MISAMIS Oriental--The provincial government of Misamis Oriental has spent more than PHP 9 million for the summer job under the Special Program for the Employment of Students (SPES) since 2013 up to the present, Provincial Governor Yevgeny Vincente Emano said Thursday.

He said that about 3,766 students and out-of-school youth had benefited the SPES program under the Provincial Employment and Services Office (PESO) during the four-year period when SPES was implemented in 2013.

The program is carried out in coordination with the Department of Labor and Employment (DOLE) under Republic Act No. 9547, also known as “An Act to Help Poor but Deserving Students” by providing jobs to students during summer or Christmas Season.

Emano said that the local government unit pays the 60 percent of the salary while the DOLE pays the remaining 40 percent of the salary due to a SPES beneficiary.

This year, 825 students and out-of-school youths would be spread out in the various municipal towns in Misamis Oriental’s first and second district after undergoing an orientation, he said.

COLLEGIAL DECISION: While it maybe assumed that certain things are happening “behind the scenes” in the acquittal of Janet Lim Napoles by the Court of Appeals relative to her conviction by a Makati City court of the charge of serious illegal detention, it should not be forgotten that the decision of acquittal was arrived at by highly learned justices of the appellate court after a serious study of the facts and the evidence.

What cannot be denied is that the verdict of conviction against Napoles was reversed through a unanimous decision of the three justices who composed the Court of Appeals division that reviewed the conviction. There was no dissenting vote, and this presupposes that the three magistrates fully agreed with one another to set Napoles free.

that, despite its many weaknesses and imperfections, the Philippine justice system is still working, upholding the majesty of the law, and dispensing justice to everyone, whether rich or poor, or whether strong or weak, without fear or favor.

There maybe some rotten bad eggs, yes, but the good ones far outnumber those whom a former president of the country labeled as “hoodlums in robes”.

-oooOMBUDSMAN IS AN OBSTACLE TO NAPOLES AS A STATE WITNESS: Having said that here, I would like to add, quite urgently, that there is a very formidable obstacle that must be hurdled by the Duterte government before Napoles could be utilized as a state witness in the on-going trial of some lawmakers in connection with the P10 billion pork barrel scam. This obstacle is Ombudsman Conchita Carpio Morales.

With due respect, her record as graft buster relative to these pork barrel scams does not inspire the belief that she would be interested to make Napoles a state witness. First, in the early stages of the pork barrel cases, she chose to investigate and then prosecute only those who opposed the government of

the president that appointed her as Ombudsman, leaving out this president and his allies from the cases.

Second, she chose to remain silent and not to pursue, vigorously or otherwise, the Supreme Court’s directive clearly addressed to her to investigate and then hold liable the officials of the Aquino government who masterminded and executed the biggest scam of all time, which was the diversion of some P150 or so billion in government funds to favor lawmakers who voted to oust Chief Justice Renato Corona.

-oooOBSTACLE MUST BE SIDETRACKED: This diversion was carried out under a high-sounding name, “disbursement acceleration program”, but the Supreme Court struck it down as being unconstitutional.

Morales then employed legal gobbledygook---or legal mambo-jumbo, if you will---to allow Aquino to escape from any liability, and to charge then Budget Secretary Florencio Abad with a very insignificant criminal case. Because she is an obstacle, the Ombudsman must be sidetracked!

erred in convicting her, but, in point of law, with or without that Calida brief, the Court of Appeals justices who voted in her favor had to decide one way or another. Ultimately, it was their own perception of the facts and the law that truly carried the day for Napoles.

-oooCRITICISMS VS. NAPOLES DECISION UNFAIR: It is therefore highly contemptuous and highly disrespectful for certain persons and groups to be attributing malice to the Napoles acquittal, on the theory that this was a maneuver of the Duterte government to enable the erstwhile businesswoman who is now derisively called the “pork barrel queen” to become a state witness in the pork barrel cases and subsequently implicate former President Aquino and his officials in the scam.

That may indeed be the end result of her having been given a favorable decision by the Court of Appeals, but it is absolutely unfair, and is a gross assault against the integrity of the existing justice system, to say that Napoles is now being given special treatment by the Duterte government to achieve its purposes, with the aid of the judiciary.

