VICE GOVERNOR JOEY PELAEZ GETS HIGHEST GOLD TAMARAW AWARD OF THE BOY SCOUTS OF THE PHILIPPINES VICE GOVERNOR JOEY G. PELAEZ was presented by the Boy Scouts of the Philippines (BSP) with a Gold Tamaraw Award, the highest award in the organization, during its National Court of Honor for his generous service to Scouting. The awarding took place during the 61st Annual National Council Meeting (ANCM) in Tagbilaran City, Bohol.

To keep alive the tradition of giving singular Scouting honor to an awardee, the award was presented to Vice Governor Pelaez by former Assistant Secretary General Pepito Carpio, himself a Gold Tamaraw awardee which he received years ago. The Gold Tamaraw Award is granted to the awardee due to his or her distinguished and long service to Scouting.

VG Pelaez is a long-time Regular Member of the National Executive Board of the BSP and currently the Misamis Oriental Council Chairman. Being the Council Chairman of Misamis Oriental, VG Pelaez leads BSP-MisOr Council in organizing various A Happy MisOr Jamborees and Scouts Trainings in the province to further revitalize the Scouting Movement in the province and in the country.

Prior to this latest award, VG Pelaez has received Bronze, Silver and Gold Medal USA Awards, Bronze and Silver Tamaraw Awards, among others.

SAN Francisco, Agusan del Sur--The grand celebration of the 8-day Naliyagan Festival 2017 in this province on June 1017 will push through as scheduled despite declaration of Martial Law in Mindanao.

Manuel Rosaut, president and CEO of Nalaiyagan Stakeholders Foundation, Inc., said in a statement that the violent extremism and it’s ideologies will not stop them from celebrating their culture and heritage highlighted in the Naliyagan Festival.

Rosaut however urged residents in the province to be vigilant and cooperate by

reporting to authorities any suspicious acts that may disrupt the celebration amid the declaration of Martial Law in Mindanao.

“In the light of terror attacks in Marawi, the Naliyagan Stakeholders Foundation together with its key partners condemn this senseless act of violence that threatens the people of Mindanao,” he said in a statement.

For his part, Sangguniang Panlalawigan member Santiago Cane Jr., chair of Naliyagan Festival Executive Committee, said the proclamation of Martial Law has nothing to do with the celebration of Naliyagan Festival.

TWO soldiers killed in last Tuesday’s attack in Marawi City who were from North Cotabato were considered by their grieving relatives as “heroes” for giving up their lives for the sake of peace.

Killed were 1Lt. John Carl Morales of Malvar Street, Poblacion, Kabacan, North Cotabato, and Sgt. Marlon Baldovino of Barangay Dagupan, also in Kabacan.

Baldovino, 40, was hit in the head by a sniper, according to his brother Joefel.

“For us, Marlon is a hero. He has fought the good fight. I just hope peace will reign in Mindanao after all these things,” said Joefel, who is also a soldier.

Marlon belonged to the elite Special Forces. Joefel said he had been into several wars with different terror groups since joining the Armed Forces in the late ’90s.

Joefel said it was Marlon’s wife who informed them of his death right after

his commanding officer broke the news.

Morales, like Baldovino, was also a member of the Special Forces.

Their bodies are expected to arrive in Kabacan anytime this week, relatives said.

Twelve others, among them soldiers, were also wounded in the firefight in Marawi City between government soldiers and the Maute Terror Group.

The fighting in Marawi, according to military, started when soldiers staged an operation against Abu Sayyaf leader Isnilon Hapilon, who was spotted along with an estimated 15 followers in the area, many of them members of the Maute Terror Group.

Hapilon was reportedly chosen to lead the Islamic State in Iraq and Syria (ISIS) branch in Southeast Asia.

Weather fluctuations, gender affect household’s energy consumption — PIDS study Energy consumption in the country is affected by weather deviations and gender, according to a study published by state think tank Philippine Institute for Development Studies (PIDS).

