BUTUAN City--One hundred ten vote-counting machines malfunctioned in various precincts across Caraga Region on Monday, but only 25 replacements arrived from Manila on the evening of election day, an election official said.

Lawyer Renato Magbutay, Commission on Elections regional director, said the replacements were sent on a 6:35p.m. flight to Butuan City and were estimated to arrive at the affected precincts around 10p.m. Monday.

“Of the 25 that arrived, 12 will go to Agusan del Sur and the rest to Surigao del Sur. The voting continued where the machines broke down, but we had to hold the feeding and secured the ballots,” he said.

“We will wait for the replacement machines to arrive. Once they arrive then the teachers, the BEI’s will feed the ballots by batches to the machines,” he added.

DAVAO City -- Presumptive president Rodrigo R. Duterte is planning to initiate major changes in the economic provisions of the Constitution, including those on foreign business ownership, to attract more investors.

In a press conference

Tuesday, Peter T. Laviña, spokesperson of Duterte, said such changes must be undertaken to align the country’s policies with developments in the ASEAN community.

“There will be an initial jittery effect in the market but I think from the start

of a new administration, the mayor would be very firm in making sure that the business environment would be friendly. There will be a little lull when we undertake this constitutional process,” he said.

Duterte told reporters Monday evening that he can allow a 60-40 arrangement in favor of foreigners, or even 100-percent ownership of a business.

He said what he cannot allow is the selling of lands to foreigners, as the country’s land is “sacred”.

“I will now agree to selling a piece of our properties.

On the Philippine stock market, Duterte, who admitted he has no background in economics, said he was more concerned about the inflow of hard investments.

“I can’t talk about economics or what the Makati Business Club wanted me to discuss. Hindi ako Wharton (graduate). I told you I’m a mayor and a prosecutor.

First time voter hopes elected officials address problem on drugs

CAGAYAN de Oro City -- A number of voters during the national and local elections on 9 May have been first time voters.

Alzeus Macarambon, 18 years old, a first time voter in Cagayan de Oro City and poll watcher expressed his excitement to vote. He said the flow of election was smooth especially that senior citizens and persons with disabilities (PWDs), heavily pregnant women were given priority in locating and entering their precincts.

According to Macarambon, he hopes that whoever wins the election will fulfil their promises during campaign period especially to

address problems on drugs among the youth.

Meanwhile, Francesco Labuntog, NAMFREL cochairperson and first time voter said that he had an easy voting experience in the polling precincts however there were problems in locating their exact rooms based on the precinct number provided by COMELEC. He said it was a good thing that organizations like PPCRV were there to help.

Meanwhile, Gloria Depedro, 69 years old, a senior citizen said that they were really early for the elections.

She said they would like to escape the long lines and the heat of the sun comes noon time. They were provided

In an interview with NAMFREL Misamis Oriental and Cagayan de Oro City chapter revealed that people really came to the polling precincts to vote.

Marlon Libot of NAMFREL Clean Inc. said that by 1:00 p.m., more than half of the voters in the city have already casted their votes.

Further, the opening of the actual voting process started on time at 6:00 a.m., the latest they recorded was at 6:15 a.m. There were also enough IEC materials for voters to read such as how to shade properly the oval of the chosen candidate.

Meanwhile, Libot said that the Board of Election Inspectors (BEIs) were able to guide, assist and explain the process of voting.

One of the delays in the election was the technical glitches of the Vote Counting Machines (VCMs). He said that although the government is trying to upgrade its technology, there will always be cases such as overheating, ejection of ballots and all other errors since it is technology driven. PNP investigates five election-related violent incidents in Lanao Sur MARAWI CITY, Lanao del Sur -- The conduct of elections in the province was generally peaceful and orderly except for some cases of isolated untoward incidents.

PSupt Ghazzali Mamacotao, coordinator of the Provincial Election Monitoring Action Center (PEMAC), the Philippine National Police (PNP) is currently investigating the five untoward incidents in various parts of the province today.

THINK a minute.

Have you ever missed a bus or plane because you were just a little too late?

Recently I had to catch a plane for a very important meeting, so I got to the airport early and waited for the announcement to board the plane. The announcement never came.

When I finally went to the gate, I was shocked to see it was closing and the airplane engines had started!

I panicked and tried to get the airline worker to let me in. I had nothing to lose and was desperate so I told her I wasn’t asking for justice, I was begging for mercy.

Well, she did not give it to me.

You know that terrible feeling when you’ve done something wrong and you know you deserve to suffer the consequences? Every religion, except Christianity, has certain rules or rituals and good deeds that people must do to try to earn their god’s forgiveness for their wrongs. Some religions even make people torture and punish themselves to pay the penalty for their own wrongs.

But Jesus Christ showed that there is absolutely nothing we can do to earn or deserve God’s forgiveness for all the wrongs we’ve done. Not even our religious prayers, duties, and deeds come close to paying our

Well, God thought it best not to give me boys to birth. My boys came to me all grown and not needing to have their noses and bottoms wiped. See them filling up my office. They come and go, but there’s always three or four whose footsteps would converge at my door at any given time.

