Military dares ‘rights group’ to file charges EDITOR: Cris diaz

DAVAO CITY – The militar y has urged human rights group Karapatan to file court cases against soldiers who committed human rights violations.

Captain Rhyan Batchar, chief information officer of the 10th Infantry (Agila) Division of the Philippine Army, said on Sunday that Karapatan should not resort

to “trial by publicity” but file formal complaints if they have evidence against erring soldiers.

Karapatan earlier accused elements of the 3rd Infantry Battalion and Task Force Haribon of harassment in the area.

ADB lauds LGUs’ commitment on climate change issues DAVAO CITY– The Asian Development Bank (ADB) has lauded the commitment of nine pilot local government units (LGUs) to scale up their climate change adaptation and mitigation plans.

The pilot LGUs underwent a 36-month capacity building under the Climate Resilience and Green Growth in Critical Watersheds project.

Dr. Candido Cabrido Jr., ADB Technical Assistance (TA) team leader and a specialist of the National Climate Change Adaptation and Disaster Risk Management, said the nine LGUs now have their green houses gases (GHG) reduction plans, environment resources accounting for green economy as well as investment plans.

The nine pilot LGUs are Baganga, Boston and Cateel in Davao Oriental ; Naga, Milaor and San Fernando in Camarines Sur; and Quezon City, Marikina City and Cainta, Rizal.

The project is funded by the Japan Fund for Poverty Reduction (JFPR). It aims to assist the Climate Change Commission (CCC) in demonstrating green growth and climate resilience alternatives in LGUs within critical watersheds.

During the study, Cabrido said they found out that these LGUs needed capacity building to develop a roadmap to address climate change issues.

He said the beneficiaries, especially those in Davao Oriental, have no updated Comprehensive Land Use Plan (CLUP), no local climate change action plans, no inventories of GHG, lack natural resources accounting, no identification of environment resources potential and lack capacity to develop their resiliency plans.

STATISTICS on information and communication technology (ICT) adoption by women show very low numbers compared to men. According to the ICT Facts and Figures report by the International Telecommunication Union, the global Internet user gender gap grew from 11 percent in 2013 to 12

percent in 2016. Internet penetration rate has remained low for women specifically in the Asia Pacific region (3.95 percent) compared to men (47.5 percent). Only 30 percent of the around seven million people working in the ICT sector are women.

To boost representation of women in ICT-oriented

careers, ITU members have come together to hold the International Girls in ICT Day which is to be celebrated on the fourth Thursday of April every year. The goal of the event is to create a global environment that empowers and encourages girls and young women to consider careers in IVT. The private sector too has a major role to play in

bridging the gender divide in ICT. It must encourage women participation in planning, designing and developing products and solutions that encourage more women in the ICT workforce. A multipronged approach has to be taken that acknowledges, debates and addresses the problems that may hinder ICT adoption by women.

For 2017, makeup artists took part in a fabulous Glam Session at the SM Beauty Section of SM Makati. Guests got a peek of what’s hot right now and what to look forward to in the coming seasons in terms of makeup. Over 200 of the best makeup artists in the Philippines were in attendance during the Muriel Jada Nubla working on her model Alla Alla. event, which also served as a shopping party for them.

SM Beauty Glam Session was more than an event filled with beauty and glamor. It celebrated the long and solid relationship and association between SM Beauty and these makeup artists. Each makeup artist present during the event received an SM Beauty PROCard, which entitles him or her to a 10% discount for purchases at the SM Beauty Zidjian Floro with Model Sandra Ma.
