PNP upgrades crime laboratory in M’danao By Lilian C. Mellejor

DAVAO CITY -- The Philippine National Police (PNP) has upgraded its crime laboratory here to better aid crime investigation works across Mindanao. Part of the improvement is the acquisition of a high-end functional test DNA (Deoxyribonucleic Acid), which can determine hereditary material in humans and almost all other organisms. Superintendent Georby Manuel, PNP crime laboratory director, said the upgrading of their equipment is part of the Php98 million equipment package for the PNP. The other equipment is with the Cebu crime laboratory.

Manuel said that for DNA testing, they will serve the six police regional offices in Mindanao. Aside from the equipment, the crime laboratory is also moving to its new building constructed at a cost of Php50 million. The construction is already in the finishing stage. In an interview during the launching of the DNA equipment yesterday, Manuel said the upgrade would boost their crime investigation work compared to the old ones, which are operated manually. “These are high tech, state-of-art equipment and will give us 100 percent accuracy on results,”Manuel said, adding they can now do automated fingerprinting.

In Camp Crame, the crime laboratory gets an average of 600 requests annually for DNA tests and a bigger number for chemical and physical examinations. Among the notable cases for DNA are the idnetification of terrorists who were neutralized by authorities and sensational cases such as rape or sexual assault. DAVAO CITY -- The Eastern Mindanao Command (Eastmincom) of the Armed Forces of the Philippines has ordered its troops to be on heightened alert as terrorist groups may launch diversionary tactics on its jurisdiction. Major Ezra Balagtey, chief of the information office of Eastmincom, said Friday the heightened alert took effect on Thursday evening, May 11. The order followed a travel advisory previously issued by the US Embassy to its citizens to avoid visiting Palawan. “While the travel advisory was specific to Palawan, the command had to raise the alert level in the area because of the possibility of terrorist groups shifting or diverting operations to Eastern Mindanao,” Balagtey pointed out. DAVAO CITY -- The City Council of Davao has approved two resolutions authorizing Mayor Sara Duterte to use the trust fund for livelihood and medical assistance for the victims of the Roxas Night Market bombing. The trust fund came from the donations to the city following the deadly blast which hit the Roxas Night Market which occurred last September 2, 2016. The bombs killed 15 people and wounded 70 others. The trust fund totaled at around P8.9 million,

the resolutions which authorized the city mayor to appropriate the funds for the beneficiaries was approved in the third and final reading by the city council yesterday (May 9). The 73 beneficiaries will receive livelihood projects worth P10,000 to P50,000. The livelihood assistance of the fund totaled P4.5million. About P3-million of the fund will be used for medical assistance of the victims. About 11 severely injured victims still need long-term medical care. (PIA/RG Alama)

WHO cites Philippines’ health achievements TAGUM CITY -- A World Health Organization (WHO) official on Thursday cited the Philippines’ health achievements. Dr. Shin Young-soo, WHO regional director for the Western Pacific, highlighted that life expectancy in the Philippines is at least 70 years (68.27 years in 2014); less than a million Filipinos are smoking

compared to six years ago; the increased tax tobacco tax has pushed back unhealthy behaviors and tripled the health budget; and, more than 92 percent of all Filipinos now benefit from the national health insurance. Shin said this during the signing and launching of the six-year health strategy geared towards advancing the Philippines’ contribution

to global health agenda at the Davao Regional Medical Center here. At the same time, Shin urged the government to address the lingering health challenges in the country like heart, diabetes and cancer diseases. Shin noted that the Philippines is a fast growing economy, yet with its growth and changing lifestyles, chal-

lenges of non-communicable diseases remain. Anyway, the first news pertains to the man from Quezon City who killed not only his live-in partner of 10 years with whom he has two children, but also the “other man” or the paramour of the woman, after the suspect caught the two of them---the live-in partner and her paramour---having wild sex right inside their own bedroom. -oooTHE SCOURGE OF HIV/ AIDS FROM WANTON SEX: The second piece of news focused on the spread of the dreaded HIV virus among all towns in Western Visayas, particularly in Iloilo City, according to a report from the Department of Health Region 6. HIV, as we all know, transforms into the deadly AIDS virus, now considered as one of the top killer diseases in the world. What is troubling from this HIV report is the finding that the transmission of this virus, originally only from foreigners visiting the country and who indulge sex with our countrymen, is now made possible even

Lopez, on the other hand, expressed optimism on the partnership, which can further expand the program’s network through pawnshops

across the country. Small Business Corporation (SBCorp) President Brillo Reynes (top: leftmost) said that the P3 program is on-track, distributing P60 million funds in Mindoro alone. P3 is a microfinancing program that aims to end the usurious “5-6” scheme and help the micro, small and medium enterprises get easier access to financing services, providing non-collateral loan with small interest rate of 2.5% every month. Payments are also made easy and flexible as individuals can pay either weekly or monthly. GSIS opens college Certification of SSS members scholarship program applying for Taiwan working visa The Social Security System (SSS) is advising its members that the Taipei Economic and Cultural Office (TECO) in the Philippines will accept SSS Certification of Unified Multipurpose Identification System (UMID) Card Issuance in lieu of UMID card for Taiwan-bound members.

