Iligan exec urges PCSO to stop STL

ILIGAN City--Vice Mayor Jemar Vera Cruz on Monday urged the Philippine Charity Sweepstakes Office (PCSO) to stop the operations of Small Town Lottery (STL) here.

Cruz made the appeal during the City Council’s regular session Monday attended by the representatives from the PCSO and the local STL operators.

He reiterated that the city government of Iligan under Mayor Celso Regencia is opposed to the STL, under the 3A8M, the reported franchise holder of the STL in Iligan City.

The entry of 3A8M only aggravates the proliferation of illegal numbers game in Iligan City, Cruz said.

NPA surrenderers: AFP civic action program against Reds very effective FOR the first time, three former rebels of the New People’s Army (NPA) who recently surrendered confirmed that the civic action program launched by the military has been very effective in the fight against insurgency.

“Keep it up, sustain your so-called Bayanihan civic action program because it is hurting the NPA,” said Ka Jelly (true name withheld for security reasons) in an exclusive interview with the Philippine News Agency (PNA) in Camp Aguinaldo on Tuesday.

Ka Jelly had been with the NPA for almost two decades before he and two of his comrades decided to surrender last May 18 to Brig. Gen. Alan Arrojado, commanding general of the Joint Task Force of the Armed Forces of the Philippines (JTF/AFP), which secures Metro Manila.

Arrojado is a veteran military strategist in the AFP’s war on terror in Mindanao, particularly against the Abu Sayyaf in Sulu and Basilan, before he was assigned to his current position.

Ka Jelly, whose testimony was corroborated by his comrades, Ka Kem and Ka Dodong, said they decided to surrender after realizing that they were fighting fellow Filipinos.

During the interview, Ka Jelly said he considers the AFP’s civic action program a success “because it has been benefiting the people down to the grass root level, since the program includes free medical-dental treatment, food, shelter and other civic actions.”

“That is why I urge the AFP to intensify this Bayanihan civic action program because the NPA is having a hard time countering this humanitarian effort,” he said. “There is no way to put down a good program that benefits the people.”

As a former rebel, Ka Jelly manifested how the communist movement is having a difficult time countering the civic action program undertaken by the AFP through the years that he said should be sustained.

Ka Jelly said he was recruited by the NPA in Compostela Valley in Davao del Sur in 1999 when he was only 17 years old.

“Actually, I joined the NPA just for fun and adventure and my desire to

own a gun,” he said, noting that as a rebel, he participated 15 times in raids of military units in Pantukan, Compostela Valley.

“During the raid of an army detachment in 2003, four soldiers were killed and four others (were) wounded during the hour-long of fighting,” he added.

At the same time, Ka Jelly and his two comrades said that while they hail from Compostela Valley, they were ordered by the Central Committee to come to Luzon to reinforce the depleting NPA fighters in the area in April 2017.

“We travelled for three days and two nights by land on board three vans from Davao to Southern Luzon.

There were no checkpoints along the route, and besides, we did not bring our firearms,” he said.

They were transferred to other vehicles upon arrival in Lucena City and were brought to Quirino, Isabela where they were briefed about their mission as reinforcement coming from Mindanao.

He identified two NPA rebels who met them in Lucena only as Ka Anak and Ka Sera.

During the series of lectures, he counted 210 NPA comrades, 40 of them non-combatants.

It was there that they were told by the sub-region finance committee that the NPA has been experiencing lack of funds, despite the collection of revolutionary taxes.

After staying several

months in Isabela, Ka Jelly thought of surrendering to the government, but the question was how, since the NPA would not allow it.

He hatched a plan by making an excuse that he was to meet a relative in Montalban, Rizal to borrow some money. His request was granted, together with Ka Kem. However, while on their way to Montalban, the NPA leadership in Isabela suspected something fishy, so Ka Dodong was asked to go after Ka Jowell and Ka Kem to make sure they return to Isabela.

