TUBOD, Lanao del Norte--Lanao del Norte leaders were elated upon hearing the recent signing ceremony between the Philippine government (PHL) and the Export-Import Bank of Korea-Economic Development Cooperation Fund (KEXIM-EDCF).

The Memorandum of Agreement (MOA) signing held at the Bureau of Treasury, Intramuros, Manila on April 28 this year, was for the $100.13-million loan that will fund the construction of the 4.19-kilometer Panguil Bay bridge.

The mega-infrastructure project will soon connect the city of Tangub in Misamis Occidental and the capital town of Tubod in Lanao del Norte.

P397million road projects a reward for good governance TAGUM City -- Davao del Norte will get P397million worth of connectivity projects to beef up its capacity to build and improve more roads and keep its good governance initiatives.

The province will receive the allocation as one of the pilot provinces of the scaled-up Konkreto at Ayos na Lansangan ang Daan Tungo sa Pangkalahatang Kaunlaran (KALSADA) program under the Department of Interior and Local Government.

The amount is included in the proposed budget for the program next year amounting to P39 billion.

In their joint letter to Governor Rodolfo del Rosario, Budget Secretary Florencio Abad and In-

terior and local Government Secretary Mel Senen Sarmiento assured the funds will be released directly to the province.

The two secretaries praised Governor Rodolfo del Rosario’s no-nonsense leadership, noting his committed involvement in advancing the principles of good governance and inclusive growth.

“Your accomplishments are proof that transparent, accountable and empowering leadership can bring the country to a confident future, where no Filipino is left behind,” they said.

Del Rosario welcomed this development, saying the fund is a big boost to rev up the development momentum of the province.

“Our pursuit of good

governance has given us the key to access this huge amount from the national government,” he said.

Davao del Norte is among the pilot provinces of the Kalsada program, receiving an allocation of P42 million for this year’s initial implementation.

The program is an offshoot of the Provincial Road Management Facility funded by the Australian government under the Department of Interior and Local Government, which ended last year.

DavNor Guv hopeful of Samal Bridge under Duterte’s term DAVAO City -- Outgoing Davao del Norte Governor Rodolfo del Rosario is confident that the long-awaited Davao-Samal bridge will push through during the term of presumptive president Rodrigo Duterte.

tance.

A Korean consultancy firm Korea Engineering and Construction (KEC) was commissioned by Davao City Mayor and incoming President Duterte last year to conduct a feasibility study for a Samal-Davao bridge.

This is a separate project from the JICA/NEDA initiated study and signaled the Mayor’s openness to the possiblity of a bridge project.

Convergence sites briefed on CADP preparation Cagayan de Oro City -- AIMING for a more focused and unified interventions for sustainable development using the Convergence Initiative (CI) strategy, the four rural development agencies, namely: DA, DENR, DAR and DILG convened with the technical working group (TWG) at the regional, provincial and municipal levels to a Joint Consultation and Planning-Workshop for the Preparation of the Convergence Area Development Plan (CADP), held in this city.

Mustered in the event are the members of the RCI-TWG from the Department of Agriculture, Department of Environment and Natural Resources (DENR), Department of Agrarian Reform (DAR) and the Department of Interior and Local Government (DILG) together with their partner local government units belonging to the Royale and Inayawan-Illana clusters, in the province of Lanao del Norte and the Mt. Balatukan Range cluster, in Misamis Oriental.

“It is a necessity in crafting a CADP for the various local convergence agro-enterprise clusters (LCAEC), as this will serve as the basis for the downpour of resources and implementation of interventions and activities covered in the CI sites for the 2017-2022 period,” remarked Carlota S. Madriaga, chief of the Field Operations Division of DA-RFO 10.

Accordingly, Thea Mae Baltazar and Jemimah Bela Torrefiel, national CI staff, both presented a detailed outline of the CADP, which will aid the three clusters in the formulation of their respective plans.

Included in the CADP is composing an introduction and a summary of the processes in devising the plan; an analysis of the covered LCAEC sites; a formulation of the vision, mission and goals of the plan; the key integrated watershed management strategies to be employed; the duration, schedule and costing of the key activities in the plan for the specified clusters.

While a detailed outline of the CADP has been highlighted, Dario Barbarona, a representative from DENR also accentuated that the plan should be integrated ecosystems management-based and geographical information system-generated based.

