MARAWI City--Fearing for their lives, 200 teachers from five municipalities in Lanao del Sur are boycotting their poll duty on Monday prompting the Commission on Elections to deploy policemen to replace them.

Davao City fails to break record Voting delayed on singing of national anthem for 3 hours in ComVal village DAVAO City -- Even if the event gathered close to 300,000, Davao City did not make it to the Guinness Book of World Record with the most people singing simultaneously the national anthem for one single location but organizers are optimistic the city created a new record for multiple location.

Arnold Garbanzos, who is one of the organizers of the event, said the unofficial count stands at 94,000 but there were also many people who entered the venue without the bar code.

The traffic has also prevented other people including the mayoral candidate Sara DuterteCarpio and family to make it on time due to traffic. Thousands were still walking to the venue and stranded in the traffic along Carlos P. Garcia

Highway.

Sara has to ask organizers to repeat the singing of national anthem so that they can also experience participating in the historical event.

“Dili ta mu-qualify sa singng in a single location (We will not qualify singing in a single location) but we can qualify under multiple locations,” said Garbanzos adding that he is just waiting for feedbacks from other municipalities and cities.

Other participating cities and municipalities were Bislig, Cebu, Cagayan de Oro, Tagum City, Panabo, Iligan, Baguio, Surigao, Digos, General Santos, and Melbourne in Australia.

Garbanzos said he is just awaiting feedback from these areas.

Garbanzos said among the reasons are the short notice as preparations were done less than a

month and the traffic that prevented other people to make in time for the singing. He said it would have been better if it was also done during school days to gather more students.

Garbanzos said they should also be stricter in the bar-coded entry because many people entered the venue without registering through the scanner.

In total, the crowd estimate was close to 300,000 inside the venue.

But Garbanzos said they are still successful in developing patriotism among the people.

“Many were teary-eyed after the singing. We are all proud to be Filipinos,” Garbanzos said.

Last Sunday’s event was the city’s entry to the Guinness Book of World Record for the Most People Singing Simultaneously the National Anthem.

The event, which will be held on May 7 at 5 p.m. in Crocodile Park, Maa, Diversion Road, targets to gather 300,000 participants in a single location.

The current record held

by Bangladesh last year was 264,000.

Aside from breaking world record, the event is also a show of unity and mark the end of the political campaign although it is not a political exercise.

T h e s i mu l t a n e o u s singing of the national anthem for the Guinness was started by Israel in 2008.

In 2009, Iligan vied for world record with 5,248 participants. This was followed by India with 145,000 then Pakistan.

India was however disqualified after six months.

DAVAO City -- Voting in rebel-infested Brgy. Manurigao in New Bataan town, Compostela Valley was delayed for at least three hours due to the late arrival of the Boards of Election Inspectors and the vote-counting machines.

Voting was supposed to start at 6 a.m. and end by 5 p.m.

In a press conference on Monday morning at the Philippine Information Agency XI, Major General Rafael C. Valencia, commander of the 10th Infantry Division said the BEIs and the VCMs were still on their way to the barangay.

He said voting there was expected to start between 10:30 and 11:00 a.m.

“The nearest road from where they are now is about three hours ago,” he said New Bataan, with around

900 registered voters, was earlier placed under category 2 of the election watch-list due to the presence of the armed groups, he said.

Valencia said Tagum and Kapalong towns in Davao del Norte and Digos City and Malalag town in Davao del Sur were placed under category 1 due to the presence of intense political rivalry.

The areas under category 3 include Monkayo town, Compostela Valley due to political rivalry and the presence of armed groups.

Under category 2are 218 barangays in the region and some parts of Region 12, Valencia said.

The 10th ID covers the Davao Region and parts of Region 12.

Defective VCMs, erroneous Ballots mar voting in Region 12 GENERAL Santos City-The conduct of the elections in Region 12 has been “generally smooth” despite the reported technical problems with the vote-counting machines in some polling precincts, a Commission on Elections official said.

Comelec Region 12 director, said voting is currently ongoing in majority of the 3,438 clustered precincts in 1,158 barangays in the region.