But instead of convincing the duo, Ka Dodong was the one convinced to go with them to Montalban.

“It was during this critical moment that we prayed to God for our safety,” Ka Jelly said.

“In fact, I continued to pray even during my stint with the NPA for almost 20 years,” he said, “because I always believe in God Almighty. And God heard my prayers.”

Ka Dodong and Ka Kem also said they did not stop praying while with the rebel movement. The three are members of the Iglesia ni Cristo.

Shortly after reaching Montalban, they sent feelers to the National Intelligence Service Agency (NICA) in Metro Manila that they would like to surrender.

NICA immediately contacted Gen. Arrojado to fetch them.

Without delay, Arrojado sent a team to Montalban

to pick up Ka Jelly, Ka Kem and Ka Dodong.

They were brought to Arrojado’s office in Camp Aguinaldo where they were asked if they had firearms with them.

“They answered yes, but they were buried underground,” said Arrojado, who sent a team of soldiers from the JTF/AFP to go to Isabela to recover the weapons.

He contacted Maj. Gen. Perfecto Rimando, commanding general of the 5th Infantry Division, and Brig.

Gen. Bartolome Bacarro, commander of the 502nd Brigade of the Philippine Army, based in Echague,

Isabela to coordinate with the recovery of the buried firearms.

Arrojado said the troops from JTF, 5th Infantry Division, and 502nd Brigade retrieved five M-16 assault rifles, two M-14 rifles, and one Baby Armalite M653 rifle buried in Sitio Pulang Lupa, Barangay Disimungal, Nagtipunan, Quirino, last Saturday.

two comrades would be happy to see President Rodrigo R. Duterte if given the opportunity to see the commander-in-chief.

Arrojado said the successful mission was a joint effort by the JTF/AFP/PNP/ NICA under the Enhanced Comprehensive Integration Program of the Department of the Interior and Local Government (DILG) to eradicate the long-drawn communist insurgency in the country.

He also expressed hope that other NPA rebels would surrender so that the country would attain lasting peace sooner than later.

Smart backs ecotourism initiatives in N. Mindanao

Cagayan de Oro City-Tourism and planning officers from local government units in Northern Mindanao recently joined an ecotourism workshop initiated by PLDT wireless unit Smart Communications in partnership with the Department of Tourism in Region 10 (DTI-10).

The two-day training was designed to enhance ecotourism knowledge among local stakeholders and equip them for the preparation of their tourism plans.

Facilitated by Mr. Joselito “Boboi” Costas, Cebu provincial tourism officer and founder of Grassroots Travel, a community-based tourism organization, the workshop focused on community participation, protection of natural resources, and ecotourism as business.

The intensive two-day workshop showed the tourism officers the importance of cultural mapping, and their role in conservation and community education.

Apart from the lectures, the participants also learned a lot from an ecotourism game, where they brainstormed with group mates on what decisions would lead their ecotourism development to success.

At the end of the workshop, representatives of each of the five provinces in

the region presented their ecotourism plans, which they would later present to their local chief executives.

“This effort is very useful and timely for our tourism activities,” said Albert Medina, Misamis Occidental tourism officer. One of the major ecotourism projects of the province is to develop

the Mt. Malindang Range Natural Park, which was declared an Asean Heritage Park in 2012.

He said the provincial tourism office would replicate the workshop to provide decision makers and legislators with a better understanding of ecotourism.

Defeating election’s goal

VOTE BUYING marred Monday’s barangay and Sangguniang Kabataan elections. It was so massive that it happened in all voting places in the entire country, so the reports sayThese reports, however, did not come as a big surprise. Its tell-tale signs were all painted on the wall days before the elections. I personally know of a candidate for village chief who set aside P1,000,000 to ensure his election.

The case of that village chief candidate is not peculiar, unique to him only.

His case was the picture all over the country, though admittedly the amount set aside by the others varies depending on the financial status of the candidate and the economic status of the village.

