MANILA––On its 51st year, the Philippine Press Institute, also known as the national association of newspapers, elected its officers and trustees at Diamond Hotel during its Annual Membership Meeting, a kick-off to the 19th National Press Forum, May 14-16.

Elected anew as Trustee for Mindanao is Mindanao Daily News Editor in Chief Mr. Allan M. Mediante.

Mr. Mediante had been serving the institute since the 90s. He was elected PPI Trustee for Mindanao in 2002, and 2007. This is his third stint as Mindanao Trustee.

Ferrer lauds Congress for retaining substantive elements of BBL

Miriam Coronel-Ferrer conveyed her appreciation to the members of the House of Representatives ad hoc committee on the Bangsamoro Basic Law (BBL) for exerting due diligence as they deliberated and voted on every section of the proposed measure, noting that substantive elements of the proposed law were retained in re-

sponse to the call of the Bangsamoro people for genuine autonomy.

“We have been monitoring the proceedings in Congress since Monday and we definitely appreciate that our honorable representatives have exerted all efforts and and responded to the call of the people to draft a BBL consistent with the CAB (Comprehensive Agreement on the Bangsamoro) and in accordance to the

1987 Philippine Constitution,” she said as the ad hoc committee on the BBL approved the proposed law at the committee level today, May 20.

The line by line voting on the specific provisions on the proposed BBL started Monday afternoon, May 18. The lawmakers resumed their session early morning Tuesday and adjourned once more around 11 p.m.

The Ad Hoc Committee continued its proceedings today for referral of the bill to the House committee on appropriations and the committee on ways and means before submission to plenary.

The chief peace negotiator added that most articles, especially on fiscal and economic matters were also preserved. “We are thankful that substantive parts and the spirit of the BBL to address the Bangsamoro aspiration for political and fiscal autonomy were heeded by our lawmakers in their voting on the provisions of the Bangsamoro law.”

During the two-day proceedings, the ad hoc committee has entrenched

certain substantial changes to the bill such as the provision for the Chief Minister to have two deputies, one from the island provinces and another from central Mindanao; as well as the unequivocal recognition of the validity of the Indigenous Peoples’ Rights Act (IPRA) in the Bangsamoro. The latter has allayed the anxiety of the Lumad communities who have been clamoring for the same.

“The welfare of the indigenous peoples has been enhanced. The same is true with the protection of women’s rights and welfare.

While there were cutbacks on the jurisdiction of the Bangsamoro government over natural resources, the wealth-sharing from the exploration, development,

and utilization of these resources were not changed,” continued Ferrer.

One step closer to BBL passage Presidential Adviser on the Peace Process Teresita Quintos Deles hailed the passage of the BBL at the committee level, saying that “this is a good day in our quest for just and lasting peace as the draft BBL is one step closer to passage, having been approved on the committee level.”

atural resources provide food, water, energy, tourist attractions, medicines and flood control throughout the Philippines. Named one of the world’s 18 “megadiversity countries” by Conservation International, the Philippines is home to more than 20,000 endemic plants and animals.

Meanwhile, illegal wildlife trade and deforestation deplete these species and their habitats, destabilizing the nation.

In 2012, USAID launched the five year, $22.5 million Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+WISER) Program to help the Philippines conserve biodiversity, manage forests, support low emissions, and contribute to disaster risk reduction

in seven protected areas in the country.

Key to the program’s success are partners like Joel Mabandos, 27, who guides trekkers in Mindanao’s Mount Apo Natural Park. A home to unique plants and animals, the park, a 64,053-hectare protected area in southern Philippines, boasts the country’s highest peak, attracting tourists and providing livelihoods for its inhabitants.

Guides like Mabandos earn about $8 per day—well above the local $6 minimum wage. His earnings contribute to his household income and send his siblings to school.

“I have been a guide since I was 14. This job is fulfilling. I’ll probably get old doing the same thing,” said Mabandos. He is a Manobo, an indigenous people of Mindanao. His family has tended to the mountain for generations.

In February 2015, USAID helped the Mount Apo Management Board pass a common policy, allowing the park’s local governments to better manage the trails, campsites, waste, guides, tourist traffic and fees.

Two of the six local governments have already passed ordinances adopting the policy. The policy includes a 10 percent increase in fees and penalties to generate more than $70,000 annually for the park and boost income for the 450 mountain guides.

Is BBL constitutional and doable?

Senator Teofisto “TG” Guingona III on Wednesday called on fellow legislators to ensure that the draft Bangsamoro Basic Law (BBL) “must be able to withstand any and all challenge as to its constitutionality.”

The Constitution “remains the primary and supreme framework for peace negotiations.” The power of the President to enter into peace negotiations and the mandate of the government

The constitution is also the basis and the only reason why we can even talk about the creation of autonomous regions in Mindanao and elsewhere in the country.