“In that, it should bring sectors and stakeholders together to jointly plan, design, and manage their landscapes and institutional resources and it should be culled out from a system that would show spatial or geographical data,” he said.

Completed during the activity is the formulation of the vision, mission and goal statements, which form part of the CADP and an interfacing session between the four national government agencies and LGUs, including the city/ municipal agricultural officers, planning development officers and the local government operations officers, also took place.

there are many existing plans (comprehensive land use, annual investment and commodity investment plans, etc.) that would potentially be a challenge of executing on the part of the LGUs. “The aim of the CADP is to integrate plans to make it comprehensive and encompassing those agencies towards rural development,” Baltazar responded.

“Convergence is a strategy that integrates all programs and projects such that it is in sync

with the existing policies of the involved agencies (DA, DENR, DAR and DILG),” she added.

As the submission of the CADP to the Regional Development Council will be on July 12, 2016 for approval, the body is yet to fast track timeline of activities for the month of May, which includes the submission of the CADP draft; conduct of training on Geographical Information System using Manifold Application; presentation of the semi-finalized draft

CADP to local chief executives/principals; and the conduct of a writeshop on the finalization of CADP with selected PCI representatives.

Misamis Oriental loses the Speaker of House

AFTER the midterm national and local election this year, it is time to sit down and look back.

One of the policies of the CYNOSURE is to be neutral in dealing with political issues. Another important rule is to be discreet on some sensitive political issues that might be construed as premature or simply incredible.

Perhaps, now that the election is over, it is time to write some critical observation. The CYNOSURE would like to disabuse the minds of the readers because the post political observation could have an effect on the voters’ attitude.

For instance, the voters in the second district of Misamis Oriental in particular and the province of Misamis Oriental in general, missed to vote one of the most important candidates in the province.

Jun Baculio. Without doubt, Baculio is the most qualified legislators compared to the elected representatives in Misamis Oriental.

This is not to say that Juliet Uy and Pedro Unabia are not qualified. Both Uy and Unabia are qualified, but their experience as a legislator pale in comparison to that of Baculio.

Consider this, Baculio is the only candidate in Misamis Oriental who was running for a fourth term in Congress. By far, Baculio is the only candidate in Misamis Oriental and Cagayan De Oro who is qualified for the Speakership in Congress!

a better future, they must learn from the past.

M a ny b e l i e v e t h at Duterte’s win is an affirmation of the people’s disenchantment with “daang matuwid”, the embodiment of the Aquino government’s neoliberal policies - that it is best to move forward rather than look back. But a second look at Duterte’s economic plans reveals that the failed “daang matuwid” of the past will remain a significant part of the country’s future.

The Philippines seems to be a vibrant economy that is the emergent star of Southeast Asia. There is economic growth, growing corporate profits, rising oligarch wealth, investor confidence, and international media hype. These are all true. Yet there is also a profound deterioration across a huge swathe of the economy and in its most important fundamentals.

The economy is creating less new jobs per year where the average of just 692,000 new jobs annually in 2011-2015 is much less than the 858,000 annually in 2001-2010. This has resulted in the most unemployed, underemployed, discouraged job-seekers, and overseas Filipino workers in the country’s history.

The quality of employment is dismal. Some 24.4 million working Filipinos or nearly two-thirds (63%) of total employed are nonregular, agency-hired, informal sector, or unpaid family workers.

Among wage and salary workers, over two-fifths (44%) are non-regular work-

Baculio was the only congressional candidate who was running under Duterte’s Partido ng Demokratikong Pilipino (PDP) political party in Misamis Oriental.

One of the Congressmen who has no record of graft and corruption, Duterte reportedly wrote an assurance letter to Baculio to be the next Speaker of House.

In return, Baculio was the man behind the scene who was recruiting members of the house to defect and join the Duterte bandwagon.

This was the reason why Baculio could not focus on his campaign trail in Misamis Oriental. Baculio has reportedly succeeded in recruiting about 50 congressmen to Duterte’s side.

To have a Speaker of the House, especially coming from Misamis Oriental, is not only a great opportunity – it is like winning a grand slam Lotto.

Despite Php295 billion spent on the Pantawid Pamilyang Pilipino Program (4Ps) conditional cash transfer (CCT) program in the period 2011-2015, the number of Filipinos in extreme poverty is unchanged at some 27 million in the first half of 2015.