I understand there were many candidates for village chief who allocated more than P1,000,000 to ensure their victory. And add to this the amount of campaign funds municipal, city and provincial chief executives allotted to help their anointed candidates in the barangays win.

Expect that the midterm elections next year will reflect the same scenario that marred Monday’s barangay elections. Expect that the buying and selling of votes next year will be more massive, more brazen and more rampant.

In this regard, I put the blame for this not on the voters or the candidates, because in the Philippines today vote selling and vote buying has become the norm, the rule rather

than the exception, but on the failure of the guardians of morality, primarily the church, in doing its job.

Morals are the domain of the church, not of the politicians.

Sadly, in our country the church has become the agent in reinforcing practices contrary to morals.

Proof? Is it not a fact that candidates line up before leaders of religious sects for their endorsement? Is this the job of society’s guardian of morals? But this has been going on and over the years had been accepted as the norm rather than being abnormal.

There was a baker who bought his butter from a local farmer.

One day the baker decided to weigh the butter.

He was surprised that the farmer had been giving him less butter but still charging him the same price. The baker got very angry! He told the farmer he was a dishonest crook and took him to court.

In court the judge asked the farmer: “Do you have measuring weights and scales?

The farmer answered no. So the judge asked: “Then how do you weigh

the pound of butter you sell to the baker?”

The farmer said: “When the baker started buying butter from me I wanted to help him too, so I started buying his bread for my family.

Since then I’ve been using the baker’s one-pound loaf of bread as the weight to measure my butter.

So if the weight of the butter is wrong, that means the baker has been dishonest and selling less than a full pound loaf of bread to me!”

But even if that other person does have something wrong with them, our own wrong of judging them can be even worse than what we’re judging them for!

Coup warranto

MALAYBALAY City–– Opinions favoring the Supreme Court decision on the quo warranto petition filed by Solicitor General Jose Calida against ousted Chief Justice Maria Lourdes Sereno has been marked by at least three faults: (1) negation of the Constitution as the highest law of the land, (2) resort to verbal acrobatics to twist the meaning of what is otherwise obvious in the provisions [of the Charter] relating to how certain public officials, including the Chief Justice, may be removed from office, and (3) ignoring the principle of check and balance among the three branches of government.

Highest law One need not be a lawyer to understand the supremacy of the Constitution over all other laws. Yet, in a brazen display of selfimposed ignorance dictated by the desire for the blood of a fellow magistrate, eight associate justices would

have us believe that quo warranto, which is not even a law but a mere procedural rule under the Rules of Court, can prevail over the Constitution.

However, Article XI Section 2 of the Constitution provides for impeachment as the only means to remove the President, Vice President, Justices of the SC, Commissioners of the three Constitutional Commissions [Civil Service Commission, Commission on Elections, Commission on Audit], and the Ombudsman. The process of impeachment starts at the House of Representatives and ends at the Senate which either acquits or convicts the impeached official.

‘May’ Defenders of the SC decision claimed that there are no words of exclusivity in as far as impeachment is concerned. They argued that the word “may” in Article XI Section 2 of the Constitution means that

impeachable officials can be removed through other ways. However, they omitted the second sentence of the same proviso which states, “All other public officers and employees may be removed from office as provided by law, but not by impeachment.”

Logic tells us that the phrase “all other public officers and employees” implies the exclusivity of impeachment. It tells us that quo warranto applies to public officers and employees other than the impeachable officials.

Further, in “UCPB General Insurance Company Inc. v. Hughes Electronics Corporation, the SC says that the word “may” is “not mandatory but discretionary. It is an auxiliary verb indicating liberty, opportunity, permission and possibility.” In the case of impeachment, such liberty, opportunity, etc. can only be had if and when an impeachment complaint is filed in

Congress. It is discretionary on the part of Congress, the body tasked to act on impeachment complaints, because it may or may not entertain them.