All must be forewarned that serious challenges to the constitutionality of the proposed BBL may result in greater instability in the

Mindanao region, and put at risk the people’s trust and confidence in the peace process.

However, the spirit and intent of the agreements reached during the peace process should be maintained “while observing constitutional guidelines at all times.”

The proposed BBL is an in instrument in the peace process aimed at improving the life of the people in the areas to be covered by

it. Indeed, there is a need for a BBL which is “both easy to understand and to implement.”

The final draft of the BBL will be submitted to a plebiscite. Therefore, it must clear and understandable in order to rally support.

The BBL is intended to live longer than its authors, thus it is important that those who will be left to implement it are clear as to the meaning and objectives of its contents.

Employing patronage, the dynasties fan the community’s fascination for “royalty”. And, sadly, everyone plays along, keeping alive the pretense and the regal affectations of pretentious dynasties.

And so doing, the people themselves denigrate citizen sovereignty, and democracy itself. It is they who keep such dynasties in power, kowtowing to their whims and caprices, indulging their misplaced self-importance, tolerating their presumptuous attitudes.

It is very bad. It is not good to let public servants indulge in royal pretensions or fantasies. It feeds their vanity and heightens their propensity for abuse.

It deepens their sense of entitlement. It drives them

to corruption. ***** Deferential behavior towards pretentious trapos is bad. It encourages them to assume royal airs, and to expect royal treatment.

Before long, instead of act like the public servants that they are, they start believing they’re a special breed, are above the law, and can do no wrong.

That’s how we give them wrong ideas about their importance and their indispensability to our community and society. Supporting them and their dynasty oversteps the line beyond what’s proper, legal, or even immoral.

Political fantasy must never trump reality. Public servants must never get away with strutting around flaunting their power and privilege, making naïve people believe themselves to be their “subjects.” Public servants must never mistake themselves as parent-figures either: a patriarch or matriarch presiding over the family (community)—as in Ama or Ina ng Bayan. It is improper; but no one bothers to rectify the attitude or

in our character and way of living.

So we don’t need to talk to the dead to find out about life after death. Jesus Christ has already told us the truth and everything we need to know to go where we want to live after we die—together with Him and His true family in heaven.

So for your own peace of mind and safety, won’t you ask Jesus to forgive you for living your own way before it’s too late? Then ask Him to take full charge of your heart and help you start living His way every day, for the rest of your life.

Our fascination with titles and dynasties

CAGAYAN de Oro City -- I guess it’s human to be fascinated by titles—especially “royal” titles like “datu,” “sultan,” or other honorific including the academic variety like “Doctor,” “Attorney,” or “Engineer.”

Titles bespeak pedigree, nobility, or royalty: a fascination fairly wellestablished in our society.

Where there’s a dearth of titled or pedigreed people, we resort to make-believe.

We crown a make-believe princess or queen during fiestas. We hold festivals where a “Mr This or Mrs That” is chosen or elected— who then ascend a royal “throne” and reign for a day or week or longer.

“Royal” pageants are regular features in our communities—in neighborhoods, schools, districts, municipalities, provinces, in churches too. ***** Even politics is not spared such royal makebelieve. Elections in many places assume the character of beauty pageants, or royal battles, their winners behaving thereafter like a reigning queen or king.

And it often happens that

the make-believe takes on an earnestness that makes politicos act out the fantasy and forget why they’re in office, which is to serve the community and enhance quality of life.

In their eagerness to act out their royal pretensions, they forget what they’re in office for, their obligations as public servants. Believing they’ve acquired a certain nobility by winning public acclaim during the election, they actually think they’ve entered the ranks of royalty.

And where a royal family reigns, can a royal dynasty be far behind? From such fantasy arises ambition to extend the rule of family or clan indefinitely. Thus

Jesus Christ made it very clear that we already know where we’re going after we die, since it’s only now that we can choose where we’ll live after we die. He warns us that it will be too late after we die to choose or change our mind. Jesus said there are only two choices: to completely believe Him and live His way everyday, or, to keep living our own way. Heaven or hell. When we think of others more often than ourselves we battle with our selfishness. It’s not asking us to think badly of ourselves, but instead to think higher of others. This can mean we give others the benefit of the doubt, release our grudges, and pay attention to the thoughtfulness others extend to us. Work today towards thinking of others more.

AGAYAN de Oro City––The city council has deferred the urgent resolution of City Mayor Oscar Moreno in declaring 15 agricultural villages here under the “state of calamity” due to the reported damaged of agricultural crops spawned by the long dry spell.