Yeah, I do seem to have a knack at mothering boys.

They come off stronger and more sure of what they can do and what they want in life.

Soon, it seems like it’s a given that they’ll go away and take root somewhere.

But I’ll always find them again. It’s always a great pleasure to check up on one of my boys and to find them well and happy and living their lives being a blessing to others. Like Ryan.

I arrived in Skien four days ago when there was still a biting chill in the air. Almost immediately, Tim bundled us all in the car to catch the snow at his mountain cabin in Seljord.

The perfect host, he rustled up snow gear for me. He helped me strap on my snow

shoes with a reminder to “Walk like you’ve got balls.”

And for three days more, he had me walking like I indeed had balls – through the snow and the mountains and down by the beach. Tim is like a walking NatGeo guide – a veritable fount of details on Norway’s history, geography, its people, traditions, and industries.

He genuinely loves this land of crags and fjords and is proud of the people who tamed it.

So there I was on Mothers Day morning relishing the reception Tim and Ryan had given me. Norway is about the outdoors and that, much to my delight, was indeed was what they gave me.

Now and then, I lurk on my Liane’s Facebook to find hubby mothering our girls while I am away. Father Hen

It shall be utilized for identified priority projects and activities in line with the delivery of basic services and facilities per section 17 (b) of the Local Government Code (LGC).

Thus we as educators must continue striving hard for the betterment of the education of our kids. With this incoming administra-

tion, we still must continue steering our children to be intellectually equipped so we will be at par not just here in Southeast Asia but throughout the world.

Of course, private philanthropists from other countries have slowly noticed our efforts. For instance, a software company headquartered in Salt Lake City, Utah aims to change Philippine classrooms by introducing a cloud-based learning management system that reduces the use of blackboards. This will be initially available in private schools but as its demand here is expected to rise, then this will be ultimately available in public schools as well.

NGCP seeks permit for clearing of planted trees along critical lines

ILIGAN City--Power grid operator NGCP reiterates its plea for the Department of Environment and Natural Resources (DENR) to issue a blanket authority and special permit to prune/ trim or cut intentionally and maliciously planted trees along transmission line corridors.

The blanket authority, if issued, will support and help expedite NGCP’s efforts in clearing deliberately planted trees underneath transmission lines which cause line outages and power interruptions.

To date, the DENR already issued Tree Cutt ing Per mit No. R10TCP-14-07-10122016 authorizing the cutting of trees along the Agus 2- Baloi 138kV line, traversing the municipalities of Pantar and Balo-I, Lanao del Norte.

However, this covers only one out of eight lines in Mindanao identified as critical because of ROW issues.

The seven other lines identified as critical are: Agus 2 – Kibawe 138kV Lines, Agus 1 – Agus 2 138kV Line, Baloi – Agus 6 138kV Lines, Baloi – Agus 6 69kV Line, Baloi – Tagoloan 138kV Lines, Baloi – IDPP 138kV Line, and Baloi –Aurora 138kV Lines.

Permits are likewise needed for the 83 transmission lines in 79 municipalities throughout the country that remain vulnerable to transmission related power interruptions. Uncooperative land claimants refuse our line personnel access to the properties for the conduct of clearing and maintenance activities.

“Any and all forms of government support to address violations of line safety clearances, particularly maliciously planted trees, will facilitate the efficient delivery of power transmission services to our customers in Mindanao and the rest of the country,” stated NGCP. To prevent longer power interruptions, NGCP continues to appeal to the local community and its leaders to help identify the perpetrators of tower bombings, and to negotiate with uncooperative claimants who deliberately and maliciously plant trees underneath transmission lines.

Paje hails Scientists size up Supermassive black hole, 660M times bigger than sun enactment of Green MOSCOW--Scientists using the Atacama Large Millimeter/submillimeter Array (ALMA) in Chile have measured a black hole 660 million times as massive as our Sun. Scientists have used the ALMA of telescopes in Chile’s Atacama Desert to measure the black hole at the center of a galaxy dubbed NGC 1332, which is 73 million light years away from Earth.

They measured the size of the black hole by studying ALMA’s observations of carbon monoxide emissions from a giant disc of cold gas approximately 16 light years across, which is orbiting the black hole.

They also measured the speed of the gas, and found it to move at more than 500 kilometers per second near the disk’s center.

lations and calculated that the black hole has a mass 660 million times greater than our Sun, plus or minus ten percent, and about 150 times the mass of the black hole at the center of the Milky Way. Previous studies of NGC 1332 with ground- and space-based telescopes gave wildly different estimates for the mass of this black hole, ranging from 500 million to 1.5 billion times the mass of the Sun. The study, published in the Astrophysical Journal Letters on Thursday, confirms that the lower estimates are more accurate.

It is the first demonstration that ALMA’s 66 antennas can be used to map out the rotation of gas disks in galactic centers at a higher resolution than other ground- and space-based telescopes, including the Hubble Space Telescope.