Adieu, check and balance Note that the bases for the quo warranto petition against Sereno were her failure to file her statement of assets, liabilities and net worth for several years, alleged abuse of power and other accusations that are not even grounds for impeachment. Perhaps this is why Malacañang opted to venture into the quo warranto thing after realizing that impeachment is a long shot.

Impeachment aims to ensure that public officials like the SC justices can perform their functions free from pressure and harassment in case their decisions don’t sit well with others.

Prelate backs election of Sotto as new Senate prexy

A former official of the Catholic Bishops’ Conference of the PhilippinesEpiscopal Commission on Family and Life (CBCPECFL) lauded the election of Senator Vicente Sotto III as Senate President.

“I personally am glad that Senator Tito Sotto was elected Senate President.

Except for that particular issue on the death penalty, he is generally pro-life,” said Fr. Melvin Castro, former CBCP-ECFL executive secretary.

The Catholic priest said that with Sotto taking the Senate’s helm, such measures as divorce and the Sexual Orientation and Gender Identity or Expression (SOGIE), also known as the Anti-Discrimination Bill, will not be passed.

“I believe divorce and the SOGIE bills would not prosper under his term,” he added.

DOH conducts medical checkups on IDPs

ARAWI CIT Y, Lanao del Sur -- The Department of Health (DOH) conducted medical checkups on the internally displaced persons ( I DPs ) i n S a r i m a n o k Tent City in support of the obser vance of the Marawi Week of Peace.

Doctor Siegfried He c t o r R a z o o f D O H Region 10 revealed that the most common health problems at the Sarimanok Tent City are respirator y infections, skin diseases, and hypertension. He added that these diseases were expected due to weather changes in the city, and contamination rate was high due to congestion.

In response, D OH provided patients with the necessary medicines, vitamin supplementation, maintenance, and advice on lifestyle modification.

For almost a year now,

DOH has been providing medical assistance to IDPs in t he for m of medical services, water, sanitation, and hygiene ( WA S H ) m o n i t o r i n g , provision of hygiene kits, mental health and psychosocial support ser vices, and nutrition services. They also refer patients who cannot be accommodated by their ser vices to other more suitable doctors.

Meanwhile, R azo encouraged all patients to take good care of their health.

Mastery Learning: Its effects on students’ achievement and effective learning in Science and Technology IV

The growing demands on the issue of school reform have been noted to continue throughout the next decade because important changes have occurred in preparation for achieving the best instructional strategy.

Teaching has been considered as the transmission of knowledge and information to students’ learning and their successes and failures are influenced much by their attitudes and values towards the subject matter.

Recently, a broad variety of strategies, techniques, methods and approaches are introduced by educators to the teaching process so

as teachers will experience satisfaction in their quest for imparting knowledge to students in order to achieve better students’ performance. In the area of teaching, the lower levels of cognitive development such as knowledge and comprehension were given much emphasis to students in the classroom situation and less attention were given to higher levels of cognitive development such as application, analysis, synthesis and evaluation which are the basis student’s assessment in the processing of information.

Master y learning is

one of the approaches in science teaching that is being rapidly introduced to secondary school for attaining students’ quality learning to achieve quality instruction. In fact, across nations, impressive reports on mastery learning provide several results and attempted to show that individualization of learning was successfully achieved commensurate

with students’ capabilities, aptitudes, and knowledge (Carroll, 1989; Elliot, 2000).

Teachers have been encourage to try several innovative strategies to effect changes towards students’ learning. Mastery of a lesson or content, which is an important factor on students’ learning, needs time.

Through mastery learning, the teachers takes the assurance that the learner attained the needs skills in a prescribed lesson at their own pace with quizzes used to provide feedback on their progress but if they failed, they are moved into an alternate learning activity like a remedial class (Socias, 1986).

With the many instructional models in science

teaching, mastery learning fosters positive learning outcomes. However, educators are not thoroughly convinced whether mastery learning approach can accomplish ‘higher-order” learning skill (Wahlberg, (1995). Many dedicated teachers keep on trying their best on what innovative strategies and approaches will most likely benefit students’ performance. It is high time to review indicators of affective science teaching and find out important learning skills that would enhance meaningful learning.

