Review K-to-12 program, educators challenge Duterte UPON the presentation of the presumptive administration’s education thrust in its eight-point economic agenda, Filipino educators network Educators Forum for Development (EfD) challenged presidential frontrunner Rodrigo Duterte to effectively strengthen the public education system by calling for a review of the K-to-12 program and pushing for a nationalist, scientific and mass-oriented curriculum.

DAVAO City -- Former secretary of the Department of Justice (DoJ) Silvestre Bello III is accepting the offer of presumptive President-elect Rodrigo Duterte as peace negotiator and welcomed the incoming administration’s move to resume the peace negotiations with the Communist Party of the PhilippinesNational Democratic Front (CPP-NDF).

Although he was surprised after being named

by Duterte to be the government’s frontman in the peace negotiations with the communist movement, Bello said he will do his best to finally reach a peace agreement between the government and the CPP-NDF for peace and development of the country.

The formal peace negotiations with the communist movement was stalled in

2004 after the NDF withdrew from the negotiating table on account of the renewed inclusion of Jose Maria Sison and the CPP-NPA in the US terrorist list.

In the website of the Office of the Presidential Adviser on the Peace Process (OPAPP), the government conducted several rounds of informal talks through the facilitation of the Royal Norwegian Government as an attempt to revive the negotiations. RNG served as Third Party Facilitator for the talks since 2001.

There has been no progress. OPAPP said the informals, however, were stymied by prejudicial questions, impediments and preconditions raised at the negotiating table. In the two rounds of informals held in June and November 2009, the Parties agreed to: (a) work towards the resumption

of the formal talks; (b) for GRP to lift the suspension of the Joint Agreement on Safety and Immunity Guarantees (JASIG); (c) undertake confidence-building measures for the talks; (d) for GRP to work for the participation of the NDF’s four priority Consultants (Principe, Echanis, Baylosis and Ladlad) in the talks; and (e) hold simultaneous GPHNDF meetings when formal talks are resumed at various levels: Panels, Reciprocal Working Committees on Socio-Economic Reforms (SER); Working Groups on Political and Constitutional Reforms (PCR); Working Groups on End of Hostilities and Disposition of Forces (EOH/DOF); and the Joint Monitoring Committee (JMC) under the CARHRIHL. In line with these commitments, the GRP reactivated the JASIG

on 17 July 2009; continued the review of alleged political offenders (APOs) to effect the release of qualified APOs; worked for the release of the abovementioned four NDF priority consultants (note: Baylosis and Ladlad have not surfaced); facilitated the processing of their travel documents; and coordinated with CHR on the cases of disappeared NDF personalities. However, the NDF backtracked from their commitments and insisted on their unreasonable demand that the GRP release their 14 priority Consultants (all facing criminal charges in various courts in the Philippines), before formal negotiations are resumed.

The GRP and the RNG communicated their respective messages to the NDF, expressing disappointment over this development.

welcomed Duterte’s move to offer cabinet positions of four departments to any qualified members of the communist movement CPPNDF as gesture of building bridges with other groups.

Duterte has offered the Department of Agrarian Reform, Department of Environment and Natural Resources, Department of Social Welfare and Development, and the Department of Labor.

According to Bello, this was also done during the administration of former presidents Ramos and Aquino.

Bello said major issues in the peace negotiation with communist movement would have been addressed but there were matters which did not suit to the Arroyo administration and so he was removed from the position.

Bello is one of two

peace negotiators named

by Duterte to be members of his would-be Cabinet.

The other is former press secretary Jesus Dureza, who will head the peace process with the Moro groups.

Bello, is the currently sitting in House of Representatives for 1BAP partylist group which won a seat in May 13, 2013 elections.

He was former secretary general for Mindanao of Bagong Alyansang Makabayan (Bayan) and after that served the Cabinet of past Presidents Corazon Aquino, Fidel V. Ramos and Gloria Macapagal-Arroyo.