“It’s been generally smooth as of this time. There were usual problems like missing names and voters who had difficulty finding

their precincts while a number of precincts encountered technical glitches with the VCMs but they were mostly manageable,” he said in an interview as of 10 a.m. over radio station Brigada here.

For instance, the official said the VCMs in some precincts did not immediately start or power up and there

scanned in batches once the replacement VCMs would arrive.

She said there were available standby VCMs at the Comelec-South Cotabato provincial office in Koronadal City but they were still waiting for the decision from the central office regarding their deployment.

RP hit by massive failure of elections?

-oooRP EXPERIENCES MASSIVE FAILURE OF ELECTIONS? If I were to believe the reports being blurted out from almost all radio stations two hours before the May 09, 2016 election was to close, there was no doubt at all that a massive failure of elections took place on that day.

This was on account of irremediable defects and deficiencies in the vote counting machines (VCMs) that were used for the electoral exercise, and the inability of many voters to vote in the whole country, largely because they couldn’t find their names and precincts where they were supposed to vote.

The projected cheating and fraudulent manipulation of results of voting, counting, and transmission may not have happened alright, contrary to the expectations of many poll observers, but then, something graver and far more sinister appeared to have taken place right under

our very noses, and it is the disenfranchisement of the whole Filipino nation, resulting in the nullification of the entire May 09, 2016 electoral exercise.

-oooCONSTITUTIONAL CRISIS LOOMS AS POLLS SUFFER FROM DEFECTS: Now, where would a failure of elections on a nationwide scale, heaven forbid, lead our nation to? First and foremost, I believe it would certainly result in a deep Constitutional crisis, which can be remedied only by the immediate holding of another elections. But then, the logistics required for another national elections may prevent that from happening very soon.

In the meantime, there would be an unavoidable power void. Under the Constitution and existing laws, there is no right nor power on the part of President Aquino, Vice President Jejo-

mar Binay, Senate President Franklin Drilon, and House Speaker Feliciano Belmonte Jr. to either continue being president or to assume power as acting president.

The reason is that their respective terms will all expire on June 30, 2016.

What is more problematic is that there is going to be no Senate president nor House Speaker who can become acting president, because the senators who will continue to serve after June 30, 2016 will not be numerically sufficient to elect a new Senate President. The House shall not have even a single congressman who can become acting House speaker.

-oooMAY GOD HAVE MERCY ON US! This situation invites adventurism on the part of individuals or groups who are of sufficient wealth and who have armed partisans which may decide to grab political power.

This individual or group could set aside the 1987 Constitution and declare a revolutionary government which will have no rules to obey except the whims and caprices of its leaders.

This could of course be chaotic and could lead to national anarchy, as persons and groups opposed to those who have earlier taken over the reigns of government may be prompted to assert See batas, page A11

So what that teacher should have said is: “David just is not motivated to learn with me.” Because that same boy, David, will jump out of bed early in the morning if he’s going fishing or to play with his friends.

Everyone can be motivated. We just need to be motivated for the right things. Just watch people leaving work on Friday, rushing off for a weekend of fun. They don’t look unmotivated or lazy then!

Maybe you had a schoolteacher who really made a certain subject interesting even exciting to you. They made you want to learn more, and they explained things so you could really understand. Then you ended up doing much better in that teacher’s class than you did in the other ones.

But then it’s not possible for our children’s teachers to know our own kids as well as we do. That’s why we their parents are their most important teachers. It is mainly our responsibility to motivate our children so they want to learn and do their best. And to do that, we must let our kids know that we believe in them. We watch them closely so we can help them know what they’re naturally talented and good at doing. Then we need to encourage them in that area so they can fully develop their own special abilities, whether it’s academics and school, sports, cooking, music, business, relating to people, or something else.

2.7 million worth of drugs seized in Butuan City BUTUAN City -- Around 2.7 million pesos worth of shabu (Methamphetamine Hydrochloride) along with two suspects were apprehended here by a joint operation of the Police Regional Intelligence Division (RID) and the City Anti-Illegal Drugs Operations Task Group (CAIDSOTG), Friday afternoon.