In the Philippines, very few have analyzed energy use within the context of both weather variability and gender.

Senior Research Fellow Connie Bayudan-Dacuycuy’s policy note titled “Examining energy use and weather variability through the gender lens” aimed to analyze how energy consumption in households vary depending on the dominant gender in the household and weather fluctuations in an area.

The author identified at least four energy sources in the study: electricity, LPG, charcoal, and organic sources (such as biomass and fuelwood). Electricity is the most popular with around 75 percent in rural and 89 percent in urban households.

During extreme weather events, such as tropical cyclones, energy prices are affected because they affect the supply side, the study said. The Philippines is visited by an average of 20 typhoons yearly.

Martial law won’t help economy, says IBON

I mean, look at how many people, particularly the critics and political foes of President, had been reacting to his declaration of martial law in Mindanao. They say martial law is going to be abused, and will result in the desecration of the rule of law. Truly, this behavior is itself rebellion.

Many are even voicing out their concern that Duterte’s martial law will be the same as the martial law imposed by President Marcos in the 1970s, with the insinuation being that Duterte is going to use his own version of martial law to perpetuate himself in power under a system of one-man rule.

unmindful of the situation in Marawi City, where a priest and his followers had been held hostage and in danger of being killed, a young police official had been shot dead by terrorists together with 10 or so other innocent civilians, where government installations including a hospital have been burned, and prisoners had been set free, among others.

-ooo CRITICS OF MARTIAL LAW ONLY WANT TO VILIFY DUTERTE: What is more revolting and nauseating here is that, Duterte’s critics and political opponents who are assailing his proclamation of martial law are not even there in Marawi City, where the mayhem is on-going, nor in any other place in Mindanao. How could they dare to criticize the President who, because he is the highest official of the land, has access to ground information?

Clearly, the only thing that matters to these critics is the vilification of Duterte.

Their only desire is to derail his actions and reactions, with the end in view of

ultimately bringing him and his government down.

Their ultimate objective does not pertain one whit to upholding the safety, well being, and the interest of our countrymen.

All they ever want to happen and are concerned about is to wrest power from him so they could take his place. Truly, these people deserve our collective condemnation and denunciation. If what they have been doing now have been done by them during the time of Chinese leader Mao Tse Tung, they have would been lined up against a wall already, and mowed down mercilessly.

-ooo PENALTY FOR FIGHTING LEADERS: Undeniably, this is rebellion of the highest order. Too, it constitutes a grossly antiBiblical behavior. Those who belong to any and all spiritual groups are mandated to subject themselves to the authorities, for the teaching is that there is no authority anywhere in the world that God did not establish.

I have been there many times in the past and there is hardly a Christian walking in the streets. You see them at the Mindanao State University compound. I thought Maute hits Christians and not Islam.

I am appealing to the Maute rebel group to please release right away the priest of Marawi and some residents they abducted. These

people are not parties to the war in Mindanao except that they happened to be in the area of conflict. They are innocent. Do no make them hostage without reasons unless you are really kidnappers by occupation..

The city government of Cagayan de Oro should prepare for the rainy days to spare the city and people from flooding, drowning and damage to properties.

Freedom is probably the most valuable thing we can have. Many of us are free to choose our own leaders and government. We’re free to choose to study hard and get a good education. We don’t like to be forced to do anything, do we? We don’t want someone to marry us just because their parents forced them. We want our

husband or wife to choose to marry us because they love us and want to live their life with us.

God could easily have made us like robots or machines, so we’d have no choice but just do exactly what He wants. It’s because God loves us that He wants us to freely choose to love Him in return, and to enjoy living His right way. But we all rejected God’s love and His right, happy way of living. We chose to live our own way. We’ve chosen to do many things wrong:

wrong thoughts and words, wrong attitudes, and wrong living. Just look at all the problems around us because of people’s greed and selfishness, vicious gossip, angry, hurtful words, violence, immorality and lack of self-control, as well as dishonesty and corruption.

