Use of gadgets, cell phones now prohibited while driving THE Department of Transportation ( DOTr ) implements Thursday the law that would prohibit drivers of both public and private vehicles to use their mobile devices and other electronic gadgets that might interfere with their driving. Republic Act 10913 or the Anti-Distracted Driving Act prohibits motorists making or receiving calls, writing, sending or reading text-based communications, playing online games, watching movies, surfing or browsing the Internet, among others, while vehicles are in motion or temporarily stopped on a traffic light or an intersection. Drivers are allowed, however, to apply hands-free function or applications in using such devices or gadgets as long as they do not obstruct with their line of sight. Streamline Tuna industry regulations

There is a need to reduce regulations in the tuna industry to make it efficient and competitive, according to researchers of state think tank Philippine Institute for Development Studies (PIDS). MATALAM, North Cotabato, May 18 -- Joint operatives of the North Cotabato Police Provincial Office, Matalam police station and the Army’s 7th Infantry Battalion nabbed here five suspected drug pushers in a “One time, Big time” operation before dawn Thursday. Chief Inspector Sunny Leoncito, Matalam police chief, said the operating team, armed with search warrants, swooped down on seven houses in a secluded portion of Barangay Kilada and arrested the suspects at around 5 a.m. Arrested were Nelie Galvez and Ralph Sosmena, both from Purok Rosal, and Mastura Silongan, Jessie Toranio and Kasanudin Colin, all residents of Barangay Poblacion Three other persons who are also allegedly engaged in illegal drugs and the subject of search warrants managed to evade the raiding team. Leoncito identified them as Che-Che Aquino, Tata Santillan and Pokwang Toranio. The police recovered 20 sachets of suspected shabu and an unlicensed cal. 38 revolver from the arrested suspects. Leoncito said all the arrested suspects and those who managed to flee were all drug personalities who voluntarily showed up last year before the police office and vowed to reform. “They surrender to us last year but ignored their commitment to stop using illegal drugs,” Leoncito said, adding “it was the reason why we applied for search warrants.” According to Leoncito, the operation was a result of the cooperation of the community with the police in preventing illegal drugs in the locality. He said the suspects belonged to a cell under a big time drug syndicate operating in North Cotabato and Maguindanao. Charges for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 have been filed against the suspects, who are now detained at the Matalam police lock-up cell. This should prove once more that the Bible is indeed the Word of God that is true in its predictions and promises, so that everyone must try to familiarize themselves with it, and try to live by it, if power, success, and prosperity are desired. The first set of Biblical verses that are playing out now pertain to debilitating sicknesses and illnesses that are found in Deuteronomy 28:21,22, 27, 28, 35, and 5861, in relation to the news that the deadly HIV-AIDS virus are afflicting more and more Filipinos, especially those men having sex with

other men. The latest Department of Health report, dealing with HIV-AIDS afflictions in March 2017, says that there are now new 30 cases per day. In that month alone, 968 new cases were reported, and from that, 27 stricken people died. These figures brought to 2,661 the total number of HIV cases reported in the Philippines from January to Mach 2017 with 155 deaths! -oooFOREIGN GRIP OF RP PREDICTED BY THE BIBLE, TOO: The second set of Biblical verses that have also come true pertain to foreigners lording it over in the Philippines, as predicted in Deuteronomy 28:43-44, and 49-52. These verses are playing out in the cases of foreigners who have become politically and financially powerful in the Philippines, and who have become “lords” even in gambling and vices. Let us just look around the country today, and we will not fail to see that our political rulers are foreigners, or are clearly from foreign descent. We will also not fail to see that 99 percent

of the wealth of the Philippines are in the hands of foreigners who are now the economic moguls, czars, and taipans across the nation. Then, who will not also realize that even in the field of gambling and vices in many parts of the country, foreigners are truly the ones lording it over? Now, even the greatly financiallyprofitable numbers game of jueteng is in the hands of foreigners? What is worse is that, smuggling of rice and other prime commodities are masterminded also by foreigners. -oooAND KNK: TRYING TO FIGHT AND STOP GOD’S CURSES: I have often been asked by friends as to what I think caused all of these. My ready answer has always been, the Bible prophesied and predicted these things to happen. Indeed, the Bible had been very accurate in its pronouncements about almost all aspects of our lives. It said if people no longer read the Bible nor listen to, and obey, God’s commands, God’s curses will come upon them. This is exactly what is happening now in the Philippines, and in many other

