The mission of Mindanao Daily News (MDN), when it took off six years ago, is to contribute to the development strides of various sectors and communities via daily publications and dissemination in the five regions of Mindanao.

Our mission is to support the economic promotions undertaken by the government and private sectors. By then we believe that unity can be achieved through a well-informed and enlightened citizenry.

As Mindanao Daily News marks its 6th anniversary today, we raise our salutes to the Filipino people who have placed their trust and confidence in our publications. We gave these back via our various corporate so-

cial responsibility projects, is published in multi-lingual most prominent of which dialects; Cebuano, English, are the annual Mindanao and Filipino. From the Journalism magaExcellence z i n e Awards, and form, the Mindanao Business

Leaders and Entrepreneur Awards.

No one expected that we can go this far. We owe this success to our friends, supporters, readers, and advertisers.

In early 2011, this daily came out in magazine form.

It was named Mindanao Daily Balita or (MDB)—and

MDB has evolved into a tabloid.

The editorial board–– with the permission of the publisher––then decided to change the nameplate of the paper from MDB to MDN or Mindanao Daily News on May 18, 2014–and expanded the MDN’s circulation from

Cagayan de Oro to some parts of Mindanao.

Today, Mindanao Daily News is circulating regionwide. Copies of the paper are sent to Mindanao’s regional centers for distributions; Butuan City in Caraga region; Cagayan de Oro in Northe r n Mindanao (Northmin), Davao City in Davao region; and the cities of Pagadian and Zamboanga in Western Mindanao. The paper is also circulating in the Autonomous Region in Muslim Mindanao (Armm)—and in some parts of Southern Mindanao.

Duterte needs time to ponder on martial law in 6 Sulu municipalities

Whether or not martial law is necessary to weed Abu Sayyaf terrorists out of Sulu province, President Rodrigo R. Duterte said he needs time to decide because he does not want to “tinker with the extraordinary powers of the government.”

In a press conference upon his arrival from Beijing, China early Tuesday at the F. Bangoy International Airport, Duterte reacted to the call made

by Save Sulu Movement spokesperson Prof. Octavio A. Dinampo last May 10 that he must place 6 of the 19 municipalities of Sulu under martial law to rein in the local politicians who are believed to be coddling terrorists.

“I need time to ponder on it deeply. It not is only a political decision, it’s an emotional decision. You do not tinker with the extraordinary powers of the state,” he said.

The group wants martial law to cover Patikul, Indanan, Parang, Maimbung, Talipao, and Kalingalan Caluang as the alleged “craters of the terrorism.”

But Duterte admitted that a declaration of martial

law is a very serious one.

“I will solve everything that ails Mindanao pati boundary sa lupa mo. I will not just tinker with it. It’s a very serious one. Kung ako magmamartial law, there is no way of telling how long it will take to restore order, or we might not be able to succeed. Just the same, I’m warning everybody, if I declare martial law there is no telling how long it would be and for what purpose,” he said.

Dinampo’s group also called on the Senate to conduct an inquiry to look into possible links between local politicians and Abu Sayyaf terrorists, as he accused that some government officials are receiving a “lion’s share” of the ransom money.

Dinampo said their group wants the politicians

criminally liable for conniving with the terrorists.

“The record of the Army, it tallies with our findings that really we have to control the politicians because if we have 10 problems in Sulu, 8 of them are created by politicians. Only one or two are created by the ASG,” he said.

He believes the crackdown on erring politicians will put a dent on the activities of the terrorists.

Senate OKs bill Maguindanao governor to mayors: extending passport help stop spread of ‘violent extremism’ validity to 10 years

BULUAN, Maguindanao--Maguindanao Governor Esmael Mangudadatu has sought the help of the 36 mayors of the province in halting reported attempts by foreign visitors to spread

the teaching of “violent extremism.”

Some foreign Muslim preachers have gone to some secluded parts of the province to teach bomb-making instead of the way to become a good Muslim, Mangudadatu told the mayors during the Provincial Peace and Order Council (PPOC) meeting Tuesday in

this town.

He urged the mayors and barangay officials to monitor the madrasas (Islamic schools) for the possible presence of these personalities.

At least six measures were passed in the Senate on Monday, including a measure meant to extend passport validity from five to 10 years.

With 18 affirmative votes, zero negative votes and zero abstention, the Senate passed Senate Bill No. 1365 or the Philippine Passport Act which seeks to extend the validity of the passport from five years to 10 years to make travel abroad easier, especially for overseas Filipino workers (OFWs).

It was authored by Senate President Pro-Tempore Ralph Recto, Senators Juan Edgardo Angara, Alan Peter

Cayetano, Joseph Victor Ejercito, Richard Gordon, Loren Legarda, Joel Villanueva, Grace Poe, and Cynthia Villar.