When you and I choose to live our own way, Jesus said that we’re also choosing where we’ll live after we die: separated from God in Hell. In Hell, evil, pain and suffering will never end. You see, just like light and dark-

What I like most about Cinderella is her ability to let go. When the clock strikes at midnight, Cinderella had no other options but to stop. Leaving her Prince Charming and facing the reality must have been the most painful experience she had.

Just like her experience, it is hard to let go of our attachments because we are afraid that there would be no second chance. But think about this, when Cinderella obeyed her fairy God mother, she lost her Prince Charming for a moment but win him back.

I have experienced different crossroads. There are points in my life when I need to decide to lose one important thing and prioritize the other. I thought I wouldn’t have the chance to dream once

again of the thing that I’d lost. I was thinking of the things I had sacrificed just to obey the one who knows what is best for me.

The more I think about it, the more I realized how it influence my perspective to hope all over and over again.

There are times when I look back - feeling a bit of regret - and then gaze what’s ahead, uncertain about the future but is somehow hoping. Maybe Cinderella has felt the same way. She even cried when everything turns back the way it was. But even though tears kept falling in her eyes, she was able to get hold of herself and hope once again.

Keep believing that someday a new door will open for you. Second chance is near or just in

SSS reduces retirement age for surface and underground mineworkers The Social Security System (SSS) reduced the age for optional and technical retirement of both surface and underground mine workers from the previous retirement age of 55 years old to 50 years old in compliance with Department of Labor and Employment(DOLE) Department Order (DO) No.167 S-2016.

SSS President and Chief Executive Officer Emmanuel F. Dooc said that the new policy from SSS reduced the optional retirement to 50 years old and the technical or compulsory retirement to 60 years old for both

underground and surface mineworkers.

“We deemed it necessary to include both underground and surface mineworkers to ensure that social security protection is given to all kinds of mineworkers. We understand the danger of their work and we want them to enjoy the fruits of their hard-earned money as early as possible,” said Dooc.

The DO is the order from DOLE implementing Republic Act 10757 otherwise known as “An Act Reducing the Retirement Age of Surface Mine Workers from Sixty (60) to Fifty (50) Years,

Amending for the Purpose Article 302 of Presidential Decree No. 442, as Amended, Otherwise Known as the “Labor Code of the Philippines.”

Based on the guidelines, surface mineworkers include only mill plant workers, electrical, mechanical and tailings pond personnel while underground mine workers are those employed to extract mineral deposits underground or whose workplace is beneath the ground.

To qualify for the SSS retirement benefit, the surface or underground mineworker

must have paid at least 120 monthly contributions prior to the semester of retirement.

If the mineworker will retire at the age of 50, he should ensure that he has stopped working.

“If the mineworker-member chooses the optional retirement of 50 years old, he must be separated from employment or has stopped working at the time he files his claim. Otherwise, he will not be allowed to file for retirement benefit or if his retirement claim is already granted, it will be suspended

by SSS,” said Dooc.

RTWPB conducts Usapang 2Ps: Pasahod at Productivity BUTUAN CITY- The National Wages Productivity Commission (NWPC) together with the Regional Tripartite Wages and Productivity Board in Caraga conducted Usapang 2Ps: Pasahod at Productivity on May 12, 2017 at Alberto’s Bed and Dine at T. Calo Extension here.

The affair was participated in by 58 MSMEs represented by 74 participants from Butuan City and other Caraga provinces.

The Wage and Productivity Caravan Caraga titled “Usapang 2Ps: Pasahod at Productivity” is a marketing strategy developed by the NWPC to strengthen initiatives of Board to foster better understanding of the concept and benefits of productivity improvement, promote the various productivity technologies under the Productivity Toolbox, encourage enterprises to adopt the performance incentive scheme, and provide a forum for deepening the Board’s engagement with MSMEs in the region.

The activity was graced by representatives from NWPC, namely, Jerome

for them to be at the level playing field with successful business enterprises brought about by ASEAN Economic Integration and trade liberalization.”