Four reasons why RCEP will be detrimental to Filipino farmers THE fight of Filipino peasants such as the farmworkers of Hacienda Luisita and Lapanday Foods Corporation for land, food, and justice, stands to be further undermined once the Philippine government fully accedes to the China-backed mega Free Trade Agreement (FTA) Regional Comprehensive Economic Partnership (RCEP). While the controversial Trans-Pacific Partnership (TPP) was seemingly put off by United States president Donald Trump, RCEP is now a major highlight in the currently Philippines-chaired Association of South East Asian Nations (ASEAN) meetings towards its 50th year summit in November this year. Millions of Filipino farmers will be among those at the losing end of the RCEP agreement which intends to remove all remaining protection over the Philippine economy towards unhampered trade and investment. Here are the reasons why: 1. RCEP threatens the country’s food security. A Philippine Institute for Development Studies (PIDS)funded study shows that rice production would sink by 4.3% as import volume rises by a huge 33.15% under RCEP. Another PIDS study projects that Philippine rice import volume could increase by 100% from the current 2.2 million metric tons (MT) to 4.4 million MT from 2017 to 2022. This is especially when the Philippine quantitative restriction* (QR) on rice under the World Trade Organization’s (WTO) Agreement on Agriculture is lifted this July. Studies show that the income of already impoverished rice farmers will drop by 29% upon the lifting of the rice QR. This is because subsidized cheap rice imports will flood the domestic market, compete with local rice expensively produced by Filipino farmers who lack State support, and depress more the farmgate price of palay. The Philippines is among the five RCEP countries in the list of the world’s biggest rice importers. Weakening rice production will lend to shrinking ag r ic u ltura l pro duc t ion. While palay used to account for almost one-fourth of the gross value added (GVA) in agriculture at current prices, its GVA has been falling by 10.4% annually from 2014 to 2016, contributing to overall agriculture decline of almost 1% yearly. This trend will worsen with greater liberalization and a deluge of rice imports under RCEP and WTO. This will impact on the livelihood of close to 20 million Filipinos, or about a fifth of the national population, made up of 2.5 million small farmers, several hundred thousand farm laborers and other workers involved in the supply of farm inputs and machinery, milling/processing, warehousing, transport, other services, and related economic activities.

It will impact on the entire nation’s food security, much more that of the direct food producers. FTAs like RCEP will also open up countries’ natural resources further to foreign investments. Pushing amendments to the Philippine Constitution to make it attune to investment liberalization can lead to full foreign ownership of arable lands, converting more land supposedly devoted to food and other national needs to profit-seeking ventures of few big and foreign corporations, such as ecozones and tourism complexes. This will worsen the country’s food insecurity and make land distribution to farmers even more remote. 2. RCEP will pose a threat on poor Filipino farmers who rely on saving and exchanging seeds for their planting needs. In Asia, it is said that farm-saved seeds account for as much as 90% of all seeds used in the region. But the long tradition of farmers of saving and freely exchanging seeds among themselves has been under relentless attack by big agribusinesscorporations promoting Intellectual Property Rights (IPR)-protected agrochemical-intensive seeds including the so-called highyielding varieties (HYVs), genetically modified (GM) seeds, as well as hybrid seeds. There are alarming proposals that may privatize farmers’ seeds through RCEP: first, Japan and Korea’s proposal that all RCEP countries join the UPOV 1991**; (2) Japan’s proposal to ‘criminalize’ seed saving; and (3) India’s proposal to codify traditional knowledge and make it available to patent offices. FTAs like RCEP allow corporations to rake in bigger corporate profit by displacing farmers’ seeds and replacing them with patented, commercial seeds that farmers have to buy. This will also mean more expenses and greater bankruptcy and poverty for farmers. 3. RCEP will further restrict the Philippine government from using policy and regulatory tools to promote national economic development. “Fair and equitable treatment” of foreign investors is one of the rights that negotiators want RCEP to guarantee. This pertains to a “standstill” on laws and regulations, according to critics of RCEP. It means that RCEP governments are not allowed to revise or amend their existing laws if it would harm the interest of RCEP investors. This principle is problematic especially for underdeveloped countries like the Philippines. Many poor countries do not yet have the needed laws or a sufficient regulatory capacity to deal with emerging economic, environmental and other issues, to which they are more vulnerable, that may impact their development and people. For instance, RCEP will prevent the country from advancing a genuine agrarian reform program that would