Bello also chaired GRP Negotiating Panel for Talks with the CPP/NPA/NDF that sealed the first deal with the communists that is the Comprehensive Agreement on Human Rights and International Humanitarian Law (CAHRIHL). (PNA)

Ombudsman-Mindanao warns people circulating bogus documents on 2 graft cases DAVAO City--The Office of the Ombudsman in Mindanao warned the public against the circulation of falsified documents showing that the agency has issued a decision on the cases of two public officials.

betero, Graft Investigation and Prosecution Officer II, said the Ombudsman has yet to decide on the graft cases of Valencia, Bukidnon Mayor Azucena Huervas and Matanao, Davao del Sur Sanggunian Board Member Alfredo Panerio.

“The office recently discovered the existence of a Decision and Order purportedly emanating from the office of the Ombudsman, which, upon verification, turned out to be spurious and non-existent,” she said.

According to the bogus

document, Panerio was found guilty for abuse of authority, conduct prejudicial to the best interest of the service and grave misconduct while Huervas was also guilty for conduct prejudicial to the best interest of the service and

grave misconduct, when in fact the cases of the two officials are still pending in the Ombudsman.

As this developed, the Ombudsman is now conducting an investigation to uncover the identity of the person who left the bogus

documents at their front desk.

Evaluation and Investigation Bureau Director lawyer Marco Buena said this was not the first time that falsified documents came out.

DTI leads confab to empower women micro entrepreneurs in NorMin CAGAYAN de Oro City -The Department of Trade and Industry (DTI) region 10 gathered 115 women micro entrepreneurs from all over Northern Mindanao on 12-13 May in Cagayan de Oro City to conduct a two-day seminar workshop on Greening the Gender Responsive Value Chain Analysis, a project under Philippine Commission on Women (PCW) in its Gender Responsive Economic Action for the Transformation of Women (GREAT Women Project).

According to Ma. Eliza A. Pabillore, provincial director of DTI Misamis Oriental, this activity aims to help women achieve inclusive development and economic empowerment.

She said that the project

is funded by the Canadian Government focusing on creating an enabling environment for women’s economic empowerment at the national and local level.

Pabillore emphasized the importance of women as entrepreneurs in the economy.

She said that women have a great potential to become successful entrepreneurs.

“Women, are very focused at the same time have the ability to take care of a lot of concerns, and we do a lot of multi-tasking,” she said.

Further, women play a very big role in the economy, providing additional income to their families, employment to the country and also giving rise to more enterprises in the country side. “There is a great po-

tential of contributing to the Philippine economy and so the development of the country,” she said.

On the other hand, the seminar-workshop also included “greening” the environment.

She said they are trying to consolidate Greening in the entire value chain project, from the crude materials to the last item, because everything ought to be processed.

The Ombudsman reneges

There are observations that the country’s anti-graft court is likened to a “paper tiger,” which on the surface looks like a citadel of justice. On the contrary, the anti-graft court’s pillars are hollowed concrete. The insinuation sometimes borders between “half-truth” as some accused the Ombudsman of giving in to political pressure.

Whether the accusation is true, the Filipinos still believed that the Ombudsman is the court that could strike the ax on the head of corrupt public officials without mercy.

Not without recalling the vows of Ombudsman Conchita Carpio Morales that she would act on “motion for reconsideration” (MR) in a week’s time that the taxpayers feel frustrated.

For it appears, that the antigraft court’s strong person has seemingly broken her promise to act swiftly on MRs’. There is an old familiar adage that says “justice delayed is justice denied.”

by Mayor Oscar Moreno of Cagayan De Oro City. The Ombudsman has convicted Moreno of grave misconduct, which carried the penalty of dismissal from service and perpetual disqualification from holding public office.

The case stemmed from the complaint filed by William Guialani, a former village chief of Tignapoloan, about a tax assessment against the Ajinomoto Phil. amounting to Php 2.9 million due the city government.

The court found out that the City Treasurer and Moreno agreed to scale down the assessment to only Php 300,000 without the consent of the City Council. The Ombudsman found Moreno and the acting City Treasurer Glenn Banez guilty of grave misconduct.