In addition, Ms. Lilian M. Solia, Labor Law Compliance Officer, discussed the salient points of Department Order No. 174 on Contracting and Subcontracting.

The affair was also graced by three resource speakers who talked about

their experiences with the programs and services of RTWPB. Judge Emmanuel Escatron, Executive Judge of RTC, shared his experiences on 5S Good Housekeeping program and how it helped his court sala to be more efficient and effective in the dispositions of cases. BPI Sinag 2017 launched

BPI Foundation once again brings us its most awaited Sinag 2017.

For this year, the annual awards will be called BPI Sinag Accelerate.

BPI Sinag Accelerate targets social entrepreneurs whose enterprises are ready to scale up and expand while deepening their impact in community development.

The program will put special focus on enterprises catering to agricultural accommodations, IP communities, Muslim Mindanao and other marginalized communities.

Awardees will have access to business boot camps and in-depth monitoring, a minimum of P100,000 to P500,000 in the form of cash grants and access to industry networks and impact

investors.

BPI Foundation is looking for entrepreneurs 18 years old and above who are leading a registered social enterprise operating for at least two years which addresses a specific social problem and defined social impact.

The entrepreneur must have the vision to be a nation builder, innovative and entrepreneurial.

Online applications which can be downloaded at the BPI Foundation website will be accepted until July 7.

Bootcamp dates will be between August 7 to 11 and November 6 to 9.

Announcing of winners and subsequent awarding will be on November 10.

Elena Line, And For Other Purposes” WHEREAS, the passage of said Ordinances was not only done for the City Government to earn money but also to legalize the vehicles parking thereat; WHEREAS, lately, the City Government of Iligan had implemented “Hapsay Dalan” spearheaded by Anti-Littering Task Force by clearing the city streets of illegal structures and vendors; WHEREAS., the City Government will construct a new public market at the site of the dilapidated Pala-o Market and affected vendors will be relocated at the IBJT Northbound Terminal at Tambo. In the event that space at IBJT Northbound will not be enough, those who will not be accommodated will be transferred at the Central Market Area near the pay parking areas of the Ditucalan and Sta. Elena Lines, where the presence of the Public Utility Jeepneys could cause problem to the vendors; WHEREFORE, on motion of Member Eric M. Capitan, duly seconded by Member Samuel P. Baslayan Covered Creek I and II, the drivers of Sta. Elena Line are hereby required to park their vehicles as arranged oy their Transportation Group Administrator, consistent to the guidelines set by Iligan City Traffic and Parking Management Office (ICTPMO) where the Sta . Elena Lines shall exit through Aguinaldo Street and the Ditucalan Lines to exit Quezon Avenue to Gen. Aguinaldo Street.

SECTION 4. - So as not to impede the free flow of vehicular traffic along Cabili Avenue, the drivers of Sta. Elena Line are hereby required to park their vehicles parallel with the vehicles’ front facing Quezon Avenue.

SECTION 5. - The EEDMO in coordination with the Iligan City Traffic Parking and Management Office (ICTPMO) and the Traffic Engineering Office is hereby required to install traffic signs and markings thereat.

SECTION 6. - The authorized Transport Group/Association Administering the assigned Pay Parking Area is to strictly observed proper sanitation and cleanliness at their area of responsibility.

SECTION 7. - Gambling and other forms of immoral and illegal acts while parking in Parking Area II are strictly prohibited.

SECTION 8. Penalty Clause - Failure by any driver or operator or transport Group or Association to observe park regulations and other prohibitions in this Ordinance as determined by the Iligan City Traffic and Parking Management Office (ICTPMO), shall be meted with the following penalties:

a. First Offense - b. Second Offense - c. Third Offense -

SECTION 9. Trust Fund - All fines collected shall be deposited to a special trust fund and shall be utilized to wit:

a. 50% - to the General Fund

b. 25% - to the Apprehending Government Office

c. 25% - to the Apprehending Officer SECTION 10. Implementing Agencies - The agencies or personnel who will be required by the City Mayor thru an Executive Order are from CSU-Traffic, PNP¬Traffic, Task Force Hapsay Dalan, Economic Enterprise Development & Management Office (EEDMO) - Market Police and Barangay Tanod and authorized members from the Transport Group or Association.

