islamic faithful are free to go there to exercise their religion,” said Lt. Gen. Carlito Galvez Jr., Westmincom chief.

In his Ramadhan message, Galvez also assured that the military was taking all necessary precautions to prevent collateral damages in its efforts to flush-out remaining members of the Maute group in Marawi City.

Ramadhan is a holy month of fasting, introspection and prayers for the followers of Islam.

“As fighting continues in Marawi, our units are constrained to launch airstrikes to identified specific targets occupied by the Maute/ISIS

terrorist group,” Galvez said.

“The terrorists actions prevent their fellow Muslims to peacefully and solemnly observe Ramadhan by continuing to occupy buildings and structures in Marawi City. They serve to impede our troops in restoring peace and order in that city,” he said.

“These terrorists atrocities continue (to) sow terror and confusion even to noncombatant Muslims and Christians. Establishments remain non-operational and government services unavailable causing extreme

deprivation and hardships to the people,” he added.

He said normally, a Ramadan break was granted to Muslim soldiers but for now they need to give their share of sacrifices to ensure that Islam believers from Marawi City could return home soon and observe Ramadhan.

He added Muslim soldiers were given time to practice their faith but were ordered to be on assignment.

He vowed they would not allow the Maute group to ruin the lives of the See ORDERED, page 19

Foreign terrorists in Marawi clash into illegal drug trade DAVAO CITY — Armed Forces of the Philippines (AFP) Spokesperson Restituto Padilla confirmed that foreign terrorists were among those who aided the Maute Group in the siege of Marawi City.

“There are certain foreign elements here who have been in the country for a long time, aiding these terrorists in skills related to terrorism, primarily of bomb-making,” Gen. Padilla said.

According to Padilla, there have been reports of 12 Maute members neutralized in the on-going clearing operations, half of them were Singaporean, Indonesian and Malaysian nationals.

“Some have been here a long time, some of whom have been here helping, teaching, aiding, connecting them and linking these groups,” said Padilla.

While they have yet to confirm the identities of those foreign terrorists who

have only just entered the country, the general said that those who have resided here may have been “trying to escape the long arm of the law in their respective countries.”

He also added that most of the members of the Maute Group have been involved in illegal drugs to generate money and purchase artillery.

“The president is right.

They are involved in drugs,” he said. “In many of the instances where their camps have been overtaken by our troops, there is evidence of the presence of drug paraphernalia, particularly with this Maute Group, such that our soldiers have been reporting that they’ve been fighting suicidally, meaning, without any regard for their own safety and like zombies.”

MPACs with missile provisions now in Davao City The country’s first three multi-purpose attack craft (MPAC), with provisions for missile armament, finally arrived at the Sasa Wharf in Davao City Friday noon.

This was confirmed

by Philippine Navy (PN) spokesperson, Capt. Lued Lincuna, to the Philippine News Agency (PNA).

The MPACs left Naval Base Heracles Alano in

Sangley Point, Cavite City last Monday for Sasa Wharf where they will be among the highlights of the Navy’s 119th founding anniversary on May 31, along with the brand-new BRP Davao del Sur (LD-602), the country’s second strategic sealift vessel.

Along the way, the MPACs passed several ports to refuel and re-provision,

and conducted endurance and speed runs, as well as a series of maneuvers at sea to familiarize the crew with the brand-new equipment, Lincuna said.

The boats were formally turned over and commissioned into the Philippine Fleet during a short ceremony at Naval Base Heracleo Alano last May 22.

These MPACs are the

Mark III models and are considerably more advance than the six Mark I and IIs currently in the inventory.

Lincuna said the MPACs, with hull numbers BA-488, BA-489, and BA-491, were commissioned and quickly sent off to Davao City by Philippine Fleet commander, Rear Adm. Gaudencio Collado, after a ceremony at the Capt. Moya Boat

The PN spokesperson said the MPACs will form the 3rd Boat Attack Division of the Philippine Fleet’s Littoral Combat Force.

These MPACs, constructed by the Subic Bay-based Propmech Corp., will be armed with Israel’s Rafael Advanced Defense Systems Ltd.’s Spike ER (extended range) in anti-ship mode.

They are capable of penetrating 1,000 mm. (39 inches) of rolled homogeneous armor and have a maximum range of five miles.

