It has been exactly one year today since Diwata-1, the first Filipino-made microsatellite has been deployed in the outer space. To mark this milestone, the Department of Science and Technology (DOST) has put up a technology showcase at the Advanced Science Institute of Space Technologies (ASTI) building in Quezon City. The showcase features a live demonstration of the Philippine Earth Data Resource Observation (PEDRO) facility located inside the building. PEDRO ser ves as a ground receiving station that processes and distributes multi-sensor images and telemetry data from different earth observation satellites orbiting over the country. Diwata-1 has four cameras that continuously take pictures of the Philippines. These images will be used for research and in remote sensing. Merlinda Donasco, City Agriculture Office (CAO) chief, said Friday the locusts have settled in the past several days along the perimeter and grassy areas of the airport, especially near the runway. She said they were initially informed last Monday by personnel of the Civil Aviation Authority of the Philippines (CAAP) about the presence of locusts and reported problems encountered by an aircraft. On Wednesday, she said CAAP informed them that the locusts have reached the main runway and caused problems to at least two aircrafts. Donasco said they immediately conducted chemical spraying on the affected areas in coordination with CAAP to control the number of the locusts and prevent them from spreading in other portions of the airport. “We’re continually monitoring the situation there and we’re working on some further interventions to totally clear them from the airport,” she said in an interview over Brigada News TV. Citing their assessment, she said the locust swarms came from farms and grassy fields in nearby T’boli town in South Cotabato and Maasim in Sarangani. She said they could have been driven to the area due to wind direction and their migratory nature. Donasco said the presence of locust swarms were initially reported by concerned residents in portions of Barangay San Jose last April 13. She said they inspected the area the next day and found them in Puroks Pataldaw and Blagan of San Jose. Two days later, they received reports that the locusts have reached portions of the Alcantara ranch, which is located beside the airport. Donasco said they have already coordinated with the Department of Agriculture’s Regional Crop Protection Center in Region 12 to control the spread of the locusts and further prevent them from infesting local farm areas. As of Friday, she said they estimated that around 40 to 50 hectares of farm areas were already affected by locust attacks. The official said they have scheduled massive chemical spraying operations starting May 2 in the affected farm areas. Owing to this, she advised residents to refrain from consuming locusts to avoid possible poisoning. She urged residents in areas near Barangay San Jose to immediately report any presence of locust swarms to their barangay officials and assigned CAO technicians. The city experienced a major locust infestation starting September last year and was only controlled in December. It also reached portions of the airport and eventually invaded grassy areas near the runway. (MindaNews)

The whole affair showed the blatant disregard of Manila policemen, who call themselves as “Manila’s Finest”, of the rights of men and women arrested or invited for questioning in connection with a crime, provided for by the 1992 law called Republic Act 7438. What is Republic Act 7438? Its full title says: An Act Defining Certain Rights of Persons Arrested, Detained,

or Under Custodial Investigation as well as the Duties of the Arresting, Detaining, and Investigating Officers, and Providing Penalties for the Violations Thereof. -oooPOLICE HAVE THE DUTY TO GIVE A LAWYER TO ARRESTED SUSPECTS: I will let RA 7438 itself speak about the rights of anyone being arrested, detained, or invited for questioning, and about the duties of the arresting, detaining, and investigating officers. Here are its important provisions: “ a) Any person arrested detained or under custodial investigation shall at all times be assisted by counsel. “(b) Any public officer or employee, or anyone acting under his order or his place, who arrests, detains or investigates any person for the commission of an offense shall inform the latter, in a language known to and understood by him, of his rights to remain silent and to have competent and independent counsel, preferably of his own choice, who shall at all times be allowed to confer privately with the person arrested, detained or under custodial investigation.

bows to Amelia Varela’s prevailing culture of public offices, in general—culture of bureaucratic mediocrity, corruption, ambiguity, dualism and patronage—the environment more observable before president Duterte? Is he or she a staunch defender of the status quo and treats innovators and moral figures as bad eggs in the organization? Is he or she the personality that does not get overwhelmed with some bestowed power? If the candidate passes these questions of scrutiny, then I can vouch that he or she has half of the qualities. He or she will be spared of the two previous disasters. To emphasize, however, the presence or absence of legal suits as a requirement of selection is too simplistic. In the search for Bohol Island State University’s (BISU) new president, I also noted a highlighted qualification—earned doc-