SECTION 11. Repealing Clause - City Ordinance No. 12-5831, City Ordinance No. 15-6331 and all previous ordinances, executive orders, rules and regulations or parts thereof which are inconsistent with this ordinance are hereby repealed and modified accordingly.

SECTION 12. Separability Clause. If, for any reason or reasons, any part or provision of this ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and in effect.

SECTION 13. Effectivity. - This Ordinance shall take effect ten days (10) after the publication of a local newspaper, as set forth by law.

DAR Agnor conducts Values, Leadership seminar for ARBs

BUTUAN CITY – Twenty three Agrarian Reform Beneficiaries organizations (ARBOs) underwent a Cooperative Leadership and Values Re-orientation Seminar conducted on April 25-26, May 2-3, 5-6, and910, 2-17 at the Agrarian Information and Marketing Center here.

At least 150 participants that included leaders and officers of agrarian reform beneficiaries (ARBs) in Agusan del Norte belonging to 23 cooperatives, associations, and women’s groups completed the trainings.

The seminar equipped the participants with leadership skills anchored on universal values and principles of cooperativism.

According to Department of Agrarian Reform Cooperative Strengthening Coordinator Juanita Balibay, the seminar was aimed at strengthening the

participants and their organizations with the basic principles of cooperativism and to provide a means to build integrity with the mission and values of the cooperative.

Balibay said the DAR is intensifying its effort to help the cooperative officers to become effective leaders in their organizations.

“The DAR in this province, under the leadership of PARPO II Andre Atega, and in partnership with Propegemus Foundation, Inc., are working closely to empower the farmers and their organizations,” Balibay added.

Manager Sergio Rensulat of Pinana-an, Ambacon and Mat-i ARB Cooperatives (PAM-ARBC) said,”Kami mapasalamaton kay nadugangan ang among kahibalo sa pagpalambo sa kooperatiba (We are thankful that we learned something to improve our cooperative).”

Since their separation, they had never been communicating or supporting either financially or emotionally to each other,neither minding each other affair’s; Petitioner’s seek judicial decree of divorce, thereby, severing their marriage bond on June 25, 2003, so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on May 26, 2017 at 9:00 a.m at which time, date and place. Any interested party may appear and show why the petition should not be granted. “Any arrest, search and seizure executed or implemented in the area or place where Martial Law is effective, including the filing of charges, should comply with the Revised Rules of Court and applicable jurisprudence,” the memorandum said.

The same memorandum directed the DND bureaus and agencies involved in humanitarian activities are hereby enjoined to institute appropriate action on those affected and displaced persons by providing adequate assistance in coordination with other government agencies.

The President cut short his visit to Moscow after declaring martial law in Mindanao following violent clashes between government troops and the Maute Group in Marawi City on Tuesday.

The clashes erupted after security forces troops raided the hideout of Isnilon Hapilon, an Abu Sayyaf leader who has been tagged as the head of the Islamic-inspired terror group in the Philippines.

Duterte said the series of terror acts committed by the Maute group, which included the taking over and burning of several government facilities, establishing checkpoints within the city and flying the ISIS flag, constituted the crime of rebellion.

The acts committed by the terrorist group also resulted in the loss of lives of government forces as well as the displacement of innocent civilians.

“These things government cannot allow. It is an open defiance and the violence, the atrocities continue. Government must put an end to this. I cannot gamble with ISIS because they are everywhere. And, you know what is happening or you must be very aware of what happened in the Middle East,” the President said.

With the declaration of martial law, the privilege of the writ of habeas corpus is likewise suspended in the entire Mindanao island, including the provinces of Basilan, Tawi-Tawi and Sulu.