Police Senior Inspector Arvin Hosmillo, team leader of the Regional Anti-Illegal Drug Special Operations Task Group (RAIDSOTG) under the RID said they seized from the raid around 235 grams of suspected shabu from 57 pieces of heat-sealed plastic sachet, which the Dangerous Drug Board said is valued at 2,773,000 pesos.

“We had been monitoring this group for the past two months and we are glad that we were able to get a warrant and test buy that led to the successful

raid,” Hosmillo said.

Over 400,000 voters troop to poll precincts in Zambo City ZAMBOANGA Cityn -Over 400,000 registered voters trooped to the polling precincts on Monday to choose the country’s leaders for the next six years.

Commission on Elections (Comelec) records showed that 213,715 of the 412,795 registered voters will cast their votes in the first district while the remaining 199,080 in the second district.

They will elect a president, vice president, 12

senators and a partylist representative in the national level.

In the local level, they will elect a mayor, vice mayor, 16 city councilors -- eight in District I and eight in District II and representatives -- one for each district.

Zamcelco: No blackout on Monday polls ZAMBOANGA City -- The Zamboanga City Electric Cooperative (Zamcelco) has assured that this city will be power outage-free during Monday’s local and national elections.

Omar Sahi, Zamcelco board president, said the National Grid Corporation of the Philippines (NGCP) has approved on Saturday the request of the cooperative for its 16-megawatt (MW) modular generator sets to be connected to the Mindanao grid.

Sahi said the Zamcelco engineers have already tested one of the generator sets that fed one MW into the grid.

“Finally we are free to connect our generators to the grid anytime,” Sahi said.

At present, Sahi said, the cooperative has sufficient supply of power coming from its suppliers like the Power Sector Assets and Liabilities Management corporation (PSALM) which is providing 20 MW, Therma Marine Inc. that gives 20 MW, Western Mindanao Power Corporation, 46 MW and from Mapalad which allocates 12 MW. “We now have sufficient supply of electricity that reach 99 MW. The city only needs 97 MW,” he said.

He said Monday which is a holiday, big loaders such as sardines companies will not be operating their plants thus, Zamcelco’s power supply will be stable.

ANYWHERE in the world, whether you’re in the Philippines or some other countr y, protection of children in schools must be an utmost priority not just by government but by everybody including the parents of course. Here in the Philippines, we have policy and guidelines on protecting children in school from abuse, violence, exploitation, discrimination, bullying and other forms of abuse.

This policy aims to protect the child from all forms of violence that may be inflicted by adults, persons in authority or even by fellow students, including bullying. If the violence is committed by a minor, then the minor must have corresponding punishment which is accorded his/her age.

To provide special protection to children who are gravely threatened or endangered by

circumstances which affect their normal development and over which they have no control and to assist the concerned agencies in their rehabilitation. To ensure that such special protection from all forms of abuse and exploitation and care are necessary for the child’s well being, the policy is formulated, taking into account the primary rights and duties of parents or guardians and other persons who are legally responsible to exercise custody on the child.

We must likewise remember that the Philippines is a signatory of the Convention on the Rights of Child. Thus, we are duty-bound to protect children from all forms of physical or mental violence, injury and abuse, neglect or negligent treatment, maltreatment and exploitation, including sexual abuse.

another? In today’s newspaper I read about the police officer held captive released from custody by the NPA rebels in Banglay, Lagonglong, Misamis Oriental. I know where Banglay is as I had been there many times hunting for birds when I was a little boy. It is a top most mountain of Lagoglong just few miles from Omagus that overlooks the poblacion and as far as the barangay of Napaliran, in Balingasag.

The police officer revealed he was treated well by the rebels and even attended to his illness of high blood pressure. With this relation, why should we fight?

For one thing the rebels need help in terms of food, education for their children, medical and dental cares, etc. that the government must help. Instead of buying guns and bullets, why don’t we give the funds

to the needy rebels? Why don’t we give them lands to work on and produce food for the country, or give them loans in government banks to help their families become productive. Why can’t we give their children free education and books to turn these young boys and girls useful citizens of tomorrow? Is our government timid of its obligations to its people?

