CAGAYAN DE ORO CITY – “We will overcome, we will win,” President Rodrigo Duterte told the army soldiers Friday in Iligan City in reference to the war against the local terror groups in the country. Sporadic fighting between the government troopers and the local terror groups continue in many parts of Marawi City, 45 kilometers southwest of Iligan City, since Tuesday afternoon when a criminal group led by the Maute brothers and the outlawed Abu Sayaff swooped down on the country’s Islamic Capital City. CAMP ALAGAR, Cagayan De Oro City – The entire regional police command in Northern Mindanao is now on full alert following the declaration of Martial Law and in response to the armed conflict in Marawi City, a senior police official said Thursday. Superintendent Lemuel B. Gonda, the regional police spokesperson, said that the Chief Supt. Agripino G. Javier, the police regional director, declared the full alert status amid the encounter between the government troopers and the local terror

group in Marawi City last Tuesday. The regional police command here urged the general public and motorists to cooperate during the conduct of checkpoint in strategic areas of the national highways and roads in Northern Mindanao being implemented by our PNP personnel to ensure the safety and security of the public, Javier said. Gonda said that the regional police is on top of the situation and is intensifying its target hardening intervention on all vital installations and security measures following the declaration of Martial Law.

He said that the police in cooperation with the military has also adopted various security measures to prevent the possible spill-over of the local conflict in Northern Mindanao. The regional police command has also set up checkpoints at entry and exit points in various parts of Northern Mindanao. The community is also advised to remain calm, vigilant and observant, and immediately report any suspicious persons, activities and unusual occurrences in public or any untoward incidents and crimes to the nearest police station, Gonda

said. He said that the regional police command would be continually vigilant in performing its duties to prevent any untoward incident. In the light of the imposition of Martial Law, the regional police command also calls the public to continuously support the efforts to maintain peace and help suppress the terrorists and lawless elements, Gonda said. DSWD eyes film making contest in Davao DAVAO CITY-- The Department of Social Welfare and Development (DSWD) XI is launching a film competition that will feature its various program and different rehabilitation centers in Davao region. DSWD Regional Director Mercedita Jabagat said the film making competition aims to advocate DSWD programs as well as support young film enthusiasts and professionals to further enhance their craft and creativity. This will also be a venue to showcase their talents through short but catchy films, she said. Gov. Bautista orders Army, PNP to secure Davao Occidental MALITA, Davao Occidental -- Governor Claude P. Bautista called for an emergency Command Conference through a teleconference last May 25, giving specific directions to the Army and Police to secure the highways and boundaries of all the municipalities of Davao Occidental in order to closely monitor suspected bad elements entering the areas. Gov. Bautista also directed 73rd Infantry Battalion Commander Col. Marion Angcao of the Armed Forces of the Philippines and Davao Occidental Provincial Police Office Director Col. Thor Valiente Cuyos, to take strategic steps for possible spillovers brought about by the peace and order crisis in Marawi. He ordered all the PNP station commanders to

Duterte’s war against terror

President Rody Duterte momentarily shifted his focus last week from the war on drugs to another front. This time, he had Islamist militants in his sight. Duterte’s target consisted of combined elements of Maute Group, a relatively small band which claims association with ISIS, and the Abu Sayaf Group reportedly led by Isnilon Hapilon. Hapilon, who was reported to have been severely injured in his native Basilan in January, surprised the military when he resurfaced in Marawi City. Hapilon was reported to be on a mission to link up with Maute and other militants in Central Mindanao. What started initially as pursuit operations against Hapilon developed into full blown running gunbattles in an area covering 11 barangays in Marawi city. As these developed, the hostiles occupied buildings (including a hospital and a school), houses and bridges,

As of this writing, casualties mounted on both sides. Duterte was in Russia, on a state visit, when the crisis began to develop. He responded by cutting short his visit and issuing from Moscow on May 23, Proclamation No. 215, declaring martial law in the whole of Mindanao and suspending the writ of habeas corpus. He also named AFP Chief of Staff Eduardo Año as martial law administrator. Año was originally scheduled for early retirement (to take on the post of DILG secretary) but Duterte extended his military service for another six months. Duterte’s move caught many by surprise. After all, initial pronouncements from military spokesmen described the situation as