distribute land for free to tillers and institute sufficient support services to farmers and farmworkers as central to a genuinely people-centered development program. It will also further prevent government from reversing neoliberal policies and programs that have been causing massive economic and social harm. Thus, RCEP can also hinder the Philippines from revoking trade and investment policies that have caused the deterioration of the agriculture sector and that currently opens the country’s land and agricultural resources for big and foreign corporations to plunder. Additional ly, one of the contentious issues that have emerged in the RCEP negotiations is that of the investor-state dispute settlement (ISDS). With it, foreign corporations from RCEP countries could legally oblige RCEP governments to implement the deal’s provisions on investment protection and file charges before an international tribunal in case the latter fails to fulfill such obligation. Reports say that foreign investors can be considered to have won 67% of such cases against RCEP governments, but with the latter having to shell out for legal fees 70% of the time. For countries like the Philippines, whose poor majority are farmers and fisherfolk, the ISDS is not only another

financial burden but an affront to the sovereign will of a nation to decide what is best for its people. 4. RCEP will not necessarily increase Philippine food and agriculture exports and will further undermine the country’s agriculture sector. Philippine trade officials claim that the Philippines would push for more exports of local goods in the RCEP to include agri-food commodities such as canned tuna, fresh pineapple, mango, garments of synthetic fibers, raw cane sugar, crude coconut oil, cut tobacco, bananas, coconut, copra, and cooking oil. But the country could not expect to increase exports or substantially gain from more trade liberalization. RCEP markets have already been opened up for Philippine productss in the past, but the country has not taken advantage of this so-called market openness. This is because the country’s

weak manufacturing base and underdeveloped infrastructure continue to hamper any potential to improve production. In other words, the country needs to focus more its efforts on developing domestic production for domestic consumption, instead of the competitive yet uncertain markets. Trade and investment liberalization has only seen the deterioration of the Philippine agriculture sector, increasing agricultural deficits and the deluge of foreign products to the detriment of the Filipino farmers. FTAs have not served the country’s development contrary to promise. Instead of agreeing to FTAs, the government should seriously consider breaking free from unequal agreements the Philippines is already in and refuse to be bound to more of the same. *Quantitative restriction

BUTUAN CITY – The Department of Health in Caraga celebrates the month of May as Cervical Cancer Awareness Month per Proclamation No. 368 s. 2003. This event aims to raise consciousness on cervical cancer prevention and Human papillomavirus (HPV) vaccine. This year’s theme is, “Babae Mahalaga ka! Magpa-screen…Now Na!”, which aspires to encourage women to have regular cancer screening such as pap smear or visual inspection of the cervix using acetic acid. About 12 Filipino women die each day of cervical cancer with 6,000 cases being diagnosed yearly. This type of cancer commonly occurs among women from age 30-55. About 22 per 100,000 women will most likely get the disease and only 44 percent survival rate. “No woman should die of cervical cancer. This can