The problems of teachers in implementing different methods and approaches were found perennial because they do not have

enough time and resources to supplement a new instructional technique due to overload of subjects and the burden of too large classroom size. Teaching innovations and leadership skills were found lacking for those teachers handling science in secondary schools.

New and promising strategies may be introduced to science teachers to ensure opportunities for students’ learning and to effect changes in the classroom. It is for this reason that there is a need to examine the effects of mastery learning as an approach to science teaching and determine how such approach may influence students’ achievement and affective learning outcomes.

Davao City drops in ranking of cities with high HIV cases

AVAOCITY--Davao City is no longer in the top 5 areas with the highest number of Human Immunodeficiency Virus (HIV) cases in the Philippines, according to city health education and population officer Priscilla Senoc on Thursday.

S enoc said the city dropped to number 6 in the latest HIV/AIDS registry of the Department of Health (DOH) with 43 of 912 total new cases in the whole country.

Previously, Davao City recorded 52 cases. Senoc said the drop in ranking could be due to the spike in HIV cases in other provinces.

The DOH report showed that there were 21 deaths recorded from HIV/AIDS. Sexual contact remained as the predominant mode of transmission with 899 of the 912 cases. A total of 774 cases or 86 percent of them were males who had sex with males (MSM) population.

The MSM recorded 542 cases followed by 232 for those having sex with both male and female or bisexuals and 125 for male-to-female sexual contact.

Another mode of transmission was needle sharing among drug users, totaling to 11 cases.

The number of cases in January already reached

1,021 and February with 871 cases, bringing the total for the first quarter of 2018 to 2,804 new HIV cases.

From 1984 up to the March 2018, a total of 53,192 HIV cases were recorded by the DOH. Of the number, 5,484 cases developed into AIDS cases that resulted in 2,518 deaths.

Balutan explained that the slight decrease was attributed to the termination of some Authorized Agent Corporations (AAC) for violating the Implementing Rules and Regulations (IRR).

“From 84, there are now 81 STL operators. We have to terminate erring AACs because of repeated violations of the STL-IRR, especially under-remittance of the Presumptive Monthly Retail Receipt (PMRR)”, Balutan said.

“This is the reason why there will be a temporary slowing down of revenues from the STL because some AACs was sanctioned and/ or terminated for violations of the IRR. The PCSO Board is now opening applications to replace these terminated AACs. We shall not hesitate to terminate more if they don’t pay the correct PMRR,” Balutan added.

Early this year, the PCSO had a consultative meeting with the AACs from all over the country to discuss some revisions of the IRR. It also aims to address issues and problems concerning the shortfalls of STL operators in their PMRR.

“We are going to fasttrack the process of bidding to prevent illegal numbers game operators from putting up jueteng like what’s happening in other provinces. When there’s no legal operator, illegal operators come in. And they are out there to discredit PCSO’s STL program,” Balutan said.

“For our part, we shall continue to support President Rodrigo Duterte’s allout war against anti-illegal gambling by strengthening our IRR and completely eradicating jueteng, masiao, swertres, peryahan ng bayan, and all forms of illegal gambling,” Balutan added.

A closer look at the region’s Gross Generation data from 2015-2017 shows that coal fired power plants continue to gain a larger share of the power mix from 42% (2016) to 45% (2017) even as the traditionally renewable energy region hosting the Agus Hydropower Complex reverted to 44% due to favorable weather conditions and distribution utilities continued scaling back from more expensive oil-fired power plants from 11% in 2016 to only 3% by 2017.

E le c t r icit y s a les of distribution utilities performed even better with an 18.8 percent upsurge to 2,588,983 MWh in 2017 from 2,178,639 MWh in 2016 (which was a 6.9 percent reduction from 2,340,389 MWh in 2015) as households, industries and commercial establishments took advantage of the readily available power to ramp up previously suppressed expansion plans.