torate degree. As if earned doctorate degrees are really that reliable. Suppose this is a search for a good stage performer, I am talking about choosing between a Doctor of Music holder vis-à-vis the likes of Andrea Bocelli or Lea Salonga. Given such choices, I opt for Bocelli and Salonga. Never mind those flaunting for diplomas, which mean nothing—only diplomas after striving to achieve what they could not. No one can blame me if I have a generally low appreciation of earned doctorate degrees like imminent scholars have. In Iloilo, a research firm is known to produce dissertations for a fee which makes earning doctorate degrees a mere gown purchased at a price. Any non-intellectual who has the money can afford it and they can fake their degrees so easily. There is no audit for earning doctorate degrees that is why some thinkers no longer give so much attention to them. Some can pay ghost writers and end up with what they should take pride of-- “Doctor of Ghostwriting”. Anyone can hire ghostwriters to finish a dissertation for a much-awaited pretension. So what should the search committee look in lieu of the candidate’s academic qualification?

Let us base it on the international bases for promoting academics— research and publications in peer-reviewed journals in the local and international levels. If we ignore these, we become arrogant and blind, saying we can still avoid the pressure of globalization which is impossible. Remember that doctors become doctors because of what new ideas they can contribute to their fields, not because of finishing a dissertation, which is just an amateur output if not published in refereed international journals. And what about the requirement for a candidate to have held administrative positions like being a dean or chairman? These experiences may help for the position, but not a shortcut to the world-wide basis for promoting academics. If one takes shortcuts, we should consider that this will spell disaster. Let me illustrate why: in one typical academia, those who are promoted may not necessarily be champions of the international standard for promotion—even too amateur. But if an organization gives them positions, they become the undesired figureheads of a “productive” academia. They can most likely become insecure See SEARCH, page 11

THE founding chair of the Moro National Liberation Front (MNLF) has sought, through his lawyer, an extension of his six-month temporary liberty beyond April 27, the day it was supposed to have lapsed. Nabil Tan, Deputy Presidential Adviser on the Peace Process and chair of the government’s Peace Implementing Panel in the peace process with the MNLF, told MindaNews the motion was filed on April 26 and the court has set a hearing on May 3 to decide on the motion.

Randolph Parcasio, chair of the MNLF-Misuari’s peace implementing panel has declined to answer questions on the motion to extend. “No comment sa ako ha,” he said on April 21. MindaNews repeatedly asked him but as of 5 p.m., April 28, he has sent no reply. Some honorary doctorate degrees are based on the contributions of a person to his field such as the number of sponsored studies and international and local academic publications. They are, in many cases, more reliable than the “challenged” earned degrees that do not exist with full transparency. I just hope BISU, my alma mater, will find someone who does not kowtow to the old ways. I hope he or she will be a wellestablished researcher-academician whose reputation goes beyond the politics of organizational selection because being a dean or a chairman and being a doctor will not substitute the real score—underscored in the selection process of double-blind review applied in selecting scientific papers published internationally. Nograles pointed out that the case is bereft of any hard evidence against Duterte to constitute a crime against humanity and the ICC has no jurisdiction to prosecute the president because as far as the Philippines is concerned, the existing legal and judicial system remains very credible and functional. “Just as Congress is set to dismiss the impeachment complaint against President Duterte, the ICC must also discard the complaint filed before it. The complaint shows no hard evidence and is based purely on hearsay and conjectures. Besides, the legal and judicial system in the Philippines is functional and equipped enough to deal with the complaints. It’s not as if we are so helpless and powerless a state that we need the ICC to come in and acquire jurisdiction over us,” Nograles said. “A big majority of Filipinos know that the complaint filed in the ICC has no basis, just like the impeachment complaint filed in the House. And as the most recent surveys would show, the President has the full trust and solid backing of his countrymen,” he added.

ARKADIA Collective, a group of all female artists from Cagayan de Oro, once again mounted another exhibit in a span of two months. Aptly titled Home, the exhibit at City Museum in Cagayan de Oro opened last Wednesday and will run until May 12. The curatorial concept draws on memories that depict Home â€“ be they geographical, cultural and artistic points of reference for the artists in their creative learning, living and production. Arkadia Collective is a group of female creatives from Cagayan de Oro who have been actively promoting and shaping the contemporary art and culture

of our city. The group is composed of up and coming female artists namely Adeva Esparrago, Dana Martinez,

Eppie Tamparong, Freya Luna, Arkyoo Quirante, Melissa Abuga-a, Lot Deleste, Rachel Sta. Maria, Zy