be prevented by regular screening especially after first sexual contact. We strongly recommend the use of cervical cancer vaccine to Filipinas 10 years and above,” Regional Director Jose R. Llacuna, Jr. said. Cervical cancer is caused by Human Papillomavirus (HPV) and is highly preventable. As a sexually transmitted virus, it can be detected through screenings and vaccinations. On its 9th year of continuous campaign, the DOH also urges women to be educated on HPV-related diseases and be conscious if there are changes in their cervix due to HPV infection, which may eventually progress into cancer. Early and regular screening plus vaccine – these are the key ingredients to combat cervical cancer. If we can prevent it then let us do it. No woman should die of cervical cancer,” Dr. Llacuna concluded.

88 hybrid rice seeds will be facilitated in June, as rice farmers in Compostela Valley are still in the land preparation stage until the end of this month. The seeds will be given free. The introduction of the new rice variety is fully supported by Governor Jayvee Tyron Uy. Uy approved 10 hectares for hybrid rice techno-demo sites that will be established in seven towns in the province. In a world where imperfection dwells and evil lurks, we cannot say that we are safe even inside our home or inside our very being. Any time we can be in danger from the outside forces or from the energy that resides in us. The only way we can surpass all the tribulations and dangers we face in life is to find heroes through others or create a hero in us. In our everyday battle, we need heroes who will inspire us to remain steadfast amidst life’s circumstances. We need heroes who will save us from failures and desperation brought about by our wrong doings and decisions. We need heroes who will listen to us even if the world gets tired listening to our stories. We need heroes who will continue to show us hope even if we are surrounded with many

injustices. We need to see heroes who will continue to show us that our country is still worth fighting for. By hearing different stories of heroism, we feel happy and get inspired of the possible and magnanimous help we could share to others. One of the stories that remain heart wrenching to all Filipinos is the story of the fallen heroes, SAF 44. Their story gives us a sheer hope that heroes do exist in a period when everything seems superficial. Their story is the concrete proof that heroism could dwell in each of us and could be manifested whenever we want it out. We do not need to go through physical transformation to show the hero in us. By being true to our chosen profession and by being service oriented, we can create an extra ordinary person in us. In the present world we do not anymore encounter

flying and physically super strong heroes, but we see a lot of individuals who exemplify heroism. Many of them are seen in the battlefields, risking their lives to protect us from the dangers of rebellion. It is through their separation from their families that we continue to safely and peacefully live with ours. Some heroes are found in the classrooms most especially those who laboriously cross rivers to be able to share knowledge and change lives. A number of them offer free services in far-flung areas just to improve the health conditions of the community. These are just some of the modern day heroes that we need for our country. The world may have become technologically advanced but the search for everyday heroes will continue as the world has not become a better place to live in.

The amended tax reform bill The House committee on appropriations chaired by Rep. Karlo Alexei B. Nograles (1st District, Davao City) amended and approved the funding provisions of the substitute bill on the Tax Reform for Acceleration and Inclusion (TRAIN) measure which specifies the earmarking of the incremental revenues from tax reform proposals. The earmarking of revenues is provided in Section 36, Paragraphs F and G of the substitute bill to 55 measures. There was no amendment to Paragraph F titled “Earmarking of Incremental Revenues from the TRAIN Act” which provides that: “For three years, not more than 40 percent of the yearly incremental revenues generated from the petroleum excise tax under Section 21 of the Act shall be allocated to fund a Social Benefits Program wherein qualified beneficiaries shall be provided a Social Benefit Card, likewise allocation for granting fuel vouchers to qualified transport franchise holders shall be sourced from the same incremental revenue , an interagency committee led by the Department of Finance (DOF), and comprising the Department of Social Welfare and Development (DSWD), Department of Education (DepEd), Department of Transportation (DOTr), Department of Energy (DOE), Department of Budget and Management (DBM) and the National Economic and Development Authority (NEDA) shall oversee the implementation of the program.” It further provides that: “For the same periods, the remaining yearly incremental revenue shall be allocated for infrastructure, health, education and social protection expenditures.” Meanwhile, there were several amendments to Paragraph G titled “Health Promotion Fund.” The committee approved the provision that 50 percent of the tax collection from the P10 per liter excise tax on sugar sweetened beverages (SSB) shall accrue to the General Fund (GF). As to the remaining 50 percent of the tax collection from the SSB excise tax, the