Capitol gears for ‘Brigada,’ sends supplies to 400 bgys

MISAMIS Oriental––The provincial government has sent various repair materials to over 400 public schools in Misamis Oriental in preparation for the annual “Brigada Eskwela” next week, a senior official said.

Ferdinand Dy, the acting head of the provincial disas-

ter risk reduction council, said that the province has started distributing 3,300 Plywood and 3,100 bags of cement to 413 public schools in Misamis Oriental starting Monday.

He said that the province has deployed about 10 dump trucks to distribute the materials to elementary public schools in the coastal town of Luga-it in the east and

to the town of Magsaysay in the province’s west coast.

“Aside from the building materials, the province also distributed 612 cans of paint of varied colors with a complement of 309 roller brush,” Dy said.

COTABATO City—At least 35 Overseas Filipino Workers (OFWs) and their dependents benefited from the basic training for Cosmetol-

ogy given by the Overseas Workers Welfare Administration-Autonomous Region in Muslim Mindanao (OWWA-ARMM) last May 6-8 at Al-nor Hotel Convention Center here.

Dubbed “Ganda Mo, Kinabukasan Ko” the training aims to equip and en-

hance OFWs and their dependents with knowledge and skills, to enhance their capabilities which they can use when they go back abroad or in their businesses upon their return if they choose to stay here.

OWWA-ARMM acting Regional Director Uga L. Sulaiman said: “We conducted this Cosmetology training, basically, for the

Pelaez said he was moved to propose the measure after many officials in the 424 barangays in the province confided to him that they dole out even their own personal resources to address concerns and requests for help from their respective constituents.

Under the current situation, barangay officials have to contend receiving honoraria computed merely from the internal revenue allotment (IRA) that their villages are receiving. Pelaez

dubbed the current practice as “unstable, unfixed and prone to changes and political machinations.”

The vice governor further pointed out that it is unfair for barangays in poorer municipalities which receive lower IRAs as compared to the barangays in the cities of El Salvador and Gingoog.

he Culinary Institute of Cagayan de Oro (CIC), as the First Culinary School in Northern Mindanao, maintains a curriculum at par with international standards and offers numerous class schedules to suit a student’s time preference. With a commitment to help its students complete a Diploma in Culinary Arts with Holistic Nutrition and/ or a Diploma in Baking and Pastry Arts, successful CIC graduates have been recognized to easily secure job positions in their chosen field or set up business.

This year was CIC’s 7th Graduation Ceremony and it was held on May 10, 2015 at N Hotel. Families, friends, Chef Instructors, Administration, Faculty, Staff and a Guest Speaker were all present that afternoon. Prior to the Ceremony was the Baccalaureate Mass officiated by Rev. Fr. Fermin Tan to seek guidance, wisdom and most importantly receive God’s grace.

The Graduation Ceremony immediately followed. School President Dr. Maria Emilyn B. de Marcaida and the Chairman of the Board, Mr. Karlo R. de Marcaida graced the Ceremony. Together with them were Mr. Alfredo T. Limbaga, MBA (Executive Vice President), Celebrity Chef Maria Lourdes C. Caudal (Program Director), Ms. Carla H. Talampas, MBA (AVP and School Administrator), and Ms. Edna N. Arante (School Registrar).

The Chef Instructors present were the following: Chef Anthony Troy M. Morales, Chef Nadine Madrigal, Chef Audrey C. Ramos, Chef Candice R. Chan, Chef Hannah Lei G. Tiro, Chef Ivy Carla B. Trapero and Chef James Israel M. Damasco. Also present were the CIC Admin and Staff.

Chef Jose Lowie “Jay” M. Garife, a Chef and a Businessman who was CIC’s first Fast Track Culinary Student was the Keynote Speaker for the Inspirational Talk to the graduates. Chef Jay shared his personal experience when he was hired as a chef abroad where he cooked for a lot of Hollywood stars before coming back to the Philippines to enroll in CIC. After his Fast Track schooling, Chef Jay established his own restaurants and to name one, he currently owns the famous Taco Surf from Dumaguete. He motivated them to keep their dreams alive especially on their culinary journey because “dreams come true” which he was able to prove to himself.

That is Culinary Institute of Cagayan de Oro’s theme for its 5th year and to celebrate the many achievements the Institute has reached, an exclusive party was organized. It was a night in celebration of camaraderie and success; a feat made possible through the many cooperative students and staff.

A lot of CIC students from different Culinary and Baking batches graced the night: Graduates, Student Chefs, Apprentice Chefs, Admin and Staff. The CIC Family organized an Audio-Visual Presentation where the CIC students gave their anniversary greetings; a presentation in which students from around the globe participated in by sending in their own videos in advance prior to the party. Aside from the CIC students, the Professional World Academy (PWA) Family and Ms. Loren Yasay (Centrio Marketing Manager) also gave their anniversary greetings.