Cayetano, chair of the Senate Committee on Foreign Affairs, said the passage of the measure would be in line with Pres. Rodrigo Duterte’s promise to promote the welfare of the people.

Release of retirement benefits for PAO lawyers

SENATOR Loren Legarda on Wednesday lauded the Quezon City court’s ruling ordering the release of P178 million worth of retirement benefits for lawyers working for the Public Attorneys Office (PAO).

Legarda, in a statement, said that it was about time that the court recognized the rights of retired public attorneys to compensation and gratuity benefits.

“It’s about time that we recognize the significant contributions of our PAO lawyers by fully implementing the retirement privileges

of public attorneys pursuant to the law,” Legarda said. “…They have spent many years providing legal services to indigent litigants, the oppressed, marginalized and underprivileged Filipinos. It is only fitting to give these public servants the benefits they rightfully deserve,” she added.

There are several options. The first, of course, is impeaching Morales. But this is a dead alternative now, considering the inability of those who want to impeach her, like the

Volunteers Against Crime and Corruption (VACC), to convince even just a single congressman to endorse their impeachment complaint last Wednesday, May 17, 2017.

The second is to talk to her, and persuade her to resign now. Unfortunately, however, this is similarly a dead option, since it is highly unlikely that Morales will agree to resign, unless of course, someone, somewhere, makes her an offer she cannot refuse, in the nature of the offers usually made by Mafiosi bosses during their heydays.

-oooSC MUST CLARIFY MORALES TENURE AS OMBUDSMAN: The third option is to simply wait until her supposed seven-year term is over in 2018, which is actually just a matter of months by now. In the meantime, however, it can happen that in the run-up to 2018, those who know they could be dragged to court after Morales steps down from office in 2018 would already be out of the country by that time.

There could actually be a fourth option, and it is the filing of a petition in the Supreme Court, to contest her continuing in office beyond 2012 (yes, 2012). It

is like this: when Morales was appointed in 2011, her appointment was merely as a replacement of then Ombudsman Merceditas Gutierrez, who resigned from her position.

Because of this, Morales was to occupy the position of Ombudsman for only one year, or up to 2012 only, because by 2011, Gutierrez had already served six years of her seven-year term. Since Morales was appointed merely to replace Gutierrez, she, Morales, was only assuming the remaining year of Gutierrez’ term, so that she should have stopped being Ombudsman in 2012. There is no other government agency which possesses this power granted to the Ombudsman---not even the Department of Justice, the Office of the Solicitor General, or any other government lawyer can exercise this right, power, and jurisdiction of the Ombudsman insofar as criminal cases involving government officials are concerned. At this point, however, Morales already said she will not allow Napoles to be a state witness.

-oooOPTIONS FOR DUTERTE GOV’ T ON NAPOLES: So, where does this leave the Duterte government which is obviously conducting negotiations with Napoles so she can become a witness who will finger other government officials who may have committed diversion of government funds in the nature of congressional or presidential pork barrel?

the City Mayor after his suspension order may not be considered as “Usurpation of Authority” pursuant to the law on succession, but based on moral and legal aspects, it is, because the suspension order was defective in substance and in form, a blatant violation of the law. It was a politically motivated suspension order using the power of national leadership, the power of President Aquino through Secretary Ochoa. A glaring power grabbing in the real sense of the words. It is likened to Lucifer, when he said: “I will make myself like the Most High God.” He, former City Vice-Mayor Marzo and a defeated candidate for City Mayor, had shamelessly assume the Office of the City Mayor by default, very shameful indeed to assume the office that was not intended for him, that was not mandated by the people to him, but forced himself to assume as city’s chief executive by deception and he prospered.

Public officials must be like Caesar’s wife not only virtuous but must appear virtuous. They should have moral compass and delicadiza. It was unfortunate,

indeed, that the man we all believed to be heaven sent was likened to Lucifer and his angels that were cast down from heaven to make the earth in chaos, the way he, Rudiric Marzo and former Congressman of the Lone District of Iligan City did to Iligan City, which is now in a political chaos. Their shameless play of power was considered as grave misconduct to a suppose men of integrity, honesty and with moral compass but, it was unfortunate to think about that they are only wreaking havoc to once politically peaceful Iligan, for some ignoble purpose(s) perhaps, however, they never did hinder the moving of Iligan City forward to total development and in successfully maintaining peace and order. Such breakthrough could be attributed to the sincere and honest dedication and commitment to the people of Iligan City by City Mayor Celso G. Regencia and the 16th City Council under the leadership of City Vice-Mayor Jemar Pepito Vera Cruz, which, for sure, cannot be duplicated by any and all previous city administrations combined.