However, transmission sales dropped 8.5 percent to 2,230,470 MWh in 2017 from 2,178,639 MWh as grid operator National Grid Corporation of the Philippines turned over many of its 69KVA transmission assets to distribution utilities as mandated under the EPIRA Law and an increasing number of distribution utilities resorted to generators embedded in their franchise areas.

“The decrease in NGCP transmission sales is not due

to the disposal by the NGCP of its 69-kV lines, but due to the increase in generation from power plants, (mostly diesel-fueled, but also the small hydro power plants), that are embedded in the distribution systems of the DUs, which are not transmitted to end-users through NGCP-owned transmission lines,” an industry observer noted.

Growth in the region’s electricity subsector is expected to improve further once two big ticket coal fired power plants starts full operations and nine other renewable energy projects in Misamis Oriental and Bukidnon start operations.

For 2017, DTI 10 records show the FDC Misamis Power Plant at the Phividec Industrial Estate in Villanueva, Misamis Oriental were still continuing construction of its P30-B coal fired power plant, the erstwhile biggest power plant in Mindanao with a total output of 405 megawatts (MW.) However, it will be eclipsed by the 552MW GN Power Kauswagan coal fired power plant in Lanao Del Norte once the latter starts operations later this year. The USD 2.5-Billion (P12.5-B) power plant is a joint venture of Ayala Corporation and shell company Power Partners Ltd. Co. DTI-10 records for 2017 show three mini hydro and one solar power plant under construction in Bukidnon with a total investment of P2.15-B. Similarly, four firms have filed for incentives with the Board of Investments Region 10 office for five renewable energy projects, also in Bukidnon including biomass, solar and hydropower plants with a total investment of P5.23-B. Besides electricity, the water sector continues to grow as volume of water sales by water utilities and bulk water suppliers continued, growing 5.4 percent from 53,847,718 cubic meters (cu.m.) in 2015 to 56,777,651 cu.m. In 2016, and further, albeit a tad slower at 4.6 percent to 59,422,709 cu.m. in 2017.

the PCSO to help in the campaign to stamp out jueteng and to democratize charity at the national and local levels by introducing an alternative – the Small Town Lottery or STL. The PCSO Board of Directors approved a resolution calling for a test run of the S-T-L on December 28, 2005.

Resolution No. 464 likewise, effected the approval of the rules and regulations governing the conduct of STL in selected pilot areas in Luzon.

The new STL is a democratized form of the grassroots-based lottery and charity first introduced during the time of President Corazon Aquino.

Incorporating the lessons learned from the first

STL, the PCSO launched the new, reinforced STL in mid-February 2006 under a test-run mode.

The experimental feature of the new STL gives it the flexibility to institute needed changes during its test-run phase. It is a feature that was absent during the first STL. By operating under a test-run mode for a period of one-year, the PCSO was able to adopt changes needed to make the game effective as a local governmentsbased charity mechanism for PCSO, even as the new STL provided livelihood for those displaced by President Arroyo’s anti-jueteng campaign.

The PCSO executed contracts with private corporations for the test runs of STL, with the understanding that a contract is revoke once the corporation violates any of the provisions in its approved contract.

In late March 2006, the National Police Commission, in coordination with PCSO, released guidelines for STL operation. Under the guidelines, police cannot arrest anybody authorized by the PCSO to operate the STL except if there are complaints from the PCSO, local government officials, religious groups, and nongovernment organizations.

Operators who violate Republic Act 9287 or the anti-illegal gambling act would be subject of arrest.

Under the STL charity, fund-sharing scheme, STL revenues are divided as follows: city or municipality, 10 percent; provincial government, 5 percent; congressional district, 2.5 percent; and PNP, 5 percent.