Members who applied for UMID card starting February 20, 2017 and those who applied before the said date that pass through investigation due to similar fingerprints can request for this certification. The recruitment agency’s liaison officer may also request for

the certification in behalf of the member by submitting letter of authority and a valid ID. The certification request from NCR Branch Offices and SSS POEA will be released at SSS POEA after three working days from date of application. For

Veterans Bank opens new loan window for MSMEs DAVAO CITY -- The Philippine Veterans Bank (PVB) announced Friday the opening of a PHP1 billion loan window for micro, small and medium enterprises (MSMEs). Miguel Angelo VillaReal, PVB vice president and division head for Corporate Consumer Relations Division, said the loan facility for MSMEs is part of the bank’s rebranding initiatives. PVB, which is owned by the veterans of World War II and retired military and police personnel, is headed by former Finance Secretary Roberto de Ocampo. IFI bishop arrested with communist leader in Ozamiz

CAGAYAN DE ORO CITY -- Police arrested an alleged top ranking communist leader in western Mindanao along with a bishop of the Iglesia Filipina Independiente (IFI), his wife and their driver in Ozamiz City Friday night. The IFI is also known as the Philippine Independent Church or the Aglipayan Church. PNP Northern Mindanao spokesperson Superintendent Lemuel Gonda said a joint police and army team arrested the four at a checkpoint in Barangay Gango. He identified them as Rommel Salinas, the alleged secretary general of the Communist Party of the Philippines in Western Mindanao; Bishop Carlo Morales; his wife Maria Teofila Losaria Morales; and their driver Isadome Dalid, who was driving their maroon-colored Starex van. selling of beer and for other purposes; WHEREAS, it has been observed that most of the provisions contained in the previous Ordinance were designed to prohibit the selling of liquor and other intoxicating substances, within one hundred (100) linear meters away from school and likewise prohibit the selling of the same to minors and students, and provides penalties thereof; WHEREAS, for quite some time, there are business establishments, store-owners, sari-sari stores and convenience stores which operate their business for twenty fours (24/7) in selling liquor, intoxicating substances and alcoholic beverages including coconut wine to the customers, which is perceived to be too much, thus contrary to public moral, good custom and prejudicial to the third person; WHEREAS, there was this clamor to pass an Ordinance prohibiting or banning business establishments, Inn, Tavern, Nightclub, Hotel and Restaurant, store-owner, sari-sari store, and convenience store to sell, serve, and prohibit individuals from drinking liquors, alcoholic beverages, intoxicating substances including coconut wine from 1:00 AM to 6:00 AM; WHEREAS, those mentioned intoxicating substances are considered mind altering and body destroying substances. People should be aware about this especially for those who love to party until the wee hours of the morning for they may have to make some adjustments in their lifestyle and advised to stock up on supply and just continue drinking at homeso as to avoid being involved in the increasing alcohol related incidents outside their homes; WHEREAS, this ungodly hours (1:00 AM to 6:00 AM) instigate people to patronize their wine products and the customers usually consume the same or in other words having a drinking spree in the said business establishment and even public places such as: parks, plazas, parking areas, and uninhabited private places, and as a result they get drunk and once a person is intoxicated or under the influence of liquor, become unruly causing trouble, making annoyances towards neighborhood tranquility; WHEREAS, Davao City’s Ordinance No. 004-13 series of 2013 prohibited the selling, serving, drinking, and consumption of liquors, alcoholic beverages from 1:00 AM., until 8:00 AMis already successfully implemented in Davao City during Mayor Rodrigo Duterte’s time as he gained full support from the business sector which they had made some adjustments of their business hours to accommodate their valued customers and also to avoid huge losses of their sales;

WHEREAS, on June 24, 1951, the Municipal Board of Iligan City passed Ordinance No. 44. entitled “An Ordinance Prohibiting The Sale of Liquor and Any other Intoxicating Substance Within One Hundred Linear Meter From Any School, College or University”. Said Ordinance imposed a fine of not less than P10.00 but not more than P100.00, and imprisonment of not less than ten (10) days but not more than three (3) months, or both at the sound discretion of the court; WHEREAS, because of the rampant selling of liquor to minors and students, on September 19, 1968, the Sangguniang Panlungsod passed City Ordinance No. 497, entitled “An Ordinance Amending Ordinance No, 44, Prohibiting the Selling of Liquor and Any Other Intoxicating Substances Within the One Hundred (100) Linear Meters From Any School, College or University To Minors and Students WHEREFORE, on motion of Member Bernard Y.