Anywhere between 56-66 million Filipinos should really be considered poor by a reasonable standard of decent living.

The number of underweight children even increased by some 203,000 and the number of children not fully immunized increased by 692,000 in 2015 from the year before. The Philippines is rich in natural resources and raw materials. Yet agriculture and industry remain in decline.

The country’s production sectors -- agriculture, manufacturing, construction and mining -- accounted for over 60% of the national economy, services for some 30%, and utilities for 10% until the late 1970s. Production started to collapse upon the onset of the globalization era during the Marcos regime.

I met a lot of them just sitting in dark corners of their homes unattended to by their busy children, hungry and sickly and waiting for darkness to come. Some of them are in skin and bone and could not sustain life for lack of resources. They are walking scarecrows in the homes and yet these people were the heroes of our lives during their time. It was this sector who developed society and preserved honor and dignity in our lives.

They should be attended to, and taken care of, until they breath their last.

I wish the government extend to them health services like free medical, dental and hospital service and even burial when their time comes. They shoud be given monthly pensions to allow

Further, it trains the participants on how to stabilize patient’s condition and transport the patient to a medical facility.

Caraga ESGP-PA scholar-graduates thank their parents during Padayag 2016 Butuan City -- Fortyfive (45) of the 61 Expanded Students’ Grants-inAid Program for Poverty Alleviation (ESGP-PA) scholar-graduates paid tribute to their parents during Pad ayag 2016 which was successfully held on May 12 in Almont Hotel’s Inland Resort,

this city.

Padayag is a Visayan term which means to show is an advocacy activity of the Department of Social Welfare and Development (DSWD) being facilitated by the Social Marketing Unit (SMU) in coordination with the Regional Program Management Office

(RPMO) of the Pantawid Pamilyang Pilipino Program.

During the course of the event, the graduates sung the song Thank You to express their gratitude to their parents who guided and helped them reach their dreams. With the song was a flower, a red rose, that symbolises their love and care for their parents who took good care of them.

In his message, Jerry Bual, an ESGP-PA scholargraduate from Caraga State University (CSU) extoled DSWD Field Office Caraga for its intervention and for bringing him closer to his life aspirations.

“It was not an easy journey to graduate in college.

I have been through thick and thin circumstances that challenged my belief and my faith to myself. I really thought that gradu-

ating from college is a blurry vision. But with DSWD and the Pantawid Pamilya, their initiatives to school poor but deserving students have made me accomplishe this victory,” he said.

Jerry is a recipient of The Outstanding Student in Caraga (TOSCA) award given by the Rotary Club of Caraga during this year’s CSU commencement exercises. He is also one (1) of the 61 ESGP-PA scholars who graduated this year.

“I am honored to receive the scholarship grant because among the many deserving applicants, I was chosen and got to apply to my preferred course.

Of t he 61 ESGPPA graduates, 22 of those are from Agusan del Norte, 14 are from Agusan del Sur, five (5) are from Dinagat Islands, four (4) from Surigao del Norte, while the other 16 are from the province of Surigao del Sur. While parents of the graduates are proud of their children’s achievements, DSWD-Caraga Regional Director Minda B. Brigoli expressed first her gratitude to the parents of the graduates for their unlimited support and for guiding their children in achieving their dreams.

She also applauded the graduates for making their dreams to graduate in college a reality.

“Parents are true angels to their children. They guided them and made them the person they are now. They also serve as light to them during their crises hours and on times when things are in doubt.

These are just some of the tangible attestations that made mothers the “Ilaw ng Tahanan”, uttered Brigoli.

“To the graduates, continue to inspire yourselves to dream more. Graduating from college is just the beginning towards the realization of your goals in life. May this humble beginning serve as a legitimate proof to you that

Aside f rom Br igoli, regional directors from the National Economic and Development Authority (NEDA), Department of Tourism (DOT), Department of Science and Technology (DOST), and representatives from other partner-agencies and selected State Universities and Colleges (SUCs) like the Caraga State University (CSU), Surigao del Sur State University (SDSSU), and Agusan Sur State College of Agriculture and Technology (ASSCAT) were also present to witness the success of the 61 graduates.