Moreno, however, contested the Ombudsman decision and filed a motion for reconsideration, seeking a reversal of the decision.

writ of preliminary injunction (PWI), after the expiry of the controversial 60-day temporary restraining order, which the Court of Appeals (CA) based in Cagayan De Oro City granted.

The undecided MR and the PWI were the basis for Moreno’s filing of certificate of candidacy (COC) to run for reelection as Mayor in the May 9 election this year.

There is now a clamor for the Ombudsman to render a decision of the MR. The decision would be both beneficial to Moreno and the people of Cagayan De Oro. Whether to deny or

uphold the MR, the effect would certainly heave a sigh of relief to the parties concerned.

If the Ombudsman upholds its decision, Moreno could still seek relief with the Supreme Court. However, Moreno might not be able to shield himself with the “Aguinaldo doctrine” anymore. The Aguinaldo doctrine “operates as a condonation by the electorate of the misconduct committed by an elective official during his previous term. Thus, reelection extinguishes the administrative liability of the public official (Aguinaldo v. Santos, G.R. No. 94115 Aug. 21, 1992).” The High Court, has already shelved the Aguinaldo Doctrine as a defense of elected public officials facing and/or convicted of anti-graft charges.

-oooDUTERTE WON’ T GO AFTER BINAY? For the second time, President Elect Rodrigo Duterte voiced out his plan not to run after government officials who had been accused of stealing hundreds of millions of pesos in government funds.

This time, Duterte said he will not run after Vice President Jejomar Binay, who is accused of having overpriced a Makati Cityowned structure by as much as P2 billion. Duterte made the statement after Binay called him and congratulated him on his election as president of the country.

Before the Makati Business Club shortly before the May 09, 2016 elections, Duterte said he was willing to turn a blind eye---in short, he was willing to condone---the acquisition of fabulous wealth by officials while they were in service prior to his becoming president, but that the thieves and plunderers must stop their corruption after he is sworn in.

NOTHING NEW, THEN, UNDER A DU TERTE GOV’T: If one is a Duterte fan and supporter, the way to describe these pronouncements of the long-time Davao City mayor is, it is a form “healing the divisiveness of the nation”, by not pursuing those who are being accused of wholesale graft, so unity among government leaders could be achieved.

On the other hand, if one is a Duterte basher, what Duterte had been saying is a form of “sell-out to the enemies of good governance” because that, in effect, is giving premium to corruption.

If one is neither a Duterfe fan or a critic, the best way to characterize what Duterte has been saying about the theft of government money is this: it is really nothing new, for if the truth be told, the truly corrupt and inveterate grafters are not really prosecuted and then sent to jail, at any given time.

come to the country once Duterte got elected into office. The question here would be, if officials who are facing serious accusations of having stolen billions of government funds will not be prosecuted to the hilt, would officials who are similarly inclined be dissuaded from stealing?

Ever yone knows the answer to this question, I am sure. And so, I am left wondering: why couldn’t we just allow the prosecutorial and judicial processes to take their natural course so that if investigation and prosecution and conviction are truly warranted by the evidence, then let there be such investigation, See batas, page A9

The pathway to contentment

IF I am discontent, I get upset easily, but if I choose to be content no matter what is going on, then my emotions remain balance. Our thoughts have a lot to do with our moods. Some thoughts improves moods and increase our level of contentment, and others send our moods spiraling downward, making us unhappy and discontent. We can think ourselves happy, and we can think ourselves sad! How we talk to ourselves also affects our emotions, so if we yalk to ourselves properly, we can stay content and emptionally stable.

Trusting God at all times is the pathway to contentment. Even if we don’t have all that we want, we can trust God that He will provide what is right for us in His perfect timing.

While vehicular accidents were often reported in both barangays, they are vulnerable to different kinds of natural hazards. Barangay Binugao is vulnerable to tsunami while Inayawan is prone to flashfloods.