committee adopted the Department of Finance (DOF) proposal as manifested by Finance Undersecretary Karl Kendrick Chua that 85 percent of the proceeds will be allocated to priority programs for national government as enumerated by Rep. Estrellita B. Suansing (1st District, Nueva Ecija), the main author of the SSB excise tax proposal, without mentioning the breakdown of allocation percentages, while the remaining 15 percent will be for the benefit of the sugar farmers. “This is only to specify what are the priority programs to be funded without mentioning the allocated percentages. This will allow the departments involved, the DBM and Congress to expound in the budget what these allocations should be after reconsidering the bigger picture. This would also allow the DBM’s flexibility in prioritizing the funds,” said Chua. Chua said for the SSB tax, as currently proposed under Suansing’s bill which was integrated into the TRAIN bill, the P10 excise tax per liter will yield P47 billion in the first year of implementation. Asked by Rep. Antonio Tinio (Party-list, ACT Teachers) how much is the 15 percent allocation for sugar farmers will be, Chua said 15 percent of those earmarked for specific uses of the P47 billion will yield P3.5 billion. “That is the amount we will be providing the sugar farmers,” said Chua. Rep. Dakila Carlo Cua (Lone District, Quirino), chairman of the committee on ways and means and one of the authors of the TRAIN bill, formally proposed to the appropriations panel the adoption of the DOF proposal that in the Health Promotion Fund portion: 15 percent shall be allocated to the advancement of sugar farmers; while the balance of 85 percent will be used for programs identified by Suansing to be implemented by the national government without allocation percentages. “So the programs will be enlisted without the amount,” said Cua. The committee then approved the programs enumerated by Suansing that will be funded by 85 percent of the SSB excise tax revenue. Suansing cited the programs as: 1) For the Department of Health (DOH) to support the operationalization and monitoring of non-tax measures to prevent non-communicable diseases , including regulatory measures on marketing, mandatory labeling and sale of unhealthy food and beverage products, nationwide information and advocacy measures to curb lifestyle related risk factors; 2) Direct provisions and incentive-based measures to increase access to and affordability of healthier food and beverage products; and promotion of oral health;

Friday, May 19, 2017 3) For the Department of Education (DepEd) to provide public schools with sports facilities and access to potable drinking water, to develop and sustain schoolbased feeding programs; 4) For prevention programs and awareness campaigns against obesity, overweight, and dental carries, and other diet-related health programs using educational, environmental, policy and other public health approaches; 5) For the Department of Public Works and Highways (DPWH) for the provision of potable drinking water supply in all public places; 6) and For the Food and Drug Administration (FDA) under the DOH to support the nutrition labeling and other related measures and implementation of its mandate to ensure the safety, efficiency, or equality of health products as defined by RA 9711, or the Food and Drug Administration Act of 2009. Suansing said the allocation for sugar farmers will advance their self-reliance through cooperative projects that will increase productivity, provide livelihood opportunities, develop alternative farming systems and ultimately raise farmers’ incomes. Lastly, Nograles proposed the inclusion of a new section in the TRAIN bill, requiring the submission of reports on the earmarking of incremental revenues from TRAIN as provided in Section 36, Paragraphs F and G . The new section, according to Nograles, shall be titled “Reportorial Requirements” which provides: “The inter-agency committee created under Section 36, Paragraph F and the concerned departments/ agencies/ beneficiaries under Section 36, Paragraph G hereof shall submit to the President of the Senate of the Philippines and the Speaker of the House of Representatives a detailed report on the expenditure of the amounts earmarked. The reports shall likewise be posted on the official website of the agencies concerned. With further inclusion of the committee on the House committee on appropriations and the Senate committee on finance.” “Should this tax measure pass, I will see to it the House committee on appropriations will strictly monitor the implementation and ensure that taxpayers’ money will be spent correctly and with corresponding transparency,” said Nograles. Overall, Nograles expressed hope the TRAIN bill lives out to what it is expected to achieve, which is to relieve the tax burden of the middle to lower income class. “With this, we expect more of the breadwinners of society to bring home more of their hard-earned income and wages back to their respective families. As to the revenue-raising