Inter-Agency Task Force Secures LASURECO Compound (Taguig City). The InterAgency Task Force on Securing Energy Facilities (IATFSEF) composed of the Department of Energy, Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and the other industry players moved to secure the Lanao del Sur Electric Cooperative, Inc. (LASURECO) compound. Energy Secretary Alfonso G. Cusi earlier issued firm marching orders to the IATFSEF to “secure every energy facility in Mindanao.” Through the IATFSEF, the system operator–Na-

tional Grid Corporation of the Philippines (NGCP)-reported that the Mindanao Grid is now under normal operation. NGCP initially reported a lower electricity demand in Lanao del Sur reaching only 5 megawatts (MW) on Wednesday (24 May) which increased to 11 MW today, lower than the usual demand of 17 MW. As an immediate concern in yesterday’s IATFSEF meeting, the National Electrification Administration (NEA) and LASURECO reported today that 95% of electricity services in Marawi City has been re-

stored. According to NEA, the remaining non-operational assets are scheduled to be restored today as well. They are also monitoring and awaiting ground data for re-energization of affected towns in the 2nd District of Lanao del Sur, including Wato, Tugaya, Bacolod Kalawi, Madamba, Madalum, Ganasi, Pualas, and Pagayawan. “We are pooling our resources and seeking assistance from the AFP and the PNP to normalize the security situation, protect our people and secure en-

Following the declaration of Martial Law done by President Rodrigo Roa Duterte in the entire island of Mindanao on

2017 May 23, price freeze on basic necessities and prime commodities is automatically enforced in Regions 9, 10, 11, 12 and in

prime commodities should remain frozen at their prevailing prices and should be placed under price control once an area is declared under state of calamity or under an emergency situation. The implementation of price freeze lasts according to the period indicated in the declaration. In this case, the price freeze will run for a period of 60 days unless the president lifts the declaration, the congress revokes Martial Law, or the Supreme Court pushes to null the president’s declaration. Business owners who will be found guilty of violating the Price Act shall be charged an administrative fine of five thousand pesos (Php 5,000) up to One Million Pesos (Php 1M) or 1 up to 10 years imprisonment.

In line with this, five government agencies are entrusted to monitor prices in the market to ensure consumers can access goods at reasonable prices. These are the Department of Trade and Industry (DTI), the Department of Agriculture (DA), the Department of Health (DOH), the Department of Energy (DOE), and members of the Local Price Coordinating Council (LPCC). The DTI will monitor prices of basic necessities such as bread, canned fish, coffee, salt, potable water in bottles, processed milk, instant noodles, candles, detergent, laundry soap and prime commodities such as flour, vinegar, soy sauce, processed and canned pork/beef/poultry meat, toilet soap, basic construction

materials, batteries and basic electrical supplies, and school supplies. Meanwhile, the DA will monitor prices of fresh and dried vegetable and meat goods, feeds, veterinary products, sugar and cooking oil; the DENR is delegated to monitor prices of firewood, charcoal, nipa shingles, plyboard, plywood, and sawali; the DOE will monitor prices of household liquefied petroleum gas (LPG) and kerosene while the DOH will observe prices of drugs and medicines. All these implementing agencies enjoin business owners to comply with this mandate. Consumers are also advised to seek lists of prevailing prices of basic necessities and prime commodities in their respective areas.

day that the declaration of martial law in Mindanao effective May 23 may have limited the activities of the Dabawenyos. “Modestly aside, within the 24 hours since the implementation of martial law, we have negative recorded crime incidents. It’s a good external motivation,” she said.