During the construction of TSI in 2013, the Tulong Sakuna Initiative Project enabled both barangays to come up with their five-year disaster plans.

In 2014, during the second phase of the project, TSI helped organize disaster THERMA SOUTH launched the Tulong Sakuna Initiative Project to enable its host communities to effectively and preparedness and response efficiently manage and respond to disasters and other hazards. After winning the second place of ‘Gawad Kalasag’ award last year in the National Capital Region (NCR), the lessons and experience of the village in implementing integrated risk management (IRM) was presented to a global conference through Assistance and Cooperation for Community Resilience and Development, Inc. (ACCORD).

ACCORD is one of the local implementer of Partners for Resilience in the Philippines.

COTABATO City -- The Department of Agriculture and Fisheries in the Autonomous Region in Muslim Mindanao (DAF-ARMM) is set to distribute farm aid inputs to farmers badly hit by the severe drought during the last quarter.

DAF-ARMM Secretary Alexander Alonto Jr. said there is an urgent response needed for the farmers to immediately cope with the rainy season now being felt all over the region, coming from the almost six months of crop failure due to the impact of the long dry spell brought about by the El Niño phenomenon.

“Our office is now validating from the ground who are those farmers to be assisted and they are preparing the farm seeds and other inputs for the immediate response,” Alonto said.

DAF-ARMM is celebrating its 25th year of service after it was devolved to the autonomous regional government in 1991 by virtue of Executive Order No. 460 signed by then President Corazon Aquino.

When asked by the participants about the scalability of the IRM approach, Bucog answered that it is the government who bears the primary responsibility of scaling up the IRM. However, it is the role of the civil society organizations to help strengthen the capacity of the government in mainstreaming IRM. Apart from that, she mentioned that empowering leaders to become champions in the government and the community increases the network of IRM allies.

CARE Nederland’s representative, Reinier van Hoffen, asked if the organization was able to engage the academic sector in implementing IRM. Bu c o g re pl i e d t h at through the engagement of academic institutions they are now helping the organization through their small-scale mitigation activities. Engaging the academic community could also enrich the IRM methodology because of the academes’ expertise and knowledge.

Around 30 members of different organizations around the globe listened intently to the IRM experience in Potrero.

Potrero’s IRM milestones Ecosystem degradation breeds more disasters and reduces resilience while it contributes to climate change abnormalities. On the other hand, climate change increases the frequency and intensity of natural disasters and exacerbates ecosystem degradation. To address the problem, the people of Barangay Potrero have learned to incorporate climate change and ecosystem factors in their risk assessment tools in order to develop a comprehensive risk reduction strategy.

“For example, from using historical information, they are now also considering weather and seasonal forecasts and climate projections in their assessments. They have also learned to look at how actions that degrade the quality of our ecosystem, from destroying forests, to erecting structures in waterways, and dumping household and industrial waste, contribute to increasing risks,” Bucog said.

Barangay Potrero also developed a contingency plan from the risk assessments.

To test the effectivity of the contingency plans, mainly the early warning system and the evacuation plan, the community conducted successful evacuation drills.

The whole Tullahan River was also considered in Potrero’s risk management practice. The village, due to their understanding about IRM, knows that they need to consider the wider landscape to have an effective risk management strategy.

They understand that they shared common problems and solutions with other communities surrounding the river basin.

“Through reviving the natural ecosystem we are making the whole landscape resilient,” Bucog said.

The community participated in reforestation activities at the slopes of La Mesa watershed to control soil erosion, sedimentation, and siltation of waterways and to help preserve water

supplies for the whole region.

The need of Potrero to develop an effective early warning system led to dialogues with other cities and villages along the river basin. The community is aware that they need to collaborate with five cities and 398 urban barangays to come up with an effective risk management strategy.

The existing alliance of Malabon, Navotas, Tullahan, Tinajeros, dubbed

as MANATUTI Alliance were also influenced by Partners for Resilience (PfR) to pursue IRM from a purely environmental focus.