I would like to believe

so many problems that necessarily obstruct its growth, development and improvement. We cannot climb a ladder to join the long line of advanced countries around us. We are nailed right in our doorsteps and lost in the wilderness of failures. We are like a bird who was orphaned at an early age and could not fly to the next branch of a tree because we are lost on what to do. And yet we always brag ourselves to be knowledgeable on nearly anything under the sun, intelligent people, religious and straightforward.

We have the rebels, the drug lords, terrorism, corruptions in government, bad leaders who were elected to their positions via vote-buying, less educated politicians who just want to become rich at the expense of the taxpayers, uncooperative and unconcerned citizens and a lot others who are pulling our country down to show off strength and stupidity. What is even more astonishing is the fact that many of our police officers who used to

be good servants are now involved in big crimes. Just this week, four policemen of Makati City were arrested for kidnapping. They are competing the business of Abu Sayyaf of Jolo.

Some people think the shortest way to become a millionaire is not winning a lotto or a sweepstake but getting into politics where cash is abundant. What a candidate needs is popularity, strategy, lying, cheating, etc. to win. Once in power, everything follows and he needs just a finger to enter into the kingdom of wealth.

Citing a fact, there was once a poor guy who could hardly buy food for his family. He stumbled upon a friend who invited him to join them in politics.

Because he was jobless and thought nothing to lose, he got in and there began the wonder of his life. He made himself a millionaire, influential, powerful and strong - - in so short a time. That could be the beginning of why so many people enter politics in our country. Of course, I am saying this without prejudice to the few good ones.

The bad thing is so many people now cannot distinguish between corrupt politicians for as long as they are shared with cash before entering the precincts during election days. It is really very difficult to realize that while the leaderships move onward for new innovation towards progress, no one ever touched about cleansing our electoral process.

Candidates have no proper qualifications and anybody as long as alive can run for public office. Because of this scheme, our government is limping and could not walk straight up.

The government should look into the reasons why some courts in the country are so slow in disposing of cases. Perhaps we can create more courts and appoint judges. In some instances, litigants or judges die first before anything takes place.

As a result, some people do not go to court anymore to seek redress to avoid expense. To them, justice delayed is justice denied.

Right now I can see that the Duterte regime is serious in its campaign against the use of illegal drugs. Thou-

It is only now that I have a real picture of the extent of illegal drugs. I still have doubts the matter can be annihilated completely, but at least it will be reduced to the minimum. I commend President Duterte for his efforts to save the lives of people engaged in drugs.

Our problem in the west Philippine seas is going nowhere. China is pursuing its reclamation projects in the Panatag shoal unmindful of the United Nation permanent arbitration judgment awarding the disputed area as part of our territory.

For the moment, there is nothing we can do but pray China will change its mind relative to its desire to annex to its domain territories belonging to others.

For them who do not know the demands of a growing city, the resolution of traffic congestion is an endless challenge. One thing that really contributes to the enormous traffic problem is the lack of infrastructure and the constricted streets and roadways in downtown areas.

Another is the lack of road courtesy and discipline among drivers – both public utility and private vehicles.

Perhaps, there is the lack of education or simply the headstrong attitude of the drivers.

An experiment on the yellow box is very clear. It is presumed that every driver knows what the yellow box is all about. However, it turns out that both the drivers of the PUJ and private vehicles have no knowledge of what the yellow box is all about.

Do we have to explain?

Anyway, a yellow box means that when a vehicle on the other corner was already half-way inside the yellow box, the other approaching vehicle outside the yellow box speed up, instead of stopping to let the vehicle on the other corner passed through the box. Instead, some vehicles, again, both private and PUJ

try to dash to hurdle the yellow box.

The experiment was one of the many observations, which was shared to the CYNOSURE. The creation of “bottle necks” in the city’s traffic corners have also a number of reasons. For instance, the absence of competent traffic managers boils down to the incompetence of traffic enforcers. Sometimes, the traffic management tries to create a scenario by running after park vehicles in major thoroughfares.