measures in the tax package, I hope that we will see more government action in alleviating the burden of the sectors that will be affected by these changes, particularly the drivers, farmers and others. We hope that the revenues raised will translate to more programs and projects that will be positively felt by the people, especially in rural and farflung areas in the different regions. We hope these will spur more economic activity, provide more jobs and translate to more social benefits for the masses,” said Nograles. The TRAIN bill will be brought back to the committee on ways and means after the inclusion of the amendments made by the appropriations committee, then it will be reported out to the plenary for second reading approval. However, its contribution to the economy is still minimal-only 1.7 percent of the gross domestic product. The authors mapped out the regulations imposed on the industry and identified those that are unnecessary and too burdensome for the key players. They also conducted interviews and focus group discussions with regulatory bodies such as the Bureau of Fisheries and Aquatic Resources (BFAR) and the Marine Industry Authority (MARINA) and with the local government of General Santos City, tuna industry associations, commercial tuna fishers, tuna exporters, tuna canners, and municipal fishermen. In business registration alone, the study found a number of steps and requirements that need to be simplified to shorten the process. At present, tuna investors have to comply with the requirements and certifications set not just by their local government units (LGUs) but also by the different regulatory bodies. This makes the whole process costly and tedious especially for small fish operators. The authors observed that “complying with the registration and licensing requirements was difficult for fishing vessels, especially since some of the regional offices of MARINA and BFAR may be not in the same city or municipality.” Moreover, “certain steps have to be undertaken in the BFAR Regional Offices, which means that actual processing time depends on the availability of inspectors.” Meanwhile, when it comes to the processing stage, tuna companies also have to make sure they comply with the standards set by the BFAR and the Food and Drug Authority (FDA), such as the cooling/ chilling temperature that must be applied throughout the handling process, the essential composition and quality factors, standards for food additives and contaminants, proper hygiene and handling practices, proper packaging and labelling practices, methods of sampling, examination and analysis of products, definition of defective products, and the requirements for lot acceptance. The final stages of marketing and distribution are also no easy feat for companies as their exports need to undergo various laboratory tests depending on the requirements of the importing country. The costly trainings to become a qualified person in industry regulatory affairs that are provided by the FDA are also posing challenges for industry players. Aside from these pitfalls, the authors identified other reasons that made the enforcement of regulations inefficient, such as

the inadequate staffing on the side of the regulator, lack of proper and effective communication and consultation mechanism between regulators and regulated entities, inadequate understanding and appreciation of regulatory intent, and inconsistent application of regulations. They urged regulatory agencies to make use of technology to expedite their processes. MARINA and BFAR have established joint circulars for mobile registration and licensing. Balingasag Barangay Food Terminal turned over

Misamis Oriental –The Barangay Food Terminal (BFT) in barangay Baliwagan, Balingasag this province was turned over by the Department of Agriculture Regional Field Office 10 (DARFO 10) to the municipality of Balingasagon May 16, 2017. The more than Php21 million worth BFT comprises three structures worthPhp10 million, concreted circumferential road worth more than Php5 million with counterparts from the provincial and municipal local government units, and Php6 million worth of facilities and equipment like cold storage, refrigerated van, elf truck, freezers and chillers, weighing scales, plastic crates, and operating capital