DA Special Assistance Project to aid Bangsamoro camps The Special Assistance project of the Department of Agriculture in support of the Socio-Economic Component of the normalization process shall undertake responsive livelihood and infrastructure projects that will address the needs of the intended beneficiaries to uplift the socio-economic

condition of the rural communities in Mindanao through the provision of agricultural and fishery interventions.

In response to this project, the DA-Regional Field Office 10 is now ready to distribute interventions to the Bangsamoro camps in Camp Bilal in Munai, Lanao del Norte and

Camp Bushra, Butig, Lanao del Sur. The assistance shall be apportioned equally to the two camps that includes 400 bags of certified rice seeds, 400 bags of open pollinated variety (OPV) of corn seeds; 800 bags of fertilizers; 500 pieces assorted fruit trees seedlings; 2 units hand tractor with implements; 4

units corn sheller; 2 units mobilecorn mill and 6 head carabao.

The validated master list of beneficiaries of the said camps will be submitted to the DA through the Office of the Presidential Adviser on the Peace Process (OPPAP) as a requirement for the release of the said assistance.

The delivery of the

agri-fisher y interventions will commence right after the compliance of the needed requirements from the beneficiaries’ end.

ing Action Cell on Early Language Literacy and Numeracy was conceptualized. This program is set to strengthen DepEd’s

existing reading program which will develop in Filipino children literacy and numeracy skills and attitudes that will hopefully contribute to lifelong learning.

The program specifically aims to improve read-

ing and numeracy skills of Kinder to Grade 3 pupils following the K to 12 basic education curriculum and to establish a sustainable and cost-effective professional development system for teachers.

The implementation of

the School Level Learning Action Cell on Early Language Literacy and Numeracy will meet at least once a week and learn from video resources with the help of Division facilitators as well as district supervisors and school heads.

THE knowledge we learn from school is considered as one of the most important assets that we have because it is the only wealth that we can acquire that can never be stolen from us by anyone.

Elementary education is the first step we take in life. You can never learn how to run unless you first learn how to walk.

The passage of Republic Act 9155, otherwise known as governance of Basic Education Act of 2001, has made education accessible to all.

Section 2 of RA 9155 provides: “It is hereby declared the policy of the State to protect and promote the right of all citizens to quality basic education and to make such education accessible to all by providing

all Filipino children a free and compulsory education in the elementary level and free education in the high school level. Such education shall also include alternative learning systems for out-of-school youth and adult learners.

It shall be the goal of basic education to provide them with the skills, knowledge and values they need to become caring, self- reliant, productive and patriotic citizens.”

Anyone who wishes to study can enroll in any of the public schools nationwide. Remember that elementary education is compulsory before you can achieve your goal in life. You can never take any of the college courses without finishing your primary education.

The vice mayor cited that Omao had been telling his colleagues about “work related” death threats for a while now.

But Deticio said the lumad leader did not specify details of the threats.

Omao was known as an active tribal leader in their tribe.

His work included being the emissary of Malaybalay City Mayor Ignacio W. Zubiri on matters and problems concerning indigenous peoples.

Datu Richard Macas, IP mandatory representative to the provincial board, said Omao’s death is a big loss to the cause of promoting and protecting the rights of indigenous peoples in Bukidnon. Macas, however, noted that they will defer to the results of investigation of the killing before giving any further statement.

During the monthly meeting of IP mandatory representatives from Bukidnon’s 20 towns and two cities on May 13 at the NCIP provincial office, Omao raised the issue against non-government organizations who allegedly use the Lumad in their propaganda. Macas, who presided over the meetings, quoted Omao as saying some IPs in the communities fall prey into schemes luring them to a possible rice distribution, only to find out they will attend a rally.

Macas said some IP mandatory representatives reminded the body that there are also NGOs who helped to place lumads in position to be able to help monitor the performance of local governments.

He said they will file a resolution urging municipal and city mayors to coordinate with the mandatory representatives with regards to the presence and engagement of alleged bogus IP groups in their areas.