“Checkpoints will be allowed; searches will be allowed; arrest without a warrant will be allowed in Mindanao. And I do not need to secure any search warrant or a warrant of arrest,” Duterte said.

However, the President said that law-abiding citizens have nothing to worry about the imposition of martial law.

“Remember that this is not intended for the lawabiding citizens. We are the least of your worry,” he said.

“But if you confront government, and my orders are one: to enforce the law.

And anyone caught possessing a gun and confronting us with violence, my orders

are shoot to kill,” he said.

“I said, I will not allow abuses. The courts are open.

But anyone now holding a gun, confronting government with violence, my orders are spare no one.

Let us solve the problem of Mindanao once and for all,” Duterte said.

The President likewise said that he may consider expanding the areas covered by martial law to include the Visayas.

Del Rosario is confident that Mindanao will “emerge stronger, more resilient, more progressive and more peaceful” with the martial law declaration.

Davao Occidental Governor Claude Bautista said: “The declaration of martial law is the right thing to do to safeguard Mindanao and for the President to take immediate steps to solve the situation (in Mindanao).”

Bautista asked residents of the province to stay calm and vigilant.

“Strategic collaboration from all levels of the government as well as the people is what we need to face this crisis,” Bautista said in a text message.

Compostela Valley First district Representative Maricar Zamora called on her constituents to be mindful that people in Marawi are under siege, and “so government need to address lawlessness.” ”We urge everyone to remain calm and sober, and remain wary,” Zamora said, reminding people that the entire island is under military rule.

Z amora advised the public to be mindful of their movements and to always bring an identification card as a precaution.

Davao City Mayor Sara Duterte has issued guidelines for Davaoenos to observe during the martial law period, as she downgraded the city’s status from lockdown to “hold and secure” method in ensuring the security of the residents.

The mayor explained she decided to downgrade the status because in a lockdown, nobody is allowed to go in and out of the city.

She said the government needs to intensify security measures to prevent any diversionary activities or retaliation given that Davao City “is a rallying point in Mindanao.”

“If they want to divert attention, they would do it in Davao,” she stressed.

She emphasized the need to place the city on “hold and secure status” because violence may spread or erupt in Davao City.

Mayor Sara said that aside from the five members of the Maute Group detained at the Maa Jail, there are “members of the Maute who are in the city and under the watch of the military.”

commodities should remain frozen at their prevailing prices and should be placed under price control once an area is declared under state of calamity or under an emergency situation, said the DTI in a press statement.

It said the implementation of price freeze lasts according to the period indicated in the declaration.

In this case, the DTi said the price freeze will run for a period of 60 days unless the president lifts the declaration, the congress revokes Martial Law, or the Supreme Court pushes to null the president’s declaration. Business owners who will be found guilty of violating the Price Act shall be charged an administrative fine of five thousand pesos (Php 5,000) up to One Million Pesos (Php 1M) or 1 up to 10 years imprisonment.

In line with this, it said five government agencies are entrusted to monitor prices in the market to ensure consumers can access goods at reasonable prices.

These are the Department of Trade and Industry (DTI), the Department of Agriculture (DA), the Department of Health (DOH), the Department of Energy (DOE), and members of the Local Price Coordinating Council (LPCC).

The DTI will monitor prices of basic necessities such as bread, canned fish, coffee, salt, potable water in bottles, processed milk, instant noodles, candles, detergent, laundry soap and prime commodities such as flour, vinegar, soy sauce, processed and canned pork/beef/poultry meat, toilet soap, basic construction materials, batteries and basic electrical supplies, and school supplies.

Meanwhile, the DA will monitor prices of fresh and dried vegetable and meat goods, feeds, veterinary products, sugar and cooking oil; the DENR is delegated to monitor prices of firewood, charcoal, nipa shingles, plyboard, plywood, and sawali; the DOE will monitor prices of household liquefied petroleum gas (LPG) and kerosene while the DOH will observe prices of drugs and medicines.