Right now it seems our leadership is confined to helping the business sector that included foreigners while giving a sour look at our people. Not so many are rebels but for sure I knew it because they told me their rancor and heartaches to some leaders. This is definitely a reverse action of our former leaders’ program of Filipino First. This kind of treatment towards our people is definitely one reason why discontentment and dissatisfaction flowed freely thus driving into the hells some of our disgruntled brothers.

As an active journalist some years ago I met many rebels including kumanders and shook hands with them.

They come to towns and cities and walk around, mingle with everyone as if there was no pains in their hearts. Nobody knows they were rebels although the big ones are identified by the military. In the other side I had many military generals as friends. I just sat on the fence and stayed neutral as possible. I never passed words or information from one side to the other.

I urge our government to make an order for the NPA rebels to come down with safe passage and into a conference room to discuss issues involved in the controversy. We have wasted so much blood and bullets, guns and money. The time has come when things must end and let the rebels join society with peace and smiles. Arrogance in the government side must end.

The rebels are taxpayers too like me and anyone of us.

Many people are tired of this ugly and unnecessary war. It is so expensive and deadly. If we really want to fight then we should wait for the real enemy - - the communists who might come to our soil to disturb us. 1 killed as supporters of LP, UNA mayoralty bets clash in Guindulungan GUINDULUNGAN, Maguindanao -- A resident of a neighboring town was shot dead as supporters of rival mayoralty bets of the Liberal Party (LP) and the United Nationalist Alliance (UNA) clashed inside the compound of the Tambunan Central Elementary School at around 6:20 a.m., barely half an hour after polls opened at 6 a.m.

Police identified the victim as Uray Anta Usop, 20, a resident of neighboring Talayan town. He was hit on the left eye by what Guindulungnan police chief Sr. Insp. Zukarno Kunakon and Army Capt. Alan Gesulta of the 14th Mechanized Company said was “sniper fire.”

Usop was shot on the slope between the main voting precinct centers and the hillside schoolbuilding.

It is not clear why Usop, a resident of neighboring Talayan town, was in the school premises but Nelson Sangowan, secretary to Guindulungan Mayor Midpantao Midtimbang, Sr., earlier told MindaNews the victim was a supporter of the mayor.

Italpinas signs P350-million DBP loan for Cag. de Oro project ITALPINAS Development Corp., a developer of mostly green buildings, on Friday signed a P350million loan agreement with state-owned Development Bank of the Philippines (DBP) to partly fund its project, in Cagayan de Oro City.

Italpinas officials said the five-year, fixedinterest loan hopes to bankroll the P575million construction cost of the two towers of its project, called Primavera City in Cagayan de Oro City.

“With DBP’s support, the available funding will ensure completion of the project on schedule,” said Jose Leviste III, the company’s president.

The company hopes to raise P1.4 billion in sales from the initial towers of Primavera City, which includes 3,000 square meters of office space that will be available for lease as soon as the company receives a go signal from

government authorities to sell the units.

At the moment, the company only has two projects, one each in Cagayan de Oro and Nasugbu in Batangas.

It just acquired 1,868 square meters of land for the first two towers

of Primavera City. The company purchased the land for P24 million from Pueblo de Oro Development Corp., and was only paid in January this year.

“Preliminary groundworks were already undertaken

at the project site.

The construction of Primavera City A and B is scheduled as soon as the general/structural contractor is selected but not later than June 2016,” it said.

The International Finance Corp., the

private- sector arm of the World Bank, has awarded the EDGE certification to Primavera City.

Primavera is the first completed condominium project in East Asia to be certified by EDGE, which the IFC called its

“innovation,” as it helps property developers build and brand their properties “green” in a fast, easy and affordable way.

EDGE is supported by a software that encourages solutions to reduce energy and water used to make building materials by at least 20 percent, which is the standard for the certification, IFC said.

The company said Primavera, which will have 163 units for Tower 1 and 166 units for Tower 2, will be constructed at a cost of P670 million, including the land.

Its second project, called Miramonti— located in Santo Tomas, Batangas—will be constructed for between P700 million and P750 million. It will sell the units of both developments to between P85,000 and P95,000 per square meter.

Construction for both projects may start this year, but all the necessary funding for the project has already been settled, company officials said.