Along with the said event was the launching of the 1st quarter CY 2016 issue of Caraga Frontline, the official publication of DSWD Field Office Caraga.

ALTERNATIVE LEARNING SYSTEM (ALS) of Tangub City Division Conducted Search for Mr. and Miss Summer Learning Camp 2016

In connection of the yearly ALS Summer Learning Camp, ALS Tangub City Division conducted search for Mr. and Miss Summer Learning Camp 2016 with the theme “WALANG PILIPINONG KABATAANG MAIIWAN @ALS LEANERS, KAAIKIBAT SA PAG-UNLAD NG PAMAYANAN” held at Barangay Isidro D. Tan, Tangub City last April 28, 2016.

The said activity was participated by the different learners and with its chosen candidates to represent each district. Fredelyn Barimbao and Kenneth Jinn Lumayot was the candidates for North District, for the South District was Jolina singson and Rey Balanueco, Jessa Mae Cuizon was the representative for the Southwest District and Baby Jane Baylosis and his partner Michael B. Guirnaldo was the candidate for Central District. Part of the highlights of the search was the fund raising money for the learning facilities to be used in the Community Learning Center (CLC) in each district. With unity and teamwork, Central District raised the highest amount of money for the male and female candidates for a

total of P 8,255.50 on the day of canvassing to be proclaimed as Mr. and Miss Summer Learning Camp 2016. Followed by South District in male with Southwest District female.

Third was the North District female with Southwest District male and fourth was North District male and South District female.

During the search of minor and major awards the candidates show cased their talents and beauty.

For the female candidates, Central District won the Best in Production Number, Best in Sports Attire, Best in Talent and Best in Recycled Gown. In the other hand South District male category garnered as Best in Production Number, Best in Sports Attire and Best in Formal Attire.

The Best in Talent was amassed by Central District. As overall result, Miss Baby Jane Baylosis and Mr. Michael Guirnaldo were crowned as 2nd Mr. and Miss Summer Learning Camp 2016.

The activity was ended with happy faces and big smiles of different learners as they spread outh to their respective places bringing the bacon of true sportsmanship, unity and teamwork.

Reading Camp 2016

THE school-based summer reading camp of the Department of Education (DepEd) is a 15-weekday activity which follows the integrated approach to teaching and learning where all subject areas are involved focusing on reading comprehension skills. This would certainly address not only the existing problems on reading deficiencies of our learners in both elementary and secondary levels but further nurture and hone the individual’s love of reading thus exposing them to various learning opportunities where reading skills will be enhanced through play, fun games, oral interpretation, videos and other enjoyable activities.

Reading camps are usually conducted outdoors depending on the school situation, facilities and weather condition. Because we are all in an El Niño situation, summer reading camps this year are usually held in the shade.

Although reading camps are conducted in individual schools, there is a clear template provided by DepEd. Every Friday of the week shall be a culminating activity, putting together what the campers have learned and showcasing their talents.

The purpose of the reading camp is to help non-readers read, enable them to comprehend what they read, develop comprehension skills and improve oral interpretation skills and enhance reading abilities of individuals through various literary activities.

Registration fee is Php1,500 inclusive of plant, tools and handouts.

This graduation concert is one of the culminating activities of the summerlong workshop, which is the second leg of the YAHSHUA Intelex ULTIMATE SUMMER BRAINFEST; covering Math, Music and Art trainings. The first leg, “Learn Art the Easy Way” was also recently concluded last April 28, 2016.

allow them to buy food and be happy at their remaining days rather than let them get lost in a society where their only mistakes is being alive too long. We never have attended to their needs. I remember several old folks who came to me asking for some money to enable them to buy hypertension and diabetes pills and sadly those who have no friends to go to just die in extreme agony.

And yet the new administration has spoken a litany of projects that amazed people since they all tend to give more progress to the country, Duterte spoke of giving peace to the country and even invited the leftists to help him on such project.

Many projects have been put on the surface - - things that were unheard of in the past decades.

Majority of society right now could feel the difference in deed and reality of the coming government which they hoped could really make a change. People were used to empty promises, unrealized projects here and there, failures of vows from politicians and the like that were uttered by previous leaders. Of course we knew for a fact this made some angry people went to the hills to show their distrust and dissatisfaction.