Celso Lobregat expressed support Friday to the declaration of martial law in Mindanao as he called on the residents to stay vigilant and support the authorities’ efforts in implementing stricter security measures in the island. GENERAL SANTOS CITY -- Some 140 elementary learners in a remote village in Lake Sebu town in South Cotabato received school supply packages on Friday through an outreach project of the provincial government’s scholars. roadside blast KIDAPAWAN CITY -- A roadside bomb went off along the Kidapawan City - President Roxas national highway at around 9 a.m. Friday, wounding a police officer and a non-uniformed personnel (NUP), both from the Arakan municipal police station. If they dodge overt problems like sexist jokes or poor treatment from professors and instructors, they still have to evade subtler obstacles like the implicit tendency to see engineering as a male discipline. no wonder women in the Philippine hold just 13 to 22 percent of the population among both engineers and engineering students. It is now the challenge of the education sector to be the mentors – people who can give advice, share experiences or make social connections – who can dismantle the gauntlet and help young women to find their place in an often hostile field. Female engineering undergraduates who are

paired with a female mentor feel more motivated, more self-assured and less anxious than those who have either no mentor or a male one. They are less likely to transfer to another course and keener to look for engineering jobs after they graduate. Most of us are mindful to the cruelty of war, wherever it is being waged. The lives sacrificed, the human agony because of losing a love one, the loss of hope because of unending fight on idealism, religion and territory. These things are inflicted by such confrontations that are impossible to calculate. I am particularly concerned as to the fate of the soldiers of war who served our beloved country to protect its name and the people. I am pondering about their family, their feeling that anytime they might die on the battlefield, the fear of losing their husbands who choose to serve their country to feed their family. I thought of the great sacrifice of the soldiers offering their lives and the pain of leaving their wives and children away from their embrace. I ponder about their desire to survive to go back home

with their family to feel the warm embrace of their loving wives and the angelic smile of their little children. As I think of these things I felt the pain and pleaded with the Lord that the hearts of their enemies might be softened. To those of us today who live in the shelter and comfort of our homes, far from the hot and deadly jungles of the battlefield, let’s raise our hand and salute the soldiers of our country with respect and compassion, the heroes that truly exist. May they serve as inspirations that in our difficult lives there are those who suffer more than us, physically and emotionally, while fighting for our safety and protecting the nation so that we can live in peace. Think of them, your life is far better than those soldiers in the battlefield.

LANDBANK bags ADFIAP Award for outstanding management and leadership framework The Land Bank of the Philippines (LANDBANK) was awarded with Outstanding Development Project Award under the Human Capital Development category for its Management and Leadership Development (MLD) Program. The distinction was conferred by the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP) during its 40th Annual Meeting last May 10-12, 2017 in Macao SAR, China. The MLD program aims to strengthen the Bank’s Succession planning by ensuring the availability of a highly trained and qualif ied management pool. Programs under it include the Management Training Program (MTP), Branch Officers Development Program (BODP), Lending Officers Develop-

ment Program (LODP), and Leadership Development Program (LDP). AVP Joselito Vallada of Human Resources Management Group and AVP Emmanuel Hio Jr of Organization Development Department received the award on behalf of the Bank. “We thank the ADFIAP for the recognition that affirmed the significance of the distinct major programs under the MLD framework for the Bank’s talents,” Vallada said in his acceptance speech. Part of ADFIAP’s recognition is the integrated MTP curriculum that lets the participants immerse in LANDBANK-assisted cooperatives as a way of instilling the Bank’s mandate of countryside development. Presently, 57 graduates of MTP occupy managerial positions with 55 leading

critical departments/units tasked in accomplishing the Bank’s strategic objectives. The ADFIAP Development Awards recognize and honor member-banks which have undertaken and/or assisted projects that have created a development impact in their respective countries. The Institutional Awards have nine categories namely: human resource development, environmental development, SME development, infrastructure development, technology development, trade development, local economic development, development finance – led poverty reduction, and corporate governance. In July 2016, the MLDP was also awarded as the Graduate Employment Programme of the Year- Philippines by the Asian Banking and Finance Magazine.