All these implementing agencies enjoin business owners to comply with this mandate. Consumers are also advised to seek lists of prevailing prices of basic necessities and prime commodities in their respective areas.

It also disrupts the processes to produce these energy sources. Firewood takes longer time to dry up and charcoal making halts. Heavy rains brought by typhoons can cause landslides or damages to roads, which can affect the transport of LPG,” Dacuycuy explained.

Also, data from the Household Energy Consumption Survey and the weather data from the Philippine Atmospheric and Geophysical Astronomical Services Administration showed that as heat index increases, energy consumption also increases as “households turn to the most convenient energy source to power cooling appliances.”

The study defined heat index as a human discomfort index that measures the temperature that the human body perceives or feels.

The Philippines is characterized by high temperature, high humidity, and abundant rainfall, which can all affect a body’s temperature.

The same result is drawn from households with higher income level, as these households are able to afford appliances like air conditioning units, water heater, and have floor areas that are bigger, thus requiring more energy.

Data showed that femalemajority households have the highest electricity and LPG monthly consumption. Based on the study, heating water and cooking can increase electricity consumption.

Considering these results, Dacuycuy encouraged the government to find cheaper alternative sources of electricity, which is the energy type used by majority of households in the Philippines.

For poor households in rural areas, Dacuycuy suggested to make charcoal more accessible by ensuring its steady supply by supporting small enterprises related to charcoalmaking in those areas.

But with charcoal’s negative impacts on health, she noted that using LPG may be considered a better alternative and suggested to explore policies that can address constraints on supply and demand side of LPG use.

IBON noted that the declaration comes just days after the Philippine Statistics Authority (PSA) released its report of slowing economic growth in the first quarter of 2017. The PSA reported that the country’s gross domestic product (GDP) slowed to 6.4% in 2017, which is slower than 6.6% in the first quarter of 2016 and 6.9% in the same period in 2015. The PSA also earlier reported official unemployment increasing to 6.6% in January 2017 from 5.8% in the previous year.

The public outcry against the Duterte administration’s declaration is justifiable, IBON said.

While the declaration of a state of martial law is only for a period not exceeding sixty days and while its implications are still not clear, the group said that the experience of economic decline under the long Marcos dictatorship remains fresh.

The country’s last experience with nationwide martial law resulted in a wide range of anti-people neoliberal “free market” policies being forced on the Filipino people, world class bureaucratic corruption, and the unprecedented bloating of the country’s foreign debt and a severe financial burden on the economy, IBON recalled.

The conditions for these still remain, said the group, as the current administration’s economic team is intent on pressing further neoliberal “free market” policies despite their proven development failure. Among others these include an oppressive tax reform package that relieves the rich while burdening the poor and public-private partnership (PPP) deals that subsidize the profits of oligarchic private interests. Corruption and even pork barrel remains endemic in the government. The spectre of onerous loans from China for big-ticket infrastructure and other projects is also looming, said IBON. The country’s experience with martial law has been clearly negative, said IBON. The Duterte administration’s unwarranted declaration of martial law, which is only the third since formal independence in 1946, is a step backward towards worsening elite and undemocratic rule in the country, concluded the group.

President Ro drigo Duterte has assured the public that he will not allow abuses in the implementation of martial law in Mindanao amid concerns raised on the possibility of human rights abuses similar to those perpetrated during the Marcos era.

The President made the assurance in a press briefing shortly upon arriving at the Ninoy Aquino International Airport from a shortened official visit to Russia.

“I will assure you, I am not willing to allow abuses.

Government is still running, the Congress is functioning, and the courts are open for citizens to seek grievance,” Duterte stressed.

He also assured the public that in all decisions and actions, the primordial concern is the safety and the welfare of the people.

DAVAO CITY– The Davao City Tourism Office on Thursday advised tourists to exercise prudence and to go only to main tourism destination sites in the city.