In my case I like peace and order improved first before anything. Once people can walk freely in our streets even during the nights specially the rich, the tourists, the leaders and many others, many miracles can take place in our country. Our new president must face the problems of the rebels to solve the dreadful kidnapping by the Abu Sayaff and other people with bad habits in society.

I wonder if Duterte can impose discipline among our people, especially the youth who now wallow in drugs and criminality.

This guy is our hope for the future, but right now we feel losing them because of too much of bad habits and failures. Society is dwindling and utterly shaking in the edge of a cliff. In short, we are falling. We must rebuild ourselves.

The Speaker of the House enjoys a 10 percent allocation of the approved annual appropriations. The Speaker has an option to distribute the funds to the members of the House to fund local projects. Certainly, the province of Misamis Oriental would be in Baculio’s list of priorities.

Too bad, the people of Misamis Oriental committed a blunder of not electing

Baculio to Congress. Anyway, there is one last chance after all. Baculio would definitely run as representative to the Constitutional Convention (ConCon).

Congress would deliberate on the holding of the ConCon this year to pave the way for the establishment of the federal government.

a service and trading economy more than a producing economy. Near the end of the outgoing Aquino administration, production was down to 39% of the economy while low-productivity services rose to over 49% in 2015.

This worsening joblessness, poverty, and economic backwardness -- and ever more concentrated wealth and economic power in a few corporations and a handful of oligarchs -- are the inevitable result of over 35 years of neoliberal “free market” economics.

The state has been oriented to support the private profit-seeking of a few more than socioeconomic development for the majority. The economy was opened up to foreign capital, goods and services. This devastated Filipino producers and reduced domestic enterprises to subordinate, albeit profitable, partners and subcontractors.

Education, health, housing, water and electricity became commodities to profit from rather than services every Filipino is entitled to.

Neoliberal insanity “Insanity,” Albert Einstein wittily quipped, is “doing the same thing over and over again and expecting different results.”

The decades of marketledunderdevelopment are self-evident and mirror the experience in other countries.The problems faced by the majority of Filipinos are also well-known to the presidential candidates who, exploiting the yearning for change, all made sweeping promises of poverty reduction and job creation.

The Duterte camp has already articulated its eightpoint economic agenda. It does not really offer anything different from the outgoing Aquino administration or from those that came before it. (The performance of the Aquino administration is assessed in more detail in IBON’s 2015 Yearend Birdtalk, “End of the Road, and a New Beginning?”)

The neoliberal emphasis on promoting private profit -- even in public utilities and social services -- and unqualifiedly welcoming foreign investment is largely intact. Government resources and regulatory authority will be geared to supporting corporate profits rather than ensuring national development and attending to the people’s welfare.

Real asset reforms and

redistributive measures that challenge elite power are avoided. Since being the runaway frontrunner in the 2016 elections, Duterte has become systematic in articulating how his administration will be pro-business. Big corporations are assured consistency in contracts, ease of doing business, and an efficient bureaucracy.

For instance, his camp has declared that the “Davao City model” of expediting business licenses will be applied nationwide. A more sustained pro-people position articulating a bias for the country’s marginalized versus entrenched elites would have been much more welcome.

During the campaign period, Duterte avoided declaring open support for public-private partnerships (PPP) whose flaws are already well-known to the public.

His camp, however, finally declared open support for it right after the elections as well as targeted the equivalent of 5% of gross domestic product (GDP) for infrastructure spending. This is not surprising given the likelihood of the Duterte camp courting the support, if it does not already have it, of Filipino oligarchs in construction, agri-business, mining and other businesses.

Expanding transport infrastructure gives lucrative contracts to build and operate as well as eventually makes doing business easier and more profitable.

Duterte’s camp has proposed reducing taxes among lower personal income tax brackets which may be a way of making reduction of tax burdens on the rich more palatable. Many of the other presidential candidates were conspicuously in favor of, or at least open to, lowering corporate income tax rates.

Yet Duterte is apparently not bold enough to pursue the more rational option of a progressive tax system that increases direct taxes on the rich and relieves the poor of regressive indirect taxes (his spokesperson apparently misunderstands what a “progressive tax system” means). This would increase government revenues for national development, if it were so inclined, as well as erode the economic base and

power of elites.

Duterte’s first economic policy statement after the elections was on changing the 1987 Constitution to ease restrictions on foreign investment. He has become even more active in courting foreign investors.