Intermission numbers from different batches were also presented to showcase how CIC students don’t only know how to cook inside the kitchen, but that they own the stage, too. DSWD joins KOMPRe Ipadama Fair Davao City -As part of its External Convergence Strategy with civil society organizations (CSOs) in implementing social protection programs, the Department of Social Welfare and Development (DSWD) will participate in the Ipadama ang Reporma Fair set on Thursday, May 22 in Barangay Lasang here.

Organized by the Koalisyon ng Mamamayan para sa Reporma (KOMPRe), the fair will serve as a one-stop shop for various government frontline services allowing for promotion, information dissemination, access to and availment of services and application/ registration to several government procedures.

It aims to make existing reforms felt by as many

Filipinos as possible by bringing needed government services closer to communities to help them conveniently access these with proper orientation and guidance, to strengthen the Ipadama ang Reporma campaign messaging, and to share good news and success stories about reform initiatives.

The City’s Disaster Risk Reduction and Management Council (CDRRMC) have submitted a consolidated report about the estimated damaged of crops and farm animals in the 15 villages here “hardest hit” by the long dry spell that became the basis for the endorsement of the proposed resolution.

Moreno has proposed the passage of a resolution that would allow the city executive department the release of Php 60 million from the city’s Calamity Fund.

The City Council, however, put a spike on the proposed resolution pending a review, study, and recommendation by the committee on agriculture on the actual extent of agricultural damage in the affected area.

“We cannot simply allow the release of the amount without an official resolution by the local village officials that would certify the value of the crops that have been damaged by long drought in areas concerned,” a city council official said.

City Councilor Alden Bacal, a member of the committee on agriculture and fisheries, said that the representatives from the City Agricultural and Veterinary Services Office, CSWD, Department of Agriculture (DA), chairman of CDRRMO and barangay chairmen of the affected hinterland barangays to attend the meeting on Wednesday.

The affected rural villages in Cagayan De Oro City are the Barangays of Balubal, Pagatpat, San Simon, Lumbia, Pagalungan, Tagpangi, Bayanga, Mambuaya, Dansolihon, Tuburan, Pigsag-an, Tumpagon, Tignapoloan, FS Catanico and Canitoan all farming villages here.

They were also given tips on the use and choice of beauty paraphernalia, make-up kits/products’ nature/qualities and proper dealing/management of clients/customers.

Sulaiman said: “This activity is part of an OWWA’s reintegration program which started last year with the objective of reintegrating OFWs to Philippine Society mainstream. In this way, they can have access to our

other programs like livelihood, loan grants, community organizing, and trainings on capability building.”

“We also offer various programs and projects like scholarships, techno transfer, and computer education for the dependents of OFWs. They are free. If they want to avail, all they have to do is register to our office,” added Sulaiman.

Beauty kits and paraphernalia/tools were given to participants after their graduation. ‘This will enable the participants to use the skills they learned here as soon as they want so they can start their business right away-and that means additional income right “asap,” beamed Sulaiman.

Gov. Emano welcomes agriculturists and technicians to its 15th annual convention; waits for its output

Misamis Oriental needs the output of the 15th annual conference of city and municipal agriculturists and technicians as he may use it as the solution on the effects of climate change issues on the province's agriculture sector.

"The success of our agriculture sector will also define how successful we are on our main development plan which is anchored on tourism." Gov. Emano said in his message to the delegates.

The Governor, who is an agriculturist by profession, said this is the main reason why all tourist spots developed in the several areas of the province, there is a comprehensive agricultural and marine development plans to provide farmers with viable livelihood projects.

"That is why we have these plans piggy-backed with our tourism development plan because the success of our farmers mean we can feed those who will come to our province as tourists and ourselves. For if we cannot feed our own people, how can we satisfy the needs of our tourists?"

Gov. Emano added.

Further. he told the delegates that he was constrained to have a holistic approach to the development of the province after he found out it has limited funds but with so much indebtedness left to him by the previous administration.

"However, our investors on the agricultural sector and farmers need to go on a critical paradigm shift as new issues arise brought about by climate change," Gov. Emano added.

He also told the delegates that under his administra-

tion, the province has undertaken some innovative approches in increasing agricultural productivity on which upon hearing such, many of the delegates said they would recommend to their local chief executive for adoption and duplication.

"One of the sure measures on increasing agricultural productivity is through mechanized farming. But majority of those in the agricultural sector are small farmers who have no chance of acquiring any piece of farm equipment. That is why through our provincial agriculture office we have been plowing farms with the use of our tractor at no cost to the farmers; not even for gas," Gov. Emano said.