Omao took his oath of office as mandatory representative of the IPs to the city council on May 22, 2012 by virtue of Republic Act 8371, or the Indigenous

Peoples Rights Act of 1997.

Deticio, re-elected to a new term, said Omao was a “performer” in the city council strongly pushing for legislation for the welfare and protection of indigenous peoples. Among the advocacies he felt very strongly about was the establishment of an IP college in coordination with local universities.

Deticio said Omao was vocal about the creation of a college following the traditions of the Lumad to be located in the city’s Upper Pulangi district to uplift the situation of education in the area.

Meanwhile, public schools continue to suffer teacher, classroom, chairs and books shortages. Throughout the centuries the Philippine education system has also been shaped to serve commercial interests, Taguiwalo said.

Taguiwalo also lamented that scholarships are not enough as tuition rates keep on increasing and State universities and colleges are being clustered and forced to corporatize.

She said that in the neoliberal framework, scholarships are even additional means to channel public funds into the private sector, such as the Php12.2 billion Senior High School (SHS) Voucher Program budget for 2016, and the Php47.9 billion for Government Assistance for Students and Teachers in Private Education (GASTPE) from 2010-2016.

A Duterte presidency can help effect pro-people change by boldly reversing the neoliberal thrust of Philippine education, reviewing K-to-12 and instead of channeling taxpayers’ money from the private sector, direct it towards enhancing the State’s responsibility to harness the Filipino youth as nation builders, Taguiwalo said.

THE month of June, opening of classes, is forthcoming and the confusion over the coming in of Senior High School is not yet over.

Hence, this section is dedicating vital information for incoming senior high students, much more to their parents, who wanted to know more about this pioneering education program.

In particular, this Section will try to answer, through the help of the Department of Education, the following questions about Senior High School: Will SHS mean two more years of High School?

Will the additional two years of High School mean additional expenses?

What will I learn

in SHS that the current high school curriculum doesn’t include?

Will SHS ensure employment for me?

How will SHS affect my college education?

How will students choose their Senior High School specializations?

List of Senior High Schools At least, 5,993 public schools, operated and funded by DepEd, will begin offering Grade 11 in 2016 and Grade 12 in 2017. These public schools will utilize new classrooms and facilities constructed under the 2014 and 2015 budgets of DepEd or other fund sources, or use available facilities for Senior High School.

In addition, 5,023 private high schools, private and public universities and colleges, and technical-vocational schools will begin offering Grade 11 in 2016 and Grade 12 in 2017.

Included in the list are also 42 senior high schools offering Maritime Specialization.

Program Offerings:

Accountancy, Business, Humanities and Social Science, Technology, and Management Sciences (HUMSS) Engineering, and (ABM) Mathematics (STEM)

General Academic Strand (GAS)

How will student specializations/ tracks be distributed across Senior High Schools?

Where will Senior High School be implemented? Will my school offer SHS? Will SHS modelling schools that implemented the SHS program in SY 2012-13 be allowed to implement the SHS Program?

Is SHS really necessary? Must I go to SHS? If I choose not to go to SHS, what happens to me?

Where can I find out more about SHS? Let’s start with the question on what is Senior High School?

Senior High School (SHS) covers the last two years of the K to 12 program and includes

Grades 11 and 12.

In SHS, students will go through a core curriculum and subjects under a track of their choice.

Will SHS mean two more years of High School?

Yes. These two additional years will equip learners with skills that will better prepare them for the future, whether it be: Employment Entrepreneurship Skills Development (Further Tech-Voc training) Higher Education (College) Will the additional two years of High School mean additional expenses?

Not necessarily.

Senior High School “completes” basic education by making sure

that the high school graduate is equipped for work, entrepreneurship, or higher education.

This is a step up from the 10-year cycle where high school graduates still need further education (and expenses) to be ready for the world.

SHS will be offered free in public schools and there will be a voucher program in place for public junior high school completers as well as ESC beneficiaries of private high schools should they choose to take SHS in private institutions.