“They are a terrorist group because they have killed civilians. They have burned churches so they have demonstrated that they have gone beyond the phase of extremism into violence and this is now a terrorist organization and the state will have to deal with them in order to contain, isolate and eliminate the threat so they do not pose a future security threat to the Philippines,” Gunaratna emphasized.

During the discussion, it was mentioned that a trademark of terrorist groups around the world is taking action against “soft targets” — civilians and non-military infrastructure. This brings to mind the Davao City Night Market bomb blast in September last year that killed 15 persons and wounded about 69 others. A few weeks after the incident, defense officials presented to the media three members of the Maute Group said to be responsible for the blast.

Gunaratna further said that what happened in Marawi City was not a failure of intelligence, citing that since 2014, there has been information on the existence of the Maute Group.

“Last year, Isnilon Hapilon came from Basilan and he linked up with Omar and Abdullah Maute. So, I believe it is not intelligence failure. It is a failure to appreciate intelligence and government has to double up their capabilities to appreciate intelligence,” he said.

“Unfor tunately, t he previous government did not acknowledge that ISIS (Islamic State of Iraq and Syria) was recruiting and even government officials were saying there was no ISIS.” Since Tuesday, several hostages were reportedly taken by the group, among them a Catholic priest. The Catholic Church in Marawi City was burned down and several structures have been damaged, including a transmission tower, causing power outage in the city.

Two ambulance drivers were killed and their vehicles commandeered by the group. A senior police officer was also killed at a checkpoint manned by the Maute.

The violence has resulted in loss of life of both innocent civilians and government troops and has forced residents to flee to neighboring cities for their safety.

Maranaoans, she said, would love to celebrate the holy month of Ramadan in their homes, together with their families. Sarip-Paudac also expressed concern for other Maranaoan families, wondering if they are safe.

Clearing operations are ongoing. The Armed Forces of the Philippines believes that the Maute Group’s leader, Isnilon Hapilon, is still there.

Political analysts in the panel said the Maute Group has a big following.

On the need for martial law, it was noted that President Duterte’s declaration is different from Marcos’.

Earlier, the government, through Presidential Peace Adviser Jesus Dureza, noted that President Duterte’s martial law declaration does not intend to deprive anyone of his/her freedom and rights.

Sergio Sudaria

T

HE year was 1942.

Fierce fighting broke out between the Japanese forces and Filipino guerillas embedded with the United States armed forces in Asturias, Cebu. In the course of the fighting, 24-year-old Sergio Sudaria was separated from the group.

Alone and weary with no food in sight, Sudaria walked miles and miles in the desolate jungle of Asturias. With no compass in hand, Sudaria did not care where his feet would take him – as long as he could find food.

Then he found a bird humming.

Sudaria slowly probed on where the sound came from. And there he saw it.

The singing bird was good news. Not because it lullabied him but because Sudaria wanted it as its meal. And so he began attempting to catch it. But each time, the cunning feathery animal would hop and fly away. So Sudaria would follow it. And followed and followed he did whichever direction the animal hopped and flew.

Until Sudaria stumbled back onto his platoon where rations abound.

It was that moment in 1942 that Sudaria was given a second chance at life. Today, Sudaria is still living at 100 years old.

It is with this feat that the Department of Social Welfare and Development (DSWD) honored him as a centenarian.

In a simple rite at the Claveria municipal hall last May 26, Sudaria was given a token by DSWD 10 representative

The emotional Sudaria accepted the token with deep gratitude while recalling that harrowing event in his life more than 70 years ago.

For after that second chance in life, the war had ended. And

Sudaria settled down, bringing his children to Mindanao, first in Damulog, Bukidnon in 1964 and later in 1973 in barangay Patrocinio, Claveria, Misamis Oriental where he has called home for the past 40 years.

Blessed with eight children, Sudaria

became a farmer and tilling the soil for corn crops.

Fast forward to 2017, Sudaria is now blessed with almost 200 grandchildren, great grandchildren and great-great

grandchildren.

Yet he remains to be healthy and even manages to walk without a cane, exercising within the confines of his neighborhood everyday accompanied

by two of his greatgrandchildren.

Sudaria is indeed living a long life. All because God made that bird tease him, hopping and flying until he reached his platoon.