NBI Opens new headquarters in Pueblo de Panay The Department of Public Works and Highways (DPWH), together with Gov. Antonio del Rosario of Capiz and Pueblo de Panay officials, turned over the new office building of the National Bureau of Investigation (NBI) which is to be upgraded from a satellite office to a district office.

Director Dante A. Gierran of the NBI district office and DPWH representatives attended the turnover. It officially kicked off the partnership that would seal the safety and security of Capiz and its residents.

The new building stands on a thousand square meter

parcel of land located on the prime hills of Pueblo de Panay, a 350-hectare mixeduse township development

by Pueblo de Panay Incorporated, dubbed as the “City within a city” of Roxas.

“The new facility is important because it will give peace of mind to residents and tourists of Pueblo de Panay and provide additional services that are beneficial to Capiznons,” said PDP General Manager Ramon H. Aldaba.

As the district office of NBI in the province, they will now be able to provide more security services to the Capiznon community.

Sulu military units in a roll, 49 ASG bandits killed in span of 4 months

Military units, tasked to neutralize the Abu Sayyaf Group (ASG) in Sulu, have been on a roll killing 49 and wounding 42 of the bandits since February 21 to May 17 this year.

This was revealed by Joint Task Force Sulu head Brig. Gen. Cirilito Sobejana in an interview Wednesday.

Anti-drugs campaign The PPOC meeting also tackled the campaign against illegal drugs.

The Philippine National Police (PNP) of Maguindanao said they had problems getting the cooperation of barangay officials who fear reprisal from the suspects.

P N P- M a g u i n d a n a o said they are eyeing 1,256 drug suspects under Oplan Tokhang of this year.

Of this number, 57 had been arrested, three were killed in police operations, nine were already dead and 788 had surrendered. Six others had transferred their residences.

P N P- M a g u i n d a n a o added that their crime solution efficiency for the period January 1-May 15, 2017 increased from 21% to 38% compared to the same period last year. They attributed the increase to pressure from President Duterte to intensify the campaign against crimes and illegal drugs.

Crime volume, however, increased by 10-percent from January 1 to May 15, 2017 compared to the same period last year.

Civilian casualties At the meeting some local officials raised concerns on the safety of civilians during law enforcement operations.

Mayor Zamzamin Ampatuan of Rajah Buayan cited the case of two minors who were among the fatalities in an anti-illegal drug operation in his town.

He said the police in his town are now working with the Commission on Human Rights in the investigation of the incident.

He said he felt sad that some parents involved in drug trading would still choose to fight back government operatives even if it means endangering the lives of their children.

Mangudadatu said police officials, courts, the Philippine Drug Enforcement Agency and the military must ensure that similar incidents won’t happen again.

Mangudadatu Mayor Freddie Mangudadatu said the officer-in-charge of the municipal police office had difficulty going against drug suspects because some of them are influential politicians inclusing those who are related to him (Mangudadatu).

The OIC police chief is only a Senior Police Officer 3, he said.

“I told my policemen, even if they are my relatives, go and enforce the law. You have my word, we cannot allow drug trade to destroy our children”, he said.

The mayor said that one time he led the demolition of a house that was suspected to be a drug den.

Hontiveros, former chair of the Senate Committee on Health, said the passage of the measure would show Filipinos “that health is, in fact, more important than wealth.”

Also approved was Senate Bill No. 1255 or an Act expanding the coverage of exemptions from revealing the source of published news or information obtained in confidence.

The measure, which was authored by Sotto and Senator Antonio Trillanes IV, seeks to amend Republic Act No. 53, better known as the Shield Law which exempts the publisher, editor, columnist or duly accredited reporter of any newspaper, magazine or periodical of general circulation from divulging their sources unless it endangers the security of the state.

Poe, chair of the Senate Committee on Public Information and Mass Media, said that the passage of the measure would ensure press freedom by allowing the press to report on matters involving public interest without fear of undue pressure from the government to reveal their sources.

In its decision, the Quezon City Regional Trial Court Branch 230 nullified the Department of Budget and Management’s (DBM) Legal Services Opinion No. 14 issued on November 2015 which stated that PAO lawyers are not entitled to the same retirement package as that of prosecutors and judges.

However, PAO insisted in their case that under Section 5 of the PAO Law, a PAO lawyer shall have the same qualifications for appointment, rank, salaries, allowances and retirement privileges as those of a public prosecutor.

The court in its ruling agreed with PAO saying that they are entitled to the same retirement privileges as those of their counterparts in the National Prosecution Service under the PAO law (Republic Act 9406) and that reference shall be made to the retirement benefits of the prosecutors in the National Prosecution Service presently governed by the NAPROS Law (Republic Act No. 11071).