The astronomers believe their technique can be applied to many other galaxies to measure the masses of supermassive black holes with great

precision, and they have submitted a proposal to use ALMA to observe other massive black holes.

The immense black hole at the center of the galaxy NGC 1600 appears to be 17 billion times the mass of the sun. This computersimulated view shows a supermassive black hole at a galaxy’s core.

“The ubiquity of black holes is one indicator of the profound influence that they have on the formation of the galaxies in which they live,” Andrew J. Baker, associate professor at Rutgers University and one of the coauthors of the study, said.

“This has been a very active area of research for the last 20 years, trying to characterize the masses of black holes at the centers of galaxies,” he said, which scientists believe will help them to understand how galaxies form and evolve.

“This is a case where new instrumentation has allowed us to make an important new advance in terms of what we can say scientifically,” he added.

MANILA--Environment Secretary Ramon J.P. Paje has hailed the enactment of a law promoting the creation of “green jobs” or employment activities that contribute substantially to preserving the quality of the environment.

“This law will shore up support to our commitment to the Paris Agreement to work with the United Nations and other countries against global warming,” Paje said, referring to Republic Act (RA) 10771, or the Philippine Green Jobs Act of 2016, which President Aquino signed into law on April 29.

“It cements our pledge to pursue policies that would make communities climate change adaptive and resilient,” he added.

The Paris Agreement is the new global climate accord dealing with greenhouse gas (GHG) emissions mitigation, adaptation and finance starting in the year 2020.

Based on the Senior HS early registration conducted last October19 to November 13, 2015, there were 143 Grade 10 completers and out-of-school youth who registered which will create three (3) sections. “We only got 25 because this is not just an isolated case in Caraga Region. The breakdown of machines is happening all over the Philippines,” he explained.

I believe Duterte has a greater chance of doing this, since diverse religious groups were behind his victory. He should return to the religious leaders whose support he enlisted not only to thank them, but more to learn how they inspire their members into a stronger spirituality, and thereafter utilize what he has learned to bring more Filipinos to a more tangible relationship with God. Beneficial change will come after that!

I think that much too many of our countrymen have placed too great a reliance or dependence on Duterte and on his promise of killing criminals and corrupt government officials, in the same manner that we reposed the same trust, six years ago in 2010, on Noynoy Aquino, thinking that he will be able to solve the ills of our country by himself alone in six years’ time.

DTI-EMB urges FMCG exporters to do business with the US The Department of Trade and Industry’s Export Marketing Bureau (DTI-EMB) recently held a series of seminars on Doing Business with the United States (US) for Fast-Moving Consumer Goods (FMCG) in Manila, Cebu City, and Davao City as part of its Doing Business in Free Trade Areas (DBFTA) program.

Participants including exporters, would-be exporters, businessmen, government agencies, local government units, students and faculty members, and media men, discussed the US market, benefits of the US Generalized System of Preferences (GSP) program, and the mainstream US market.

Currently, Philippines is among the 122 beneficiary countries and territories of the US GSP program.

The program eliminates duties on about 5,000 types of products when exported to the US. It will allow more local exporters including the micro, small and medium enterprises (MSMEs) to expand their exports products to the US. Rose Marie Castillo, Division Chief of EMB-Food and Agri-Marine Division (FAMD), emphasized the competitiveness of Filipino products especially in the areas of electronics, fresh and processed food, designdriven products, garments, personal care products, and information technology (IT)-enabled services.

“To keep up with the demands of the US market, one must know the trends that affect consumer choices. At present, Americans are

very cautious of their health. They tend to opt for healthier and organic snacks which are convenient and readily available,” she said.

Nicholas Johnson, President and Chief Executive Officer (CEO) of Asia Etc., a marketing company specializing in sourcing producers and manufacturers of food products in Asia and introducing them in the US marketplace, discussed the various market opportunities in the US for FMCGs. Stressing on the importance of knowing the US market, he advised exporters to invest in improving product packaging, consider online selling or retailing like Amazon or Kroger, ensure product standards and safety.

Run to Fuel Hope: VXI Participates in Charity Fun Run DAVAO CITY, Philippines – Motivated by the cause to help Filipino children in need, VXI Philippines showed its support to Tebow Cure Run 2016: Run to Fuel Hope- a fund-raising event organized by Tebow CURE Hospital last May 1, 2016 at SM Lanang Premier.

VXI quickly responded to Tebow CURE’s call to participate and be one of the major sponsors of the said event. Hundreds of VXI employees chose to spend their Sunday morning in reaching out to the community and help drive public awareness in promoting the hospital’s philanthropy.

Headed by Ms. Debbie Santos, VXI’s VP for PH Talent Acquisition and Corporate Branding, and Mr. Anant Singh, VP for Operations, the participants gathered in the venue as early as 4:00 am to participate in the 1k and 5k runs, with routes situated within Davao City.

“This is a simple company initiative that desires to help raise awareness about the pediatric orthopedic children from Tebow CURE, Davao,” said Mr. Anant Singh. “The activity inspires every-