In an instant, the public would appreciate the clear roadways and streets in a certain area. Don’t get me wrong my friend, the traffic on the other side of the city becomes enormous because the vehicles were actually stocked up there.

Thus, it was found out that the vehicles, which were unable to park elsewhere simply parked, with hazard lights, almost in the middle of the street. The “motor relas ” and the “ trisikads ” also become the malefactors of traffic jam.

Facing the situation, one would, again, go back to the basic causes of traffic congestion.

Nevertheless, there are actually, viable solution to the city’s traffic mess. Perhaps, nobody, especially the traffic management office would not want it adopted.

Otherwise, there would be no need to hire incompetent traffic consultants and enforcers. Well, the same traffic problem is happening elsewhere in the country.

For Cagayan De Oro City, one sees the traffic problem as part of the everyday grind. Whether all the causes of enormous traffic jam that the CYNOSURE write speaks of Cagayan De Oro’s present situation, the readers could discern on that.

However, one of the best solutions to the city’s traffic jam is to re-structure and expand the existing city’s streets and thoroughfares.

Eleven nursing students from Mahardika Institute of Technology (MIT) of Bongao, Tawi-Tawi opted to assert proactively their right to wear hijab in the premises of the Lung Center of the Philippines (LCP) in Quezon City despite their dismay when informed by its Department Assistant Head Nurse, Glenda L. Picardal (RN, MAN, MM, MPA, PhD), a day before their Related Learning Experience (RLE) practicum that they may be allowed to report for duty only if they take off their head veils (khimar) once they are inside the premises of Ward TB. According to one of the MIT nursing students, Elyanra S. Utoeglis, Picardal informed them that no matter how much she wanted to accommodate them, she was just following the LCP policy of not allowing nursing students to wear head veils in the course of their RLE duty. Picardal, according to Utoeglis, told them their nursing skills will be affected consequently if they refuse to comply with the Center’s policy albeit she did not furnish the students a copy of it for reference.

The other MIT students who are with Utoeglis at the Lung Center are: Fatima Sherwina P. Sarail, Fatima Sarah J. Ratag, Fatima Sandra J. Ratag, Tadzmahal M. Salih, Darwina U. Dail, Ferdilyn A. Igno, Ayang Samlia T. Alam, Nadzwa B. Ahmad, Nurdiya T. Abduhasan and Carmina I. Usil.

However, Utoeglis informed me that in their RLE duty at the Philippine Children’s Hospital, Philippine Orthopedic Center, National Center for Mental Health, Veterans Memorial Medical Center- they were not required by any head nurse to remove their head veils.

The hijab issue infringes not only a substantial human right but their very wellbeing because it is integral to their code of life, Islam. For these Muslim students, it was not just a consternating choice of taking off their hijab temporarily but most of all, an appalling dilemma of exposing a private part (juyubihinna excepting the face and hands): a crucial choice between career or obedience to Allah.

Three persons were killed in an encounter between government forces and around 15 suspected members of a drug syndicate in Pandag town in Maguindanao on Thursday morning, an Army official said in a phone interview.

Lt. Col. Harold Cabunoc, 33rd Infantry Battalion commander said his unit and Datu Paglas police conducted a joint law enforcement operation against the group led by a certain Commander Grasscutter which is allegedly engaged in illegal drug trade.

Cabunoc said the group fired at the government operatives forcing them to fire back.

of illegal drugs and paraphernalia were recovered after the hourlong gun battle that started at around 5:30 a.m., he added.

He said three suspects were found dead after the encounter while Commander Grasscutter and the rest of his men escaped toward the Liguasan Marsh area where a pursuit operation was ongoing.

Col. Bismarck Soliva, commander of the 1st Mechanized Brigade ordered all his battalions around Liguasan Marsh to to put up a blocking force.

Those were a gold and two silvers.

A year later, Porras grabbed headlines when he was the only participant in the 2017 Palarong Pambansa to snatch four golds. This he achieved after entering four categories – individual poomsae, mixed pair poomsae, team poomsae and kyonugi.