Duterte said that he would immediately call for a constitutional convention to, among others, remove the nationalist economic provisions of the Charter that foreign capital complains about.

He has not yet announced pursuing more free trade agreements (FTAs), presumably including the United States (US)-centered TransPacific Partnership (TPP) agreement, but given the thrusts of his eight-point economic agenda this may just be a matter of time.

Duterte had previously declared support for manufacturing although he did not say if by this he means Filipino-driven manufacturing and industrialization.

He did say that he would strengthen basic industries and gave the steel industry as an example. The announced economic agenda also promotes the pseudo-industry of tourism as part of a “rural development strategy” to help the vast rural poor. Like virtually every presidential candidate the country has ever had, Duterte proclaims support for agriculture.

He has promised to prioritize, strengthen or revitalize the sector by providing irrigation, post-harvest facilities, support services and agricultural credit. However the historical record of candidates in keeping such promises is not reassuring.

The agricultural sector has for decades taken up barely 5% of the national budget, on average, and this is even down to just 4% under Aquino in 2016. On the other hand Duterte’s promises to promote agri-business and corporate farming, and to let foreigners lease land longer are more likely to materialize.

Despite widespread landlessness, Duterte has not been bold enough to say that he will distribute land to farmers for free.

Duterte declares support for education. While he said that K to 12 implementation

has to be improved he says nothing about addressing its retrogressive orientation of merely producing a cheap and docile labor force for corporations in the country or for export. His camp only announced giving scholarships for tertiary education that will likely go mainly to private schools.

Duterte also declared support for health care and in particular for expanding PhilHealth coverage and benefits. Yet he says nothing about addressing the underlying privatization of health and hospitals that drives up the cost of medical care and makes this inaccessible to begin with.

Finally, like all the candidates Duterte makes grand promises to expand the conditional cash transfer program and to index payments to inflation. In the absence of a real long-term program to create jobs and develop the economy, the promise of cash dole-outs for tens of millions of poor and undoubtedly needy Filipinos bordered on post-paid vote buying using government funds.

In contrast, he does not commit to distribute land for free to landless farmers.

Nor does he give convincing guarantees of meaningfully higher wages or ending contractualization that assert workers’ rights over capitalist profits. People elect, elites choose But then attributing the incoming Duterte administration’s old, failed and stale neoliberal economic policies merely to failing to learn from the past may actually be too generous.

More fundamentally, its policies reflect the deeply undemocratic imbalance of power in the country. Even with supposedly free elections, the majority of poor Filipinos are systematically marginalized from political power -- often violently. The general population elects its leaders in periodic elections but they do not actually choose or, at best, only choose from the restricted choices the political system allows.

The real choices are made by the concentrated core of elite families that has dominated Philippine economic and political life throughout its modern history. This core

is hardly changed by how some enter or exit as new fortunes are built or old ones lost. But, powerful as it is, even this domestic elite is constrained in its behavior.

Global monopoly capital has asserted its ultimate control over the country since the US colonial period, despite formal independence in 1946, and throughout the neocolonial era until today.

The US has the longest record of self-serving imperialist intervention using scores of direct, indirect, formal and informal levers -- treaties, trade and investment agreements, international financial institutions, so-called development aid, policy conditionalities, diplomatic pressure, lobbying, back-room manipulation, and even military interference.

Duterte’s personal, professional and class background certainly predisposes him to neoliberal policies. But, more to the point, he became the leading candidate because his upholding neoliberal policies make him acceptable to domestic elites and foreign monopoly capital. In practical terms this means campaign funding and political support.

The in-fighting, personality differences, or variations in style between candidates can get colorful but do not really mean any substantive policy divergence among them. Unfortunately, the marginalized majority remain unable to challenge elite capture of the electoral system and, indeed, are even cynically manipulated into supporting this.

Even with a monthand-a-half before the next administration, neoliberal socioeconomic outcomes are already preordained.

Fortunately, the efforts to increase the people’s influence on governance goes far beyond the moment of seemingly active citizenship the elections provide.

As ever, the daily organized struggles of the country’s farmers, fisherfolk, workers, informal sectors, indigenous peoples, women, youth, and others in the mass movement remain the most potent forces for real democracy and radical development in the country.