This means that the burden of expenses for the additional two years need not be completely shouldered by parents.

Children of today should be properly cared, nurtured and protected at an early stage of their lives. They must be given DTMR (diphtheria, Tetanus, Measles and Rubella) vaccines to help them grow healthy.

Prior to Immunization Day, the School Principal, Mrs. Jocelyn B. Paradiang sent a letter to Grade 1 parents through Grade 1 Teachers – Mrs. Maricar S. Abunda, Mrs. Vilma T. Agcopra, Mrs. Neddie R. Palmares, and Mrs. Lucy B. Namocot informing them about the schoolbased immunization to their children.

On August 10, 2015, it’s the Immunization Day. Parents with their sons and daughters arrived in school early; they walked

in pairs or even in groups.

It is good sign of responding and giving full support to the program. This also shows a positive outlook where everybody works together for our children’s health as everybody’s responsibility.

The day’s activity starts with an opening program were Health personnel headed by Dra. Ramona Santiago and Mrs. Alma Cabudoy, School Principal –Mrs. Jocelyn Paradiang and District Nurse Mrs. Liza C. Villocino gave a message during the program. They clearly and thoroughly explained the goals, the importance and the advantages of vaccination/immunization. They stressed how the government helped and apportioned a budget for the conduct and implementation of the program. To them, money does not count much, what matters most is a nationwide protection and prevention.

After which, is the vaccination done by section.

Lined up, one by one, one comes one goes, until no one is left unimmunized/ unvaccinated. It’s indeed a fruitful and successful activity. Kudos to all and have a healthy future.

Education in the Philippines comprised three phases. These are the elementary, also called the primary or, grade school, the secondary, and the tertiary levels of education.

Primar y education plays an important role

in the children’s future. It is where on these stages that they start to interact with other. Learn the skills of reading, writing, and start to comprehend on the things that surround them.

Primary education is mandatory in the Philippine

Educational System. It was even enhanced with the full implementation of the K-to-12 this year where all incoming Grade One children have to complete the required Kindergarten education.

Division Memorandum No. 064 s. 2016, states that this year’s School-Based Summer Reading Camp is in support of the K to 12 Basic Education Program and in line with 10 – Point Agenda of the President.

Activities included were: exercises, activities, and practice tests for Language Assessment for Primary Grades (LAPG) to incoming grade four learners; and inclusion of journalism workshop especially for schools collecting publication fees.

In Kitaotao Central Elementary School, the faculty and staff agreed to conduct the Summer Reading Camp just last April 18-22 ; April 25-29 ; and May 2-4, 2016 because of some important activities like information dissemination campaign, community involvement and Teacher’s Capability Building and Educational Tour.

This summer, the teachers administered thirteen (13) weekdays reading camp activity instead of ten (10) days, focusing on the program of activities designed by the Department of Education. Then, the faculty initiated to handle the five learning areas: English, Science, Mathematics, Filipino, and Araling Panlipunan.

The strategies employed to each subject brought excitement which enhanced learner’s reading and lifelong skills.

It is significant to provide a meaningful learning experience between pupils and teachers during summer vacation to have great assurance that non-readers could already read, and the frustration readers could comprehend what they read.

Besides, the instructional readers could develop their comprehension skills and could improve their oral interpretation skills. And the independent readers

could help encourage other readers to participate and do their responsibilities as reading campers.

The participants for this year’s summer reading camp were 175 pupils from kindergarten to grade six with different reading difficulties and abilities and including the incoming grade seven students.

Lots of fun-filled activities were performed enthusiastically by the learners with the guide of their respective teachers / facilitators in their grade levels. They were enlightened about the need for reading across all learning areas.

Thus, the pupils’ vocabulary, fluency, comprehension and writing skills increased that would served as a vehicle to improve their understanding in the different concepts that they have learned in all subject areas that they have learned in all subject areas that they could apply to their own lives at present and in the future.