The PCSO also executed memorandum of agreements (MOAs) with the local government units on how to disburse the funds given to them via STL. The remaining 7.5 percent of the charity fund will go to PCSO. Implementing the STL has allowed the PCSO to provide immediate and localized funding assistance for health and developmental projects in various localities.

By the end of 2007, the PCSO has launched the STL in 15 approved test run areas. These include: Quezon province, Angeles City, Bataan, Occidental Mindoro, Pampanga, Laguna, Bulacan, Negros Oriental, Iloilo City, Tarlac, Oriental Mindoro, Ilocos Norte, Albay, Olongapo City, Batangas.

During its first year of operations (2006-2007), STL generated revenues totaling to more than P3 billion, creating about 62,500 jobs and livelihood for displaced cabos and cobradores, as well as for the organic staff of the agent-corporations.

But the SC, by entertaining Calida’s petition, has usurped the powers of Congress and legitimized to some extent the increasing efforts by President Duterte to reinstate strongman rule.

This he wishes to accomplish by doing away with the principle of check and balance among the three branches of government.

By kowtowing to the whim of the executive the SC, the supposed last bastion of democracy, has surrendered its soul before the altar of despotism.

Why, the associate justices who had shown bias against Sereno did not even care to observe delicadeza by refusing to inhibit themselves from the quo warranto proceeding. This could be worse than the sight of that martial law era Chief Justice who loved to hold the umbrella for former first lady Imelda Marcos.

In the first weeks of the Marawi conflict, the ICRC and the PRC worked to help reunite people separated by the hostilities. The PRC established welfare desks at evacuation centres, where hundreds of people registered.

Many of them reconnected and reunited with their loved ones, with or without the help of the Red Cross, in the weeks and months following the separation, which was considered the emergency phase.

The authorities are the ones responsible to account for all those who went missing in relation to the conflict. But sometimes families may not feel at ease to report these cases for a number of reasons, including lack of information, cultural beliefs or fear of stigmatization. In such circumstances,

the ICRC can provide a safe space for them to reach out, to try to find answers and overcome the difficulties that the disappearance of their loved ones have caused.

We encourage those who have information about people who went missing in the Marawi conflict to approach the Red Cross. Thanks to our presence in Marawi, both the ICRC and the PRC are already collecting such information and at present over 100 cases are being verified.

What can the Red Cross do for people with missing relatives?

As part of our ongoing response to the conflict in Marawi, the ICRC and the PRC have stepped up efforts to get back to families who reported having missing relatives.

In Marawi, we believe there is space for an independent and neutral humanitarian organization such as the ICRC so that these families may openly share their concerns and needs. The Red Cross can help them try find answers about the disappearance of their loved ones.

We work only with the immediate relatives of the missing persons. Our support for them depends on what they want or need. Do they want to continue the search? How much information can the ICRC share with the authorities and other parties? We share the information only with the consent of the family.

Our approach is centred towards the victims of the conflict: on one side, the families of missing people who have the “right to know” where their missing relatives are or what has happened to them, and, on the other, the dead who should be respected and managed in a dignified manner. We are not creating a parallel system (to the government) but rather complementing it.

On these issues, the ICRC is putting its experience and expertise at the service of authorities in charge. In particular, it has supported the work of the Management of Dead and Missing cluster of the National Disaster Risk Reduction and Management Council.

How long will this process take?

Speaking on the basis of the ICRC’s experience in other countries, the process of clarifying the fate of the missing may take years or even decades. Proper retrieval and management of human remains by the authorities is of crucial importance to increase the possibility of families to eventually get some answers.

The bottom line is that this issue must be prioritized in the rebuilding of Marawi City, and the healing of its people.

Families have the right to know the fate of their loved ones under the international humanitarian law. It is important to remind that the authorities have the ultimate responsibility for preventing disappearances and for clarifying what has happened to the missing persons.

The ICRC is a neutral, impartial and independent humanitarian organization and has been assisting people affected by the fighting in Marawi City since May 2017, together with the Philippine Red Cross.
